While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

Hydrometallurgical processing of ore deposits by solution mining or in situ techniques requires the interfacing of technologies as diverse as hydrology, geology, chemistry, and rubblization. This synthesis represents one of the main challenges to in situ processing due to the inherent complexity and vocabulary of these well-developed technologies, and to the general lack of appreciation for the depth of knowledge and endeavor in each separate field. No better example of the need for such interfacing of technologies exists than that of solution mining. How well these technologies interface depends upon the size of the operation and its financial capability to use the information and technology available. It is inconceivable that any one individual can optimize each potential contribution alone; consequently, some areas are usually neglected or simply are not fully appreciated. When one examines what must be done at a future date to develop and exploit a remote solution mining system, it becomes obvious that each discipline must effectively communicate the needed background information to make the project a synthesized whole.

Some form of wage incentives has been used traditionally in the mining industry to determine miners' pay. However, very little is actually known about the administration of such wage incentive plans in mining. As far as the authors know this is the first time a general examination of wage incentive systems as applied to underground mining has been undertaken.* This article reports the results of an investigation pertaining to the administration of wage incentive programs for miners who drill, blast, and load- mainly in underground metallic mining operations. This investigation was conducted to obtain management's views and attitudes towards wage incentives; therefore, the results do not necessarily represent accurately the thoughts of the miners themselves nor those of any organized union of miners.

Still, the subject of iron ore is associated in peoples' minds mostly with the Lake Superior region and this is as it should be. The Minnesota Section meeting exposed the forces that over a period of two decades, 1950 to 1970, are revolutionizing the industry. The Lake Superior region has been at the center of these changes and has been deeply affected by them. The rise of foreign sources of iron ore that did not require beneficiation and taxation considerations were for a number of years a giant setback for the Lake Superior region and Minnesota in particular. However, the companies in this region have led the drive to improve the quality of ores which are culminating in the tailored pellet. This is a product in which iron content, silica, without significant impurities, is manufactured for optimum blast furnace performance. The oxide pellet does not seem to be the end as partially or prereduced pellets are closer at hand.

THE possible oil territory of Alabama can be readily divided into two regions, the Paleozoic area of the north, and the Coastal Plain province of Cretaceous and younger formations lying to the south. This latter area has received much attention in the last few years and has been described by a number of writers.1 Although the possibilities of the Cretaceous series have been much emphasized by recent writers, the fact remains that the two or, possibly, three localities where oil or as have been found in, anything like paying quantities are confined o the area of Carboniferous rocks. Moreover, almost all of the oil seeps and a good percentage of the gas seeps are confined to this area .2 Topographically, as well as structurally, the Paleozoic area can be divided into three rather well defined provinces: (1) The broad, open Coosa Valley lying adjacent to the crystalline oldland, with comparatively little relief, except for occasional longitudinal ridges and rather intense folding; (2) the plateau region of horizontal or gently warped Pennsylvanian strata broken by occasional anticlinal valleys aligned northeast and southwest, outliers of the Coosa Valley proper, in which

For a number of years the Bureau of Mines has been investigating certain problems relating to the blast furnace. In the course of these investigations it was desirable to measure, with the optical pyrometer, the temperatures occurring in the hearth of the furnace. Since no systematic measurements of these temperatures have been published a statement of the results may be of interest. The data given in this paper were obtained it thirty-two blast furnaces operated by seventeen companies; twenty of these furnaces were making iron, eight ferromanganese, and five spiegeleisen. The collection of this information was made possible by the cooperation of the American Manganese Co., Bethlehem Steel Corpn., Brier Hill Steel Co., Buffalo Union Furnace Co., Clinton Iron & Steel Co., Donner Steel Co., John B. Nothing has disturbed the copper- lead-zinc producers in recent years more than smelter tolerances set by some states. What hurt most, copper spokesmen told the Government, was the Government's own erroneous estimates of smelter pollution controls. Government charts indicated that 23 firms smelting copper, lead and zinc may need to invest about $108 million by fiscal 1976 to control stack emissions. The copper industry's independent study, however, indicates that the required controls could cost as much as $550 million to install and $200 million a year to operate.

The mines of southeast Missouri's Lead Belt have been in operation since 1864, almost 100 years. During this period about 10 pct of the total ore available has been left in place as pillars, and this now represents the best ore reserve left to the older mines. St. Joseph Lead Co. has been investigating various plans of pillar recovery for several years. The example to be described is only one possible approach under a specific set of conditions. Conditions vary greatly in the different areas within the Lead Belt, and the same approach would be entirely in- adequate in certain other areas, but there are important sections where this system is clearly applicable.

Geotechnical site investigation for new mine shafts can reduce the level of design uncertainty for shaft linings. The parameters which determine the lining strength required include rock strength and hydrologic properties, the in situ stress conditions, and the concrete strength. These parameters are applied to analytical methods of shaft lining design using the plastic and clastic assumptions of rock response to determine the required lining thickness to maintain the stability of the shaft excavation.

THE axis of the middle portion of the Ural mountains is made up chiefly of highly compressed igneous and sedimentary schists, considered of Devonian age by the Russian geologists, with large areas of serpentine (peridotite originally) gabbro, etc., intrusive in the schist series. In addition there are large areas of probably older granitic and gneissic .rocks. The nickel deposits referred to in this paper are found in the Devonian schists and their associated igneous rocks. The gabbro-peridotite intrusions probably took place in late Devonian or early Permian time, inasmuch as the Permian and Carboniferous beds lie at gentle angles on the Devonian series on the west slope of the Urals. Perhaps the first attempt to work a nickel deposit in the Urals was made about 1866 in the Revdinsk district, which is situated southwest of Ekaterinburg. I was informed by a Russian that a wet method of extracting the nickel was tried but was not a commercial success. This deposit has been described by Müller,1 Foullon,2 and Karpinski.3 Beck4 gives an abstract of these papers.

This paper describes the use of a computer in analyzing the expected return on a mining venture. The computer program is designed to incorporate all aspects of a mining project, including the mine, mill, smelter, and refinery. Data input may consist of the operating variables in each phase such as the mining rate, grades, reserves at the mine, and the technical operating characteristics of the mine, mill, smelter, and refinery. Detailed tax computations are shown for a domestic operating company, for a foreign company and for a foreign subsidiary. In addition, the use of the various options that are available such as expense write-offs or deferments to create tax credits during preproduction years are considered, and its effect on the DCF. The program is also constructed to accommodate changes in metal prices, and escalation of capital requirements and operating costs. Output consists of profit and loss statements for entire projects using different methods of depreciation, cash flows, discounted cash flows, net present value and returns on investment. Returns on investment are computed for equity investment, total investment, and total investment less tax credits. Allowances are made for bank and guaranteed loans. Additional financial statements can be made for the following: a) A mine-mill segment with a concentrate selling schedule b) A mine-mill-smelter complex with a smelter product selling schedule c) Profitability of the smelter separately d) Profitability of the refinery separately

The literature of the occurrence of quicksilver-ore in the United States does not contain, so far as the writer is aware, any mention of the locality herein described. In the preliminary report * upon the resources of the transPecos region of Texas, von Streerwitz gives a long list of minerals observed as occurring there, but cinnabar is not mentioned. In the second report upon the same region † mention is made of the reported existence of cinnabarite in one of the mountain ranges north of the Sierra Carrizo and the Bofecillos, but the author adds: " In spite of my careful examination of the float, I have not yet found any traces of this metal (quicksilver) up to the present time." In this paper the imminent relationship between rock burst and its phenomenon with normal rock pressure and its appearance, as well as the factors of one changing into another have been analyzed. Based on this, the necessary and sufficient appearing factors of rock bursts have been put forward, and the term ''burst pressure" has been defined. According to the statistics data of tremendous rock bursts which appear in collieries in Hunan Province, the features of high frequency, great strength and shallow depth of the beginning burst have been found. There are some special structures in the coal seams, which are closely related with the burst phenomenon. A hypothesis of "star structure" has been suggested for the appearing mechanism of bursts. Inside and around this star structure the distribution rule of burst pressure and rock strength has been researched depending upon the theory of the limited stress field. A new description of the appearing causes of bursts has been raised.

This one has a small load, but barrow men carry ordinarily 250 lb., occasionally 400 if with a helper. He goes about 18 miles a day and the cost is about 25c. gold per ton-mile, though it varies widely. 4. Coolie delivering coal balls in Pekin. He carries about 65 lb. On some roads with a different arrangement a coolie carries 133 lb., making about one ton-kilometer per day. 5. Truck used by the Government Fuel Yard at Washington. Carries 71/2 tons in an hour as far as a barrow man carries 1/4 ton in a day.

The principal types briefly described in this paper are: clays, shales and slates; silica deposits; limestone and dolomite; barite; gypsum; celestite; nepheline syenite; greensand; phosphate; vermiculite; fuller's earth; bentonite; diamonds; sand and gravel. NUMEROUS ore deposits remain to be discovered. Many exposures of favorable host rock bodies within mineral provinces have not been adequately scrutinized geologically-the ore potential in buried portions of such rock bodies is enormous. Inasmuch as the more obvious deposits have been found, exploration has become more scientific and more expensive. Yet discovery continues to be very rewarding if exploration is intelligently approached. Although a number of exceptions can be cited, systematic geological exploration for ore on a significant scale has developed during the last two decades. So rapid has been the development of systematic exploration that a comparison of modern programs with those as recent as 1940, would suggest that many large mining companies and various Government agencies were hardly in the exploration business at that time. What is modern ore exploration? What major factors affect its success-economic discovery?
