EDWIN LUDLOW, president of the American Institute of Mining and Metallurgical Engineers for the year beginning Feb. 15, 1921, is a well-known figure in the state that was the birthplace of the Institute-Pennsylvania-although he was born and educated in New York and is again one of its residents, after years of active work in the field. Mr. Ludlow was born at Oakdale, Long Island, and was graduated from the School of Mines at Columbia University with the class of 1879. After graduation, he became a civilian worker with the U. S. Engineer Corps under General William Ludlow, his brother, and for two years did river and harbor surveying along the New Jersey coast.

This paper discusses the major portion of the hoist (drag or crowd) system and it shows how static control accomplishes its major aims. In 1959, the first truly static control for Ward-Leonard equipped electric excavators was designed, developed and placed in service. The control system, originally intended only as a more modern electronic type of alternate to the proven rotating amplifier control system has since proven to be much more. When they conceived the original system, the designers had much more in mind than simply replacing the rotating amplifier with one that had no moving parts. The long range plan, which started with the initial system consisting of an SCR (silicon controlled rectifier) preamplifier and magnetic amplifier power amplifier, called for eventually, a control system low in cost and maintenance, relatively simple in design and extremely reliable. The plan also included the elimination of as many of the shortcomings of the rotating system as possible. No small accomplishment, when it is considered that the rotating control system had been, with only minor modifications, the standard of the industry for 20 years. The final step in the original design plan called for the eventual development of an amplifier that could be used as one of the basic building blocks of the future. DEVELOPMENT RESULTS Since the successful unveiling of the first static control system, continuous development has resulted in a slow, but sure progression along the path described by the original plan. The first version of the new control corrected one of the shortcomings of the rotating system by removing the necessity of operator anticipation. This was accomplished by making the system faster in response so that the operator noticed virtually no delay between his movement of the master controller and that of the machine. Thus, after the operator became familiar with the operating characteristics of the machine, he was able to become more relaxed while digging. The natural result of this accomplishment was higher production. All of the subsequent versions of this new control were even faster than the initial design. Although it was not distinguishable by the operator, the further increase in response resulted in large gains in the limiting of transient torque peaks applied to the machine while digging. Also, a more effective control of the torque and power peaks was obtained when plugging the motion being controlled to a stop. PARRAVANO and Malquori' studied the equilibrium of H2S-Hz with molybdenum and its lowest sulfide which they believed to be MoS2. Mc Cabe' has shown that its composition is actually Mo2S3 and determined its dissociation pressure by means of Knud-sen effusion measurements. Stubbles and Richard- son3 have recently studied the equilibrium of gas mixtures of H2S-HZ with the two-phase solid mixtures of Mo-MozS3 and Mo2S3-MoS2. The latter investigators found that M02s3 deviated slightly from the stoichiometric composition, but they did not determine the homogeneous region of the disulfide phase. Morimoto and Kullerud, studied the Mo-S system by quenching, microscope, and X-ray methods and concluded that the disulfide is stoichiometric. The present investigation was concerned with the measurement of the sulfur vapor pressure variation with composition at 1100°C in the homogeneous region of "MoS2". These measurements were made by reacting: 1) molybdenum powder (99.97 pct Moj with sulfur vapor, and 2) MoS1.g9 (formed by reaction of Mo + H2S) with sulfur vapor in a quartz capsule. Conditions were controlled to form an equilibrated phase within the homogeneous region of the disulfide. The quartz capsule was sealed off initially under a vacuum and the residual gases were gettered by titanium powder contained in one end of the capsule. A mixture of Mo + S or MOS,., + S was in the other end. The section containing the titanium powder was heated for 24 hr at 700°C and then removed by flame sealing. The end of the capsule containing the charge was then heated to 1100°C. The other end of the capsule was maintained at a temperature which would produce the desired sulfur pressure in the capsule (liquid sulfur distilled from the charge mixture was retained in this end). After equilibration, the capsule was removed from the heating assembly and rapidly air-cooled. It is assumed that equality existed between the total sulfur pressures (PT) in the two ends of the capsule and not between the partial pressures of the different molecular species (S, SZ, Three separately controlled heating elements were used to maintain the proper temperature gradient over the length (approximately 12 in.) of the capsule. A thermocouple-Wheelco "Capacitrol" system was used for temperature control of the two end heating elements within 2"C. The center heating element was controlled directly by a " Power -stat". Separate controlling and measuring thermocouples were used for both end heating elements. Pt-Pt(l0 pct Rh) thermocouples were used for 1100°C and Chromel-Alumel thermocouples were used for lower-temperature control and measurement of the assembly. Silver foil was wrapped around the end of the capsule containing the liquid sulfur to insure a constant temperature zone. The thermal gradient over the entire length of the capsule was measured to: 1) ascertain that the length of the constant temperature zone of the liquid-sulfur end and the sulfide end was sufficient, and 2) ascertain that the liquid-sulfur zone was the zone of lowest temperature. The data obtained in this investigation are shown in Fig. 1 and Table I. UNTIL a few years ago, geological mapping, the study of ore boulders, and different geophysical methods were the principal means used in the systematic search for mineral deposits covered by a layer of disintegration products or soil. These methods have been developed to a high stage of perfection as far as the geometrical definition of the conductor is considered. Use of geophysical methods in prospecting is based on the fact that an ore body differs from the country rock not only geologically but also in its physical properties. The general drawbacks and complications included in the use of geophysical methods are well known to everyone who has been using them, so need not be entered into here in detail. One of the more important ones is the fact that geophysical methods are unable to furnish information concerning the chemical composition of the ore bodies responsible for the indications. Further, the ores of many metals, such as silver, gold, beryllium, zinc, mercury, tin, lead, vanadium, antimony, chromium. molybdenum, tungsten, manganese, cobalt, nickel, and the platinum metals cannot be directly located by known geophysical methods, owing to lack of physical characteristics suitable for distinguishing them from the country rock. Thus it is quite natural that efforts have been made to develop direct methods for prospecting and locating ore bodies of the elements named. Known as chemical, biogeo-chemical, and geobotanical methods of prospecting, these have been much improved during recent years. A brief review of these methods and of some results obtained with them will be presented in the following, on the basis of available information and my own experience.

STATE geological surveys have had an interesting development in this country. They first appeared more than a hundred years ago. The fact that they have persisted and are now an important part of most state governments indicates the basic need for state departments con-cerned with mineral problems. The number of state surveys in 1941 (43) is at an all-time high, as is the aggre¬gate appropriation for their support for the fiscal year 1940-'41 ($1,600,708). The first surveys, those of North and South Carolina (see Fig. 1), made their appearance in 1820-'30, but neither survived that period. During the next two decades surveys were created in twenty states, but only three survived. In fact, it was not until the decade 1900-'10, when eighteen surveys were created and only five abolished, that these agencies became firmly established.

B. F. TiLLson*— The manifold difficulties of accurate anemometry in irregular sections of mine passageways, the irregular distributions of velocities in cross sections of the same, and the disturbing influence of the observer upon the air flow, all indicate an undesirable inaccuracy of results obtainable by any standardized method of traversing the section by an anemometer. It seems obvious that another, and simpler, method should be used to determine the volume of air flow in mine passages, namely: 1. At appropriate locations cement or calked framework rings should be installed permanently to equalize the irregularities of sectional contour and provide a place and means of attachment for a temporary cloth brattice which bears a rigid orifice. 2. The measurement of the velocity of air flow through the orifice may then be by anemometer or, preferably, by Pitot tube measurements of the differential pressures on both sides of the orifice in accordance with the standard practices available in engineering 1iterature. † The constants may be determined for various measuring positions in relation to the resulting "vena contracta." 3. The position of the person who makes the measurements is behind the brattice out of the air stream. The Pitot tube does not offer as disturbing an obstruction as the anemometer. A recording gauge may be employed to integrate fluctuations in air flow through that portion of the mine. No traverses are required because the reading may be at a single central point. An anemometer can be used with an orifice flow. The orifice will increase the air velocity at the measuring point, with correspondingly more accurate measurements where the normal air velocity through the passageway is low. Portable brattices might be devised with the cushioning rims which would seal against irregular rock surfaces where permanent rings were not available or feasible. The development by the Ventilation Committee of standard procedures and devices for the orifice measurement of the flow of mine ventilating air might be a desirable project for this coming year. C. M. Smith (author's reply)—Thank you for your discussion of my paper on underground anemometry. Your suggested method of measuring underground air flow is a novel one which might be applicable in some situations. It should be tested along with other suggested methods in any investigation of this subject. G. E. McElroy*—In spite of the adverse publicity that vane-anemometer methods of air measurement have had in the past and that contributed by the present paper, I endorse Mr. Erickovic's statement that anemometer traversing "has proved to be widely applicable, expeditious and simple" and add that available methods are accurate enough for the purposes for which they may be used. The fact that the great majority of minor mine officials assess relative changes in rates of air flow by comparison of crude vane-anemometer measurements, known to average 20 to 30 pct high, has no important bearing on this subject, because state inspection standards were based originally on such methods of air measurement. Federal inspection standards are based on actual rates of flow as determined by traversing, and interest in traversing methods is rapidly increasing. In considering traversing methods, three aspects are of major importance: (1) the absolute accuracy of calibrations; (2) the degree of interference with normal flow conditions introduced by traversing methods designed for accurate measurement by shaft-mounted instruments; and (3) the proper "method" factor to use for approximate measurements by hand-held instruments. With respect to absolute accuracy of calibrations, we have always placed reliance on calibrations made by the National Bureau of Standards, with which manufacturers' calibrations have usually agreed very closely. It is therefore particularly disturbing to find7 that calibrations made previous to June 1947 are presumably about 5 pct in error because of excessive registry caused by the thin flat plates on which anemometers were mounted for calibration. Velocities corrected for calibration have therefore averaged about 5 pct low in all probability. In this connection, it is interesting to note that an anemometer calibrated against Pitot-tube measurement by a single-point method in the Bureau of Mines experimental coal nine in 1923 indicated this same difference of about 5 pct and that the same instrument calibrated by a traversing method in a metal mine some months later indicated a difference in the same direction of about 4 pct. These results are reported by the Bureau of Mines.8 Regarding the degree of interference, or changes in velocity distribution, caused by the position of the observer's body in traversing operations, misconceptions seem to be especially prevalent, resulting in increasing advocacy of methods, such as the "clear section" method outlined in this paper, that cause just the type of interferences that they are designed to avoid. The degree of interference for any method may be gauged easily by a few experiments with a velocity-pressure gauge connected to a Pitot tube or with an indicating velocity meter such as the Velometer. In an experiment cited by McElroy and Richardson,# a decrease of 5 pct was noted at ten widths upstream from a 6-in. plank, whereas an observer's body at about the maximum practical distance of 6 ft downstream from the instrument is only about four widths away. In the Bureau of Standards paper previously mentioned, it is recommended that supports used in calibrations be at least 16 widths downstream. In practice, therefore, a downstream position of the observer is ruled out as far as accurate measurement is concerned. Operation of the anemometer by rigid shaft support from a point outside the section is seldom practicable; however, accurate results can be obtained, with the anemometer rigidly attached to a short shaft and held at arm's length, by an observer advancing across the traversed section while he faces the opposite wall and stands sideways to the current, provided that he keeps the instrument at least 3 ft away from his body at all times and traverses the entire section with it. If the traverse can be started with the observer in a side recess, the entire section can be covered in one operation. Normally, it would be covered in two half-sections. The presence of the observer's body does not, as is commonly supposed, increase the average velocity throughout the remaining part of the section. Rather, the velocities 1 to 2 ft on either side of his body are increased, but the distribution of velocities throughout the rest of the cross section remains normal, and a traverse made as stated gives a true average velocity for normal-flow conditions. Regarding the proper "method" factor for accounting for interference in the approximate methods of traversing with hand-held instruments, here again confusion prevails, for which the writer must assume some of the blame. THE interdependence of nations in regard to mineral supplies has grown apace with the expanded needs of industry, with depletion of reserves, and with advances in technology. This increased mutual dependence raises many questions of foreign economic policy of special importance in our postwar planning. Realization of the urgent need for the development of a general mineral policy broadly based on national requirements led to discussions of the problem between officials of the Department of State and myself, as a result of which it was suggested that I make an informal and unofficial canvass of the views of mineral specialists of the country on foreign mineral policy.

In a study of the life of ingot molds, it is essential to eliminate all of the variables. In the commercial manufacture of steel this is almost an impossibility. In this study many of the variables have been eliminated, and because of the unusually consistent furnace practice, with small variations in the type of steel manufactured, and a similar type of mold design for all ingot sizes, it is possible to determine with some degree of accuracy the cause of variations in ingot-mold life. All of the ingot molds in this study were used in the production of basic open-hearth killed steel with chemical analyses within the following range: C, 0.50-0.85 per cent; Mn, 0.60-0.80; Si, 0.20-0.30; S, 0.04 max.; P, 0.04 max. All ingot molds were of the closed-bottom type and used for bottom casting only. None of the molds in the study failed from cutting of the sides due to top casting; in fact, on only rare occasions are any molds used for top casting. The general type of this mold is shown in Fig. 1. All sizes have rather a heavy band of metal, about 6 in. wide, at the top to give mechanical strength at this point, and all have cast lugs. Cross sections of the various sizes from top and bottom sections are shown in Fig. 2. Ratios of wall thickness to ingot weight, ratio of ingot diameter to ingot length, and other figures of interest are shown in Table 1. In the majority of cases, the cause of failure in this type of mold is due to heavy fire cracking on the "flats" at a point from 3 to 6 in. from the bottom radius of the mold. Fig. 3 pictures this type of failure. The start of failure at these points usually begins with a very small section of the interior surface becoming involved. As a rule, a section of 1 or 2 sq. in. is the first noticeable indication that mold failure is taking place. Gradually the small section increases until a sizable cavity develops, causing a protuberance on the bottom of the ingot, which eventually becomes too large to be stripped. The mold is then removed from service. At the time of failure, this cavity often reaches a size of about 5 sq. in. and about 1/2in. deep. Sometimes cavities are found on only two or three sides and at other times all twelve sides appear to be invoIved.

SINCE the excellent studies of metal powder compaction executed by Kamm, Steinberg, and Wulff, no work on the subject has appeared in the technical literature. Kamm et al. were the first to investigate quantitatively the distribution of density in a powder compact, as a function of pressure, height and diameter of the die, powder particle size, etc. For this purpose they devised a very ingenious method. They inserted a thin lead grid into a die and then filled the die with powder. During cold pressing, the lead grid -moved downward. Due to its deformability it followed closely the downward descent of the adjacent powder. The die was then radiographed and, from the deformations of the grid openings measured on the radiographs, the density in the vicinity of each opening was evaluated. Their findings led them to the conclusion that the friction on the side walls of the die is a major controlling factor of the density distribution inside the cold pressed powder compacts. However, it is difficult to conduct tests similar to those of Kamm, Steinberg, and Wulff in a processing plant laboratory, which usually lacks the necessary expensive radiographic equipment. The purpose of this note is to describe a method which makes it possible to determine the density distribution in green powder compacts with the same accuracy as the lead-grid method but which is far simpler and faster and requires only standard laboratory equipment. Instead of using a lead grid, the hardness at selected points of the sectioned compact is determined. If the relationship between hardness and density is known the density distribution is readily obtained. This relationship is easily found from measuring hardness and densities of thin compacts. In such compacts the density, for all practical purposes, is constant throughout. The method was tested on a Plast nickel powder, grade FlA-A20, kindly supplied by Plast Metals Co. Thin compacts (height to diameter ratio 0.2) were pressed in a single action cylindrica1 die at various pressures. The density of the compacts was determined by weighing and by measuring the height and diameter with a micrometer. Subsequently the Rh hardness was determined. Up to ten readings were taken on each specimen. The difference in hardness readings on each compact was never greater than three corresponding to about 0.1 g per cu cm uncertainty in density. By varying the compaction pressure of the samples, a whole scale of densities was obtained allowing construction of a set of density-hardness calibration curves. To test the method several compacts of different height were pressed under varying pressures. Die walls were always well lubricated. After pressing, the compacts were mounted in bakelite and halved by grinding, and hardness readings taken along the diameters of the specimens. The distance between adjacent indentations was about 2.5 mm. After hardness readings were translated into densities, contour maps of densities of the compacts were prepared. One of them is reproduced in Fig. 1. The areas encompassed by the curves are labeled with numbers representing the density in g per cu cm of those regions. In Fig. 2 the same results are re-plotted to emphasize the radial density changes at various depths. The results thus obtained confirm the findings of Kamm, Steinberg, and Wulff kentioned previously. They are recapitulated here briefly. 1—The densest part of a compact pressed from one side is at the outer circumference at the top and the least dense part at the bottom, at the outer circumference. Figs. 1 and 2 show this clearly. 2—The density near the cylindrical surfaces of the compact decreases uniformly with height from top to bottom. 3—The density variation increases with the height to diameter ratio. ARIAL maps of prospective mineral-bearing territory have become almost indispensable in all the branches of exploration, and have proved particularly useful in the great oil area of the Southwest. About nine years ago aerial photographic mapping in this area was begun. The early product was lacking in scale accuracy and other control features, which limited its effective use. Since then, the evolution of the technique of such mapping has been steady, with several mapping companies collaborating with five of the leading oil companies, and aerial maps have been prepared covering practically the entire area.Improvements in cameras, film, and developing equipment and practice have resulted in more uniform and clearer photographs, but the outstanding development has been the accuracy obtained with respect to scale and all other control features. In order to meet the ever-increasing demand by consumers for uniformity of ground talc, a new method of blending its finished product has been developed by Gouverneur Talc Company, Inc., at its plant near Gouverneur, N. Y. The method has been in use for a sufficient length of time to be now judged a success. The Gouverneur district is the leading talc producing area of the world, inasmuch as more tonnage is produced there than from any other state in the U.S. or, so far as is known, from any other locality in the world. Almost all of the output goes into industrial uses, with ceramics and paint being the principal consuming industries. The physical and chemical specifications imposed by these industries are stringent and the trend, as in most industries, is toward ever increasing severity. The blending method described herein has aided Gouverneur Talc to keep up with this trend.

THE Institute of Metals held a well rounded out symposium on the working of metals, distributed over two sessions. At the first session* four papers were presented, two dealing with the, cold working of metals and alloys and two with the hot working of non-ferrous alloys. The first paper by E. V. Crane, dealt with "Metal Working in Power Presses." Mr. Crane pointed out the empirical nature of engineering data available for use in calculating the probable stresses developed and power requirements, for the shearing, drawing, binding and other forming operations. He described the various operations, methods of determining stresses developed and presented data obtained. In the discussion C. F. Hammond took exception to Mr. Crane's objections to the rather too frequent. annealing operations in drawing of cartridge cases, pointing out that the material was-manufactured to meet specified structure and physical requirements, which could only be met by carefully controlled sequences of working and intermediate annealing operations.

This investigation establishes the effect of ferrite grain size resulting from various heat treatments on the transition temperature of a semikilled steel plate. Different austenitizing temperatures and various cooling rates were used. The ductile-brittle transition temperatures were determined by the Navy tear test and the keyhole Charpy test. THE data presented in this paper deal with quality characteristics of ship-plate material which were investigated in a research project sponsored at Battelle by the Bureau of Ships, Dept. of the Navy. Specifically, the object of this investigation was to establish the effect of ferritic grain size (resulting from various heat treatments) on the so-called transition temperature of ship-plate steel. Transition temperature is not a fixed property of steel. It is derived from a series of static or dynamic tests made at various temperatures and is qualified by specifying the type of test employed as well as the testing criteria. Because in earlier investigations of ship-plate quality1,2 the so-called Navy tear test and standard notched-bar tests (keyhole Charpy) proved to be useful in interpreting instances of brittle behavior of ship plate in service, these tests were used in the investigation reported in this paper. By definition,' in the Navy tear tests the highest temperature at which one or more of four specimens breaks with a brittle fracture (that is, when less than 50 pct of the fracture area has a dull fibrous texture) is termed "transition" temperature. In the Charpy tests, the 12 ft-lb level of energy absorption was used as a criterion indicating the "transition" temperature, although other levels of energy absorption were also used for comparison. Earlier work" on ship-plate steels indicated that the temperature at which ship plate is finished has a very significant effect on its notched-bar properties. Plates rolled in the laboratory, where the finishing temperature can be carefully controlled, showed a 16°F decrease in tear test transition temperature when the finishing temperature was lowered 200°F (from X" to Y°F). The same plates showed a drop of 10°F in the keyhole Charpy transition temperature from the same decrease in finishing temperature. Commercially finished plates' exhibit a similar trend. When the ferrite grain size of the hot-rolled laboratory plates was determined, a close relationship was found between the ferrite grain size and the notched-bar transition temperature." " he indicated relationship between grain size and transition temperature was in agreement with the findings on low carbon steels of Hodge, Manning, and Reichhold' despite the differences in composition of the steels. The cooling rate after rolling varies from one steel plant to another. This variation changes the micro-structure" and appears very likely to affect the notched-bar properties of the steel plates. In the investigation summarized in the present paper, heat treatments simulating finishing practices in the hot rolling of ship plate were used in order to vary the ferritic grain size. It is believed that the indicated relationship between grain size and transition temperatures of the ship-plate material will prove useful in estimating the effect of rolling temperature and of cooling rates from rolling temperatures on the notched-bar properties of semikilled steel plate. Material The semikilled steel plate used in this investigation was a ¾ in. hot-rolled plate from an open hearth heat. Other plates from this heat have been used on many other studies performed for the Ship Structure Committee," "," and the heat has been identified as project steel "A". The world's largest steam-driven mine hoist, built by Nordberg Manufacturing Co. a half century ago, has become a major tourist attraction in Michigan's Upper Peninsula. The hoist, designed by company founder Bruno V. Nordberg, is located in the Quincy Mine Number Two, just north of Hancock. Nordberg began construction of the mammoth machine before World War I, but delayed completion until after the war. The hoist became operational in 1920 and continued running until the mine was shut down in 1931.

THE electrical conductivity of pure copper is markedly decreased by small amounts of impurity in solution. The magnitude of this effect has been very carefully determined by numerous investigators who studied a wide variety of impurity elements. Much of this work is summarized in an excellent review by Pawlek and Reichel.' The case of zinc impurity in copper is an exception to the above in that there has been no well-documented study of the effect using high-purity starting materials. The values for the effect of zinc on conductivity, which are usually taken from unpublished work by Skowronki, indicate that zinc in low concentration has no effect whatever in lowering the conductivity of pure copper. This effect, if true, is unusual since it is generally known that even in lowest concentration, impurities exert an effect on conductivity which is proportional to the amount dissolved. It is more reasonable to suspect that in the original work on the effect of zinc some of the zinc was oxidized out of solution during specimen preparation. The following experi- and calculated d-spacings based on the unit cell dimensions of Baenziger et al. Since the single crystal studies of Baenziger et al. were limited to (hk0) and (hk 1) data, it was not possible to Compare all the intensities of the powder and single crystal patterns. However, the strongest reflections of both studies, the (321) reflection, agree very well when the appropriate multiplicity factor is used. Good agreement was also found in a number of other reflections of lesser intensity. Despite the precautions taken in annealing the U6Fe powder, an appreciable amount of UO, was detected in the powder pattern after heat treatment. The powder pattern reported by Groganoand Clews is given in Table I. Except for the 3.15A line, which is the strongest line of UO,, their pattern, as far as it goes, compares favoEably with the data from this study. UNTIL very recently, the commercial availability of the rare earths as metals has been very limited. Fabrication of mill products from these metals has not been studied in most cases. This note reports the results of the development of fabrication techniques for thulium. Thulium has a melting point of about 1550°C and a hexagonal close-packed crystal structure. It oxidizes in air to give a black oxide (TmzO,). The procedures for producing thin thulium foil were developed on one ingot weighing about 220 g and were subsequently applied in processing about a pound of metal to foil. Several alternates for the various fabrication steps were investigated and will be discussed. The metal fabricated was in the form of commercial chill-cast ingots 1 in. in diam and 2 in. long weighing approximately 220 g. Impurities in the ingots were reported by the vendor to be 4000 ppni tantalum, 2000 ppm calcium, 200 ppm nickel, 100 to 200 ppm iron, 100 ppm europium, and less than 100 ppm copper, lutetium, and ytterbium. In addition to these impurities, several salt-like inclusions as large as l/8 in. in diam were revealed along the center line of the one ingot sectioned. Preliminary tests indicated that small wafers cut from the as-cast ingot would not fabricate readily by rolling. Forging of copper-jacketed wafers was therefore attempted. At 1550"F forging was satisfactory but an apparent reaction of copper with thulium demanded investigation of lower temperatures. Therefore, the remainder of the test ingot was forged at 1450°F—with only minor cracking. All ingots forged were inserted into copper tubes of 1 in. 1D and 0.125-in. wall thickness. The jackets were sealed by flattening the ends of the tubes and welding under helium. Heating time at 1450°F was 30 min. Press forgings of 1/8 in. per pass were used, followed by 10 min reheats. When the ingots had been squared and reduced to 0.250 in. in thickness, the original copper jacket was stripped off and replaced by a new jacket in preparation for hot rolling. Hot rolling at 1450" F without edge cracking was readily accomplished after forging. Excellent results were obtained with 10 pct reductions of thickness followed by 5 to 10 min reheats. After reduction of thickness from 0.250 to 0.100 in. the copper jacket was removed. It was found, in fact, that hot rolling in air was possible. A tenacious black oxide similar to that seen on zirconium was formed during 3 min reheats at 1450°F. Reduction in air to 0.010 in. foil was possible taking 10 pct reductions per pass. The oxide coat formed during hot rolling in air could best be removed by sand blasting and pickling. Common pickling solutions containing polar solvents were found to attack the metal too rapidly and a concentrated nitric-hydrofluoric acid mixture attacked neither the oxide nor the metal. The most satisfactory pickling solution was 52 vol pct concentrated nitric acid-48 vol pct glacial acetic acid. After forging to 0.250 in., vacuum annealing and cold rolling was found to be another satisfactory alternate to hot rolling in copper jackets. After forging. a hardness of Rockwell B76 was found. Annealing in vacuum (2 X l0-5 mm of Hg) for 1 hr at 1200"F did not alter this value. Annealing at 1470"F for 1 hr brought the hardness down to R;]63. With cold rolling (5 pct per pass) the hardness returned to about R,1:76 after 20 pct reduction and edge cracking became noticeable. However, cold rolling to a total of 40 pct reduction in thickness (RI,,83) was possible before edge crack propagation became serious. Good surface finish was obtained, and the metal loss due to oxidation was minimized by cold rolling and vacuum annealing. Using this procedure the yield of 1.25 in. wide by 0.010 in. thick foil from a 1-in. diam ingot was about 40 pct.

AN extensive study of German underground manufacturing experience is being undertaken by the Air Materiel Command. Headquarters officials consider completely underground facilities one of the most effective means of protecting aircraft production against air attacks of the strength and type employed in World War II. Advantages accruing to underground manufacturing installations other than protection are, perhaps, a smaller maintenance problem and the possibility of using gravity flow on some production lines. Offsetting these advantages are the high cost of construction, problems of ventilation, and poor acoustics. Excavation costs might well be less than the cost of enclosing the same area on the surface, as new and better methods of rock drilling and transportation are developed. Certainly the amount of building materials used would be far less than in constructing a surface plant of the same dimensions.
