Discussion of the paper of GEORGE K. BURGESS and SIR ROBERT A. HADFIELD, presented at the New York meeting, February, 1915, and printed in Bulletin No. 98, February, 1915, pp. 455 to 468. ALBERT SAUVEUR, Cambridge, Mass.-There is a definiteness and finality in the investigations that have been conducted by the Bureau of Standards and in the method of presenting the results that is most satisfactory and refreshing.. A year ago Dr. Burgess and his co-workers investigated the question of critical points in carbonless iron, and they settled the question once for all. No one can now claim that the thermal point A2 in carbonless iron does not exist. At the past meeting of this Institute in Pittsburgh, Dr. Burgess showed the worthlessness of the shrinkage clause. To my mind after his demonstration no one can again claim that the shrinkage clause renders any service. He also showed us that it was a practicable proposition to use pyrometers in steel work in order to ascertain the finishing temperatures of rails. No one can again come before this body and make the claim that it is not a practical proposition. And now Dr. Burgess shows us that steel ingots can be made in a commercial way, practically free from pipe, from segregation, aid from blow holes. It places again before us in a very clear manner the question of piped ingots and of segregation, a question which has been debated for 20 years or more. I know very well the attitude of the standpatters in the matter. They claim that most of the pipe is removed in the discard, and that if a little is left it is so thoroughly welded that it does no harm. I for one am not convinced of the soundness of the argument. I do not believe there is any one present who would claim that, given an ingot free from pipe, free from segregation, and free from blow holes, better rails will not be made out of that ingot than out of the ordinary piped or segregated metal which is used by almost all of our steel mills. In my opinion, if we give our sanction to the casting of steel in the shape of piped or segregated steel ingots, we are guilty. If we give our sanction to the rolling of rails from such metal, we are guilty. It is our duty as experts, as steel makers, and as steel consumers to make and to use the best steel obtainable on a commercial basis, for the manufacture of rails. Now, we have been shown that sound ingots can be produced from which superior rails can be made. If we do not insist upon these sound ingots, then we fail in our duty. I think that the art of casting steel ingots has advanced to such a point that the casting of steel ingots piped and segregated ought no longer to be tolerated.

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

THE data recently published1-" on heat treatment of titanium alloys have not been readily systematized into an overall picture. When the ß titanium phase transforms isothermally at low temperatures, the hardness follows a typical age-hardening pattern, going through a peak as schematized by the "hardness" vs "time of isothermal transformation" coordinates of Fig. 1. As the temperature is raised, the peak will decrease in height and occur at shorter times; slowing must however take place as the /3 transus is approached. The brittle microconstituent in the region of peak hardness has been termed /3'. Its structure is still undetermined but it is clearly a transition stage from soft /3 to the £ + a that is found at the right of the peak. On continuous cooling, high cooling rates correspond to short times on Fig. 1; abscissa labeling has been added accordingly. Extremely rapid cooling will retain soft /3; very slow cooling will precipitate soft a; intermediate rates give hard 8'. Increasing distance from the water-quenched end of a Jominy hardenability bar corresponds to slower cooling (right on Fig. I), but the range of cooling rates covered by a Jominy bar is only a small portion of that shown in the figure. The p-stabilizing alloying elements retard the transformation process, moving the material to the left on Fig. 1. A lean alloy is harder water-quenched (P') than air-cooled (/3 +a); a rich alloy is harder air-cooled (/3') than water-quenched (/3). Examples of the position of various compositions with respect to the curve, based on limited data in the literature, are given at the top of the figure. Oxygen and carbon accelerate the transformation process, moving the material to the right on Fig. 1. If an alloy quenched quickly enough to retain soft /3 is reheated below the £ transus (tempered), it ages, going through a hardness maximum as time increases (moving right on Fig. 1). Material which after cooling from the /3 range lies on or right of the hardness peak, will move still further right on tempering, and so soften. Since the rate of the tempering (aging) reaction increases with temperature, the figure also may be used to represent the variation in properties with tempering temperature, at short tempering times. The simple picture given here neglects martensite transformation, as well as differences between decomposition products of /3 formed by direct isothermal transformation and those formed by quenching and tempering. It may nevertheless be of use as a guide for practical heat treatment and for further research.

In the Parkes process of lead refining, after desilverization has been completed by means of the addition of zinc, there remains in the lead from 0.5 to 0.6 pct zinc. At this stage in the refining operations virtually all impurities are reduced to refined lead specifications except zinc and antimony. All excess copper, nickel and cobalt have been removed by the zinc additions. The silver remaining should not exceed 0.1 oz per ton. It then remains only to remove the zinc and antimony in order to produce refined lead. At the Herculaneum plant of the St. Joseph Lead Co., practice formerly was to complete the refining by means of oxidation in a reverberatory furnace. This process consisted of heating the lead to 1400O to 1500OF and allowing it to come in contact with excess air passing over the surface of the lead and periodically agitating the bath of lead with air. This procedure not only resulted in the loss of zinc but of a considerable quantity of lead converted to the oxide in the form of dross and fume. The fume, collected in the baghouse, together with the dross was returned to the blast furnace, thus adding appreciably to the circulating load on the blast furnace and refinery. In addition, operation and maintenance of the reverberatory furnace were expensive and required the performance of disagreeably hot and somewhat hazardous work. The process of dezincing with high vacuum was developed at this plant as a substitute for the oxidation process and finally led to lower operating costs, the practical elimination of dross and fume and the direct production of metallic zinc, which is very suitable for re-use in the desilverization process. Essentially this process consists of subjecting the lead to high vacuum, in a kettle provided with means for heating, a bell-shaped member open at the lower end so constructed that it can be immersed in the molten lead, and means for evacuating the interior of the bell and for sealing an agitator. Metallic zinc is thus produced and collects on the upper cooled part of the bell member. This metallic zinc is periodically removed and re-used in the desilverization process. The process is quite simple. It is conducted at a low temperature, thus permitting the use of iron equipment, and shows a material saving in refining costs over the old method. Equipment and Its Uses Degincing Machine.—The equipment employed in this process consists of a dezincing machine, a steel kettle of 120 tons capacity, a vacuum system and equipment for handling the dezincing machine (Fig 1). The dezincing machine consists of a compact assembly, suitable for handling with an overhead crane, consisting of a treating chamber and the agitating mechanism. Flotation of ores is a practical utilization of the energy that resides in the surfaces of solids and liquids. The best known manifestation of this energy is called surface tension; an equally important, though less apparent, phenomenon is adsorption. This paper reviews some of the recent investigations of these phenomena, and gives the results of certain experiments performed by the authors. Surface tension is a manifestation of energy having its seat at the bounding surface between the adjacent phases of a multiphase system. Thus, at the interface between a liquid and a gas, or between two immiscible liquids, or between a solid and a gas or a liquid, there are forces capable of doing work, their magnitude depending on the nature of the adjacent phases and the extent of the bounding area. These surface forces are inappreciable when the ratio of surface to volume of the adjacent phases is small, but they become powerful when this ratio becomes large, as it does when one of the phases is highly dispersed. Froth flotation, which consists in buoying solids heavier than water to the surface of water by means of gas bubbles, utilizes the force of surface tension to attach the solid particles to the gas bubbles and again to maintain the floating mass of bubbles as a more or less persistent froth at the surface of a pulp for a sufficiently long time to allow its removal. It follows from the second law of thermodynamics that the potential energy of a system in equilibrium is a minimum. Therefore a multiphase system, tending toward equilibrium, will arrange itself in such a way that the total energy of the interfaces will be the least possible. ' In recent years the metallurgical field of the copper industry has expanded greatly, the copper ores have become lean add diverse in charactcr, and we are obliged to treat such ores on a very large scale. On the commercial side, the operating and consulting staffs of the great mining companies have been enlarged and organized, and no great capital expenditure is decided upon until it has been investigated and recommended by a highly organized force of specialists as a committee. I believe that in the scientific field and in the most valuable proceedings of our -various societies the old idea of one-man point of view and one-man treatment of principle and detail together has been splendidly developed and should continue, but for the advancement of our art we should deliberately discuss subjects among ourselves in order to do away with the idiosyncrasies of the individual and to gain a composite view reprcscnting the best thoughts of many men. In the development of new ideas leading to the introduction of new methods, the societies could enlarge their present great field of usefulness if such discussion be had, and in my opinion further great good could be done if a number of men of different qualifications and experience would join in preparing a joint book, each dealing with his particular problem, but consulting the other men. In this way individualism would be preserved and various processes would be described, and if properly reviewed the paper would be palpably capable of analysis, and the student would have at his command the associated efforts of a group of qualified engineers. I have neither the time nor the qualifications to make an investigation and study in detail of hydro-metallurgical processes, but for some years I have foreseen the development of such processes, and I have a deep interest in the subject and have given some of its phases careful consideration from a long-distance viewpoint. I have assisted in directing many experiments and in reviewing the merits of many processes, and am glad to make some introductory remarks with the understanding that other gentlemen present will freely and candidly enter into the discussion and help to fill out the few bare bones that I can uncover.

ARTHUR PHILLIPS,* Bridgeport, Conn. (written discussion?).-It is to, be regretted that the very valuable paper by Messrs. Bassett and Davis did not appear in the early war period. The data presented would have been of inestimable service to inspectors, of cartridge brass who, admittedly, had little or no knowledge regarding the relation of grain size to temperature of anneal, and no real appreciation of, the significance of the Brinell hardness test. The paper is of considerable interest to, metallurgists also. WALTER R. HIBBARD, ? Bridgeport. Conn. (written discussion§).-The writer has carefully studied Messrs. Bassett and Davis's paper with considerable interest, inasmuch as our laboratory has tested cartridge brass by means of a Brinell machine. In March, 1917, at the suggestion of the Technical Department of the American Brass Co., we started a comparison of grain-size measurements and Brinell hardness of-cartridge brass with a gage of 0.1 in. or greater. This was continued until March, 1918, when we adopted the Brinell hardness test as standard for brass 0.1 in. gage or greater, and discontinued grain-size measurements upon this metal. The data collected during the test showed that the Brinell hardness indicated more accurately how the metal acted in actual working operations. It was also more reliable because two manipulators check themselves closer by the Brinell test than by the grain-size measurements. It also consumed less time in making the tests. Alfred V. de Forest, formerly assistant research engineer of our laboratories, has described the apparatus and some of the checking results in a paper read June, 1918, before the American Society for Testing Materials.1 The writer hopes that a more satisfactory. method for testing cartridge brass and gilding in gages thinner than 0.1 in. may be devised than the present method of grain-size measurements.

The recurring problem of joint failures in ofjshore structures, coupled with the catastrophic collapse of many of these structures during Hurricane Hilda (1964), hay forced reconsideration of techniques presently used to design sfuctural joints. This paper presents results of studies conducted for this reconsiderat?on. Only right-angled T-joint,s and cross-joints where a brace was welded directly to the undisturbed surface of another tube (the chord) were considered. Tests were performed on seven T-joint and 12 oross-joint specimens of two types which were designed to give a broad but practicd range to the geometrical parameters believed to be of significance to the problem. These paramefers were expressed in dimensionless form. Each specimen of the T-joints was instrumented wirh both electrical resistance strain gauges and deflection dials. After the elastic tests were concluded, each specimen was loaded to failure by applying an axial tensile load to the brace. The cross-joints were tested to failure without measuring elastic strains. Theoretical solutions for the stresses in a cylindrical shell due to a distributed radial load over portions of its surface were numerically evaluated. The experimental results are compared with calculated values obtained using Bijlaard's and Dundrova's theoretical analyses. INTRODUCTION During the last IS years a large number of structures were built for the offshore exploration of oil both in the Gulf of Mexico and dong the Pacific Coast.' In all these offshore platforms, the tubular shape was extensively used since this shape provides outstanding strength in proportion to its weight, compared to other shapes, when all directions (x, y, z) are considered. Past use of tubes was hampered because of connection details. But with the advent of welding, it became no more difficult to connect tubular shapes than to connect rolled shapes. However, some problems have been encountered in actual construction in making welded joints that are adequate and yet economical. In trying to connect tubular members, designers have used a varied number of methods; consequently, some of the joints seem to be very expensive in detail while others appear weak and underdesigned. An inspection of offshore platforms owned by different companies indicates the use of a large number of joint arrangements and configurations. Such a variety of joint types in current service indicates the wide divergence of opinion that exists on how such joints should be designed, stiffened and strengthened. Fig. 1 shows the various types of connections that have been used in practice. This paper reviews the present state of art on tubular joints of the T and cross type, and presents results of experimental and analytical work being conducted at The U. of Texas and elsewhere. It is believed that such information will be of great help to designers for the formulation of proper design procedures for joints. CONNECTION PROBLEM Recently, cracks have been observed in several welded connections in offshore structures. Fortunately, until about 1 1/2 years ago, these failures have been localized and have not resulted in the collapse of structures or loss of life. For example, one platform installed in Louisiana during 1955 in about 60 ft of water had been subjected to four tropical hurricanes. This platform successfully withstood these forces and was later removed because operations at this location had been completed. Many joint failures were observed during the removal.

The combustion of coal in fuel beds has been practiced as an art for many years; during the last 2 7 years a scientific approach to this subject has contributed a small amount of fundamental data. The subject is a very controversial one. Opinions regarding the performance of the same coal used in the same equipment in different plants may vary from "the best coal ever used in the plant" to "the worst coal ever tired." These opinions can all be true, owing to the various conditions under which the coal was used. Because of these differences, an attempt will be made in this paper to discuss coal facts and coal characteristics as related to the use phenomena observed during the art of firing coal in fuel beds for many years. The work of Kreisinger1 and his associates in the 1,'. S. Bureau of Mines, reported in 1916, was the first scientific attempt I know of to obtain factual data explaining the mechanism of combustion of fuel beds. They gave a chart showing an ignited fuel bed. The air passing up through the fuel bed first combined with the fuel by a reaction resulting in the complete combustion of carbon to CO2, which combined with the carbon in higher levels of the fuel bed to form CO with the absorption of heat. The fundamental facts produced in those experiments proved of much value and checked with practical experiences with hand-fired fuel beds. Hand firing was the prevailing method of stoking coal at that time. The order in which these reactions occur, as shown by Kreisinger and his associates, has been amply confirmed by repetition of this work with different fuels both her? and abroad. These experiments also showed that under their conditions the rate of burning was proportional to the air flow. These data were of practical value to a fireman and were accepted as generally true in all fuel beds. In later years many observations by myself in fuel beds of underfeed stokers and other thick fuel beds such as gas producers, where channeling. increase of particle size, or both, occur. indicated that, instead of the horizontal layers we had thought were present, perhaps the layers were vertical or irregular. Later investigations in fuel beds made by Mayers2 and Barnes3 indicated that the burning takes place in some instances along the surfaces of vertical or irregular channels or cracks in the fuel bed and that under these conditions a reaction occurs that differs from that in the old horizontal-layered handfired fuel beds. Examining the data in Kreisinger'sl experiments, and the information in different charts with different fuels, different retort positions and air admissions of Barnes3 and the gas analysis arid isotherms of Mayers,2 one can check experience observation and come to a conclusion that as particle size of the fuel increases with other conditions the same, the maximum CO2 and temperature

HISTORICAL concepts of the economics of the glass-sand industry are changing rapidly. The greatly expanded demand for glass containers combined with higher freight rates on raw materials and manufactured products have induced a migration of glass factories toward densely populated centers and the creation of new standards of place value for sub- standard sand deposits. This migration has been facilitated by the construction of pipelines to bring cheaper natural gas and liquid fuel to large cities and may be further speeded by the adoption of modern mineral dressing methods to permit economical utilization of local raw materials. Our national resources of naturally high-grade 1 silica sand are abundant, but most of the best de- posits are situated so far from large centers of population that it now costs $3.00 to $5.00 a ton to carry the sand from the mine to the optimum site for a 1 factory making beverage bottles, scientific and electrical glassware, and miscellaneous blown and pressed ware for local markets. It follows that on the basis of freight savings alone it may be economical to use material from inferior deposits closer to the factory even though the f.o.b. cost of mining and treatment may be much high

In recent investigation of drilling processes, the U.S. Bureau of Mines measured the operating characteristics of two percussive drills. Basically, this entailed measuring maximum piston velocities while drilling. The maximum piston velocity is not necessarily the same as the striking velocity. The latter is usually somewhat lower1 because most commonly used drills provide an air cushion which slows the piston just before it comes in contact with the drill rod. Penetration rates for the two drills were determined in nine rock types, and the physical properties of the same nine rocks were measured and tabulated. Then the penetration rates were plotted against the individual properties to determine the general relationships on which methods for predicting drilling rates could be based.2

In 1961 it became increasingly more evident that significant technological changes must be made in minerals beneficiation. The status quo in technology in today's competitive markets will not be tolerated. Higher productivity, greater recoveries and newer and better products must be sought and incorporated with lower operating costs. In other words, "when you build a new mill, don't build an old mill." Recommended reading for proof of the vital necessity of new methods and techniques is in the September 1961 issue of MINING ENGINEERING. The article by one of MBD's cherished and true veterans, E. H. Rose, is entitled "Iron Ore: The BIG Picture". Because of new beneficiation methods for iron ores, nearly 47 million tons of plus 60% iron concentrates will be produced and another 40.1 million tons of capacity will be under construction or committed. Thus in a relatively short period, 87 million tons of this high-grade iron concentrate with record low silica will be available. As Mr. Rose also points out, "in gross tons, without allowance for better grade, this is the equivalent of almost exactly two-thirds of all iron ore used for all purposes in the U.S. and Canada in the peak years of 1953 or 1957." EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.

Introduction. THIS study was undertaken on account of the lack of definite knowledge concerning the influence of bismuth on wire-bar copper, and the small elimination of bismuth from copper-matte during the smelting-operations. The early workers who studied the influence of bismuth on copper confined their investigations to malleability and ductility-two physical properties which are related to the others so intimately that their determination is of primary importance. Karsten ' and Levol,2 using bending- and mealleability-tests, seem to have been the first to take up the subject, and while their results are incomplete, they agree in the main with the later work of Hampe.3 The bending-tests used by the first investigators consisted in bending the specimen until it failed. The malleabilitytests were made by beating the material to a knife-edge with a hammer. Hampe not only determined the percentage of bismuth which would cause red-shortness and cold-shortness of the alloy, together with other influences of bismuth on the malleability and ductility of copper, but also took up the influence of the bismuth protoxide, BiO, on copper, and of bismuth sesquioxide, Bi2O3, on the copper protoxide, CuO. Hampe's conclusions of the influences of these two latter compounds of bismuth on copper are as follows "If the protoxide of bismuth be alloyed with metallic copper, it is not changed to metallic bismuth, but remains mechanically distributed throughout the copper.

ANALYSIS of the requirements for gun perforation equipment suitable for penetrating casing and cement showed that these points would be involved: (1) Powder charges electrically detonated under high fluid lieads and at remote distances. (2) Selective firing of sliots in sequence. (3) Sufficient velocity for the bullet to penetrate at least two strings of seamless casing and all cement beyond the strings. (4) Heat-treatment of steels to withstand great pressures and penetration. (5) Esclusiorl of fluid under extremely high hydrostatic pressure. (6) Stranded steel wire line acting as weight - suspending and current - carrying medium. (7) Firing controls operated above the surface. (8) Determining gun depth and suspended weight by means of the wire line. (9) Portability for field use.
