This paper discusses the primary computer programs used by the Mine Safety and Health Administration's Bruceton Safety Technology Center to evaluate coal refuse disposal plans. These programs are currently being used by private consultants, government, and the coal industry for today's coal refuse disposal problems. This paper outlines five programs, their special features, and their importance in the design and construction of coal refuse disposal facilities. The purpose of the paper is to present the general steps necessary in the computer-modeling of each program. The programs that are discussed include BISHOP, STABL, RWE, DAMS2, and HEC-2, which cover the subject areas of slope stability, hydrographs, flood routing, and water surface profiles.

BY minimizing time that must be spent in the field, intelligent application of photogeology offers tremendous savings in exploration programs. In areas so remote and hazardous that ground exploration must be deferred, photogeology assumes its most important role, often in conjunction with airborne geophysics. There is still another advantage. Aerial photography may give the geologist a relatively quick understanding of large-scale structures and relationships that are difficult to interpret on the ground.

NEW ZEALAND is dependent on the outside world for its ferro goods, yet it can boast of at least two well-defined iron-ore deposits; namely, Para Para limonite, 3 Fe203 + 21120 also found as lower hydrated oxides, and Taranaki iron-sand, a combined magnetite and ilmenite, 2FeO + 2Fe203 + FeO + Ti02. This latter deposit forms the greater portion of the beach sands of the west coast of the North Island of New Zealand. It is so fine that the whole of a sample passed through a sieve of 40 meshes to the inch. The ilmenite cannot be detected by the microscope, as in the titaniferous ores of the Adirondacks, nor can it be magnetically separated, as in the titaniferous ore of Natashkwan, Canada. To all appearances it is a chemical compound of the double oxides of iron and titanium and not a mechanical mixture, as is the ore of the Adirondack deposits.

IN 1930, Taggart, Taylor and Knoll1found that addition of various electrolytes to suspensions of ground minerals resulted in the stopping or starting of Brownian movement of the suspended particles. On the basis of the many new facts found, they rejected the "classical "[t] theory of Brownian movement and proposed an "ionization" theory. This new theory was further supported in later publications by Taggart.3,4 The acceptance of the ionization theory by men in the field of flotation may be judged by the mention given this theory in Gaudin's "Principles of Mineral Dressing,"5 Wark's "Principles of Flotation,"6 as well as in a recent paper by Fitt, Thomas and Taggart.7 The proponents of the ionization theory have gone further than the mere statement of the new theory. A parallelism between the Brownian movement of mineral particles and their behavior in flotation was reported.1,3,4 Likewise, the correlation between flocculation-dispersion of mineral particles and the Brownian movement of these particles has been investigated.7 Bankoff15 has suggested that "slime-coating" can also be directly correlated with the Brownian movement of the slime particles. In each of the instances mentioned it is the ionization theory of Brownian movement that has been used to "explain" the correlations that were found. The essential conflict between the kinetic theory and the ionization theory can be understood best by a brief description of each. The kinetic theory* proposes that Brownian movement is caused by the impacts of liquid molecules against the solid particles. At any instant of time, the molecular impacts on all sides of the solid particle will not balance, and the particle will receive a push in some direction. According to this theory, all particles suspended in a liquid are in Brownian movement. However, if the particle is very large, the impacts on all sides will very nearly balance and the motion will not be noticeable. Another factor, besides the size of the particle, that affects the magnitude of the Brownian movement is the viscosity of the liquid-the greater the viscosity, the less the displacement of particles by Brownian movement. This theory has been verified experimentally by measurement of the velocity of Brownian movement, and by measurement of the compacting of suspensoid particles under the influence of gravity.2 The originators of the ionization theory found that the addition of various electrolytes to slime pulps caused cessation or commencement of Brownian movement, depending upon the chemical nature of the particle and the electrolyte. The waste clay slurry produced during beneficiation of Florida phosphate ore presents a major environmental problem. The large volume of waste requires impoundment in above-ground disposal areas surrounded by earthen dams. As the result of a comprehensive research effort, three approaches to improving clay dewatering involving admixing of sand tailings have been developed. These provide satisfactory performance and appear to be compatible with the technological and economic constraints of the industry. Means of determining waste clay characteristics and analyzing mining waste disposal situations by computer simulation have been devised in support of the planning and field testing effort. Detailed examples demonstrating the applicability of the computer programs are presented.

THIS paper reports a study of the reactivity of 950°F and 1650°F cokes as measured by relative rates of reduction of iron oxides at temperatures up to 2200°F. Previous work cited shows general acceptance of the theory that reduction by carbon is a gaseous reaction, and that kind and character of carbon as well as particle size have measurable effect on the velocity of reaction. As will be shown, the data obtained in this study con firm those conclusions. The work was not designed to examine iron oxide reduction equilibrium, but if reaction velocity be defined as the speed with which "a reaction tends to approach conditions of equilibrium," the data here presented may be considered as a study of reaction rates, and the relative degree of reduction to metallic iron as the measure of reactivity.

Out of nine new major iron ore concentrators put in operation during the last three years, or expected to be commissioned in 1968, seven incorporate primary grinding mills and have a total design capacity of 13,150,000 ltpy of pellets, while only two include conventional rod and ball mill grinding circuits for a total design capacity of about 6,100,000 ltpy (Table I). This evolution in the application of primary grinding to hard, fine grained magnetite ores represents an important development in the technology of mineral processing. It has been the outcome of comprehensive testwork in the laboratory and in pilot plants.

That the single charging-bell, properly proportioned, is a good all-around device for distributing material in a blast-furnace can scarcely be questioned; yet it is equally true that, in some cases, it has not given perfect satisfaction; as has been demonstrated by the substitution of double bells, at furnaces under the beat management—generally in cases where anthracite, either alone, or with a portion of coke, was used as fuel. The defect of the single bell seems to be that it does not permit, beyond very narrow limits, such changes in charging as may be required by the temporary conditioil of the furnace. Modern furnaces using Connellsville or other good coke and Lake Superior ores seem to be well served with a single bell. At least, up to a certain size, somewhere about 18 by 85 ft. to 19 by 90 feet, these furnaces make low-silicon pig-iron with about 1,800 lb. of fuel, or in some cases very much less. The following instances occur to me, in which other forms of charging-apparatus have been employed with advantage: 1. Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

FLAKING or hair-line crack formation has been a major problem confronting the producer of large alloy steel forgings.' Today it is generally conceded that hydrogen in one or more forms in alloy steel sections is a requisite for flaking. Hence an obvious remedy is a thermal cycle that reduces the hydrogen content to some low level. In practice, this generally means holding the material at some subcritical temperature for a period of time depending on the size of the ingot or forging. THE suggestion, which appears to find increasing favor, that the elementary composition of coals should be used as the basis of their classification, makes it important that our methods of expressing this elementary composition should be refined. It is doubtful whether many published ultimate analyses of coals are accurate within 1 per cent. carbon. Many are probably as much as 3 or 2 per cent. in error in carbon. It is, perhaps, not always realized that the extreme variation in carbon content over the range of bituminous coals is but 16 per cent. An error of 1 per cent. in carbon on analysis corresponds therefore with one-sixteenth of the whole range, an amount which is unjustifiable even for the application to commercial needs of a system of classification based on ultimate analysis. For the purposes of scientific research such limited accuracy is of little value. The object of this paper is to examine one important source of error in ultimate analysis, that due to the occurrence in coal of inorganic material, and to emphasize the need for the quantitative measurements (of carbon more particularly) on coals to be rendered independent of their contents of such material.

AN elaborate discussion under this heading formed a chapter in one of the reports made by Professor Raymond as Commissioner of Mining Statistics.* In a subsequent report- was printed a paper, by Mr. William Main, Jr., of Columbia, South Carolina, containing a theoretical investigation into the effect of the velocity of impact on the effective ditty of stamps. A visit to the Lake Superior copper region last summer suggested an inquiry into the relative efficiency and economy of the enormous steam stamps of the copper-mills, as compared with the results obtained with the cant and tappet stamps commonly used in the West. The atmospheric stamp used at the Phoenix Mill promised to add interest to the inquiry, as giving an example of unusually high speed, this stamp making 160 drops per minute. In introducing his subject Dr. Raymond makes the following remarks, which are quite apropos of the present investigation : "In considering the economical application of stamping machinery, we meet, at- the beginning, with serious difficulties in obtaining accurate data for comparison. The weight and fall of stamps vary as the shoes and dies wear out; and this may lead to a change of speed also. Moreover, defects in engines, boilers, or machinery for the transmission of power, may occasion serious losses, which cannot fairly be charged to the arrangements of the stamps proper. Again, the capacity of stamp-mills is directly dependent, in some degree, upon the nature and extent of discharge, fineness of screens, and other peculiarities of the battery. Finally the hardness and tenacity of the rock crushed varies so much that comparisons between different localities cannot be implicitly trusted. The industrial practice of concentration of solids and production of clear solution by gravity sedimentation is an old technology. Through the years, many devices have been designed and built to aid this process One of the more significant developments was a revolving rake mechanism to convey settled material to a central discharge point of a circular tank, patented in 1907 (Dorr). In recent years, clarification systems employing parallel inclined plates have appeared on the market; the original device utilizing this principle was patented in 1886 (Gaillet, et al.) Numerous other methods have been invented, tested, discarded, and sometimes reinvented, all with the specific intention of improving the capacity of a particular settling area. Sedimentation theory, as expressed in Stokes' Law, shows that the rate of settling of a panicle is directly proportional to the difference in density between the particle and the surrounding liquid and, more significantly, proportional to the square of the panicle diameter. While this latter effect is less pronounced with larger particles, anything that can increase the diameter will greatly assist sedimentation and, as a result, flocculation always has been an integral part of sedimentation. Most materials suspended in aqueous media are naturally flocculent to some degree and, hence, are readily concentrated by sedimentation, although sometimes very slowly.

In the routine examinatlion of a wide variety of metal specimens it is sometimes necessary to have special methods of polishing in order to retain and reveal certain details in each specimen. Among such special cases is the retention of graphite in malleable and gray cast irons, the preservation of all types of non metallic inclusions in both hard and soft steels, obtaining a scratch-frec surface with soft metals, and avoiding the usual relief effects with very hard specimen. such as tool metals c3o1ltaining various carbide and nitride phases. It, is the purpose of this paper to give an account of some of these special polishing methods in use at the Union Carbide and Carbon Research Laboratories. The polishing procedures outlined have been found to give uniform results. It is obvious that only general rules and the most important working details can be given here. Following these rules, the polisher can obtain satisfactory results if he possesses the necessary patience and has a sincere desire to give as nearly perfect a finish as possible to his work. Procedure The specimen is flattened with considerablecare on a file or sharp cutting sanding belt, since the initial production of a flat surfacc greatly facilitatcs subscqucnt polishing. The polishing motors have two speed., 600 and 1200 r.p.111. ,It higher speeds specimens arc likely to he over-Ileated, therefore the high speed is used only when a saving of time is important. The following abrasive papers are used consecutively: Yo. 2, So. 1, No. 0, No. 00 and No. 000. The final wet polishing is done oil a cloth-covercd metal disk. Woolen broadcloth of the best quality and capable of resisting severe pressure is most commonly used on the last lap. . polishing felt of the type used for polishing optical glass has been found equally satisfactory and is much stronger than broadcloth. PENNSYLVANIA ANTHRACITE LOCAL SECTION On Saturday evening, Jan. 31, 1914, about 40 members of the Institute met at the Hotel Sterling, Wilkes Barre, Pa., for the purpose of discussing plans for the formation of a local section in the Pennsylvania anthracite region. President Rand; Prof. Joseph W. Richards, of the Board of Directors; Dr. H. M. Chance, Chairman of the Committee on Coal and Coke, and Secretary Stoughton were among the guests present. R. V. Norris acted as Master of Ceremonies, and the arrangements were all made in advance by a Committee under the leadership of Charles Enzian, to whom an enthusiastic vote of thanks was accorded at the dinner. An address was made by President Rand, followed by .Professor Richards, who outlined the procedure necessary for the formation of a Local Section. Addresses were then made by W. J. Richards, F. W. Chase,. C. F. Huber, R. J. Foster, F. A. Hill, H. M. Chance, Bradley Stoughton, and others, after which a rising vote was taken, and it was unanimously decided to petition the Board of. Directors for the establishment of the Pennsylvania -Anthracite Local Section. More than the required number of members then signed -the petition, and President Rand announced the appointment of a Committee to organize the Section and arrange for a meeting in accordance with their By-Laws, consisting of R. V. Norris, W. J. Richards, R. J. Foster, Edwin Ludlow, C. F. Huber, Charles Enzian, Douglas Bunting, F. A. Hill, and J. M. Humphrey.
