This remarkable gold and silver bearing district is situated on the middle fork of Boise River, in Alturas County, Idaho Territory, about eighteen miles north of Rocky Bar, and sixty-five to seventy miles, as the crow flies, east of Boise City, the capital of the Territory. This district lies in the very heart of one of the most wild and mountainous regions of Idaho. For many miles in every direction nothing can be seen but bold granite mountains, with deep narrow gorges cutting into their sides in every direction, rendering them almost inaccessible except to .the hardy mountaineer and adventurous prospector. The mountain sides are covered, in most part, by dense forests of pine, fir, and spruce timber. In every canon there are clear streams of pure running water that empty into the principal forks of Boise River. The only line of approach to this mountainous region at present is from the southwest, by way of Rocky Bar, the county seat of Alturas County, to which place there is a good wagon-road. From thence to Atlanta City, eighteen miles, the road, or pack-trail, passes over the high, steep range that separates the south and middle forks of Boise River. During severe winters this line of approach is closed up by deep snows for months at a time, thus leaving the district isolated, in the bosom of the grand old mountains. The geological formation is granite, of a coarse, friable texture, and in many places is traversed by numerous dikes of syenite, and three or four varieties of porphyry, which cut through the granite in easterly and westerly directions. On grinding in pure water, zirconium, tantalum, iron, and stainless-steel powders were extensively comminuted and simultaneously oxidized with hydrogen release, whereas nickel, copper, and silver powders did not react with water and their particle sizes increased. On grinding nickel, copper, and silver in water pressurized with oxygen, nickel and copper became extensively comminuted and were oxidized, whereas silver did not react with oxygen and its particle size increased. From these results and other considerations , it is hypothesized that for extensive comminution of ductile metals and alloys to occur on grinding they must react with the grinding media. UlTRAFINE metal and alloy powders are finding an ever-growing number of applications in metallurgy and in other fields.' Of particular interest are ultrafine metal and alloy powders suitable for dispersion strengthening.2'9 Various research programs on dispersion strengthening are being carried out and in some of these programs the ball-milling method is being used to produce dispersion-strengthened materials. This method usually involves the simultaneous grinding of metal or alloy and a dispersoid followed by consolidation of the resulting powder mixture. To obtain the ultrafine powders required for dispersion strengthening,' grinding is carried out in many liquids, including aqueous and nonaqueous media, with or without grinding aids.4'5 Nonaqueous liquids usually contain water as an impurity and some grinding aids may contain water of hydration.5 The water present may affect the grinding process. The writer has shown5 that. on ball milling chromium in water, the chromium is oxidized and hydrogen is released. It was surmised that the same reaction may occur on ball milling other metals and alloys in waterbearing liquids. Therefore, the investigation of ball milling in water was extended to metals and alloys other than chromium. In the course of the investigation, however, it became apparent that the data-to-gether with the results from a few additional experi-ments—could be used to postulate a comminution mechanism for ductile metals and alloys. A well-known comminution theory is that of smekal.7 According to this theory, comminution is possible because of the weakening effects of surface cracks and other imperfections in materials. This theory imposes a lower limit of about 1 µm for the ground particles. The beneficial effects of liquids and additives on the rate of grinding are well known.8 Mechanisms by which liquids and additives may aid in grinding were reviewed by Rose and Sullivan.' One aspect of these effects is based on Rehbinder's theory of crack propagation in materials under stress.9 According to Reh-binder's theory, liquids or additives may promote the spread of cracks in stressed materials by lowering the surface tension at the crack tip. Rose and Sullivan surmise that the same mechanism may be operative during grinding, thereby facilitating comminution of the particles. In addition, Rose and Sullivan reviewed how additives may act as dispersants as a result of their being adsorbed on the surface of the particles being ground. This concept has been suggested by Quatinetz, Schafer, and smea15 to explain from their experiments the major role of additives that enabled them to grind metal down to 0.1 µm. Discussions of other comminution theories and additional sources of material on the subject will be found in Ref. 10. None of these previous suggestions and theories, however, can account for all phenomena encountered during ball milling of metals to submicron size in this and in a previous investigation by the author.6 The objectives of this investigation were to determine the behavior of metal powders during ball milling either in pure water or in oxygenated water and to gain an insight into the grinding mechanism. Zirconium, tantalum, iron, nickel, copper, and silver powders were ball-milled in pure water. These metals were selected because their oxides cover a wide range of free energies of formation. For comparison purposes, an alloy-type 430 stainless steel-was also ball-milled in pure water. The pressure of the hydrogen released during ball milling was monitored in order to determine the oxygen that combined with the metal or alloy. In order to obtain more information on the nature of the grinding process, nickel, copper, and silver powders were also ball-milled in oxygenated water (water pressurized with oxygen). The oxygen that reacted with the powders was determined from the pressure decrease in the mills. The powders resulting from ball milling in pure water and in oxygenated water were subjected to surface area, optical microscopy, and X-ray diffraction analyses. With these data, the oxygen calculated to be combined with the metals during ball milling, and comparison of the free energies of formation of the oxides of the milled powders with that of water, a comminution mechanism was postulated. MATERIALS, EQUIPMENT, AND PROCEDURES The materials used in this investigation were powdered metals, deaerated distilled water, high-purity helium, and commercial grade (99.5 pct purity) oxygen. The powdered metals used were zirconium, tantalum, iron, nickel, copper, and silver. A 16 pct Cr, ferritic stainless steel, type 430, was also used. The purities (or nominal compositions) and the surface areas of these metals and the alloy are given in Table I.

DURING 1939, 286 by-product coke ovens were completed and put into operation. These included 140 Witputte ovens for the Carnegie-Illinois Steel Corp., at Gary, Ind.; 61 Koppers-Becker ovens for the Ford Motor Co., at River Rouge, Mich.; 65 Semet-Sotvay ovens for the Great Lakes Steel Corp., Zug Island, River Rouge, Mich.; and 20 Curran-Knowtes ovens for the Midwest-Radiant Corp. plant at Mitlstadt, Ill. The Millstadt plant is unique in carbonizing a washed coat containing 3.50 per cent sulphur. The gas contains approximately 2500 grains sulphur per 100 cu. ft.; this is successfully removed with sodium carbonate solution by the Seaboard liquid purification process. The coke is intended primarily for use as a smokeless domestic fuel in the city of St. Louis.

A rigorous study was made of the behavior of reservoirs composed of horizontal layers, unconnected except at the well and filled with a compressible fluid. The report is presented in two parts. Part I deals with the practical implications of the results obtained; Part 11 contains the mathematical derivation of the solution. The main portion of Part I is concerned with application of the results to reservoirs composed of two layers. Relative rates of depletion of the layers are studied, and it is shown that differential depletion between layers exists in the transient stage of the reservoir, which generally is of an order of magnitude longer than the transient stage in a single-layer reservoir. In the transient stage, the more permeable layer is depleted faster than the less permeable. However, the reservoir approaches a steady-state situation where both layers contribute equally to production. Theoretical build-up curves from such reservoirs are presented, and the influence of a skin effect and flow into casing and tubing are also evaluated. The build-up curves are predicted to have, first, the familiar logarithmic straight-line section and, subsequently, a rising and flattened section. The results found are compared with an extension of an approximate theory, and it is found that this simplified theory is applicable over most of the life of the reservoir. Extensions to reservoirs containing more than two layers are indicated, and examples of the performance and build-up curves for three-layered reservoirs are presented. The theoretical results on build-up curves were applied to field examples of such reservoirs, and satisfactory results were obtained. From the build-up curve, the pemeability-thickness product, the wellbore damage and the static pressure are obtained. However, it apparently is not possible to determine the properties of the individual layers from the combined build-up curve. A large number of reservoirs have been found where the producing formation is composed of two or more layers of differing physical characteristics, such as permeability and porosity, and where also the thicknesses of the layers differ. Since in general a differential depletion should exist between the layers of such reservoirs, it would be advantageous to know the amount of the differential depletion under a given production history. It also would be valuable to know the pressure behavior, because it could be undesirable to produce a reservoir in such a manner that the pressure in one of the layers would have fallen below the bubble point of the oil at a time when another layer might still be virtually undepleted. The determination of static pressures in shut-in wells with slow build-up is another feature of importance in layered reservoirs. If the behavior of the reservoir differs appreciably from the predicted behavior of a single-layer reservoir, the type of analysis for build-up curves suggested for single-layer reservoirs is not applicable. Several authors have treated the problem of finding the pressure and production characteristics of multilayer reservoirs. Horner treated the problem of n layers in an infinite field, the layers being connected only at the well. Tempelaar-Lietz2 has presented an approximate treatment of the characteristics of a bounded reservoir composed of two layers of different permeabilities and equal thicknesses. Homer gave no information on differential depletion between layers, and the treatment of Tempelaar-Lietz was not applicable for prediction of pressure build-up behavior. In addition, it was thought that a more rigorous treatment than the one by Tempelaar-Lietz would be valuable in determining the range of validity of this solution. Depression of galena by sulfite or chromate ion in xanthate flotation was investigated by means of adsorption measurements, electron diffraction and flotation tests. Flotation of galena was depressed by sulfite ion only when galena had been oxidized; no depression took place with unoxidized clean galena. A similar behavior was found when chromate ion was used as a depressant, with the exception that the chromate ion depressed unoxidized clean galena around neutral pH. Depression was attained with galena on which xanthate still remained in appreciable amounts, indicating that the depression is not due to a decrease in xanthate adsorption. The galena surface produced sparingly soluble films under conditions in which depression of galena took place. These films were identified by electron diffraction as lead sulfite and lead chromate on oxidized galena and as chromic oxide on unoxidized clean galena. These observations in conjunction with contact angle measurements, indicate that the depressing action of sulfite or chromate ion arises primarily from film deposition resulting from the reaction between depressants and the galena surface. The thickness of the film was analyzed by means of electrochemical polarization.

Striving to do a better job of ad- ministering the letter and spirit of the Federal Coal Mine Health and Safety Act of 1969, the Interior Department recently invited criticism-and got it. The criticisms were voiced on July 1 and 2 at the first of a series of public meetings being held by the Office of Hearings and Appeals at the Department's behest. Later meetings, at which all interested parties are invited to comment, are to be announced in the press and the Federal Register. Persons wishing to participate in the meetings should contact the Director, Office of Hearings and Appeals, 1015 Wilson Blvd., Arlington, Va. 22203. At the first Hearing, USBM Director Elburt F. Osborn outlined the progress his agency has made to date in implementing the law on three fronts: enforcement, education and research. Since the Health and Safety Act became law on December 30. 1969, he said, the Bureau's force of inspectors has grown from a mere 300 to almost 1100, while mine inspections have increased from 10,265 in 1970 to 11,021 for the first six months of 1971. On the educational front. Osborn said, the Bureau now has some 60 instructors who have trained about 50,000 miners in safety procedures since March 30. 1971. Classes at the new Federal Mine Safety Academy for both government and industry personnel begin on September 1, 1971. he added. Health and safety re- search, meanwhile, has been allot- ted $20.1 million for the 1971 Fiscal Year. Of this, $8.1 million is assigned to the Bureau and $12.3 million to contracts with universities and private companies. Admittedly, Osborn said, the mine fatality rate is still unacceptable, hut it was lower in the first half of 1971 than ever before---0.73 per million man hours and 0.31 per million tons of coal.

Martensitic transformations have been found in AgCd both upon cold-working at room temperature and cooling to lower temperatures. The crystal structures of the transformation products were found to be close-packed hexagonal in the first case and or-thorhombic in the latter. The transformation characteristics also were studied. Similar treatment of AuZn alloys failed to yield any transformation. THE literature on martensitic transformations of body-centered cubic metals and alloys indicates widespread instability of this structure at low temperatures, a tendency which merits further study. The body-centered cubic ß-phase of CuZn, for example, when it contained less than 42 wt pct Zn, was found by Greninger and Mooradian' and others' to transform on cooling to subzero temperatures to a phase that was tentatively considered to be tetragonal. Further work by Massalski and Barrett" demonstrated that cold work at low temperatures causes a partial transformation of ß CuZn of higher Zn content. The structures of the strain-induced transformation products were found to be different from those induced by simple cooling. Another well-known martensitic transformation among body-centered cubic phases is that of ß AuCd, first studied with X-rays by Olander,' then very thoroughly by Chang and Read.5,6 Here again transformation was found to occur both as a result of cooling and of strain. The alkali metals Li and Na, as well as certain Li-Mg alloys, also undergo transformation from their normal body-centered cubic structure, both on cooling and on cold-working. The phase AgCd, the subject of the present report, should be expected to behave quite similarly to CuZn for a number of reasons. It is the chemical analogue of CuZn, silver being directly below copper and cadmium directly below zinc in the periodic table. The size factors (percent difference in size) of the atoms, possibly a consideration in the stability of the ß-phases, are +3.1 in AgCd and + 4.2 in CuZn. Likewise the relative electronegativities of the two pairs of metals are about the same, CuZn possessing an electronegativity difference of 1.0 and AgCd one of 0.8. These values are from a table of electronegativities given by Darken and Gurry." The phase diagrams of the two systems around 50 atomic percent are similar, both possessing a disordered body-centered cubic phase, ß, at high temperatures and an ordered bcc phase, ß, at room temperature; however, the ß and ß' phases of AgCd are separated by a hexagonal phase, [, stable in the range 220-440oC, which has no analogue in CuZn. There has been confusion in the literature as to the structures of the ß' and [-phases. The phase diagram in the ASM handbook'" has the structures of the two phases interchanged; however, Hansen" reports the correct relative positions and Muldawer" verified that ß', the low-temperature phase, is body-centered cubic. The distortion of crystal structures referred to as "biege gleitung",1 "local curvature"2-4 and "deformation bands"5,6 is believed to be an unavoidable characteristic of deformed single crystals. The presence of asterism on Laue photograms of Al single crystals either deformed by pure shear7 or extended in a condition relatively free from the grip effect2 indicates strong evidence substantiating this point of view. The type of localized bending described in connection with the bending test of Al single crystals by Yen and Hibbard8 could conceivably exist either microscopically or submicroscopically in all types of deformation. The purpose of this note is to extend this idea to the postulate of a hypothetical "microbending site," as applied to the mechanism of slip in a general sense. The mosiac structure, as postulated by Darwin,9 is that crystals were actually composed of small blocks which have a linear dimension 10—4to 10-6 cm on the edge and deviate from each other by an angle of about one-tenth of a degree. The following discussion is based on the assumption that when slip is propagated from one mosaic block to the adjacent one, bending of the lattice at the region of their boundary is produced in order to maintain the continuity of the gliding process along a certain slip plane. Consider a two-dimensional diagram of two ideal mosiac blocks on the cross-section perpendicular to the slip plane and containing the active direction of slip. When an external force is applied, the localized bending or "microbending site," would be generated at the region as illustrated in Fig 1A at point B. A schematic diagram of a "microbending site," generated at a mosaic boundary, is illustrated in Fig IB. It may be seen that once the curvature of the bending site reaches sufficient magnitude, the interaction force encountered by pairs of atoms symmetrical with respect to the center of the bending is equal but opposite in sign. Consequently, the overall energy required to displace the atoms near the center is approximately zero.10"12 Based upon the finding that the misalignment between two mosaics is 0.1 degree,9 the assumption is made that "microbending sites" may possibly exist in the region where one plane will have one more row of atoms than an adjacent plane. It is probable that the origin of the bending site will be where the distance between two mosaic boundaries is "2d" as shown in Fig 1A at point B, where " d" is the interatomic distance. Thus, the distance between two "microbending sites" is in the range of about 600 interplanar spacings. In the case of aluminum, the spacing between two octahedral planes is about 2.33 A. The distance between two bending sites will be approximately 2.5 X 10"5 cm. The mines and concentrator of Brunswick Mining and Smelting Corporation are located in the northern part of the province of New Brunswick, approximately 20 miles distant from the City of Bathurst. Discovery of the No. 6 orebody by diamond drilling in 1952 was followed by the finding in March 1953, of the larger and higher- grade No. 12 orebody, approximately six miles to the north of the No. 6 deposit. Original development was financed by St. Joseph Lead Co., and included a small open-pit operation with a 10C ton per day pilot mill at No. 6 orebody, shaft sinking and underground development at No. 1; orebody, and an extensive program of laboratory and pilot plant metallurgical research on No. 12 ore. These operations were suspended in May 1958, and remained in standby condition until June 1961, when the equity of St. Joseph Lead Co. was purchased by a group headed by M. J. Boylen, K. C. Irving, Maritime Mining Corporation, and the Patino Corporation. Construction of a mine plant and concentrator at the No. 12 mine commenced in October 1962 and the concentrator was placed in operation in March, 1961b. Preparation of the open pit mine for production, construction of the No. 6 Concentrator to produce bulk Pb-Zn-Cu-Ag concentrate from No. 6 ore, and construction of an Imperial Smelting Process smelter at Belledune were started in 1964 and placed in operation in September 1966.

The leaching process of the Inspiration Consolidated Copper Co. is based upon the solubility of oxidized copper in sulfuric acid and the solubility of sulfide copper, largely in the form of chalcocite, in ferric sulfate solution. This necessitates the carrying of a rather large amount of iron in solution. The ferric sulfate is regenerated from ferrous sulfate by the oxygen given off at the anode during electrolytic precipitation of the copper. In September, 1924, excavation was started at Inspiration, Arizona, for the construction of a plant to treat 7500 tons of ore per day. When the plant was begun, the fact developed that by a minor change in the height of the overflow on the leaching tanks, 9000 tons could be charged into each tank and treated satisfactorily. This determined the maximum capacity of the plant as 9000 tons per day. The first ore was charged in October, 1926, and there are now available the records of five complete years of operation; namely, 1927 to 1931, inclusive. The original estimate of copper content of the ore to be mined for this plant was 1.19 per cent, of which 0.77 per cent was as oxide and 0.42 per cent as sulfide. From the metallurgical results obtained at the 35-ton pilot plant, it was estimated that a 90.0 per cent extraction of the oxide copper and a 75.0 per cent extraction of the sulfide copper could be made. A phase diagram showing boundary curve and quantity of liquid in the two-phase region was determined for a mixture of natural gas and natural gasoline in the region of its critical conditions. The temperatures and pressures of phase measurements were in the range of 85 to 212 F. and 1300 to 2600 Ib. per sq. in., respectively, with the critical conditions at 169.5 F. and 2615 Ib. per sq. in. abs. Color phenomena were observed in the region of the boundary curve from 102' to 192 F. Approximate densities of the single-phase and two-phase regions and analysis of the system are included. Boundary curves between the single-phase and the two-phase regions have been determined for several binary mixtures containing hydrocarbons. 2,3,4.6,7,10,11,12,14 These investigators did not report the relative amounts of liquid and vapor within the two-phase region. The equilibrium values obtained from the dew-point and bubble-point data can be used to compute the lines showing percentage of liquid on the pressure-temperature phase diagram8 but the positions of the lines near the critical temperature and pressure are uncertain. Relative amounts of vapor and liquid were obtained for a gasoline and a naphtha1 within the two-phase area but not in the region of the critical temperature and pressure. The bubble-point and dew-point lines, as well as the percentage liquid lines within the two-phase region, were determined by visual observations in glass apparatus. From the old-fashioned " grab-sample " to the modern timing-device, which takes a machine-sample with mathematical precision, there is a wide gap, which was only crossed by many years of toil and unremitting endeavor. Even to-day, notwithstanding the advancement in the art, " grab-sampling " is still practiced—sometimes to afford the unscrupulous mine-promoter a basis for fairy-tales with which to entrap the too-gullible investor, and often by milling and smelting companies to determine the amount of moisture in custom-ores. The latter practice is almost as reprehensible as the former, and it causes more trouble and ill-feeling between seller and buyer than all other factors put together. -NO reputable concern to-day would think of attempting to determine by grab-sampling the amount of gold, silver, lead, or copper contained in an ore, and yet many buyers expect the miner to accept the results of grab-sampling in the determination of the amount of water contained in the ore, forgetting that accurate results are just as necessary here as in the determination of the metals, because the result determines the percentage of weight of the ore which shall be excluded and considered to have no value whatever. Samples for the determination of moisture should be taken with as great care as samples for the determination of metallic content, and in order to avoid the extra expense of a separate operation moisture-samples should be taken from the sample-safe. As the sample reaches the sample-bin in a smaller stream and by a more circuitous route than the " reject" travels in its path to the outgoing car, it loses more moisture en route, and a constant should be added to compensate for this difference. Four magnetic fleld balances and several spare magnetic systems were purchased by the Brazilian National Department of Mineral Production from the Askania Werke A. G., of Berlin, in 1932. Preliminary field tests on this new equipment showed one of the vertical component magnetic systems to be defective. A series of measurements designed to investigate the functioning of these instruments, and particularly the defective system, showed it to have an abnormally low magnetic moment, as compared to the satisfactory systems, and a high-temperature correction that was opposite in sign to that which would be expected for a noncompensated magnetic system. Since these systems were of the "temperature compensated" type, this condition indicated an accidental overcompensation. Attempts to correct for this overcompensation by readjustment of the compensating masses on the aluminum and Invar spindles failed because the distance by which the position of the masses could be shifted was insufficient. The temperature effect was reduced by this readjustment but was not entirely eliminated, as was to be desired. Theoretical deductions indicated that the defective condition of the system could be explained as due to three possible causes: (1) considerable loss of magnetic moment of the system; (2) increase in the magnetic temperature coefficient of the laminas; (3) dislocation of the component parts of the system caused by a shock experienced after it left the factory and before it was tested in Brazil. Later information received from the factory after examination of the returned system indicated that the third cause probably played the most important role. Four magnetic fleld balances and several spare magnetic systems were purchased by the Brazilian National Department of Mineral Production from the Askania Werke A. G., of Berlin, in 1932. Preliminary field tests on this new equipment showed one of the vertical component magnetic systems to be defective. A series of measurements designed to investigate the functioning of these instruments, and particularly the defective system, showed it to have an abnormally low magnetic moment, as compared to the satisfactory systems, and a high-temperature correction that was opposite in sign to that which would be expected for a noncompensated magnetic system. Since these systems were of the "temperature compensated" type, this condition indicated an accidental overcompensation. Attempts to correct for this overcompensation by readjustment of the compensating masses on the aluminum and Invar spindles failed because the distance by which the position of the masses could be shifted was insufficient. The temperature effect was reduced by this readjustment but was not entirely eliminated, as was to be desired. Theoretical deductions indicated that the defective condition of the system could be explained as due to three possible causes: (1) considerable loss of magnetic moment of the system; (2) increase in the magnetic temperature coefficient of the laminas; (3) dislocation of the component parts of the system caused by a shock experienced after it left the factory and before it was tested in Brazil. Later information received from the factory after examination of the returned system indicated that the third cause probably played the most important role. SUMMARY THE cost of labor turnover in industry is so large as to justify the adoption of almost any means to bring about its reduction. Intensive study has shown that faulty methods of hiring and discharging men is the most important factor in labor turnover. Complete control over hiring and discharging by the foreman is a relic of outgrown industrial conditions; centralized hiring permits this work to be put on a scientific basis and also does away with many serious evils that cannot otherwise be reached. Centralized hiring does not impair the authority of the foreman; he hires his men from the employment office and discharges them back to it, instead of from and to the street. The employment manager, being a direct representative of the employer, tends to restore the former relation of direct intercourse between employee and employer that was helpful in avoiding friction between them. Being a specialist, he is able to bring special knowledge and skill to bear upon the task of selling employment in his concern to desirable workmen; lie is also able to give the foreign workman the special attention he requires. Employment managers have been used for the past few years by a number of large organizations, a few of which are engaged in the mining and metallurgical industries. They have invariably reduced labor turnover, in some cases to as little as one-tenth of what it had been. So great a reduction is due in part to other changes made in the light of the data made available by scientific study of the labor problem. In my former paper on personnel work1 I advocated the more general use of the employment manager in mining and metallurgical enterprises as a means of reducing labor turnover. The form of organization recommended seems not be to understood by all, and I have requested the privilege of explaining it at greater length, since it is perhaps the most important factor of all in personnel work, and has a vital influence on the cost sheet of every industrial enterprise.

Industrial research may be defined as a critical and exhaustive investigation to create new and better ways of doing things. The results of industrial research are new and improved products, processes, and techniques. This broad definition, of course, covers investigation of all subjects by either individuals or groups of people, and this chapter aims to examine the purpose (what research tries to do), and methods (or how research is done) as applied in the mineral industries. Concepts and History The idea or concept of organized research probably originated in the universities of Europe. There, groups of scholars banded together for discussion and application of their particular specialty to a common problem. Publication of the conclusions drawn from such investigations gave scholars in other areas the opportunity to review and criticize the work of their colleagues, and one of the hallmarks of scientific research work is the publication and criticism of the results of the investigation. It was not until the late nineteenth century that the concept of organized research for the profit of industry was recognized. During the late nineteenth and early twentieth centuries, a large number of industrial enterprises sponsored organizations to study the application of the physical sciences with the aim of making discoveries that would result in profit to the sponsoring organization. The tangible benefits accruing from these activities were so great that they, in turn, fostered several other methods for the support of organized research activities. For the large problems involving public interest, United States Government scientific re- search laboratories were set up. As the demand of smaller enterprises for research activities increased, research institutes and consulting laboratories were organized. In Europe the idea of common industry sponsorship of research centers grew and many large research organizations there were sponsored by associations of manufacturers. Finally, in the United States

Valuations in the mineral industry differ from those of other enterprises because mines and oil wells have a definite life so cannot be considered a perpetuity. This requires that in any mineral-property evaluation the recovery of invested capital is necessary during the life of the property. Capital write-offs for nonextractive industries are assumed to be continuously plowed back to sustain the operation and produce yields on the capital invested. The extractive or mineral industry, however, generally attempts to return to the investor both interest and principal during the life of a property. Normally this is done currently and the dividend includes both items. Where the mineral property possesses large reserves and the life factor approximates a perpetuity, the return on investment is generally comparable to that of industrial stocks. The valuation of a mineral property, at best, is based on educated estimates and judgment factors. This is particularly true as it relates to estimating selling prices over a long term or assessing the quality of management. Also, it is possible to make various assumptions as to rapidity of working out the deposit, varying time for start-up of operations, varying earning rates, so as to obtain different results with the same basic facts. Thus it is not surprising that two engineers, irrespective of their abilities, may not agree exactly even when given the same facts, but their results should be close enough to be used in establishing a fair value for trading purposes. The valuation is no better than the source of basic data and the soundness of judgment factors. Fundamentally the basic principles of mineral valuation are similar for base metals, sulfur, oil, or any other mineral. Each mineral, however, requires an engineer to have a knowledge of such factors as its occurrence, distribution, mining and processing methods, and marketing problems in order to gather and analyze all the facts and data that have a bearing on the earning potential of the property. Present Value of a Mineral Property In essence the present value of a mineral property is a sum of money in today's dollars that future income from the property are worth. It differs from the total anticipated earnings by the amount of the interest that the unrecouped investment could be expected to earn during the period of recoupment. Thus, if one could accurately estimate what a mineral property will earn during its life, after deducting all operating, administrative, capital, interest, and tax charges, the determination of present value would be a relatively simple mathematical calculation. Normally, where the expected life of the mineral property extends beyond 20 or 25 years, the discounted value of earnings beyond this period is relatively small. Enrollment in the mineral engineering departments at many of our universities has decreased substantially over the past few years, a fact that is due to a number of reasons. Some of the more obvious reasons are: (l) lack of student stimulation in the classroom, (2) absence or lack of salesmanship by the mineral industry faculty, (3) minimal financial support of academic programs by industry (some companies have been very generous, while others have given nothing), (4) failure of some companies to utilize the engineering backgrounds of personnel, (5) salary in some instances, and (6) job location in some in- stances. As some of these problems have been recognized, appropriate steps have been taken to correct them. Only one of the reasons listed is not subject to change, and that is job location. One university' that found itself in the position of reduced enrollment in the mineral industries is the University of Utah. Since the author was in the Department of Metallurgical Engineering at that university, and since data on enrollment and scholarship support have been published by that department, that department will be used for illustrative purposes to show the effect that active scholarship incentive can have on undergraduate enrollment. As Fig. I shows, there were approximately 35 total undergraduates in the department in 1966. Extrapolation of the freshman line from 1965 to 1966 (and previous years) suggested that no freshmen would be enrolled in metallurgical engineering by 1969 unless something drastic were done to alter the trend. In the Spring of 1966, 20 scholarships were offered to high school seniors as an incentive to enroll in metallurgical engineering. These scholarships were financed from a private endowment to the department, but at the present time industry is also contributing to the program. With these incentives, the department essentially doubled its total enrollment in three years, as shown in Fig. 1. Cornparison of this figure with the number of students on scholarships (Fig. 2) shows a direct correlation between undergraduate enrollment and the number of students on scholarship support.

INDUSTRIAL specialization has rapidly created a demand for new and better alloys. A more thorough understanding of the requirements of specific industries and the discovery of processes by which it has been made possible to utilize certain metallic elements in larger quantities, together with greater purity in most virgin metals, has resulted in a great increase in the number and variety of alloys. This increase in the number of elements entering into non-ferrous alloy manufacture has increased the contamination in secondary metals, as received by the smelter. In order to successfully refine scrap of a much more complex nature it has been necessary for the smelter to install new equipment and to constantly search for new methods of refining as well as to improve the methods already in use. In some instances it is largely responsible for specialization in the secondary metal industry. It is usually necessary to remove the contaminating impurities in scrap or eliminate to a degree not objectionable, no matter how introduced. In order to know what metals or elements are of an objectionable nature, the smelter must make a study of the effect of single elements and combinations of elements on many of the physical and mechanical properties, such as strength, ductility, color, hardness, casting soundness, etc. The smelter of secondary metals must be able to utilize scrap materials of all kinds, for, sooner or later, most fabricated metal parts and the waste products formed during the process of manufacture find their way to the smelter. In addition, the smelter, in contracting for salvaged material from the producer, gets some undesirable and unusual materials. The value of secondary metals and the importance of their recovery has increased in recent years and it is no longer sufficient to recover the base metal only, such as copper from copper-bearing material, but it is essential that other elements present be recovered and converted into useful form.
