The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. Contact angles on alumina are related directly to the adsorption of alkyl sulfonates at the solid-water interface and thus are strongly controlled by the pH of the solution, the concentration of surfactant, and the number of carbon atoms in the alkyl chain. As the pH of the solution is increased above the point of zero charge, sulfonate adsorption ceases and alumina remains hydrophilic. However, in neutral and acidic solutions, contact angles increase markedly in magnitude when the adsorbed sulfonate ions form hemimicelles at the solid-water interface. Under a wide variety of solution conditions, a limiting value of the contact angle is attained at the point of reversal of the zeta potential. Finally, contact angle phenomena are empirically correlated with the sulfonate adsorption density through the work of adhesion.

FOR several years an investigation has been in progress in the research laboratory of The American Brass Co. to determine the thermal and electrical conductivities of most copper alloys of commercial importance and several of scientific interest. This paper contains such data on the binary alloys of copper with silicon, aluminum, manganese and nickel, and on a large number of ternary or more complex alloys. Some inter-esting general relationships between the thermal and electrical conductivi-ties for all copper alloys at all temperatures are pointed out. The data for the copper-zinc, copper-phosphorus and copper-tin binary systems have already been published1,2 ? except for the electrical conductivity at 200° C., which is given in the appendix of this paper.

By determining the a phase boundaries in the following ternary systems: V-Fe-Si (at 1175oC), V-Co-Si (at 1175°C), V-Ni-Si (at 1175oC), Cr-Mn-Si (at 1000°C), Cr-Co-Si (at 1175°C), Cr-Ni-Si (at 1175°C), V-Fe-A1 (at 1175°C) and Cr-Co-A1 (at 1175°C), it was found that Si exerts a stabilizing effect on these a phases, while A1 tends to destabilize them. All available data concerning risk as it applies to scaling up pyrometallurgical plants, processes, and equipment are determined to estimate the statistical chance of success. Random numbers are assigned to all data in order to avoid any chance of bias. The data bank is organized in such a way that an estimate can be made of the degrees of risk involved over a wide range of circumstances. Included are duplicating existing designs and large commercial installations based on smaller commercial installations, pilot models, or bench models.

Increasing use of flotation in modern beneficiation has resulted in a variety of froth handling methods. Froth must be handled mechanically to maintain common floor elevation, because pure gravity flow, stage to stage, makes for multiple level machine installations with higher first cost and less convenient operation. Bucket Elevator--Froth is collected by launder and goes to the feed entry of the elevator, below the floor. The bucket goes to the next treatment stage by gravity flow. The outstanding advantage is high efficiency of conveyance.

Horizontally stratified lithologies of certain open pit or strip mines create unique stability problems for mine operations. Such problems may result when specific lithologies, such as sandstone and shale, exist in final or long-term slopes. Slope instabilities may occur when a sandstone unit directly overlies a shale unit and ground water drains into the mine along the lithologic contact. In essence, the ground water erodes the underlying shales and undercuts the sandstone. Large sandstone blocks fail in a toppling mode and cause safety and cleanup problems. Use of rock reinforcement including chain link fencing, roof bolt mats, rock bolts, rock anchors, and shotcrete offers a possible solution to the problem.

Electrical Conductivity. - The subject of the relative conducting power of different minerals is one of minor interest.* In general most minerals, except those having a metallic luster among the sulphides and oxides, are non-conductors. Only the non-conductors can show pyro-electrical phenomena, and only the conductors can give a thermo-electric current. 437. Frictional Electricity. - The development of an electrical charge on many bodies by friction is a familiar subject. All minerals become electric by friction, although the degree to which this is manifested differs widely. There is no line of distinction among minerals, dividing them into positively electric and negatively electric; for both electrical states may be presented by different varieties of the same species, and by the same variety in different states. The gems are in general positively electric only when polished; the diamond, however, exhibits positive electricity whether polished or not. No one of the live subjects of the day, to which the attention of the mining engineer and metallurgist should be turned, is of greater practical interest to him than electricity in its applications to various mechanical, chemical, and metallurgical operations.. The object of this paper is to call the attention of my fellow-members and associates of the Institute to various new, as well as comparatively old, developments in the science and art of electricity which seem to promise results of advantage. Too many of the comparatively old applications have been neglected by the mining engineer, which, if he had given them a place among his appliances, would have assisted him greatly. The telegraph may be noticed as one. Its use is, however, confined to a person having skill in the manipulations of the key, the reading of the alphabet, and familiarity with the sounder. One of the simpler forms—the call-bell—has a range of application far greater as to distance and convenience than the old wire-pull, or the hoarse voice of the windlass-man or the bucket-dumper. A few Leclanche cells, two or more electric bells, and a mile or more of mire judiciously placed will put the superintendent, at his office, in communication with the foremen of his mills and mines, so that by the aid of a code of signals, great advantages may be gained without necessitating a knowledge of the Morse alphabet, or of the mechanical voice of the sounder. Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. Upon the nomination of two members of the Committee on Honorary Members, backed by 11 members of the Institute who are not members of the Board of Directors, Mr. Ezequiel Ordoñez, of Mexico, was unanimously elected an Honorary Member of the Institute.

On the basis of the recommendation of Lovell, Vogel, and Wernick,&apos; Fry&apos;s reagent*2 was recently c) if decoration of the dislocations by carbon or nitrogen atoms is a factor in the etch pitting. Experiments were performed with samples of a commercial 1020 steel, a vacuum-melted iron (C - 10 to 15 ppm, 0 - 20 to 50 ppm, N < 2 ppm), both annealed 4 hr at 1100°C, and a zone-refined iron (C - 3 to 5 ppm, 0 - 10 ppm, N < 1 ppm ) in the as-cast condition. Saomple surfaces were prepared by grinding to 600A grit and electropolishing. Initially, effects of etching the steel with modifications of the basic Fry composition were examined. It was found that increasing the alcohol or HC1 concentratior~ retarded dislocation pitting; reducing the acid content promoted secondary pitting. Cooling the reagent and the sample did not improve the quality of the etch pits. Best results were obtained with freshly prepared reagent modified by increasing the CuC12 content to 15 g. This composition was used in subsequent experiments. Annealed samples were etched 10 to 15 sec; cold-worked samples —2 to 5 sec.

WHILE the effect of the cold-junction temperature has been known by many, its consideration has been ignored in a number of installations, resulting at tunes in a very considerable error. In fact, the magnitude of this error may amount to over 100° in some cases. Numerous methods for automatically compensating for cold-junction temperature changes of thermocouples have been proposed and used in connection with millivoltmeters. One of the earliest proposed was that shown in Fig. 1. A bare resistance wire was immersed in a column of mercury located near the cold junction of the thermocouple. An increase in temperature near the cold junction resulted in a rise of the mercury column, which short-circuited more of the resistance wire causing an increase in the potential difference across the millivoltmeter, which compensated for the decreased electromotive force of the thermocouple.

Molten silicate salts, the important industrial byproducts termed "slags," are known to be electrolytic conductors at furnace temperatures. This property is due to their partial dissociation into ions with the ion kind and size being closely related to the slag composition. Ionic conductance, in liquids, is a function of the viscosity, which in turn is a function of the temperature. It could be anticipated, therefore, that a semi-log plot of conductivity vs. reciprocal absolute temperature might yield a straight line, in the case of molten silicates and salts. As liquids, the viscosity of these slags should follow the Shepard1 relationship: log viscosity = A/T + B Then, if the resistance of the molten slag is directly proportional to the viscosity: log Rs = A/T + B Resistance measurements of molten halide salts,2 and silicate salts34 by various investigators have, indeed, shown this straight line relationship between resistance and temperature. A further relationship between the conductivity versus the degree of ioni-zation, the size of the ions, and the slag composition is, also, to be expected. Large ions, and fewer ions, would move more slowly in a potential field and could not carry as much current as smaller, more numerous, and mobile, ions. Conductivity, therefore, would be smaller in the presence of such large ions and higher slag viscosities. The conductivity-composition relationship is of considerable interest in the case of the industrial slags produced in iron blast furnaces, and non-ferrous smelting furnaces. These slags usually approximate three component systems with several minor components as impurities. At least one of the major components is commonly purchased for the sole purpose of rendering the slag less viscous at a reasonable furnace temperature. Should the conductivity be related rather directly to the concentration of such a purchased slag component (that is, CaO) instrumental measurement and control at the furnace might be possible. Modern tele-metric control methods in aqueous chemical process industries are often based on the property of conductivity of solutions, and its variation with composition. Investigators3 of the phenomenon of electrical conductivity in molten blast furnace slags have established that these systems show lines of equal conductivity on their ternary diagrams at one temperature level. These isocon-ductivity lines form closed contours on the diagrams, and at times, minimum areas occur at which these contours are essentially closed down to a point. The conductivity reading at such a point, at one temperature , would, of course, locate one on the diagram, and give the slag composition. Research in this field is understandably scanty. Plate loading tests which use surficial loading of a rock mass are employed quite extensively for the determination of in situ deformability characteristics of rock masses. The cable jacking method is essentially a surficial plate load test in which the test load is provided by reaction against a cable anchored at some depth below the rock surface. The results of the test are usually evaluated within the framework of the classical theory of elasticity to generate estimates for the bulk deformability properties of the rock mass. In the conventional evaluation of this test it is assumed that the test plate is rigid and that the embedded anchor load has no influence on the test plate settlement. The purpose of this paper is to examine the possible influences of the plate flexibility and the anchor load location on the effective settlement of the test plate. The variational estimates presented in the paper are valid for moderately flexible test plates which are characterized by a relative rigidity parameter Numerical results are developed in the form of correction factors that should be applied to the cable jacking results to arrive at the deformability characteristics of the tested rock mass.

FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.
