A Discussion of the paper of Professor Howe, presented at the London Meeting, July, 1906, and printed in Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274. SECRETARY'S NOTE.-M. Beutter's introductory remarks, being simply a resume of Prof. Howe's paper, with a disclaimer of the intention to criticise it, have been omitted, and the remainder of this contribution has been somewhat condensed, without omitting any essential statements. M. BEUTTER, St. Etienne* (communication to the Secretary-+):-Professor Howe observes in paragraph 47 of his paper that the fluid-compression of steel. diminishes piping by forcing the liquid and viscous metal, while the pipe is forming, or after it has formed, into the space so produced, and proceeds to study the different systems of compression, alluding to the four principal ones: Whitworth, Illingworth, Williams, and Harmet. Having now for many years had in use the last-named process, that of M. Henri Harmet, I shall attempt to explain the difference between it and the three other processes named. The Harmet process does not diminish or close the pipe after it has formed, but prevents it from forming; and I may add that it is the only one of the four which produces this result. It is true that the Whitworth process diminishes the interior hollow by localizing it around the central axis of the ingot, which is afterwards removed by trepanning the hollow forgings for which this process has been, I believe, always exclusively used. The Illingworth and Williams processes, which, in my opinion, are applicable only to small ingots, of necessity allow the pipe to form, or (to use the expression of Professor Howe) they allow the surface of the lake of liquid steel to sink into the interior of the ingot, since they involve waiting a certain time before compression, so that (in the case of the Williams process) the ingot-mold can be opened without dan¬ger, or (in the case of the Illingworth process) so as to avoid the risk that the steel may enter the grooves produced by the removal of the distance-bars. Mineral deposits of western Utah and eastern and central Nevada have produced in excess of $8,500,000,000 since 1871. Through 1965, Bingham Canyon had produced over $4,600,000,000 and seven other camps over $100,000,000 each, principally from base metals. In addition, they yield iron and uranium ores; contain the world's largest beryllium reserves; and have produced the United States' most important gold discovery in 25 years. The area is famous for its silver production and its bonanza-type precious metal deposits, but such production has become unimportant. The area's greatest producers of metallic wealth are base-metal deposits in limestones and porphyry-type copper ores. In contrast to silver's decline, gold production has been rising-the result of by-product operations at Bingham Canyon. The area also contains gold deposits in which the gold is so finely disseminated it is not recoverable by panning. The area's gold ores frequently are associated with realgar, cinnabar, and carbon. The ore deposits generally are attributed to Tertiary intrusives,* but, at Mountain City, they may be related to Paleozoic volcanism. Mountain City has yielded rich chalcocite from quartz-pyrite-chalcopyrite bodies in siliceous sediments. Regional stratigraphy and structure are difficult to interpret, 69 per cent of the area being obscured by alluvium or volcanics. In general, central Nevada consists of chert, shale, silty sandstones, lavas, and pyroclastics; eastern Nevada and western Utah of many alternations of limestone, shale, and sandstone. Central Nevada has been structurally active since late Devonian. Although granitic stocks may have intruded eastern Nevada and western Utah prior to the Cretaceous, these areas remained quite stable until affected by the Laramide Revolution. Precambrian exposures, occupying 3 per cent of the area, have not been important hosts. However, the question is raised as to whether Precambrian carbonates, properly situated with respect to invading mineralizers, might yet prove to be important. This paper describes 16 precious metal camps, 6 limestone replacement districts, 2 silver-base metal vein deposits, and 9 miscellaneous types and discusses briefly the 11 * Some ores, as at Ely, are associated with intrusives of. Cretaceous age. major camps that are described in detail in this Volume.

THE Engineering Education Committee of the Institute convened at the Engineering Societies Building on Feb. 18, .1929, with. E. A. Holbrook, dean of the Schools of Mines and Engineering, University of Pittsburgh, in the chair. STATISTICAL' STUDY OF STUDENTS IN MINING The first paper, a statistical study of the students enrolled in courses leading to a mining degree in 40 institutions, was presented by H. D. Keiser,, assistant editor of the Engineering and Mining Journal; who gave a brief outline of an article he was about to publish in ?that journal?. The complete article appears in the issue for March 30; 1929: To avoid repetition the results are summarized as follows: A request was sent to 42 institutions which give courses in mining' for the number of students enrolled as freshmen; sophomores; juniors, seniors and special students in mining for the years 1925-26, 1926-27, 1927-28, 1928-29. Two of these colleges replied that there were no students in mining. Students' enrolled in courses in metallurgy, geology and engineering, other than mining, were excluded from the statistics:. EIGHT years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Coeur d'Alène district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8 by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown ; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Coeur d'Alènes. A interest to geologists and to mining and petroleum engineers is a laboratory method for determining the dip and strike of sub- surface structures, as well as the direction of fault planes traversing them. The information is derived by making use of the magnetic properties of borehole cores which must show visible representations of bedding or fault planes. Complete knowledge of these factors aids greatly in the successful exploitation of both ore and petroleum deposits.

IN the United States, in the 2 1/2 years since the rescinding of the wartime order closing gold mines, conditions have not yet returned to normal. Shortages of man power have prevented some mines from operating at all, and most of those in operation are still at reduced capacity. This fact, combined with shortages of materials, the high cost of supplies and labor, high tax rates, and a fixed price for the product have made the past years rather rough ones for gold producers. In foreign countries conditions are rather similar. In Canada several new mines are coming into production and some others are enlarging. Costs have not increased as much as in the United States and gold production is being encouraged. Recently a bonus of 20 per cent on increased production has been proposed. In South Africa, where gold mining is of major importance in the national economy the industry is also in a favored position with government; new discoveries of major importance there will markedly increase the gold output. UINQUESTIONABLY the petroleum industry not only can supply the world's present oil requirements but even can meet a considerable increase in demand if it should come. The United States produced last year 1 1/3 billion barrels of crude oil, or more than 60 per cent of the world's total. It could have provided more, if needed, because we has a large shut-in crude producing capacity. Our refining capacity of 4,500,000 0 barrels per day is more than 2 per cent above our average refinery run for 1940. Adequate crude supplies and manufacturing facilities also exist outside of the United States. Large crude reserves exist in South America, in Iran and Iraq, in Russia and Romania, in Sumatra and adjacent islands. The refineries of the Dutch West Indies, of Iran, and of the Netherland East Indies are well located in relation to crude reserves and world trade lanes. Furthermore, flexibility in the manufacturing facilities permits adjustment of yields to meet a considerable range in variations between demands for products. Only with regard to 100-octane aviation gasoline is there any apparent refinery problem. Even here so far as this country is concerned, additional refining facilities can be installed well within the time that would be required to turn out the airplane engines which will use this super fuel.

In this paper are given the mechanical properties, determined by the Engineering Division, Air Service, U. S. A., of the 94 per cent. aluminum, 5 per cent. copper, 1 per cent. silicon alloy as 8and-cast and as heal-treated commercially to Air Service Specification No. 11,300. This particular alloy was tested both in the cast and in the heat-treated condition. Tension and tension modulus values were obtained from machined and from un-machined test specimens; while data for shear, compression, impact, torsion, and for Brine11 and Rockwell hardness were found from machined bars. Specific-gravity tests were made on sanded, un-machined specimens. The metallography of the alloy is useful as a control to heat treatment and presents some interesting peculiarities in regard to the two iron-bearing compounds. The demand for an aluminum alloy, suitable for sand castings, that may be heat treated to meet requirements of high strength, ductility, shock and corrosion resistance, and ready machineability has led to the commercial development of a proprietary material that contains from about 4 to 5 per cent. of copper, 1 per cent. of silicon, and such impurities as iron, up to a maximum of 0.75 per cent., and manganese, in quantity usually less than 0.1 per cent.' Magnesium is not generally present, for it tends to nullify the beneficial influence of the added silicon by forming magnesium silicide. The function of the silicon is to minimize casting difficulties and, structurally, to favor the precipitation of (insoluble) iron-bearing skeletons rather than the needles, which prevent full realization of tensile properties from heat treatment by stimulating intergran-ular fracture. The amount of silicon necessary to counteract the ill effect of iron is equal to or slightly more than the content of iron; the excess of silicon over this ratio, under certain conditions of heat treatment, enters with CuAl2, the principal hardening constituent, into solid solution and contributes somewhat to the strength of the alloy without appreciably impairing its ductility. The schedule of heat treatment of this alloy depends on the design (cross-sections) of the castings and on the nature of the tensile properties desired. EDWARD COOPER, was born in New York City, October 26, 1824. His father, Peter Cooper, to say nothing of manifold reasons for fame as an inventor and philanthropist, deserves to be remembered as a pioneer in the establishment of public schools; and it is not surprising that he sent his son to one of the democratic institutions in which he was himself so ardently interested. From the public school Edward Cooper went to Columbia. College, where he made the acquaintance of Abram S. Hewitt, who was first his tutor, afterwards his traveling companion, brother-in-law, business partner and life-long friend.* For twenty years I was the consulting engineer of the firm of Cooper & Hewitt, and also connected with the work of the Cooper Union, in which they were both deeply interested and faithfully active. On the basis of the intimate knowledge thus gained, I venture an estimate of Edward Cooper's character and career which, if not fully comprehensive, may facilitate a juster estimate than would be reached by the strident of those data which the modesty of the man permitted to be placed upon public record. Edward Cooper's mind was one of the most active, accurate and subtle with which I have ever come into contact: He had inherited from his father a sunny, benevolent temperament, and' the irresistible impulse to attack all new problems which challenged his attention. His thorough education had 'indeed made him wiser than his father, both in philanthropy and in technical inventions. He could condemn and reject a proposition which Peter Cooper would have embraced, in a splendid, though ignorant, faith that nothing was impossible to an. American, and that the word ? impossible " was simply a label,

This paper describes the installation and operation of a Texas Nuclear on-line silica analyzer (NOLA) coupled with a Leeds and Northrup Microtrac particle-size monitor (Microtrac) at U.S. Steel's Minntac taconite concentrator. An automatic sampling system provides the NOLA with samples of final concentrate. After the sample is analyzed for silica by the NOLA, it is pumped to the Microtrac for size and surface area measurement. A sample is analyzed every six minutes, providing the control room with the silica concentration, the percent passing 270, 400, and 500 mesh, and an equivalent Blaine surface area number. When fed a slurry of final concentrate containing between 20 and 70% solids and 5 to 6% silica, the NOLA analysis is within ±0.2% of the wet chemistry silica. The agreement between the Microtrac output and standard screen analyses is ±1.2% at 270 mesh; ±1.5% at 400 mesh, and ±2% at 500 mesh. The poorer disagreement at the finer sizes is mainly due to inaccuracies in screening at 400 and 500 mesh. The agreement between Microtrac surface area a d laboratory Blaine surface area is about 9 ±80 cm 2/g. These instruments provide rapid and reliable feedback information to the concentrator and feed forward information to the agglomerator.

IN the Chihuahua district of Mexico the first smelting was that inaugurated by the early Spaniards for the production of silver bullion. The ores treated were high in silver and lead. Silver-lead bullion was first produced and the lead then cupelled to waste, with the slag produced running from 5 to 10 per cent in lead and about 25 to 40 per cent silica. The ore was mined by peon labor, often being carried out of the mine on the backs of the men, and then transported by burros. Furnaces were of primitive construction, adobe or rock being used in the earlier period and some iron later when it became available. Blast was originally supplied by bellows manually operated. Such smelting was carried on to a greater or lesser extent until the latter part of the last century, and so extensive was it that many hundred thousand tons of leady slag remained to be treated in modern furnaces. In 1908 a smelter was placed in operation at Chihuahua by the American Smelting & Refining Co. At that time the ore was practically all oxidized and by a little selection, self-fluxing mixtures could be made, but with an average lead content usually under 10 per cent and sometimes as low as 7 per cent. The bullion produced would carry from 150 to 300 oz. silver per ton. The slag made approximated 30 per cent SiO2, 42 per cent FeO, 21 per cent CaO, and perhaps 3 per cent Zn. The ores varied from hard, coarse material which was passed through a crusher, to a considerable quantity of fines which had to be smelted as it came, as crushing the coarse was the only preparation for smelting.

AT the meeting of the Board of Directors held on June 25, 1926, and in response to numerous in-dividual suggestions for changes, a committee on Re-vision of the Constitution and By-Laws of the Insti-tute was appointed, consisting of C. F. Rand, Archi-bald Douglas and H. Foster Bain. Various confer-ences were held, much correspondence conducted and a preliminary draft was prepared. It proved imprac-ticable to complete the work in time to submit the matter to the membership for approval or disapproval at the annual meeting in 1927, and the Committee was continued with instructions to prepare a report as a basis of action in 1928. After Mr. Rand's death George Otis Smith was appointed in his place and the tentative draft herewith submitted has been pre-pared in its present form by Messrs. Smith, Douglas and Bain, though not differing in any material mat-ter from an earlier draft approved by Mr. Rand. In preparing this the Committee has kept in mind primarily the desirability of simplification and of making the By-Laws conform to the actual practice of the Institute as worked out through experience. The Constitution and By-Laws adopted in 1912, and which with minor amendments only still govern the Insti-tute, are full of specific provisions regarding pro-cedure; such as that laid down for guidance of the Papers and Publications Committee. Many of these have proved unworkable and in practice have not been always strictly followed. It now seems wise to write into the Constitution and By-Laws only the general fun-damental principles to he followed and to provide for such easy change in methods of following them out as will permit efficient conduct of the business. It is this thought that has guided the Committee in rewrit-ing many of the sections. With this in view also the Constitution, as such, has been shortened to the brief-est feasible statement of fundamentals. All matters relating to means of making these principles effec-tive have been put into the By-Laws or in the hands of committees whose work is subject to control and whose rules are subject to approval or disapproval by the Board of Directors. Many suggestions for changes have come to the Committee that have not been incorporated in this draft. Some of these are in themselves excellent but have not been incorporated here because the Commit-tee discovered no sentiment for them such as would be likely to secure their approval, or found them out of harmony with the general plan followed herein.

THE Coal Division undertook its most ambitious program this year at the New York meeting, with six full' sessions and a luncheon on Monday which had a record attendance and at which the newly elected officers for the Division were announced. Eugene McAuliffe, president of the Union Pacific Coal Co., Omaha, Neb., was unanimously selected as Chairman; J. B. Morrow, preparation manager of the Pittsburgh Coal Co., as Vice-Chairman; and H. E. Nold, Ohio State University, Secretary. During the past year two new and interesting activities were conducted by the Division directed at stimulating the interest of junior and student members. Reports were presented at the luncheon meeting by the chairmen of these commit¬tees. J. B. Morrow. chairman of the paper prize awards, and H. N. Eavenson reported on the work of the mining machinery manufacturers fellowship, the work on which was completed the first of the year. Several excellent papers are expected from these two groups for the next meeting of the Division to be held in Pittsburgh some time in the fall. The regular six-session program was filled from start to finish with interesting papers and much discussion, but unfortunately not enough time for the latter. The papers covered the field of prospecting, mining methods, preparation, utilization, mechanization, and safety, and all through the program we were constantly reminded of the value and need of research in the coal industry.

Four vertical boreholes in the vicinity of an electrical heater simulating a canister of nuclear waste in a granitic rock mass have been logged with an acoustic borehole sonde before and after thirteen months' heating. Excellent control of the structural geology and fractures present in the rock mass was provided by the considerable amount of oriented core recovered from the four boreholes used for acoustic logging and the large number of others used for a variety of rock mechanics instrumentation. Compressional and shear-wave velocities were measured as a function of stress on some twenty core samples, water-saturated and dry, which were recovered from the four acoustic logging boreholes. Further control was provided by a cross- hole acoustic monitoring program conducted before, during and after heating between the same four boreholes, and by measurements of acoustic velocities in an isolated block of granite in the same heater drift, which was subjected to an increase in temperature and to changes in uniaxial stress. It is concluded from the acoustic logging tests, taken in conjunction with the acoustic cross-hole and heated block experiments, that acoustic techniques: 1. Provide a means for locating and delineating systems of weakly- bonded or open fractures within the rock mass; 2. Provide a sensitive means for monitoring a rock mass for changes in moisture content or structural damage to the rock fabric induced by thermal or mechanical loading; 3. Together with the rock bulk density yield the elastic constants of the rock mass.

P UBLZCLTY and engineers do not mix. In the very words of my subject, there is an apparent contradiction. In the past, publicity has been abhorrent to the engineer. It seems to be true that the engineer, because of his training or his background, has developed a state of mind which omits publicity. At any rate he has done a poor publicity job for himself. The average engineer is self-conscious; he ought to be class-conscious. If T should ask the men in this hall to get up one by one and tell who they are and what they have done, there would be an instinctive reaction in the mind of each man-a feeling that this was out of place. If I should ask each man to get up and tell something about his neighbor, I should find that each neighbor, once he got acquainted with the man next to him and understood what he was doing, would be as human and as generous-hearted in telling about his brother engineer as is any professional man.

(Washington Meeting, May, 1905.) A Discussion of Mr. J. M. Gledhill's paper, read by title at the Lake Superior meeting, but presented first at the New Yolk meeting of the Iron and Steel Institute (October, 1904), and here published under a mutual agreement. Between the two Institutes. Discussion. MR. E: WINDSOR RICHARDS, Past-President, said that at a recent meeting of the Institution of Mechanical Engineers a paper was read on tool steel, and he called the attention of the members to the high-speed tool steel at the Bethlehem Works. They would have the pleasure of seeing those wonderful works and would see 60, 70, 80 and 100 tons oil lathe with half-a-dozen of these high-speed tools running. PROP. H. M. HOWE (Columbia University) said that they all looked upon these high-speed tool steels as of very great importance, particularly to the machine shop. One point occurred to hire : Had it really been shown that Swedish steel is necessary, or better than equally pure steel that is not Swedish; and is cemented steel really necessary, and is there any advantage in using that, rather than equally pure open-hearth steel'! It might be well if the author could indicate the kind of evidence on which lie bases his assertion that it is necessary to have cemented Swedish steel. Many were hoping for the development of high-speed steels from elements which exist in great quantities, such as silicon, manganese and chromium, rather than from rarer metals like molybdenum, vanadium and tungsten, the supply of which is likely to be soon exhausted. If the high-cutting speed was to last more than a generation, it. seemed to him that they would have to draw upon the common ele¬ments and not upon the rare ones. MR. SOME 2,000 years ago Pliny is supposed to have said, "Out of Africa always something new." It may perhaps even now be news to a great many that the Belgian Congo has in recent years been producing approximately a quarter of a ton of diamonds annually. For that is what the 1 1/4 million carats, the recovery from 40-odd operating mines, and about 20 or 25 per cent of the world's normal consumption, amounts to. In 1915, first exploitation operations produced less than 50,000 carats from two mines. The rapid expansion of operations following the Euro¬pean war meant a most rapid development of a virgin land. The interior is now reached by air in one day from the mouth of the Congo River, where steamers unload mail and passengers from Antwerp. This trip formerly consumed 4 to 6 weeks by a narrow-gage, wood-burning, railroad around the rapids of the lower Congo and Livingston Falls; by river boat to the heads of navigation, Djoko Punda on the Kasai or Luebo on the Lulua; and thence by caravan of native porters over narrow-trails to head¬quarters on the Tshikapa. Hundreds of miles of automobile roads have been constructed over veldt and through forest, bridging streams and ferrying rivers. The railway from Capetown to the Katanga copper district to the East, once two months away by trail is now reached in 2 or 3 days over fair automobile highway. Native "boys" who a few short years ago wore little more than a smile and a string of beads and to whom a wheelbarrow was a complicated piece of machinery, are today driving Fords, tending boilers and engines and operating electrical equipment, or are capable mine workmen, machinists and artisans, and dressed in all manner of cast-off white man's clothing. Even as late as 1920, due to difficulties of securing and transporting machinery during and just after the war, the crudest hand operations were the rule for the excavation, sizing, and concentration of the diamondiferous gravel. All washing and concentration is now mechanized, using steam or electric power, and where operations are sufficiently large to permit competition with native labor costs, excavation and transportation are also accomplished by machinery.

PRODUCERS of building stone have had to seek new and attractive uses for their output to supplement the diminished orders for standard products. Lunar is the direct result of the need of new outlets for marble and is. probably the most ingenious and attractive type to reach the market in a quarter of a century. It is a highly translucent stone which retains the same glistening sparkle in transmitted light that marble exhibits by incident rays. This sparkle sets it apart entirely from translucencies made of glass or even onyx, alabaster, and the distinctive exceedingly fine textured calcite marbles produced in Alabama and quarried formerly in northern Vermont and Quebec.
