Three rapid cold bonding production methods wing sponge iron powder as a binder for low temperature pellets have been successfully developed. These methods differ from ordinary bonding by the elimination of salt and other catalyzers, equipment corrosion and environmental pollution. Experiments show that these pellets have good metallurgical properties. A semi-industrial test has proven the laboratory results, with the continuous and stable production of metallic pellets. These methods replace traditional high temperature firing of oxidized pellets for direct reduction. As a result, the plant for oxidized pellets can be saved and substituted for grate in the grate-kiln system. Thus, 20% of the investment could be saved, and production cost may also be decreased because the production of cold bonding pellets does not need additional space.

W. C. Ellis—The intergranular fracture observed by these authors in brass seems to be characteristic of metals when tested under similar conditions. It has been observed by us in room temperature tests on lead alloys subjected to constant stress when the stress has been low enough to afford a small strain rate. If, however, the test be carried out at a high stress and therefore at a large strain rate, a characteristic, tapered, transcrystalline fracture is obtained. The same change of fracture has been observed by others with decrease of strain rate and increase of temperature for other metals—for example aluminum—and may be presumed, as the authors point out, to be general for metals. These findings suggest a plastic flow mechanism under conditions of small strain rate and high corresponding temperature differing from classical block slip. The required conditions point to a process fundamentally diffusive in nature—a less organized process than block slip. Nabarro18 has shown that plastic flow can occur by stress induced diffusion of vacant sites— a process of self-diffusion. Movements of a pseudo-viscous nature at grain boundaries are suggested in the work of Ke.15 Deformation near to a grain boundary by other than a slip mechanism appears necessary to Boas and Hargreaves.19 Wood and Rachinger20 report a cellular structure in slowly deformed alumi- num—the cell size is larger, the higher the temperature and the slower the strain rate. Presumably in the latter case diffusive movements occurred in the cell boundaries. In any case the nonslip mechanism seems somewhat obscure and further work is indicated. Such studies will undoubtedly clarify the nature and behavior of lattice imperfections—the very core of the strength and plastic properties of metals. F. H. Wilson and E. W. Palmer (authors' reply)—It is certain that the metallic behavior which has been termed "creep" includes many interdependent phenomena of which a nonslip type of plastic flow may well be one. The reports to which Mr. Ellis refers are illustrative of the many different observations that must be correlated for a complete understanding of creep. The list could be extended considerably. For example, we ourselves have been impressed by the sensitivity of creep phenomena to the presence of minor impurities and feel that this aspect of the problem warrants more thorough study than it has yet received. Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared for these tests by high-temperature methods, especially by crystallization from borax melts.

BELL (communication to the Secretary*).-I have to thank Mr. Merrill not only for his very kind remarks, but for the weight of his implied opinion that the work accomplished probably has an important practical aspect. I think there is a distinct although unuttered impression among engineers, that it will be time enough for them to begin to take an interest in the law of crushing when it emerges from the cloud of violent and even vituperative controversy that has hovered over it during the last 6 or 7 years. I have a very confident feeling that as the result of the work done by Mr. Gates, by me and by Messrs. Mitchell, Baily and Cockfield, who so loyally helped me to obtain the necessary data, at least the practical law of crushing has emerged; that it is ready and available for use by our fellow engineers, and that it will help them to unravel a number of the many practical problems they are con¬stantly confronted with. In regard to Mr. Gates' discussion, I would indeed like to believe that McGill could claim, as a minor achievement, the credit which Mr. Gates so generously bestows of having established the "law" of crushing. I think that more work would be required to establish this claim in the, strict sense of the word, as there is a fairly large gap between the coarse and fine crushing results. I am not worried about that gap, because the reason for it is quite clear to me; at the same time I-think it will be well to bridge it by a series of tests, and I am bound to admit that the testing machine is the most promising machine right at hand to work with, although whether the minute amounts of power required to crush small quantities of rock can be so accurately integrated as to insure high accuracy in the final result is still a question in my mind. If we had an Amsler-Laffon machine I would certainly try it. Mr. Gates' remarks about choke crushing are extremely interesting. He compels me to wonder, too. It is a new and probably a very important factor to be considered in this connection. I am in perfect accord with Mr. Gates about the desirability of the determination of crushing constants, because when this is accomplished the efficiencies (not relative mechanical, but real efficiencies) of different types of rock-crushing plants in any part of the world will then be comparable. The concentrator treats sulfide ore containing lead, copper, zinc, gold and silver, at the rate of 850 tons per 24 hr., and produces lead, copper, zinc and iron concentrates by selective flotation methods. The ore occurs below the oxidized zone along a main fracture, the wall rock of which is either greywacke or calcareous shale. The predominating sulfide minerals are galena, sphalerite, pyrite and chalcopyrite; the others are quartz and calcite. In minor amounts, arsenopyrite, pyrrhotite and hematite occur, and such secondary minerals as smithsonite, chalcocite, covellite, bornite, cerussite and anglesite are detected in the ore, the last two named occurring principally as surface alterations of the galena. The ore is hauled from the mine bins in 10-ton cars which pass over the track scales before entering the car dumper ahead of the crusher plant.' A conveyor belt delivers the crushed ore to the sulfide bin, which has a capacity of 2800 tons. The primary grinding unit consists of two 6 by 12-ft. Marcy rod mills operating in parallel and in open circuit, each taking 425 tons per day. One rod mill discharges into an 8 by 25-ft. Dorr classifier with a 12-ft. bowl and the other into a 6 by 25-ft. Dorr duplex classifier. These classifiers are arranged so that each unit rakes the sands into a 6 by 14-ft. Traylor ball mill, which discharges to the bowl classifier only. The duplex classifier therefore operates in open circuit and the bowl classifier in closed circuit, the overflow of both classifiers furnishing the feed for the flotation section. Other groupings have been tried, but this has been found the most satisfactory. The Marcy mills are driven by 150-hp. slip-ring induction motors with speed reducers to give 17 r.p.m. The Traylor mill operates at a speed of 24 r.p.m. and is driven by a 200-hp. slip-ring induction motor, direct connected to pinion and gear. The bowl classifier operates at a speed of 22 r.p.m., with the bowl rake making 4.5 r.p.m. and the duplex classifier at 31 r.p.m. High-carbon steel rods of Mexican manufacture, 12 ft. long by 3-in. diameter, are used in the Marcy mills, with a resulting consumption of 1.52 Ib. per ton ore. Manganese Resources in Relation to Domestic Consumption Discussion of paper by JOHN V. W. (written discussion).-When a business concern hires an office boy, it takes on the first bright-appearing young chap to apply and pays him the prevailing rate of wages. One of the chief tasks the .office boy is supposed to be competent to perform, is to clean out the office. The manager of the business is highly competent in many lines, but for some reason lacks the ability to keep the office clean. To the steel man, it would seem that manganese is the office boy, and it is purchased just as found and offered to the purchasing agent. The steel mill is competent to perform many functions on a grand scale and with wonderful efficiency, but it is unable to make real steel. It is the function of the office boy, manganese, to do this. It is open to serious doubt if steel mill operators have ever taken seriously the metallurgy of the preparation of crude manganese. It has merely been found that some usable crude manganese may be obtained by running certain manganese ores through an iron furnace when not busy on anything else, or remote from iron ore, or with a lining that is about gone. It is, however, an entirely unwarranted assumption that the metallurgy of manganese has been worked out, or that the supplies of usable raw ore must be limited to materials of some specified analysis. There was a time when ores of copper, lead and zinc, for example, had to be rich and of specified analysis, to be usable, but the commercial raw materials of today bear little resemblance to such ores of the past. The discussions of manganese that I have seen are based on the assumption that the metallurgy of manganese is fully established and that the only usable manganese raw materials are of the kind used today. These discussions contain another error, not so much of statement, but of implication-that the tonnages of manganese materials in the United States are so much in this state and so much in that. When it requires a period of years and the expenditure of millions of dollars for a competent mining company to explore thoroughly a few acres of mining ground, is it not absurd to say that there are so many hundred tons of manganese ore in a certain state? This fact is not apt to be known fully in 10,000, years. I do not charge the mining engineers. who are on record, of making misstatements, because they merely say that so much

The theory becomes much more involved, and in view of the state of our knowledge, the general problem is virtually impossible of exact solution. However, certain types of multilayer problems can be worked out in terms of two-layer theory. Humme1,7 Pirson,8 Tagg,3 Watson,9 and others have pointed out the possibility of building up approximations of multilayer resistivity curves with suitable combinations of two-layer curves. Many three-layer curves can be constructed in this way to a good degree of accuracy, and special types of four-layer curves can be approximated. It is very likely that as the number of layers increases, the method of combination will not give good approximations except in very special cases. In the analysis of actual field data, the author has found that many obviously multilayer curves can be solved partially with a good degree of accuracy, using the theory that thin adjacent beds may be considered as one layer or zone, and applying two-layer theory to the extremities of the field curve. COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

The outstanding features in Pennsylvania and New York during the past year were the buying of acreage for water-flooding in other Pennsylyania fields than the Bradford and Allegany districts, the wide adoption and use of the five-spot plan of development and water-flooding in the Bradford and Allegany districts, the discovery of gas production in the Onondaga lime in southwestern New York and the opening of the T. W. Phillips Gas & Oil Co. Fifth Sand pool in Butler County, Pennsylvania. Water-flooding has occurred in many other fields than the Bradford, Pa., and Allegany, N. Y., fields. In some the flood was a natural encroachment of edge water, in others the water was introduced into the productive sand through wells either accidentally or intentionally. Most of these floods have not been commercially successful. There has been some interest aroused in the Clarendon field, Warren County, Pennsylvania, by a new and apparently successful flood and other floods have been begun. Five-spotting in the Bradford and Allegany fields is the plan of water-flood development under which the area to be drilled is laid off in a grid of equal-sized squares with water intakes located at each corner of the squares and oil wells located in the centers of the squares. So far there are two five-spot water floods that are, beyond doubt,, commercial successes. There were 600 acres under five-spot flooding at the end of 1928, as against 150 at the end of 1927. By the end of 1929 there will be a total of between 1200 and 1500 acres five-spotted unless a low market for Pennsylvania grade crude oil develops. An increase of 6000 bbl. in average daily production is expected to accompany this development in 1929. The Belmont-Quadrangle Drilling Corpn. found the Onondaga lime or a higher strata at 3995 ft. north of Bolivar, Cattaraugus Country, N. Y., and a number of miles from any other important gas production. When drilled to 4006 ft. the well yielded 3,500,000 cu. ft. of gas and when shut in 1700 Ib. rock pressure. The one oil pool opened in 1928 was in Buffalo township, Butler County, Pa., in October, when the T. W. In the manufacture of steel for commercial purposes, the deoxidation practice used, i.e., the method and degree of deoxidation, is an important factor affecting the structure and mechanical properties of the finished steel. Deoxidation practice exerts a pronounced influence not only on the soundness of the ingots but also on the reaction of the steel to a number of mechanical and thermal treatments. The first mentioned effect of deoxidation is more or less obvious and was first demonstrated, though perhaps not fully appreciated, by Robert Mushet when, in 1856, he added speigeleisen to low-carbon bessemer blown metal. In 1861. Bessemer patented the addition of one pound per ton of silicon to his blown metal to "cause the metal to lie quietly in the mold." The second effect of deoxidation-—that is, the effect on the properties and behavior of the steel—is, one might say, more subtle, and certainly not as well understood as the first, although in many cases it is the more important consideration. This paper is limited to a discussion of only the second effect of deoxidation and: in particular, to the effect on the strain-sensitivity of low-carbon steels. General Discussion Originally it was thought that the function of a deoxidizer was to combine with the oxygen present in the steel as iron oxide and prevent its subsequent evolution as a gas. -More recently it has been realized that a deoxidizer does more than this. Frequent reference has been made to the effect of deoxidizers on the nitrogen in the steel, and some attention has also been paid to hydrogen. As a consequence of the above situation any study of deoxidation must be concerned with the gas content of the steel and the effect of the deoxidizer on the gases involved. The term "gas content" as used here refers to gases extracted from steel during melting in vacuum rather than to elements present in steel in the gaseous state. The extracted gases, at least in the case of oxygen and nitrogen, are generally accepted to be products of decomposition of oxides, nitrides, or other more complex compounds. The manner in which deoxidation affects the gas content of steel and the significance of gases in steel have been and still are subjects of considerable speculation. No attempt will be made here to give a complete discussion of the literature on this subject but a few references will be cited for purposes of illustration. N. Hamilton1 found a correlation between the oxygen content of alloy steel and the behavior of the steel during tube piercing. Davenport, Bain, and others associated oxygen with aging properties of steel while Köster5 and a number of others6-lo made similar claims for nitrogen. I bring this investigation to your attention to emphasize the needless waste attendent upon the use of tin plate with an unnecessarily heavy tin coating. With our present knowledge, we are unable commercially to produce coatings as light as the lower weights used in this test. If, however, future research should develop means to this end, the resultant product would meet all practical requirements, and a very considerable saving in pig tin would result. DISCUSSION G. H. Clamer.-—The National Canners' Association is studying the action of fruit juices, etc., on solders. Of course these tests will take quite a long time, and we hope by that time the war will be over and there will be no need for conserving tin for war purposes. Germany for a great many years has prohibited the use of more than 37 per cent. of lead in alloys used in contact with food products. The eutectic composition is 37 per cent. of lead and 63 per cent. of tin; alloys containing more than that percentage of lead have some free lead. J. W. Richards,' South Bethlehem, Pa.—A great deal of conservation can result from the packing of dry foods in cartons and in fiber packages instead of using sheet tin. Many of the boxes used for packing things other than food are frequently made of sheet tin because it prints and lithographs well; these could be made of sheet iron coated with copper or some other substitute metal which prints equally well. The Aluminum Bronze Industry W. M. CORSE,† Mansfield, Ohio.—The conservation of tin, in view of the shipping situation, is one of great importance. Several methods of conservation can be employed: 1. Reduction of the amount of tin in an alloy or compound. 2. Substitution of an entirely different metal or compound for tin. 3. A combination of the first and second methods. The second method is the one that I wish to discuss. Metallic aluminum, has been known for a long time, and its use in copper alloys was discovered about 1855 by Lord Percy. The high cost of production of metallic aluminum retarded its commercial development, and it was not until the discovery of the electrochemical processes for its production that it came to be known as a common metal. I have been particularly interested, for the past few years, in working with the alloy known as aluminum bronze, which is usually composed of approximately 90 parts of copper and 10 parts of aluminum, by weight.

Recent investigations1,2,3,4 have conclusively shown that the strain hardened state of metals depends upon the temperature and strain rate of pre-straining as well as on the total plastic strain. A typical example of the effect of temperature of prestraining on the work hardening of metals is reproduced in Fig 1. When pure aluminum is strained at liquid nitrogen temperature the upper solid stress-strain curve (OFGH) is obtained. But when pure aluminum is prestrained to e2 = 0.153 at atmospheric temperature and the test is then completed at liquid nitrogen temperature, the curve OBCD results. Thus a prestrain E2 = 0.153 at atmospheric temperature gives a flow stress C when continued at liquid nitrogen temperature, whereas a higher flow stress G results when the specimen is strained exclusively at liquid nitrogen temperature to the same strain E2. Consequently the metal strain hardens more rapidly at the lower temperature. Obviously the strain alone is not a measure of the strain hardened state in metals. Inspection of Fig 1 reveals that the flow stress at C is identical with that at F. This fact suggests that a strain E2 = 0.153 at atmospheric temperature induces the same work hardened state as a strain E1 = 0.058 at liquid nitrogen temperature. But this concept of equivalent strains is also in error. If curve CD is shifted to the left so that point C falls on F, point D becomes D'. Inspection of the curves reveals that the rate of increase of stress with strain at C is greater than the rate of increase of stress with strain at F even though the flow stresses are identical. Consequently C and F do not represent identical work hardened states. It therefore becomes important to ascer- tain how the strain hardened states at C and F might differ from each other. In a more recent report1 it was shown that straining at higher rates of strain increases the amount of strain hardening in a manner quite analogous to straining at lower temperatures. These observations suggested that the flow stress is not only a function of the strain but also a function of the strain rate-temperature history of straining, perhaps in accord with the Zener- ?H Hollomon parameter p = Ee /RT (where

When lime and magnesia are used as fluxes in the smelting of titaniferous ores fluid, digestible slags low in iron oxide and high in titanium dioxide are produced. The mineral phases present in such slags are (Fe,Mg)O.2TiO2, CaTiO3, and minor amounts of silicate glass (or its devitrification products). The flux additions are added to the ore in relative amounts to crystallize a ratio of (Fe,Mg)O.2TiO2 to CaTiO2, of near the eutectic proportions of 60 pct (Fe,Mg)0.2TiO2 and 40 pct CaTiO3. FeO-Ti02 (ilmenite) remains present in the slag until the FeO content is reduced to approximately 8 pct. Op- timum slag composition is obtained by reducing the FeO content to between 2 and 6 pct. Continued reduction shifts he (Fe,Mg) 0.2Ti02 to oxygen deficient structures classified as MgTi30e and MgTi204. Further reduction yields titanium oxycarbides and freezes the melts.

G. W. THOMPSON,* Brooklyn, N. Y.-This subject has two aspects, neither of-which can be ignored: these are the economic aspect and the technical aspect. Under ordinary conditions, economic law will take care of the conservation of tin. Under present conditions it seems desirable that economic law should still be permitted to operate as far as is practicable. It is true that this law operates rather slowly, and that under war conditions it cannot be depended upon to give our Government the supply it immediately needs. There should, therefore, be a designation of the essential industries by the Government, and tin should be supplied for those needs, letting the non-essential industries take what is left. At the same time, information ought to be forthcoming as to how tin can be conserved; with tin selling at 80 c. per pound, more or less, it is to the interest of every consumer to get the best information he can as to how he can save tin. Economic law would properly punish those who do not study their own interests in this way. I deprecate, therefore, any centralized socialistic effort toward avoiding penalties through failure to observe and obey economic law. In saying this, however, I am not unmindful that it is desirable for our Government to take such control of the tin situation as may be necessary to the prosecution of the war, practically regardless of the effect of such action upon individual industry, which should studiously seek to adjust itself to the new condition. The Government should promulgate such technical information as it can collect, showing how tin can be conserved, and should urge upon every consumer the exercise of his common sense in self-protection. There is very little danger of any one attempting to hoard or corner tin, in the present state of the market. Most consumers will be glad to live from hand to mouth, covering their sales by purchases, or vice versa. As to the technical aspects: Tin and tin alloys are used to give certain practical and also certain artistic results. The practical factors are those involved in proper adhesion, continuity of surface, protection, the right degree of hardness, proper working qualities, etc. The artistic results are those that appeal purely to the eye or to our cultivated sense of what is desirable. There is no doubt that a great deal of tin could be saved if there were not a demand for certain pleasing effects. How can this saving be brought about? The users of tin hearing alloys are not the only ones involved in this question. The manufacturers of solder and babbitt have for a long time sought to give certain appearances to their fabricated bars and ingots in order to make them more salable. The user of a solder is very apt to judge of its working qualities by the appearance of the bar; the same thing is true with regard to babbitts.
