Meeting of Nov. 21, 1913.-The President reported the appointment of the officers and members of the Committee on Non-Metallic Minerals, published elsewhere in this Bulletin. The President appointed the Executive Committee of the New York Section as a local .committee to have charge of the Annual Meeting of the Institute in February, 1914, with power to add to their numbers. It was voted that the Chairman of each Technical Committee, be made ex officio a member of the Committee on Papers and Publications. At the request of the Secretary, Burr A. Robinson was appointed Assistant Secretary of the Institute. E. Gybbon Spilsbury was nominated as representative of the Institute on the John Fritz Medal Board of Award. It was voted that the next summer meeting of the Institute be held in Salt Lake City in August, 1914, with power to the Executive Committee to fix the exact date. Substantial reduction was made in the price of the back Transactions of the Institute in accordance with the notice published on p. i of this Bulletin.. The By-Laws of the Montana Local Section were approved. The printing contract for the year 1914 was made with the Maple Press. Thirty-eight Members, one Associate and three Junior Members were elected.

Transportation cost is a key factor in both the profitability and competitiveness of coal marketing. With coal exportation growing rapidly, moisture control is important. Although in some cases, too much moisture reduction can lead to losses in transportation and pollution problems, there is normally justification for reducing moisture by mechanical means as much as possible. This paper reviews current technology of dewatering coal fines and examines the comparative capabilities of screens, filters, and centrifuges. Financial considerations are stated and implications of capital and operating costs on selection are discussed.

AMIDST the tumult and the shouting of the times, there are perceptible certain tendencies, quiet though serious, to take stock of the situation with a view to putting our house in order, and of these none is more encouraging than the awakening, interest in the higher education, and especially in technical education. Various committees of the professional organizations have cast much light on the matter and have pointed the way to progress and reform, but their scope is necessarily restricted by the requirements of precision and any excursion beyond these bounds must be undertaken by the unfettered individual who is free to rush in where responsible committees fear to tread. A discussion of the bearing of the higher education on character scarcely lends itself to objective treatment and yet, fraught as it is with imponderables and abstractions, the theme cannot be escaped in any com-prehensive scheme of education. The question is being pressed with growing insist-ence, why these United States, relatively to Europe, are deficient in intellectual output, and the ready reply, "Because America is a new country and Americans are too intent on developing their natural resources," is too facile and too false to carry conviction.

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rock,1,2,3 metal,4,5 and wood6 have been reported to serve various applications. A number of papers have been published on these subject, 7,8,9 some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'.7 Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making holes, only conventional drilling fluids have been considered. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (1 ½ in. ) and full-scale bits (6 ½ -9 5/8 in. ) . In view of the application of jets in deep holes, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids.

A residence of 14 Sears in the Republic of Colombia, spent . in almost continuous traveling and prospecting-trips, has given me an intimate knowledge of the resources of that wonderful country. The man who best knows Colombia is unquestionably General Rafael Reyes, President of the Republic for the past three years, and with seven years more to serve in his present term. Such is the strength of his personality and the wisdom of his policies that his term of office will no doubt endure as long as he is milling to serve. The vastly improved economic situation and the brilliant outlook for Colombia are so directly due to the influence of President Reyes that a few lines concerning him will not be amiss, if they serve towards a better understanding of his personality. Born of a distinguished ancestry in the mountain~ of Boyaca, he is now 57 years old, just the age of his friend Porfirio Diaz when he began the work which has placed Mexico in the rank of great modern nations. Production scheduling, along with production planning, provides projections of future mining progress and time requirements for the development and extraction of a resource. These schedules and plans are used by management as a means of attaining the following objectives (1) maintaining or maximizing expected profit, (2) determining future investment in mining, (3) optimizing return on investment, (4) evaluating alternative Investments, and (5) conserving and developing owned resources. The first four goals are generally concerned with mining costs, both capital and operating requirements, and as such, play an important role in production planning. However, this chapter is concerned with the fifth management objective of resource development in order to conserve and perpetuate the corporate entity. The following discussion is based on the premise that detailed economic evaluations and market surveys have been performed and analyzed and that the results indi¬cate a viable project.

In discussion of Mr. Macdonald's paper, I can say little more thau to add t~ the general acknowledgments of iguorae, and like several of the gentlemen who have preceded me, make one of those confessions which are thought to be good for the soul. Having had some experience in the erection of bridges during past years, I am aware that We yet need much information in order to proportion them to the best advantage. I would more especially like to emphasize three of the points mentioned by Mr. Macdonald, as among those upon which we lack knowledge; these are: first, the behavior of steel; second, the proportions of compression members; and, third, the influence of the size of a bar upon its strength per square inch. First, as to steel. While we all acknowledge this as the material of the future, our position map be said to be still one of expectaucy. First discovered and claimed in 1929, the Cordero cinnabar deposit lies 11 road miles southwest of McDermitt, Nev., near the Nevada-Oregon boundary. The name "Cordero" means "little lamb" in the Basque language and is symbolic of the fact that the first ore specimen was found during the lambing season. The Bradley Mining Co. held the property for several years during the early thirties, but it was not until 1939 that Cordero Mining Co., a subsidiary of Sun Oil Co., entered the picture. The company, then known as Horse Heaven Mines, Inc. conducted preliminary work in 1940 which proved enough near-surface ore to warrant the construction of a mill during the following year. By 1943, Cordero was being rapidly depleted when deeper churn drilling intersected the large underground orebody that is still being mined today.

Tetartohedral Class (12) Mathematical Relations to the Tetragonal System THE TETRAGONAL SYSTEM includes all the forms which are referred to three axes at right angles to each other of which the two horizontal axes are equal to each other in length and interchangeable and the third, the vertical axis, is either shorter or longer. The horizontal axes are designated by the letter a; the vertical axis by c (see Fig. 166). The length of the vertical axis expresses properly the axial ratio of a : c, a being uniformly taken as equal to unity. The axes are orientated and their opposite ends designated by plus and minus signs exactly as in the case of the Isometric System. Seven classes are embraced in this system. Of these the normal class is common and important among minerals; two others have several representatives, and another a single one only. It may be noted that in four of the classes the vertical axis is an axis of tetragonal symmetry; in the remaining three it is an axis of binary symmetry only.

A study of solid solutions has long been a source of interest because of the conditions controlling their formation. X-ray investigations so far have been conducted with the idea that there were two types of solid solutions. In the first type, an atom of the solute was supposed to replace an atom of the solvent in the crystal lattice. In the second type, an atom of the solute was supposed to lie in one of the interstices between the atoms of the solvent. These pictures both require that the sizes of the atoms must play an important part in the process of solution. It is the purpose of the present investigation to study the mechanism of solid solution, using pure silver as the solvent, and pure aluminum as the solute. X-ray measurements show that these elements have the same "shape" of atomic domains1 (they both crystallize as face-centered cubes) and that their atomic diameters differ by less than one per cent.' The results of the present investigation point toward a chemical rather than a physical picture of the nature of solid solution, and make the older pictures merely special cases of a more general picture. The new theory has the advantage, too, that it offers a rational explanation of certain phenomena which hitherto have been only interesting detached facts. The aluminum-silver system which was chosen for this study has been studied by various methods by several workers. By means of thermal analysis Gautier2 and Petrenko3 have determined the phase diagram. Hansen studied the aluminum-rich alloys by means of thermal and microscopic analyses. He showed that at high temperatures silver dissolved in aluminum to the extent of 47 per cent by weight at 560" C. But this solubility decreased to 1 per cent at 200" C. Westgren and Bradley5 made an extensive X-ray study of these alloys. They used the change in the lattice parameter of silver as a criterion of the solution State College, Pa.

The purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the individual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and supervisor for safety is the problem of The Koppers Coal Co., as it is the problem of all coal companies. Safety Rules A simply stated set of Safety Rules and Practices for the government of employees is the starting point with The Koppers Coal Co. There are but 13 of these rules, which are short, easily understood and followed by a campaign of education and inspection. This paper deals with the application of froth flotation techniques to the beneficiation of kaolin clay and phosphate slimes, two very fine particle sized materials. The kaolin problem involves the removal of a small amount of a contaminating mineral (anatase), while the phosphate problem involves the concentration and recovery of a much larger percentage of apatite. Due to these differences, and also different response to flotation, the two problems are discussed in separate parts of the article. An idea of what is meant by "Ultrafine Minerals Or Slimes" as used in the title can be had by an examination of Fig. 1. Particle size distributions are presented for a crude kaolin clay, a coarse fraction and a fine fraction. The crude kaolin as mined was blunged with water, degritted through a 325-mesh Tyler screen, and dispersed with sodium silicate. The dispersed crude was then centrifuged in the laboratory into the coarse and fine fractions shown in the figure. The distribution curves were obtained by the well known sedimentation technique of Casa-grande1 using a long arm centrifuge to obtain equiva- lent spherical diameters down to 0.2 p on the finer fraction. Fig. 1 shows the coarse fraction kaolin to be 50% finer than 3 p, while the crude kaolin is 509 f'lner than 1.4 p, and the fine fraction 50% finer than 0.46~. For comparison 53 p on the horizontal scale would represent Stokesian diameters which would just pass a 325-mesh Tyler screen, taking into consideration the Andreasen sieve correction factor of 1.22 times the screen opening. 2 Another helpful comparison is the surface areas, which in square meters per gram, are 0.044 for 53 p particles, 0.77 for 3p, 1.65 for 1.4 p and 5.0 for 0.46 p particles. Fig. 2 is an electron micrograph of a similar fine fraction kaolin showing the hexagonal plate-like particle shapes.

THE PURPOSE OF THIS PAPER is to lay a foundation of elementary theory that might be useful in the discussions which it is hoped will be evoked during this Symposium. It is not my purpose to try to expound the details of the most complete theories as that would be impossible in the time at our disposal and, even if time were available, would probably be of less usefulness than a discussion of the principles underlying the advanced theoretical treatment. I shall try to discuss the fundamental bases for these advanced theories. There exists at the present time very much less need for a detailed description of complete theory than existed when this Symposium was being organized. The reason for this is that a series of papers by L. R. Underwood has been appearing in the magazine Sheet Metal Industries. It is understood that this series will he published soon in the form of a book. Dr. Underwood's articles are complete, critical and well written and it would be hopeless to try to do better in less space. The need, then, is for a brief treatment of basic theory. The objective of any theory of plastic forming- is to enable one to calculate the force and power requirements for the process, and where the deformation is not uniform, to calculate the distribution of strains- In the formed object. We need as the basis for the calculation the relationship between stress and strain in the metal, particularly for the combination of stresses imposed by the forming process. We need to know the stress-strain curve for some simple state of stress, and we need in addition some theory
