This paper presents the results of laboratory measurements of relative permeabilities to oil and gas on small core samples of reservoir rock by five methods, and describes the influences of such factors as boundary effect, hysteresis, and rate upon these measurements. The five methods used were the "Penn State," the "single core dynamic," the "gas drive," the "stationary liquid," and the "Hassler" techniques. In those methods in which the results are subject to error hecause of the boundary effect, the error may be minimized hy the use of high rates of flow. In order to avoid complexities introduced by hysteresis, it is necessary to approach each saturation unidirectionally. Observed deviations of relative permeabilities with rate can be explained as a manifestation of the boundary effect, and disappear as the boundary effect vanishes. The results indicate that all five methods yield essentially the same relative permeabilities to gas. Of the four methods applicable to the determination of relative permeability to oil, three, the Penn State, single core dynamic, and gas drive, gave relative permeabilities to oil which were in close agreement. The Hassler method gave relative permeabilities to oil which were consistently lower than the results obtained by the other methods. INTRODUCTION The relationship between the effective permeability of a reservoir rock to each of the fluids flowing through it and the corresponding fluid saturation is an important characteristic of the reservoir rock. Knowledge of this characteristic is and gas reservoirs and of the ultimate recovery to be expected extremely important in the prediction of the behavior of oil under various operating conditions. These effective permeabilities are usually expressed as the "relative permeability" to a fluid phase, defined as the ratio of the effective permeability to the permeability of the rock to a single phase at 100 per cent saturation. Relative permeability-saturation relations are not the same for all kinds of reservoir rock, but may vary from formation to formation, and within the different portions of a heterogeneous formation. In studying the performance of a specific reservoir, it is necessary, then, that the relative permeability characteristics of the individual portions of the reservoir be measured. These measurements may be made in the laboratory on small core samples from the reservoir. Various techniques have been proposed for the measurement in the laboratory of relative permeability-saturation relations. In varying degree, difficulties attend the use of all of the methods which have been proposed. It is the purpose of this paper to discuss the factors which influence the measurement of relative permeability, the difficulties encountered in several methods, and to present comparative results obtained by the use of various techniques. FACTORS WHICH INFLUENCE THE MEASUREMENT OF RELATIVE PERMEABILITY It is necessary that the relative permeability data measured in the laboratory yield the same relative permeability-saturation relationships that would govern the flow of fluids through the sample if it were to occupy its original position in the reservoir. Since the core sample upon which the laboratory measurements are made is not surrounded by similar core material as it was in the reservoir, an error in measuring the relative permeabilities may arise from the "boundary effect" which results from a discontinuity in capillary properties of the system at the effluent end of the core. In the late 19th century Fremont Pass was only a gateway to Leadville, Colo., 12 miles to the north. Some of the silver, lead, and zinc won from this famous camp crossed the Continental Divide at Climax, passing by the huge outcrop of molybdenum on Bartlett Mountain. This element, relatively un- known in the world of commerce, was then nothing more than a joke to play on greenhorn prospectors. Even 30 or 40 years later, after the demand for metals created by World War I had forced temporary use of molybdenum as an alternate for tungsten in tool steels, the Bartlett Mountain outcrop once again became merely a curiosity. With the persistent efforts of Brainerd Phillipson, for years the president of Climax and almost the only employe, use of molybdenum gradually began to grow, first in tool steel and later in the alloy steels required by the growing automotive industry. Mr. Phillipson was first an engineer and second a salesman. The combination of these two qualities is the key to the story, not only of Climax sales but also of the growth of molybdenum from an object of idle curiosity to the point where it is today, along with chromium and nickel, one of the most versatile alloying elements in the iron and steel industries and increasingly important in chemistry.

Laboratory model flow tests have been made to simulate field conditions of partial pressure rnaintenance by dispersed gas drive on rocks having sandstone-type porosity. In this production method there is a significant saturation gradient between injection and production wells. A means of calculating relative permeability characteristics. from partial pressure rnaintenance flow tests has been developed. This method takes into account the saturation gradient. These kg/ko characteristics are identical to those for solution and external gas drives. This method of calculation, which has been proved experimentally, has limitations; however, it is valid for cases likely to be encountered in field prediction of partial pressure maintenance performance. The production performance of a hypothetical reservoir has been calculated for several different injection programs, involving both full and partial pressure maintenance. Results indicate that the maxinum oil recovery by these gas injection programs is obtained by full pressure mainte- nance at the original bubble point. Correspondingly lower oil recoveries are obtained by postponing gas injection and/or by reducing the degree of pressure maintenance. INTRODUCTION Dispersed gas injection is an important method of recovering additional oil beyond that obtainable by pressure depletion alone. The injected gas acts as a source of additional energy to displace oil from the rock formation as well as to retard oil shrinkage in the reservoir. In practice, gas injection is usually started after the reservoir pressure has fallen below the original bubble point. For various reasons sufficient gas is generally not injected to completely maintain the pressure in the reservoir. So, injecting gas at a declining reservoir pressure results in a combined external and solution gas drive. These two oil displacement processes are characterized by different gross saturation distributions in the reservoir. The external gas drive, like all frontal drive processes, inherently results in an oil saturation which increases from the injection wells to the producing wells. In the solution gas drive there is essentially a uniform oil saturation throughout the reservoir, provided the field is being depleted uniformly. It has been customary to predict oil recovery performance under partial pressure maintenance by a method which does not take into account the saturation gradient1. It has been shown2 that neglecting the presence of a saturation gradient can cause considerable error. It is the purpose of this paper to develop and present an improved method of predicting partial pressure maintenance performance of reservoirs including, where necessary. the effects of well arrangement. From the laboratory standpoint, this problem involves the measurement of the basic flow behavior (relative permeability characteristics) under partial pressure maintenance conditions. Recent research- as shown that for rocks having sandstone-type porosity, the relative permeability characteristics are identical for solution gas drive and complete pressure maintenance external gas drives. As I promised, in a former paper on the Bryan Mill,* to give further data regarding the plates from four battery-aprons, I now submit the following: These aprons were 4.5 feet wide by 16 feet long; the first two plates of each apron were 4.5 by 4.5 feet, and the remainder of varying sizes, as can be seen by their relative weights, as shown in the table; but all were 54 inches wide. They were in use 4 years and 9 months, and about 15,265 tons of ore passed over each. The ore was quartz, carrying about the same weight in silver as in gold; showing some copper, and highly impregnated with ferric oxide. The tailings show about 0.6 per cent., and the bullion about 10 per cent., of copper. The silver was present mostly as sulphide; and the copper was also present as sulphide, with some carbonate. The ore treated ill 1898 was a fair average of the whole run; so I take it as an example from which to make a few deductions.

The occurrence of the tellurides of gold and silver, even in small quantities, is so rare that their metallurgical treatment has engaged little attention. A residence of several months at one of the few mines in North America the product of which consists entirely of such ore, has led me to arrange a method for its economical treatment. The mine referred to is the Huronian, situated a few miles distant from Jackfish Lake, in Ontario, Canada. The plan proposed is for this peculiar case, and is put on record as possibly suggestive and helpful .in any similar instance, should it occur. Since freight-rates from the mine to the nearest railroad-point were extremely high, and for other economical reasons, the method proposed is modified by the use, as far as possible, of the machinery already at the mine, and is so arranged that bullion instead of concentrates would be obtained as a final product. The ore-vein at the Huronian mine varied in width from about 4 feet at the surface to 2 feet and less at the lowest level—125 feet —and dipped southeast about 88. The rock consisted, on both foot- and hanging-walls, of soft, green Huronian slates carrying much highly crystalline but barren pyrite. The ore carried an inconsiderable amount of galena with iron and copper pyrites, argentite, hessite, sylvanite (or petzite), and probably altaite, the telluride of lead. Near the surface the ore showed considerable native gold, but this disappeared with greater depth. Two complete analyses of minerals containing tellurium are here attached, as they establish the presence of two important compounds: I. Thus, papers on the deformation of metals, on the structure of alloys, on recrystallization, to select only a few, are fully represented. Other subjects, which verge on what is generally accepted as the science of metals, such as the magnetic properties of metals, the less familiar electrical properties and theories, adsorption of gases by metal surfaces, and the like, are treated scantily. Particular attention is given to reviews of subjects that fall with in the groups chosen; in a summary such as this, which is largely in the nature of a progress report, capably written reviews are of importance, particularly since the monograph and text book literature is so meager in this field.

LARGE copper whiskers were grown from cuprous iodide by reduction with hydrogen at about 500°C. Carefully selected single-crystal whiskers of [loo], [110], and [Ill] orientations were used and the whisker shapes and cross sections are shown in Fig. 1. Spec-trographic analysis of a typical batch of whiskers showed that the composition was better than 99.9 pct with iron and silicon as the major impurities. The test specimens varied from about 70 to 400 u in diam and they did not show a conspicuous yield drop as observed in very fine whiskers (diam <25 u), tested by Brenner.1 The characteristics of the stress-strain curves were similar to those of bulk single crystals, even though the maximum flow stresses reached in some orientations were comparable to the yield stresses observed in fine whiskers. Mechanical properties of whiskers of different materials and copper whiskers up to about 100 u in diam have been reviewed,&apos; and a mechanism of slip band propagation in fine whiskers has been recently suggested.3 Whiskers in this work were tested in a floor-model Instron testing machine using low strain rates. There is nothing new about dragline dredging for placer gold. The use of the separate unit for excavating preceded the large barge with excavator mounted upon it, which has reached a high state of perfection through use in every part of the world. But at present there is a vogue for a small, inexpensive plant combining a dragline excavator on caterpillar mounting and a gravel-washing plant on a floating barge. The most efficient ones use a bucket of 1 to 2 yd. capacity with boom from 40 to 70 ft. long. The barge varies from 20 by 30 ft. to 36 by 48, and carries the trommel screen, pump, riffle sluices and power engine. Plants in Oboville District In the Oroville district eight such plants have been built since 1933, and have been operated with varying success. The most successful of these is the plant of the Wyandotte Gold Dredging Co. This organization of six active partners constructed its first plant on Wyandotte Creek in the autumn of 1933. To September of 1935 about one million cubic yards of gravel was dredged for an output of about $225,000 in gold. The operation has been successful from the beginning, because of wise management, which was based upon good plant design and proper principles of operation. All the partners have taken a more or less active part in the operation. Usually there is one at work on each shift, and they have conducted their own prospecting and building also. They elected H. F. England as manager, with wide power of control, and he carries out this responsibility energetically and successfully. One of the other plants, started shortly before the Wyandotte, finally abandoned its operation and sold its ground to the latter company, which successfully worked it for a profit. The failure of the other plant was due principally to poor excavating equipment. Another organization that built a plant some months later than the Wyandotte company had considerable difficulty in management and was unable to keep ahead of expenses. Finally, late last summer, it entered into an agreement with the Wyandotte company to have the latter supply

In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Much has been said in the past, and may be repeated in the future, concerning the desirability of hemispheric self-sufficiency-both from a resources and from a military security viewpoint. Union Carbide began looking seriously at heap leaching in 1971. At that time some 1.6 million tons of mineral averaging 0.40 kg U3O8 /t) (0.80 lb U3O8) were stockpiled at various sites around the Gas Hills, Wyoming, uranium facility. Several alternatives for economically exploiting these reserves were considered and heap leaching seemed the most attractive. At the time, Western Nuclear Inc. was operating a heap leaching project nearby in which the low-grade ore was leached with sulfuric acid, the product liquor treated in an on site solvent extraction circuit, and the stripped product liquor re-acidified and recycled. The operators were most generous in allowing us to visit their site and in answering our questions. They were also helpful in discussing the problems associated with heap leaching. Their experience confirmed our belief that it was possible to operate a heap leach profitably on material too low grade for conventional milling. Based largely on what we had learned from Western Nuclear&apos;s experience, we undertook a program involving a laboratory study to determine the characteristics of the mineral stockpiles, as related to heap leaching, and to conduct a pilot heap leach adjoining our Gas Hill mill. Basically the pilot heap construction and leach procedure were similar to those described in the literature l, 2 with certain modifications to permit detailed monitoring of the operation. In May 1972, the decision was made to construct a test heap. The UCC plant at Gas Hills, Wyoming was selected as the most appropriate site for the following reasons: (1) The necessary equipment for heap construction was readily available. (2) Stockpiles of mineral from the various mining sites were on hand: (3) Construction of the heap could be made on an abandoned tailings pile minimizing problems associated with environmental approval. (4) Proximity of the mill would allow product streams to be absorbed into existing circuits. (5) Necessary utilities were available. (6) Tailings water from the existing circuit could be used for leaching. A program for the pilot heap leach was developed with the following primary objectives. (1) To confirm the data obtained in bench-scale tests particularly on uranium recovery, acid usage, and ore permeability. (2) To evaluate plastic liners used for base preparation. (3) To investigate heap configuration variables. (4) To determine heap leach amenability of the different mineral sources. (5) To establish the economics of heap leaching low-grade ores.

K ENTUCKY&apos;S first acid-grade fluorspar flotation Kmill, shown in Fig. 1, was placed in operation Aug. 1, 1952, by the Pennsylvania Salt Manufacturing Co. at Mexico, Ky. During 1951 a critical shortage of acid-grade fluorspar developed and it became necessary for the company to produce part of its fluorspar requirements. In 1951 the company purchased the Crider and Lennen metallurgical fluorspar mill and an adjacent stockpile of tailing at Mexico, Ky. The tailing, assaying about 26 pct calcium fluoride, originated from log washer and jig mill concentrators in the area. As the mill did not have a fluorspar dryer or convenient rail facilities, the company leased the Burleson concentrator at Marion, Ky., where these facilities were available. At Marion, Ky., on the Illinois Central Railroad, dry acid-grade fluorspar is transported direct to the company&apos;s Calvert City, Ky., hydrofluoric acid plant. The Mexico flotation plant was reconditioned and designed to produce acid-grade fluorspar from the jig tailing stockpile. The new plant flowsheet is shown in Fig. 2. What do you think are the major problems that the mining industry is facing? While I don&apos;t have any intensive knowledge of the various problems that plague our industry, I know that they are all part and parcel of a more complex and fundamental question: What must we do to make mineral extraction successful, safe, and profitable? Obviously, as mining people, we must continue to expand our technical know-how and to make better use of it. In today&apos;s context, however, that is not enough. We must also improve the "public image" of the mining industry. Why? Because the key word in the term "public image" is: the public. Many people in our country and in Congress, for instance, are against strip mining-and some are even against underground mining. Pressures from the public, from voters, have affected past, present, and new legislation. And government controls can be a major problem in any industry, let alone mining. At first, people ask government to intervene, act, or resolve problems, even in management and labor contract negotiations. But later, after Washington gets involved, there are clashes between departments and personalities, and eventually there is resentment against the interference with mining operations or our daily lives.

The conventional cyclic system of deep-level mining by drilling and blasting gives rise to an inadequate degree of stope sorting when mining thin reefs. This results in poor utilization of the capital facilities of a mine in the form of shafts, haulages, airways, and associated equipment. Continuous and controlled removal of the thin gold-bearing portion of the reefs would permit better stope sorting and hence greater utilization of capital facilities. Results of experiments to develop hard-rock cutting machines for mining are reported and the benefits which could be derived from their use are discussed. Mining, from exploration through refining, is essentially a process of sorting in which the payable mineral, or metal, is progressively separated from the other constituents of the earth&apos;s crust with which it was originally associated. This takes place more distinctly at each step of the operation. What is it that determines the degree to which sorting should be carried out at each of the several steps comprising a whole mining operation? The formal answer is that degree of sorting at each step which results in the lowest overall cost for the complete separation. In practice, individual steps are chosen from those available in current technology, each of which effects a degree of sorting such that the quantity of material which must be sorted in the succeeding step is economically acceptable. It follows that any new technological development has repercussions throughout the whole mining operation and, more important, that the solution to excessive costs in any one step of the operation may lie not in improving the costly operation itself so much as in increasing the degree of sorting preceeding that operation. This concept, particularly in relation to deep-level mining of thin, tabular gold-bearing reefs in South Africa, is discussed here, and the most recent results achieved in the development of hard-rock cutting machines for stoping more selectively than is possible with explosives are presented. Deep-Level Mining Deep-level mining involves operations which are either not encountered, or are of only trivial importance, in near-surface mining. Near-surface, the major operations are those of rock breaking, transport, and milling. In deep-level mining, hoisting, environmental control, and strata control assume major importance. Some idea of the relative magnitude of these operations may be gained by comparing the separate amounts of energy which are required, or which must be controlled, to effect the various operations when, say, mining a tabular deposit 40 in. thick at 8000 ft below surface, Table 1. It is true that the costs of handling a given quantity of energy are not the same for each operation. Nevertheless, Table 1 does emphasize the fact that the operations of hoisting, strata control, and environmental control are of unique and major significance in deep-level mining. In particular, hoisting and environmental control place a heavy load on the reticulation system of the mine—the shafts, haulages, and airways. Typically, a new, deep gold mine with an annual revenue of about $35 million requires a total capital expenditure of about $140 million of which some $100 million is invested in developing and equipping this reticulation system. The ratio between annual turnover and capital invested of about one-quarter is exceptionally low, and it typifies the poor utilization of capital by the current technology of mining hard rock at depth. The average thickness of the reefs in the new South African goldfields varies from 10 to 30 in.,l and even in the thicker reefs the gold is often confined within a small fraction of the nominal thickness. Nevertheless, it is universal practice to mine these reefs at a stope width of about 40 in. or more, so that the quantity of rock broken in the stopes and hoisted out of the mine is between two and ten times the quantity of rock actually carrying a significant amount of gold. The reason for the adoption of such excessive stope widths is to be found in the method of rock breaking by drilling and blasting. The only free surface to which a blast hole can break is the stope face. It follows2 that each hole cannot have a burden in excess of the height of the free face if it is to break satisfactorily. To

Crystal-chemical and stntctural properties of sulfide minerals are considered. The information gained is to be used to interpret (I ) freshly broken mineral surfaces, (2) modifications of the mineral surfaces, and (3) reactions at the mineral surfaces. From these basic disciplines, concepts with regard to the changes that surfaces undergo, reactions that might take place, the geometry of the interface, the state of different atoms and ions in the interface, and other physical and chemical properties of an interface must be developed, weighed and applied. The authors first deal with these conceptual considerations from which hypotheses are set forth to describe the environ men tal-interfacial relationships for several sulfide minerals. Qualitative and quantitative explanation of par-ticulate solid separations are unknown entities because of the lack of adequate models and mathematical relationships to explain the activity occurring between the solid and liquid phases. It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc., on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental-interfacial relationships for sulfide minerals. GENERAL CONSIDERATIONS Interfacial Reactions:Interfacial reactions are the cruxes of flotation schemes as well as other processes such as thickening, filtration and hydrometallurgy. However, as noted by Klassen and Mokrousov: 1 "The problems concerning the surfaces of natural minerals, the laws governing simultaneous adsorption from aqueous solution on these surfaces of a whole series of reagents, the laws of the surface reactions and the properties of water layers separating the minerals, are all known to a first approximation only." An investigator has the privilege of postulating methods of solid-liquid interfacial reactions. REACTIONS WITH WATER - Water consists of hydronium (H3 O 4) and hydroxyl (OH-) ions in the ionized state. That this is so forms the basis for the postulated reaction of the hydrated hydrogen ion with net-negative mineral surfaces as depicted in Fig. 1. In this case water is bonded to mineral surfaces through hydrogen-bridge-type bonds - possibly hydrogen bonds. Although bonding of the van der Waal type may be responsible for this reaction, it is most likely that stronger bonds are involved. Once firmly bonded to the surface, the water layer is known to be quite tenacious. It is further speculated that a shear plane exists at some distance (see Fig. 1) away from the mineral surface. Exact location of this plane is not known, but in all probability it will be positioned across a weak bond of the hydrogen-bond type where the surface-attached water is coordinated to the original hydrated hydrogen ion. REACTION WITH METAL IONS - Klassen and Mokrousov &apos; state: "The presence of an ion in water leads to an immediate formation around that ion of a highly condensed atmosphere of water dipoles and thus to hydration of the ion." The fact is known that multivalent cations are strongly hydrated, usually by six or eight molecules of water, and that anions are not so strongly hydrated. Conceding the fact that thermodynamics, concentration, pH, and physical considerations are of utmost importance in truly explaining a mechanism of metal ions reaction with a hydrated mineral surface, it does seem logical that the mechanism illustrated in Fig. 2 is feasible. In this reaction, the metal ion (M) is coordinated in one dimension - to the mineral-surface hydration layer. Note also that explanation of this reaction requires that the shear plane move to a less stable bond configuration; that is, the shear plane has moved to a position between the metal ion and the other coordinated water molecules which are more free to dissociate. Reactions as depicted in Fig. 2 should cause the formation of an apparent mineral surface which is net-positive. Immediately, it must be noted that measurements of apparent-mineral surfaces serve - within limits - to indicate a degree of ion-surface reaction capability. This discussion concerns fitting an ellipse to angle, where the permeability k is measured for a series of plugs cut from varying angles in the horizontal plane. The conclusions and procedures given by Greenkorn, et al. are in no way affected by these comments, since the degree of anisotropy (ratio of maximum to minimum permeabilities) they found is generally quite close to one (see their Table A-1). However, since large anisotropies may arise, I feel that the comments should be made. Both Marcusl and Scheidegger2 have shown that there are two limiting expressions for the permeability of an unbounded anisotropic media. If the permeability is measured in the direction of the pressure gradient, the result is equivalent to the author&apos;s Eq. 11. This is the equation used to find kl1 and k22 from the experimental data. If, however, the permeability is measured in the direction of flow, then the resulting equation for the measured permeability is From these equations it follows that plots on angle will be ellipses. The principal axes will correspond with the major and minor permeability axes. The question arises as to what permeability is actually being measured on an anisotropic sample in the laboratory. An overall pressure gradient and a gross flow rate are determined and a permeability calculated by Darcy&apos;s law. The details of the macroscopic flow within the sample will be determined by the boundary conditions of the sample and the orientation and magnitude of the major and minor permeability axes. The situation is shown in Fig. 1 for the two-dimensional case. Using the method of conformal mapping, Marcusl has solved the problem of determining the overall apparent (or measured) permeability for this experiment for any condition of W-L ratios and orientation and magnitude of the principle permeability axes. The progress of metallurgical practice and the demands made by the engineering industry on our foundries and mills have made the crystalline structure of metals a subject of far more than academic interest. Metals and alloys are made up of crystals. Even if we accept the view, so ably maintained by some metallurgists, that the crystals are separated from one another by an amorphous layer, it remains true that all but a very minute fraction of any metallic mass is crystalline. The conditions which affect the growth of crystals are therefore of importance in metallurgy. It is not only castings whose properties depend on the arrangement of their crystals, for the more we learn of the behavior of forged, rolled and drawn metals, the more certain it becomes that it is profoundly influenced by the size and arrangement of the crystals in the original ingot, determining a structure which may persist in a modified form through a long series of mechanical operations and annealings. This is mainly due to the concentration of much of the impurities in the last portions of the liquid to freeze, so that the boundaries between single crystals or groups of crystals are marked out by a zone of segregated material, differing in properties from the mass, and offering a barrier to diffusion and equalization of composition throughout the whole. The importance of this fact has been fully recognized by steel manufacturers, who have to deal with ingots which are sometimes very large, and are cast at a high temperature, containing impurities which have a marked effect on the properties even when present in very small quantity. For this reason the Iron and Steel Institute has set up a committee to examine the whole question of the heterogeneity of steel ingots,(1)† and a report has been issued, containing an account of the structure of 16 ingots, ranging in weight from 15 cwt. to 172 tons, each of which was sectioned and examined by chemical analysis and by etching. A valuable body of data concerning segregation has thus been collected. INCREASING governmental control of human activities seems inevitable. Within the present generation railroad rates and the public sale of water, gas and electricity have been subjected to rigid regulation. The field of control is slowly but surely being enlarged, and it is the object of this paper to outline in brief space this tendency toward increased governmental regulation, as far as mineral resources are concerned. Our, dual form of government complicates the problem. We must deal not only with the powers of the Federal Government, but also with those of the individual States. In order to approach this question intelligently we must have some conception of the powers and jurisdiction of the States and the United States, respectively, over mineral lands and mineral production. Starting with the Federal Government we find it never owned any public domain within the States that formed a part of the thirteen original colonies and, for historical reasons, the same is true of Tennessee and Texas. The Mid-Western States were erected out of the public domain which was acquired by the United States through cession from the original States or by purchase from foreign nations. Congress early in the last century adopted a policy of leasing public lands containing lead deposits in a portion of this Mid-Western territory, but later abandoned that policy and disposed of such public, lands, mineral and non-mineral, outright so that they long since have practically all passed into private ownership and become subject to the general jurisdiction of the respective State governments. In the great public domain lying west of the Mississippi River, and in portions of some of the Southern States, the Federal Government adopted a new mineral land policy following the discovery of gold in California. (Acts of Congress of 1866, 1870, and 1872.) The mineral lands within these States, instead of being disposed of on the game basis as agricultural lands, as occurred in the Mid-Western States, were segregated from agricultural lands and sold under special laws intended to encourage mining, giving the miner the free right to locate and work these mineral lands without paying any royalty to the Federal Government. The interaction between British gum 9084 and dode-cylammonium chloride (DAC) at quartz and hematite surfaces was established from coadsorption studies and streaming potential measurements. The cationic DAC interacts with the somewhat anionic British gum 9084, leading to the formation and adsorption of a binary complex of DAC-British Gum 9084 at the interface. The parallel ability to depress quartz along with hematite as a result of the interaction between DAC and British gum appears to be the main reason for the ineffective depressant action of starches and starch derivatives in the cationic flotation of iron ores. Amines are not particularly selective collectors for the flotation&apos; of siliceous gangue from iron ores and, therefore, a suitable iron oxide depressant is needed for a satisfactory separation. Various starches and their derivatives have been extensively tested with oxidized iron ores,&apos;-3 and it has been empirically established that British gums and dextrins are preferable. However, for the flotation upgrading of magnetite-taconite concentrates from 8 or 8.5% Si O2 to about 5% Si 02, British gums, which have been used so successfully on oxidized iron ores, have been found to have no effect and oftentimes are actually deleterious.4 In previous articles,5-7, starches were shown by adsorption measurements, flotation tests, and floccula-tion tests to interact with calcium ions in solution, and it was thought that a study on the interaction between starches and dodecylammonium ions would be able to shed some light on the anomalous flotation behavior described above. In fact, starches are known to interact markedly with paraffin-chain-type surface active agents and, thereby, to precipitate the starch or inhibit the iodine-starch reaction.8 From X-ray diffraction studies and viscosity measurements, the formation of a helical complex between mylose and a surface active agent has been postulated.9 The interaction with other types of hydrophilic colloids, such as synthetic polymers and proteins, has also been investigated and is usually explained in terms of van der Waals&apos; force interaction and/or ion-ion interaction. In the present investigation, the interaction of British gum and dode cylammonium chloride on quartz and hematite was studied by adsorption and streaming potential measurements in an attempt to establish the mutual adsorption behavior of British gum and dode-cylammonium chloride on mineral surfaces and to clarify the anomalous depressant activity of British gum in the cationic flotation of iron ores. All the measurements were carried out at a natural pH of near 7 because dodecylammonium chloride gives maximum selectivity of flotation separation at this pH2 and to avoid any third parameter in the system. EXPERIMENTAL MATERIALS AND METHODS Minerals: The quartz and hematite samples used for the adsorption tests were prepared as described in a previous paper,"J except that the specific surfaces of the samples were increased to 5,860 and 16,000 Sq cm per gm, respectively. For the streaming potential measurements, the 48165-mesh fractions screened out of the original samples were etched with hydrochloric acid, washed repeatedly with water, and stored under water in Pyrex bottles. Reagents:DodecyIammonium chloride (DAC) was prepared1 1 by bubbling dry hydrogen chloride gas through a benzene solution of high-purity dodecylamine supplied by Armour and Co. British gum 9084, received from Corn Products Co., was solubilized by first dispersing it in water to produce a 0.05% solution and then homogenizing it in a blender for 5 min. Distilled water was used in the preparation of the samples and the solutions and for all test work. Adsorption Measurements: The procedure for the adsorption density determinations was also the same as that described in the previous paper.1° The residual concentrations of the British gum and the DAC in the supernatant solution were analyzed colorimetrically by the phenol-sulf uric-acid and amine-picrate methods, respectively. The validity of the mine-picrate method for the colorimetric analysis of DAC in the presence of British gum and the analysis of British gum in presence of DAC were checked by establishing calibration curves between optical density and concentration.
