Owing to a moratorium in the drilling of crown-land leases in Trinidad during the year of 1931, only 40 wells were spudded in during the first eight months as compared with 110 during the same period in 1930. Nevertheless the production will show an increase of about 400,000 bbl. over that of 1930. An estimate is given in Table 1. Since the oil produced in 1930 was 9,418,907 bbl. and that in 1931 probably will be 9,853,976 bbl., the year 1931 probably will see an increase of about 4.6 per cent. The gross production of crude oil in the colony has increased steadily year by year, with the exception of 1919, when there was a slight decline. A tabulated statement was given last year.' The Petroleum Times of March 21, 1931 (p. 413) gives the total production of 1930 as 9,418,000 bbl. and the average monthly production as 784,833 bbl. The same two items for 1931 are estimated at 9,853,976 and 821,165 bbl., respectively.

HISTORY The Santander Mine is located on the western flank of the Central Andes of Peru, about 100 miles northeast of Lima, at an elevation of 15,000 ft. This complex sulphide orebody, whose predominant minerals are sphalerite and marmatite with recoverable amounts of galena and chalcopyrite, was discovered around 1920. In 1956 Compania Minerales Santander, a subsidiary of St. Joe Minerals Corp. acquired the property. Construction of the camps, concentrator and power facilities started in 1957. The mine, at first an open pit operation, and mill began production in January 1959. The initial capacity of the mill was around 120,000 short tons per year (stpy). Production has increased steadily to about 312,000 stpy at present. Production statistics are shown in Table 1. [ ]

Mineral fillers are relatively inert chemically under the conditions of use but have physical properties* that modify those of the materials in which they are incorporated. The mineral fillers considered in this article are asbestos, barite, clays, diatomite, crushed limestone, limestone whiting and lime, mica, silica, talc and soapstone, and pyrophyllite. Slate and stone, other than limestone and its derivatives, are excluded because, even though used in large quantities, they are exceptionally low-cost materials generally produced close to the area where they are used.

The design of a longwall entry system is discussed in this Bureau of Mines paper. This is done primarily through the results of an in-mine case study made of two sets of longwall entries utilizing the stiff- yield pillar design concept. The rock mechanics instrumentation plan used in this case study is shown, including a description of the instrumentation layout and the types of instruments used. The analysis of the stress changes in the abutment and yield pillars is presented in detail as the longwall panels were mined. Conclusions concerning when the pillar first started to experience significant stress, pillar stress history as the longwall face approached and moved past the pillars, stress distribution within the pillars and relative stress changes between yield and abutment pillars are discussed. The paper concludes with a discussion of the redistribution of stress in the vicinity of the long- wall panel.

The objective of this paper is to present a practical method for calculating minimum safety factors of rock slopes with a horizontal layer of weak material. It is demonstrated that the most critical failure surface, in this case, is a bilinear surface composed of a horizontal failure surface inside the weak layer and an inclined surface inside the rock. The model presented in this paper shows that with a good approximation, the change in slope for the bilinear failure surface may occur directly below the slope crest. This assumption simplifies the calculation of safety factors considerably, because the most critical failure surface is located directly, and the trial computations for a number of failure surfaces are not necessary. Special parameters involved in slope stability analyses of highwalls in open-pit mines are discussed and, by an example calculation, the applicability of this method is demonstrated.

An open pit rock structure usually contains geological planes of weakness. They are formed by joints, faults, bedding planes, fractures, and cleavages. Rock slope failures often occur in the form of sliding of rock blocks along a plane or several planes. Such a rock block has three- dimensional geometry, and consequently a vector method of analysis has been found useful in evaluating its stabi1ity.l-3 Rock blocks of a tetrahedral shape with one free surface have been analyzed by Londe.3 Rock blocks formed by sets of parallel joints have been analyzed by Wittke.1,2 The present chapter presents the analysis of rock blocks formed by planes of weakness of arbitrary orientation, and of three-dimensional geometry. A plane of weakness is represented by its dip and strike in vector form and is reduced to the form of a linear equation. The geometry of the rock block is defined by solving the linear equations. The geometric characteristics of a rock block are based on triangles and tetrahedrons. By this treatment, the three-dimensional geometry is simplified and the number of calculations of forces and moments is reduced. Methods of finding the geometric characteristics are presented, along with equations for calculating the resultant forces and moments and the factor of safety. BASIC ASSUMPTIONS The following assumptions are used : The solid part of the rock mass is much stronger than the rock mass at the plane of weakness and the rock mass will only fail along planes of weakness.

The future development of more efficient drilling methods demands that this problem be solved. The first step in the solution is the compilation of complete data on the physical properties of rocks.

TOQUEPALA is a porphyry copper deposit in which mineralization is localized by a large breccia pipe formed in close genetic relation to intrusive rocks. The deposit is in southern Peru, 55 airline miles north of the small city of Tacna and the same distance inland from the port of 110. Quellaveco and Cuajone, geologically similar deposits, lie 12 and 19 miles north of Toquepala. Chuquicamata is 400 miles to the south. The deposit is high on the southwestern slope about 20 miles from the crest of the Cordillera Occidental of the Andes Chain. It lies in a mountainous desert where the steep southwesterly slope of the Andes is dissected by a succession of rapidly downcutting, deep canyons. Local topography is moderately rugged with a dendritic drainage pattern and an elevation of 8000 to 14,000 ft. Volcanic peaks along the crest of the Cordillera rise over 19,000 ft. Local precipitation, including a little snow, amounts to about 10 in. during January and February, but general runoff in the region is slight. Throughout southern Peru the springs and streams are widely separated. Crude canals irrigate small farms on terraced slopes along the streams and provide sparse subsistence to the semi-nomadic inhabitants. During the past decade, engineering and geological explorations of the region, as well as the mineral deposits themselves, have required construction of a network of several hundred miles of roads. Before this, roads extended only a few miles inland. Many areas still can be reached only by trail. Toquepala was briefly described in 19th century geographical literature as a copper deposit, and it received desultory attention from Chilean prospectors early in the present century. It was first recognized as a mineralized zone of possible real importance by geologist O.C. Schmedeman during an exploration trip for Cerro de Paso Copper Corp. in 1937. The discovery was late as compared to earlier recognition of Chuquicamata, Potrerillos, and Braden of Chile and Cerro Verde of southern Peru. This was due partly to the region's difficult accessibility but principally to the obscure character of the outcrop evidence of copper. From 1938 until 1942 Cerro de Pasco Copper Corp. partially explored the deposit by adits and diamond drillholes. This campaign was supplied by a 60-mule pack train continuously shuttling over a 30-mile trail. Northern Peru Mining & Smelting Co., a wholly owned subsidiary of American Smelting & Refining Co., undertook regional engineering stud- ies in 1945 and drill exploration in 1949. According to published data1 the deposit contains 400 million tons of open pit ore averaging a little over 1 pct Cu. It is currently undergoing large-scale development by Southern Peru Copper Corp., which is owned by American Smelting & Refining, Phelps Dodge, Cerro de Pasco, and Newmont Mining. Summary of Geology: The deposit is situated in a terrane composed of Mesozoic(?) and Tertiary volcanic rocks intruded by dioritic apophyses of the Andean Batholith. These formations are exposed in a northwesterly trending belt about 15 miles wide. Along the northeast they are unconformably overlain by Plio-Pleistocene pyroclastic rocks, which occupy much of the crest of the Andes, and along the southwest they are covered by the Moquegua formation of Pliocene(?) age. The mineralized area, oblong in shape and about 2 miles long, has been a locus of intense igneous activity. Several small intrusive bodies having irregular forms occur within and adjacent to a centrally located, large breccia pipe. The mushroom-shaped orebody consists of a flat-lying enriched zone of predominant chalcocite with a stem-like extension of hypogene chalcopyrite ore in depth within and around the pipe. This breccia pipe is relatively large and has been formed by repeated episodes of brecciation. Small satellitic pipes occur at random within a 2-mile radius of this central pipe. These too were individual sourceways of mineralization, although not always of ore grade. Within and around the zone of breccia pipes and mineralization there are a few faults and veins, but these are discontinuous random structures of minor significance. There are no regional or local systems of faults or other planar structures recognized which could account either for the mechanical development of the breccia pipes or for their localization as a group or as individuals. Hydrothermal alteration is pervasive in the zone of mineralization. Clay minerals appear to be abundant in places, but their percentages are undetermined. Quartz and sericite are the principal alteration products, and in many instances original rock textures are obliterated. The principal sulfides, hypogene pyrite and chalcopyrite and supergene chalcocite, occur mainly as vug fillings in the breccia and as small discrete grains scattered through all the altered rocks. Sulfide veinlets are relatively scarce. Sulfides are more abundant and alteration is more intense in certain rock units, such as the diorite and most of the breccias. Although the Toquepala mineral deposit is similar in most respects to the porphyry copper deposits of southwestern U. S., it most closely resembles the Braden deposit of Chile, as described by Lindgren

With the environmental movement beginning in the late 1960's came a deluge of permit requirements for the mining industry. Coal mining has been one of, if not the most, severely impacted of the mineral industries as a result of the passage of the Federal Surface Mining Control and Reclamation Act of 1977. Numerous provisions of this Act and numerous regulations developed under authority of the Act are being challenged in differing levels of the judicial system across the United States. Such court cases have had varied success. Numerous other regulatory programs that are not quite as dramatic as the SMCRA have presented an unending regulatory problem for mining operators. My comments in this presentation relate primarily to the major Federal and State agencies and their legal responsibilities which we in the coal mining industry must address in order to receive authority to construct and operate surface coal mines in the State of Wyoming. A list of the Federal and State agencies one could deal with in an application is as follows: 1. Bureau of Land Management (BLM). BLM is responsible for deciding where and when to lease federally owned coal and for establishing terms and conditions for leases. BLM also has some control over surface reclamation on federal land, i.e. regrading to eliminate highwalls, covering of spoils, maximum extraction of coal to limit future disturbance, contemporaneous reclamation, etc. BLM is also responsible for designation of federal lands unsuitable for all or certain types of surface coal mining operations. 2. Geological Survey (USGS). USGS coal mining responsibilities apply only to Federal and Indian lands and concern compliance with production requirements including diligent development, minimum production levels, royalty payments and resource protection, and

DURING 1950 the jet-piercing process was used commercially in the piercing of primary blast- holes in magnetic taconite at the preliminary taconite plant of the Erie Mining Co., Aurora, Minn. The Erie Mining Co. purchased a jet-piercing ma- chine and associated equipment in 1949, and the machine has been in operation since its installation in the summer of that year. An overall view of the pit with the JPM-1 jet-piercing machine in operation is shown in Fig. 1.

The total production of oil in Mexico in 1942 was 34,715,547 bbl.; that is, 8,179,254 bbl. less than the amount produced in 1941. The daily average for 1942 was 95,111 bbl., while that for 1941 was I17,520 barrels. The reduction of 22,409 bbl. per day in production was due to a decrease in exports because of the scarcity of tankers. This reduction has affected principally the Northern and Southern districts of the Tampico area; in December the Northern district (Panuco) was producing less than zoo0 bbl. per day with 445 wells shut down and the Southern district (GolJen Lane) less than $000 bbl. per day with 140 wells shut down. Drilling.—During the year 14 wells were drilled in Mexico, of which five were productive. Seven dry holes were drilled in Ebano, Tampico Northern district, in search for new producing fractures; plans are being made to explore this area by means of resistivity measurements. Three producing wells were completed in Poza Rica. Drilling in this important field will continue during 1943 to determine its extension to the west. In the Isthmus of Tehuantepec no wells were completed. Two gas wells were completed in northeastern Mexico. Wildcats.-—Two wildcat wells were completed during the year, to test the extension of the Golden Lane to the south; both were unproductive. In the Isthmus a deeper sand was found in the El Plan field* This discovery has made an important increase in the reserves in this field and will allow an increase in the production of the area during 1943. In December, three exploration wells were being drilled, two in the Tampico area and one in the Isthmus. Operating Technology.— Satisfactory progress has been made in Mexico in the application of petroleum engineering to the development and operation of the oil fields. Mud control is now an established practice and has lessened the number of fishing jobs and has allowed more open hole to be carried than formerly was possible. During 1942 the first effective use was made of determinations of bottom-hole pressure, and other modern production practices such as gun-perforating and squeeze-cementing are being introduced. Plans for 1943 The oil production during 1943 is expected to be slightly larger than that of 1942, especially if tankers are available for exporting crude and refined products. The Government proposes to increase exploration and drilling activities to increase the reserves and potential production of the country; about 50 wells will be drilled during the year, including wildcat wells in northeastern Mexico, Tampico and Isthmus areas and exploitation wells in the Ebano-Panuco, Poza Rica, El Plan and Cuichapa fields. In many areas surrounding the orebodies in mining districts rocks have been bleached and altered by the ore-forming solutions and have been oxidized during later weathering processes. A number of the rock-forming silic-ates have been broken down to clay, sericitic micas and chlorites have been developed, and pyrite may be found hundreds of feet outside the economic limits of the orebody. These halos of altered ground are prime targets used by geologists in many districts to delineate promising sites for drilling. Both in the field and in the laboratory it is often difficult to map these mineralogical changes in the halos in detail without numerous petrologic examinations. The secondary minerals are generally fine-grained, and since conversion of one mineral to another is often progressive, many alteration processes have not proceeded to completion (feldspars to clay to sericite mica). Qualitative detection of these minerals is difficult; quantitative determination is frequently impossible.

Wrought unalloyed iodide chromium, containing 39 to 95 ppm total interstitials, has a tensile transition temperature of —15°C. Re crystallizing at 1100°C causes the transition to rise to 90° to 390°C, depending on the purity, grain size, and cooling rate after annealing. At about the 100 ppm level, individual additions of carbon or nitrogen raise the transition of both wrought and recrystallized chromium by as much as 210°C, while oxygen has a lesser effect, and sulfur essentially no effect. High transitzon temperatures are exhibited by recrystallized and quenched chromium, and appear to be associated with the amount and distribution of inter-stitials. The latter cm be either in solid solution or in the form of precipitates within the grains or at the grain boundaries. Quench hardening in chromium is primarily caused by nitrogen. The hardness, re crystallization, and grain growth behavior of chromium with and without impurity additions were also investigated. BECAUSE of low density and good oxidation resistance, chromium-base alloys are potentially useful for elevated-temperature applications. The main deterrent to the use of chromium in structural applications is its lack of low-temperature ductility, especially in the recrystallized condition. Accumulated evidence has shown that the ductility of chromium is sensitive to purity. The objective of the current study was to determine the effect of common nonmetallic impurities on the tensile properties of high purity chromium. The separate effects of carbon, oxygen, nitrogen, and sulfur additions on the ductile-to-brittle transition were evaluated for wrought and recrystallized material after various cooling rates. EXPERIMENTAL WORK Unalloyed iodide chromium and seven impurity alloys containing individual carbon, oxygen, nitrogen, or sulfur additions were prepared in rod form. Nominal additions were 100 ppm C, N, and S, and 100 to 500 ppm O. The additions were about a factor of ten greater than the residual amounts in the unalloyed material. The seven alloys and two unalloyed compositions were consolidated into four-pound ingots by conventional consumable arc melting of pressed and welded electrodes under 0.5 atm of helium. Impurity additions were made to the electrode in the form of crushed master alloys. The impurity alloys were double melted to improve homogeneity. The ingots were broken down by extrusion at 1200°C in evacuated steel cans at a reduction ratio of 18 :1, using a molten borosilicate glass lubricant and a ram speed of 80 in. per min. The cans were removed by acid pickling, and the chromium core ground free of surface undulations. Cut lengths were sheathed in mild steel and swaged at 900°C until the core was about 1/4 in. in diam. Two additional 15-lb ingots of unalloyed chromium (ICr-3, ICr-4) were prepared by arc melting and broken down by 26:1 extrusion at 1250°C without a steel can. The billet was lubricated and protected from contamination by a coating of molten glass. The resulting extrusion was then sheath swaged as described previously. Every mining engineer who has engaged in prospecting for coal in flat-lying rocks understands the importance of constructing geological sections across the territory which he has to prospect. If the area is small and the time and means at his command are unlimited, he can construct such sections with the transit and level; but if the area is great and the examination hurried, as it frequently is, he will doubtless be puzzled how to proceed. Under this pressure of time and means, his work will probably be, to a great extent, devoid of any system, being simply a hap-hazard opening of such seams as show in outcrop at some point on the territory, without any determination of geologic structure or stratigraphic succession. Prospecting carried on in this manner is never satisfactory to the intelligent mining engineer, for he must realize that the information which he is able to furnish to his employer is totally inadequate to determine the economic value of the property. As we all know, the electric-furnace operation consumes practically 100 pct cold steel scrap. This is in contrast to the operation of the open-hearth furnace, in which 40 pct or more of the charge may be hot metal. The problem of quality of scrap for the electric furnace is really twofold, and in the interest of simplification may be described under two headings: (I) physical specifications, (2) chemical composition. Shipment of electric-furnace scrap to meet required physical specifications is a relatively easy task. The scrap dealer is accustomed to preparing material to certain sizes and shapes. His employees readily execute orders when they are given in terms of length, width and thickness of the material to be loaded.

MOST of us householders in the East burn anthra-cite, so the problem that interests us most is the distribution and supply of the domestic sizes of anthracite. That, however, is only a small part of the coal problem and has its own peculiarities. Whether anthracite prices are high or low is largely a matter of relativity, depending on the size of the transaction, the available supply, and other things. As an isolated example which I hesitate to quote because it is not entirely representative, you may be interested to know that the Government fuel yard has been delivering to the Government buildings in the District of Columbia, white-ash stove coal at 16 c. a ton less during January, 1923, than during the same month of 1922. The reason is that the Government deals only with large companies who have been wise enough not to boost their prices and the small increase at the mine has been more than offset by the decrease in railroad rates. The total cost is $12.50 per ton, but I want to make it perfectly clear that it does not follow that this would be a just price for a retail dealer to charge the domestic consumer. For example, in the Government business there is no such thing as a bad debt, and certain other fixed or general charges are charged to other departments. The Bureau of Effi-ciency made an effort to determine what would be a. legitimate handling charge for a retail dealer, in Washington, and concluded that if the Government's cost of handling was $1.00, then $1.88 would be the corresponding fair charge to pay a retail dealer carrying the same volume of business, allowing for bad debts, complete depletion and depreciation of his equipment, and 10- per cent. profit. Assuming that this is the correct differential for Washington, it does not' follow that it would be equally just for Pittsburgh, New York, or elsewhere; nor does it by any means follow that it is a fair differential this year, because the dealer, after being unable to use his equipment in the summer months, now has to deliver an unusually large quantity of coal. I merely cite this instance to show that on the basis of primary cost of coal plus railway charges the retail price is not necessarily higher this-year than last.

In October 1939, a drilling program was commenced on the Atlantic seaboard of Brazil, with three steam rotary rigs of medium capacity. One of these was assigned to the State of Alagbas and the other two to the State of Bahia. During the remaining few months of 1939 and during the year 1940, some eight wells were drilled, two in Alagbas and six in Bahia. Two small producers were found in the latter state. In early 1941 three medium-weight Diesel rigs were added to the equipment, thus permitting the drilling of some 15 wells during the year 1941. The two small producers found in 1940 in the State of Rahia were near the city of Silo Salvador. In 1941 three additional small wells were brought in, in the same area, and a further producer on an isolated structure some 75 km. to the northwest of this production. No commercial production has been found in the State of Alagbas. Approximately 26 wells have been drilled or are drilling, six of which are producers— five in one area and one in another. The program for 1942 calls for the development of the two areas in which wells have been found and also the drilling of several wildcat structures located either by geophysics or surface geology. All production in the area of the several producing wells is somewhat less than 2000 ft. and in the other area about 3800 ft. The area of the several wells is known as the Lobato field, and is practically within the city limits of Sao Salvador. The area 75 km. northwest of the city will be known as the Candeias field.
