IN international affairs, the great event of June was the meeting of representative bankers at Paris -for consideration of the arrangement of a large loan to Germany. The conference dissolved in futility. Following this abortive conference, the delegates to the parley at the Hague assembled there on June 15. America is not represented at the Hague, any more than at Genoa. The British view the conference seriously and have Leslie Urquhart, the highest authority on Russia, attending in an official capacity. The Irish had their election and voted by strong majority in favor of the treaty with Great Britain, which was happy, but the general situation in Ireland is miserable. In China there were spectacular military and political events. Economically, Japan was in trouble. Conditions are becoming better in India, although no yet settled. Egypt has troubles still. Australia has a better chance for welfare, following the overthrow of its labor govern-ment early in April last. In Europe it is hard to discern any improvement except in Great Britain. Business in Great Britain has been slowly widening. The future of Great Britain, which is chiefly an in-dustrial country, depends on finding employment for its, 1,750,000 idle men. Personalities figured largely in June. Lenin's health was represented as having failed so that the govern-ment of Russia has had to be-turned over to a trium-virate. All of this has been denied. It is clear that some. mighty events are transpiring there. The assassination of Doctor Rathenau in Germany is probably also an occurrence of portent. The murder of Field Marshal Wilson, in London, tended to in-crease anger in England against the Irish. In the United. States the attention of Congress was concentrated on the soldier bonus, the tariff bill and the subsidy for shipping. All of these projects are economically bad and are of the same nature, viz., the allotment of a bounty to some classes of people, without consideration to the general national interest and welfare.

BBENJAMIN LEROY MILLER, of geology at Lehigh since 1907, is known the world around, for his former students are on every continent. He knows the earth is round for he has encircled it twice, once in 1927, and the other way around in 1937 to regain the day he lost on the first trip. An early trip was to Great Britain and Ireland, another to central Europe, a third to Spain for the International Geological Congress, a fourth to Scandinavia. His trip to the Southern Hemisphere is recorded in "Mineral Deposits of South America." In 1940 he was booked for Australia but because of the war went instead to Alaska. He spent the summer of 1941 in Central America. Thus he has gained a broad. world knowledge of mineral deposits, both metallic and nonmetallic.

Operators concerned with the destruction of their piping by acid mine waters will be interested in the method by which this problem was solved at the Cardiff mine of the Homer group. Rubber lined, or acid resisting metal pipes were found too expensive. Casting concrete lining in pipe would have required a minimum thickness of one inch, thus excessively reducing the pipe's diameter, as well as taking twenty four hours per length of pipe. The Naylor Pipe Co. of Chicago, having experimented with centrifugal lining of pipe with concrete, provided information which eventually solved the problem. An experimental plant was constructed as shown, and the following procedure developed : (1) Kerosene is used to remove the interior oil coating of new pipe. Closed with blank flanges, the pipe is revolved for eight minutes at varying speeds. Stopping and starting the motor achieves a good washing action. The kerosene is then drained off, and similar washing action with caustic soda removes any excess. Swabbing in done with burlap fastened to a 1/2-in. pipe. The Tooele plant is situated at the mouth of Pine Canyon, five miles northeast of Tooele City. The site forms one terminus of the Tooele Valley railway, which runs southwest through Tooele City to Warner, a station on the Los Angeles and Salt Lake Railroad, thirty-five miles southwest of Salt Lake City. An aerial tramway, four miles in length, crosses the Oquirrh mountains and connects the plant with the Bingham district. The plant consists of a lead-zinc flotation concentrator, lead smelter and copper smelter.

Some years ago the open Hearth Committee of the Institute reached the conclusion that the reading of "set" papers tended to preclude the specific and detailed discussion of specialized problems of current interest to those operating steel plants. As an innovation the Committee distributed in advance of the meeting in May, 1927, a questionnaire containing a list of 27 topics involving operating problems. The subsequent discussion of the questions, participated in by 37 members, was a conspicuous success. Semiannual meetings have been held since; and at the conference of November, 1929, at Chicago, 131 men were present and the minutes comprised a book of 133 printed pages, thereby, indicating the growing value of the conference in the eyes of both the metallurgists themselves and the companies that employed them. With this example in mind, the Directors felt that definite advantages would accrue to a similar conference to be participated in by smelter officials and metallurgists engaged in the operation of copper reverberatory furnaces. The settlement of the Carson litigation, which for several years had virtually stopped public discussion of reverberatory practice, offered an opportune time for launching the scheme. Although the Conference may become largely self-financing in the future, some funds were regarded as necessary to conduct the first meeting. The members of the Rocky Mountain Income Committee, in view of the fact that copper smelting was essentially an activity of the Rocky Mountain area, recommended the project be, in effect, underwritten by the Fund, and the directors approved an appropriation for this purpose. Invitations were extended to high executives of the various-companies interested to send representatives to an initial meeting to be held at Salt Lake City, May 26-27. The response was enthusiastic. Twenty-three metallurgists representing 12 different plants were present to discuss the comprehensive-program relating to construction and operating phases of reverberatory smelting. It was understood that the record was not to be included in the regular publications of the Institute but that it would be prepared for private distribution among the participants and the officials of their companies. That the exchange of views and experience was no less instructive and stimulating than it was frank, full and informal is indicated by the following transcript of the minutes of the meeting.

Elastic and viscoelastic behavior of three rocks-Tennessee sandstone, Barre granite, and Indiana limestone-was studied experimentally under uniaxial tensile stress. Cylindrical specimens of these rocks, about 1.0 in. diam and 2.0 in. long, were subjected to incremental constant stress history under uniaxial tension. The stress was held constant for a period of 40 min at each stress level. During this period, longitudinal and transverse strains on specimens were continuously monitored. The straintime history at each stress level was analyzed for elastic and viscoelastic parameters of a generalized Burger model. The viscoelastic parameters under uniaxial tensile stress were compared with those under uniaxial compressive stress. The experimental setup, experimental procedure, analysis techniques, and more significant results are described. This limited research effort clearly indicates the importance of the mechanical behavior of geologic material under tensile stresses.

EARLY in the development of every oil field, the operators of relatively large tracts of land must decide upon a spacing plan for the wells to be drilled upon their respective tracts. Usually it is desirable to have a system of regular spacing laid out over the entire tract, making such adjustments as may be necessary near land boundaries. Unless the dip of the producing formation is very steep, the equilateral triangular arrangement is the one most generally preferred, for the very good reason that it gives the maximum amount of drainage area for the wells up to the limit at which mutual drainage interference begins. Assuming that the equilateral triangular pattern is to be used, there still remains to he decided the matter of distance between wells. Many variable factors enter into the problem of proper spacing, some of which are physical and some economic. It is not the purpose of this paper to discuss these factors, as that has been done in several comprehensive articles during the past few years. In the end the decision must be based upon an estimate of the relative importance of various factors which apply to the field in question and to economic conditions in the oil industry at the time the development is getting under way. Even if the best possible spacing distance should be chosen when the problem arises, changing economic conditions and variation in physical conditions in different parts of the field may cause the original choice to become more or less unsatisfactory. Obviously, it is advantageous, once a spacing plan has been adopted, to avoid alteration of it as the field becomes better known or as conditions in the industry change, and yet be able to vary somewhat, the acreage per well in extending the area of development. Or, it may be desired to provide for an ultimate spacing considerably closer than conditions seem to warrant early in the development of the field. With these contingencies in mind, it is of interest to examine the possibilities which the equilateral triangular system affords. Converting the energy of falling water into useful work is a well developed engineering concept. Much of the electric power consumed in the United States is generated in this manner. It is easy to conceive that the water which flows down long vertical pipelines into deep nines could be utilized in a similar manner by allowing it to operate a turbine at the bottom of the pipelines. The mines in the United States are continually descending to greater depths in search of mineable deposits. Large quantities of water are carried down long vertical pipelines in order to be used for dust suppression, motor cooling, and refrigeration. Pumping the used water back to the surface is also required. The electrical costs associated with mining are also constantly escalating due to both increased demand and rising kilowatt hour costs. To help deal with this problem, the United States Bureau of Mines (USBM) has awarded a contract to Foster-Miller, Inc. of Waltham, MA, to investigate, evaluate, and demonstrate commercially available means of energy recovery for the deep mining industry. In other words, it demonstrates an efficient system for converting the energy of water flowing down vertical pipelines into useful mechanical or electrical energy.

FUEL-OIL was first substituted for coal at these works in September, 1888. It was first applied in the converting-department to the battery of boilers, consisting of 14 tubular boilers, 16 feet in length by 5 feet in diameter. To operate these boilers with coal for 24 hours required 14 strikers, 3 ash-wheelers, 6 men unloading coal, and 2 water-tenders, making a total of 25 men. With fuel-oil the same boilers require for the same period 2 water-tenders and 4 men to attend to the burners, making a total of 6 men. This gives a saving of 19 men, which, at an average of $2 per day each, amounts to $38 per day. Comparing the consumption of oil with that of coal, we find that for the week ending January 5, 1889, with an ingot output of 6403 tons, 2731 barrels of fuel-oil were used as against a necessary consumption of coal for the same work of 848 tons, showing 3.22 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal. Figuring oil at 60 cents per barrel, and coal at $2.15 per ton, we have as the cost of oil $1.93, as against $2.15 for its equivalent in coal. In December, 1888, the rail-mill battery of 26 boilers, of the same dimensions as those in the converting-department, was equipped for fuel-oil. For the week ending January 5, 1889, with a rail out-put of 5208 tons, 5987 barrels of oil were consumed, as against a necessary consumption of coal, to do the same work, of 1805 tons, showing 3.31 barrels of fuel-oil to be equivalent to one ton of Indiana block-coal, which at the costs named above would show $1.98 worth of fuel-oil to he equal to $2.15 worth of coal. The labor required to operate the rail-mill boilers for 24 hours, with coal as fuel,is: 26 stokers, 4 water-tenders, 6 ash-wheelers, 12 men unloading coal; total, 48 men. With oil as fuel, the same work requires 4 water-tenders and 6 men to attend to the burners; total, 10 men; a saving over coal of 38 men in 24 hours, which, at an average price of $2 per day, would be $76 per day. AT THE beginning of November, Mussolini had firmly established himself at the head of the Italian Government. He himself referred to the ascendancy of the Fascisti as the result of a revo-lution and bluntly informed Parliament that it was to vote, as a matter of form, as he ordered, or else be dissolved. One of the great consequences of these events in Italy was the impetus that they gave to simi-lar movements in other countries of Continental Europe. Another great event of the month in world affairs was the repudiation by the Turks of the Mudania agreement and their notification to the Allies that the latter must evacuate Constantinople and allow the Dardanelles to be closed. This had the effect of once more consolidating Great Britain, France and Italy in so far as this question is concerned, and there was prompt refusal to accede to the demands of the Turks. With the advent of November, both the United States and Great Britain were in- the throes of political contests. The result of the American election was a landslide against the administration and especially was it an expression of agrarian discontent and a declara-tion in effect that our domestic affairs are not good in spite of political representations that they are. In Great Britain, the Conservatives were put in power by a substantial majority in Parliament, but the fact that the Labor party became numerically the second party instead of the Liberals and that it polled about 40 per cent. of the total popular vote affords ground for misgivings, especially when it be considered that the Labor party was standing on distinctly socialis-tic and communistic principles. In Russia, there was a sitting of the Third Interna-tionale, to which Lenin in a speech made a quasi-confession of the failure of the communistic experiment in Russia. He admitted, moreover, that Russia could not industrially reconstruct herself without capitalistic help. Nationally the country is making progress. During November, the Far Eastern Repub-lic surrendered to the Soviet, which thus carried Russia back to the shore of the Pacific.

Recent legislation and the heightened environmental awareness of the public have brought about constraints in the location, process selection and operation of the modern electrolytic refinery. The modern electrolytic zinc process incorporating pyro, hydro, and electrometallurgy has emissions, effluents and residues which are acceptable only under severely restricted discharge conditions. Due to the necessity of maximizing zinc recovery, the additional cost of the environmental equipment has to be minimized, which may be achieved by intelligent process and location selection as well as by proper operation of the plant for maximum return to the Owner and minimum damage to the environment.

WE the undersigned, being all persons of full age and citizens of the united States, and a majority residents of the State of New York, desiring to form a corporation pursuant to the provisions of the Membership Corporations Law for the purpose of incorporating, as provided in Section 5 of Article I. of said law, the existing unincorporated association known as American Institute of Mining Engineers, do hereby make, acknowledge and file this Certificate for that purpose, and do Certify as follows: I. That the American Institute of Mining Engineers is an unincorporated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerab and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publications among its members and associates the information thus obtained. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 20th day of December, 1904. The first step in processing municipal solid waste (MSW), principally household waste, for resource recovery is usually shredding. A trommel has been investigated as a step to precede shredding. This way abrasive inorganic materials, such as stones and metals, would be removed prior to shredding, thus lowering the amount of feed and hence maintenance on the shredder. In addition, friable materials such as glass would be removed in large pieces, rather than pulverized too mall to process for recovery. The utility of a trommel for these purposes was investigated on a pilot scale using a unit 9 ft diam by 10 ft long with 4-in. square clear openings. Experimental results indicate that up to approximately half of the MSW may be removed as -4-in. material prior to shredding. The -4-in. fraction contains approximately 70% of the metals and 95% of the glass present in the MSW feed to the unit. Scale-up and cost information necessary for the design of a 60 to 70 tph unit is developed.

At Asarco's Mission mill. located near Sahuarita, Ariz., the 20 500-t/d (22,500-stpd) throughput of highly abrasive and corrosive copper ore can play havoc on equipment wear parts. To minimize frequent replacement work and extend life on key components, Asarco engineers have over the past five years utilized liners made of "Towniprene" in the secondary grinding and flotation area of the plant. Results to date have indicated that these liners last between three and five times longer than those made of metal or ordinary rubber.

Duquesne Light Co. and CAI Consultants, Inc. conducted a demonstration program to establish permanent vegetative cover directly on acidic, deep coal mine refuse. Several plots were treated with formulas varying in soil amendment application rates and plant speak. Periodic monitoring of refuse chemistry indicated when maintenance applications of seed and soil amendments were required. To establish drainage control, the site had to be regraded. The most successful experimental formula was used as the bank for the formula applied to regraded portions of the site. Specific treatment for acidic spots has been initiated. Results of the program indicate that adequate permanent vegetation has been established.

THE history of the development of our great iron and steel industry has been recorded in many publications, not the least important of which are the TRANSACTIONS of the American Institute of Mining and Metallurgical Engineers. During the life of the Institute, of less than 60 years, the annual production of pig iron in the United States has increased more than 23 times. Such a rate of growth may seem small when compared with that of the automotive industry, which has increased 100 times in the last 20 years, or when compared with the growth of other industries of recent birth. The comparison appears less unfavorable, however, when the fact is taken into consideration that the iron and steel industry has existed on the earth in some form for thousands of years. The trade journals, the Department of Commerce and technical societies keep us currently informed concerning technical and corporate developments and the statistics of the American iron and steel industry. Merely to describe the high spots of the industry as it exists today would require a book of no small size. It involves the utilization of about 900,000 people, the payment of $1,400,000,000 in annual wages and salaries, the-investment of $14,000,000,000, the mining annually of 70,000,000 tons of iron ore, 15,000,000 tons of limestone, and 120,000,000 tons of coal. It results in the production of 40,000,000 long tons of pig iron and 50,000,000 long tons of steel ingot. In addition, the industry includes ownership and operation of railroads and steamship lines, the production of cement, timber, coke, gas, by-products, and many other activities. The leading part played by the iron and steel industry in promoting the confidence of the public in corporations and corporate management is well known. The industry has also provided worthy examples of vertical integration and mass production. The social activities within the industry have been no small factor in promoting the fuller development and greater happiness of the American working man-and his family.
