Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 91, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposedstandards were withdrawn and reproposed in the Federal Register for Wednesday, October 27,-19h. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting standards took place on October 1, 1976, which means that the underground coal mining industry must comply with face illumination requirements by April 1, 1978. As mentioned previously, the first proposed rulemaking for illumination of underground coal mines was published in the Federal Register on October 27. 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination: Consol felt that expertise is this field would become increasingly important. Consol's initial efforts in illumination were aimed at investigating practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage. We believe that our initial lighting systems did provide sufficient face lighting for safety, but because only prototype components were available for field testing, the resultant poor system reliability and maintainability necessitated drastic improvement before face lighting could become practical. Final Lighting Standards Deem Early Lighting Installations Out Of Compliance On April 1, 1976, the Federal Register contained the final version of the illumination standards (as they were later promulgated in October). When these illumination regulations and measurement techniques were defined and measuring instruments were available, Consol checked their lighting systems underground and determined that the systems were not in compliance with these final illumination standards. More Lighting Hardware Added In An Attempt To Achieve Compliance. After determining that all of our face lighting systems were not in compliance, we began adding additional lighting hardware in order to meet compliance with published regulations. Unfortunately, to date, we have not been able to meet compliance with practical lighting systems. We have determined from our field installations that the required additional lighting hardware, (to meet compliance) with its increased vulnerability and decreased reliability, renders the lighting systems impractical, if not impossible, to reasonably maintain. Our attempts to provide 0.06 footlamberts have also produced adverse operator reaction to the glare and to illumination systems in general. BCOA Members Ask MESA To Demonstrate Practicability Of Compliance With Regulations Industry concern about meeting the impending lighting regulations was mounting, and in May of 1976 a meeting between MESA and BCOA members was held to discuss lighting compliance problems. At this meeting, BCOA offered to work cooperatively with MESA in testing the practicability of various lighting systems mounted on underground mining equipment. Field tests were to be conducted by United States Steel Corporation, American Electric Power Service Corporation, and Consolidation Coal Company. The purpose of this underground field testing was to develop capability to provide adequate face illumination in a safe, workable manner which would not detract from efficiency of operation. BCOA members involved in this cooperative study were to submit necessary machine drawings, sketches, etc. to MESA in order that MESA could perform a "black-box" study and specify the type and location of luminaires to be installed on the test machines. MESA was confident that they could specify lighting systems that would be in compliance and would be practical so as not to detract from efficiency of operation. Consol was first to install lighting hardware under the BCOA/MESA cooperative agreement. As per MESA specifications, Control Products HgV luminaires were installed on a Joy 2BT-2H boring machine at the Williams Mine of Northern West Virginia Region. As of mid-October, 1976, Consol had approximately eight weeks operating experience with the lighting system on this boring machine underground and had drawn the following conclusions: The lighting system installed at Williams Mine (1) does not meet compliance with lighting standards as originally proposed by MESA, (2) does not provide illumination in a safe workable manner, and (3) will detract from efficiency of the mining operation due to operational delays. Although Consol has rearranged lights on this boring machine in an attempt to reduce operator objections, a practical lighting system which is "in compliance" has not been arrived at as of this writing.

The genesis of some orebodies has been explained by the mingling and chemical interaction of water solutions of different compositions and the consequent precipitation of the mineral load of one or both solutions at their confluence. While this process can be proved in the laboratory, rarely can a positive demonstration be found in nature, for the conditions at the time an ore deposit is being worked are usually entircly differcnt from those that existed when the orebody was formed. For this reason, the present deposition of copper carbonate in the southern end of the Briggs mine of the Calumet and Arizona Mining Co. near Bisbce, Ariz., is of great interest. The developed orebodies in the Calumet and Arizona mines are roughly confined to two broad parallel zones separated at the north by a wedge of Copper Queen ground and at the south by an undeveloped block of Calumet and Arizona ground about 2000 ft. (610 m.) wide. The more westerly zone includes the Irish Mag, Oliver, P. and D., and Cole mines, none of which has been operated since 1919. Much of the water from this division is carried from the 1400-ft., or bottom, level at the southern end of the Cole mine in a long water drift through the undeveloped block to the 1300-ft. level of the Briggs mine at the southern end of the more easterly zone. Most of this water comes originally from outlying areas in the P. and D. mine, passing through parts of the lower. levels of the Cole mine, which are heavily mineralized with iron and copper sulfides. This sulfide zone has been opened up and slowly oxidizing for years. Originally a pure, potable water, the analyses of which are shown under A- in Tables 1 and 2, on its way through the mineralized area in the Cole mine it gathers copper, calcium, magnesium, iron, and aluminum sulfates, a load of dissolved mineral salts almost four times as great as that which it formerly carried; analyses B

In the literature on the elimination of metalloids in basic open-hearth practice, there are a great many heats recorded in which excellent data on changes in slag and metal composition during refining are given, but in almost all of these heats either temperature data or weights and analysis of charge are unrecorded and observations on the physical characteristics of the slag are almost always lacking. With these points in mind, a test heat was made in which as complete data as possible on all the factors that affect the elimination of metalloids were obtained. The Test Heat The test heat was made in a standard 100-ton stationary furnace at the Lackawanna Steel Co., Lackawanna, N. Y., on January 17, 1922. The Charge—Scrap.—The scrap consisted entirely of rail-heat butts, selected from a number of heats made the week before the test. The average analysis of the scrap was calculated from the analysis of these heats and from the weight of scrap from each heat. Pig Iron.—Two ladles of pig iron were used in the charge and two samples were taken from each ladle as it was poured into the furnace. These four samples were composited for the average pig-iron sample. Other Materials.—Weights of dolomite, ore and spar were obtained by weighing a quantity of each just before the test and weighing the amount of each left after the heat was completed. The limestone. was weighed on the charging pans. Coal for recarburizing, ferromanganese, ferro-silicon and aluminum were weighed out as used. All these materials were carefully sampled before the test was begun. Coal consumption at the producers was obtained by getting the average capacity of the hoppers that fed the producers, and then counting the number of hoppers of coal used during the course of the heat. ANY thought of Morenci naturally includes its sister town of Clifton, its gateway to the outside world. Clifton, the country seat of Greenlee County, is the terminus of a branch line of the Southern Pacific railroad from Lordsburg, N.M. Carload freight incident to the Morenci operation moves from Clifton over Phelps Dodge?s standard-gauge industrial railroad. Private freight must be hauled by truck. These two communities fell far short of supplying adequate housing for the personnel concerned with the new operations so a new townsite, Stargo, was developed adjacent to Morenci. Here 234 housing units with garages have been built and twenty similar units have been erected near the reduction works.

WE are indebted to Mr. Barbour for his valuable contribution to the literature on copper statistics; it is to my knowledge the only intelligent attempt to throw light on a much misunderstood subject. If I should appear to criticize some of his findings and arguments, I do not want to leave the impression that I do not appreciate the article; I think Mr. Barbour has been painstaking, and even where one might not agree with his conclusions, he has opened our eyes and stimulated us in our search for the truth.' It might be well to define the term "secondary copper" and to make a few remarks about the origin and the reasons for the variation of the supply. Mr. Barbour has touched on these points, but not sufficiently to make them clear to those not in the business.

EXPERIENCE has shown how difficult it is to obtain information regarding laboratory-tests in connection with the chlorination-process for the extraction of gold from its ores, and I therefore present the following method, somewhat in detail, for the benefit of those who may desire to pursue research work in this field. The ore chosen was a partly-decomposed porphyry, extremely siliceous and comparatively soft, and of an average value per ton of from $25 to $26 in gold and $0.68 in silver. The chemical analysis gave : Fe2O3, 3.35; FeS, 1.5; MnO2, 0.75; ZnCO3, 4; Al2O3, 3.20; H2O, 0.7; SiO2 and insol., 83.50 per cent. The ore, first crushed to pass a 5-mesh screen, was coned and quartered until a 45-lb. sample was obtained. Samples for assay and analysis, taken from this lot by means of riffles, were crushed to pass a 100-mesh screen. The original sample was divided into 10-lb. lots, of which one was crushed to pass a 10-mesh screen; another through a 12-; the third through a 20-, .and the last through a 30-mesh screen. Because of the production of an excessive quantity of fine material it was deemed inexpedient to crush finer than 30-mesh size-a decision the wisdom of which is proved by the data in Table I., showing the increasing ratio of slimes, in proportion as the ore is crushed finer. In order to determine the percentage of fines in the sizes of mesh selected, a weighed sample of ore was taken from each mesh, and a sample from the 10-mesh lot was passed successively through 20-, 40- and 100-mesh screens, and the percentage remaining on each screen determined. This process was repeated with the 12-, 20- and 30-mesh lots, with the results given in Table I.

Although enormous tonnages of sulfide lead and lead-silver ores are treated by flotation, the products of flotation mills treating oxidized ores of lead and silver are almost negligible. However, each year there is a slight tonnage increase, and it is possible, should a sizeable oxidized lead ore tonnage be developed, the field will become an important one. In 1918, the Shattuck-Arizona Copper Co. erected a plant at Warren, Ariz., for the treatment of oxidized gold-silver-lead ores. Glenn L. Allen worked out the metallurgy for this plant, employing tabling, followed by flotation concentration. The Shattuck-Denn Mining Co., successors to the Shattuck-Arizona Co., now employs straight flotation in the same mill, treating about 200 tons daily. In 1922, the San Diego mill of the American Smelting & Refining Co., in the Parral district, Chihuahua, Mexico, started operating a 600-ton mill on a mixed sulfide-oxide gold-silver-lead ore. Tables and flotation are used here, and about 200 tons of oxidized slime treated by flotation. In 1923, the Eureka Holly Mining Co. started operating a 90-ton mill at Eureka, Nev., using tables and flotation, on an oxidized lead-silver ore. In 1924, the American Smelting & Refining Co, started a 250-ton mill in northern Peru, to treat a high-grade oxidized gold-silver ore with very low lead values. In 1924, the Grand Central Mining Co. started a 200-ton flotation mill on old oxidized gold-silver-lead tailings at Fairbank, Ariz. In 1926, the Compania Internacional Minera, a subsidiary of the Union Corporation of London, started a 250-ton flotation mill on oxidized lead-silver ores, and during April of this year, the Phelps-Dodge Corpn. will probably start a 250-ton mill at Warren, Ariz., on oxidized lead-silver ores, similar to those being treated in the Shattuck-Denn mill. Methods All of these mills use sodium sulfide for filming the oxide minerals, with the possible exception of the North Peru mill, and all use oily reagents. The total tonnage of strictly oxidized lead-silver ores concentrated by flotation is probably less than 2500 tons daily. The following figures give the various types of ores being treated:

THIS paper is intended, in the light of recent investigations, to call attention to some of the essential features of good practice in sampling and mine-valuation. Mine-sampling may be divided broadly into two classes : (1) development-sampling and computation of ore-reserves; and, (2) stope-sampling and estimation of stope-values. DEVELOPMENT-SAMPLING. It is with development-sampling only that this paper deals-the term development being taken to mean the opening-up of a mine by cross-cuts, drives, connections, etc., preparatory to actual extraction of the ore for milling. In development-sampling the work of the sampler and the consequent estimation of the probable value of the mine or portions of the mine, as the case may be, cannot be verified until a later period, when the ground thus sampled has been exploited; hence, extreme care and accuracy are essential. Moreover, the development-sampler has to foresee and allow for contingencies which may arise when stoping is started. It follows that the sampling, in development-work, demands familiarity with the conditions likely to be encountered later in actual mining. In stopes, on the other hand, sampling is clone under actual working-conditions, and the sampler's valuations are immediately checked by the gold-output, or in some cases by a second sampling of the broken ore. A stope-sampler therefore need not be an experienced miner, though he should possess sound technical training and work accurately. Should he be somewhat inexperienced, be soon has his errors discovered for him, and learns to avoid them. THE need for coordinated effort on public problem by engineers has long been felt. Early in June there will assemble in Washington a conference composed of delegates from all the engineering organizations in the country. The call for this conference is issued by the Joint Conference , Committee of the four national societies as the completion of its work on the organization of a congress composed of delegates representing all the engineering organizations of the United States. The plan for this confederation was presented at a joint meeting of the administrative boards of the national founder societies on Jan. 23, 1920; and was unanimously approved in principle by that meeting. The work of the committee since that date has consisted in drafting a constitution of the organization to be presented at the conference for discussion and, after such amendments as may be adopted, acceptance.

Prior to 1908 the oil production in the State of California had been almost entirely a heavy fuel oil, with a high flash point, but changed within a short period to a large percentage of refining oil with a low flash, by reason of the heavy production of light oil coming in from the Santa Maria field, the Midway field, and the increased production of the Fullerton field. This is clearly shown in the following tabulation of California's pro- The bringing in of these high percentages of light oil with their dangerous low flash and the increasing demand for the refined products necessitated the devising of some cheap and efficient means of quickly separating the lighter elements either in the field or at the main distributing points; also it became necessary to remove the excessive percentage of water which many of the light oils carried in emulsion. Union Oil Co. Port Harford Plant Probably the first important attempt to top light oil in California by other means than the ordinary stills was tried about 1908 by the Union Oil Co., at its plant at Port Harford, San Luis Obispo County, with Santa Maria oils. The process was the invention of Hubert G. Burroughs who afterward obtained a patent for the process, No. 998,837, dated July 25, 1911. THANKS to the excellent preliminary work of: the Division officers and the local committee the fall meeting of the Coal Division at Bluefields was a brilliant success. West Virginia was at its best with its beautiful mountains, good roads and foliage, just beginning to turn to autumn colors. The meeting began on time and was kept on time throughout. The papers were-well prepared and, being on subjects of live interest, provoked 'lively discussion. One factor in bringing this about was that they were not too numerous and that with one exception copies had been submitted in advance a sufficient time to permit of them having been studied. The Friday morning session was presided over by John .J. Lincoln of the Crozier Coal and Coke Co. and president of the Pocahontas Coal Operators Association. After brief announcements by Thomas H. Clagett, chairman of the local committee, regarding plans for the two day's involved, and by Howard N. Eavenson, chairman of the Division, the reading of papers was taken up.

CAREFUL research into the nature of the metallic state has yet to discover, with any certainty, its essential quality. We do riot yet know, for sure, what it is that makes the metallic elements different from, if not actually unique among, all created things. We do know, of course, that metals have certain more or less characteristic properties-they are hard, strong, and tough, and good conductors of heat and electricity, and these so-called metallic properties provide a definition of a sort. How- ever, it is the structure rather than the behavior of the metals which gives the really fundamental information necessary to the understanding of metallicity. But this information is not easily obtained. Nature has a way of keeping secrets. But happily we do possess some knowledge of how a metal is built up, and it is this matter, rather than the presentation of a formal definition, that will be discussed here.

Since 1911, when J. L. Dunn first used compressed air for repressuring depleted oil sands in southeast Ohio, the rejuvenation of many depleted oil fields has been directly due to repressuring by means of air or gas. Developments in repressuring in recent years have resulted in its successful use in the early life of some deep, high-pressure oil fields, conserving the natural gas dissolved in and associated with the oil by returning it to the producing oil sand after it has been compressed above the existing rock pressure of the reservoir. One of the most successful operations of this type is that of the Humble Oil & Refining Co., on the DeWalt salt dome at Sugarland, Texas. I quote from a personal communication with reference to this field: "Structurally, the field is dome-shaped, having a closure of approximately 350 ft. Production comes from a sandy shale interbedded with a clean sand and lying over a cap rock which is about 3400 ft. deep on top of the structure." A feature of the operation of this field is the production of the required amount of oil with the minimum of gas production. Wells on top of the dome have high gas-oil ratios, while those down structure have lower ratios, depending upon the distance of the well from the peak. To date, it has been possible to produce the oil needed from the wells circling the dome above the water zone and below the gas zone, and in this manner the average gas-oil ratio has been kept low. The gas from all separators is turned into a gas system which serves the entire field. From this system, all drilling rigs and utilities requiring gas for a fuel draw their requirements, and the remainder of the gas (about two-thirds of the production) is delivered to a compressor plant which boosts the pressure until it can be returned to the sand at the top of the dome where the rock pressure is 1400 lb, per square inch. "The Sugarland wells produce through 2-in. tubing with a 3/8-in. choke in one wing of the well-head manifold. The pressure builds up as high as 1300 lb, per square inch on the casing while on the tubing it varies from 0 to 900 lb. per square inch, depending upon the amount of gas produced with the oil."

A PAPER on "Iron and Steel Scrap in Blast-fur-nace Burdens," by W. C. McKee, general super-intendent, Federal Furnace plant, By-Products Coke Corp., Chicago, was published in the October issue of MINING AND METALLURGY, and written discussion by Richard Moldenke was published in the December issue. Following is the stenographic report of the oral discus-sion that took place when this paper was presented at Pittsburgh. J. N. REESE, Monessen, Pa.-I came to the conclusion that Mr. McKee must be using a poor grade of scrap, therefore his loss was high. Mr. Franchot said that there was ex-cess heat in the stack. There is no excess heat in the hearth, therefore, any heat that is used to melt this scrap must come from the stack. By using scrap in a blast furnace you can utilize this excess heat in the stack. The amount of scrap that can be used in any particular furnace involves a direct relation to the efficiency of that furnace. If a furnace is running on a very low-coke rate, you will not be able to use much; if on a high-coke rate, you can use considerable scrap, probably several times as much as that mentioned in these papers-without using any additional coke. This excess heat can be utilized with-out practically any serious mechanical and operating diffi-culties such as might be occasioned by removing gas from a point other than the top of the furnace. I do not think, scrap has any effect on the iron, although I think some foundrymen are trying to prove that it has, and perhaps some open-hearth men may have that idea.

HISTORY shows that the nation which makes the most steel is the most likely to win wars. Today the course of war shows that the nations which get there first with the most steel of the right kind will be the ones to win. Not only the most steel, mind you, but the right kind. Adequate production, which was enough for victory before the days of totally mechanized warfare of 1943, must now be accompanied by still better quality as well as more effective distribution. Further, both production and distribution must be flexible enough to permit rapid shifts from one weapon to another for use in varying elements in varying geographical areas. Thus the problem of making enough steel of the right kind at the right time in the face of changing requirements dictated by experience has been and will remain highly complex. This does riot permit us to ease our restrictions on nonessential use. War is a complex business, like the job of making steel for war. Each time we solve one problem, another pops its head up. Yet we are making some progress.

STRICTLY speaking, ore-dressing does not commence until after the ore is in the mill bins, but where complex ores are treated and their minerals separated to make the best commercial concentrate with the lowest economical tailing, ore-dressing problems begin and often center in the mine itself. This does not refer to the grade of the ore, but rather to the frequent condition in which metallurgical results radically different from customary are obtained because of changes in the character of the ore treated. Different varieties of ore can usually be identified as coming from well-defined depths or zones in the mine, or from known sections of the orebody. Varying degrees of alteration of the ore, inclusions of harmful gangue material, or variations in the quantities of component metallic minerals are often causes of temporarily bad metallurgical results in otherwise successfully operated plants, especially those employing differential flotation to. recover several valuable minerals contained in the ore.

Two papers dealing with Noranda's milling operations have already been presented. The first1 of these covered the initial metallurgical problems connected with the treatment of the ore, while the second2 described the development of the mill from a 500-ton unit in 1928 to one with a daily capacity of 3000 tons less than six years later. At the time the second paper was written the equipment whirh had been installed to bring the mill capacity up to 3000 tons was being tuned into production and for this reason, though each step had previously been tested by a large-scale pilot operation, it was thought advisable to withhold metallurgical data until any starting-up difficulties had been overcome and anticipated requirements fulfilled. These requirements called for an improvement in gold recovery without any lowering of the previous ratio of concentration, and the pages that follow deal with the methods by which this result was obtained. An idea of the character of Noranda concentrating ore will be gained from an inspection of the following mineralogical analysis of the ore treated by the mill during 1933: MineRal Content Mineral ConteNt Chalcopyrite, per cent..... 6.8 Silica and silicates, per cent............ 18.3 Pyrite, per cent........... 22.1 Gold, native and as telluride, oz. per ton 0.15 Pyrrhotite, per cent....... 51.5 Silver, probably as argentite, oz. per tou 0.35 Magnetite, per cent....... 0.5 Thesr figures, which are typical, show that over 73 per cent of the ore treated consists of pyrite and pyrrhotite. Determirnation of the proportion of unrecovered gold associated with each of these minerals was therefore of primary importance in developing a suitable method for improving gold recovery. As pyrrhotite is magnetic, this information was obtained by making magnetic sorting tests on samples of the mill tailing and screening the material thus segregated.
