Ferris Sainsbury: In order to drill a 12-111. hole down to 1200 ft, In most places you would have to employ a rotary tricone bit With a down-the-hole hammer, I expect by that depth significant Inflows of water would be experienced Even with foams, we would not be able to get the water out of a hole of that diameter So the down-the-hole tricone method of drilling would be best. To keep it straight, we would probably employ the largest square drill stem compatible with the diameter of the hole. Ron Haxby: Is it common in drilling contracts to put in a vertical hole clause? Ferris Sainsbury: You can put in the vertical hole clause Ron Haxby: Does it cost more? Ferris Sainsbury: Normally, if the hole deviates, the driller can correct it with deflection wedges and will charge it back to you at cost, plus 10% or somewhere along that range Any drill hole has a tendency to go perpendicular to the dip, and there are times when stabilization systems are not successful in preventing the hole from turning into the dip of the formation. The only solution, in this situation, is to go in with an oriented wedge and kick the hole back out.

FOR the first time in 1938, bituminous coal production for the week ending Nov. 19 surpassed that of the corresponding week in 1937, and indexes of industrial activity indicated the possibility that the remaining weeks of 1938 would run ahead of the corresponding weeks of the preceding year. But regardless of this year-end pickup, total production in 1938 was approximately 25 per cent less than in 1937. The estimate of 340 million tons for 1938 places the bituminous industry slightly above the production level of 1933 and approximately 10 per cent above the modem low of 1932. Anthracite production is not subject to the same extent as is bituminous coal to fluctuations arising out of the rate of industrial activity, hence the decline from 1937 has not been so great being approximately 14 per cent under 1937. The estimate for 1938 production is approximately 45 million tons, but this represents the lowest level reached in the last fifty years with the possible exception of several strike years.

Unlike most previous Howe lecturers, I had not the good fortune to be associated with Henry Marion Howe, nor to be directly one of his students. Yet, through his writings, he has been my teacher, as he has of all American metallurgists. Instructive as his writings are—I use the present tense because Howe thought so keenly and reasoned so surely, seeing clearly, as if by intuition, what was hazy to lesser minds, that his writings are still vital—it is not those books and papers, nor even the minds he trained in his classes, that were his most outstanding service. It was the spirit of Howe in his approach to the problems of metallurgy, his broad-mindedness and fairness, his recognition of the need for theories and hypotheses to explain metallurgical phenomena, his willingness to use them as servants, as well as his questioning attitude—his refusal to accept them as masters—that comprise his greatest service. This most thoroughly warrants the honor the Institute pays each year to his memory. These traits I so respect and honor in any man that I glory in this opportunity to do reverence to him in whom they were so notably united. Howe's Discussion of a Creep Problem I have often wished that Howe were still with us to turn his keen insight upon the problems of the use of metals at high temperatures, a field much studied but still very hazy. Indeed, 53 years ago, in a paper1 before this Institute, Howe stated a problem closely allied to some that still perplex metallurgists and engineers dealing with the high-temperature field. Howe was intrigued by a report2 from another old master, Robert Henry Thurston, on the behavior of annealed vs. cold-drawn iron wire, and in order to broaden the foundation for metallurgical generalization, Howe made experiments of his own on copper and silver. (communication to the Secretary*) :—The characteristics of Professor Home's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the labor of collecting and investigating the data which was essential to prepare the paper. Much of it necessarily came from material of preceding years of manufacture in which time was allowed for chemical reactions of the re-carburizer, and for the elimination of the oxidation-products before teeming the ingots. This practice gave a favorable time-element to free the metal from slag and other impurities— a requisite condition for the production of sound steel in the ingots. But, in allowing them to become cold before they were charged into the furnace, a subsequent time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness, at least in the upper portion. (The term slag is used in a general rather than in a strictly technical sense.) Traces of manganese sulphide are often associated with manganese silicates in the same thread or seam, and at other places they are separate and distinct. Interpretations from material thus manufactured must be made with due allowances for the methods of fabrication and the requirements of service. The only way we now have to estimate what the degree of soundness of the ingot-structure was, in the early foreign and American manufacture of steel rails, is by examination of the worn and failed material after years of service. We must remember also that the poorest material was long since consigned to the scrap-heap without any full record of its history. The rails from a given ingot cannot now be identified ; and in many

While the title of this paper embraces the entire West Coast, the author, in the interest of simplification. has confined the discussion to California-particularly the central section. California's population has, risen 45 pct since 1940. Its electric requirements have also increased, not only because of the growth in industry and population but also because of the widespread tendency of all types of electric consumers to use more electricity than ever before. The growth of California's electric utilities is shown by published data covering operations, of three of its large systems and is given in Table 1.

G. A. Moore—The tin-fusion method has been a very favorable possibility for many years. The authors apparently have settled the question that delayed the method for a long time by showing that no hydrogen is absorbed in the tin. This, of course, is very important. I want to make a few remarks concerning the absolute accuracy of analysis, which must be the final basis for deciding among the various methods. From the figures in the paper, there seems to be some re-maining slight discrepancy on the actual amount of hydrogen present in various samples which may be presumed essentially identical. (This is of the order of the precision of individual analyses but appears in averaged results.) From the analyst's viewpoint, the tally of hydrogen content can be regarded as occurring in three portions. First is a large portion which comes off easily and automatically during sample storage and later on heating in the apparatus. This is fairly easily analyzed. No. 1 Electric Furnace and Billet Casting Shop, located in Plant No. 4 adjacent to our new 12 inch merchant bar mill, represents Inland Steel Company's first venture into both electric furnace steelmaking and continuous casting. Construction of the shop began in September, 1968 with excavation and foundation work, followed by awarding of general construction and major equipment contracts from December, 1968 to April, 1969. The first heat was tapped from No. 90 furnace on December 18, 1970, and the first cast attempted on December 29, 1970. The rated shop capacity is 500,000 tons per year of semi-finished billets and blooms, and was justified on the basis of approximately 85 percent of the product mix falling into the special bar quality category of steel grades. Auxiliary equipment has been designed into the shop to pursue free machining steels, including leaded and tellurized grades. The start-up and operation of the shop for the first year was essentially based on a two-part philosophy: 1. Initially operate with the "open stream" casting technique to accomplish machine shakedown and operator familiarization and training. 2. Operate with special bar quality, or "submerged casting", practices, make necessary refinements and gain customer acceptance

Development and production from open cut mines continued its vigorous growth trend during the year 1968. Material handling and transportation were again exposed to the use of larger equipment with shovels, trucks and front end loaders leading the way. Highlights of World Mining Activities Africa: The Anglo American Corp. opened a new high-grade copper mine in Zambia during the year. In Angola, the Companhia Minera do Lobita planned a 3 million ton iron ore production for 1968 from new mines which will ultimately produce 5 million tons per year. A feasibility study of Bethlehem Steel Co., for the development of large high- grade iron ore reserves in Gabon, was in final stages of completion this year and Pickands Mather and Co. continued its investigation of iron ore deposits along the Ivory Coast.

He said it was twelve years since the last meeting on the Pacific Coast and that it was here that the greatest feats. of mining had been accomplished in the history of the country. He told of the work that had been done on the continent and of the new methods introduced by the mining engineers for the betterment of the nation. He then introduced Capt. Robert W. Hunt, twice past President of the Institute, and present Acting President for the San Francisco meeting and the subsequent visit to Japan, who responded cordially to Mr. Ralston's welcoming address. By unanimous vote, the Secretary was instructed to send a telegram to President Charles Kirchhoff expressing regret for his absence, and hoping for a rapid improvement in the health of his mother. NO new ferrous alloys have been produced in the last five or six years that are as outstanding contributions to civilization as were the high-speed steels of the early part of the century or the stainless steels announced at the close of the World War. There have been, however, many developments of major importance having to do either with modifications of existing alloys or with new methods of treatment of older iron or steel alloys. Only a limited number of these new developments can be discussed and their selection does not necessarily imply that these are the most important but merely that they are of general interest rather than perhaps of greater importance in highly specialized fields.

IT is a well-known fact that the results of different analysts, when operating on the same identical sample of steel or iron, are far from concordant, and it not infrequently happens that great annoyance and trouble in the commercial community are occasioned by these discrepancies. Attempts have been made at various times to investigate the causes of such differences and to obtain more reliable methods of analysis. The most important of these was made by the British Association in 1889: The following gentlemen, with Sir W. Roberts-Austen as Chairman, and Professor T. Turner as Secretary, were constituted as a committee to investigate the question, viz.: Sir F. A. Abel, Mr. Edward Riley, Mr. G. J. Snelus, Mr. John Spiller, Professor J. W. Langley, and Professor Tilden. Average .samples of steel were prepared in America under the superintendence of Professor J. W. Langley. The steels, in the form of turnings, were divided and distributed to sub-committees in Great Britain, America, France, Germany, and Sweden. FOSTER BAIN.+ THE recently aroused public interest in the conservation of our natural resources has peculiar importance to mining-men, since they deal with resources which are stored products. Within certain limits, the fertility of a worn-out soil may be restored, deforested areas can be replanted, one year's wasted water-supply is followed by another; but coal and ores, once taken out, cannot be mined again, and should therefore be conserved with especial care. This means, however, not that mining should be restricted, but that it should be done most economically and with the minimum of waste.

PROGRESS in the general field of nonferrous physical metallurgy during the past .year has been uneventful but healthy. A continued increase is apparent in the number of useful alloys and in the mechanical treatment and heat- treatment of finished metals and alloys nothing can hinder the multiplication of alloys or the diversification of their treatment as knowledge of the behavior of .alloys increases; as ternary and quaternary alloys are better understood, hundreds of new metal combinations with unusual properties may well be expected. Evidence of rapid progress is already at hand.

THE application of the cyanide process to complex sulphide ores for the extraction of their bold and silver is no longer a novelty, but, as an example showing modern tendencies in this direction, the following description of the new milling process at the Lucky-Tiger mine is offered: The extraordinary richness of the ore in the upper workings of this mine made any thought of milling in its early hays seen unnecessary. Its location in an almost inaccessible part of the rugged mountains just south of the Arizona boundary-line, and 60 miles from the town of Douglas, made the expense of bringing in machinery and supplies a very serious consideration. But, after the property had been shipping high-grade ore on mule-back for a few years, there remained in the mine a considerable tonnage of vein-matter that was too low in value to ship, but which it was thought could be milled near the mine at a profit. The first milling-experiment consisted in the installation of Nissen stamps in conjunction with concentrating-tables and Frue vanners, but, as the ore from the upper workings contained most of its silver in the form of cerargyrite, this type of mill was not successful. The proximity of the mine to the great copper-concentrating mills of Cananea and Moctezuma naturally made the influence of copper-milling, ideas felt in the company's next installation. At considerable expense a stage-crushing concentrating-mill, with a capacity of 100 tons per day, was built. This mill was modeled along the lines of the most approved practice in copper-concentrators at that time, the main idea being that crushing by stages in rolls was necessary in order to prevent losses from ?sliming." William Kent, New York City: I regret that I have not had the time since the Cincinnati meeting to make as complete a study of Mr. Salom's paper as I wished. I regard it as one of the most important papers that have been presented on this subject, and worthy of complete study. I started out, on the limited time I had, on a system of study which I would recommend to any one else who has leisure to complete the investigation. I took the original report presented at the Cincinnati meeting, and selected from it' such tests as had the analyses reported along with the physical tests, giving the amounts of carbon, phosphorus, manganese, etc., taking only those in which all these elements are given.

NOTHING in this paper is to be understood as even suggesting a moment's suspension of the splendid work now going forward on the Isthmus of Panama, except so far as it is related to the proposed locks. All the work already done, and all material purchased or ordered, would be available for the plan herein proposed. The situation and the problem concerned may be summarized as. follows : The scheme of a lock-canal through the Isthmus of Panama was adopted, as is well known, on two principal grounds-namely, the greater expense of a sea-level canal, and the longer time required for its construction. Of these, the latter is believed to have been the more influential. But further developments have diminished the weight of both, so that a reconsideration of the question is warranted. It is the purpose of this paper to advocate such a reconsideration-emphasizing the importance of certain objections to the lock-canal not mentioned or not duly appreciated in the report of those members of the International Board of Consulting Engineers who favored this form; showing the nature and bearing of the new facts developed; and, finally, proposing a combination of well-known methods and apparatus, which would, in my judgment, effect the construction of a sea-level canal in less time, and perhaps at no greater cost, than will be required for the remaining work on the lock-canal. FIGURES for the first 11 months of 1935 indicate that the total coal production of the United States for 1935 will be approximately 416,000,000 tons, or almost identical with the production figures for 1934. Bituminous production will show a gain of about six million tons, and anthracite production a loss of about the same tonnage, compared with the previous year. This does not take into account so-called "bootleg" anthracite coal amounting to approximately 5,000,000 tons. Twenty-nine years ago, in 1906, the production of coal was almost identical with this year's production. At that time, 626,000 men were employed in producing this tonnage, which took a toll of 2138 lives from accidents. In 1935, approximately 540,000 men were required to produce the same tonnage with an estimated loss of 1155 lives. This shows definite safety advancement in the industry, but even so accidents are still costing an average of 3c. a ton more than they should.

THIS review of the progress made in iron and steel metallurgy during the past year is confined to developments in this country. It attempts to give examples to illustrate progress made rather than to appraise results. As a result of the gradually diminishing supply of rich iron ores and of predictions made as to the probable life of the iron-ore reserves of the Lake Superior District, attention of iron and steel executives was directed to the question of beneficiation of iron ores. Laboratory and plant-scale experimental work was conducted on the wash ores .of Minnesota and an investigation, was, begun on the Old Range low-grade ores.

CURTAILMENT of production was a matter of far more serious concern to the oil industry through 1933 than the search for new supplies of oil. The huge reserves of crude, built up during past years, instead of inspiring a feeling of security, were viewed apprehensively. The status of past laws and court decisions seemed to guarantee to operators the right to produce oil at will, and this entrenched privilege was so widely adhered to that the market was-in a constant state of chaos. The more modern idea of the ownership of oil in place and correlative rights gained headway slowly, since usually there were enough belligerent producers, staunch believers in the old established order, to defeat the efforts of the majority who sought to' introduce order and restraint. State regulatory commissions were unable to cope, with the rebellion among producers with the result that those who abided by proration rulings were penalized, while those who flouted the rulings and produced unrestrainedly were able to make profits on large volumes of flush oil even at low prices. This situation, known in the vernacular as the "hot 'oil" problem, became so acute that the industry was threatened with ruin. The low price for 36c A.P.I. in the Mid-Continent came in April. at 25c per barrel 'but gradually moved upward to the long-hoped for price of $1.00 per barrel in October, after the Federal Government had taken a hand in the matter and effectively allocated production among the oil producing states and materially curbed the "hot oil" runs.
