The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. IN a recently reported investigation, J. B. Clark and F. N. Rhines1 used a diffusion couple technique to determine the number of intermetallic phases which should be present in the Al-Mg equilibrium phase diagram. Their method was an application of the following generally accepted principle. If a diffusion couple made up of two metals is annealed at a given temperature for a long time, all the phases of the binary system which exist under equilibrium conditions at the diffusion temperature will form intermetallic layers. It is important that the diffusion temperature be high enough and the diffusion time be long enough to permit the nuclea-tion of all thermodynamically stable phases at the interface of the couples and their growth to observable thicknesses. These simple time-temperature criteria are at times difficult to satisfy, and it is the purpose of this note to point out a situation in which this is the case. Digital and analog computers are being used at an accelerated rate for the control of processes. A digital computer can store information concerning a process and when it is fed certain information concerning the material to be processed it can rapidly scan its "memory" and put out information concerning the settings on the plant controls to be used to handle the feed material. An analog computer does not ordinarily store information. It uses an electronic analog to simulate part of a process and the electronic analog can detect changes in the process, and by actuating controls, it can keep the process operating under desired conditions. In order to utilize the speed at which these computers operate it is desirable to obtain information concerning the behavior of feed material as near the head of the process as possible so that changes in operation of the process can be made before the material has passed through the processing equipment.

Fifteen years ago, in his presidential address before the Washington Academy of Sciences,' Alfred H. Brooks said: "Applied geology can only maintain its present high position by continuing the researches which advance the knowledge of basic principles. Future progress in applied geology depends on progress in pure geology. Early in 1927, Dr. David White, then chairman of the Division of Geology and Geography of the National Research Council, appointed a committee "On the Processes of Ore Deposition," which was the first recognition by the Council of this branch of applied geology. This committee will not be able to solve the many complex problems involved; it can only clear the way, survey the field, state the problems and encourage systematic research. This short paper aims to outline and to analyze the present status of this kind of geological research, to ascertain the quality of the work and to suggest lines that might profitably be followed. Increasing Demand for Geologists Economic geology, or the art of geology, could develop only after the principles of geology and mineralogy had been established. Before that time it was merely a collection of trade rules accompanied by more or less wild speculations. Thus we observe the beginnings of economic geology in the period 1770-1820. Soon afterwards, the State Surveys were established in this country, with the realization that the natural resources should be investigated and described. Geology was hardly yet equal to the task of scientific research in relationships and genesis, however, and there followed a period of discouragement and stagnation. In the meanwhile, pure geology had again registered progress, and, based on its principles and also on the rapid mining development in the Cordilleran region, the present phase of the study of ore deposits began to take form. Raphael Pumpelly, S. F. Emmons and G. F. Becker were among the pioneers in this movement. The United States Geological Survey was organized. Ore deposits were scientifically described and studied along lines of structure and mineralogy; theories of genesis were advanced, not always permanent but based on sound induction.

The production of petroleum in Mexico during 1933 totaled 33,430,-000 bbl., or 625,000 bbl. more than in the previous year. This is the first time since the peak in 1921 that the declining trend of output has been reversed. Drilling activity in the proven areas of the Isthmus of Tehuantepec and the Northern fields increased substantially during the year. The completion of two producers in the Poza Rica area south of Tuxpam and a shallow gas well in the Camargo district near the American border were the outstanding features of development. Late in September the Northern fields and the oil port of Tampico were swept by a hurricane followed by floods which caused loss of life and heavy damage to the City of Tampico and to transportation, tank farms and refineries. For three weeks, owing to the silting of the Tampico Bar and destruction of terminal facilities, no oil could be shipped for export. About half the wells of the Northern fields were closed for a period of 30 days. The prompt and effective steps taken by General Macias, chief of military operations, prevented the spread of epidemics and any serious aftermath of the catastrophe.

A knowledge of the role of effects and interactions of chemical species is important in developing an understanding of the behavior of mixed minerals and natural ores in beneficiation processes such as flotation and flocculation. In this study the role of such species was examined for the calcite-apatite system by conducting flotation of each mineral in various supernatants prepared by mixing with water. Supernatants of apatite and even that of calcite depressed the flotation of calcite markedly in the pH range of 5 to 13. Addition of Ca(NO3)2, K2C03, and K3P04 also produced definite effects under various pH conditions. Apatite flotation was also affected by the mineral supernatants and by carbonate and phosphate solutions. The results are analyzed in terms of the surfactant's solubility properties and the mineral's electrochemical and dissolution properties. While depression of calcite flotation by the dissolved species is found to be governed by depletion of oleate by bulk precipitation, the depression of apatite flotation is caused by the carbonate and phosphate species in the system. Turbidity measurements and a thermodynamic analysis of possible interactions in the system support these considerations. The effect of the supernatant of minerals on their own flotation suggests the important role of kinetics of various surface interactions in comparison to that of mineral dissolution.

These are exciting times for the coal mining community. Although the industry is in the middle of a healthy boom, there are strong forces tending to counteract or at least temper the rate of growth. There are many pushing and pulling factors of interest to mining people, and a few salient ones will be mentioned here. Primarily because of a tremendous demand for energy, a demand that can't be met by other fuels, the coal industry is in boomsville. Another contributing factor to this situation is the increased overseas demand for metallurgical coal. These demands are being counteracted by a lack of people, the lead-time required to develop new capacity and wildcat strikes, among other things.

Lufthansa flight 497 roared down the runway and climbed rapidly through the early morning mist hanging over Pudahuel airport and the city of Santiago, Chile, into the brilliant sunlight above the clouds. As the plane banked onto course for Lima, Peru, we got what was possibly our last look at the beautiful snowclad mountains that ring Santiago. To the northeast was the massive hump of Aconcagua, the highest mountain in the Southern Hemisphere, wreathed in clouds and virtually looming over Rio Blanco, the new mine put into production by Cerro de Pasco just one short year before. Almost a thousand miles to the north lay the massive open pits of Chuquicamata and Exotica, and a little closer to Santiago the El Salvador mine. Behind to the southeast, clinging to the steep slopes of the Andes, was the large and awe-inspiring El Teniente mine at Braden. These mines, once the bastions of such companies as Anaconda and Kennecott, had a new owner-the Government of Chile. On the plane were a number of people who had spent a large part of their lives in Chile operating these mines and plants, and who now were suddenly faced with the necessity of starting new lives somewhere else. To them, this was their last look at the country which not too long ago was their home, a bittersweet moment of reminiscence and a time for questioning what the future held.

PERHAPS the most striking feature in the three newly discovered fields in the Los Angeles basin is the enormous thickness of oil sand. The total thickness is not yet known in any of the fields, since no well has as yet been drilled deep enough to pass through it. In the Signal Hill area a maximum of 1500 ft. or more of productive sand has been penetrated. In the other fields the interbedding of considerable shale members renders the total sand thickness somewhat less, but in all cases the depth of sand strata is enormous when compared with other California fields. For instance, in the Coalinga field the total thickness of sand on the average has been less than 100 ft., while in the Midway and Sunset fields not more than 250 ft. of actual productive sand has been encountered in any one place. Aggregate resources should be considered primary factors in urban development. Resource planning is essential because land values, previous construction, or zoning restrictions often preempt exploitation of aggregate deposits within an urban area. Sequential land use practices allow development of area prior to urban development population and aggregate consumption trends in Austin, TX, indicate that substantial quantities of reserves will be lost to future development. Aggregate materials are present in nearby areas. However, a comparison of transportation and reclamation costs indicates that reclaiming land after mineral extraction can be significantly cheaper than transporting materials longer distances.

RISSER] There is a tendency among laymen to relegate America's coal industry to Pennsylvania and West Virginia, completely overlooking-or unaware of- the vast reserves, both those developed and those untapped, situated in the 1.4 million square miles between the Appalachians and the Rockies. At the 1965 AIME Annual Meeting, Hubert E. Risser, Principal Mineral Economist of the Illinois State Geological Survey, presented an interesting picture of the wealth of mineral fuels occurring in that area. In his talk entitled "Trends in Mineral Fuels in the Central United States", Mr. Risser underscored the fact that "more than half of the nation's known reserves of each of the three major fuels-oil, gas and coal-lie within the Central area." The highlights of his speech, with emphasis on the coal situation, are excerpted below.

The mineral, garnet, is a common associate of copper-ore in the southwestern portion of the United States. This association may be observed on a large scale in southwestern Arizona, in southern New Mexico and in Sonora, Old Mexico, especially at El Cananea, and at Nacozari. At other localities in Mexico the general occurrence of garnet " as a contact metamorphic mineral" in the copper-deposits of the Cretaceous limestone is noted by José G. Aguilera.1 It is usually found at the contact of this limestone with diorites, granites, etc., at numerous mines. The same authority also cites the occurrence of garnet in metamorphosed Cretaceous limestone alongside of diorite dikes in association with iron-ore. Other foreign examples are found in the Banat and Servia, at Rezbanya in Hungary, and Offenbanya in Transylvania, and at Bogoslovsk in the Urals. In New South Wales, at Broken Hill, the gangue in the Proprietary mine is chiefly garnet, with quartz, opal and rhodonite.2 Also, in a recent paper by George Smith, entitled, " The Garnet-Formations of the Chillagoe Copper-Field, North Queensland, Australia,"3 it is shown that in the copper-field of Chillagoe, Australia, where there are many lode-formations, about one-half of the number are garnetiferous, and many of this garnet-type are associated with magnetite, which is regarded as of analogous origin. The two minerals are found merging imperceptibly into each other. These examples suffice to show the very general and wide distribution of garnet as an associate of copper-ore. THE principal producing areas of fire clay in Missouri are: (I) the east central district, which includes Audrain, Callaway, Montgomery, Warren, and Boone Counties [ ] (Fig. I); (2) the St. Louis district, which includes St. Louis and St. Louis County; (3) the north central Ozark district, which includes Franklin, Gasconade, Osage, Maries, Phelps, and Crawford Counties. [ ] Most of the semiplastict fire clay is found in Audrain, Callaway, Montgomery and St. Louis Counties, and in St. Louis. Flint fire clay is found in Callaway, Audrain, and Montgomery Counties and in most of the north central Ozark district. High-alumina [ ] diaspore clay is found only in the north central Ozark district, except a few deposits found in Montgomery County. This paper is concerned with the semiplastic fire clay that occurs in the east central Missouri district near Mexico, Audrain County, Missouri, which is mined by the open-pit method as practiced by the A. P. Green Fire Brick Co. About one-fourth of the semiplastic fire clay in that district is mined in shaft mines, and three-fourths in open pits.

The southwestern Illinois communities of Belleville and Maryville lie within the greater metropolitan area surrounding St. Louis, Missouri. They also lie within that part of the Illinois coal basin where the Number 6 coalbed has been mined for more than a century. About half the coal was left as pillars to support the ground surface. Years later, however, damaging movements are affecting buildings, streets, and public utilities in some areas. They are generally believed to be related to abandoned mine workings. The threat of continued or increasing incidence of damage raises the need to explore other subsidence-control measures for protecting affected areas with high population density.

A problem common to the petroleum and mining industries is the resolution into its component phases of mixtures composed of a polar liquid dispersed in an immiscible, continuous nonpolar liquid. In the petroleum industry the polar liquid is water or brine and the nonpolar liquid is crude oil. The source of the entrained aqueous phase is connate water and/or condensed steam used in secondary and tertiary recovery methods. In the mining industry dispersions of polar liquids in immiscible, nonpolar liquids are created in solvent extraction (SX) systems. In these systems the polar, dispersed liquid is leachate or stripping solution while the nonpolar, continuous liquid is the extraction solvent.

The most important factors that should be given consideration in the valuation of oil lands are: (1) the amount of oil the property will produce; (2) the amount of money this oil will bring (based upon the future prices of oil); (3) development and production costs; (4) the rate of interest on the investment; (5) the retirement or amortization of invested capital; and (6) the salvage or "scrap" value of the equipment when the property is exhausted. These factors are of varying importance and some of them may not enter all valuation problems, but most of them should be given consideration in any valuation even though only a rough estimate of the value of the property is desired. The value of a property may be changed over night by the completion of important test wells, by the sudden water flooding, or by a change in the price of oil. The best a petroleum engineer can give is the value of the property under the conditions existing at the time the appraisal is made with a fair forecast of future action of the wells and of the price of oil. Our experience in the scientific valuation of oil lands is not broad and there is very little published information on the subject; it, therefore, becomes necessary in studying such problems to form comparisons with the factors involved in the valuation of mines—the closest parallel. One of the reasons for the lack of substantial progress in oil-land valuation methods has been the necessity of making an estimate of the future production of the oil property to be valued. Oil men and accountants have not generally conceded that such estimates could be made with any degree of accuracy. It has been shown, however, in several recent publications that with certain data available reasonably close estimates can be made. The accuracy of an appraisal depends chiefly on the accuracy of the estimates of future production and of the future price of oil. The accuracy of the former is sometimes necessarily based on geological inferences. Geology is not an exact science and geological data in connection with oil production cannot always be mathematically evaluated.
