1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sec¬tions should be recognized and stimu¬lated by appropriation of funds from the Institute's treasury;. and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937.

Every constructing engineer and designer knows how often it is desirable to provide a speed-adjustment between parts of a machine performing different functions, or between a prime mover and the devices to which it furnishes power, and how bulky and unsatisfactory are most of the methods by which the result is usually accomplished. Of course the step-pulley is the most simple and generally used. It requires, (1) parallelism of shafts; (2) a considerable distance between centers; and (3) a cessation of power during the change from one speed to another. Add to this the necessity for careful design in order to obtain equal belt-tension for all positions; the weight and hulk required for a wide range; and the operative's positive conviction that better results could be obtained at a speed intermediate between those furnished by two successive steps, and we begin to realize the mechanical shortcomings of this old and familiar friend. The hundred and one other devices, patented and otherwise, for accomplishing similar results, present other objections of varying importance, which need not be discussed here. Without pretending to overcome these entirely, and indeed without claiming absolute novelty, a recent invention of Mr. E. F. Gordon, of Dover, N. H., has seemed to the writer to offer such advantages in flexibility and range of application as to merit a more extended study and use than can be given in his own work, to which it is being applied as rapidly as opportunity permits. It is placed before the members of the Institute, not only to bring out an expression of opinion as to its limitations, but also with the hope that it will thus find opportunities for applications hitherto untried and outside the scope of operation of those at present interested in its development. The growing importance of screening makes an accurate measure of the quality of a sizing operation desirable. Screen efficiency is considered equal to the percentage of true undersize in the feed obtained as undersize from the screen. This method is unreliable, as it gives the same credit for removing minus 200-mesh material as for removing material just able to pass the aperature of the screen. A more accurate measure of screen efficiency is to consider only the work done on the "difficult" grains, that is, those grains of which the intermediate diameters closely approach the screen aperture.. The application of this method is given, together with the derivation of formulas and an example of their use. Is AN accurate measurement of the efficiency of a screen under a given set of operating conditions valuable? If so, what is the efficiency; of, a screen and how can it be measured? Sizing, especially of the finer sizes of material, has increased in importance in the development of flow sheets as a result of the perfecting of the rapid vibrating screens. More consideration should be given screens in the preparation of ball-mill feed, where they permit the admission of a dryer feed than, the classifier. Where possible, the introduction of a screen ahead of the primary ball-mill, and the diverting of ore below, say, 4 mm. to a secondary mill, might result in a greater overall economy because of the thicker feed and the better, adjustment of crushing media and mill operation to the reduction demanded. With the present trend back toward a combination of gravity methods and flotation, rather than flotation alone, the accurate, economical sizing possible with the new screens makes fine jigging a method to be considered. W. 0. Borcherdt1 and John Bland2 discuss the screening problem and also the value of close sizing in the concentration of some of the rare-metal ores. IN concentration of certain ores by soap flotation, prevention of quartz flotation is desired; the contrary is true in treatment of some oxide iron ores. Experimental study of the flotation of quartz goes back at least a quarter of a century.' Clean quartz does not float with fatty acids or soaps but does float when activated by one of many metallic salts. Control of pH is important. Broadly speaking the problem of quartz flotation has been approached from the empirical side, as was the related topic of flocculation or dispersion of quartz suspensions.' Empirical studies indicated the existence of critical relationships between the additions of collector and activator. These additions were not stoichiometric for the formation of soaps of the activator cation.

IN 1915, the State of California passed a law of great scope and importance. This law has been in successful operation for., year and may be briefly described as an act "establishing and creating a department of. the State Mining Bureau for the protection of the natural resources of petroleum and gas from waste and destruction through improper operations in production; providing for the inspection of petroleum and gas wells; requiring all persons operating petroleum and gas wells to make certain reports" and providing the necessary officers and assessments-to carry out the provisions of the act. The statute provides for a separate department of the State Mining Bureau, under the general supervision of the State mineralogist, with a staff composed of a "state oil and gas supervisor" and four deputies. It rules that all petroleum and natural gas wells shall be drilled, operated or abandoned under the supervision of the State supervisor, who shall order such tests or remedial work as seems to him necessary to protect the interests of property owners and the general public. It also provides for a board of arbitration to consider orders given by the supervisor which are not acceptable to the well owner. Section 18 of the, act, which is the provision that is directly related to, this paper, requires "the owner of any well referred to in this act to keep a careful and accurate log of the drilling of such well;" and further requires that this log shall show the character and depth of the formations passed through or encountered in the drilling, particularly the location and depth of the water-bearing strata; the character of the water encountered (so far as ascertained); whether the water was shut off, and, if so, at what point; that it shall show completely the amounts, kinds and size of casing used; the depth at which oil-bearing strata are encountered; the depth and character of the strata, and whether all water was successfully and permanently shut off so as to prevent percolation or penetration into the oil-bearing strata. -

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 m (0-80 ft) and was naturally hydrophobic at greater depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5 m) could be upgraded by froth flotation at pH32 following slimes removal. The i.e.p. of samples varied regularly between pH = 1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure which in turn determines flotation-non-flotation relationships is postulated.

FOUR mines at Wabana, on Bell Island in Concep-tion Bay, Newfoundland, produced 1,209,777 tons of ore in 1927, and it is expected that the produc-tion will be larger in 1928. The ore is a stratified oolitic hematite of sedimentary origin. Three workable beds and many thin beds occur in a thickness of 400 ft. of interbedded sandstones and shales. It is not profitable under present conditions to mine extensively in ore beds less than 4 ft. thick. The iron ore beds outcrop on the small island and are inclined northward more steeply, than the slope of the ocean bottom. The mine work-ings follow the bedded ore below the sea bottom, No. 3 Mine extending about 2 miles north of the island. At this point there is a cover of 1500 ft. of rock and 600 ft. of ocean water. It is impracticable to operate drills in the ocean to prove the extent of the submarine orebody in advance, and diamond drilling from the mine workings is the only method of exploration. Bell Island has been settled for a long time and a monument at Cupids, near Brigus at the head of Conception Bay, commemor-ates the tercentenary of a settlement there in 1611 by Captain Guy of England. was one of the chief ports of Newfoundland for deep sea fishing and doubtless many a captain wondered about the red rocks as he sailed past. The famous geologist, J. B. Jukes, records seeing a bright red sandstone 8 ft. thick on the northwest side of Bell Island during a visit in 1842, but he evident ly did not try to land on that rocky coast to get a sample. The iron ore is plainly visible in the high cliffs along the coast of the island, as bright brown layers interbedded with gray and white sandstones and dark shales. The heavy red rock was used by the fisher-men as anchor weights for fish nets and small boats, but its real value, so the story goes, was discovered by a merchant in Saint John,

John Griffen—The author has called attention to an important phase of coal cleaning since there has been considerable loose thinking regarding efficiency formulae and particularly inaccurate application of ones that have been advanced. The unanimous acceptance of an efficiency formula has been prevented because the issue has been beclouded by the fact that the objective of cleaning—-the control of chemical characteristics of the coal such as ash or sulphur content—is attained by an indirect rather than a direct method. The indirect method is usually to effect separation according to differences in specific gravity. Such separation relies on the fact that the desired chemical qualities are roughly inversely proportional to the specific gravity of the particles being separated. However, the sulphur content of the materials found in raw coal usually exhibit a far from straight line relationship with their specific gravities. Mr. Anderson meets this issue squarely by basing his formula on the efficiency of separation according to specific gravity only. It is true that machines that effect primarily a specific gravity separation are in no way directly influenced by the chemical analysis of the materials being handled and it can be argued that it is illogical to measure their efficiency by any criterion other than that of separation according to specific gravity. For the moment, let us accept this basis and analyze the application of the efficiency conception and formula proposed by Mr. Anderson under conditions which he has not considered but that will readily be found. Let us take the separation shown in his table III as an example. He terms this an example of a high order of quantitative efficiency. We will show the weight distribution of the various gravity fractions as between clean coal and refuse in table XV. Only in the gravity range of 1.50 to 1.70 has material been misplaced and, on the assumption that the cleaned coal and refuse are equal in weight, Anderson shows a quantitative efficiency of 99 pet. The gravity of separation is 1.60 and one third of the 1.50 to 1.60 sp gr fraction is misplaced in the refuse while one third of the 1.60 to 1.70 sp gr fraction is misplaced in the cleaned coal. Cooperative education for engineers is based on the premise that theory and practice are inseparable in training men for the engineering profession, and the two must be advanced simultaneously in order to train men most successfully and efficiently. The teaching of theory obviously should be done by the college but the practice must be obtained in the field where the application of the theory is made. The ideally trained engineer is one that knows theory, can apply the theory to practice, can direct, and work with, his fellow men. The old four-year plan of training engineers does a fair job of teaching the underlying theory of engineering but neglects entirely the training necessary for application of the theory, except through laboratory experiments, and the training in adjustments necessary to direct and work with men. An engineer, like a lawyer, doctor, dentist or other professionally trained man, cannot practice until he has had practical experiences that give him a knowledge of the other phases of his profession. The doctor serves as an interne, the lawyer reads law in the office of a practicing attorney, and the engineer must enter the profession as a laborer or as an apprentice, unless he has had the advantage of a cooperative education. Cooperative education provides the opportunity for the coordination of practical and theoretical training for the engineering profession throughout the period of training and thus eliminates many that are unfit to enter the profession, giving them an opportunity to seek other fields for which they may be better fitted, and reduces the overhead in industry that results from a large turnover of men not fitted for the profession. The Cooperative Plan Cooperative education in engineering is no longer an experiment. It was inaugurated at the University of Cincinnati in 1904 by Dean Herman Schneider, and has worked successfully ever since. Over twenty schools offer this type of education and many thousands of young men have had the opportunity to receive their technical training under this plan. Under the cooperative plan a student attends class for a period of eight weeks, then enters industry for eight weeks, maintaining this schedule

Modern mining is vitally concerned with the prompt, efficient movement of great quantities of bulk materials. It is not surprising, therefore, that intensive efforts are being directed toward improving effectiveness and reducing costs of materials handling systems. Historically, the operation of removing bulk material from a moving conveyor and depositing it in utilization or storage areas has been a high cost segment of the materials handling system. Since this operation is often performed by belt trippers, considerable attention has been focused on improvement of these devices. Frequently, the greatest opportunity for improving performance of these devices is the incorporation of remote or automatic control systems. This article describes tripper control systems developed by Kennecott Copper Corp. and explains the control philosophies used in designing these systems.

Y.--I agree with Dr. Merica that the eutectoid has a distinct effect upon the alloy and also that, as yet, it is difficult to say at just what point this eutectoid occurs or the conditions under which it appears; that is, the percentages of copper, tin, zinc, lead, and the other elements together with the temperature of pouring and the rate of cooling that is necessary; all seem to have a contributing effect. Some authorities, Law for instance, gives it as 9 per cent. of tin, yet under certain conditions I have found it with a lower percentage of tin to copper contents than that. The hard delta and the soft alpha crystals are both necessary for a bearing alloy; the one supplements the other. I am not inclined to think that phosphorus has any effect upon the eutectoid forming. The phosphide, PCu3, forms in and around the delta but is and remains distinct and separated from it. Etching with ferric chloride and then with nitric acid shows this very distinctly; it darkens the eutectoid and the other parts and leaves the phosphide bright. The rate of cooling determines the size of the crystals and the eutectoid together with their distribution and orientation. It is possible to chill the alloy to such an extent Where no eutectoid appears. I think it has been positively demonstrated that only an alpha and a beta appear. when this copper-tin alloy has been poured between two polished ingots

The normal Mg-Mg,Sn eutectic is a classic example of a Chinese script eutectic. When the alloy is unidirectionally solidified, a much simpler topo-logical arrangement of the phase particles can be produced although individual grains still usually consist of two or more interpenetrating lamellar systerns. Specimens from unidirectionally solidified ingots were analyzed metallographicall~ and crys-tallographically, and it was found that the interfaces between the lamellae had a common crystallograPhic character describable by: Lamellar interfaces II {220}Mg2Sn 1) {1011}Mg Arguments are presented to explain why this particular orientation relationship tends to occur and it is shown that this criterion can be nearly satisfied simultaneously on up to four different lamellar systerns between two interpenetrating single crystals. Finally, on the basis of this work ad other similar work which has previously been done on Al-CuAl2 eutectics, a general principle pertaining to low-energy interfaces between two crystalline Phases is proposed. WITHIN the past few years several investigators1-4 have demonstrated that the microstructures of many eutectic alloys can be significantly altered by uni- directional solidification. If appropriate control is exercised over the purity of the alloy, the growth rate, and the thermal gradient during unidirectional solidification, ingots can be made in which the phase particles are aligned predominantly parallel to one another throughout substantial portions of the ingot. The war has caused an increasing scarcity of phosphorus and its well known alloys with copper and tin. At the same time, the production of brass and bronze, nickel-silver, cupro-nickel, and other non-ferrous alloys, has considerably increased. The manufacturers of these products had therefore to secure other materials which would serve their purpose; principally that of a deoxidizer, which could be obtained promptly and regularly. Fortunately these materials, pure carbon-free manganese metal and manganese-copper alloy, were not hard to find—in fact, they were never lost. Manganese in various forms has been used in Europe for more than a century; in this country, however, when manganese was first used, and indeed for a long time thereafter, it was consumed mainly in the manufacture of manganese-bronze. Many foundrymen at that time used manganese-copper with the same freedom as phosphor-copper. Although iron enters into the composition of certain grades of bronze, it is very detrimental to non-ferrous mixtures in general; consequently ferromanganese is not applicable, and therefore pure manganese metal, or the alloy of manganese and copper, technically free from iron and other impurities, is now being generally used. The following are the principal elements having an affinity for oxygen: 1, Sodium. 2, Potassium. 3, Calcium. 4, Strontium. 5, Barium. 6, Magnesium. 7, Aluminum, 8, Phosphorus. 9, Silicon. 10, Manganese. 11, Iron. 12, Zinc. 13, Lead. Each metal has its natural flux, or deoxidizer, in the form of a metal or non-metal which will alloy with it, and has a strong affinity for oxygen. For example, phosphorus, as is well known, acts very beneficially in copper alloys that contain tin. Within the last few years, and particularly since the war began, the .great value of mangancse in nickel alloys has been demonstrated, and one by one the manufacturers of these products have adopted its use. While manganese has not so strong an affinity for oxygen as magnesium, aluminum, or silicon, it is nevertheless sufficiently powerful to reduce any oxide of nickel, copper, or zinc that may be present in the nickel alloy to be purified.

Charles Mather MacNeill, President of the Utah Copper CO. and of the Chino Copper Co., and a life member of the Institute since 1899, died at his home in New York on March 17, after a very brief illness with pneumonia. Mr. MacNeill was born at Oak Park, Ill., in 1871, and began his connection with mining enterprises immediately after graduating from high school, his first position being that of cashier with the Pueblo Smelting and Refining Co. He later went to Aspen, Colo., as manager of the Holden lixiviation plant. In 1893, he went to Cripple Creek as manager of the Lawrence Reduction Works, in which Mr. Holden and the late Capt. J. R. DeLamar were large owners. It was at this plant that Mr. Jackling became associated with him. The plant was destroyed by fire and, early in 1894, Mr. MacNeill became associated with Messrs. Spencer Penrose and Charles L. Tutt in a plan to finance and erect a chlorination plant at Colorado City, Colo., for the treatment of Cripple Creek ores. This plant was erected and was known as the Colorado-Philadelphia Reduction Works. Mr. MacNeill was general manager of the plant, Mr. Tutt having been president and Mr. Penrose, secretary and treasurer. The plant was very successful and was expanded, hally being reorganized under the name of the United States Reduction & Refining Company. Late in 1903, or very early in 1904, D. C. Jackling called the attention of Messrs. MacNeill and Penrose to the copper properties in Bingham Cañon, Utah, which have since become the main properties of the Utah Copper Co. After extended examinations and milling tests, these properties were bought, Mr. MacNeill becoming president of the Utah Copper Co., Mr. Penrose, secretary-treasurer, and Mr. Jackling, general manager. Mr. MacNeill remained president of the company to the time of his death. Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. He had a variety of other mining interests, but the ones mentioned were distinctly the meost important. He was a director

Mr. MacNeill was also a director, a member of the executive committee, and was largely interested in the Ray Consolidated Copper Co.; he was also president and a member of the executive committee of the Chino Copper Co. COPPER containing a small amount of arsenic has been used extensively abroad, and a number of reports, particularly those by English workers, have indicated that such copper is better suited for certain uses than high-conductivity copper. Inasmuch as a large percentage of the copper fabricated is used for nonelectrical purposes where high conductivity is not at all essential, it has been suggested that arsenical copper might be at least as suitable as high-conductivity copper for many purposes. An investigation spon-sored by the Calumet & Hecla Consolidated Copper Co. at Battelle Memorial Institute was therefore undertaken with the object of determin-ing the effect of small amounts of arsenic (up to 0.75 per cent) on the properties of copper. In this work the effect of arsenic on the basic properties of tough-pitch and of phosphorized copper have been critically studied and many data collected from laboratory experiments which have been supplemented by mill-scale tests. The results of these tests, with coppers of the type referred to, in the annealed condition and after various degrees of reduction, show that the basic properties of copper are not greatly affected by small amounts of arsenic, an increase in strength being observed with increasing arsenic with no corresponding decrease in ductility. It is well known that the evaluation of material for plastic deforma-tion, on the basis of laboratory tests, may not be directly comparable with its performance in commercial operations. In order, therefore, to substantiate the data obtained at the Institute, the cooperation of the Wolverine Tube Co. was obtained for a series of production tests on the fabrication characteristics of phosphorized arsenical copper in the manu-facture of seamless copper tubing. In these tests the behavior of the arsenical coppers was carefully observed in comparison with that of representative types of phosphorized arsenic-free copper, which were fabricated under the same conditions.
