This chapter is written primarily from the standpoint of development of flotation processes for treatment of specific ores. However, most of the principles and techniques discussed are equally applicable to other forms of applied flotation research such as improvement of procedures in existing plants and development of new reagents or methods without reference to specific ores. Because it is not possible to cover this subject in detail here, much of the material presented is in the form of a guide to the literature, with emphasis on readily available, English language publications. Details are included only if considered to be widely applicable or not readily accessible in the literature. Related subjects which are covered elsewhere in this volume, such as flowsheet design and statistical techniques, are not emphasized in this chapter. The material presented is intended primarily for those familiar with the theory and practice of flotation, but with limited experience in applied flotation research. It may be of value to the experienced investigator as well, by calling to his attention some useful viewpoints or techniques that he may have overlooked. It has often been said that flotation is more of an art than a science. In- deed much of the knowledge of flotation behavior is empirical. However, the unsystematic, artisan approach to flotation problems results only in an ac- cumulation of unrelated data. Like any other physical or chemical process, flotation is amenable to investigation by systematic experimental methods. The experiments should be based, as far as possible, on an understanding of the natural laws that govern the process and on good experimental procedures. SAMPLING OF A DEPOSIT In working out a flotation process for a mineral deposit, no step is more important than that of obtaining a suitable sample or samples. Experimental procedures cannot compensate for the lack of a representative sample. Methods of sampling a deposit have been published elsewhere,l-4 but a few points are of special importance from the standpoint of flotation. First, the sample should be representative of the deposit, not only in respect to chemical composition, but also in respect to mineralogical composition and degree of dissemination of the valuable minerals. THERE are three chief production zones of tungsten ore in China. In the Province of Kiangsi mines are located at Kanchow, East River, and West River. Their combined production is understood to amount to 300 to 350 tons of ore per month, and their original exportation is made through the port of Kiukiang, largely to Shanghai. The second zone is in Kwangtung Province, the mines there being at Tayulin. Produc-tion reaches about 200 tons per month and cargo is gen-erally exported through the port of Hong Kong. In the Province of Hunan approximately 25 tons of ore are produced monthly in the mines at Ton-on. Tungsten ore from Kiangsi and Kwangtung Prov-inces is generally about 70 per cent WO, (tungstic acid), while that from Hunan is of lower quality, run-ning about 65 per cent WO3. Kiangsi ore is received from the mines in 100-1b. and Hunan in 224-lb. gunny sacks. No repacking is done except as it is made neces-sary by the condition of the sacks. Kiangsi Province contains the Chinese districts pro-ducing the largest amount of salable wolframite or tungsten. Many districts west and south of Kiangsi have been found to have wolframite deposits.-Com-merce Reports.

Henry M. Parks, director of the Oregon. Bureau of Mines and Geology, has supplied the following information regarding a recent discovery .of manganese ore in Jefferson County, Oregon, about seventeen miles southeast of the railroad at Eagle Point, a station on the P. & E. Railway. The occurrence is about five miles southeast of Lake Creek Post Office and near the confluence of Lost Creek with the south fork of Little Butte Creek. The manganese ore occurs as psilomelane and pyrolusite, disseminated through a flat bed of volcanic tuff breccia; at a point where the bed was penetrated by a churn drill hole, the thickness of the ore-bearing stratum was 30 ft. Development thus far has consisted of open-cuts, one of which exposes a face about 40 ft. high and 75 ft. broad. Other smaller open-cuts have followed the bed for a. distance of 400 yards. The nodules of manganese mineral vary from a maximum of 25 to 50, lb. down to the size of beans and others as small as mustard seed. These grains, when clean, average from 55 to 58 per cent. manganese. A 12-ft. groove sample in the face of the main open-cut yielded 14.86 per cent. manganese. The peculiar occurrence of the manganese nodules should present but slight difficulty in concentration. After that time they are partly estimated from the total tonnage handled by the Allegheny Valley Railroad from four counties, of which this was one. AN extended study of dustproofing Freeport-seam coal has empha-sized several fundamental features in the successful treating of bituminous coals. The extent of the exposed surface area and its absorption proper-ties for the dust-retaining film were found to be the most critical factors affecting the efficiency of fly-dust prevention. From recently published screen data and specific surface-area measure-ments on United Kingdom coals, an approximation of the surface exposed by mine-run coal and by 1-in. slack was made. The total surface area exposed by an average ton of this mine-run coal was estimated at 3768 sq. yd., while a ton of 1-in. slack represents a total surface area of 8779 sq. yd. with no additions for porosity. It is important in coal treating to consider that in mine-run coal the fraction above 1/4 in. in size represents 79.5 per cent of the total weight, but only 4 per cent of the total surface, while the fraction below 150 mesh contains 47 per cent of the total surface and only 1.2 per cent of the total weight. Also, one should appreciate that, in a 1-in. slack, the domestic stoker fraction (1 in. to 8 mesh) contains 76.3 per cent of the weight and 8.2 per cent of the surface, while the fraction below 150 mesh represents 3.3 per cent by weight and 54.8 per cent by sur-face area. Wax extraction data on 1-in. to 0 slack from mine-run treated Free-port-seam coal showed that the coating was distributed uniformly as a function of exposed surface; hence, nonuniformly on a weight basis. This distribution of the coating on mine-run coal therefore limits the extent of treating that is desirable on bituminous coal at this point in the preparation. The treatment of Freeport mine-run coal before it reached the tipple gave a 70 to 80 per cent reduction of fly-dust in the tipple, a satisfactory treated commercial slack coal, and an indicated change in the trend of tipple degradation. The premium-treated domestic sizes required a supplemental treatment for complete dustproofness.

Data about production are very meager. In this county from the earliest days until after the Civil War, the amount of coal used locally greatly exceeded that shipped on account of the iron produced; for many years the furnaces used raw coal for melting the ore. In 1846 it was stated that in this county one ton of iron required three tons of iron ore and three tons of local coal used raw.1 In 1864, eleven furnaces in Pennsylvania using 102,230 tons of raw coal produced 44,671 tons of iron, or 2.3 tons raw coal per ton of pig iron .2 This was probably as good a record as was made, as nearly all furnaces changed to coke some years later. Neither of these figures include the coal used for steam and other purposes around an iron plant. The Beaver and Erie Canal was opened in 1845 and the shipments shown from then to 1865, inclusive, are of coal received by the canal at Erie, and do not include any used at local points along the canal. From the completion of the Erie and Pittsburgh Railroad in 1864 the tonnage shipped by canal decreased. rapidly, and, while the canal shipments after 1864 are supposed to be those received at Erie by canal only, they may include some rail tonnages. Tonnages on Erie and Pittsburgh Railroad may, and probably do, include some used locally; those on the Jamestown & Franklin Railroad do not. It is likely that both canal and Erie and Pittsburgh Railroad figures include some coal originating in Lawrence County, and possibly a little from Beaver County. These tonnages are not duplicated in the data for either of the other counties. Not all of the railroad reports can be found now.

Open pits and quarries are the major sources of all hard rock tonnages mined today. Normally, ore is fractured from the pit bench face by blasting and then truck-hauled to a primary crusher on the pit rim for conveying to the concentrator; overburden (or waste) is generally truck- hauled from the pit to dump areas. This system of truck haulage of blasted ore and waste accounts for some 25 to 50% of total mining costs in a typical open pit operation and commonly is the largest single cost factor. In an effort to reduce these costs mining companies are continually replacing their older and smaller trucks with larger ones and at the same time are studying conversions to conveyor haulage, since this method of transport seems to offer possibilities of lower costs per ton of material handled. In these studies it seems logical to consider installing these conveyors as close as possible to the mining face for maximum use of conveyors and minimum use of trucks, since a conveyor is much less labor intensive than a trucking system. However, direct loading onto a conveyor near the retreating bench face is impractical because of excessive lump size. Consequently, it is conventional practice to load the blasted rock into trucks at the face for haulage to the crusher. After crushing, the rock is fed onto a conveyor. The closer the crusher is to the mine, or if it is in the mine, the shorter the truck haul and the greater the potential for cost saving. At first appearance, in-pit conveying might seem to be an obvious solution, yet many mining companies have considered such a move while few have implemented it. To determine why, it is necessary to consider the factors influencing such a decision. A conveyor system tends to be capital intensive but can have a lower operating cost per ton than trucks. Trucks, on the other hand, tend to cost less to buy but more to operate; thus, economics tend to favor the conveyor if it can be operated close to capacity and if a sufficiently large tonnage can be passed over the system to mitigate the effect of its high capital cost. In a typical hard-rock, open-pit mine it is necessary for a variety of reasons to mine several faces of both ore and waste at the same time; and any mining system must have sufficient flexibility to permit loading from one face or another at short notice. This makes it impractical to place small mobile crushers and their consequent network of conveyors at each working face. To date no alternative has been found to using trucks for bringing all rock of the same class to some convenient marshalling point from which it may be crushed and conveyed from the pit. Another advantage of trucking when compared to conveying is flexibility. Many mines wish to deliver their shot-rock to different locations, depending on the mineral content. THE oil-bearing districts of Poland are found on the slopes of the Carpathian Mountains. The oil belt extends from Gorlice southeast to Stanislawow. It is approximately 250 miles long and 30 miles wide, and comprises four geological districts: the western, or Gorlice district; next, to the east, the Krosno district; the Boryslaw district; and, in the extreme southeast, the Stanislawow district. The amount of petroleum produced in Poland from the beginning of the oil industry scarcely totals 26,000,000 metric tons, or 15 per cent. of the estimated supply. Of this amount, 18,000,000 tons have been taken from the fields of Boryslaw within 25 years; and only about 8,000,000 tons from all other fields within a period twice as long, although some of these other fields represent just as good possibilities as did Boryslaw at the beginning of its development. The Polish oil industry was severely stricken by the war. The retreating Russian armies, in 1915, destroyed a large number, of the existing oil wells, nor was the post-war period favorable for the development of this industry;; the money and credit stringency interfered with the expansion of drilling. But since 1921 there has. been a slow steady increase in production and there is now every reason to believe that conditions in the industry will improve. In fact, an increase in new drillings has been reported for the current year. The production of crude oil in Poland, in 1913, amounted to 1,113,668 metric tons. In 1914, the production declined- to 655,600 metric tons. In 1921, the production was 705,596 tons; in 1922, 712,428 tons, and in 1923, 737,182 tons; or more than 5,000,000 bbl. But the fields have a much greater potential output, which could be realized were the capital available for prospecting and new drilling. The principal producing, and at present most exploited, fields are around Boryslaw and Schodnica. These fields were developed rapidly for in the first year of their modern exploitation the wells were gushers of moderate depth. However, as a result of heavy drilling, the shallow folds have been exhausted and oil can be reached now only by deep drilling. Wells of almost 5600 ft. have been drilled in Boryslaw. Because of these drilling conditions, a large number of engineers and workmen specially skilled in deep drilling are to be found in this field.

THE world-wide continuation of low prices for zinc in 1934 has militated against any striking changes in the position of the metal. The price of zinc in London at the end of the year, about £11 5/8 per long ton, or 2.5c per pound at the existing rate of exchange, is more than 25 per cent below the average price for last year. In these circumstances probably the most significant event of the year was the putting into operation of the new electrolytic plant of the Giesches company at Magdeburg, Germany. This plant is designed to have an initial capacity of 20,000 long tons per year, and it is planned to increase this to 40,000 tons annually. This development is significant not only as indicating a continued swing of zinc metallurgy towards electrolytic methods, but also because it will make Germany virtually independent of foreign sources of zinc. This will mean that the zinc tonnage normally exported to Germany from Belgium and Poland will. become available for other markets, and it is feared may lead to lower prices unless the production of Bel-

Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in, the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5° to vertical, and in the same mine the dip of the coal may vary from 30° to 50°. In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous- coking coal, the following being typical analyses: Lignite Sub Coking Coal bituminous Moisture 23.5 14.30 0.57 Volatile hydrocarbon 31.0 33.03 23.57 Fixed carbon 37.4 41.30 65.55 Ash 8.1 11.37 10.31 100.0. 100.00 100.00 Very little of the coal contains as much as 0.75 per cent. sulphur. The brown lignites occur mostly in Lewis and Thurston Counties, and, as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea.

IN an engineering fashion we have made an assay of the engineering profession, using as a. sample the engineers listed in "Who's Who in America" (1928-1929). We are aware that some will say it is an unfair sample; that it came from the best mine. This is readily admitted, with this qualification: that all engineers and architects by virtue of their training and experience have been freed of most of the dross to which mankind is heir. They are -a selected group to begin with, having all the potentialities those in the sample possess. We are also aware that some will say a part of those included in the sample are not engineers. Our answer to that criticism is this: An engineer is no less an engineer because for the time being he is president of a bank, a university, an opera company, or a hotel company. Moreover, he is no less an engineer because he is a governor of a commonwealth, a United States senator, a member of the Cabinet, or the President of the United States.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc.* When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to the Engineering societies Building and to various funds placed in its charge and is managed by a Board of Trustees of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which own equal and undivided interests in the property. The land and building cost two million dollars. The interest of each of the Founders societies, aside from especial trust funds, is now valued at $493,352. The A. I. M. E. trustees are Arthur S. Dwight, J. V. N. Dorr and H. A. Guess. George D. Barron will succeed Mr. Guess as trustee at the end of this year. The President of the Board is Francis Lee Stuart and the Secretary, Alfred D. Flinn. The Engineering Foundation The Engnieering Foundation was established in 1814 as a result of a gift of $200,000 made by Ambrose Swasey. It is intended not only "for the Furtherance of research" along broad lines but also "for the advancement of" a wide variety of other activities of benefit to engineering as need arises. The endowment fund, which now amounts to $630,000, is administered by the United Engineering Trustees, Inc. Through The Engineering Foundation board, on which the Institute is now represented by J. V. N. Dorr, John M. Callow and Galen H. Clevenger, the income of the endowment, approximately $28,000 a year, and funds contributed for special projects are appropriated for the purposes intended. H. C. Bellinger will succeed Mr. Callow on the board at the end of this year. Alfred D. Flinn is Secretary- and Director. Researches of wide interest in many lines have been aided by Engineering Foundation. . A grant from it to the Mining Methods Committee assisted in the preparation of Volume 72 of the Transactions. For several years the Foundation has aided in support of the study of Blast-furnacc Slags by R. 8. McCaffery at the University of Wisconsin, sponsored by the Institute. The Foundation has raised over $230,000 to support the Alloys of Iron Research endorsed by the Institute and George B. Water-house is serving as Chairman and Director of the Iron Alloys Committee which has been brought together to direct this work. The Foundation has also on recommendation of the Institute made a grant in aid of the studies of Mining and Strata being conducted at Columbia University by P. B. Bucky, which promise information of great usefulness relative to mine subsidence and support of ground. John Fritz Medal Board of Award The medal was established in 1902 and lias since, been awarded not oftener than annually by a hoard of sixteen members, four representatives each from the American Societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers.

EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1,2 Aside from an article by Churchill, Rowley, and Martin in 1948,3 little has been published on the subject of fluorine in coal except by foreign investigators.

Pilot plant test work in 1942 and 1943 showed that by a combination of deslim-ing, fine-size classification, and Sullivan deck concentration it is possible to recover heavy minerals such as cassiterite at least as fine as 10 microns in size. This appreciable improvement in gravity concentration practice has been substantiated by several full-sized plants. IN the past, mills treating ores of tin and tungsten by gravity concentration have recovered very little mineral finer than 325 mesh, although some form of slime concentration has been generally attempted by the use of buddies or round tables. This paper describes a series of pilot plant tests made in 1942 and 1943 in which the use of the Sullivan deck was investigated for the recovery of an appreciable amount of the fine values formerly lost. The investigation was initiated by the U. S. Government in an effort to increase the wartime production of tin. Bolivian milling practice at that time included jigging of the coarse sizes, tabling of the intermediate sizes on conventional shaking tables, and the use of buddies or round tables on the finest sizes. Flotation of the pyrite was employed at different stages of the treatment, depending upon the quantity present and the preference of the operator. Usually good recoveries and the bulk of the production were made in the jigging and tabling operations provided that these sections were not overloaded. Buddies and round tables were used for a small additional recovery if it could be shown that they could pay for their high cost of operation. Extensive test work established that by a combination of desliming, classification, and Sullivan deck treatment, cassiterite as fine as 10 microns (1500 mesh) could be recovered when proper conditions were maintained. This test work has been verified by several full-scale installations. The method is generally applicable to the preconcentra-tion of large tonnages of low-grade ores or tailings for the recovery of a small amount of a valuable heavy mineral. The Sullivan deck (or now the Denver Buckman tilting concentrator), which is the essential part of the method, was devised originally for the recovery of tin from tailings of the Sullivan concentrator, Kimberly, B. C. Since the material treated contained only 0.05 pct Sn, it was impractical to attempt to recover cassiterite finer than 500 mesh.*

Attempts to locate domestic supplies of sillimanite have been un- successful until recently. This paper describes recent discoveries of sillimanite-bearing schists in the Southeastern States, with emphasis on geology of the deposits, mineral composition, origin, and reserves. Statements concerning possible methods of mining, milling, and utilization of sillimanite are given. Results from refractory tests on a laboratory scale are summarized.

Data about shipments in this county are more plentiful than in most others. Canal records, although not complete, are available for 1837-1840, 1856-1857, 1859 and 1864. The census figures, and those of the reports of the Secretary of Internal Affairs, are very evidently too .low. Local consumption within the county has always been large, mainly due to the Cambria Iron Company, and other manufacturing plants, in Johnstown; here a large coke supply was made from coal directly from the mines, neither coal or coke being handled by any outside transportation agency. All available data is shown in Table 35.

Geological engineering expanded its role and significance during 1966 in the areas of construction, raw materials exploration and inventory, water supply and pollution, mechanical properties of earth material and regional environmental planning. Efforts varied immensely in scope and magnitude, in simplicity, difficulty and importance. Observations, measurements, and analysis encompassed both simple and sophisticated procedures. CONSTRUCTION Activities in construction ranged from preliminary to detailed evaluations of sites, development of preventative measures and designing corrective measures following construction failures. Most investigations concerned dam sites, highway locations and slope stability, building sites, tunnels and underground storage facilities.

John L. Miles (Arthur D. Little, 1nc.)—Pollack and orris" have reported measurements on electron tunneling through A1-A12O3-A1 sandwiches in which the oxide was formed by gaseous oxidation in a glow discharge. From these measurements they deduced the asymmetry of the barrier and, since this is small, conclude that the mechanism suggested by Mott19 for the growth of oxide in thin A12O3 films is inapplicable. In earlier papers20 Pollack and Morris report similar work for oxide films grown thermally. In this case they find a greater asymmetry and conclude that the Mott mechanism is valid. I would like to point out that both these conclusions are quite unjustified. Mott suggests that the growth of the oxide film on aluminum results from the passage of ions through the already present film of oxide under the action of an electric field. This field results from a constant voltage which is in effect a contact potential between metal on one side of the barrier and adsorbed oxygen ions on the other side of the barrier. The theory does not require that the oxide grown is nonuniform either in stoichiometry or structure. It does however specifically assume that the partial layer of ionized oxygen on the surface remains adsorbed on the surface of the growing oxide. In other words, the so-called "built-in field" remains in the oxide only as long as the ionized oxygen is present. When a counter electrode of aluminum is deposited on the oxide, it will react with the adsorbed oxygen on the surface of the oxide, thus forming a small additional amount of oxide. It is clear, then, that there is no requirement in the Mott theory of oxide growth which would necessitate tunneling currents through an Al-A1203-A1 sample to be different when the polarity is reversed. Neither does the theory eliminate the possibility that some additional mechanism could cause the tunneling barrier to be asymmetric and hence tunneling currents to be a function of polarity in such a sandwich. Thus these tunneling-currents measurements are not germane to the question of whether the Mott mechanism is the true method of growth of aluminum oxide films. In fact, it is not surprising that there should be a difference between the oxide properties at the two interfaces (with resulting asymmetry in the tunneling barrier) since the growth conditions and growth rates must have been quite different at these two positions. S. R. Pollack and C. E. Morris (authors' reply)— The point raised by Miles above is one has caused some confusion in the past. The following is an attempt to clarify this point. The built-in field which is responsible for the growth of the thermal oxide at low temperatures arises, according to Mott, because of the passage of electrons from the Fermi surface of the oxidizing metal to surface states introduced by the adsorbed oxygen. It is assumed that the energy of these surface states lies below the Fermi energy of the metal. Electrons therefore continue to flow from the metal to the surface until the built-in electric field raises the potential energy of the surface states to the value of the Fermi energy in the metal, at which time equilibrium is obtained between the surface states and the metal. That is in equilibrium as many excess electrons pass from the metal to the surface per unit time as vice versa. The surface of the oxide prior to deposition of a metallic counterelectrode can then be pictured as follows. The Fermi energy lies in the energy gap of the oxide and is essentially pinned at the energy of the oxygen surface states. The vacuum work function of the oxide is then given by the sum of the electron affinity of the oxide (i.e., the difference in energy between the vacuum and the conduction-band minimum) plus the energy difference between the conduction-band minimum and the Fermi energy. The deposition of a metal onto the surface of the oxide can result in a transfer of electrons across the extremely thin oxide only if there is a contact potential difference between the deposited metal and the parent metal or oxide. That is if the vacuum work function of the deposited metal differs from that of the parent metal, then charge can be redistributed across the oxide in order to equilibriate the Fermi energy across the structure. In discussing the taxation of mining enterprises, it is desirable to place limits of both time and space on the field of discussion. For our present purposes it seems best to limit consideration to taxation of mining enterprises in the United States, and to further limit the subject to taxation under approximately current conditions. Even with such limitations the field is large enough, since in this country we have, in most regions, a number of taxing powers; so that state, county and village tax systems must ordinarily be considered, in addition to our national or federal taxes. Nor is it possible, in discussing United States mineral taxes of today, altogether to pass by similar taxation in earlier periods, or related systems in other countries. It is perhaps hardly necessary to remind you, at the outset, that each age in the history of the world displays its own system of public revenues, and that the taxation systems of today are everywhere different from those of older times. Theories as to taxation have varied according to the economic basis of the society in which they were formulated, and our ideas as to justice in taxation fluctuate with changes in social conditions. The word taxation is used in a fairly definite sense today, but you have only to glance into the history of taxation to find that the paragenesis of ore deposits is a fairly simple subject as compared to the paragenesis of taxation systems.
