There are comparatively few accurate data on the melting-or the freezing-point temperature of metallurgical slags, or on related physical phenomena, such as fluidity near the melting-point, specific heat, latent heat, etc. With the exception of the work of H. 0. Hofman,' and some older work by R. Akerman, P. Gredt, and H. M. Howe, no information is available that is of direct interest to the metallurgist. Hofman's valuable work is the only one that refers to slags produced in the metallurgy of copper and lead. The classic work of J. H. L. Vogt,2 who views slags from the standpoint of physical mixtures (solutions in which the entities are minerals), has opened up a new field in the study of slags, and has placed the investigation of such properties as melting-temperatures, etc., on a rational basis. The recent work of A. L. Day, E. T. Allen, and W. I?. White, of the Carnegie Institution, at Washington, and of European investigators3 on certain systems of silicate minerals confirms the value of the investigation of silicate series from this standpoint, and it is my aim to apply this method to metallurgical slags, in order to gain exact data of value in metallurgy. The work recorded in the present paper is the result of an investigation of reverberatory-furnace slags made for a Western smelting company to determine exactly the influence of change in composition, within comparatively narrow limits, on the melting-point. For a general discussion concerning the mineralogical character of slags and the principles on which this investigation is based, reference should be made to other work: for the subject is too large to be stated in this paper, except very briefly in the following outline:

The data which are collected in Table 1 show that the ferrite of low-carbon steel and of electrolytic iron, like the network of hypo- and hyper-eutectoid carbon steel, inherits, either absolutely or relatively, the grain size of the mother austenite from which it is born in cooling through the transformation range. This evidence is so abundant and concordant as to cast doubt on Prof. Jeffries'l hypothesis of what might be called reversed inheritance, by which he explains Mr. Ruder's observation2 that a grain in a "slug of pressed pure electrolytic iron powder" was coarser, perhaps 1,500,000p2, aftcr a 3-hr. exposure to 1000" C. than after a 3-hr. exposure to 1250-1300°, when the grain size was about 35,000µ2. His explanation implies a natural tendency of coarser austenite grains to yield finer ferrite ones than spring from finer austenite grains, so that the inheritance is reversed. What seems to me a simpler explanation is that the enormous grains which followed the 1000" heating were not inherited from the mother austenite, but were formed by the process of natal coarsening, by means of which Stead and Carpenter developed grains of this same order of magnitude in this same kind of material, on heating to 950" or to 1000°, the temperature used by Mr. Ruder, provided the exposure was not unduly prolonged, and it does not seem to have been in Mr. Ruder's case. That their coarsening was natal and not through inheritance is shown first by the fact that their grain coarseness was out of all proportion to their relatively low temperatures and short periods, and hence was very far in excess of the grain size which the mother austenite must have had, and second and more cogently by the fact that the shape of these coarsened grains was evidently determined by the temperature distribution which existed during and immediately after the Ar3 transformation, that during the passage from the gamma to the non-gamma state. The district of Catoree, San Luis Potosi, ranks among the first half-dozen silver-producing camps of Mexico. Mining has been more or less continuous there for 150 years. The large producing mines, Mapnni, Mazapil, Palomas, Musquiz, Minas Viejas, now for the most part idle or abandoned, are grouped around the head of two valleys: one, which drains to the west, falls 2000 ft. (610 m.) in 41/2 mi. (7.2 km.) between the main Catorce and the western foot of the range and is characterized by steep canon walls; the other, east of the main town of Catoree from which it is separated by a high divide, heads in a number of steep tributaries above the basin in which lies the town of Potrero and flows nearly north for 10 mi. (16 km.) to the northern base of the range; below Potrero, it has for the most part gently sloping valley walls and a broad valley floor. The Sierra Catorce is the highest range of the region, the summits reaching altitudes of over 11,000 ft. With the exception of a few cliffs of the erosion escarpment of the lower limestone and the canon walls below the main town of Catoree, which is the highest town in Mexico, the gently rounded slopes are characteristic of a maturely eroded mountain range composed of folded sedimentary rocks. As is usual in desert regions, the heavy-bedded limestones are the most resistant to crosivc forces. Folded into anticlines, they form the mountain ranges; and the intermontane valleys and basins, originally carved out of less resistant shales, clays, marls and sandstone?, are covered by debris forming a mantle with surface gradually rising upwards toward the hills. In time, the debris buries, in deposits formed from their own ruins, all but the highest summits of the original mountains: some of this region has already nearly reached this stage. Most of the debris is firmly cemented by calcium carbonate (caliche). Solution of the limestone by meteoric waters afforded the supply of lime carbonate, which has been redeposited upon evaporation of the waters as a cement binding the boulders, pebblcs, and finer detritus. According to tradition, the higher portions of the Sierra Catoree were forested with pines and cedars but none remain within the mining district, although cedar is found farther south in the range. Tracer diffusion of Fe59 has been measured in the a-stabilized Fe-1.8 at. pet V alloy from 700° to 1500°C. The activation energies are obtained in both the presence and absence of magnetic order. Furthermore, it is established that diffusion in the alloy is identical to that in pure iron and consequently the values of Do and Q accurately represent the temperature dependence for self-diffusion. The purpose of this investigation is to obtain an accurate estimate of the temperature dependence for self-diffusion in bee iron in both the presence and absence of magnetic order, and, in so doing, to establish the temperature range of the magnetic effect.&apos;" As the temperature interval suitable for diffusion measurements is severely limited in both bee phases of pure iron because of the intervening fee ? phase, the experiments were performed on an a-stabilized alloy containing 1.8 at. pet V. This alloy is bee over the entire range from room temperature to the melting point. Although there have been several independent investigations of self-diffusion of iron in a, iron,1, 3-6 there still exists considerable disagreement regarding the values of Do and Q for the paramagnetic region. The two systematic studies of diffusion in 6 iron6, 7 previously reported are also only in fair agreement; but in view of the extremely small temperature range available for diffusion studies, i.e., 1390o to 1535oC, this is not surprising. It is comparatively easy to obtain accurate values of Do and Q for the a-stabilized alloy inasmuch as measurements can be made over the entire temperature range -700o to 1500°C. However, in order to assume that these same values apply to pure iron requires careful comparison of the data in the a, and 6 regions in both the alloy and pure iron. We have made several measurements in the appropriate temperature ranges and are unable to establish any systematic difference between the diffusion coefficients of iron in pure iron and in the alloy. We therefore conclude that the values obtained for the alloy are truly applicable to pure iron; the complete evidence favoring this conclusion will be discussed later in this paper. EXPERIMENTAL The experimental methods will be given here only in barest detail since they have been thoroughly de- scribed elsewhere.l, 7 The alloy was prepared by induction melting and chill casting under argon. Diffusion samples were machined from the ingot and annealed in hydrogen for several days at 900°C to give an average grain diameter of 1 to 2 mm. The penetration profiles of the tracer were established by a sectioning technique, the residual activity being counted after the removal of each section. The tracer used is Fe59 which emits two high-energy ? rays of 1.098 and 1.289 Mev, respectively; these were detected by a ? scintillation counter equipped with a pulse-height analyzer. For the measurements in the temperature range -700o to 1130°C the samples were vapor-plated with Fe59, encapsulated in quartz under vacuo, and annealed in resistance-heated furnaces which are controlled to ±1°C. The specimens diffused at higher temperatures are prepared as edge-welded couples, the two halves being separated by a thin washer of the alloy to prevent sintering. The diffusion anneal is then carried out by inductive heating under a dynamic vacuum. The temperature is monitored pyrometrically. RESULTS The diffusion coefficients are obtained from the penetration profiles in the usual way using the error-function complement relationship. The results over the entire temperature range are shown in Fig. 1. In the linear region, 900o < t > 1500°C the least mean squares (lms) values of the diffusion coefficients are given by D = 1.39 exp[-(56.5 ± 1) x 103/Rt] cm2/sec [l] The average departure of the measured diffusion coefficients from the values given by Eq. [1]In order to determine whether or not the slope is truly constant over the entire range from 900" to 1500°C, the data are arbitrarily divided into two groups, the first containing values between -900" and 1133°C and the second between -1133o and 1500°C. The lms values for the two groups are given by Eqs. [2] and [3]: D = 0.519 exp[-55.7 x 103 /RT](900° to 1133°C) cm2/sec [2] D = 1.45 exp[-56.7x103/RT] (1133° to 1500=C) cm2/sec [3] Thus, there is no significant difference between the high- and low-temperature segments of the linear region. A green ball of iron ore faces many perils from the time it is formed until it finally emerges from the pelletizing furnace as a hardened pellet. For instance, if the rate of heat transfer into a ball is sufficient to produce vapor from either the free or combined water more rapidly than it can escape at a tolerable pressure, the ball may split, spall, or even explode, a failure commonly known as decrepitation. To avoid such failures, one must either limit the rate of heat transfer during the drying and preheating stages, at the expense of production rates, or improve the decrepitation resistance of the green balls. The latter remedy may often be accomplished through changes in ore preparation, balling procedures, or the judicious use of binders or other additives. INTRODUCTION Pelletization has become established as an especially desirable method for the agglomeration of fine taconite concentrates and it promises to be equally satisfactory for improving the physical structures of certain natural ores. A high-quality pelletized iron ore consists of uniformly sized spheres, usually about 1/2-in. diam, which are strong enough to resist abrasion and breakage during handling and which reduce well without disintegration in the blast furnace. The unfired agglomerates, "green balls", are subject to several destructive effects that must be avoided or minimized if a high-quality product is to be obtained by pelletization. Among these are abrasion and impact deformation or breakage during handling of the wet green balls, deformation and breakage by compressive forces in the bed of ore in the pel-letizing furnace, decrepitation during drying and preheating, wind erosion, and radial cracking at firing temperatures. Moisture condensation from the warm saturated gases downstream from the drying zone on wet, cool balls may cause bed collapse if it becomes excessive. Decrepitation is defined as the sudden disintegration of green balls, usually with an audible pop, that occurs when they are heated too rapidly during the drying or preheating stages of the pelletization process. The extent of ball disintegration may vary from merely splitting off a small fragment to almost total disintegration into the original ore particles making up the ball. Such ball destruction results in a decreased yield of pellets, and the fragments, which also tend to interfere by obstructing the gas flow through the bed, must eventually be screened from the fired product and recycled. The closely related type of ball failure that sometimes occurs during the high temperature firing stage, resulting in radial cracks without fragmentation, was not considered to be decrepitation for the purpose of this investigation. Failure by decrepitation is not usually a serious problem in the pelletization of taconite concentrates. The problem is significant, however, in the pelletization of some natural ores, especially those containing hydrous iron oxides. In some instances, economicd production rates cannot be maintained if the drying and preheating rates are slowed down enough to avoid decrepitation. OBJECTIVES This investigation was undertaken to: (1) Develop a practical laboratory means for quantitatively measuring the tendency for green balls to decrepitate in iron ore pelletizing furnaces, and (2) Investigate the causes and cures of ball decrepitation. MATERIALS Two iron ores were used in the work reported here: a taconite concentrate at 90% minus 325 mesh, containing 65.0% Fe, 8.4% SiO2, and no loss-on-ignition; and a crude oxidized ore at 54% minus 325 mesh, containing 59.1% Fe, 3.6% SiO2, 1.1% A12O3, and 9.5% loss-on-ignition. Actual test specimens used in the previous laboratory wear investigation,&apos; were fully characterized and the data is given in Table 1. The commercial success of this low-grade property by Houston Oil and Minerals Corp. (succeeded in interest by Houston International Minerals, Inc.) resulted from credibility of analytical data furnished by the property vendor upon initial examination and from other favorable geologic criteria in evidence; from negotiation of lease terms not detrimental to project economics; from entrepreneurial exploration management; from an encouraging attitude by the US Forest Service; and from the favorable mining and metallurgical characteristics of the ore body. The potential of the property, but not its location, was brought to the attention of the project manager (the author) by the vendor some time before accepting employment with HO&M. In December, 1977, the vendor granted an examination to the project manager, by then an employee; and a lease to the 15 mining claims embracing the property was executed in April, 1978. (See Fig. 1.) Field work and extensive claim staking in this virgin district commenced in May, with drilling beginning in August. At the point that an apparent discovery was recognized in October, only $98,000-including property payments-had been expended on the project. By April, 1979, the deposit was drilled out on 60-m (200-ft) centers and a preliminary re- serve estimate, discounted cash-flow analysis, and recommendations for mine development and additional exploration submitted to management-all at a cost well below budget. The property was recommended for acquisition after matching favorable geologic criteria developed by the project manager. Favorable lithology, structure, and geochemical zonation converged on a subdued low-temperature hydrothermal alteration zone subtly expressed on a pediment surrounding the heart of the property, from which approx [ ]

Dynamic elastic properties of dry and water-saturated Green River shale samples were computed from compressional- and shear-wave velocity measurements. P- and 5-wave velocity measurements were made in three mutually perpendicular directions with respect to the bedding planes. Measurements were also made in several different directions by varying the angle between the bedding planes and the direction of propagation of the wave for angles of 0, 30, 45, 60 and 909 The oriented samples were subjected to both confining pressure and axial loads, in excess of the confining stress, in the direction of propagation. In general, P- and S-wave velocities increased with increasing stress levels, with a corresponding increase in Young&apos;s modulus. Water saturation caused the P-wave velocity to increase and the S-wave velocity to decrease. Elastic moduli decreased upon saturation, except for Pois son&apos;s ratio, which increased, indicating some degree of weakening of the material. The samples showed a moderate degree of anisotropy; this was to be expected from the laminated nature and shallow occurrence of Green River shale. INTRODUCTION This paper presents some results of an experimental determination of the elastic coefficients of anisotropic materials (in particular, finely layered rocks and minerals such as Green River shale) from measurements of dilatational and shear-ultrasonic-wave velocities. Ultrasonic techniques have been used extensively in nondestructive testing. Several methods have been proposed by Mcskimmin, 1 and some of these have been used successfully to measure ultrasonic velocities in rocks. Hughes and Cross, 2 Wyllie et al., 3 and Birch 4,5 developed pulse first-arrival techniques for the measurement of dilatational and shear velocities. Williams and Lamb 6 used the method of cancellation of a traveling wave, which was later modified by Myers et al.&apos; and perfected by McSkimmin. 8 Although this method is highly accurate, it has not been used as widely as the pulse-transmission methods recently reported by Jamieson and Hoskins 9 King,10 and Mattaboni and Schreiber. 11 It has been common practice to use some form of crystal transducers, either quartz or ceramic, that has been cut or polarized in different directions in order to generate either compressional or shear waves. However, accurate determination of shear wave velocities has been difficult due to problems that arise in obtaining a pure shear wave from cross-polarized crystals, which usually also generate a small amount of compressional energy. As reported by Gregory, 12 this energy can be seen as a long precursor preceding the sharp break of the shear first arrival. The need for generating pure shear waves led to interest in mode-conversion techniques, which are based upon conversion of the mode of vibration through wave reflection or refraction at a discontinuity. Arenberg13 showed that for certain materials and for certain angles of incidence it is possible to generate pure shear modes by reflection at a boundary. Jamieson and Hoskins 9 used a pyrex glass-air interface for generating pure shear waves, and King 10 used this method successfully for measuring shear-wave velocities in rocks. Gregory l4 arrived at a similar result by refraction of a wave at an aluminum-oil interface. A plane compressional wave, traveling in the oil phase, is incident on the aluminum at an angle larger than the critical angle for compressional waves, and thereby generates a purely transverse, plane-polarized wave in the aluminum. During the last few years methods have been developed that allow the simultaneous determination of shear and compressional velocities in solids.

The Mining Section of The National Safety Council recently sent out a questionnaire to operators, regarding the class of rope used, specifications required or obtained, factors of safety observed, methods of fastening ropes, lubrication, inspection, and points observed when rope is to be discarded. The answers received from this questionnaire, largely from metal mines, give interesting information, from which recommendations for safety practice on hoisting ropes are drawn. Depth of Mine The depth in the majority of cases noted is from 1000 ft. to 1500 ft. (304 to 457 m.) and records come from a number hoisting from depths of 2000 to 3000 ft. Hoisting is generally done in balance, with a few companies using counterweights. Seldom, more than two shifts are occupied in hoisting. A number of large operators limit the shift for engineers to 6 hr. A few of the larger operators have separate hoists for men and supplies, with a higher class rope for men. The range of loads varies from 7 to 17 tons and greater in a few cases, with a balanced weight of 4 to 7 tons. Size or Drums and Sheaves The size of drums and size of sheaves are generally in accordance with recommendations of rope manufacturers. Only one-half of the operators use grooved drums; one, The Sulphide Corpn., New South Wales, uses wood-lagged drums. Very few operators have drums capable of holding all the rope in a single wrap. Cone drums or cone and cylinder drums, in the mines heard from, are very rare. A few mines of shallow depth use a small drum and large-sized sheave. While this may be allowed, and in some cases is all right, the size of drum and sheave should be fully equal to that recommended by the rope manufacturers and should be at least 60 to 100 times the diameter of the

The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

ABOUT the time this magazine reaches its readers, Cresap P. Watson will celebrate his 53d birthday. If he spends that birthday at his West Los Angeles home, he won&apos;t be far, as distance is measured today, from Santa Barbara, where he was born on July 8, 1895. He is truly a member of a petroleum family; one brother, N. O. Watson, managed Royal Dutch Shell interests in Venezuela for years and is now general manager of the Caribbean Petroleum Co. at. Maracaibo; another brother, Rex, is vice-president of the Drilling and Exploration Co., while brother-in-law Ben Belt is an executive of Gulf Oil. His own life has centered in the petroleum industry since his first job in 1913 as camp cashier for a Mexican oil field at Tampico. Down on the isthmus of Tehuantepec he advanced to tool dresser and&apos; production foreman for the company. The first World War interrupted his Mexican experience by transforming him into an artillery officer in France. Once the Army ceased to demand his services¬by then it was 1919-he returned to the task of furthering his professional career as agent for the Amerada Petroleum Corp. By 1927 he had reached the position in which he could be called an executive in the petroleum industry, having organized and become president of the Federal Royalties Co. His activities in local and national legislation affecting the petroleum industry increased as has his advocacy of the development of oil and gas fields under sound engineering and conservation principles through unitization or other co-operative forms of operation. Considerable amounts of his time go to the promotion of industry public relations.

Introduction The Strategic Petroleum Reserves (SPR) is a national program dedicated to storage of large quantities of crude oil in leached salt caverns in the Texas-Louisiana gulf coast area. The program has required storage in existing caverns at each site and includes plans to leach new ones. The structural stability of each cavern depends on the behavior of the surrounding salt. In the past cavern stability has been predicted based on experience with other caverns in the vicinity. With the development of good non-linear finite element structural computer programs, it is possible to predict stability before the cavern is created. An important step in verifying the applicability of these predictive methods is comparison of analytical and field data. The analytical data come from finite element analyses of a specific cavern where the laboratory determined material properties and an approximation to the cavern geometry are used as input. These comparisons have been made for caverns in the Bayou Choctaw Dome (Louisiana) and Eminence Dome (Mississippi) with reasonably good correlation being obtained between measured and predicted volumetric response of the caverns. This paper discusses 1) the acquisition of material properties, 2) the finite element program SANCHO, and 3) the comparison of analytical and field data for each of the caverns.

THE texture method (utilizing monochromatic copper radiation) was applied to determine the orientation of the columnar grains of two vacuum cast beryllium ingots of 3 in. diam. Samples were mounted in a fixture as illustrated in Fig. 1, which permitted rotation and translation in order to approximate the method used for wires. The specimens were aligned so that the major axes of the columnar grains were parallel. Rotation was around the growth direction. After each translation the specimen holder was rotated 2 deg (1 deg for the samples from the second ingot) until a range of 30 deg on either side of the vertical was covered. The speed of translation was 1 mm per sec. A representative Debye pattern is shown in Fig. 2. The pattern was compared with theoretical patterns for various orientations. Also shown in Fig. 2 is the disposition of reflections on the (10i0), (0002), and (1011) Debye rings for the two possibilities that growth is either in the <10i0> or <ll30> direction. It is apparent that no significant preference for the direction of columnar growth is indicated. It is considered that the lack of a preferred orientation is due to the occurrence of the phase transformation (reported by Martin and oore&apos; to occur above 1250 "C) which masked the original solidification orientation. There are two general methods in use for the production of metallic copper from matte which are worthy of consideration : (1) the Welsh blister process, and (2) the converter process.&apos; As practically all of the copper produced to-day is made in converters, we will give a brief outline of that process before proceeding with the special subject of this paper. Matte may be roughly defined as a mixture of the sulphides of copper, iron, nickel, silver, etc. In the converter process this is blown up to metallic copper in a modified type of Bessemer converter. The conversion of matte consists mainly in, (1) the removal of sulphur in the form of SO2, and (2) the slagging of the iron. With this brief statement we come to the two subdivisions of the process of converting mattes: Converting with acid linings. Converting with basic linings. Converting with Acid Lininys, This is carried out by lining the converter with siliceous rock or ore, which performs two functions: It protects the iron shell of the converter from the molten charge, and it furnishes the silica for combining with the iron as it is oxidized from the matte, to form a ferrous silicate. It follows from the second of these functions that this siliceous lining must be replaced from time to time, and in practice it has been necessary to reline converters every 8 to 40 hr., this time varying in different plants and even with different linings in the same plant, the life of a lining depending upon the grade of the matte treated, and upon the composition, the thickness, the tamping, and the drying of the lining.

Probably the only hotel in the world with near 100% occupancy at all times is the modern Hotel Indonesia in Djakarta. However, there is little gaiety among the scores of business men who occupy the hotel because they fret as days grow into weeks in seemingly interminable negotiations with government officials. As one man put it, "time is a dimension that they [Indonesians] have never grasped." But the visitors still come in droves to investigate business opportunities in this sprawling nation of tropical islands which is, with 120 million people, the fifth largest nation in the world. Approximately $300 million is being spent each year in Indonesia by foreign companies and governments. Aid grants from the latter are derived about one third from the United States, one third from Japan and the remainder from many nations. Djakarta is a far cry from pleasant colonial Batavia, as the city was called under the Dutch. The orderly colony of prewar days was managed as an agricultural and trading dependency of Holland. The Dutch did little about educating the people. The islands were controlled by the Japanese during World War II and afterwards there was a war for independence--which was attained in 1949. In the ensuing years, President Sukarno devastated the economy by squandering money on a gigantic scale. A Communist-attempted coup in 1965 resulted in a military takeover and the extermination of Communists. The new government under Suharto, which took over all power in March 1966, found itself in a situation where bare survival was the first consideration.

The constitution of the iron-silicon alloys containing from 14 to 33.4 weight per cent silicon has been studied by a number of investigators, whose results have been reviewed in a monograph published by the Engineering Foundation1. In these previous researches, the solubility of silicon in iron was determined by thermal, microscopic or magnetic methods and the compound Fe3Si2 was reported to be stable at temperatures from 0 to approximately 1030&apos; C. This paper describes the results of an X-ray investigation of the solubility of silicon in iron and gives data which prove that the Fe3Si2 phase is unstable below 825" C. In order to obtain the present results on the solubility of silicon in iron, the authors have utilized the lattice constants of the alpha-phase iron-silicon alloys given in a previous publication2, and also some additional data which will subsequently be described. Materials and Methods The alloys used in this investigation are listed in Table 1. They were prepared in 30 or 50-gram ingots by melting specially purified silicon and electrolytic or carbonyl iron in alundum crucibles under a pressure of less than 1 mm. of mercury. The purity of the silicon, electrolytic and carbonyl irons has been given by the authors in previous publications2, 5. The ingots were homogenized in vacuo at approximately 1000" C. for at least 96 hr. and then slowly cooled. The homogenized specimens were ground to powder in a hardened steel mortar. This powder was passed through a 150 or 200-mesh screen and sealed in evacuated quartz, Jena or Pyrex glass tubes and heat-treated as noted in the various tables. Specimens 23A, 24B, 33 and 35 and the specimens heated for one month at 700" C. were quenched by quickly removing the tubes from a horizontal tubular furnace and dropping them into water. The other specimens were quenched by means of a drop-quenching device, which has been described previously3.

HISTORICAL ORIGIN OF THE EXPORT CREDIT AGENCIES Almost since the inception of international commerce sellers, having manufactured and/or sold and shipped goods to an overseas buyer, have been obliged to accept the risk that they will not be paid for one reason or another. There are many reasons why payment may not be forthcoming, for example, the goods may be lost at sea, or rejected by the buyer or the buyer nay simply not be creditworthy. These risks were brought into sharp relief as international trading became more sophisticated and the practice of giving credit to buyers gathered momentum. Inevitably enterprises sprang up which offered same mitigation of this exposure, accepting houses and later confirming houses and banks were prepared to assure acceptable credit risks an behalf of the seller, usually by discounting trade paper, and for many years the market ticked over reasonably satisfactorily. However, after the 1914-18 War international trade was at an extremely low ebb and its inherent risks were accentuated to a point where they were often commercially unacceptable. Yet a healthy and vigorous international market was indispensable to recovery of the world economy and a number of governments, led by the United Kingdom, perceived a need to offer their exporters a comprehensive form of insurance, particularly to facilitate the extension of credit to foreign buyers. In the United Kingdom the Export Credits Guarantee Department (ECGD) was set up to encourage trade through the provision of export credit insurance. Over the ensuing years others followed suit and now most of the developed trading nations and many developing nations have similar agencies. PRESENT DAY IDLE OF THE EXPORT CREDIT AGENCIES (ECAS ) Traditionally then the BA&apos;s role was to encourage trade through the provision to exporters of insurance against the risks of non-payment by overseas buyers of their goods and services. However, during the 1970&apos;s the manufacturing industries of most of the developed nations found themselves facing severe competition for business, particularly in the developing world. As a result the more aggressive ECA&apos;s began to introduce ancillary forms of cover designed to reduce exporters&apos; risks outside of the credit field. For instance, most of the European agencies now have a form of cover against foreign exchange risks here contracts are denominated in currencies other than that of the exporter&apos;s country. Most of the agencies also provide cover to exporters against the risk of unfair calling of bid, advance payment, performance bonds etc and in certain countries, where high inflation rates were endemic, a form of cover against cost escalation. In certain circumstances it is also possible for an exporter to obtain cover against losses arising as a result of the involvency of a partner in a consortium or joint venture. These are all forms of insurance but, also during the 1970&apos;s, many of the national export credit programmes took a major step away from their original raison d&apos;etre by facilitating the provision of preferential financing terns for the acquisition of capital equipment by an overseas buyer. This new line of business quickly became an important ingredient of major export financing packages and, as we shall see later, turned out to be extremely costly for the countries providing it.

The relationship between hardenability and weldability has been mentioned many times. The ease of making a hardness survey has led to its wide use as a criterion of weldability and with a given class or series of steels for which the ductility under weld heat-treatment is known the test is entirely suitable. However, in studying a new steel the hardness survey is of less value, since it is based on the assumption that there is a correlation between hardness and ductility. Several attempts have been made to derive indices for weldabilityl and hardenability from the chemical analysis. In most of these proposals the effects of the different elements were considered to be additive, but recently Grossmann2 proposed a novel method of calculating the hardenability of a steel from its chemical composition. In the method proposed, a steel is considered as having a base hardenability due to its car- bon content and grain size, and this base hardenability is multiplied by a factor for each chemical element present. The final product is the hartlenability. The purpose of the present study is to point out the possible relationship between hardenability and the effect of welding on hardness and ductility for a number of plain carbon and low-alloy steels. The composition of the 25 steels reported in this paper as determined by chemical analysis is given in Table I. To eliminate the effect of variations in finishing temperatures, the 1/2-in. plates were normalized after heating for one hour at 1650°F. in a con-trolled-atmosphere furnace.
