The North Texas district, as herein defined, includes the counties of Archer, Baylor, Clay, Cooke, Foard, Hardeman, Knox, Montague, Wichita, and Wilbarger. This area covers generally the crest and south flank of a system of buried mountains known as the Red River uplift. The oil and gas accumulations along this feature arc in traps, which, although localized by structures incident to the regional uplift, are usually modified by stratigraphic changes in the sediments. Excepting the fields in southeastern Baylor, southern Archer, and southwestern Clay counties, all the fields within the district are on this Red River uplift. These exceptions, which have the same type of oil and gas accumulation as the other fields, are on the extreme north end of the Bend arch, which is a broad anticline plunging northward from the Llano uplift in central Texas to Archer County. The larger part of past oil and gas production has come from Pennsylvanian strata, with less important amounts from the Permian, and minor but increasingly important quantities from the Ordovician. Developments during 1939 With the later stages of development being reached in the K.M.A. field during the first half of the year, some 400 fewer producing wells were drilled in North Texas in 1939 than in 1938, when some 1750 wells were drilled. Despite this decrease in activity, production in 1939 increased about 3½ million barrels over 1938 figures, and at the end of the year the oil reserves were somewhat larger than on the first of the year. As is usually characteristic of the district, this resulted from the discovery of a large number of relatively unimportant fields. Owing principally to no appreciable abatement in wildcat drilling, more new fields and extensions to old fields were discovered this year. Although none of these discoveries was of such magnitude as to be important to the oil industry, the new developments in Montague and Cooke Counties portend greater and probably more important operations in these areas.

This paper presents the historical trend and de- fines the causes of drilling cost escalation in the Gulf of Mexico during the 1970's. The three major components of escalation are: 1) inflation, 2) supply-demand imbalance (demand pull) and 3) decreases in drilling efficiency. The decade was divided into three periods. During each period one component of escalation was responsible for most of the rise in costs. From 1970 through 1973 only inflation pushed costs upward. During 1974 and 1975 a supply- demand imbalance caused most of the escalation. Since 1975, decreases in drilling efficiency have produced the major component of escalation. During any one year or period of years, the sum of the three components will give the total escalation rate. The reasons why different components contribute more toward escalation during certain years than others are shown by following the timing of oil and gas price increases, the overall quality of the acreage offered each year in offshore lease sales and the resulting drilling activity.

FRIENDS of the late Charles F. Rand presented in 1930 a sum of money from which the income is available to support various phases of the work of the Institute in which Mr. Rand was so deeply interested. At present the fund amounts to $10,400. The specific terms of the deed of gift are as follows: "The fund collected to establish a memorial to the late Charles F. Rand shall be placed in the custody of the Board of Directors of the American Institute of Mining and Metallurgical Engineers, to be set up as a trust to be known as the `Charles F. Rand Foundation,' the income of which shall each year be applied to a distinct purpose to be decided upon in that year by vote of the Board of Directors. This purpose shall be such as to promote the general welfare of the Institute and to constitute a permanent memorial of the usefulness of Mr. Rand, who for many years gave unstintingly of his time and talents in its service. "It shall be within the discretion of the Board of Directors to establish a medal to be known as the Charles F. Rand Memorial Medal to be awarded at such a time and under such rules as may be determined by the Board of Directors, for Distinguished Achievement in Mining Administration." The establishment of this medal was announced at the annual meeting in February, 1932, the term "mining" being defined in its broad sense to include metallurgy and petroleum. THE following is not offered as an extended paper on the subject of shaft sinking, but more as a description of the present practice of shaft sinking in the Butte district. The Anaconda company is sinking at present the following shafts: Badger State, Moose, Mountain Consolidated, Mountain View, Pennsyl-ania and Tropic. At the High Ore and Leonard mines the shafts are being deepened by sinking two compartments and will subsequently be enlarged to the full working size by raising alongside the compartments which are now being sunk. The following other companies are also sinking shafts: Butte-Alex Scott, Butte and Zenith City, Boston and Corbin, North Butte Mining Co. (at the Granite Mountain shaft), East Butte Co. (at the Pittsmont shaft), and the Rainbow Lode Development Co. Shaft Timbering. The shafts of the Butte district, generally speaking, are of three compartments arranged in a straight line, and the pump compartment is usually arranged for the use of an auxiliary hoisting cage, as well as for carrying pipe lines and electric wires. The Rainbow shaft is practically square, and of three compartments. The length of the shafts outside of timber will vary from 17 to 22 ft., and the width from 6 ft. 6 in. to 7 ft. Fir timber is used in all shaft work. This may be obtained from the Coast, when it is known as Coast fir, or from Idaho or Montana, when it is known as native fir. The native fir seems to be the tougher wood, but it is hard to obtain clear lumber in the lengths and sizes necessary for shaft work. Some of the shaft timber of the Anaconda company has been treated with creosote as a preservative, but this practice has not come into general use, as the ground of the camp is so heavy that the timbers usually crush before they rot. The size of timber most .used for shaft work is 12 by 12 in., while 10 by 12 in., 10 by 14 in. and 12 by 14 in. are used for some of the special pieces around the shaft. The new Leonard shaft is timbered with 14 by 14 in. wall plates throughout.

INVESTIGATIONS of the constitution of the system Mg-Ba were first made by Grube and Dietrich1 between 0 and 47 atomic pct Ba and then by Klemm and Dincke1acker" ver the whole composition range. Klemm and Dinckelacker corroborated intermediate phases of the approximate formulas Mg9Ba and Mg4Ba, and showed a third compound to have the formula Mg2Ba, rather than Mg5Ba, as suggested by Grube and Dietrich. Mg2Ba had been previously recognized by Hellner and Laves3 s a MgZn2 (C14) type structure. The main discrepancies between the results of Grube and Dietrich and those of Klemm and Dinckelacker exist, however, in the liquidus temperatures and solidification equilibria of alloys containing more than about 10 atomic pct Ba. The liquidus temperatures measured by Grube and Dietrich, and the outline of the liquidus of Klemm and Dinckelacker are plotted in Fig. 1 on an enlarged scale. Although there are strong reasons to prefer the results of Klemm and Dinckelacker, it was considered worthwhile to remeasure liquidus temperatures of some alloys in the controversial composition range. The alloys, made up from sublimed magnesium and 99.5 wt pct pure barium, were melted in an Armco-iron crucible in a dynamic argon atmosphere. Thermal analyses were taken using a Speedomax auto- matic recorder. Careful stirring during the solidification process was required in order to avoid segregation. After thermal analysis some of the cast alloys were chemically analyzed. The intended and analyzed compositions of the ten alloys prepared are listed in Table I. Since standard barium determinations cannot differentiate between barium present as element and as oxide, both the barium and magnesium contents of the alloys were analyzed. The fact that the sum of barium and magnesium was close to 100 pct in each case was taken as evidence that no excessive oxidation had occurred. The liquidus temperatures measured are listed in Table I and plotted in Fig. 1. As can be seen, they are in good agreement with the liquidus found by Klemm and Dinckelacker. This leaves no doubt that the thermal results of Grube and Dietrich above 10 atomic pct Ba are incorrect. The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselman Basin, Md. 3. Leslie County, Ky. 4. Deep River field, N. C. 5. Coosa field, Ala. 6. Powder River field, Mont. 7. Spotted Horse field, Wyo. 8. Yampa field, Colo. 9. Paonia field, Colo. 10. Trinidad field, Colo. 11. Durango field, Colo. 12. Chaco River area, N. M. 13. Lewis and Thurston County fields, Wash. For two of these areas; the Paonia field, Colo., and the Coosa field, Ala., we have published recently preliminary reports, and final reports are in preparation. In addition, we are nearing completion of a coal reserve study of Montana, and are beginning similar studies in several other states, as part of a program of revising our estimate of national coal resources on the basis of presently available data. Factors Involved in Making Estimates Our responsibilities include detailed field mapping to secure information on areas of outcrop of coal beds, their range in thickness, nature of roof rock, amount of overburden, correlation of the beds, stratigraphy and structure of the coal-bearing rocks, and the preparation of coal reserve figures based on these data. The computation and estimation of resources of coal in the ground, like that of resources of other mineral commodities, involves consideration of many additional purely geological factors that can be appraised best through such regional studies. Regional variations in the thickness and texture of rocks overlying and underlying coal beds, for example, give evidence as to the probable position of the edges of the basin of coal deposition, or may aid in the delineation of sand-filled channels that sometimes cut out coal beds. It is apparent that the detailed field studies, in which data are gathered, are the basis for coal reserve studies, and in our present program these two phases of work are being carried on together. SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. Flotation has been so closely allied with the sulfide minerals and their early and associated oily reagents that the term "oil flotation" has erroneously been applied to the entire flotation process. Today, the term "chemical flotation" might be used to advantage. Flotation literature has dealt primarily with the removal of sulfides from non-sulfide gangues, and the separation of one sulfide from another. Now, the application of the process to the separation of nonsulfide minerals is coming to the fore; and from the standpoint of the number of commercial minerals involved, the flotation of nonsulfides offers the larger field. Here, soap or soap-forming substances, such as the fatty acids and their derivatives, are used; hence there may well be a subdivision of the chemical flotation process called "soap flotation." Early experimenters learned that it was easy to form a froth or foam that would carry a part or all of the ore charge over the lip of the flotation machine; but this could not be regarded as flotation because of the lack of selectivity. Doubtless soap was one of the first reagents tried, and doubtless it was rejected on account of its gangue-carrying properties. Now this same gangue-carrying ability makes soap an acceptable reagent, for we are dealing with that which, among sulfides, is considered "gan-gue." As in the flotation of sulfides, so in the flotation of nonsulfides, the selective flocculation of the mineral and the dispersion of the gangue are the first objectives. In fact, these two phenomena epitomize flotation. They depend upon the unlike surface properties of the respective minerals; and as long as the components of an ore have unlike surface properties, a separation is possible, at least in theory. Often in nonsulfide flotation it makes little difference which mineral floats and which is depressed; generally only a separation is sought.

BLOCK CAVING HAS BEEN DEVELOPED to a high degree of efficiency in the last two decades and more particularly since World War II. At the Jeffrey mine of Canadian Johns-Manville Co., in the Eastern Townships of Quebec, several innovations have increased production and decreased costs. Asbestos ore is produced at the rate of 10,000 tpd from an underground operation supplemented by a large open pit that has been mined since 1881. The orebody consists of asbestos veins in a fractured and serpentinized peridotite. Hardness and structural strength of rock vary from soft shear zones at one extreme to a small amount of hard granitic inclusions at the other. In general the ore is weak and deteriorates on exposure to air, so that it is difficult to maintain underground openings for any period of time. Permanent workings are lined with concrete and temporary ones are driven mini- mum size and supported with steel sets as required.

SOME of the principal metallurgical difficulties en-countered in the differential flotation of lead-zinc-iron sulfide ores arise from the following causes: The oxidized, or partly-oxidized, condition of one or more of the minerals ; impurities in the minerals them-selves; composition and character of the gangue miner-als; soluble salts in the ore; and unfavorable metal ratios. In many of the ores received at a custom mill there are present appreciable amounts of oxidized' or partly-oxidized minerals, although the ores may be substantially sulfides. Often the ores are not oxidized at all when received but on account of operating condi-tions at the mill it is necessary to stock them for several months before they can be milled, and considerable oxi-dation takes place while they are lying in stock. In most ores received at Midvale, when oxidation is pres-ent, the lead and iron sulfides have been more affected than the zinc sulfide, but with some ores the zinc mineral has also become partly oxidized. Some ores, such as those taken from old mine-dumps or from old stopes, may show very little total oxidation, but the greater part of the valuable minerals has been sufficiently acted upon by oxidation to make the minerals very difficult to float. Ores of this character are among the most difficult the flotation operator has to contend with, be-cause the galena, sphalerite, and pyrite are all sluggish in their behavior in the flotation cells. Only a part of the lead mineral will float in the lead circuit. The re-mainder will lag badly and tend to come up with the zinc or, if badly oxidized, will go -through all the flota-tion circuits into the tailing. The zinc mineral, if it has also been affected by oxidation, will act in a man-ner similar to the lead mineral. A hard pull will be required to float a reasonable percentage of it, and this is likely to bring up so much pyrite that it will be difficult to make a zinc concentrate of commercial grade. If it happens that the zinc mineral has not been no-ticeably affected by oxidation it will tend to float in the lead circuit because a hard pull is also required in that circuit in order to bring up the sluggish galena. When only a fraction of the sulfide minerals has become partly altered, or completely oxidized mineral is present in relatively small quantity, it is usually possible to make reasonably clean concentrates of all three sulfides, that is, lead, zinc and iron concentrates. Most of the oxi-dized and semi-oxidized minerals will go into the tailing and the losses will be proportional to the oxidation.

The Tar-Sands" is the name which has been given to the extensive horizontal deposit of fine Cretaceous sand, blackened by tarry petroleum, which forms the banks of the last or lowest 130 miles of' the Athabasca river before it terminates in Athabasca lake. The Cretaceous strata, to which these sands belong, extend northwesterly from Dakota all the way to this lake and for 500 miles beyond it. The Athabasca river forms the uppermost section of the Athabasca-Mackenzie, one of the great rivers of the world. It rises on the Pacific side of the Rocky mountains, westward of Edmonton, and flows north of east to a point called Atha-basca Landing, 100 miles north of Edmonton, where it turns northward and runs about 280 miles before it falls into the west end of Athabasca lake. The section of this river-system which discharges the lake just named into Great Slave lake, is called Slave river, and below the latter lake it becomes the Mackenzie river. Along the section of 280 miles of the Athabasca river above mentioned, the Cretaceous strata consist of bluish-gray and drab-gray marls, on top, from Athabasca Landing to Drowned rapid, 110 miles down stream; then heavily bedded gray sandstones, 225 ft. in greatest thickness, underlying these, form the banks for about 40 miles further. The strata appear to be horizontal, but they really dip very slightly to the southward. At Drowned rapid, we see the first of the tar-sands resting on almost horizontal beds of bluish-gray limestone of Devonian age. In some places the limestone is associated with shaly or marly bands. Notwithstanding the great hiatus between the two series, the horizontal tar-sands lie conformably upon the almost level upper beds of the limestone wherever the two formations are seen together, all along the river, throughout a

THE use of lime in flotation has become so general in recent years that its functions are familiar to plant operators. The conditions and phenomena described in this paper are of interest because they are directly associated with the use of lime as a reagent and the resulting formation of lime scale worth nearly $1 per pound for its gold content. It is not known to what extent lime scale is common in flotation plants where lime is used, but as several occurrences have been re- ported, its existence is not limited to one particular plant. In November, 1927, the author's attention was drawn to a lime scale that formed on the sides of Callow flotation cells in the Walker Mining Co. mill at Spring Gar- den, Cal. The scale was described as an accumulation of hard material that built up on the sides of both the rougher and cleaner cells and in some instances attained a thickness of 2 in. The lime scale builds up in the cleaner cell at the rate of about 1/10 in. per month, or slightly more than ?12 in. during six months' operation. The rate of growth in the rougher cells is slower, and about 3/s in. of scale forms in six months. Analyses' of typical lime scale samples are as follows:

The idea of bonding two dissimilar ferrous metals, and making use of both, is an old one. Tips have been brazed onto tool shanks for many years. The bonding of larger pieces to form whole bars and sheets has also been accomplished, but has received little attention in the technical literature, although a number of patents have been issued covering various methods for its accomplishment. There are three main motives behind the manufacture of composite steels. One is that the physical properties of one steel may supplement those of another; a useful, but at the same time, hard, brittle steel may be backed by a soft ductile one, or a stainless steel may be backed by a steel possessing greater strength. Another motive is direct lowering of cost; an expensive steel may be backed by a less expensive one, bringing down the cost of the piece as a whole. The third motive is an indirect lowering of cost, as when a useful steel is backed by a steel that is easier to machine, so that machining cost on a finished product is lowered considerably. Often more than one of these motives lead to a decision to use a composite steel. Previous Methods There are two methods in use that result in tolerably good bonds between ferrous metals: (1) the casting method, and (2) what we shall call the "heat-pressure" method. This "heat-pressure" method covers processes in which the bond is made between two prepared surfaces by heating them and then applying pressure. Usually sufficient pressure must be used to produce appreciable spread and elongation, or else we arc merely brazing and not truly welding. Casting methods for welding together ferrous metals have been used more than 74 years, and are described in the technical literature as applied

THE investigations described were made on a portion of Clear Creek basin near Golden, Colo. (A portion of the area under survey is shown in Fig. 1. The photograph was taken in the vicinity of station No. 2 of Line II.) Three principal purposes were in the minds of the investigators: 1. To repeat with modern, more sensitive and more reliable instruments magnetometric placer investigations previously made. 2. To disprove the recently advanced theory that deposits of the glacial period have no pronounced magnetic effects. 3. To develop in detail the theory of the magnetic effects produced by placer deposits. Six years ago, the first magnetic observations were published, which proved that it is possible to locate gold-bearing channels with relatively crude instruments.1 Two years ago, K. C. Laylander published results obtained with similar instruments.2 The measurements of the latter were discussed by the senior author of this paper.3 At that time, however, the material available for such a discussion was somewhat scarce and not made with the most modern magnetic instruments, although very brilliant results were obtained. Therefore, the senior author felt that magnetic investigations should be made on very clear geologic conditions with the most modern instruments.

Inclusions of nonmetallic matter have long been recognized as objectionable in steel. A complete theory of the effect of inclusions, which is consistent with that held today, was outlined in Howe's early work on the metallurgy of iron and steel. This, by analogy with wrought iron, assumes that the observed difference in properties between specimens with and across the direction of rolling is due to slag enclosures. The fact that wrought iron shatters in ballistic test is taken as an indication of the effect of inclusions on the resistance to'shock. Since that time, the development of the metallurgical microscope has shown the discrete nonmetallic inclusions in the iron matrix. Better resolution has brought out the great number of inclusions, and the availability of good microscopes in steel mills and laboratories has constantly drawn more attention to these inclusions. This recent emphasis on inclusions has resulted in studies as to their nature, mode of formation and methods of elimination, such as the work of Wohrman, Dickenson, Herty and Schenk. In addition to the published works, many investigations which have not been published have been carried out by private laboratories and have resulted in the application of specifications intended to limit inclusions in many qualities of steel. Neverthless, a clear understanding of the quantitative effect of inclusions on the physical properties of steel has been lacking. It is the specific purpose of this study to determine the quantitative effect of inclusions on the physical properties of steel that determine its behavior under dynamic stress. The study has shown that a quantitative relation between counted inclusions and impact strength does exist in normalized steels, but that factors other than readily visible inclusions are equally important. Furthermore, the present commercial rating of inclusions is unreliable with respect to counted inclusions or dynamic tests, and this study indicates that the tensile-impact test is more reliable as a measure of quality. On the map of Europe the shield-shaped area included in the boundaries of Rumania appears too small to constitute a very important factor in the wold's oil production. The country has a total area of 122,000 square miles of territory, about one-fifth of 1 per cent. of the world's surface, from which about 21/2 per cent. of the world's oil was produced in 1929. This relatively small area also constitutes one of the known billion-barrel reserves of the world. Oil has been found in various localities in the foothills of the Carpathian Mountains, extending more than 100 miles in length at their base. It is rather unusual that, while the extent of prospective territory seems to be large, the area of the commercially productive pools is comparatively small. Oil accumulation in Rumania is closely associated with salt stocks. Shows of oil are encountered from the Pliocene down to the Cretaceous. Most of the production, however, comes from the Pliocene, the chief producing sands of which are the Dacic and the Meotic, although some oil is produced from the Levantic and the Pontic. The Meotic as a source of oil was known for many years, but the intensive output from this sand series is a comparatively recent development and accounts in a big measure for the steady increase in Rumanian production. In the early part of the summer of 1929 the Astra-Romano (Royal Dutch) completed a well at Moreni in what is thought by some to be a fourth Meotic sand (a new sand series) at a depth of 5200 ft. with an initial production of 2000 bbl. a day of 41" gravity oil. The development of this new horizon has been somewhat retarded by the disastrous fire which occurred at Romano-Americana's well No. 160 in Moreni, but its discovery adds materially to the future life of the Moreni area, one of the country's oldest fields. Rumania's production for 1929 is estimated at 35,556,000 bbl., a daily average of 97,400 bbl. This compares with the total of 31,542,000 bbl. for the previous year, a daily average of 86,180 bbl., or an increase of 12.73 per cent. Rumania now occupies seventh position in the world's oil picture, it having been replaced as the sixth in importance by the Dutch East Indies in 1929. It may seem to be almost unnecessary to occupy the time of the Institute in further consideration of a question which has been so comprehensively treated in papers already on file in our own Transactions and in those of the American Society of Civil Engineers. Unfortunately, however, the results of these concerted efforts have not been materially to increase our stock of Knowledge in the direction sought for; and as the necessity for this information is becoming.more and more apparent as the demand for structural materials increases, it is believed that by continuing the agitation by means of discussions in this and kindred societies, whose members are vitally interested in obtaining reliable data as to the properties of the materials they are called upon to work with, public opinion may be educated up to the importance of exerting such an influence upon the law-makers of the country as will result in the formation of a competent board, with adequate means at its disposal, to carry out this great work in a manner alike acceptable to the makers and users of the materials in question. It may be proper in the first place to glance briefly at what has been attempted thus hr, then to indicate some of the more important lines of needed investigation, and finally to consider reasons why government aid may with propriety be sought for in carrying on the work. At a convention of the Society of Civil Engineers held at Chicago June 5th, 1872, it was, on motion of General William Sooy Smith, resolved, that, " Whereas, American engineers are now mainly dependent upon formula for the calculation of strength of the different form of iron and steel, not based on experiments upon American materials and manufacture; and " Whereas, There differ greatly in many of their ch~racteristics front thoae of foreign production, both in their nature and forma: therefore,
