Samuel T. Wellman, Cleveland pioneer steel man, who was often referred to as the "father of the open-hearth process of the United States," died suddenly on July 11, 1919, of heart disease, at Stratton, Me. For more than half a century, he was closely identified with the improvement of equipment used in the making of steel and contributed a number of inventions that virtually revolutionized the industry. Mr. Wellman was born Feb. 5, 1847, at Wareham, Mass., his father at the time being superintendent of the Nashua Iron Co., Nashua, N. H. After attending public school and a year at Norwich University, he served in the Civil War as a corporal of the first New Hampshire Heavy Artillery. He went to Pittsburgh in 1867 and assisted in starting the first crucible steel melting furnace built in America at the works of Anderson, Cook & Co. It melted a ton of steel with an average of 1000 Ib. of nut coal, which cost less than $1, while the melting of a ton of steel in crucibles in the old fashioned coke furnace took three tons of the very best coke, costing from $2 to $3 per ton. This furnace was a great success and in a very few years had driven the coke furnace out of use. From Anderson, Cook & Co., Mr. Wellman went to the Singer, Nimick & Co. works, Pittsburgh, where he built two crucible steel melting furnaces of the same type. After that he spent some time in the office of the Siemens agents in Boston and also at steel works in different parts of the country, starting crucible steel furnaces. He then went to the Bay State Iron Works in South Boston, Mass., where he built the first open-hearth furnace that was a commercial success in the United States. It made steel of a much better quality than had previously been made in this country. The principal use to which it was put in those days was the manufacture of locomotive fire-boxes. From South Boston, he went hack to the old works in New Hampshire where his father was still superintendent, and built for it an open-hearth furnace, a plate mill, and a bar mill. In 1873, Mr. Wellman went to Cleveland to design and build the plant of the Otis Steel Co. He remained with this company for 16 years as engineer and superintendent. During this time he developed the open-hearth charging machine and introduced the electromagnet for handling pig iron and scrap steel. The first charging machine was operated by hydraulic power, and although it was not entirely satisfactory it performed the work fairly well and encouraged its inventor to build another one, which was driven by electric motors. (Canal Zone Meeting, November, 19]0.) THE sudden decease, April 1, 1910, in Chicago, of Dr. Franklin R. Carpenter was a shock to his- many friends. He died in his sixty-second year, of heart paralysis. To most fellow-members of the Institute who have followed the progress of the. last twenty-five years in the mining and treatment of non-ferrous ores, the work of Dr. Carpenter in that line is familiar ; but very few, even of those who knew him well in the later years, are acquainted with his earlier struggles to satisfy an inborn hunger for knowledge. The story of his life resembles that of the pioneer who opens up new country; overcoming hardships with indomitable courage, meeting doubts and difficulties with an alert and open mind, and exercising in the face of reverses an unconquerable perseverance. It seems appropriate to place on record in the Transactions a brief outline of the life and work of this eminent engineer. During the past 15 years of his life Dr. Carpenter was much interested in genealogy. In the pursuit of this study as an avocation, he traced his own ancestry to the time when ?Hugh," called "le Charpentier" on account of the dexterity with which he had swung his battle-axe as a crusader, settled in Sussex on lands received from William the Conqueror. The Carpenters came to this country with William Penn. A prominent member of the family was Joshua Carpenter, the founder of Christ Church, Philadelphia. Dr. Carpenter's branch of -the family moved from Pennsylvania into that part of Virginia which is now West Virginia, where his grandfather settled in Harrison county, while the grand-uncle went further west, and built the first iron-furnace at Hanging Rock, Lawrence county, Ohio. INTRODUCTION The Friedensville mine is situated in Upper Saucon Township, Le- high County, Pennsylvania, in the southern central part of the Allentown quadrangle of the United States Geological Survey, approximately 5 miles southeast of the City of Allentown and 4 miles south of the City of Bethlehem. Zinc was first discovered in the Friedensville area early in the 19th century and several mines were operating during the latter part of the century. Zinc oxide was produced in 1853 and zinc metal in 1859. All mining in the area ceased in 1893 chiefly because of an unfavorable economic situation caused by a severe ground water problem and competition from the higher grade ores in New Jersey. Property acquisition by the New Jersey Zinc Company began in 1899 and periodic exploratory drilling was carried on until 1940 when sufficient reserves were proved for development of a mine. Shaft sinking was undertaken in 1947 and, due to severe hydrologic conditions, was not completed until 1952. Production began in 1958 and today the mine is producing about 64,000 tons of zinc concentrate per annum. The concentrates are trucked to the Company's smelter at Palmerton, Pennsylvania, approximately 30 miles north of Friedensville. The mine also produces from its mill tailings industrial and agricultural grades of limestone for commercial markets.

Visual observation of the oxidation of columbium shows that the protective behavior noted previously in gravimetric work in the early stages of the reaction below 600°C and throughout the reaction at 640°C is associated with an adherent oxide. The fact that the oxide is seen to move outward from the metal at temperatures from 550° to 935°C implies that the reaction takes place at the oxide-metal interface throughout this temperature range. THE work described in this paper further clarifies the complex oxidation kinetics of Cb revealed, for example, by the continuous gravimetric studies of T. L. Kolski.1 Time-lapse motion picture studies reveal details of the reaction not provided by a study of the combustion products. EXPERIMENTAL PROCEDURE Cb specimens were prepared from material with the following typical analysis: 0, 0.03 pct; N, 0.002 pct; C, 0.006 pct; Ta, 0.04 pct; Fe, 0.01 pct; Ni <0.003 pct; and Cr <0.003 pct. Arc-cast ingots were swaged and cold rolled into slabs. These slabs were machined into blocks 7/16 by 7/16 by 7/16 in; 1/16-in. holes were drilled through the large face of the blocks for suspension. The samples were then de-greased and annealed 1 hr at 1200°C in vacuum. The sample was suspended by a platinum and Pt 10 pct Rh thermocouple inside a 1-in. quartz tube in a Kanthal wound furnace (2 in. OD by 4 in. long) equipped with windows 1/2 in. sq. A Cine-Kodak Special II 16 mm motion picture camera was trained on the sample through a Spencer microscope adjusted so that a magnification of X1.5 resulted on the film. Super Anscochrome film was used to record the events in color. Argon was flushed through the furnace while the sample came to temperature. The argon was then replaced by a stream of dry oxygen at 1 atm. Pictures were taken at the rate of eight per second for about 20 sec during the change of atmosphere. Then by use of a Stevens time-lapse device pictures were taken at the rate of four per minute starting within 1 min of the initial oxygen flow. The compression texture of iodide titanium is determined and found to consist of a [0001] texture rotated 15° to 30° from the axis of compression. As the amount of reduction increases, the angle of rotation decreases. The 0001 rotation showed a slight preference for a <1010> rotation axis. RECENT investigation of the cold rolled texture of titanium&apos; has shown this metal to exhibit a new type of rolling texture. This texture can best be described as a (0001) [10i0] with the 0001 planes rotated approximately 30" to the transverse direction around a <10i0> rotation axis. Rather good results in explaining the cold rolled texture have been obtained by other workers&apos; by examination of the tension and compression textures. No information was found giving the tension texture of titanium. Generally the tension texture of a hexagonal close-packed metal is identical with its wire texture. The drawn texture of titanium has been investigatedh nd has been found to be predominately [10?0]. Since this is the common tension texture of hexagonal metals of low c/a ratio, the explanation of the difference between the rolling texture of titanium and the rolling texture of other hexagonal metals is not indicated by examination of the tension texture. Therefore, the compression texture of titanium should be particularly important in the explanation of the unusual transverse rotation of the 0001 planes found in the cold rolled texture. The compression texture of titanium was examined by Yen.",&apos; His results showed titanium to exhibit the usual [0001] texture up to 85 pct reduction. At higher reduction a double texture appeared in which the 0001 planes were rotated from 10" to 30" from the plane of compression. This change in the compression texture seemed unusual since the tendency for hexagonal close-packed metals is to approach the [0001] texture as the idea compression texture. Mechanical twinning generally occurs over a considerable range of reductions beginning at a rather low reduction. The samples used by Yen in his investigations were prepared by two methods. Compression in a testing machine was used up to a reduction of 85 pct. Compression by compression rolling was used at higher reductions. Since the change in texture occurred at the same reduction as the change in the method of compression, a connection between the two seemed likely. To check this possibility and to locate the position of the change in texture definitely, if it was found to exist, the compression texture of titanium was re-examined. An iodide titanium crystal bar (99.9 pct Ti) produced by the New Jersey Zinc Co. and donated by the Titanium Alloy Manufacturing Div. of the National Lead Co. was used in this investigation. The high temperature mechanical properties of stainless steels after fast neutron irradiation are discussed in the light of effects caused by lattice dattmage and effects caused by helium generated from n,a transmutations. Embrittlement at high temperatures is due to helium accumulation at grain boundaries and to cavity formation and proPagation along grain boundaries. Following from the embrittlement mechanism, it is suggested that when deformation occurs by mechanisms associated with super plasticity, helium ac-curnulation at boundaries should be attenuated and cavities, if formed, should be nonpropagating. As the mean free Path between interphase boundaries of a two-phase Fe-Cr-Ni alloy was decreased, the degree of superplastic deforrnation at 870°C increased, as vneaszired by total elongation and by the expottent m = a log &apos;a/a log &apos;i. This alloy and type 304 stainless steel were cyclotron irradiated in an a-particle beam to a helium concentration of -1 x 10 atom He per atom. The stainless steel specimen was embrittled, but the ductility of irradiated two-phase Fe-Cr-Ni alloys correlated with the values of. m during &apos;defor-malion. The .finest grained, helium-injected specimens that deforrned with highest m values exhibited the largest elongations to ,fracture. These results could be correlated with metallographic observations of cavity behavior: the propensity for intergranular propagation was lessened as the m value increased. It is concluded that superplastic deformation is ef-fectizle in attenuating helium embrittlement at elevated temperatures. One of the principal problems associated with development of fast breeder reactors is application of alloys such that suitable fuel cladding results. Stainless steels and other Fe-Cr-Ni alloys, because of highly acceptable nuclear characteristics, represent the primary materials for this component, and an exhaustive research and development effort is being conducted. The main deficiency of these materials has been a severe loss of ductility at high temperatures after fast neutron irradiation. An extensive body of mechanical property data and microstructural observations has provided an adequate phenomenological description of embrittlement; in conjunction with transmission electron microscopy studies, a reasonably acceptable embrittlement mechanism has been obtained. Following from this mechanism, it is suggested in the present work that ductility would be enhanced if deformation could occur by mechanisms associated with the phenomenon of superplasticity. Experiments to test this hypothesis have been conducted, and the results are presented and discussed in this paper. IRRADIATION EMBRITTLEMENT AT HIGH TEMPERATURE Austenitic stainless steels have been irradiated to accumulated fast neutron fluences of 1020 to 1022 nvt at temperatures between 60" and 600°C. Specimens that have been exposed to these conditions and subsequently tensile tested at temperatures between 600" and about 900°C exhibit approximately 5 pct total elongation to fracture.&apos;-3 For unirradiated specimens receiving a nearly identical thermal exposure, total elongation at these test temperatures is about 45 pct. Examination of irradiated specimens has shown that fracture propagation is entirely intergranular. These phenomenological aspects of irradiation embrittle-ment at elevated temperatures are well known and are not generally disputed. Although the explanation of this phenomenon has been controversial, a mechanism for ernbrittlement has emerged that accounts reasonably well for the observed mechanical behavior. The controversy resulted primarily from an indeterminate role of neutron-in-duced lattice damage, if any, and a presumed, but experimentally unverified, contribution to embrittle-ment from helium generated by n,a transmutations. Recently, Holmes and coworkers4 have conducted experiments that separate these effects, and the results are instructive in formulation of the ernbrittlement mechanism. Holmes el al.4 irradiated type 304 stainless steel in EBR-I1 to a fluence of 1.4 x 1022 nvt (E > 0.18 mev); the irradiation temperature was 538" * 48°C or, in terms of absolute melting point, 0.49 * 0.03 T,. After irradiation, tensile tests were conducted at temperatures of 21" to 870.C, the specimens first being annealed for 30 min at each test temperature. In addition, thin sections of irradiated specimens were annealed for 1 hr at identical temperatures, electro and examined by transmission electron microscopy. Thus, for a given temperature, it was possible to correlate mechanical properties with the defect structure. At room temperature, the yield stress of irradiated specimens was a factor of 2.5 higher than unirradi-ated specimens exposed to an equivalent thermal history. Electron microscopic examination of the irradiated specimen revealed a high density of lattice damage in the form of Frank sessile dislocation loops and polyhedral voids. Holmes et al.4 concluded that the presence of this defect substructure caused the increase in yield stress and that after irradiation in a fast neutron flux at 0.49 Tm, substantial lattice dam-age persists. A joint meeting of the New York Section of the American Institute of Mining Engineers, the American Society of Mechanical Engineers, and the American Institute of Electrical Engineers was held in the large auditorium of the Engineering Societies Building, 29 West 39th Street, on Friday evening, Apr. 4, 1913, and an exhibition of the Edison Talking Moving Pictures was presented before the Societies, together with exhibitions of the work which is being done by the Edison Co. in making moving pictures to illustrate lectures on natural science and the useful arts for school and college work. Introductory remarks were made by Mr. J. W. Lieb, Jr., and followed by an exhibition of moving pictures illustrating the formation of crystals, the operation of different types of pumps, magnetic forces, electro-magnetic separation of iron ore, the evolution of the fly, and many other most interesting studies. One of the films, entitled The Formation of Crystals, showed a moving picture of a boy, whose laboratory was the kitchen, dissolving salt in a test tube filled with hot water. The boy then poured the solution of hot salt into a watch glass and placed it under the microscope to watch the crystals form. This film was immediately followed by another showing what the boy saw through the microscope. The solution at first was free from crystals. Gradually the crystals commenced to form and increased very rapidly after once starting, shooting across the screen with lightning speed. The film illustrating the separation of iron ores by the Edison electro-magnet showed an ore bin with an electro-magnet set at one side and below the bin. As the ore was dropped from the bin the magnetite was drawn into the. electric field and deposited in a separate rile from the sand.

IT has long been known that the outside skin of tool steel frequently exhibits properties widely different from the interior of the mass. Within the last few years it has been generally recognized that many of these properties were clue to surface decarbonization. The origin and effects of this altering of the composition have been but little studied. C. M. Johnson&apos; arrives at the conclusion that, in annealing, "the most active agent in surface decarbonization is the rust or scale (present on the surface), which is actually reduced to metal at the expense of the carbon in the steel to which it adheres." W. H. Hatfield in his admirable paper, The Chemical Physics Involved in the Decarburization of Iron-Carbon Alloys,&apos; has given us the most tenable theory of the removal of carbon from iron. While Mr. Hatfield&apos;s work has been principally clone in connection with the annealing of white cast iron to produce malleable castings, it is frequently applicable to the decarbonization of tool steel. The following equations which he proposed have been fully borne out by the author&apos;s experiments: 2Fe3C + 2CO2 = 3Fe2 + 4C0 2C0 + 02 = 2C02 Continuous 2C02 + 2Fe3C = 3Fe2 + 4C0 It is the purpose of the author to show, in a quantitative manner, the effect of various treatments in eliminating the carbon in tool steel. Some of the phenomena of the decarbonized surface will also be described, as well as the practical problems they present to. the manufacturer and user of tool-steel products.

THIS paper is an effort to explain in a simple manner the fundamental principles involved in examining a clay deposit for both quantity and quality and in operating a clay mine, either open-pit or underground, so that the best quality of finished material can be made from the raw material available. The writer is aware that what is recommended in this paper is everyday practice in many refractories plants and in some other heavy-clay products plants, but observations made while visiting practically every clay mine in Ohio have convinced him that the practices herein discussed are not as widely used as their importance warrants. It is true that the problem of mining for quality is more acute in refractories plants than in most heavy-clay products plants, yet some of the latter are finding it profitable to pay more than ordinary attention to the selection and blending of their raw materials. It is hoped that this short paper may prove helpful to some who are now finding it difficult to produce a uniform product of as high quality as their clay deposit seems to warrant. The coordination of the work of the clay mine or pit with the manufacturing plant, to the end that the best product possible be made from the raw material available, presupposes a rather intimate knowledge of the clay deposit. The knowledge must include not only information of the amount of clay-available but also rather detailed information about both vertical and horizontal variations in quality of the clay. This information should cover three things: quality, quantity, and location.

Chemical processing is descended from alchemy, which developed our major lixivants. The profession might have done more if it had been less preoccupied with turning base metals into gold-a process that still hasn&apos;t been developed. Georg Agricola, over 400 years ago, gave us ten recipes for "aqua valens" to part gold and silver, and described cementation of gold and silver on base metals. His text stood for 200 years, by which time heap roasting, leaching and cementation were winning copper from pyrites at Rio Tinto and the Barba furnace was distilling mercury from the ores of Almaden.

The old plan was to increase every part of a rail much in the same proportion. But each part should be in proportion to what it ha.; to do. The head should be deep in proportion to tile amount. of traffic and the lowness of the rate of interest on its cost. The body need only he strong enough to carry the head after it is well worn down, and that deperlds on the weight of the machinery, and in the case of steel has little to do with the volume of traffic, except SO far as that affects weight of machinery. Ad on most railroad systems, the same niacliinery is used on main lines with heavy traffic, and bra11ct:es with light, I suggested in 1874 that each systern adopt the same body of rail for both, and make the head deeper on the main lines, shallower on the branches. This plan was adopted on the Pennsylvania Railroad. Bandberg seems to recognize this in his patterns of 1878. E. W. HUNT, TRoy, N. Dr. Dudley gives his reason for this change in the following statement: " With the improvement in maintenance of way which has characterized the Pennsylvania Railroad during the last five or six yearn, the remova1 of rails from the track from the first two of these causes (i. e., broken and crushel), has, if I am right, quite notably diminished. This certainly is true with regard to broken rails. And if, as time advances, the number of crushed rails shall diminish, both because of the continued improvement in maintenance of way before referred to, and because, owing to improved and better methods at the steel works, there are fewer crushed rails caused by physical defects in the steel, the question of the wearing capacity of steel rails obviously becomes the allimportant one." Certainly the condition of the roadhd has much to do with mils brealring, crushing, and wearing. If the Pennsylvania and other railroads have done and are doing their part, Dr. Dudley oourteously admits that the steel works have performed part of theirs. But as far as I am informed, the formulas which they have used have been and are still quite wide of the one he continues to recommend. The rails which are not breaking or crushing to so great an extent as formerly, contain higher percentages of both carbon and manganese.

On request of the Commissioner of Education, a small group of administrative professors of engineering and commerce from higher institutions near St. Louis met in conference with the Specialist in Commercial Education of the Bureau of Education on Feb. 22, for the purpose of discussing ways and means whereby the business of our country may be furthered through increased opportunity in our higher institutions for the preparation of engineers with business training. One or more representatives were present at this conference from the University of Minnesota, University of Illinois, Washington -University, University of Missouri, University of Iowa, Iowa State College, University of Kansas. It was recommended at this conference: First, That the Commissioner of Education appoint immediately a committee to consider commercial engineering in its various aspects and to prepare and approve one or more curricula in commercial and industrial engineering that can be recommended by the Bureau of Education for adoption in our colleges and universities. It was suggested that the committee consider the following curricula plans: First, That a minimum number of hours in business training be required in all engineering courses. Second, That a curriculum providing for a minimum of fifteen to thirty units in business economics be incorporated in all engineering courses and offered on an elective basis. Third, That a curriculum in commercial or industrial engineering, permitting full and proper emphasis upon engineering subjects, be offered in the School of Commerce with degree to be given in that school. Fourth, That a five-year combined engineering and commercial course he prepared.

At the United Verde mine the 9-2D stope on the 4050 ft level is located within the north sulphide mass lying some 800 ft north of the main sulphide ore body. In 1948 it was estimated that this block contained 85,000 tons of ore at 4% copper and 9.2% zinc. The north ore body is a lenticular replacement deposit in the black schist, extending from about 100 ft above the 3750 level to a distance below the 4500 level yet to be determined. Although the mineralized zone approaches 1000 ft in length, only 300 ft is of economic importance. In width it varies from a maximum of 60 ft to about 3 ft at the north end, and is characterized by pinching and swelling in the ore zone. One of these larger swells is being mined as the 9-2D stope. Mining costs at greater depth, together with the expected grade of ore after dilution, necessitated a low cost mining method to permit profitable stoping operations. Based on the results obtained in a number of Canadian mines, it was decided to develop the ore body for stoping by the Aldermac or bench method of diamond drill blastholes; however, this plan was subsequently changed and the radial or ring method adopted. Such a method seemed to offer the advantage of large tonnages at low cost, and obviate the necessity of waste fill. This latter point was of particular importance, since the present waste system does not extend below the 3000 level.

POSSIBILITY of a greatly increased manganese production from domestic source; is indicated by news that the Bureau of Mines has been successful in producing concentrates with high manganese content from the low-grade deposit, in the Las Vegas, Nev.) area. The first unit of the comprehensive group of pilot plants built by the Bureau of Mines at Boulder City, Nev., under a defense appropriation has started operations, demonstrating definitely the applicability of a process developed in the Bureau laboratories. Change of Meeting from Birmingham to Chattanooga. In consequence of the disturbed conditions attending a long¬continued labor strike in Alabama, the meeting of the Institute was changed from Birmingham, Ala., to Chattanooga, Tenn., where it will. begin on Thursday evening, Oct. 1, 1908. Information. of this change bad been sent to the newspapers through the Associated Press, and by circular to all members, when news was received of the sudden and unexpected termination of the strike referred to. It was, unfortunately, too late to change once more the arrangements for the meeting. But it is hoped that the cordial invitation of the citizens of ,Birmingham may be renewed and accepted at a future time, not too remote. Office Facilities for Visiting Members. A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. Members of the Institute visiting New York for a short time, who need office facilities during their stay, or members residing in the city. who need temporary office accommodation, can arrange to have set apart for their exclusive use a room, equipped with office furniture, telephone, etc.,. in the suite of the Institute. It is not the intention to give possession of the room to any individual for an indefinite time, but to offer to members of the Institute an opportunity to acquire a well-located, well-equipped business headquarters to carry on transactions which
