THE Dust Symposium was attended by approximately 100 persons, nearly all of whom remained from the starting hour (2 p. m.) until the use of the auditorium was demanded for another meeting at 5:30 p. in. In calling the meeting to order, D. Harrington made a few remarks as to the importance of the health dust problem in mining as well as in general industry and expressed gratification that the subject is now out in the open and that mining people are desirous of ascertaining the facts. B. F. Tillson acted as chairman of the meeting. The milling executive who desires to know what to do to prevent his workers from being unduly exposed to the dust hazard can get much out of the paper by D. E. Cummings, who has been doing much work in mines trying to keep -the dust in the air within safe limits. His recommendations indicate that the main protection of the worker in mines is by adequate ventilation, supplemented by the extensive use of water in drilling, as well as in water curtaining to condition air both in regard to dust content and to temperatures. Blasting was shown to be one of the chief causes for dust and it was recommended that whenever feasible all blasting should be delayed to the end of the working shift.

WITH the movement of American capital into foreign investment, a new field of specialization for the American mining engineer is gradually opening a field hitherto entered almost wholly by chance and without full appreciation of its possibilities. Our age has been fitly called the "Age of Specialization." The special application of one's knowledge and ability to a definite and restricted branch of .his profession is purely a modern condition. Any profession, or branch of a profession or, industry, in which the problems may be segregated into definite types, calls for specializa-tion. Modern industry demands efficiency and that, reduction and ultimate annihilation of waste. Effort and time wasted by workers' on a problem with which they are not familiar is as flagrant a waste of money -the final standard-as any waste of materials. One of the subdivisions of mining engineering which is beginning to be recognized is of engineers who are clearly conversant with the particular and peculiar problems obtaining under foreign operating conditions. The need is as yet obscured, however, by the domestic prosperity of our American mining industry. The opportunity here lies more with the American engineer than with other nationals. The foreign en-gineer now in that service is not there through a realiza-tion of the special opportunities that exist, but through necessity, whereas, with the American engineer, more especially ,the recent graduate or those who will soon graduate, this is a new field to be entered wholly by choice. As a matter of fact, many engineering students will find it necessary to seek foreign service if they wish to remain in mining. Although the scope of the domes-tic industry is tremendous and there are many positions open to the junior engineer, there are not enough for the great number of graduates turned out yearly from our, mining schools. Educators tell us that less than 40 per cent. of the students in engineering schools gradu-ate; and of these but a minority continue in engineering. Even this minority is too great for our domestic. In-dustry, and although the young engineer realizes that condition after a few years he rarely seeks foreign work. A. perusal of the directory of the American Institute of Mining Engineers indicates that, but about one-half of one per cent of the Junior Associates are in positions outside of North America. Granting that most of them are still in school, the figure is surpris-ingly small.

STABILIZATION of the adjustment of normal consumption to normal production of world commodities is quite different from reducing production until visible surpluses are consumed. The first means restoration and maintenance of prosperity, the second means merely a temporary alleviation of a condition with the prime cause remaining uncorrected. Overproduction of foodstuffs in some sections of the world while millions starve in other sections represents not so much overproduction of foodstuffs as mal-distribution of foodstuffs. The flour mills of Washington and Oregon normally ship quantities of flour to China. Now, the wheat that would make this flour goes East instead of West. Is this overproduction, or is there something wrong that calls for study, analysis and correction? Can the plan used by the ostrich of hiding its head in. the sand get us by this present world tragedy, or must the challenge to solve this problem be met, constructively? Can we not make out of this breakdown in the world's economic system an opportunity? And use it as the stimulus for remedying the basic cause of the trouble and not content ourselves with devising temporary expedients that aim at remedying this or that of the obvious conditions, in themselves not causes at all but rather the evidence of causes, or that are the symptoms of the real trouble.

The tensile failure of two dispersion-strengthened Ni-20 Cr alloys was studied and compared to the fracture of a similar alloy with no dispersoid. The fracture characteristics were studied using electron fruc-tography and transmission electron microscopy. In all three cases, the mode of failure was found to be microvoid coalescence. The failure in the dispersion-strengthened alloys was found to have initiated at the particles. The size of the dimples in the fracto-graphs was found to be related to the spacing of the particles, but not to the total elongation before failure. The elongation before failure was found to be related only to the amount of dispersed phase. These results are compared to those predicted by a theoretical model of ductile failure. THE continually increasing strength requirements for creep-resistant materials capable of long life at service temperatures above 1600"F (875"C) have developed considerable interest in dispersion-strengthened nickel-base alloys. The high yield strength of these alloys results from the presence of a dispersion of fine particles of thoria which act to impede the normal motion of dislocations. Many theories have been presented to explain the role of the dispersion in the strengthening of these alloys. A good review of these theories is presented by Ansell.' The ultimate strength of such alloys is not only related to mechanisms raising the yield strength, but also to the amount of work-hardening which occurs. This work-hardening is determined by the work-hardening rate and the amount of plastic strain before failure. Since fracture limits the amount of plastic strain, a study was undertaken to gain a better understanding of the fracture mechanisms in these alloys. Electron fractography and transmission electron microscopy were used to study the fracture characteristics in two dispersion-strengthened alloys and one similar alloy containing no dispersoid. These results are related to the tensile properties of the dispersion-strengthened alloys at room temperature and at 2000°F (1095°C). The results are also related to a theory for ductile fracture. 1) PROCEDURE Standard tensile specimens were made from 0.020-in. (0.051-cm) sheets of three different Ni-Cr alloys. The alloys had nominal compositions of Ni-20Cr, Ni-20Cr-2Th0,, and Ni-2OCr-4Th0,. All alloys were supplied in an annealed condition. The specimens were fractured in tension at room temperature to determine the effect of the dispersed thoria on the fracture appearance. The tensile properties were determined from the average of a minimum of three ten- sile specimens for each condition tested. The fracture surface of all of the alloys was examined by electron microscopy using standard two-stage plastic-carbon replica techniques. Thin foils of the dispersion-strengthened alloys were used to investigate the size and spacings of the dispersion particles, and to investigate sections of the 2 pct thoria alloy taken from areas of the specimen adjacent to the fracture surface. The thin foils were mechanically ground to 0.010 in. (0.025 cm) and then chemically polished to approximately 0.001 in. (0.003 cm) in a solution of 29 g of ferric chloride and 10 ml hydrochloric acid in a liter of water. The polishing solution was maintained at 150"F (65°C) during the thinning operation. The final thinning of the foil was done electrolytically using a solution of 700 ml ethanol, 100 ml 2-butoxy eth-anol, 120 ml distilled water, and 78 ml perchloric acid (70 pct). The potential was maintained at 15 v and the bath temperature at -20°~ (-29°C) during the thinning operation. The final thickness of the foil was approximately l000A as determined from the width of twins boundaries observed in many of the foils. 2) RESULTS AND DISCUSSION The electron fractographs of the fracture surfaces of the alloys are shown in Figs. 1, 2, and 3. The normal interpretation of this type of fractographz is that, as a result of the difference between elastic and plastic properties of the matrix and the particles or other inhomogeneities in the alloy, microvoids are formed

The development of a proper treatment for shells in conncction with war contracts has brought to our attention the fact that the temperature of the liquid bath in which steel is quenched has a decided influence on the speed of cooling in the case of some liquids and very little in the case of others. Widely different physical results have been obtained by the use of water spray, water immersion, and oil immersion and further experiment has shown that the quenching effect of water used as a spray or an immersion varies greatly with the temperature of the water. The present experiments were undertaken with the idea of obtaining information of a quantitative nature regarding the quenching properties of a number of liquids used commercially in hardening steel. The general features of such cooling media are common knowledge and in the literature may be found records of numerous attempts to evaluate the cooling power of a liquid when used as a quenching bath. Much, if not most, of the data given on this subject is in the form of a simple statement of the time required for a certain heated mass to cool between two arbitrary temperatures when immersed in the liquid, quite regardless of the path of the temperature change. Our own purpose has been somewhat different. We have attempted to isolate that property of these liquids having to do with their ability to absorb heat rapidly, as distinct from the behavior of a considerable mass when exposed to different thermal environments. More specifically, from the data obtained through autographically recorded cooling curves of a small standard mass quenched under various conditions, we have tried to analyze the mechanism of heat absorption by the several liquids, measure the changes in its rate as a function of the temperature of the surface of transference, and ascertain the influence of the temperature of the liquid itself upon both. Without attempting an exhaustive citation of the literature, mention may be made of some of the more important contributions, notably the pioneer work of Le Chatelier,' followed by the extensive investigations

THE use of froth flotation for the separation of minerals has become one of the most important of ore dressing processes. Its particular adaptability to the enrichment of low grade ores has made the process an important factor in the national economy. The methods have been extended to the recovery of a great number of minerals. Among the few minerals which have resisted efforts toward industrial flotation is chrysocolla, a hydrated partly colloidal copper silicate. Chrysocolla, being a product of natural oxidation, has been found to occur in small quantities with many ores which are recovered by flotation methods. In present practice, these small quantities of copper silicate pass off with the tailings and are lost. The advantages to be gained by a satisfactory process for the recovery of chrysocolla is apparent. Any application of principles which points a way toward the satisfactory industrial flotation process for copper silicate would be of advantage. This paper presents an attack on this problem.

It is known that austenitic chromium-nickel steels that have free carbide in the grain boundaries are subject to intergranu-lar corrosion. It is difficult to detect such a susceptible condition in a fabricated article because present test methods require a sample section for examination and in most cases this is difficult to obtain. The question of the nature and prevention of intergranular corrosion in austenitic stainless steels has been ably discussed by Bain and co-workers1-3 and by other investigator4-10 The present methods of study subject samples to corrosive conditions in such reagents as the Strauss solution, a mixture of copper sulphate and sulphuric acid. Such tests usually require at least 72 hr. to run. Various methods of measuring the degree of sensitization have been employed, such as the measurement of electrical resistivity, magnetic measuremerits, measurement of the degree of cracking produced on bending over a malldrel, and microscopic studies. The detection of carbides at the grain boundaries by metallographic polishing and etching methods is tedious and requires a skilled operator. A recent report on such methods of carbide detection is given by the American Society for Testing Materials Subcommittee VI of Committee A.-1011 and by Arness.12 The present investigation was undertaken to develop a simple test procedure for detecting carbide precipitation or susceptibility to intergranular corrosion. The test is designed for use in the plant and for the testing of fabricated structures. Carbide precipitation, the factor leading to susceptibility to corrosion, is produced by heating the alloy in the temperature range 800° to 1600°F., as in welding, in improper annealing or in service where such temperatures are met. The connection between such precipitation and susceptibility to corrosion has been thoroughly discussed, as has been the use of stabilizing addition elements to prevent precipitation. Experimental Method A small area of the steel under test is subjected to an anodic treatment in a cell that can be 'lamped Onto a a Or an actual structure. The cell and electrical circuit used are illustrated in Fig. I. The cell C is lead, joined to the steel plate D and insulated from it by a short piece of rubber tubing E. The cell is forced tightly against the steel plate by a spring Or clamping device. The seal formed by the rubber against the steel plate is sufficient to retain the liquid bath inside the cell. The spot treated can be made any shape desired, depending on the shape of the rubber gasket. The cell illustrated polishes a circular spot about 3/8- diameter' The bath consists of 60 per cent (by weight) sulphuric acid to which is added 5 ml. per liter of Glycyrrhiza extract (U.S.P.). The cell requires about 2 to 2.5

THE COMMITTEE on Production Control of the Institute has accomplished little or nothing tangible during the last year. For this the chairman must accept responsibility and whatever praise or blame goes with it. However, we have all had plenty of opportunity to observe the results obtained by various producing groups in their attempts to regulate production to meet demand dur¬ing the last few years. It would be putting it mildly to say that these have not been such as to inspire confidence in the methods pursued. The present plight of the wheat, cotton, coffee and sugar growers; the oil, copper, lead, zinc and tin producers, to name a few of the unfortunates, suggests a common cause perhaps beyond their control. There is a growing tendency to question as outmoded the theories of laissez faire economics, with its laws of competition, supply and demand, with price as the automatic regulator. The position is maintained that something new should be substituted because these laws no longer work. Many solutions are offered, ranging in the world at large from the planned economy of Russia, with the profit element removed, to the military controlled economy of Fascism, and in our own country from voluntary curtailment to martial law. But one hardly feels driven by any irresistible logic to put his finger on any one of these proposals, and to say this is the one in which I believe. On turning to one's neighbors, one is still more confused by the realization that this intellectual uncertainty is wide-spread. Isolation or cooperation, protection or free trade, the gold standard, bimetallism or managed currencies, de¬flation or inflation, all have their proponents in whose eyes one or the other of these slogans will afford the panacea for all our ills.

Forty-five years have passed since I discovered the extensive and remarkable diatom-earth beds at Monterey, California., and now I have the satisfaction of bringing to notice still another wonderful deposit in the heart of Arizona. The Monterey beds mere described at the Philadelphia Academy,* and specimens were sent to Prof. J. W. Bailey, West Point, N. Y., at that time the leading American authority upon such microscopic relics of organic life. The earth from both localities is snow-white and pulverulent. It rubs off' like soft chalk upon the fingers when handled, and has the general appearance of chalk. But, unlike the Monterey beds, these newly-discovered deposits consist largely of volcanic ash, through which the siliceous shells of the diatoms are distributed. These deposits are in the central portion of the San Pedro valley,† in the southeastern corner of Pinal county. The region of their greatest development is a few miles south of the mining town of Mammoth, on the east bank of the stream, and near Redington, some 40 m. N. of Benson, on the Southern Pacific railway. The altitude is about 2600 ft. above tide. This portion of the San Pedro valley lies between the high Catalina and Rincon ranges on the west and the Galiuro mts. on the east. In an earlier paper1 we discussed a simple, rapid method of taking samples of liquid steel and analyzing them for oxygen, which, though possibly not absolutely accurate (as is likewise true of all other methods), certainly yields results that are satisfactorily consistent. Accordingly, samples from hundreds of heats ill different shops were analyzed for oxygen, with results sufficient in number to be handled statistically and permit estimation of some general trends. Measurements were made in acid as well as in basic open hearths, throughout the refining period, to learn how stirring, blocking, adding ore or lime or sand, affects the oxygen content of the bath; we also followed the changes brought about by tapping, teeming, and deoxidizing. Some of these results, discussed in an earlier paper,2 bring out the dominant role of the carbon-oxygen reaction in regulating degree of oxidation both of metal and of slag, also the marked variability of concentration of dissolved oxygen [0] in excess of that which would be in equilibrium with carbon and with carbon monoxide at a partial pressure of one atmosphere. As a logical beginning on this complex problem, we take up in the present paper the variability of this excess oxygen, A[O], when other factors are as constant as they ever are in open-hearth operation; namely, toward the end of the refining period, when the bath may be regarded as in the comparatively steady state it approaches in absence of disturbing factors. This condition was chosen because by that time the significant reactions, except carbon oxidation, between slag and metal have come to substantial equilibrium; this facilitates interpretation of the complex situation and thus perinits more definite conclusions to be drawn. This excess concentration of oxygen, A[O], in the metal is needed, of course, to make the steelmaking process go at a reasonable rate; alternatively it may be regarded as a measure of the virtual pressure increment above one atmosphere, or of the degree of supersaturation, of carbon monoxide in the metal. According to our measurements, the excess concentration A[0] in liquid steel varies from about 0.009 to 0,035 per cent oxygen by weight. It is quite sensitive to change of conditions, being altered temporarily by operations such as stirring with green poles, additions of ore, lime, or sand; but as the disturbance works itself out, it resumes a level within the intermediate range characteristic of the steady state. HITHERTO the practical creep testing of precious metals has received little or no attention. The only previous creep tests of precious metals have been made with wires under conditions such as to yield much more rapid rates of creep than in engineering tests.', ' Up to the present time the value of creep bars of adequate size, in the absence of real need for engineering data, has deterred investigators. However, the increasing use of platinum at high temperatures has demonstrated the need for reliable creep data for the guidance of engineers, especially those engaged in designing certain specialized chemical plant equipment. In order to supply this need, creep tests were conducted at 1382°F (750°C) on 0.290 in. diam specimens of platinum, 90 pct Pt, 10 pct Rh and palladium. The platinum was high purity, nominally 99.95 pct Pt. The 90 pct Pt, 10 pct Rh was of the same high quality as is used for making gauzes for the catalytic oxidation of ammonia. The palladium was also of high purity; two batches of palladium bars were tested, one deoxidized with calcium boride and the other with aluminum. Spectrographic examination of the palladium confirmed its good quality; the only significant impurities apart from the residual deoxidizers were traces of silicon and lead. Procedure The creep bars, which were furnished by Baker and Co. to our specification, were 6 ¾ in. in overall length with a 4½ in. (4 in. gage length) reduced section 0.290 in. in diam and had the ends threaded (?-NC16). It may be of interest that the bars were valued at up to $600 each. The specimens were supplied in a 50 pct cold-worked condition to facilitate attachment of the creep extensometer, which was of the push rod type. Because of the softness of the platinum and palladium, the extensometer rings were secured to the test section by means of circular knife edges instead of the usual pointed set screws. The extensometer rods extended through the bottom of the furnace and readings were taken with a 0.0001 in. "Last Word" dial gage fastened to the rods for the duration of the test. The bars were directly loaded by hanging weights from the lower specimen grip. All tests were conducted at 1382°F ± 2°F, and an effort was made to maintain the temperature gradient over the test section within 2°F. The ends of the furnace tube were packed with asbestos wool, which allowed a very slow circulation of air through the tube. Annealing was accomplished in the creep furnace before the load was applied. The platinum and palladium specimens were annealed at the test tem- perature for about 17 and 24 hr respectively; in the case of the rhodioplatinum it was found expedient to anneal for 1 hr at 1922°F (1050°C). Pilot samples cut from the same stock as the bars were used to check annealing procedures. Pertinent measurements of grain size and hardness were recorded. Results and Discussion The creep data obtained are given in Table I and the creep curves are plotted in Figs. 1, 2, and 3. Two platinum specimens, tested under a stress of 250 psi, had almost identical creep rates at 2000 hr, namely 0.000008 and 0.000009 pct per hr. A third platinum specimen, stressed at 400 psi, had a creep rate at 2000 hr of 0.000026 pct per hr; the reason for a rather sharp decrease in creep rate during the period from 1200 to 1600 hr is unknown. As it was thought that 90 pct Pt, 10 pct Rh would have a lower creep rate than platinum, the first sample was tested at 400 psi; however, the creep rate was approximately 50 pct greater. Microex-amination revealed that differences in grain size might be responsible for the unexpected result, as annealing at 1382°F developed an average grain diameter of 0.0021 in. in the rhodioplatinum specimen compared with 0.004 in. in the platinum bar. Annealing the alloy for 1 hr at 1922°F (1050°C) increased the average grain diameter to 0.0032 in. and materially improved the creep resistance, making it much better than platinum. A second specimen annealed at 1922°F (1050°C) and tested under a stress of 550 psi had a creep rate of 0.000022 pct per hr at 2000 hr, which was still substantially lower than that shown by the specimen annealed at 1382°F (750°C) and stressed at only 400 psi. A study of data obtained during laboratory tests to determine the suitability of bituminous coals for use in residential underfeed stokers of the clinkering type has led to the following general conclusions: 1. Performance data obtained during the test furnish useful and practical information upon which to judge the performance of stoker coals. 2. Conclusions derived from the results of evaluation tests are in general agreement with use experience of the coals in the field. The method is of practical use in this regard. 3. Few direct relationships were found between data furnished by the evaluation test and determinations by standard laboratory tests. This is particularly true with regard to coke formation and clinker formation, two of the most important factors in determining the degree of satisfaction to be obtained in applications of the small underfeed stoker. It has not been the intention in this paper to prescribe this evaluation test as the best method for the evaluation of coals for use in residential stokers. That there are other test methods having similar objectives serves to point out the necessity for full-scale laboratory tests. At the present time, a standard test procedure for the evaluation of coals for use in residential stokers is not available. For the past several years a joint committee, appointed from the membership of the Residential Stoker Committee of Bitulninous Coal Research, Inc., and from the Engineer- ing and Research Committee of The Stoker Manufacturers Association, has been working to develop a standard procedure for testing and evaluating bituminous stoker coals. This procedure has been completed to the extent that it has been drawn up in tentative form. It is now planned to install the equipment in several laboratories and to run check tests, using portions of identical lots of coal, to determine the degree of reproducibility offered by the method. Completion of this standard test procedure should greatly facilitate the evaluation of coals for use in residential stokers. Kaiser*—AS a former fuel engineer assigned to residential stokers at Battelle, the writer has read with considerable interest the paper by Messrs. I'urdy and Nelson. It is gratifying to note that earlier test techniques have been developed and that criteria found important in the years 1935 to 1938 are still important in judging the performance of stoker coals for residential heating. The authors have plotted a number of the primary coal data singly against performance data of the stoker in an effort to establish relationships. Unfortunately, wide scattering of points usually resulted, which did not illustrate what experience generally indicates to be the case. For example, Fig 3 indicates almost no trend in the percentage of released ash converted to clinker with change in ash-softening temperature. Other factors, such as fuel bed temperatures and zones of heat release must have influenced the results. In the present state of our knowledge, we cannot explain all of the reasons why suitable stoker coals perform satisfactorily, nor why one satisfactory coal may be better than another. IT was said by many who discussed Professor Posepny's admirable paper on the " Genesis of Ore-Deposits," read at the Chicago meeting of the Institute, in 1893, that its most valuable feature was the clear distinction which it drew between the influence upon ore-deposits of the "vadose " circulation of waters descending directly from the surface, and that of the deep underground circulation of waters generally coming from the depths, and assumed by the author to be ascending through more or less open spaces under the influence of heat. A little later the effect of the oxidizing action of the vadose circulation upon ore-deposits was ably and exhaustively treated by Prof. R. A. F. Penrose, in a paper on " The Superficial Alteration of Ore-Deposits "f-the only one, so far as I know, which has been exclusively devoted to this important subject. My own first detailed study of ore-deposits was made at Leadville, in 1880, at a time when almost the only minerals visible in those deposits were in oxidized forms. That this form was the result of the alteration of earlier sulphides by surface-waters had to be proved at the time by induction or analogy, the general correctness of which was, however, abundantly confirmed by subsequent developments. Thus I was early impressed with the importance of distinguishing, in the study of an ore-deposit, the alteration-products, resulting from the action of oxidizing waters descending from the present surface, from the earlier-formed sulphides; and, assuming that the latter were primary or original, I called the former secondary. IN recent years, exploration and development by diamond drilling has become a popular attack on the problem of finding new ore shoots and developing extensions of known shoots. Diamond drilling has been used in recent years in extensive sampling of disseminated copper deposits, in preference to churn drilling. At the Harvard gold mine, near Jamestown, California, Philip R. Bradley, Jr., general superintendent, reports that: "The Harvard work was a singular example of the reliance that can be placed on diamond drilling in evaluating an ore body." Drilling at the Harvard mine will be discussed in a subsequent section of the paper. So popular has diamond drilling become, indeed, that many who have had slight experience with drilling are inclined to regard it as a cheap cure-all. This paper proposes to show some of the limitations on the application of drilling and some of the steps that should be followed in drilling programs to obtain reliable results. COST OF DRILLING Drilling has the advantage, over shaft sinking and drifting, of lower cost and greater speed. As compared with churn drilling, the advantage of bringing up a coherent sample instead of fine cuttings for a sample is obvious. Diamond drilling is generally more expensive, however, and more engineering effort is required in combining the average of core and sludge samples. Exploration of drift walls by hammer drills to a depth of less than 50 ft. is generally cheaper than diamond drilling, but beyond this depth the diamond drill is cheaper and more efficient. The principal factor in determining cost of drilling is the character of the ground drilled. Broken ground with many fissures is most expensive to drill. Hard ground is less of a problem with diamond drills than with ordinary machine drills. Hardness or softness affects only the speed of drilling. Caving, easily washed, sandy or clayey ground requires continual cementing and casing, which is the greatest cost problem. Thus, soft, incompetent ground is more costly to drill than hard, massive ground. Cost of drilling per foot in good to fair ground varies from less than $1 per foot, achieved in some districts in Ontario, the Mother Lode, and Missouri, to $5 per foot in many western states. In bad drilling ground, costs may range from $5 to $15 or more per foot, thus approaching the cost of drifting. Other factors that increase the cost per foot are: I. Short total length of hole drilled, so that the cost of moving in crews and equipment must be spread over a relatively few feet. 2. Cost of drilling per foot increases with depth beyond about 500 ft., as more time is consumed in pulling rods. 3. Cost of preparing drilling stations, getting air underground to stations, etc. 4. Inaccessibility and lack of water on the job make for higher costs.

INTRODUCTION There is no hard and fast rule on whether functions within a company, diversified or otherwise, should be strongly centralized or decentralized. In all diverse organizations, there are certain basic functions which remain common (or central) to each element of the business, viz: Personnel Management Cash Management Taxation Management Legal Planning Accounting Standards It would follow that each of these common factors requires some supervision at a central level to ensure that overall group objectives are met. It is true that other functions including: Industrial Relations Marketing and Distribution Production Research and Development Purchasing Management Accounting may also be common to each element of the organization. However, there is far less commonality in the degree to which these functions are central to the efficient performance and financial well-being of the business. Role of Operating Units The resources of operating centers may be viewed as a bank of funds, the nature of which can be changed from time to time, but the employment of which must provide for ongoing increases in the net worth of the total enterprise expressed in terms of market values. Operating units are required to continually review products, methods, and opportunities and to monitor avenues for incremental investment--all with a view to attaining the necessary additive net present value of future cash flows of the enterprise. Operating units should be permitted sufficient autonomy to enable the best use to be made of the skills and experience of the people it employs in order to produce a return appropriate to the value of assets employed. Role of Head Office The head office will typically comprise a specialist group--the leaner the better if one strongly adopts the decentralist approach--often acting as Service Centers but also performing a control function in the corporate sense. The head office function is a cost center. It may be instrumental in developing strategies for increasing revenues or reducing costs on a group scale, but it does not generate revenue. Every dollar spent on this function is an extra dollar to be generated by the operating centers in order to achieve an increase in corporate wealth. TREASURY MANAGEMENT Treasury management is concerned with the provision of finance, cash-flow management, and risk analysis. Each decision taken within the enterprise has a cash implication. It follows that a well-integrated central Treasury function can, in all likelihood, produce economic benefits. The degree to which the function should be centralized depends largely upon the unique nature of the operating units it is servicing. Levels of ownership, the calibre of unit operating managers, and the nature and geographic distribution of the business are all factors determining the degree to which the Treasury function is centralized. In the case of Peko-Wallsend, the Treasury Department is small, comprising four people. While divisional cash-flow management is largely decentralized, Treasury is responsible for the daily management of funds surplus to the immediate needs of operating units. "The method of conveying ore from the ore-pocket at the shaft collar to the railroad ore bins, whence it is transported to the reduction works, is by cars with electric haulage.The cut shows the car coupled to the electric locomotive at the moment of dumping into the railroad ore bins.The locomotives used are of several makes, usually having two 12 ½ h-p. motors of a rated draw-bar pull of about 1,200 lbs., using 500 volts D. C. Track gauge is 30 inches, and speed is six miles per hour.The car holds two skip loads-10 tons—and has sides opening outwards the full length of the car, for rapid side-dumping. One man operates car and motor, and loads and unloads the car. The trolley pole runs in both directions without reversing.Loading is clone by operating a valve connected to a compressed air lift, which raises and lowers a gate in the ore-pocket chute, the ore running by gravity into the ore car spotted under the gate of the chute. The oxygen is united with the iron as a magnetic oxide, as Gautier asserts, and this oxide is reduced to a protoxide by one atom of the manganese uniting with one atom of the oxygen of the magnetic oxide of iron. IT is known that austenitic chromium-nickel steels that have free carbide in the grain boundaries are subject to intergranular corrosion. It is difficult to detect such a susceptible condition in a fabricated article because present test methods require a sample section for examination and in most cases this is difficult to obtain. The question of the nature and prevention of intergranular corrosion in austenitic stainless steels have been ably discussed by Bain and co-workers1-3 and by other investigators.4-10 The present methods of study subject samples to corrosive conditions in such reagents as the Strauss solution, a. mixture of copper sulphate and sulphuric acid. Such tests usually require at least 72 hr. to run. Various methods of measuring the degree of sensitization have been employed, such as the measurement of electrical resistivity, magnetic measurements, measurement of the degree of cracking produced on bending over a mandrel, and microscopic studies. The detection of carbides at the grain boundaries by metallographic polishing and etching methods is tedious and requires a skilled operator. A recent report on such methods of carbide detection is given by the American Society for Testing Materials Subcommittee VI of Committee A-10 11 and by Arness.12 The present investigation was undertaken to develop a simple test procedure for detecting carbide precipitation or susceptibility to intergranular corrosion. The test is designed for use in the plant and for the testing of fabricated structures. Carbide precipitation, the factor leading to susceptibility to corrosion, is produced by heating the alloy in the temperature range 800° to 1600°F., as in welding, in improper annealing or in service where such temperatures are met. The connection between such precipitation and susceptibility to corrosion has been thoroughly discussed, as has been the use of stabilizing addition elements to prevent precipitation. EXPERIMENTAL METHOD A small area of the steel under test is subjected to an anodic treatment in a cell that can be clamped onto a sample or an actual structure. The cell and electrical circuit used are illustrated in Fig. I. The cell C is lead, joined to the steel plate D and insulated from it by a short piece of rubber tubing E. The cell is forced tightly against the steel plate by a spring or clamping device. The seal formed by the rubber against the steel plate is sufficient to retain the liquid bath inside the cell. The spot treated can be made any shape desired, depending on the shape of the rubber gasket. The cell illustrated polishes a circular spot about 3/8-in. diameter. The bath consists of 60 per cent (by weight) sulphuric acid to which is added 5 ml. per liter of Glycyrrhiza extract (U.S.P.). The cell requires about 2 to 2.5
