More than a few discussions are taking place these days among management economists seeking a way out of the dilemma of lower productivity vs. higher labor costs. Most suggestions would be illegal under present antitrust laws. Otherwise interindustry cooperation could be used to divide up some of management's tasks. Or price structures might be tuned to the special machinery and skills of some plants. Both remedies would be under attack almost immediately. There is one other remedy that is getting lots of attention: some form of compromise between management and labor to phase out no longer needed work practices that unions insist shall be retained. Railroads are the national industry suffering the most from this disease, still known as "featherbedding," an epithet coined by the railroaders themselves.

INTEREST in the reserves of phosphate rock in the United States and their proper conservation has recently been aroused by hearings held in different parts of the country by the "Joint Committee to investigate the adequacy and use of phosphate resources of the United States." This committee was appointed within a few days after a Presidential message to Congress on the same subject, dated May 20, 1938, and began to function almost immediately. Hearings were held in Washington, D. C., Pocatello, Ida., Wilson Dam, Ala., Knoxville, Tenn., and Lakeland, Fla. The resulting testimony, when published, comprised a volume of 1182 pages.1 At the earlier hearings held in Washington and Idaho the seeming disparity between the great reserves of the West and the smaller reserves in the East led to some suggestions as to the desirability of curtailing or even prohibiting the exportation of phosphate rock so that eastern producers, becoming alarmed, cooperated in making available for the use of the committee information hitherto closely guarded. This information has provided an opportunity for new studies by official agencies, for a restatement of the reserves of Florida and Tennessee, and for some modification of figures for the Western States. The writer, representing the Federal Geological Survey, was given free access to the Florida material and has prepared for publication a report,2 some features of which are summarized in this paper. The Tennessee material was studied by Dr. G. I. Whitlatch,3 of the Tennessee Division of Geology. Prof. J. Stewart Williams,4 of the Utah State Agricultural College at Logan, has published a recent study of the phosphate resources of Utah and the writer has given some further study to reserves of western phosphate from the viewpoint of including material of lower grade than that hitherto considered. Hall and Row marks a distinct advance in the art of diamond drilling, because it records a systematic-application of a method for directing the path of the diamond bit. Their work is an admirable example of engineering development. They had a definite object to attain; i.e., the drilling of many vertical diamond-drill holes to depths of 2500 or 3000 ft. (762 or 914 m.). They availed them-selves of a method of wedging seldom used, improved the manner of making the wedges, developed a technique of survey, and put the process into practical, continuous operation. So effectively has this been done that they determine the average cost of the work. The publication of the results, in the form of detailed diagrams, makes the application general to whoever has a similar problem. The wedging of diamond-drill holes has been practised in the Lake Superior region for the purpose of making branch holes, particularly where the original hole has penetrated a great thickness of glacial drift. The uneven nature of the iron formations has caused the results to be somewhat uncertain. One operation, in 1907, near the American mine on the Marquette Range, by the firm of Longyear & Hodge, predecessors of the E. J. Longyear Co., resulted in the drilling of a hole 1828 ft. (557 m.) deep, with two branches at depths 100 ft. (30 m.) and 770 ft; (234 m.), respectively. A second hole from the same set-up went to a depth of 2497 ft. (761 in.) with a branch at 185.0 ft. (563 m.). In this instance, the wedges were forged to the desired shapes and angles with respect to each other. A drill hole, sunk in 1915,. in the township of Bates in the. Iron River district of Northern Michigan, which penetrated 385 ft.

THE annealing or softening temperature of cold-worked copper is appreciably increased by almost unbelievably small amounts of silver. As indicated by some data in this paper, the softening temperature of high-conductivity, tough-pitch copper may be increased from 200° to 350° C. by the addition of only 15 oz. per ton (0.052 per cent) of that element. Because it has this higher annealing temperature as compared with the silver-free metal, silver-bearing copper finds considerable use in industry. For example, when hard-rolled copper is used in operations that involve soldering or tinning, silver-bearing copper insures against loss of strength, whereas silver-free copper becomes "dead soft." Yet-though several investigators, beginning with Caesar and Gerner1 in 1916, have shown that small amounts of silver do definitely raise the softening temperature of copper-data are lacking on the problem: What is the specific influence of different amounts of silver on this tem-perature? It was to help in filling this gap in the knowledge of what might be termed "alloy coppers" that the data given herein were obtained. The softening of cold-worked copper depends, of course, on a number of factors, of which the composition of the material is only one. Other highly important factors are the degree to which the material is cold-worked and the time it-is held at the annealing temperature. The method of cold working and the grain size of the metal produced are also signifi-cant. All these variables were taken into account in the investigation reported here, and the influence of silver on the electrical conductivity and on the working was also considered.

The needs of the World War showed the necessity of a metal stronger than cast iron which would supplement the supply of steel. SO patriotic metallurgists were spurred to new efforts to improve the status of that half-breed of the metal world that had been, more or less erroneously, christened semisteel. As a result, it was developed that for certain purposes semisteel was superior to steel in the manufacture of shells. Steel, because of its greater strength and toughness, is able to carry a greater charge of explosive, weight for weight; consequently, a steel shell can be expected to cause greater destruction when used against fortifications or other inanimate objects, while semisteel, because of its comparative brittleness and its resulting greater fragmentation, is capable of inflicting more serious loss of life when used against opposing forces of men. Therefore, each has its proper place in the economy of war. For the present purpose, steel may be defined as a comparatively pure iron whose physical nature is modified by small amounts of carbon, silicon, sulfur, phosphorus, manganese, and possibly other rarer elements; while cast iron generally is limited to approximately 93 per cent. of iron, the remainder consisting of larger percentages of carbon, silicon, sulfur, phosphorus, and manganese. Semisteel may be defined as cast iron in which the carbon and silicon have been reduced to as low a point as is consistent with maintaining the nature of gray iron, and in which the remaining elements are adjusted so as to give the greatest strength. The fact that the addition of steel scrap, in varying percentages, is the means used to reduce the carbon, together with the fact that a considerable increase in strength results, is probably the explanation of the origin of the name semisteel. This investigation was undertaken to study the effects of piledup arrays of dislocations on inducing slip, twinning, and fracturing in magnesium bicrystals. A series of variously oriented bicrystals of magnesium having a vertical grain boundary were prepared and tested in tension. It was found that piled-up arrays of dislocations at the grain boundary could, under appropriate conditions, induce slip, twinning- and cracking. The results that were obtained substantiate, at least qualitatively, the general dislocation mechanism for transmission of strain across grain boundaries and the Petch-Stroh concept of fracturing. WHEREAS single crystals of magnesium generally exhibit extensive deformation, coarse-grained poly-crystalline magnesium at subatmospheric temperatures fractures after a few percent elongation.' Although a small amount of ductility is obtained, several features of this fracturing are characteristic of typical brittle behavior. Over a rather broad temperature range the fracture stress is insensitive to the test temperature and the fracture stress increases linearly with the reciprocal of the square root of the mean grain diameter. The course of fracturing is predominantly intergranular, but small fragments of adjacent grains frequently adhere to the fractured surface.2 The brittle behavior of polycrystalline magnesium is attributable to the limited number of facile deformation mechanisms it exhibits at low temperatures. For a general deformation of a randomly oriented polycrystalline aggregate, each grain must exhibit at least five independent mechanisms of deformation to permit accommodation of the imposed deformation from grain to grain.= Although minor amounts of prismatic slip occur in corners of grains where stress concentrations are known to be high, glide in polycrystalline magnesium at low temperatures takes place almost exclusively by basal slip.' The common type of twinning, which takes place on the (1012) pyramidal planes, can under the most favorable orientations, lead to a. strain of only 6.9 pet; the contribution of twinning to the tensile strain would indeed be much less than this in a randomly oriented polycrystalline aggregate of magnesium. Since the three mechanisms of basal slip are coplanar, they are equivalent to only two independent mechanisms, a number insufficient for a general deformation. Consequently, once the permissible twinning has taken place in conjunction with basal slip, no further plastic deformation is possible because of interference to slip at the boundaries of dissimilarly oriented grains. At this stage brittle fracturing takes place due to high stress concentrations at the juncture of slip bands with the grain boundaries; the predominance of intergranular fracturing in magnesium, in preference to transcrystalline fracturing which is prevalent in zinc, has not yet been rationalized. A more atomistic description of the plastic behavior and fracture characteristics of magnesium follows from the analyses made by stroh4 on the stresses induced by piledup arrays of dislocations. Slip first takes place by dislocation motion in the most favorably oriented grains. As the dislocations approach the boundary of a dissimilarly oriented adjacent grain they begin to form an array of dislocations with its attendant stress field. Piledup arrays of screw and edge dislocations introduce high localized shear stresses at the spur of the array; piledup arrays of edge dislocations also induce high tensile stresses localized in the vicinity of the grain boundary. Whereas the shear stresses can induce slip to take place, the tensile stresses, if sufficiently high, can cause fracturing. The localized shear stress will be relieved if sufficient numbers of mechanisms of deformation become operative in the original and the adjacent grain to permit accommodation of the dislocations in the grain boundary. In this event a ductile behavior will be obtained. But if the number of deformation mechanisms is insufficient for complete migration of dislocation arrays into the grain boundary, the tensile stresses due to the edge components of piledup dislocation arrays will continue to increase with increasing applied stress until fracturing takes place. Whereas face-centered-cubic metals have a sufficient number of mechanisms of slip for accommodation of dislocations in their grain boundaries to exhibit ductile behavior, hexagonal-close-packed metals, in general, do not. Consequently, hexagonal-close-packed metals are usually brittle except when conditions such as alloying or temperature permit facile slip by a number of mechanisms. The arguments presented above suggest that the mechanical behavior of magnesium depends on whether or not dislocation arrays in adjacent grains can enter the grain boundary. When such accommodation is possible, ductile behavior is expected; but when such accommodation is impossible, fracturing will ensue. To further test the validity of these arguments it was considered advisable to study the

Discovery of a hitherto unsuspected extension of the Vermilion range iron formation in Northern St. Louis County, Minn., has been announced by the director of the State's geological survey, Dr. George M. Schwartz. USGS aeromagnetic maps show that the Vermilion range curves southeast from the Tower-Soudan area into the wilderness between Embarrass and Bear Head Lake. Dr. Schwartz believes that this new information justifies considerable exploration and drilling for iron ore in an area of about 20 sq miles southeast of Soudan. The aerial maps were a result of a three year USGS-Minnesota Geological Survey aerial search for iron formations in a 30,000 sq mile area in northern Minnesota.

E. W. Parker, Washington, D. C.: In connection with Mr. Blauvelt's paper, a brief sketch of the development of by-product coke-making in the United States may prove of interest. The first radical departure from the prevalent beehive oven to the by-product retort oven was inaugurated in 1891 by the Solvay Process Company, at Syracuse, N. Y. In that year was begun the construction of 12 Semet-Solvay ovens, which were completed in 1893. During 1893 these ovens produced 12,850 tons of coke, an average.of a little over 1000 tons each. In the following year the production amounted to 16,500 tons, not quite 1400 tons per oven. These 12 ovens were in reality an experiment, the success of which was attested by the addition to the same plant of 13 more ovens, begun in 1895 and completed in 1896. They were followed by the construction in 1896 of 25 ovens of the same type at Sharon, Pa., and 50 more at Dunbar, Pa. These 100 ovens represented the total number of Semet-Solvay ovens completed and in operation up to the close of 1897. The construction of 180 more, however—120 at Ensley, Ala., and 60 at Benwood, near Wheeling, W. Va.—was begun in 1897. The plant for the latter is laid out for double the number stated. The 60 ovens begun in 1897 have now been completed. An initial plant of Otto-Hoffman ovens was built at Johnstown, Pa., in 1895, and began making coke in 1896. One hundred and twenty additional ovens of this type were begun in 1896 and completed in 1897 at Glassport, near McKeesport, Pa. During the present year 100 Otto-Hoffman ovens are being added to the plant at Johnstown, and 400 of the same type are in course of construction at Everett, near Boston, Mass. The plant at the latter place is laid out for a total of 1200 ovens.

Wet grinding rod mills have been used for 50 years to grind ores and to make specification sand. The application of wet grinding rod mills is well understood. Until recently, there have been very few installations of dry grinding rod mills. The selection of dry grinding rod mills follows the basic principles established for the selection of wet grinding rod mills. The basic Bond Formulae1 [ ] is used to select mills when using grindability test results as the basis for selection. W is multi- plied by the 1.3 wet to dry grinding factor established from wet and dry ball milling experience, and then by any other applicable inefficiency factors.1 Dry grinding rod mills have also been selected by scaling up bench scale continuous rod mill tests and pilot plant tests.

Belt conveyors have proven themselves for many years as a dependable and low cost method of moving bulk materials at high flow rates. The success of a belt conveyor system greatly depends on the initial loading of the material on the belt. If the material is loaded on the belt at the center, at the same speed and without impact, then about 90% of all belt conveyor problems would disappear. Proper belt loading is primarily determined by the engineering and design of the conveyor transfer point. Some general design criteria required for proper transfer of materials from one conveyor to another are established and discussed. Specific attention is given to loading chutes and skirting.

IN a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. HANDLING FLOTATION CONCENTRATES The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as, possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. TRANSITION STAGES OF CONCENTRATION AND SMELTING The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

Robin 0. Williams (Oak Ridge National Laboratory)— The authors have questioned the degree to which the coherency strains between the iron-rich and chromium-rich phases are isotropic as proposed in Ref. 5 on the basis of the difference between the elastic properties of the two phases. The relative magnitude of the stresses is determined by the moduli as shown by Eqs. [2], [3], and [4] of Ref. 34. However, the moduli of the two phases have no direct bearing on the uniformity of either the stress or strain within either phase. The idea that the strains are isotropic within each phase (but normally of different magnitude and always of different sign) is based entirely upon the experimental observation that X-ray line broadening has not been detected even when the particles become rather large. It has not proven possible to grow the particles sufficiently large that they lose coherency. Based upon this lack of line broadening one can estimate an upper limit for the nonuniformity of the strains within each phase as follows. It is considered possible to detect line broadening if it is as great as 10 pct of the separation of the K, doublet for the (211) line using chromium radiation. The doublet separation would correspond to a total strain of 0.0017 such that the total variation of lattice parameter relative to the average lattice is now k0.05x0.0017 or something less than ± * For the present case the strain in each phase is roughly 0.002 such that the variation of strain within a phase will not exceed 5 pct. It is stated that the expression derived for strengthening for the hydrostatic straining as observed in this system would substantially overestimate the magnitude due to dislocation flexure. This is contrary to the conclusion reached in the original paper34 for the present range of particle sizes. What is the lowest temperature at which a has been observed to form in this alloy? M. J. Marcinkowski, R. M. Fisher, and A. Szirmae (nutlzors' reply)— -Williams' arguments based on X-ray findings for a chromium-rich precipitate and an iron-rich matrix strained to a common lattice parameter are certainly convincing. This being the case, there are no shear components of strain associated with the precipitate-matrix aggregate to interact with the shear components of the dislocation stress fields, contrary to the opinion expressed by the present authors. On the other hand, the present authors, in spite of this error, did not expect the shear interactions to be significant. The chief objection to Williams' model in the present case is that the various segments of the dislocation line are assumed to pass from one potential valley to the next independently of neighboring segments. This is only true for a highly flexible dislocation line, i.e., one whose radius of curvature is something less than the center to center distance between precipitate particles which amounts to about 90A in the present alloy. In order to maintain this curvature, an externally applied shear stress of at least 230,000 lb per sq in. would be required or about four times the observed stress. It is therefore concluded that the dislocation lines move rather rigidly through the lattice. This being the case, the forces on the dislocation resulting from the hydrostatic interaction between the stress fields of the edge-dislocation components and the precipitate particles should average out to zero; that is particles above the below the slip plane produce forces on the dislocation of opposite sign and therefore will cancel when averaged over the entire length of the dislocation. On the other hand, since the dislocation is not perfectly rigid, Williams' model may lead to some strengthening, but far less than that predicted. A second and equally serious objective to using Williams' strengthening model for the present alloys is that profuse wavy slip due to the motion of screw dislocations played a predominant role not only in the unaged alloys but in the fully aged ones as well. Since the screw dislocation has associated with it only shear components of stress the hydrostatic strengthening model no longer applies. In view of these arguments the present authors must reject Williams' model of strengthening as being pertinent to the present alloy system. The present authors have made no detailed study of the lowest temperature at which a forms in the quenched ferritic alloys. None was ever observed n the alloys aged at 500°C so that forma-tion must occur at temperatures higher than this and was therefore not a factor in the present study.

The internal friction of cold-worked titanium iso-thermally annealed at temperature below the recrystallization temperature was measured. The internal friction was calculated from the half width of a resonance curve of the specimen which was vibrated transversally by the electromagnetic method. The experimental results were as follows: 1) The specimens annealed for a long time at temperature below the re crystallization temperature after cold working have the strain-amplitude dependent internal friction. 2) The internal friction increased by the cold working was decreased during the isothermal annealing. The reason of decrease of the internal friction is considered to be caused by the annihi-lation of lattice defects. 3) There is a linear relation between logQt-1/Q0-1 and (1/T)2/3 below the recrys-tallization temperature, where Q0-1 is the internal friction standing 24 hr at the room temperature after cold rolling, Qt-1 is the internal friction annealed at T°K for t min. 4) The hardness of the cold-worked titanium does not change by the annealing at 300°C for a long time but decreases by annealing at 400ºand 460°C. METALS, when cold worked, show sharp changes in physical and mechanical properties' The internal friction of cold-worked metals increases sharply and has a maximum value1,2 connected with working de- grees. The increased internal friction of cold-worked metals is recovered by annealing. This phenomenon is the well known effect called Köster effect. The recovery of the internal friction occurs earlier than the changes in tensile properties, hardness, or X-ray diffraction, and is very sensitive to the structure of a metal. The mechanism of the recovery at a temperature lower than the recrystallization temperature is being considered variously by many investigators: there are such views as the annihilation of dislocations by smith,' the rearrangement of dislocations mentioned by Nowick,4 and interaction of dislocation with point defects.5 Smith and Nowick also considered the interaction but it is so difficult for them to explain the rearrangement mechanism systematically, it being not considered a special model; therefore, we do not explain it quantitatively. Experiments measuring the recovery of the internal friction of cold-worked metals were performed by Gordon and Nowick6 on NaCl, and by Smith on copper. In addition, there are many studies, particularly those of measurements on copper by other investigators. There are comparatively many investigations on aluminum and iron which are the cubic system,'-' but only a few on metals of the hexagonal system.10 In view of this, I investigated cph titanium at room temperature and measured the internal friction after annealing isothermally at temperature lower than the recrystallization temperature. 1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local. Sections should be recognized and stim¬ulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character, of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A . standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active sections to the welfare of the Institute as a whole.

A hydrogen peroxide precipitate process has been adopted by Atlas Minerals for the recovery of uranium oxides from sodium chloride strip solutions. Adoption of the process was based on laboratory and plant tests comparing hydrogen peroxide with other precipitants. Plant operation has demonstrated that the hydrogen peroxide process consistently yields uranium concentrates of high purity and barrens of low uranium content. Increased U3O8 concentration in the product, reduced levels of impurities which incur penalties, and higher product density have produced economic advantages.

Laboratory batch flotation rests are used for comparison of the floatability of ores and for comparison of the effect of various treatments on ore floatability. Although it is difficult to predict exact recoveries for continuous flotation on the basis of batch tests, considerable quantitative information can be obtained through their use. A simple method is presented which provides a convenient means of quantitatively evaluating results from laboratory batch tests. The information obtained is in the form of a discrete flotation rate distribution, which, if desired, can be used directly in a simulation of continuous flotation. NATURAL GAS was secured in the Trenton limestone near Findlay, Hancock County, in 1884, and oil in the following year. Drilling was rapid so that the production increased by leaps and bounds; in 1896, it exceeded 25,250,000 bbl., the maximum for the field. Since that time, the yield has decreased steadily and in 1921 was only 1,447,243 bbl. The territory extends as an arc of a circle from near the western end of Lake Erie southwest into Indiana, which it enters in Adams and Jay Counties. Sixteen counties are listed in Ohio but five of them combined had a new production of only 264 bbl. and they might well be omitted. Progress in the Trenton limestone field of northwest Ohio in 1923 is shown in Table 1.

AT THE beginning of December, the Lausanne Con-ference was in session. The representatives of the United States declared the American position. The representatives of Russia were received and were heard. The Turks appeared at this conference in the attitude of victors, dictating terms. The British refused to surrender Mosul, and December thus ended with this question unsettled. Early in the month the premiers of the principal powers met in London for the discussion of the German reparations question, the temporary agreement expiring on. Jan. 15, 1923. On Dec. 11 the Conference adjourned without getting anywhere, and at the end of December prospects looked more hopeless than ever. The premiers are to meet again on Jan. 2, 1923. The interruption of the London conference was followed by the intimation of early participation of the United States in European affairs in the practical way of a large loan to Germany. These intimations, ema-nating from Washington, appear to have been in the nature of trial balloons. They showed that the wind was unfavorable, the bankers not considering conditions suitable for the flotation of such a loan. British statisticians are puzzled by the fact that the trade returns of Great Britain show a greater turnover in the volume of goods during the first 11 months of 1922 than in 1920, although the rate of labor employ-ment in 1920 was nearly 100 per cent. and in 1922 only about 86 per cent., with an economic situation admit-tedly so bad as to be alarming. The British Parliament was convened under the premiership of Bonar Law. One of its first acts was confirmation of the constitution of the Irish Free State. Civil war in Ireland continued. Poland, like most of the other countries of Europe, is torn between socialism and conservatism, with the former party at present predominant. Early in December, Gabriel Narutowicz, an engineer but a radical, was elected president. On Dec: 14 he entered office and-on Dec. 16 he was assassinated.
