CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. Born in Dixmont, Me., in 1852, he went to California in 1857 where he lived until 1883 and received a thorough training in precious metal mining in the employ of his father and J. B. Haggin. In 1883, he went to the Black Hills, South Dakota, as superintendent of the Father DeSmit mine; later the Deadwood Terra also came under his management. These mines are now part of the Homestake Mining Co. In 1889, the Rothchilds asked Hamilton Smith to recommend an engineer to take the place of the late Henning Jennings, who had resigned from the El Calloo Mining Co., of El Calloo, Venezuela, in order that he might proceed to South Africa. Mr. Webber accepted the position, remaining there until 1893 when he returned to the United States on his way to Johannesburg, South Africa, where he had been appointed manager of the Crown Reef Mining Co., Ltd. Early in 1896, he became general manager of the Rand Mines, Ltd., and served in this capacity until 1911. During the latter part of this period, Mr. Webber was active in the greater amalgamations of H. Eckstein & Co., and it was largely on his advice that H. Eckstein & Co. carried out the negotiations preceding the formation of the Crown Mines, Ltd. On his retirement from South Africa, he returned to live in Ross Valley, near San Francisco, Cal. The Rand Mines, Ltd., of which Mr. Webber was general manager, was the largest company controlled by Wernher Beit, the leading London house interested in South Africa mining, whose local agents in Johannesburg were H. Eckstein & Co. This firm is now known as the Central Mining & Investment Corpn., and after the departure of Henning Jennings, Mr. Webber was the firm's most valued and confidential advisor and was very highly thought of in mining circles in South Africa. He was a ma of most upright and straightforward high character, plain spoken and sincere; and his recognized high character was one more qualification which aided his great success.

S. J. SINDEBAND*—(1) Discussing the properties of the powders used, Mr. Rostoker mentioned a silicon powder as being between 150 and 325 mesh. We always had much difficulty in measuring particle size of silicon powder by screen analysis, because of its tendency to agglomerate. I would be interested in the method used to measure these particle sizes. (2) Mr. Rostoker maintains that the measurement of magnetic properties is more accurate in determining complete homogenization of an alloy, than is the X ray diffraction technique. I wonder whether this is really true. Even when diffusion is complete, magnetic properties will change during continuation of the heat treatment, due to change in density and pore shapes, as has been demonstrated by Mr. Rostoker himself. Which effect is faster, the diffusion of the alloy components or the attainment of final density, will, in my opinion, depend very much on initial material and sintering conditions used. For magnetic applications, of course, the magnetic measurements are most suited for determining the point at which equilibrium conditions are reached. (3) I was glad to see that Mr. Rostoker had used sample sizes which are similar to those I had used previously, and I believe that ring samples of about 2 in. od will become more or less standard samples for the determination of magnetic properties of powder metallurgy products. I should like to ask how the density was changed for the samples on which the effect of porosity was investi- gated, and, further, why the sintering temperature used for this series of experiments was so low. It is somewhat surprising that a 24-hr treatment at 850°C acts so much more to spheroidize the pores than a treatment for 1 hr at 1100°C. But the effect seems to be indisputable. I have made an investigation of the influence of sintering temperature for longer times on the maximum permeabilities of iron powder compacts which was presented at the International Powder Metallurgy Conference in Graz, in 1948, and I hope that these results will be published here within a short time. The results of this investigation are confirmed by Mr. Rostoker's findings that the change of time from 1 to 24 hr changes the permeability behavior considerably in the direction as indicated by Polder and Van Santen for spheroidiza-tion of pores. No records have been found of coal in the old Spanish documents, although some mention of it probably exists in manuscripts. Coal was found in Mt. Diablo, in Contra Costa County, about five miles south of the San Joaquin River in 1852, but the first mine, the Teutonia, was located in 1858. The deposits are located on both sides of a high ridge, and vessels of 1,000 tons burden could ascend the river to the nearest point to the mines.1 In 1854, coal was found about four miles from Oroville, on the Feather River, in Butte County. Development work was started and in 1856 a mine was opened. From the description the coal was likely a variety of lignite and probably never amounted to anything commercially, as it does not appear again in the records 2 The more valuable mines at Mt. Diablo were opened in 1859 and 1860. By 1867 there had been 11 mines started and at that time five were in operation. The seam conditions were much disturbed and lack of knowledge of them caused much waste of effort and money. All of the coal excepting that used locally and in nearby towns, was shipped to San Francisco, and largely used for steam purposes. The first receipts were in 1861-6,620 tons. A railroad to the river had been constructed and opened in February 1866. The Corral Hollow field in Alameda County was found and prospected to a small extent in 1862. Two mines were opened but little work was done and the field was then abandoned. Good exposures were rare and the cost of underground exploration was then prohibitive. The Commercial mine produced coal in 1869 and 1870, but a fire in the latter year destroyed the tipple and communications to the mine. The Livermore mine was abandoned after 18 months operation in 1875 and 1876 and no other work was done here until the nineties. IN an age when anything short of miraculous can and does happen it is entirely too easy to become labeled as a prophet. After the first wave of hysteria over atomic weapons died down there were crystal gazers enough in that field. The mining fraternity, always anxious to get back to normal anyway, looked, was duly impressed, and passed on to more mundane affairs. After all it was just another big blast in the stopes of life. After we "laymen" had seen the effects at Hiroshima and been granted a peek into the phenomenon of Numbers 4 and 5, we saw, indeed, that it was a tremendous but understandable weapon. Now it appears that we may fall heir to much of the defensive planning of the future. If, as our military planners tell us, it will be necessary to go underground for defense, then we are the true forerunners of a race of troglodytes. The underground belongs to us as to no other profession; the subsurface is our prerogative. Already the big mistakes in planning atomic defense are being made. It is within our ability now to correct them. Surveys are being made of natural caverns to be used as a basis for military planning. This is our first big mistake. Even if the natural caverns, many of which Nature has precariously carved from cherty and brittle limestones, could withstand the seismic force of a proximate blast without major roof failures, there is a more serious argument against the blanket use of natural caverns as a first line of defense. The Lead Smelting works of Metallurgie Hoboken S.A. are located on the banks of the river Scheldt a few miles South of Antwerp. Lead refining began at Hoboken in 1687, when it was restricted mainly to desilverizing lead bullion from Central America. Since then, various changes have been made to develop the works into a comprehensive and integrated custom smelter and refinery. Multiple hearth roasting furnaces, down-draft sinter machines and blast furnaces of standard design are used for the treatment of "complex" lead ores and secondary materials. A lead refinery based on the Harris process, with Parkes desilverizing followed by vacuum dezincing and Kroll Betterton debismuthizing was commissioned in 1967. Facilities for the recovery of precious metals, bismuth, antimony, arsenic and sulfuric acid are available. Special problems arise from the presence of large quantities of copper in the materials treated.

Changes in hardness, tensile properties, microstructure, electrical resistance, and X-ray diffraction effects indicate that lattice strains are necessary for the embrittlement of ferritic stainless steels when heated for relatively short times at 475°C (885°F). It is suggested that 475°C (885°F) embrittlement is due to the accelerated formation of an intermediate stage in the formation of s under the influence of these strains. FERRITIC stainless steels (low carbon alloys of iron with more than 15 pct Cr) are subject to two forms of embrittlement when heated in the temperature range of 375° to 750°C. The embrittlement which occurs after long time heating between 565" and 750°C is well understood; it is caused by the precipitation of the hard, brittle s phase. Sigma is an intermetallic compound of approximate equi-atomic composition with an extended range of formation in Fe-Cr alloys. The maximum temperature at which this form of embrittlement can occur is dependent upon chromium content; and is approximately 620°C for a 17 pct Cr steel and 730°C for a 27 pct Cr steel. The other form of embrittlement occurs after relatively short heating periods in the range of 375" to 565°C; in the higher chromium steels, hours may be sufficient as compared to months for s embrittlement. This phenomenon is not at all well understood and several controversial theories have been proposed. The rate and intensity of embrittlement increase with increasing chromium content but the maximum rate occurs at 475°C re-gardless of chromium content. As a result of this, the phenomenon has been termed 475°C (885°F) embrittlement. The effect of 475°C embrittlement on the properties of ferritic stainless steels has been thoroughly reviewed by Heger.1 The embrittlement causes a pronounced decrease in room temperature impact strength and ductility, a large increase in hardness and tensile strength, and a decrease in electrical resistivity and corrosion resistance. Microstructural changes accompanying embrittlement are minor and difficult to interpret with a general grain darkening, appearance of a lamellar precipitate, grain boundary widening, and precipitation along ferrite veins having been reported at various times. With the exception of reported line broadening, X-ray diffraction studies by conventional Debye analysis of solid samples have been of little value. BY making use of electron diffraction methods, Fisher, Dulis, and Car-roll' have recently shown the existence of a chromi-um-rich, body-centered cubic phase in 27 pct Cr steels which had been aged at 482°C (900°F) for as long as four years. Two types of theories have been advanced to account for the embrittlement. The first of these requires the precipitation of a phase not inherent in the Fe-Cr system with various investigators suggesting a carbide,3 nitride,3 phosphide,4 or oxide." Theories of this type have difficulty accounting for the influence of alloying elements on the embrittlement and for the facts that a minimum chromium content is necessary for embrittlement and the intensity of embrittlement increases with increasing chromium content. The second type of theory that has been proposed relates 475°C embrittlement to s phase formation which is inherent in the Fe-Cr system. An assumption of this kind can adequately explain the influence of alloying elements, for they exert an effect on 475°C embrittlement similar to that on s phase for-mation as can be seen in Table I. The minimum chromium content is essentially the same for both phenomena and it has been shown12,13 that s is a stable phase in the embrittling temperature range. In addition, it has been reported14,15 that pure alloys embrittle to the same extent as commercial type alloys. There are, however, several factors which have prevented complete acceptance of a s phase theory. Foremost of these is that the embrittlement can be removed by reheating for short time periods above 600°C, which in the higher chromium steels is within the stable s region. No s has ever been observed after one of these curing treatments, nor has any s been found as a result of embrittlement at 475°C. In addition, the simple precipitation of s cannot explain the time-temperature relationships for reactions between 350°and 750°C. This behavior is shown schematically in Fig. 1. Newell 16 and Ried-rich and Loib4 have shown that 475°C embrittlement follows a C-type curve as illustrated, while Short-

THE following article is based on observation of college graduates entering the steel industry in technical work made during the past 25 years, the first five of which were spent as a college instructor in two engineering schools, and the last 20 in the employ of a large steel company that has hired hundreds of engineering graduates for steel-mill operations. The college graduates encountered during this period have come from many, colleges representing schools in Eastern States, Midwestern Universities, many Southern colleges, and many smaller colleges and normal training schools mostly in western Pennsylvania and Ohio. The college training of these students for engineering work naturally has varied widely and the educational qualifications of the entrants have been in many ways different. It was found at an early date that graduates of standard engineering colleges were much more adaptable than graduates in science from nontechnical schools. The engineering students seemed to be more suited to actual work in steel' plants and in general were better able to grasp a knowledge of the operations they observed. However, although the graduates of engineering schools have had somewhat better training -in physics, mathematics, and engineering, it has been a general and continual observation that most of the students employed have had inadequate training in the fundamental sciences. Since this discussion relates entirely to metallurgical engineers, it should be emphasized that students taking metallurgical engineering courses in college seem to be poorly trained in organic chemistry, physics, physical chemistry, thermodynamics, and any higher form of mathematics than simple calculus. It has been noted frequently that young engineers faced with problems in a mill that involve some mathematics generally flounder badly, and that they have little conception of physical chemistry. Another common deficiency lies in the young graduate's lack of knowledge of where to look for the more detailed literature on any subject. He reverts instinctively to some college textbook whose coverage is usually very elementary. It is recommended that such textbooks contain a bibliography of the source literature, and that students be taught to use theoriginal data. Many of the students had had previous courses in college dealing with metallurgical work such as steel melting, metallography, etc., but it was found that their grasp of these subjects was extremely sketchy. It was soon realized that an ordinary engineering graduate could be taught more about steel melting and manufacturing processes in a, few weeks in a. plant than he could learn in a college course on such subjects. A similar statement may be made regarding the ability of students to conduct laboratory work. Their lack of technique and skill in handling equipment and setting up experiments was soon apparent. EARLIER work1,2 has shown that the strength developed by fired magnetite pellets containing silica or silicates is due to three separate effects. Two of these are associated with the formation of slag in the interior of each pellet at temperatures above 1000°C, where the atmosphere is substantially though temporarily neutral. The third is independent of the silica content and is responsible for the development of a hard shell around the pellet during the initial stages of firing, a condition which permits the pellet to assume the increasing load of the overlying burden and prevents extrusion of the slagged and semi-liquid interior. Pellets made from hematite concentrates do not show these effects unless specific additives are incorporated, and it is these differences in behavior which in large part account for the difficulty in producing satisfactory pellets from such concentrates. Elsewhere it has been stated that "the most important factor responsible for the development of strength in fired magnetite pellets containing no additive is the oxidation of magnetite to hematite and the subsequent recrystallization and grain growth of this constituent."1 The object of the investigation reported in the present paper was to study in detail the mechanism described above and to evaluate its contribution to the strength of the fired pellet compared with other possible mechanisms, excluding slag bonding. This was effected by placing together polished faces of two cubes prepared from specific minerals and then heating them under constant pressure at different temperatures both in air and in nitrogen.

FOREWORD-Back in October of last year, I approached three of the largest commercial banks in the country to solicit an article about the role of commercial banks in mine financing. "We'll be delighted to cooperate with you in any way we can," was the stock response. As the September 1975 deadline approached, however, every bank officer I had contacted almost a year earlier informed me that he couldn't write such an article be- cause of "prior commitments," "an excessive workload," or "vacation schedule," etc. This was not a total surprise. Any commercial banker will be truly delighted in talking with you, if you have a good mining prospect, a good reputation, a good batting average in your business-and if he has the capital you want to borrow. But what happens when banks themselves are illiquid? Much as they would like to help you, they simply can't. And most of them clam up.

TWO recent developments in open hearth steelmaking have had a substantial impact on metallurgical practices and operating procedures. These are: (1) the use of oxygen roof lances for accelerating the refining reactions, and (2) the use of a spring-arch, basic roof for prolonging the life of the furnace. Although these practices can be used separately, they are generally used to complement each other in an effort to obtain minimum heat time consistent with an acceptable rate of wear of the refractory roof, walls and port ends. DECARBONIZATION BY OXYGEN INJECTION The use of oxygen to speed carbon elimination was perceived by Sir Henry Bessmer but its practical use in steelmaking could not be realized until processes were developed for the manufacture of low cost, tonnage oxygen. However, as early as 1922 Bigge1 obtained a patent covering the use of gaseous oxygen to speed decarbonization of a molten steel bath. At that time, oxygen was available only in bottles and at a cost of $240 per net ton. At the end of World War II the price of oxygen had dropped to $80 per net ton, and as a result, metallurgical oxygen (99.5 per cent began to come into widespread experimental use for decarbonization in open hearth and electric furnace shops.2-8 Even this price prevented oxygen's routine use for other than decarbonizing the bath in shops producing substantial quantities of steels containing less than 0.40 per cent carbon. Today, tonnage metallurgical oxygen can be manufactured for less than $15 per net ton, and commercial purity oxygen (95 per cent is reported to cost less than $5 per ton. Thus, it is not at all surprising to find many open hearth shops effectively using large quantities of oxygen to accelerate decarbonization. Equipment for Oxygen Injection. The oxygen may be injected by a lance pipe inserted through the wicket hole and pushed several inches into the steel bath, or by a water-cooled jet inserted through the back- wall, endwall, or roof, and immersed in the slag or set just a few inches above the slag. Oxygen at approximately 100 psi is piped directly to control stations adjacent to each furnace. The installations should include adequate safety devices such as fire checks and emergency valves,

KNOWLEDGE of the Cu-Zn constitution diagram was critically examined in 1944 by G. V. Ray-nor,1 who suggested the diagram reproduced in Fig. 1 as the best evaluation of available data. No pertinent work on the constitution has been published since that time, although a number of authors have discussed transformation kinetics and theory. Despite the large amount of work that has been done on the constitution of these industrially important and scientifically interesting alloys, minor uncertainties still exist. For example, it is still not possible to say definitely whether a two-phase region exists between the ordered and disordered forms of the 8 phase. A careful re-examination of the phase boundaries in this part of the diagram was therefore undertaken. Two methods were selected for the new investigation—quantitative metallography for the higher temperatures and precision lattice parameter measurement for lower temperatures. Because of the relatively narrow two-phase regions flanking the ß phase in these alloys, quantitative metallography is particularly suited for their examination, since the relative amounts of the two phases are very sensitive to their compositions. The method, however, is useless below about 350°C because of the inadequate resolution of the two constituents. Below 400°, however, the X-ray diffraction method is applicable, although it is of somewhat lower sensitivity in this system. The changes of composition that occur during quenching from above about 500°C entirely vitiate X-ray measurements at room temperature though they do not affect metallographic area measurements. The two methods overlap and supplement each other admirably. Both methods depend on the attainment of equilibrium composition of the two phases in a more or less intimate mixture and thus avoid the difficult problems of nucleation and long range diffusion involved in the conventional metallographic bracketing method. The alloys were melted from a master alloy made from re-electrolyzed cathode copper and Horsehead 99.99 pct Zn. Melting was done under a cover of either borax or charcoal and the alloys cast into a 7/8 in. sq graphite mold for the a-ß alloys or a 3/8 in. diam cylindrical graphite mold for the ß-? alloys. The a-ß alloys were rolled at 750°C to 5/8 in. sq; annealed for 24 hr at 800°C and quenched; then rolled and swaged at 200°C to 3/8 in. diam rods, annealed 24 hr at 200°C, quenched and cold rolled 2 pct reduction. This treatment was intended to obtain a small grain size and to produce many nuclei of the minor phase for growth on subsequent heat treatment. The unworkable ß-? alloys were given preliminary treatment by sealing in Vycor tubes in vacuum and annealing for 4 hr at 800°C followed by cooling in air. Samples of homogenized alloys were checked spectrographically for impurities, but the principal components were determined on samples subsequent to heat treatment. The impurities analyzed averaged approximately as follows: Ag, 0.0002 pct; Fe, 0.004; Si, 0.0008; Cd, 0.005; Mg, 0.0002; and Pb, 0.002. For metallography, samples of appropriate composition were cut into rods 5/8 in. long, sealed in pyrex tubes in vacuum and annealed for eight weeks at temperatures of 470°C and below, two weeks at 480°, 500°, and 600°C, and 4 hr at 700°C, followed by quenching in cold water. The Choco placers, mined continuously since the earliest expeditions of the Spanish conquistadors, were exploited by the Indians prior to the conquest. Platinum is found in varying percentages with gold throughout the Choco placers and is found in minor percentages in some placers in other parts of Colombia. The Choco Department is on the west coast of Colombia between the western range of the Andes and the Pacific Ocean and extends from the San Juan River north beyond Panama to the Caribbean. The first reference in European literature to platinum was by Julius Caesar Scaliger in 1557. He did not assign any name to it but referred to it as an infusible metal found in the mines in the New World. The Spaniards had given it the name platina, which is the diminutive for plata, the Spanish word for silver. Don Antonio de Ulloa first recorded the name while on an official visit to the Choco from Spain in 1735.

The effect of low pressures on the flow and fracture behavior of molybdenum is described. For poly crystalline samples, room-temperature tensile tests indicate greater ductility under 10 Torr than under intermediate pressures up to and including atmospheric pressure (760 Torr). In addition, tests conducted at 760 Torr under atmospheres of air, dry nitrogen, and purified argon exhibited no apparent difference in mechanical properties. Critical tests involving baking in situ as well as those involving single-crystal deformation further imply that the ductility effect is a pressure-dependent phenomenon related only to the fracture process. This dependency is discussed in terms of adsorption and diffusion contributions. THE effect of very low pressures on material properties has heretofore been presumed to be important only for substances possessing relatively high vapor pressures at ambient temperatures. Research has therefore been concentrated primarily on organic solids and liquids, and in some instances on metals such as zinc and cadmium. Most vacuum-effect studies' on the mechanical behavior of metals have been performed under conditions of either cyclic loading or creep rupture at elevated temperatures, i.e., over extended time periods. These studies were not restricted to high vapor pressure materials but also encompassed such metals as gold, copper, and nickel. Very little concern, however, was placed upon the importance of a vacuum environment on the mechanical behavior of metals subjected to a simple unidirectional deformation at ambient temperatures. A tension test is generally of short duration as compared to a creep test, and at room temperature vacuum effects if any would be expected to be surface-limited. In early 1963, Kramer and podlaseck2 reported a change in the bulk flow behavior of aluminum single crystals during room-temperature tension tests. The deformations were performed under pressure conditions of 760 to 3.4 X 10-8 Torr and indicated for the first time a vacuum surface effect contributing to the bulk tensile behavior of metal specimens. As a consequence, an experimental program was initiated in this Laboratory to study the effects of ultrahigh-vacuum conditions on the mechanical behavior of metals. The results of a preliminary study on poly-crystalline molybdenum3 revealed, unlike Kramer's observations of changes in the stress-strain behavior, only an increased ductility under ultrahigh vacuum. Flow behaviors were nearly identical for all tests re- gardless of pressure. This paper presents comprehensive results obtained in this area of research. 1) EXPERIMENTAL PROCEDURE Three material categories were used in this study: sintered and are-cast polycrystalline molybdenum of nominal purity 99.93+ pct and single-pass electron-beam zone-refined molybdenum single crystals having a nominal purity level of 99.99+ pct. The interstitial levels (weight percent) as determined by the Materials Testing Laboratories, Division of Magnaflux Corp., were as follows: sintered molybdenum (C— 0.005, H—0.0004, O—0.015, N—0.008); and arc-cast molybdenum (C-0.0038, H-0.0003, O-0.015, N-0.023). Single-crystal molybdenum obtained from Materials Research Corp. had a typical interstitial analysis of C-0.0015, H-0.00007, O—0.00045, and N-0.0001. Tensile specimens having a 5 mm diam by 50.8 mm length were prepared from these materials. An average grain diameter of 0.059 mm was obtained for the sintered specimens following a 4-hr, 1600°C heat treatment. Grain sizes from 0.019 to 0.149 mm were obtained in the arc-cast specimens following heat treatments from 1100° to 1600°C for 1 hr. This series of specimens was used exclusively for the grain-size effect studies. All samples were electrolytically polished in 97 pct sulfuric acid solution prior to testing. Experiments were performed at room temperature in an ion-pumped ultrahigh-vacuum system positioned in an Instron tensile machine, Fig. 1. A constant strain rate of 4.2 x 10-4 sec-1 as derived from crosshead displacement was assumed for the deformations. Starting vacuums ranged from 2 to 0.5 X 10-10 Torr. Spurred by a variety of factors, coal flotation is making headway among the preparation plants of West Germany. The author gives some statistics on German coal flotation plants and information on the properties of the feed and quality of the derived products. Types of machines and reagents used, dewatering practices, tailings disposal, and thickening operations are covered. There is special emphasis on the many-sided problems that confront German coal preparation engineers. The coal mining industry of West Germany is concentrated in three coalfields: the first on the Ruhr and the Rhein rivers, the second on the Saar river, and the third near the frontier between Germany and the Netherlands, around the towns of Aachen and Erkelenz. The total run-of-mine production of these three coalfields amounts to 736,000 tpd which come from 145 collieries. There are 121 washeries, 43 of them with a flotation plant. The total throughput of these 43 washeries is 280,000 tpd, out of which 26,000 tons (9.3 pet of the washery feed coal) are cleaned by flotation. The capacity of the individual flotation plants varies within relatively wide limits, the average being 40 tph and the capacity of the largest flotation plant being 120 tph. During the last few years, the number and size of flotation plants have been steadily increasing, although flotation must be looked upon as an expensive and rather complex cleaning process. The considerations which have led to the widespread application of flotation may be summarized as follows: 1) In making coking coal, it is seldom possible to add uncleaned fines to the coke oven charge, as their ash content is too high. If, however, the ash content of the fines is reduced to a maximum of 7 or 8 pet, they can be admixed to the washed and crushed small sizes without difficulty. This means, naturally that revenue is increased since the price of coking fines is always higher than the price for dust or uncleaned wet fines. 2) To prevent silicosis and pneumoconiosis, water infusion and spraying of the coal are practiced much more today than ever before. As a result, moisture content of run-of-mine coal has markedly increased and the washery feed coal contains more and more slurry instead of dry dust. The price of slurry, how- ever, is very low, and in many cases it is impossible to sell filtered raw slurry with a moisture content of 20 to 25 pct and, at the same time, 20 to 25 pct of ash. Reduction of the ash content of these slurries improves the possibility of dewatering them and, in this way, also enhances the marketability of this product. 3) The new severe laws and regulations against pollution of air and rivers make it necessary to de-dust coal better than in the past and to reduce the quantity of the waste water from coal preparation plants and their solids content to a minimum. 4) Even if there were no compulsory reasons to clean the fines, flotation will often lead to an increase in the overall yield. Although not the only application, it appears that the treatment of coking fines is the primary field for the flotation process in coal preparation. It must not be overlooked, however, that a series of arguments may be advanced against flotation: 1) Flotation is an expensive process because, in addition to the cleaning operation itself, the dewatering of the froth and the disposal of the tailings is very costly. 2) Operation of a flotation plant requires well trained personnel. 3) Filtered froth has about a 20 pct moisture content and, therefore, if mixed with the cleaned small coal it causes an undesirable increase in water content of the coke oven charge. For this reason it is necessary to take additional measures for dewatering washed small coal and this, of course, entails additional expense. 4) Disposal of flotation tailings involves very difficult problems, particularly in the highly industrialized regions. The coals mined in the area known as the anthracite fields of Pennsylvania have always been recognized commercially as anthracites. In the literature, however, some of these anthracites have been called semi-anthracites by various writers. The coals mined in Sullivan County, especially those from the Bernice field, have been recognized commercially both as anthracites and semi-anthracites. In the literature they have almost always been referred to as typical semianthracites, although Franklin Platt,1 in his report to the Pennsylvania Geological Survey, uses the terms semibituminous, semianthracite, and anthracite in describing them. The purpose of this paper is to endeavor to dispel the confusion of names used to describe these coals and to supply further information that will permit a logical and definite classification. Most of the confusion of the past has been due to the impossibility of securing enough fresh face samples from which to draw sound conclusions; some of it was due, no doubt, to lack of standard methods of analysis, and of course, to the ever-present lack of definition of boundaries from the standpoint of classification. Map Showing Lines of Equal Volatile Matter and Lines of Equal Specific Gravity As a foundation for this work the writer constructed a map showing lines of equal volatile matter and lines of equal specific gravity throughout the anthracite and semianthracite regions. The points on these lines were determined from a study of analyses of 214 face samples from 28 mines and composite analyses from 18 different breakers. These samples were collected through the joint efforts of the U. S. Bureau of Mines and the Anthracite Institute. The Bureau of Mines standard method of sampling was used in all cases. Methods of fair payment for excavating, supporting, and concrete lining tunnels have been sought by various owners for years. Tunneling techniques have changed with the development of equipment-from the hand-mucking operation to the machine mucker and, most recently, to machine-boring; from tunnel supports using timber sets to steel sets to rock bolts and, most recently, to shotcrete support; and from hand-placing the concrete lining using wooden forms to pumping or pneumatic placing using steel forms. As tunnel construction techniques advanced, so did methods for payment for the work performed. The recent development of tunnel-boring machines, or "moles," is precipitating another change. These changes have led to some difficulty in providing proper payment for the various items of work for different types of tunnels. As a major construction agency engaged in water-resources development in the western states, the U.S. Bureau of Reclamation has long been aware of the need for clarification of payment provisions in tunnel construction. The Bureau has some 150 miles of tunnels completed on its projects and about 50 miles of tunnels under construction. In this construction, the Bureau has benefited by the advance made by contractors in improving the techniques of tunnel excavation. To assure that the Bureau has an up-to-date approach to payment provisions, the Chief Engineer recently established a "standard" method of payment for all types of tunnels. It is believed that this new method of payment will be equitable for all contractors bidding on various types of tunnels using the diversity of methods of excavation now available to them. These payment provisions provide for different quantities for excavated tunnels using the blasting technique or using machine-boring techniques. In this way, the contractors have a choice in excavation methods and an equal opportunity to be low in their bids. We believe this will be an incentive to all contractors to be as progressive as the development of new equipment economically allows.

THIS paper gives the results of an investigation of the behavior of the argentiferous cobalt-nickel arsenides of Temiskaming, Ontario, in roasting, made in the metallurgical laboratories of the School of Mines, of Columbia University in the City of New York. The ore was kindly given by the owners of the La Rose and Trethewey properties at Cobalt, Ontario, and Mr. E. J. Hall, Tutor in Assaying in Columbia University, has helped us much. I. OBJECT OF THE INVESTIGATION. The object of the investigation was to learn:- 1. The temperature at which the arsenic is most rapidly expelled; 2. The thoroughness with which it is expelled by prolonged roasting at this temperature; 3. The effect of adding charcoal (a) near the end of the roast and (b) at the beginning of the roast. II. NATURE OF THE ORE. The important ores mined in the Temiskaming deposits are native silver-with small amounts of dyscrasite (Ag6 Sb), argentite (Ag2S), pyrargyrite (Ag3SbS3)-smaltite (CoAs2), chloanthite (NiAs2) and niccolite (NiAs). Mispickel (FeAsS) and cobaltite (CoAsS) also occur in smaller quantities. The average composition of the ore shipped from this district for the first six months of 1905 -was: silver, from 4.1 to 4.8 per cent.; cobalt, from 6.9 to 8.2 per cent ; nickel, from 3 to 4.7 per cent ; and arsenic, from 30.9 to 34.6 per cent.
