A complete rational analysis for design of excavation slopes and loaded rock masses is a desirable but perhaps unattainable goal. Irregular external and internal boundary conditions, poor understanding of failure criteria for large masses of rock, capricious material properties, and the importance of indeterminate forces and inaccessible and virtually unsampleable rock defects emphasize the importance of experience in this aspect of rock engineering. The experience must be correlated with geological factors. In certain regions the accumulation of such experience through the observation of existing rock slopes in various formations constitutes an important aspect of studies for design of rock excavations. In former times an accepted method of rock construction consisted of trials and adjustments. This approach is not often compatible with present methods of contract management. With the development of improved instruments and warning devices such as inclinometers, piezometers, relays, stress meters, and rock noise detectors, modified trial procedures of rock construction may reappear in specific applications. In spite of the great advances made, development of methods to predict the performance of rock slopes, abutments, and foundations deserves vigorous effort. Two distinct approaches may be taken. The rock mass in question may be considered a continuum and the stresses and strains throughout the region of influence of the work may be calculated. Or, the rock mass may be described as a discontinuum whose stability calculation involves the statics and kinematics of accumulations of rigid blocks. The prototype must lie in the range between these contrasting models. As yet, however, there is little reconciliation between the two methods

Electrolytic metal reduction operatios in both aqueous and molten salt electrolytes are being studied by digital signal analysis. The purpose is to determine the relationship between the physical processes occurring in the cell and the frequency spectrum of the cell's fluctuating electrical parameters. The fast Fourier transform of cell voltage (in galvanostatic operations) or cell current (in potentiostatic operations) is computed on-line in real time for the electrorefining of zinc in aqueous acid chloride solutions.

CHARLES P. BROOKS Charles P. Brooks, who had been identified with the mining industry in the West since 1874, having served at various times as mining and consulting engineer for most of the largest mining properties in Utah, died Dec. 11, at his home in Salt Lake City, of heart failure, after an illness of about one month. He was a very close business friend of the late Thomas Kearns and David Keith. In recent years he had been closely identified with the Silver King Coalition Mining Co., the Chief Consolidated Mining Co., the Grand Central Mining Co., the Prince Consolidated Mining & Smelting Co., and many other large properties. Mr. Brooks was born in Washingtonville, Orange County, New York, Aug. .21, 1851; he was the son of Charles Edward Brooks and Adeline Cannon Brooks. When 14 years of age he attended school at Chester, N. J., for one term, and accompanied the assistant principal of Chester Academy to New Paltz, N. Y., and finished the school year there. In 1866 he entered Dr. Stiles's school at Deckertown, N. J., and later the Sheffield School at Yale in 1867, where he received the degree of civil engineer with the class of 1870.

For the technological age in which we live, with the constant goal of further improvement in the efficiency of mechanized systems, the need for a replacement of the antiquated drill and blast method of shaft construction has been recognized. For over a decade now; the trend in shaft construction has been toward large diameter bored shafts using either raise boring methods or more flexible, rodless "down the hole" boring machine. The limits of conventional shaft sinking have been reached, the mining regulations are more stringent, and the environmental agencies more aggressive, all contributing to the growing need for development of the rodless shaft boring machine. In the last three years in the United States, world shaft construction records have been achieved using a V-Mole machine, designed by Mirth GmbH of West Germany, using American electrics and hydraulics. Shafts of 7.0 meters (23 feet) diameter, totaling 2,255 meters (7,400 feet) in depth have been constructed at high advance rates, yet with unusually low accident rates. Bearing in mind the high cost of today's mining labor and the inherent danger associated with conventional shaft sinking, this alternative method of shaft construction achieves a fast, competitive, low manpower requirement, whilst enhancing a safer environment for the labor force. Recent results have proven that program time savings of 50 percent over conventional shaft sinking can be achieved which can be directly translated into improved client cash flow projections and more accurate project budgeting.

The microstructural changes during rolling and at various stages of recrystallization in (111)[112] oriented single crystals of Si-Fe have been studied by transmission electron microscopy. At very low deformation, the dislocation structure consists of jogged dislocation lines, edge dislocation dipoles, and numerous dislocation loops, which may be interpreted by the jog-formation mechanism in moving screw dislocations. Up to 70 pct rolling reduction, no sharply defined cells are formed. Subgrain forma- tion takes place somewhat earlier in the annealing process than in a similarly processed (110)[001] crystal. This may be partly responsible for the reported difference in the rate of recrystallization between (111)[112] and (110)[001] crystals. Evidence indicates that the formation of recrystallization nuclei occurs largely by the coalescence of sub -grains. This is consistent with previous observations on other Si-Fe crystals. AVAILABLE data in the literature indicate that the main features of rolling and annealing textures in (111)[112] and (110)[001] crystals are essentially similar. A 2-year moratorium on accreditation of curricula bearing new designations has been declared by Engineers' Council for Professional Development at its Executive Committee meeting on July 29, 1952. Reason: a more definitive description of what the contents of a curriculum should include to be appropriately designated as "engineering" is needed. This action was brought on by the Committee of Evaluation of the American Society of Engineering Education which had become perturbed over the extension of the name "engineering" to numerous fringe curricula. The 2-year period will permit time for the Committee on Evaluation to study the question and make a recommendation for further action by ECPD. ECPD action also provided that the following curricula should only be given provisional accreditation for one year upon either inspection or reinspection; such provisional accreditation to be extended annually for not more than two successive years pending the report: Engineering Physics, Engineering Mechanics, Geological Engineering, Geophysical Engineering, and Textile Engineering. There are 22 such curricula now accredited.

Multiple seam mining and its associated problems are very serious in Southern West Virginia where poor planning or lack of knowledge in seam interaction often results in complete loss of coal properties. Several measures have been proposed to alleviate the interaction problems under various multiple seam conditions, but few of them are specific in terms of mining plan. Two parallel approaches are adopted for this paper. One is field investigation which consists mainly of mine site visits and gathering of data. The other is the two-dimensional finite element simulation of mine workings using the data gathered as input. Two typical cases which represent the past and present multiple seam mining practice in West Virginia were investigated. Much attention is focused on the interaction problems experienced and the important parameters controlling interaction. Several key parameters controlling interaction in multiple seam mining were analyzed. Proper mining plans, by which the interaction problems can be minimized, are proposed for the individual cases after a better understanding of the interaction mechanism was realized through finite element analyses.

IT is impossible to mention by name all the men and organizations that contributed to this volume. The original manuscripts of the chapters contained acknowledgments of various lengths, but space limitations make it impossible to print them. Suffice it to say that virtually everyone active in coal preparation in the United States contributed directly or indirectly to the contents of the volume. Special thanks are given to manufacturers of preparation machinery for their courtesy and willingness to furnish data, photographs and drawings. I am extremely grateful to Lupo Cinco, Alfred C. WARING,* Altoona, Pa.-The necessity for conserving tin has recently been very forcibly brought to the attention of all consumers, and efforts are now being made to reduce the tin content in certain alloys or to substitute other alloys not containing tin. The approximate composition of the non-ferrous alloys in general use on the Pennsylvania Railroad are given in the accompanying table. Phosphor bronze is used principally for rod bushings, main-rod brasses, and crosshead shoes. Ex. B bronze is used to a small extent for backs of car and coach bearings, but the majority of these are now made of the car-journal bronze, which contains, on the average, about 5 per cent. tin.

The Anglovaal Group has released details concerning its new processes for recovering platinum group metals, stating that the Group's system, which involves batch processing and precipitation methods for these metals (PGM's), leads to faster recovery times, increased recoveries, and higher purities than the conventional process. Insofar as South Africa's Merensky Reef is concerned, the Anglovaal method of recovering palladium first (as opposed to platinum in the conventional process) enables it to use a much simpler process in the subsequent recovery of platinum and other metals. Because the processes give cleaner separations, the volume of material to be recirculated -and therefore the total volume of material in the recovery circuits- is reduced substantially.

Since 1976, Cia Vale do Rio Doce (CVRD) has carried out tests to develop a type of pellet made with an organic binder. Peridur is one binder that showed it could be used in industrial plants. Extensive tests were run in CVRD's pilot plant. The results are presented in this paper. The decision was made to carry out an industrial production of 50 ht (55,000 st) of pellets. The results are shown in this paper. No detrimental effects of the Peridur were observed in either the process or in product quality.

Last spring the suggestion was made that the national engineering societies offer to assist the War Department in the formation of an engineer reserve in the United States Army. The suggestion was brought to the attention of some of the officers of the Army, who commended it and confirmed the belief that the need of such a reserve was a real one; that the European war had distinctly shown that engineers in time of war are required on a scale never before realized and of great varieties of experience. In our own army no adequate provision is made for great numbers of engineers, for although the corps of engineers is composed of men of the very highest professional proficiency in certain lines it is greatly short of the numerical strength that would be immediately required. Acting on this suggestion, the American Society of Civil Engineers, the American Institute of Mining Engineers, the American Society of Mechanical Engineers, the American Institute of Electrical Engineers and the American Institute of Consulting Engineers appointed committees authorized and directed to take such steps as might be advisable to urge the organization of such a reserve corps as part of the. regular army, and so assist in putting the United States in a better condition of prepared-

Most mining engineers and metallurgists who get out of school usually wind up working for a large or medium-sized company and are seldom heard of again. The enterprising few who decide to go into business for themselves soon discover that while they can adequately tackle the various technical problems involved in developing a new ore body, they know little about putting together a feasibility study-and even less about financing their project. If you are in that predicament, you'll probably tend to view the financing problem as insurmountable, especially when the economy is in a slump, capital is scarce or seemingly non-existent, the equity market is in the doldrums, labor and equipment costs keep going up relentlessly-and, to make things worse, you must operate within the competitive context created by large mining firms that seem to have in abundance all the capital and managerial expertise you feel you lack. If it's any consolation, many potentially successful properties, whether owned by big companies or small firms like yours, never reach the production stage either because of illogical expenditures made in the early phases of development or because of inefficient management. And inefficient management is a common plague in big and small companies

J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. IN OPENING the symposium under the auspices of the Petroleum and Gas Committee of the American Institute of Mining and Metallurgical Engineers, I wish to call to your attention the following, among other subjects, which it is hoped may receive proper attention: 1. The recording of as accurate an appraisal of the oil possibilities of the various countries as is possible, with information as to the immediate availability of their supply. 2. The development of further support for the move-ment to bring about active cooperation among Ameri-can oil companies in their foreign exploration and development work. 3. The furtherance of the efforts of the industry in securing governmental assistance in foreign oil develop-ment: (a) along the lines of a modification of our domestic oil policy, so that we can go to foreign coun-tries and consistently ask fair treatment as to royalties and bonuses; (b) by a closer cooperation between the State and Commerce Departments and the oil industry. 4. The calling of attention to the unjustifiably drastic action of the price-fixing group of the oil industry during the last year or so, with the hope that it will use gentler methods in the future. None of these subjects are new, and some of them have been discussed before various organizations for years. Our justification for again bringing them forward is the hope that by everlastingly harping on them the industry, the Government, and the people who shape the destinies of this country may some time, some how, realize their importance and take effective constructive action.
