The Lehigh Navigation Coal Company Inc. operates steep-pitch, relatively deep mines in the Panther Creek Valley, at the eastern end of the southern anthracite coal field. Commercially minable coal beds are the Mammoth,† Primrose, Orchard, and Buck Mountain;‡ their respective thicknesses average 50, 15, 10 and 12 ft. Sand slates immediately overlie and underlie these beds, though in some locations sandstone or conglomerate beds occur. Underground operations extend to a depth of 1200 ft. below the surface, and comprise a bulk of virgin work on the lower levels, and a small amount of remining on the upper levels. With increase in depth, ventilation has become a more important factor. Development In early days slopes or drifts were driven in the outcropping coal on the hillsides. Subsequent development was by water-level tunnels, with portals above high water in Panther Creek. These tunnels have been maintained because they intercept and drain much water that enters the mined-out portion of the bed and otherwise would follow down to the deep workings+ Below these tunnels, the coal was customarily developed by slopes. Muleways, which are zigzag chutes easy to travel, were also driven to connect lower openings with the water levels. When it became necessary to go still deeper, the slopes were abandoned, and vertical multicompartment shafts were sunk from the surface. Levels have been at vertical intervals of from 175 to 250 ft. Recent practice has been toward the latter spacing, splitting the total lift, however, by starting to mine from chutes extending halfway up to the level above. Chutes customarily are spaced at 50, 60 or 70-ft. centers along the gangways. At some mines, additional shafts have been sunk from the surface to the level containing the main pumping station, and these carry the discharge lines from the pumps. As the mines are ventilated by the exhausting system, both the hoisting and so-called water shafts serve as intakes. The main fan is always on the surface, and is connected with the return airways from the various levels by an air hole or a vertical shaft. For economy, when the present deepest levels were developed, and return-air shafts or air holes were not extended to the new level, but connections were made from the new level to that above by two or more holes. It is doubtful that this method will be continued, as complications in the system, increased resistance to flow, and other difficulties undoubtedly will counterbalance any economies this provision may afford. CHANCE, Wilkes-Barre, Pa.-I have been very much interested in the comprehensive and able discussion of the important topic of mine lighting just given by Mr. Burrows, especially as I know by common report Mr. Burrows' ability and his close touch with the development of the electric mine lamp, and its use in mines in connection with a portable electric lamp. It is regrettable that Mr: Burrows was not able to acquaint himself more closely with the cost of mine illumination, the actual cost, as produced by a portable light as carried by miners, whether a flame safety lamp or an open light. Had he been able to acquaint himself more closely with these data, he perhaps would not have arrived at some of the conclusions which he has presented to us in his paper. For example, we find Mr. Burrows advises that the open torch is by far the cheapest source of illumination, as produced by a portable light. I am very sure that is not the fact. The cost of miners' oil varies from about 25.c. a gallon to 90b. a gallon. The various States have passed laws from time to time rendering it mandatory that the miner shall use, whether he is willing or not, a so-called better or higher grade of burning oil. These laws have entailed the use of an oil so expensive that the use of the oil torch has become practically impossible, and the acetylene or carbide miners' lamp has largely taken its place. I have evolved a few figures showing the relative efficiency and usefulness of the open oil torch and the acetylene miners' lamp. For example, the acetylene miners' lamp consumes or burns 4 liters of acetylene per hour, or 0.14 cu. ft.; the oxygen consumed is 10 liters, or 0.35 cu. ft. per hour; air consumed, 50 liters, or 1.76 cu. ft. per hour; black-damp produced, 40 liters, or 1.41 cu. ft. per hour; air rendered extinctive to the acetylene flame, 112 liters, or 3.95 cu. ft. per hour; carbide con- sumed, 13 g. per hour. The open oil torch, on the other hand, burns about 20 g. of oil per hour; the oxygen consumed is 48 liters, or 1.69 cu. ft. per. hour; air consumed, 240 liters, or 8.47 cu. ft. per hour; blackdamp produced, 191 liters, or 6.73 cu. ft. per hour; air rendered extinctive to oil flame is 1,413 liters, or 49.92 cu. ft. per hour.

NEW place was assigned to the women for their headquarters at the annual meeting of the Auxiliary but they, as usual, occupied a large place in the activities of the annual meeting. The alcove on the Thirty-ninth Street side of the building was a busy place on Monday morning, as the members of the various sections from New York to California greeted each other. The registration was conducted under the supervision of Mrs. Wolfes, Miss Georgene Davis and Mrs. Jennings, while Mrs. Hursh, Mrs. Hyde, Mrs. Charlton Reynders, and others dispensed tickets to the various functions that had been provided for entertainment. There seemed to be the usual number registered, but when only one member of the District of Columbia Section made herself known everyone wondered why the large delegation of last year had so dwindled. The explanation appeared next day, when a number of others from that Section arrived, telling of a delightful reception on the night before, at the White House. Mrs. Hoover had honored the "Canaries"¬(the organization of Lone Girl Scout' workers) the officers of the Section, and their husbands, who for once became only "so and so's husband." Luncheon was served on the fifth floor on Monday, the hostesses for that day being Mesdames C. F. Ayer, Willis Burns, G. W. Farny, H. G. Moulton, and T. T. Read. Oil and gas production in North Central Texas has been found in sands and limestones in the Cisco, Canyon, Strawn and Bend series of Pennsylvanian age and in lime of pre-Pennsylvanian age. Production ranges in depth below the surface from 150 to 4500 ft.; a few wells have been drilled to depths in excess of 5500 ft. and penetrated rocks of pre-Cambrian age. In Table 1, the average depth of the pools is shown. No mention, however, is made in this table of approximately 30,000 bbl. of oil produced in Callahan County from a pre-Pennsylvanian pay, presumably the Ellenberger, and an excess of 1,000,000 bbl. of oil produced from limestone, which has been identified as Silurian in the south part of Young County. This well is being produced at the present time. In Table 1 a great many pools of minor importance are listed, which are merely productive spots, and throughout the various producing counties there are numerous similar spots, which might be listed as pools. Their production, however, is listed in the county totals. In Table 2, the totals of the oil wells, gas wells, and dry holes drilled before Jan. 1,1935, include only wells on which records are available to the writer. In Brown, Callahan and Shackelford counties 2924 very shallow wells (150 to 600 ft. deep) have been drilled, on which the record is not available. Possibly there are other wells that were drilled before the district was adequately scouted. No classification as to the depths of this total of 30,644 wells is available at present. Initially, nearly all the oil wells of North Central Texas produced gas, and several areas producing dry gas have been partly developed. A number of casinghead gasoline plants strip the gasoline from the gas produced with the oil, and the manufacture of carbon black is an important industry in Stephens County. Dry and residue gas are marketed through systems serving the various towns of the district, San Angelo to the southwest and the cities of Forth Worth and Dallas to the east. Considerable gas is used in repressuring several pools, the most important of which are the Stover of Brown County and the Cook of Shackelford County. INTRODUCTION At the end of the day, the decision by the sponsor to proceed with a project and to seek financing, or the decision by the financier to grant financing are made on a judgmental basis. Cash flow projections, sensitivity and risk analysis, the innumerable ratios applied by the financier, the so-called feasibility study, etc. are all only tools, and the degree to which they affect decisions is as highly varied as are the personality differences and business conduct and outlooks of the persons who render the decision of "go or no-go". The independent consultant, then, is expected to provide an additional increment of credulity and/or reliability to the "tools" which others will use in reaching a decision; the consultant is really not in a position to directly recommend a "go or no-go". PROJECT FINANCE INGREDIENTS The project finance situation has basically three ingredients: - The project; - The inherent risks attendant with project failure; - The parties. The project, to be viable for financing, will have certain essential characteristics, namely: 1. Clear title or rights to the mineral; 2. Proven definition/establishment of mineral quantity; 3. Financial viability; 4. Physical access consistent with financial viability; 5. A market for the product at a price and for the quantity consistent with financial viability; 6. Transportation/shipping from the project facility to the market at a cost consistent with financial viability; 7. Availability and demonstrated expertise of the developer of the facility; 8. Demonstrated expertise of the operator of the facility; 9. Production processes do not involve unproven new technology; 10. Availability of management personnel; 11. The property and the facilities have value (and thus can be used as collateral); 12. Government approvals/support, as required, will have been obtained; 13. The political environment is essentially friendly and stable; 14. The owner(s) of the project have the financial, strength to make equity contributions consistent with total required investment capital and project risk; 15. Backing by credit support other than that of the financier (i.e. guarantees); The inherent risks of failure are (Nevitt, 2nd Edition); 1. Completion delays with consequent delays in the generation of revenue 2. Cost overruns 3. Technical failure 4. Financial failure of contractors 5. Government interference 6. Uninsured losses 7. In a former paper (Runs., xxi., 286) I described the plant of the Marsac Refinery, and the manipulations of the process, but cou1d not, at the time, give reliable statistical results. To supply the latter is the object of the present paper. I shall give actual facts as correctly as possible, without any bias one way or the other. For all statistics I am indebted to Mr. W. G. Lamb, who has charge of the Marsac lixiviation-plant and refinery; to Mr. A. Luebeck, assayer at the Ontario mill; and to the Daly Office, Salt Lake City.* Before starting on the work of the year 1892, a most careful clean-up was made, and any remnants were charged to the refinery. During 1892 the Marsac lixiviation-works produced 48.8 tons of so-called "regular" sulphides, which contained, on an average, 11,449 ounces of silver per ton; 11.77 ounces of gold per ton; and 569.8 pounds of copper per ton. To this must be added, 266 pounds of sulphides and by-products left over from the product of 1891, which contained 1380 ounces of silver, 1.41 ounces of gold, and 63 pounds of copper. Before giving the results of the clean-up, a general discussion of the items of expense, methods of assaying, etc., is desirable.

INTRODUCTION The purpose of this section is to introduce the reader to the concepts of computer control of grinding circuits, and to flag some of the opportunities to be encountered, but without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with computer hardware and software, and in particular with the grinding process. The paper is organized into four parts: a general commentary of the need for computer control of grinding, a discussion of the process considerations involved, a more detailed elaboration on the current state of applicable computer technology, and a case study indicating one approach towards such a project. A brief installation survey and references for further reading are also given. This section will primarily deal with supervisory computer applications. Direct Digital Control and microprocessor systems are generally used as replacements for analog controls and thus are not considered in depth. Many configurations of grinding circuits exist, necessitating certain assumptions. Since many new concentrators use an open circuited SAG mill feeding a closed circuit ball mill, this configuration is used as a model although the principles stated can be extrapolated to any circuit. Motivation The use of computers for industrial control has been one of the dreams of control engineers and operators alike for many years. The concept of a plant running at optimal conditions with minimal operator involvement is very attractive from economic and technical standpoints. Accomplishment of this goal has been a long struggle, but today likelihood of success of such a project is very high, considering the reliability of modern hardware and the sophistication of available software. The primary motivation of any control system must be economic, i.e. it must pay for itself and make money for the owner, directly or indirectly. In grinding control the benefits which can be expected include: a) Higher through-put b) More uniform product in particle size, density and volumetric flog: c) Reduced operating costs including media consumption, power consumption and liner wear

The environmental status of underground mining operations is critical to the health and safety of the miners; particularly in a large mine, the multitude of interacting parameters that can favorably or adversely affect the environmental status makes the manpower requirement of the routine checking of specific areas and conditions a formidable one. While the concept of environmental monitoring for miners has been considered for some time, until recently the availability of sensors to reliably measure the parameters of interest severely limited the utility of such systems. The status of sensors for mine use and the evaluation of enviornmental monitoring systems is reviewed.

One of the most difficult places to ventilate in any mine is the working face area. With an everchanging configuration, continual modification and extension to the ventilation system is necessary to maintain an adequate supply of fresh air and to avoid mixing and recirculation in the face area. In coal mines, methane emissions and high dust levels as coal is broken and removed from the face area can produce unhealthy and dangerous conditions if ventilation is not adequately monitored.

The manufacture of steel rails in the United States upon a large scale may be roughly dated from the years 1875-76, and the same years witnessed an active movement among the railroads toward the adoption of heavier and improved patterns. In this movement each road was a law unto itself, and the "personal equations " of some scores of engineers were so freely injected into the calculations that patterns were multiplied in the most absurd and mischievous manner, until at length the burden upon the mills became wellnigh unendurable, and called forth a vigorous protest in Mr. Holley's paper,* read before the Institute in February, 1881. There were then regularly manufactured in the various mills of the United States, no less than 119 different patterns of steel rails, subject to current order, of which 64 per cent. were embraced under five weights per yard. Commenting upon these and other figures there given, Mr. Holley stated as the primary object of his paper, " to show that,, while this multiplication of rail-patterns is an annoyance and an expense to rail-makers, it is a source of immense loss to railway companies." Since 1876 the increase in gross annual tonnage upon our leading lines has been very great, and has been accompanied by an increase of wheel-loads and running-speeds. As the average weight of the rails of 1876 was by no means excessive, the growing deman Is of traffic have slowly driven the roads toward stiffer sections, inaugurating a movement that now promises to become epidemic. In 1876 a 67-pound rail was a first-class equipment; to-day everything under 75 pounds is light, and many 80's are coming into use. European practice has long been heavier than ours; in part because the higher cost of sleepers has led to an average of 3-feet spacing, instead of two-feet as with us. The old 84-pound double-header, and Sandberg's 80- and 89-pound rails, respectively 51/4 inches and 591/2 inches high, are reported common on English roads; and he is strongly advocating the general adoption of the 100-pounder shown in Fig. 7, with what success I have not learned, except that the Belgian government has ordered a lot. THE validity and accuracy of velocity measurements underground have been questioned repeatedly by those in mine ventilation work. The general disagreement on the subject is well illustrated in an AIME publication.' Although the presence of errors is readily admitted, their magnitudes are not known and often are described by practical operators merely as "great," "small," or "of no importance." The belief that errors are of academic interest only prevails because of a justifiable claim that actual volumes of air circulated are well in excess of those required by law and safe mining practices. Poor understanding of the source and nature of errors inherent in velocity measurements, coupled with questionable determination of cross-sectional area, result in faulty techniques for the purpose of expediting ventilation surveys and render doubtful the calculated volume. Often consistency of readings is confused with accuracy. A succession of check readings showing a maximum deviation of 5 pct in the measured value of velocity usually signifies nothing more than diligent application of technique in a stable ventilating current. This article discusses the errors involved in air measurements underground. Where instrument errors are presented, the treatment is confined solely to the rotating-vane anemometer, recognized as a most useful ventilation measurement tool because of its simple design and easy operation. In the following pages a positive deviation is defined as one which has to be added to the registered air velocity to obtain the true air velocity.

Data of a known statistical quality has been successfully used in a system of conventional fluid mechanics equations essentially free of empirical "conformance factors to prediet early detailed field 03 in a reservoir where gravity drainage is important and oil and rock properties vary con. siderably. The system is useful where comparative recovery predictions for one or more cases of natural depletion and gas cap pressure maintenance are needed and the reservoir is not too heterogeneous. INTRODUCTION Many authors, have examined various facet* of the gravity drainage-gas cap pressure maintenance problem over the last several years. Two of them. Burtchaell and Elkins, have published practical studies. In the case described in the present paper the best development and operating plan for one of the important reservoirs of the Bolivar Coastal Field in Western Venezuela was urgently needed. It was requested that sound comparative economics be presented along with an engineering evaluation of no additional drilling, maximum drilling. several cases of gas pressure maintenance, of water flooding and combination cases. A rapid analysis of the effect on recovery of the range of crude and rock properties indicated that none of the published methods using average properties would yield adequate comparative predictions. This paper covers the predictive system developed to deal with natural depletion and gas cap pressure maintenance. The large amount of data available for this field permitted statistically reliable correlations to be made of most rock and oil properties, and the evident smooth areal variations of these properties encouraged the construction of a lineal mathematical model of material balance and fluid flow equations, which could be manipulated by a modified iterative procedure. The manipulation is much more adaptable to computing machines than manually operated calculators and subsequent studies have been prepared for the IBM Card Program Calculator. A matrix as opposed to linear model has been tentatively worked out by other members of our group to deal with more heterogeneous reservoirs. It is more adaptable to computers such as IBM-701 or the Remington-Rand Univac. In 1950, when the system reported below was developed, no rapid computing machines were available to the author. Their existence and promise encouraged an initial approach by hand. Some details of oil and rock Property correlation are included because there are a surprisingly large number of medium-sized reservoirs in the world that show systematic property variations which are significant for a rigorous analycon. All large reservoirs (over half a billion barrels recovery) with which the author is familiar contain at minimum a significant temperature variation. Using the rock and oil property correlations, past pressure and production, the gas-oil ratio history of the reservoir was computed and found to be in close agreement with field measurements. The future performance under cases of natural depletion, gas injection of 100 MMcf/day, and of 130 MMcf/day, was then computed; a 70 MMcf/day case was also carried far enough to provide data for comparative economics. The 130 MMcf/day case proved to be the most attractive. A 50,000 horsepower gas turbine driven centrifugal compressor plant to take this quantity of adjacent field gas from 30 to 1,950 psia and inject it into the reservoir is under construction. The total cost of the project will exceed 20 million dollars.

THE observations here presented are those, not of an expert accountant, but of one who, while he has seen considerable service in the accounting departments of large companies, has spent more time in engineering and operating. This paper is intended to cover, in a measure, mine accounting for small mines, as distinguished from the elaborate systems, requiring many persons ;n the accounting department. I shall attempt to outline a system embracing the essentials of accounting, and simple enough in form to permit one or two persons to carry it on from month to month, in sufficient detail to be able to tell quickly the grade of ore, the prices received for metals, costs per ton for mining and milling, costs per foot for development, upward or downward tendencies in costs, ore settled or in transit, cash on hand, stocks of supplies on hand, efficiency of' labor, etc. As in all accounting, there are two main divisions: that of revenue received for what is sold, and that of disbursements made for what is bought, so in mine accounting we have to consider chiefly the income derived from sales of ore or concentrates, and the expenses incurred in producing the said ore or concentrates in a marketable condition.

THE death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Clausthal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a year at Göttingen under WV filer in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administration of mines and smelting-works, and also published many valuable books and treatises. Among these were professional guide-books to the Upper and Lower Harz, and their characteristic metallurgical processes; a manual of qualitative and quantitative blow-pipe analysis; another of metallurgical assaying ; and, most important of all, a Handbook of Metallurgy in four volumes, the second edition of which was issued in Leipzig, 1861-1865. This book was speedily recognized as the leading authority in its field. In this country, the English translation and revision, by Crookes and Röhrig, published about 1869, had a large circulation. A SEARCH of the literature reveals that no measurements have been made of the forces acting between a small solid particle whose surface is hydrophobic, and an air bubble to which the solid adheres, both immersed in water. Analyses have been made of the forces acting to support a greased solid on the surface of water, and the forces acting to cause a solid, whose surface is hydrophobic, to adhere to an air bubble in water. It will be demonstrated that the internal gas pressure is not a negligible factor when dealing with bubbles of the size encountered in flotation. A study of the forces acting between an air bubble attached to a large flat surface is informative. It must be borne in mind, however, that this is not the condition present in a flotation cell, where the particle is small compared to the size of the bubble. The bubble is allowed to spread to its maximum contact angle on a large flat surface in the first case, whereas in the second case, the spread of the bubble is limited to the surface of the small particle which is presented to the bubble. Kabanov and Frumkinl studied the forces acting to cause adhesion of bubbles of hydrogen to a large surface of mercury, which served as an electrode in a dilute sulphuric acid solution. The force acting to hold the bubble to the mercury surface was found to be the vertical component of the surface tension between hydrogen and the sulphuric acid solution. The forces tending to cause the bubble to separate from the mercury surface were found to be: (1) the force exerted due to the internal pressure of the bubble acting upon the area of contact between the bubble and the mercury surface, and (2) the buoyant force of the bubble minus the hydrostatic force acting at the base of the bubble. These investigators photographed bubbles that were just on the verge of separating from the mercury surface. From these photographs, they measured the contact angle between the mercury surface and the tangent to the hydrogen-solution interface at the point of contact between bubble and mercury surface. They calculated the volume of the bubble and the internal pressure of the bubble. The equivalence between the upward acting and downward acting forces was remarkable. Wark2 pursued an investigation similar to that of Kabanov and Frumkin, and at the same time. His deductions verified those of Kabanov and Frumkin. He also considered the conditions present in flotation and was aware of the effect of the internal pressure of the bubble. Further, he proposed several conditions under which a small solid particle would adhere to an air bubble in water. In 1922, Edser," an English physicist, made the following statement. "It must be remembered that no particle could float stably, but for the possibility of variation of the contact angle, for if this were a constant, a slight tilt would inevitably cause the particle to sink." Wark criticized this statement, maintaining that the contact angle does not vary. The experimental data to be presented indicates that Edser was correct. Experimental Procedure: Briefly, the experimental procedure was as follows. A bubble of air was generated in distilled water. A rod of known diameter, one end of which was water repellent, was attached to this bubble. The weight of the 'rod was measured. The internal pressure of the bubble was measured with a manometer. The hydrostatic head from the surface of the water to the bottom of the rod was measured.
