§1. FOUR ASPECTS OF FLOW in the plastic deformation of steel by overstrain, such as punching, wire-drawing, tensile rupture, etc., are: (1) The inter-granular, i.e., the relative movements of the several grains, each as a whole; (2) the intra-granular, i.e., the relative movements of the masses of ferrite or cementite and pearlite within those grains; (3) the intra-pearlitic, i.e., the relative movements of the pearlitic ferrite and cementite; and (4) the crystal unit slipping, i.e., the travel of the minute units past each other, along the slipping planes, giving rise to the slip bands of Ewing and Rosenhain. It may be objected justly that (2), (3), and (4) are in a sense "intra-granular," and that (4) is in a sense "intra-pearlitic." Hence clearness may be gained at times by calling these "Movements of the 2d, 3d, and 4th orders" respectively.

PRACTICALLY all underground work on the Minnesota iron ranges is done by miners working on a so-called contract wage system. This system, while it has certain advantages over the straight day's pay or company-account method of wage payment, has serious and vital defects. In view of the scarcity and demands of labor, it is important that employers of labor scrutinize their systems of wage payments carefully, not only to save losses and trouble, due to labor disturbances, but also to secure the greatest efficiency of their workmen and reduce their operating costs. It is admitted that an adequate, just, and equitable wage is the prime factor in bringing about these benefits. The wage of labor and its method of application and payment have been, and always will be, the main factors in the unrest and dissatisfaction of labor. Not only does labor want and need an adequate wage, assuming that work is adequately performed, but it wants and is entitled to a just and equitable wage. Labor must have respect for the fairness of the wage and for the fairness of the management in the application of the wage. It is conceded that the Minnesota iron miners are now, and have been, in the main paid adequately, but the inherent defects of the so-called contract system prevent any just or equitable application of this wage to the various units of the labor body. The defects of the contract system, with its obvious inequalities, favoritisms, and injustices, are cancers in the brain of labor. Every thinking miner realizes these defects and knows just what they are; the unthinking do not realize the details of the subject, but each month they are forcibly reminded of these defects through the pay envelope. As practiced on the iron ranges, however, the so-called." contract" system is not a contract and the name is a misnomer. No true contractual obligation exists.

WITHIN the last twenty-five or thirty years the actual operations of the great mining industry have passed almost wholly under the charge of men trained in the technical colleges. It follows that the industry is profoundly influenced for good or ill by the character of the training which the college graduate receives, and the relations existing between the industry and the colleges. This fact seems to be generally recognized, as evidenced, for example, by the existence of a Committee on Technical Education created some two or three years ago by the Mining and Metallurgical Society of America. In 1921 this committee rendered a very able and. extremely well poised reports of technical education as applied to the prospective mining engineer. It deserves the attention of every one interested in the effectiveness of engineering training. That the importance of the relation between the mining industry and the engineering colleges is recog-nized is evidenced also by the mass of criticism, usually adverse, which is proffered to and often hurled at the colleges by those in the industry. The man inn the field sometimes goes so far as to say that engineering educa-tion is hopelessly inefficient and its product worthless, while the college worker sometimes complains that the demands of the industrialist are too numerous and conflicting to be met, and adds that they would' best be ignored. Between these extremes, there seems to be a general consensus of opinion that the training of the would-be engineer can be, and. ought to be, made much better than it now is.

WHEN thinking of industrial relations, we must not confine the term to what is ordinarily called "welfare work;" viz., organizing baseball teams, departmental parties, athletic contests, and such things. These are all of interest but not very helpful in solving the problems of industry. We must think of industrial relations as that understanding developed between workers and management that permits of harmonious progress because of a mutual understanding of each other's problems. Most of the industrial unrest, discontent, mistrust, or antagonism is due to misunderstanding; and that misunderstanding is the direct result of not having taken the workers into our confidence. If they are merely cogs in a machine, employed to do certain things, and have no interest in anything but the receipt of the pay envelope, we cannot expect intelligent harmonious progress. There are still some people who think that the interests of management, or capital invested in a business, and the interests of the worker are diametrically opposed. That is an unfortunate belief; the interests are identical. If the worker does not understand what his part of the work represents, what the management's part represents, and what the invested capital's part represents, he is bound to have a misconception, of the matter and will think only in terms of the pay envelope. The methods used for producing a better understanding between workers and management do not much matter so long as the end is attained. Some plants prefer shop committees; others attempt to work through the foremen in the various departments; others, by personal contact-between the management and the men, especially if a shop is small. It does not really matter how the end is attained as long as the object is accomplished. The best type of industrial relations can probably be attained when the mystery is taken out of industry-when the workers understand what they. are a part of, what their function is, what they are contributing. They should also understand something of fundamental economics-that it is not just a question of getting all they can and giving just as little as possible but that their contribution makes for expansion, progress, and permanence, and opens a field of activity for themselves that other-wise would probably be blocked.

The fundamental mechanism of the deformation of zinc has been thoroughly described by several prominent investigators, particularly Mark, Polanyi, and Schmid,1 Mathewson and Phillips,2 and Schmid and Wassermann.3 The deformation of zinc occurs primarily through slip along basal planes (00.11, and secondarily through twinning on pyramidal planes of the form (10.2). In addition to these basic studies on single crystals, there have been a number of determinations4,5 of preferred orientations developed in rolled, polycrystalline zinc. In no case, to our knowledge, has there been described the development of oriented structures in zinc as a result of a systematic series of rolling treatments. The work included in the present paper shows the changes in orientation produced in a zinc alloy by successively increasing degrees of cold-rolling reduction. This alloy has the same crystal form, hexagonal close-packed, as zinc, but its susceptibility to hardening for a given degree of working is much greater because of its higher recrystal-lization temperature. Experimental Procedure Composition of the Alloy and Rolling Treatment The alloy used in this investigation consisted of zinc of 99.9 per cent purity to which 1 per cent of copper and 0.01 per cent of magnesium had been added.

A MINING institute open to all men interested in any branch of the mining industry will be held at the Col-lege of Mines, University of Washington, Seattle, during the week beginning March 5. Prospectors, miners, mine owners, persons interested in metallurgy, investors in min-ing enterprises, and the public generally are invited to at-tend. This institute will take the place of the Winter Min-ing Session which originated at Seattle in 1897 and con-tinued for twenty-eight years. The complete new equip-ment of the Mines Laboratory will be used to give demon-strations of new machines and processes of mining, ore dressing, and metallurgy. This year the ceramic industry, including cement and branches of clay working of special Importance in the Northwest, will be included in the insti-tute. All instruction will be given by specialists. Prominent technical men and managers will give lectures on their special subjects. Among the speakers engaged are G. T. Jackson, formerly superintendent of the Alaska-Gas-tineau and the Chichagof mines, who will speak on the mining of large bodies of low-grade ore; R. F. McElvenny, superintendent of the Tacoma Smelter, on the nature of contracts that a smelter can offer to mines and prospects; M. D. Leehey, mining lawyer, on some popular errors re-garding the mining law; H. H. Townsend, on the explora-tion and purchase of prospects by operating companies; J. L. McAllen, on quartz mining in the Willow Creek dis-trict, Alaska; F. Powell, on gold dredging. In the evenings, lectures illustrated by stereopticon views and moving pic-tures will be given. The week will close with an excursion o mines and plants.

After surveying the beneficiation techniques in the Florida phosphate field, it is apparent that optimum beneficiation of this ore is a difficult task. Due to continually changing grade, size distribution and basic nature of the ore, there appears to be no universal technique nor a single reagent entirely satisfactory for achieving optimum metallurgy under these dynamic conditions. Although no major change in the basic flow sheet has been made in the last 20 years, there have been many refinements of the process in recent years which have helped increase production, improve recovery, lower unit cost of operation and make the beneficiation of lower grade deposits economically feasible. Among the significant changes is the use of larger plants and equipment which has helped to increase production significantly. The use of cyclones has facilitated and reduced the cost of slimes removal in these large plants. There have also been several new approaches to the flotation of coarse phosphate that are mentioned in the text of this paper. Lastly, significant improvements have also taken place in the area of flotation reagents.

Shear strength assessment and the associated variability in rock masses historically have been hindered by high costs and biases in laboratory testing programs. An in situ direct shear device was developed on the principle of the previous borehole shear device for soils. Using wedge action to simultaneously apply normal and shear stress to an envelope of material on the periphery of a borehole, the device develops a complete Mohr-Coulomb failure envelope. Tests performed in homogeneous materials show expected strengths and their variability equivalent to laboratory tests. However, tests in a structurally non- homogeneous coal did not display significant variability. A 38 mm diam borehole was used in this work; however, larger or smaller bore- holes may also be used within the size limits of the device. The device is employed in holes commonly drilled for rock bolt placement, at 1 to 2 minutes per test.

CONSIDERABLE uncertainty is revealed in the literature regarding the nature of the titanium minerals which make up the bulk of the heavy, opaque fractions of numerous beach sand deposits of the world. An investigation was made, therefore, of beach sand concentrates of North Carolina, Florida, Brazil, and India. Magnetic concentration, X-ray, and microscope data were obtained which show that these concentrates consist essentially of ilmenite and its alteration products. The alteration, brought about by oxidation and leaching of iron values, has resulted in upgrading the ores to a range of 56 to 64 pct TiO2, as compared with 52.7 pct in ilmenite of theoretical composition. Conclusions drawn regarding the nature of the dominant titanium-bearing mineral in beach sand deposits have been based mainly on chemical composition, specific gravity, and petrography. This material has usually been referred to as ilmenite or weathered ilmenite. It has also been referred to as arizonite because in chemical composition it resembles an occurrence in Arizona which was described by Palmer1 in 1909.

Hydrolytic stripping is the process whereby metal ions in a loaded solvent extractant are hydrolyzed by water, typically at 130°C to 200°C (265°F to 392°F). Equilibrium hydrolytic stripping tests were done on Versatic 10 solutions containing various metals, singly and in mixtures. Single solutions of Fe, Ni, Cu, Mg, and Mn precipitated [a]Fe2O3 Ni(OH)2 Cu2O + CuO, Mg(OH)2 and [?]Mn203 respectively, during hydrolytic stripping. Several mixtures containing iron precipitated magnetic spinel ferrites, MFe204. No other combinations formed mixed oxides. It is proposed that the mechanisms for hydrolysis and precipitation of iron in loaded Versatic solutions are similar to those for iron hydrolysis in aqueous solutions. Magnetic interactions between mixed carboxylate complexes are thought to be responsible for the homogenous nucleation of magnetic mixed oxides in preference to single oxides.

The grain-refinement effect of electromagnetic stirring of Sn-Pb alloys during solidification is investigated at higher field strength and in larger-sized samples. It is found that the grain-refining effect is due to a crystal multiplication phenomenon rather than a nucleation phenomenon. The effect increases with sample size for a fixed field strength and a fixed supercooling bath temperatures. The effect in other alloys was investigated. IN a recent publication1 it was reported that significant grain refinement could be produced during the solidification of a supercooled melt of Sn-Pb alloy when a critical degree of electromagnetic stirring was present in the melt. Thus, for a particular supercooling, AT, a critical magnetic field, Hc, existed at which the number of grains per unit volume, n, increased rather abruptly by a factor of 103 to 104 as the field, H, was increased by a small amount. It was further found that the undercooling at which the melt spontaneously nucleated, ?Tn, was independent of the magnetic field. These authors matched their experimental results against the qualitative expectations of existing theories and found each theory somewhat unsatisfactory. One important question that was not answered in this previous work was "should the effect be classed as a nucleation phenomenon or as a crystal-multiplication phenomenon?" Other valid questions that need answering are: i) do higher magnetic field strengths alter the nature of the results?; ii) what is the effect of higher lead content in the alloy?; iii) what changes occur when one extends the experiments to larger-diameter samples?; and iv) is this a universal effect applicable to the grain refinement of all materials? The present work directs its attention to answering these five questions. The

Meeting of Sept. 25, 1914.-The Committees to have charge of the arrangements for the Annual Meeting in New York, Feb. 15 to 18, 1914, were appointed. It was voted that the Secretary of the Institute take up with the Chairmen of the Local Sections the question of arranging for the transportation to the meetings of the Institute of the members of the respective sections. The Board of Directors unanimously voted to extend to each and all of the members of the Local Committees of the Salt Lake Meeting its hearty thanks for their efforts which resulted in the very successful meeting. The President was authorized to sign the letter to the President of the United States in regard to the appointment of some representative of the mineral industry upon the Federal Trade Commission. An appropriation of $250 was granted to the Southern California Local Section. The By-Laws of the Utah Local Section were approved. The Editor, with the full realization of his own forgetfulness of political duties until it is brought to his attention perhaps by some unfavorable election already. consummated, wishes to remind the thinking men who compose the body of the membership of this Institute that never before in the history of the country has it been so important that we should be represented at Washington, and in our State Legislatures, by men of vision, high character, courage, broad experience in the more important affairs of life, and undoubted loyalty. Let us all endeavor to secure the nomination and election of this type of man, and let us, each in his own district (which collectively will represent practically every important locality in the Union) carefully scrutinize all candidates for election and work for the-best one who seems to have any chance of being. successful. Let its place ourselves in communication with political leaders, newspaper men of prominence, and public men generally, strengthening our own appreciation of the importance of the election at this time and cooperating for the purpose of obtaining candidates of the highest character. Upon the men of intellect depends chiefly the burden of wise selections at this time. Congressional elections will occur this Fall in the following states:

Densities of SAE 1020 (I) and ingot iron (II) decreased with cold rolling to minima at 60 pct reduction, whereas high-purity iron (III) was unaffected. I recovered promptly with annealing; II, sluggishly and incompletely. Hydrogen occlusion of III or II was barely affected by 60 pct cold reduction, but that of I was increased a hundredfold. IT has been reported of iron that its density is decreased and its occlusive capacity for hydrogen is increased by cold work. One of the most interesting aspects of each of these properties is that the changes brought about by cold work are not necessarily eliminated by annealing and recrystallization. Yet recrystallization is generally accepted as restoring to their original condition the properties or characteristics altered by cold work. A number of investigators have reported a decrease in density with cold reduction. Two1, 2 have shown that annealing after cold reduction may not return the density to its original value. It has been suggested' that cracks or flaws in inclusions produced during cold drawing contribute to the lowering of the bulk density of the metal. Extremely high-purity copper has been reported as not exhibiting a density decrease with cold reduction. On the other hand, calculations' indicated that grain distortion by itself can produce expansion of the order of magnitude of the changes observable. Maier" showed that both the density of iron and that of copper passed through a minimum with increasing cold reduction. Although much information is available on the subject of hydrogen in steel0, 7 and it is well known that plastic deformation of a metal may increase its occlusive capacity,8-12 most of the reports pertain to charging the metal with hydrogen by cathodic deposition or with acid. Darken and Smith,'" who employed acid charging, emphasized the great influence of cold work on the occlusive capacity of iron for hydrogen and showed the inability of a prolonged high-temperature annealing treatment to restore the occlusive capacity of cold-worked steel to the value exhibited in the hot-rolled condition. That the American Institute of Mining Engineers is an unincor¬porated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals-and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publi¬cations among its members and associates the information thus obtained. At a special inaugural ceremony in Blue Hill, Maine on August 3rd, Governor John H. Reed detonated the first blast to signify the beginning of development work on a new copper-zinc mining venture that seems destined to focus increased interest in the mineral potential of that State. The property which is the first new base metal mine to be discovered in the northern Appalachians in 30 years, is owned by Black Hawk Mining Co., a subsidiary of Denison Mines Ltd. of Toronto. When it goes on-stream in 1966, it will join Ducktown, Tenn., as the only active copper producing region, east of the Mississippi River. According to official reports submitted by the Company to Robert G. Doyle, Maine's State Geologist, Black Hawk has found ore reserves totalling 4.5 million tons. Assays show 2.8 million tons of 2.0'; copper and 0.4 oz. of silver per ton; 1.2 million tons of 16.75% zinc and 0.58% copper; and 0.5 million tons of 6.75% lead with 4.25 oz. of silver per toil and some zinc.

Thirteen Directors, the Secretary, and seven guests were present. The formation of a Philadelphia. Section was discussed. The proposed rules for admission of additional societies to membership in Engineering Council were approved. An invitation was extended to the American Institute of Metals to become affiliated with the Institute upon the general terms proposed in the report of the Joint Conference Committee of the American Institute of Metals and the American Institute of Mining Engineers. The request of the Iron and. Steel Committee to hold a meeting in Milwaukee during the week of Oct. 7, 1918, was granted. The reports of the Treasurer and Finance Committee were accepted. A change in the By-laws was proposed. Thirty Members, two Associates, and four Junior Members were elected. The status of two Junior Members was changed to Member. The resignations of seven members were accepted. The clues of two members who are on active duty at the front were remitted. One member was reinstated to membership.

IN flotation lime is used to depress pyrite. For this purpose it is preferred to caustic soda. The low cost of lime and the widespread availability largely account for this preference. However, there is some evidence' that pyrite is more readily depressed by calcium than by sodium ions at the same pH. To measure the difference in adsorption of calcium and sodium, which is thought to lie at the basis of the differences in depressing action, radionuclides of calcium and sodium have been used. The experimental work has included an evaluation of the effect of dissolved oxygen, of the concentration of calcium or sodium, of the concentration of hydrogen ion, and of the anions present. Preliminary work in the investigation entailed preparation of the pyrite, development of a technique for counting pyrite coated with Ca and Na, the radionuclides used, and development of an apparatus to study the adsorption of calcium and sodium on pyrite. The main experimental work included calcium adsorption and sodium adsorption studies detailed below. The following are the most salient observations made during these experiments. The mathematical analysis, which is an essential part of this paper, has revealed the interesting fact that contrary to the opinions of many, determinate and measurable economic factors are largely responsible for the price of crude oil. It should, however, be well understood that the results of this analysis are applicable, without qualification, only to the particular period and market studied. There are certain peculiarities of the petroleum industry which make the consideration of its economics very difficult, and at times practically impossible. Noneconomic factors often become highly important and have serious economic effects, which make unqualified predictions based on economic data extremely hazardous and ill advised. However, in spite of the attendant difficulties there are many problems, especially in price analysis, to which approximate solutions must be made for the proper guidance of public and private policy, but their limitations should be kept clearly in mind. An understanding of the nature of prices is of fundamental importance for a number of purposes. Measurement of the motivating factors giving rise to trends and other price movements is essential to forecasting for the intelligent engineering and financial administration of the industry. The fixing of prices, maintenance of an intelligent industrial dictatorship, or the making of other industrial adjustments, demand, for success, an accurate understanding of their probable consequences. The establishment of a system of equitable relations within an industry, or between industries, by methods other than the natural competitive ones, requires a thorough knowledge of the price structures and the nature and trends of the normal and basic prices of their products. This research has shown that in this case, even though the statistical records are only fair, quantitative economics offers a direct and satisfactory approach to the problems of economic consequences dependent on the reactions of mass intelligence.
