WHEN I was asked to speak on the subject of leaching, I did not realize that a complete summary of recent progress in leaching had been given by Stuart Croasdale. I shall try to give some other phases of the subject that were not touched by Mr. Croasdale. Not all metallurgists are in harmony as to their methods of treating metals. If they were it would probably mean lack of progress. They can be divided into two classes-the pyrometallurgists, using fire means, and the hydrometallurgists, or those using leaching methods. Conflict is always good for progress; we have it in politics, and in religion there are fundamentalists, and those who are not fundamentalists. As representing pyrometallurgy, may I hope not to be classed among the fundamentalists. The leaching of ores is not new. The leaching of ores for the recovery of metals, however, is quite new. The older leaching was simply to recover the salts. Agricola, back in 1555, I think it was, outlined a great many methods of leaching for the recovery of salts. Hypoeutectoid Ti-Cu alloys are responsive to heat treatment, and considerable variation of mechanical properties may be produced by transformation of the ß phase. Control of cooling rate, isothermal transformation, or quench tempering determine the transformation structure and properties. The transformation products are similar to those of carbon steel. THE equilibrium diagram for the Ti-Cu system has been studied by various investigators, and the most recent diagram is that determined by Jou-kainen, Grant, and Floe.' The titanium-rich portion of this diagram is reproduced in Fig. 1. The alloy compositions and annealing temperatures used in this work are shown. The Ti-Cu alloys containing up to 17 wt pct Cu are representative of an active eutectoid alloy system. Joukainen et a1.l have stated that ß phase cannot be retained on quenching and this has been confirmed in the present work. The similarity between the Ti-Cu system and the Fe-C system is evident and, as will be shown later, many of the transformation products appear to have similar microstructures. Heat treatments in this program were designed to produce the structures of primary interest for study and determination of mechanical properties. Experimental Procedures Preparation of Alloys: Five ½ lb ingots, ranging in composition from 0.8 to 6.83 pct Cu, were prepared by double arc melting in an atmosphere of high purity argon. Titanium melting stock was obtained from high purity iodide titanium, and copper additions were made from copper wire clippings. Segregation was reduced by inversion melting, in which the once-melted ingots were inverted in the crucible and remelted. The double-melted ingots were forged at 1600°F to ¾ in. diam rods, with both heating and forging operations being carried out in air. Surface scale was removed by grit blasting and grinding, after which the forgings were vacuum annealed at 900°C. The alloys then were swaged to ¾ in. diam rod at 750°C and test specimens were cut from this material. The vacuum annealing operation was to remove dissolved hydrogen, which is commonly present in the iodide titanium as-received. Although vacuum fusion analyses were not obtained for all these alloys, past experience indicates that the 6 hr treatment with a limiting pressure of 10- to 10-5 mm of Hg is sufficient to reduce the hydrogen level to 10 to 30 ppm. Vacuum fusion analysis of the 0.8 pct Cu alloy showed 19 ppm of hydrogen. In addition to the five hypoeutectoid alloys, three 15 g ingots were prepared with nominal copper additions of 9, 10, and 11 pct. Fabrication procedures were similar, except that these alloys were rolled to 0.040 in. sheet. Microstructure specimens only were obtained. A NUMBER of methods have been developed for the determination of the dust concentration in air, some of which have been reported as very efficient and for research may be more satisfactory than the method about to be described. In practical mine use, however, the accurate research equipment is unwieldy and requires a high degree of technical skill to manipulate it. Also, it gives less general practical information to the operator in the same length of time than the method described here. Moreover, it is doubtful whether at the present stage of affairs the results obtained from the precise methods have any more practical significance than those obtained with simpler and more portable apparatus, which can rapidly give a sufficiently reliable indication of the relative dust hazard. HISTORY OF DUST DETERMINATION IN ONTARIO The first record of mine-dust determination in Ontario is given in an article by Dr. J. H. Elliott,' in which he records a few dust counts made with the Palmer spray apparatus. There were insufficient data from which to draw any definite conclusions or reasonably compare with present-day counts using the konimeter. The first konimeter dust sampling was started in the Porcupine district in 1926, using light-field counting without adhesive and with no sample treatment before counting. A method of semidark-field counting was used from about 1928 to 1931 and dark-field illumination was adopted permanently about December 1931. The konimeter has been continued as the principal means of dust sampling in the mines of Ontario, where South African practice has been adopted because in South Africa most careful study has been given the problem of silicosis, and very complete records of work done there are

THE following report covers the history of the development of the mine, present equipment, methods and costs of mining and milling. In addition, a description of the ore deposit is given with emphasis on the origin of the fractures, mode and types of ore occurrence, and mechanics of granite emplacement. An endeavor has been made to present a complete and accurate statement of the San Mauricio mine, the highest grade gold mine in the Philippine Islands. Credit is gratefully acknowledged to the mine staff for descriptions and details regarding their particular field of work. All analyses were made by Mr. T. A. DeVore, head chemist, San Mauricio Mining Co. Messrs. Edward Wisser, J. E. Fyfe, A. F. Skerl and W. B. Meek, geologists, have contributed geologic information and ideas, for which thanks are extended. The Executive Committee of Marsman and Co., Inc., Managers of the Company, has kindly given permission for publication. Mr. J. B. LOCATION OF AREA AND SCOPE OF WORK San Mauricio Mining Co. controls a group of 113 claims that lie immediately north of the town of Jose Pañganiban (formerly Mambulao), Camarines Norte, Luzon, P. I. (Fig. 1). Exploration work commenced in the spring of 1934; active development began in the fall of that year and has continued to the present date. INTRODUCTION LKAB produces iron ore in several mines in northern Sweden, and has been doing so for nearly 100 years. Total production to date is 600 million tonnes of finished products of various kinds (pellets, lump ore, fines). Close to 400 million tonnes have been produced by sublevel caving. This method has been the company's standard method for more than 20 years. A review of the development of equipment over the past 15 years and an outlook up to about 1990 leads to the following general re- flections concerning probable trends. Trends for all equipment are increasing precision and stricter environmental requirements will necessitate cabs, remote control etc to an increasing extent. Conventional sublevel caving can be broken down into the following unit operations: 1. Planning incl prospecting drilling. 2. Horizontal drilling. 3. Fan drilling. 4. Charging and blasting. 5. Loading and haulage at sublevels. 6. Ore drawing in chutes. 7. Rock reinforcement. 8. Production service. PNEUMATIC processes for converting molten pig iron to steel were the major producers of steel during the latter half of the 19th Century and until shortly after the turn of the century, when these processes began losing ground to their rival—the basic open hearth process. The first pneumatic process for converting molten pig iron to steel was introduced almost simultaneously by Sir Henry Bessemer in England and by William Kelley in the United States during the decade 1850-1860, but it was Bessemer who pushed it to a successful commercial operation. The process itself is so basically simple that it has not lent itself to many extensive or revolutionary improvements since its inception. During the first 30 yr, numerous' designs of vessel and many modifications of practice were tried before the industry standardized on something resembling current practice. The evolution in construction has resulted in proportions and arrangements based more on mechanical expedience than on metallurgical requirements. Many of the early converters were stationary and had to be tapped similarly to the cupola or open hearth furnace. Such types were used for many years in Sweden and Germany, but the rotating or tilting types were favored in England and the United States. There was evident trouble with bottom tuyeres, becAuse about half of the early designs were constructed for side blowing with tuyeres submerged below the metal-bath surface. Even portable tuyeres, introduced from above, were tried. The principal advance, which made bottom blowing practical, was the invention, in 1863, by Henry Bessemer, and subsequent improvement by A. L. Holley, of a detachable bottom so that the tuyere section could be renewed. In the meantime, it was the demonstration, by Robert Mushet, of the value of manganese in overcoming hot-shortness in converter steel, that made the process metallurgically feasible. At first, only the acid practice was used, and Swedish pig iron, because of its low sulphur and phosphorus, was in great demand. The development of a suitable basic lining, by Sidney G. Thomas and Percy G. Gilchrist in 1876-1879, made the process applicable to the high-phosphorus ores of Europe. From the beginning of the use of the Thomas-Gilchrist process, trouble was experienced in obtaining sufficiently high temperatures in the blown metal, particularly in small heats. It is necessary, of course, to have the low-carbon blown metal at a considerably higher temperature for handling from vessel to ladle to molds than is needed for the molten pig iron. All of the increase in temperature in a pneumatic process must be obtained from the heat of combustion of the elements contained in the pig iron plus that from silicon when ferrosilicon is added. In bottom blowing practice, carbon is almost completely burned, but inasmuch as it cannot be oxidized to a higher state of oxidation than to CO when in contact with liquid iron, only a minor portion of the heat-producing capacity is utilized. Under such conditions, it is not considered to be an efficient source of heat. In the acid practice, therefore, silicon and manganese are the large heat producers, are quickly oxidized, and are efficient fuels. Too much manganese, however, thins the slag greatly and tends to promote excessive slopping or throwing of slag and metal from the converter during the blow. Most operators, therefore, like to keep the manganese content of the iron below 0.60 pct, and thus the main source of heat is the silicon, which must be at least 1 pct and sometimes 2 to 3 pct for small blows such as for castings. Ferrosilicon is sometimes added during the blow to obtain an adequate temperature level. In the basic (Thomas) practice, even more heat is required, because cold lime is added to flux the phosphorus after it is oxidized, and the basic slag must be maintained at a proper temperature. The prevention of illness among the employees of the mining industry is especially important in view of the importance of the industry, the unsettled conditions of labor, which emphasize the economic necessity for conservation of labor, and for humanitarian reasons. The burden of chronic illness is altogether unwarranted and unnecessary. If the industry is to maintain its labor supply in an efficient manner and keep the standard high, it is essential that it make every effort to keep its labor in good physical condition. The basic principles underlying health conservation are the same for any industry, but they are here applied especially to the mining industry, and more particularly, perhaps, to metal mining, as it is with this phase of the industry that the writer is most familiar, and as it is conceded that metal mining presents more health hazards than coal mining. The first step in the prevention of illness lies in securing employees who are in sound health and free from organic disease. I do not mean that all men who go underground should be physically perfect, but they should be free from organic defects of the heart, lungs, and other organs, or from anatomical defects that would markedly increase their liability to accident. The number of men working underground in mines in this country whose physical condition totally unfits them for such work presents a situation that should not be allowed to continue, and which I believe is not equalled in any other industry in the country. There is but one way to secure men who come up to the required standard, and that is by a thorough physical examination before employment. I am fully aware of the objections felt toward such a procedure by many employers and employees. There is much to be said on both sides, but to any one who is at all familiar with the mining industry as it is today in this country, and who approaches the matter with an unbiased mind, there can be absolutely no doubt as to the necessity for physical examination. As a purely logical proposition this is self-evident, but there remains the further necessity of placing physical examinations on such a basis that they can be administered in a just and equitable manner free from the abuses and suspicions to which they have been subject in the past.

Before World War II we proudly considered that we were the nation of all the world most richly endowed in mineral resources. We knew it was no accident that those countries abundantly supplied with mineral resources became the great manufacturing nations, and the politically and militarily strong ones; and that our own great industrial cities sprang up where coal and iron met. We all reallized, especially we of the mining profession, that the energy of fuels and the solidity of metals spelled industrial growth and in turn industrial might and that other nations came to regard mineral self-sufficiency as one of the chief goalsof economic nationalism.

In addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of employees, with a consequent decrease in labor turnover rates. One progressive mining company' estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor, Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the Process. Methods of Dust Control "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are: in order .of their desirability, as follows: 1. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom prac tical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 of necessity these publications are rather general, being primarily concerned with engineering fundamentals. RECENT research work in the flotation concentration of minerals has been concerned mainly with flotation reagents and the mechanism by which collecting reagents are held to the surface of certain mineral particles. The fundamental question of why air bubbles cling to properly prepared mineral surfaces is usually dismissed with the statement that the surface is air-avid or water-repellent. In my article in MINING AND METALLURGY for June, 1932, I showed theoretically that surface tension relationships govern bubble attachment in Rotation. This explanation has not been accepted by many; probably be¬cause the difficulty of measuring solid-solution surface tensions prevented obtaining experimental evidence. If the surface tensions involved in the system [solution, mineral, air bubble] are responsible for attachment of the air bubble to the mineral, any change in the surface tensions should cause a corresponding change in the attachment of the air bubble. An example in which the mineral-solution surface tension could be varied was found with mercury. When mercury is in contact with solutions of certain electrolytes the surface tension at the contact of mercury and solution can be altered by electrical polarization of the mercury. The surface tension rises to a maximum as the mercury is given an increasing negative potential and then decreases with further increase in potential. The theoretical relation between the surface tensions and the attachment of an air bubble is given by the following equation:

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.

SOME idea may be gained of the tremendous consumption of refractories by the open-hearth steel manufacturers from a statement made by A. T. Green at a meeting reported by T11.e Industrial Chemist of London, as follows: "At a very progressive steel plant in the Midlands, with a battery of five open-hearth furnaces working. twelve months and making 3000 tons of steel per week, the cost of refractories per ton of steel produced averages about $0.50 for the actual open- hearth casting and $0.12 for those operations incidental to the rolling of the metal." .These figures, when translated into the annual tonnage of steel, represent a very considerable expenditure.

THE Three Kids mine, some six miles east of Henderson, Nev., is in a typical southwest desert area, with high dry summer heat and cool to cold winter seasons. The manganese deposit was located during World War I.' During this period 15,000 to 20,000 tons of ore assaying up to 41 pct manganese were shipped. Interest in the deposit was not revived until the middle thirties, when experiments on the ore were initiated. Test work indicated possible recovery of only 70 pct by flotation, but in 1941 additional work was done at the Boulder City pilot plant of the U. S. Bureau of Mines and also by M. A. Hanna Co. As a result, the Manganese Ore Co. was formed and a plant utilizing the SO2 process was constructed. Numerous operation difficulties ensued, and the plant. was closed when the manganese situation in the country eased. In 1949 Hewitt S. West initiated negotiations to acquire the plant. In 1951 Manganese, Inc., was formed and contract entered into with the General Services Administration to supply 27 million units of metallurgical grade manganese in the form of nodules to the national stockpile. A second contract was made to upgrade 285,000 tons of stockpile ore. Test work was undertaken by the Southwestern Engineering Co. and likewise by the Boulder City pilot plant at the U. S. Bureau of Mines. Results obtained indicated the commercial feasibility of the flotation process. Construction of the plant, which is shown in Figs. 1 and 2, was started in June 1951, and operations on a break-in basis began in September 1952. Apart from the usual starting difficulties two major disasters caused serious setbacks, one a kiln failure in February 1953, and the other a fire that destroyed the flotation building in June of the same year. The nodulizing section of the plant resumed operation in November, and the flotation section in January 1954. The ore minerals are chiefly wad,* with minor amounts of psilomelane, and occur in sedimentary beds of volcanic tuff. The ore is overlain with beds of gypsum which outcrop or may be covered with surface gravel. Intermediate beds of red and white tuff occur frequently with lenses of red and green jasper and stringers of gypsum and calcite. Small amounts of iron are present; lead content averages about 1.0 pct and minute amounts of copper and zinc are found. Barite, celestite, and bentonite are present. Since these are made up of minute asicular crystals, moisture content is very high, averaging about 18 pct. Ore reserves have been estimated at 3 million tons averaging 18 pct Mn2 and up to 5 million tons after grade is dropped to 10 pct Mn. A good part of the orebody was stripped of overburden by the previous operating company . Approximately 50 pct of the ore, representing more than 60 pct of the manganese, can be mined by open-cut methods. A system for underground min- . ing has not yet been decided on. Open-cut mining with benches of 20 ft has proved satisfactory. Although the ore is soft and appears dry and dusty it has a certain resilience, probably due to the porosity and moisture which makes drilling and fragmentation difficult. Wagon drills have been abandoned in favor of the Joy 225-A rotary drill which will put down a 43/4 -in. hole at the rate of 2 ft per min. Holes are spaced in a pattern with 8 to 9-ft centers. Forty percent powder has been used, but better breaking to 2-ft size is obtained with low velocity bag powder of 30 pct strength. Loading is done with one 21/2-yd shovel, and cleanup follows with one D-7 bulldozer. The ore is hauled with Euclid trucks about 1000 ft from the pit to a blending pile, where the daily mine production is spread in layers by bulldozing until approximately one month's mill feed is accumulated. A new pile is then started and mill feed is drawn from the first pile by one 13/4-yd shovel and Euclid trucks, with a haul of approximately 500 ft. Mining is performed by an independent contractor with engineering and supervision by the company staff. Early test work indicated that the manganese could be floated with soap, a wetting agent, and fuel oil to give a recovery of better than 75 pct with a grade of 43 pct Mn. The concentrate when nodulized with coke would upgrade to 46 pct Mn or over, and the lead volatilized to 0.6 pct residual.

Measurements of current efficiency on iron-silicate slags in iron crucibles showed that conduction is about 10 pct ionic in slags with less than 10 pct silica and about 90 pct ionic in slags with more than 34 pct silica, increasing linearly in the intermediate range. The balance of the conduction is electronic in character. Silicate ions are discharged at the anode with the evolution of gaseous oxygen. Transport experiments show that the ionic current is carried almost entirely by ferrous ions, which may be assigned a transport number of one. THERE has been increased evidence in recent years that the constitution of liquid-oxide systems (slags) is ionic.1-3 The principal studies designed to establish the structure of liquid slags have been by electrochemical methods', " and conductivity measurements1,6,7 which also have indicated the presence of semiconduction in several silicate systems1,4-0 and in pure iron oxide.' It is well known that many slag-forming metallic oxides have an ionic lattice type in the solid state, and their properties are determined to a large extent by the lattice defects and ion sizes. As Richardson8 as pointed out, the detailed models of liquid slags cannot be found on thermodynamic data only but "must rest on a proper foundation of compatible structural and thermodynamic knowledge, combined by statistical mechanics." A careful thermodynamic study of the iron-silicate slags has been carried out by Schuhmann with Ensio9 and with Michal.10 They obtained experimental data relating equilibrium CO2: CO ratios to slag composition and made thermodynamic calculations of the activities of FeO and SiO, and of the partial molal heats of solution of FeO and SiO2 in the slags. It was found that the activity-composition relationships deviate considerably from those to be expected from an ideal binary solution of FeO and SiO2. However, the partial molal heat of solution of FeO into the slags was estimated to be zero. Their experimental results were correlated with the constitution diagram for FeO-SiO2 of Bowen and Schairer,11 with the results of Darken and Gurry" on the Fe-O system, and with the work of Darken"' on the Fe-Si-O system. All these studies were found to be consistent with one another. The variation of the mechanism of conduction with composition in the liquid iron-oxide-silica system in the range from pure iron oxide to silica saturation (42 pct SiO2) in iron crucibles was reported in a preliminary note." The current efficiency, or conformance to Faraday's law, showed some ionic conductance at all compositions, the proportion increasing with the concentration of silica. The current-efficiency experiments since have been extended. Furthermore, transport-number measurements have been completed in silica-saturated iron silicates to determine the nature of the conducting ions. Experimental Current Efficiency in Liquid Iron Oxide and Iron Silicates using Iron Anodes: This study was carried out by passing direct current through slags in the range from pure iron oxide to iron oxide saturated with silica (42 pct silica), using pure iron rods as anodes and the iron container as the cathode. A copper coulometer was included in the circuit to indicate the quantity of current passed during electrolysis. Assuming that the cation involved is Fe-+, the theoretical quantity of iron lost from the anode according to Faraday's law may be calculated and when compared with the actual loss observed, gives an indication of the extent to which Faraday's law has been obeyed. It also gives an indication of the presence and extent of ionic conduction in the melt. Preparation of the Slags: About 100 g of chemically pure Fe,O, powder is placed in an iron pot which is heated by induction until the contents liquefy. In this way, FeO is produced according to the reaction Fe2O3 + Fe = 3 FeO. More Fe2O3 or SiO, powder is added and, when a sufficient quantity of molten slag is obtained, the induction unit is turned off, the pot withdrawn, and the molten slag poured on to an iron plate. Homogenization and Electrolysis of the Slag: Apparatus—After considerable development, the setup illustrated in Fig. 1 proved to be quite satisfactory. A is an Armco iron cylinder, 1 in. ID and 1/8 in. wall, consisting of three sections placed one on top of the other. The bottom section is a pot about 5 in. long with a small hole drilled in its bottom to allow withdrawal of gases during evacuation of the apparatus. The middle section is 6 in. long and consists of a pot which serves as the slag container, while the top section is a hollow-cylinder continuation of the slag-container pot. The height of this latter section is about 5 in., giving an overall length of approximately 16 in. ACCURATE knowledge of the solid solubilities of the elements that dissolve in the important base metals is needed for guidance in the preparation and heat-treatment of the alloys derived from these compo-nents. While there is still difference of opinion concerning the merits of the X-ray and microscopic methods of determining such solubilities, it is certainly true that the recent extensive use of X-ray diffraction to review the existing constitutional data has revealed many glaring inaccu-racies and has brought about a much improved knowledge of phase-boundary locations, which will inevitably come to include all of the important alloy systems. When the work is done with all necessary precautions it appears that in the majority of cases where the solubilities extend beyond a few tenths of a per cent the X-ray back-reflection technique is capable of furnishing the best of information in this field. For the most prolonged and thorough studies it is obviously advisable to combine the results of several methods, in particular, to obtain an agreement between X-ray and microscopic data. This paper reviews the work previously done on the solubilities of phosphorus, arsenic, antimony and bismuth in copper and, in considera-tion of the uncertainties thus made apparent, presents, new X-ray data obtained with the first three members of this group.

ONE of the most serious and important economic administrative problems facing American railway authorities to-day is that of their rails, and it is one to which much thought, is being given, not only by the executive officers of the railways and the manufacturers of the steel rails, but also by State and National commissions. It is realized by many and admitted by some that the present situation is one which cannot continue. The roadways of railways must be made more secure, or the weight of rolling stock and the speed of trains must be lessened; and the desired result must be attained with the minimum outlay of money, both in expenditure on plant and in cost of operation. If the investment per mile is too large, or through the lessening of tonnage and efficiency of equipment the cost of operation is too great, the desired and demanded cheap service cannot he rendered to the public. Therefore, the weight of equipment cannot be greatly reduced, and lessening the rapidity of service would be far from satisfactory; consequently, the safety of the roadway must be secured with the least practical outlay. It is imperative that the roadbed should be properly graded, with the fewest practically possible curves; that it should have good ballast, be well drained, have good ties properly spaced, and be laid with sound rails of suitable weight, efficiently joined together, and that the whole property be carefully and intelligently cared for. My province is to treat of the sound rails. During the last few years there has been renewed interest in and discussion of that question, and I know that many rail makers not only have been and are desirous of maintaining the highest standards of manufacture which they may have attained, but have been and are seeking to better their product, in several instances devoting much time and money to that end. At the same time, they realize that the cost of any improvement in quality which they may accomplish must be kept within certain commercial bounds; and that fact is as fully understood by their patrons as by themselves, and it should be kept in mind by all who discuss the question.

Asbestos ranks among the leading minerals produced in Canada. It is also mined in Russia, Rhodesia, South Africa, Cyprus, Italy, the U.S.A., Japan, China and several other countries. The most abundant variety, chrysotile, and also the most valuable form of asbestos produced, makes up 90% of the world's supply. In Canada, chrysotile is found in the provinces of British Columbia, Ontario, Newfoundland as well as in Quebec, the latter accounting for almost 90% of all the fibre produced in this country. A number of developments emerging this year could make 1968 a record production and export year for Canada's asbestos mining industry. Asbestos fibre consumption in increasing in the U.S., Canada, up 10% to date this year, Japan and in Latin America. Demand in Western Europe is again on the upswing, following a cut-back last year. As a result, shipments from Canadian mines for the first eight months of this year reached some 916,968 tons versus 873,402 in 1967, an increase of 43,566 tons or 5%. Indications are that Canadian asbestos production will for the first time ever top 1.5 million tons in 1968.
