In the sinking of bore holes, there are but two fundamental operations —drilling and hoisting—which determine in the main the character of drilling mechanism and structures. There are endless ramifications, however, in the execution of these fundamental operations, according to the purposes for which the bore holes are drilled, their maintenance after completion, the protection and convenience of workmen, etc. The three main lines of use for bore holes are in mineral exploration, the sinking of water and salt wells, and the exploitation of pqtroleum and natural gas. This paper has to do more especially with the last. Here again there are many divergences. Wells may be drilled by either the percussive, the hydraulic, or the abrasive method. Finally, each of these methods, as applied by drillers of diverse nationalities, has followed somewhat different lines of development. The American system of cable-tool drilling has perhaps had the widest application; the hydraulic rotary is also in extensive use; but the Canadian system, the Galician system, and the Russian free-fall system all have their points of recognized merit and are preferred by operators accustomed to their use. These differences in drilling procedure, which rest ultimately on essential variations in geological conditions, are reflected in the drilling structures as well as in the drilling mechanism. The purpose of the present paper is to record those stages in the development of the application of steel to the construction of drilling mechanism and structures with which the writer has been intimately associated, and to contribute to the history of the art of drilling other data acquired in the course of his personal investigations. It is necessarily limited by reason of space to American practice, with especial reference, therefore, to the cable-tool system and the hydraulic rotary method of drilling wells for oil and gas.

Nonmetallic rock and mineral products are so diversified that any generalizations regarding the industries based upon them are of doubtful value and can be misleading. They are geared to every phase of the national economy and respond sensitively and immediately to any economic change, but the responses vary with the individual products. They are also affected by political and competitive factors to a degree that is disconcerting and, at times, ruinous to operators, owners, and stockholders of mineral properties. It is not unusual to find these special factors functioning in reverse of general trends insofar as individual products are concerned. As this summary is being written in the final weeks of 1949 production statistics for the year are not complete, but it is obvious that few, if any, new production records will be set, and that 1949 level, will, in general, be lower than those of 1948. The decline in output is not alarming and reflects in large part the tendency of users, who have been finding sources of supply more dependable to rely on prompt deliveries rather than on inventories to meet immediate needs. Except for the government's program of stock piling which, insofar as it has worked at all, is of more direct interest and benefit to foreign than to domestic producers, industrial inventories have been further reduced, and the neater balance between production and consumption has freed capital for the manufacturer and has cut down the serious hazard of substantial inventory losses. There are no quantity products and only a few special products that cannot be supplied in quick response to current demands. Normal development of a few nonmetallic industries has been retarded by the government's unpredictable application and irrational interpretation of antitrust laws, and by extension of preferential tariffs to new countries and new products. Synthesis is likewise a potent threat. in certain fields, but otherwise it is difficult to make a review of 1949 read much differently from a review of 1948. Changes have been qualitative rather than quantitative, except for a few operations that have been pinched out by the relentless competition that characterizes many of the industrial mineral industries.

Blasting practices have shown a recent trend toward larger blastholes and larger burdens and spacings, although some operators, after reconsidering the situation have gone back to smaller blasthole sizes. The greater pull-down capabilities of larger drill rigs and the greater bearing strength of large diameter drill bits give penetration rates for large diameter blastholes approaching, and sometimes exceeding, penetration rates for smaller holes. In practically all cases, large diameter holes can be drilled more quickly and cheaply, based on volume of hole, than small diameter holes. The industry's shift to dry blasting agents and slurries, products which perform more dependably and efficiently in larger diameters, gives an additional advantage to larger boreholes.

The study of the plastic deformation and recrystallization of metals has been the subject of many investigations. In regard to the simple deformational processes, such as tension and compression, the early knowledge gained from studies of polycrystalline material has been supplemented by many significant researches on the behavior of single crystals. Unfortunately, this has not been true for more complicated deformational processes. As far back as 1927, G. I. Taylor1 wrote: It is impossible in the present state of knowledge to do more than give a possible reason why (face-centered cubic) crystals set themselves with a (110) direction in the plane of rolling, and at right angles to the direction of rolling. The explanation of why the orientation of the crystal axes round the transverse direction is what it is, must be left till the distortion of metals, and particularly single crystals of metals in the process of rolling, has been studied in greater detail. That this gap in the systematic study of deformation and recrystallization has not yet been filled was indicated by C. H. Samans, who wrote in 1934 that "only four investigations upon cold-rolled single crystals of any of the face-centered cubic metals have been reported in the literature." Of these four studies, only those of S. Tanaka3 and T. Sakaoj4 both of whom worked with aluminum crystals, had quantitative significance. The other two, carried out by F. Wever5 and W. G. Burgers16 were of a qualitative nature. It is our hope that the present investigation may contribute something to the knowledge necessary for a rationalization of the origin of rolling textures in terms of the known behavior of single crystals, and may add pertinent information concerning the recrystallization characteristics of deformed single crystals.

This paper is an attempt to put together petrographic, physical, and chemical data about the large and varied group of rocks generally called limestones. Results of the properties of these rocks on their performance as concrete aggregates are discussed. CRUSHED stone classified as limestone comprises about 70 pct of the crushed concrete aggregate and roadstone produced in this country, and the product has amounted in the recent past to about 97 million tons per year, valued at more than $123,-000,000.' Therefore an evaluation of the properties of rocks classified in these statistics as limestones and an ability to predict their behavior as aggregate in portland cement concrete are matters of considerable economic consequence to producers and consumers of aggregate. This paper is an attempt to put together petrographic, physical, and chemical data about the large and varied group of rocks generally called limestones. It also points out certain results of the properties of these rocks on their performance as concrete aggregates. The problems encountered in efforts to explain the behavior of limestones, dolomites, and related rocks as concrete aggregate lie on the frontiers between the ignorance of the geologists and the ignorance of the engineers. The mineral composition and textures of the rocks have not been adequately explored and described, and the effects of mineral composition and texture on the performance of aggregates have been worked out in only a few cases. There are instances of unsatisfactory performance and some generalizations of those experiences. There are many more examples of satisfactory performance than of unsatisfactory, but there is practically no published information as to why a particular aggregate was satisfactory in a specific use. There are all too few investigations of undeteriorated concrete; more is known about the pathology of concrete than about its normal structure and aspect. As part of the investigation of aggregates, the classification of rocks is not an end in itself, but is a step toward recognition of properties expected to influence the behavior of aggregates in their intended use. Rock of any type may perform well or poorly as concrete aggregate, depending on the physical condition of the rock, its physical and chemical properties as compared to those of the matrix in which it is placed, and the circumstances under which the concrete is exposed. Some classification and descrip- tion of the limestones is necessary to distinguish subgroups whose members will probably behave in similar ways and to evaluate the group as a whole. The group name, limestone, includes and tends to conceal the identity of rocks that have a very great range in chemical and mineralogical composition, structure and texture, conditions of deposition, subsequent history, and suitability for use as concrete aggregate. All the rocks classified as limestones include one or both of the most abundant rock-form-ing carbonate minerals, calcite and dolomite, as major constituents. Carbonate rocks is a more descriptive and more accurate group name than limestone, which has generally been used to include dol-omitic or magnesian limestones and dolomites as well as calcitic limestones. Classification and Description of the Carbonate Rocks The question of names to be applied to the carbonate rocks may appear academic, but it is of practical importance as long as there are specifications for aggregate that result in acceptance or rejection of rocks by name and as long as failure to make distinctions among the carbonate rocks leads to misunderstandings of their properties and of what may be expected of them in performance. Materials included in production statistics as limestone and tested for concrete aggregate as limestone range in fact from calcareous shale and calcareous or dolomitic sandstone and argillaceous limestone and dolomite to calcitic limestone and pure dolomite and to rocks close to calcitic and dolomitic marble. To take a simple example: consider two manufactured coarse aggregates, both dense and unweathered, one composed principally of crystalline calcite and the other of crystalline dolomite, but both known as limestone. If each is used as coarse aggregate in a standardized concrete mixture with the same fine aggregate used in both cases, made into concrete specimens, and tested in accelerated freezing-and-thaw-ing, the test results will probably be quite different, because of the differences in internal bond and thermal properties between the two aggregates. As long as both aggregates are called limestone, the test results cannot be explained, or used except in a very limited way; if the aggregates are distinguished as limestone and dolomite and the consequent differences in texture and thermal properties are recognized, the results are reasonable. THE hall of the Western Iron and Nail Associations having kindly been placed at the service of the Institute, the opening session was held at 3 o'clock, Tuesday afternoon, May 13th, with an attendance of about one hundred and twenty-five members. Mr. William Metcalf, of Pittsburgh, read an address of welcome on behalf of the Local Committee of Arrangements, to which President E. B. Coxe responded. The following papers were then read and discussed : Regenerative Stoves; a Sketch of their History and Notes on their Use, by John M. Hartman, of Philadelphia. Some Curious Phenomena Observed on Making a Test of a Piece of Bessemer Steel, by William Kent, of Pittsburgh. On the Use of Determining Slag Densities in Smelting, by Thomas Macfarlane, of Wyandotte, Michigan. After the reading of these papers each member was presented by the Local Committee with a schedule of excursions, a specially prepared map of Pittsburgh and surroundings, and a directory of industrial works, all tastefully bound, and also with a metal badge bearing the seal of the Institute, to be worn on the excursions. Culver, Colorado School of Mines I appreciated Professor Starfield's presentation, because his approach to blasting research reflects my feelings that a lot of practical work can be done toward making short-term advances that can be used by the blasting industry. We should not forget this in our attempt to obtain solutions to such idealized problems as a mathematical theory of cratering. The blasting industry would like very much to have the efficiency of the basic blasting processes improved from the range of 20 percent up into the range of 50 percent. And many of these problems should be approached and attacked in the laboratories. Blasting research at the Colorado School of Mines for the past two or three years has been aimed at improving the pre-splitting process, because we feel it will become increasingly important to the construction industry. We have attempted to develop a unified theory of how pre-splitting works; and the more we investigate, the more variables we find. We may never obtain an entirely satisfactory theory of pre-splitting, but we have developed a tentative explanation. One of our first conclusions was that we are making very poor use of the explosive in current pre-splitting practice. But to appreciate this we must first consider how pre-splitting works. A series of parallel boreholes are loaded with low density charges which are detonated simultaneously. (Delayed detonation has been tried, but most people agree that simultaneous detonation is best, and this is what we found.) Stress waves traveling out from each borehole interact with the stress waves from the two adjacent boreholes influencing the direction of the fractures that occur and propagate from each borehole. It has been suggested in private communication with Mr. Wilbur Duvall of the U. S. Bureau of Mines, that the fracture between the adjacent boreholes is a result of the net particle velocities above and below the pre-split plane which tend to set up a net tension along the pre-split plane. Regardless of what the exact mechanism is that causes the fracture to propagate from one borehole to the next, we know that it, in general, relies upon an interaction of the stress waves. However, if there is a large compressive stress normal to the pre-split place, it can practically eliminate any possibility of obtaining the desired pre-split by preventing the desired fractures from getting started. Aside from obtaining a fracture along the pre-split plane, the other major aim of pre-splitting is to minimize the fracturing that occurs around the borehole. We do this by drilling a large hole and putting a small charge in the middle of it. This results in a badly decoupled charge which is very inefficient; most of the energy is used in compressing the air in the borehole. Out of discussions about how pre-splitting works, we decided that perhaps there was some other explosive geometry which would make more efficient use of the explosive, and result in optimizing the pre-splitting process. Starting in the laboratory with small plexiglas blocks, we found that a fully-coupled explosive charge of 5 grains/in. of PETN gave random fractures extending about I in. from the borehole. A 1/4 in. plexiglas plug fit into a 1/4 in. hole in a similar block with the same fully coupled charge gave random fractures extending out only about 1/2 in. due to the energy absorbed in fracturing the plug. If the plug was split longitudinally but otherwise using the same geometry, it was possible to drive a fracture about 2 in. in either direction from the borehole, with an even smaller amount of fracturing around the borehole.

The Caddo oil-field, shown in Fig. 1, is located in Caddo parish, northwestern Louisiana. The known producing territory of oil is covered by townships 19 N, 20 N, 21 N, 22 N, and ranges 15 and 16 W., shown in Fig. 2. The center of the field may be taken as Oil City, 24 miles north of Shreveport, on the Kansas City Southern railway. Shreveport is the second largest city in the State, and is the connecting point of five railroad-lines. Drilling at the present time, however, is going on all over northern Louisiana, especially in Caddo and the neighboring parishes. During the winter of 1908-09 I spent 'four months in the Caddo field, under the direction of the Louisiana Geological Survey and the U. S. Geological Survey. II. History and Development. Natural gas escaping at the surface is found at numerous places in northwestern Louisiana. At Shreveport, the plant of the Shreveport Ice & Refrigerating Co. has been lighted by natural gas for 20 years. The well was drilled for water, but was abandoned on account of the gas. A test well, put down in 1905 near the western limits of Shreveport, was driven to 1,650 ft., and encountered indications of gas and oil at various depths, but did not succeed in finding enough to be profitable. Attention was first attracted to the Caddo field in 1895 by indications in water-wells from 40 to 60 ft. deep, in which the pressure of natural gas was noticeable. This indication of gas in a shallow well led to the drilling of the first well in the Caddo field, the old Savage Brothers & Morricell, or the Caddo Lake Oil and Pipe Line No. 1. The rig for this well was erected in May, 1904, and drilling began in June, 1904. The well was bailed Mar. 23, 1905, with a small amount of oil. It was deepened July, 1905, and converted into a "gasser" Jan. 3, 1906. It was abandoned January, 1907. THE theory of gravitation is based on Newton's law that any two bodies exert a mutual attraction which is proportional to the product of their masses and inversely proportional to the square of the distance between them; i. e., A = K MM/R2 (1) where K is a constant, M and m are the respective masses of the two bodies, and R the distance between them. In the earth's gravitational system, the earth is one of the bodies; the other may be any body within or without the earth. In theoretical discussions and calculations in regard to gravity, that other body usually is taken as a unit of mass: in the C. G. S. system, a body of one gram in mass. GRAVITY AND LEVEL SURFACES Gravity is defined in geophysics as the force of attraction exerted by the earth, towards itself, on a body of unit mass. The intensity of gravity is usually expressed in dynes of force or in centimeters of acceleration. In geophysical work in America, most commonly it is expressed in dynes (per gram) with the "per gram" understood and not directly expressed. In geophysical work in Europe, most commonly it is expressed in centimeters per second per second (cm./sec 2) and less commonly merely as centimeter-gram-second units (C. G. S.). At sea level, the intensity of gravity amounts very nearly to 980 dynes. The vertical is the direction along which the attraction of gravity is exerted at any point. In most cases, it is very nearly, but not quite, perpendicular to the earth's surface. The path that would be taken by a body falling freely through space toward the earth is vertical at each point and may be spoken of also as "the vertical," or as the line of the vertical, or as a line of force of gravity. At the earth's surface it commonly is very nearly, but not quite, a straight line.

The behavior of fluids in the voids of a rock is fundamental to the study of many of the problems of oil-field development and production. For it is by virtue of these openings between grains that oil and gas are able to move through the rock, to be contained by the rock, and to pass from the rock into the well. The capacity to contain fluids is measured by the porosity of the rock, and the ease of fluid movement is governed by the permeability. When the engineer wishes to estimate the amounts of oil and gas in an underground reservoir he is often concerned with the porosities of the rocks and, when dealing with problems relating to rate of production, he is more likely to be interested in the permeabilities of the rocks. Rocks are permeable because they are porous, but they may be porous without being permeable. Clays are very porous, and yet they are impermeable from a practical standpoint. Attempts have been made1 to correlate permeability with porosity for certain rock members but, where a definite relationship between these two properties is found to hold, it is purely fortuitous and local. Porosity and permeability do not necessarily bear any quantitative relationship to one another. The porosity of a substance is the percentage of void volume to bulk volume. The petroleum engineer is usually interested only in the inter-granular voids that are accessible to fluids. In measuring porosity he does not wish to include scaled openings. The measurement he desires is one of "available porosity," otherwise called "apparent porosity." The porosity of a natural aggregate of solid grains, such as a sandstone or clay, is governed by: (1) Grain-size distribution, (2) angularity of grain, (3) colloidal content, (4) degree of compaction. It is not difficult, for unconsolidated rocks, to measure the effect of any one of these when it alone is varied, and then to predict what the effects on porosity will be for such single variables. The system of equations describing displacement of a hydrocarbon liquid by a hydrocarbon vapor in a porous medium where mass transfer takes place between the phases is solved numerically for a variety of gas injection processes. Even though the method of solution is quite general, only systems with three hydrocarbon components are considered. Computer simulations of displacement processes wherein mass transfer between phases is both considered and neglected are compared, and it is shown that neglecting mass transfer can give pessimistic displacement efficiencies. INTRODUCTION The role of the gas displacement process in the recovery of petroleum has been subjected to a series of detailed analyses; as a result, a number of predictive models have been published in the literature. However, because of major simplifying assumptions, most of these models do not completely represent the physical system. As a result, the effect of making the simplifying assumptions is unknown. Therefore, a complete representation of this process — one without major simplifying assumptions —should lead to a fuller understanding of the process, and perhaps to methods of improving it. The general method of developing a model for two-phase fluid flow in a porous medium is to solve simultaneously the continuity equation, the energy equations and the equation-of-state for each phase under the prescribed initial and boundary conditions. For an isothermal system, the energy equations reduce to the momentum equation. Darcy's law. However, since natural gas is the vapor state of the reservoir liquid, interphase mass transfer may take place with concomitant changes in both the intensive and extensive thermodynamic properties of each phase. It is this phenomenon that has often been omitted in previous mathematical models. An additional relation, then, which accounts for mass transfer between the phases, must be included with the other equations to specify a complete model. Completely formulating the equations to be solved is not a difficult task1 but obtaining their solution has been intractable up to now. Availability of large-memory, high-speed digital computers now makes an attack on this formidable problem possible. This paper presents a preliminary study of the problem. Since this investigation is intended to be exploratory, it is restricted to the linear, horizontal, isothermal, two-phase viscous flow of oil and gas in an oil reservoir. In the early development of predictive models of this process, the reservoir system was considered as a unit and various forms of the material balance equation were proposed.2-4 Pressure and saturation gradients were then added in the Buckley-Leverett model.5 The Buckley-Leverett formulation considered the fluids to be incompressible; thus, the mathematical model reduces to a steady-state system. In the 1950's, studies incorporating numerical techniques were being published.6-9 These mathematical models differed in the efficiency of finite difference techniques, the inclusion or exclusion of capillarity or the number of space dimensions considered. To solve these nonlinear, partial differential equations, each phase was considered to be homogeneous with time; therefore, mass transfer between phases was neglected. The effect of mass transfer on the gas displacement process was first reported by Attra. 10 He simulated the one-dimension flow system by a series of cells in each of which the fluids were equilibrated during a time step. In addition, the pressure throughout the system during each time step was predetermined and constant-phase velocities were calculated according to the Buckley-Leverett incompressible fluid flow model. IN striking contrast to American mining engineering schools, in Europe a new president, known as the Rektor Magnificus, is elected each year or alternate year. An exception is Italy, where election is for a period of three years. The Rektor, who is elected by the full professors, must also be a professor and full-time member of the faculty. In most cases there is a Senate, composed of 5 to 14 full professors, some elected and some appointed, which controls the Rektor in policy decisions, but in some institutions there is no such controlling body. In the same way deans for each faculty or college are selected at the same intervals from among the full professors concerned.

In tank-lixiviation, the extraction of the silver from chloridized ore by solutions of hyposulphite salts is performed by filtration. The ore-particles are kept stationary, while the solvent moves down through the mass of ore. The quickness of extraction, other conditions alike, is in direct proportion to the rapidity of the movement of the solvent through the ore. The solution, if left in contact with the ore without moving, displays but very little solving energy. If the filtration is interrupted for ten or twelve hours, and thus solution and ore are left in complete contact for that length of time, it mill be found that, when filtration is started again, the outflowing solution is but very little more saturated with silver than it was at the time of interruption, and that the ten or twelve hours were almost a perfect loss in the total time of extraction. Notwithstanding the long contact, the solution had not become saturated with silver chloride to its full solving capacity. A rapid movement of the solvent through the ore is essential to a quick extraction. This fact is well known ; and the endeavor of leachers has been to hasten extraction by increasing the rate of filtration. Siphons, vacuumpumps and other devices have been used with more or less success; but none of them have given full satisfaction. I have found that, if chloridized ore is brought into rapid contact with a proper volume of moving sodium hyposulphite solution, the silver chloride contained in the ore dissolves almost instantly, and that it is rather the volume of the solvent than its concentrated state which produces this effect. Such favorable conditions cannot be attained in tanks. The rapidity with which a certain volume of the solvent can be brought into contact with the ore-particles is limited by the speed with which the solution descends through the ore; and thus the leaching-time in tanks cannot be shortened beyond the limit set by the filteringcapacity of the ore. For many steel parts it is desired to obtain the maximum toughness consistent with the strength required by the mechanical design. It is generally recognized that the greatest toughness at any given strength is found in steels having a tempered martensitic structure.' and is virtually independent of the composition of the steel2 (except for carbon). The choice of the composition of a steel for the parts in question should be based, therefore, on hardenability considerations and on manufacturing facility and economy. In a recent paper3 the concept of hardenability was discussed and a somewhat new approach to the problem was suggested. The hardenability was defined in terms of the cooling conditions (speed of cooling) required to avoid the pearlite and the bainite reactions. Since all the alloying elements do not have the same effects on the two reactions, the bainitic and pearl-itic hardenabilities must be considered separately. In order to design a steel for a given part, it is necessary to design a composition that has both sufficient pearlitic and sufficient bainitic hardenability. However, this requirement does not fix the combination of alloying elements to be used; an infinite number of steels would have the required hardenabilities. Other considerations limit the choice. For example, decreasing the carbon content increases the toughness at a given hardness, and for this reason low-carbon steels are often desired. Limitations or requirements of refining, casting, or forming practices often affect the level of some of the alloying elements. Price considerations enter. Frequently, however, it is very desirable to minimize the tendency toward quench-cracking while maintaining the necessary hardenability. This paper is concerned with suggesting a method for choosing compositions that will have the required hardenability together with minimum tendency toward quench-cracking. Quench Cracking Since only the case in which the entire part will transform to martensite in the particular quench employed is being considered, the analysis of the quench-cracking problem is somewhat simplified. Quench-cracking arises from the temperature gradients existing throughout the piece during cooling. Because of these temperature gradients, the contraction arising from the decreasing temperature and the expansion arising from the austenite-martensite reaction do not occur uniformly over the parts, and stresses are set up that tend to cause cracking. The temperature gradients can be reduced by decreasing the severity of quench. This, however, requires that the hardenability be correspondingly increased by increasing the carbon or alloy content. The U.S. Minerals Attaché Program, similar to the scientific and technical attache programs of other industrialized nations, is designed specifically to keep surveillance on significant worldwide developments in minerals, metals, and fuels. Knowledge of international minerals developments is essential for both domestic planning and conduct of foreign affairs. CONTROLLED BY DEPT. OF STATE Ten minerals specialists-eight minerals attaches and two petroleum attachés-man this far-flung, worldwide program for the U.S. Government as best they can. Minerals attach& also handle oil, in posts lacking petroleum attaché. The legislative authority for the Minerals Attaché Program is the Foreign Service Act of 1946 and succeeding amendments and Presidential Executive Orders. Therefore, this program is controlled by the Department of State. Interior (representing the Bureau of Mines) and State collaborate in policy formation and direction by means of a "memorandum of agreement" which covers establishment of posts, selection of officers, contents of reports, and supplemental training. State also has about half a dozen nonspecialist officers to complement the work of the minerals and petroleum attaché. It is not the intention here to evaluate the administrative arrangements of this program but rather to describe it and to provide examples of the important job it is doing.

INTRODUCTION The International Finance Corporation (IFC) is affiliated with the International Bank for Reconstruction and Development (World Bank) but operates with a separate staff and funding. It supplements the activities of the Bank by providing, to private business, equity and loans without government guarantees in whatever form and combination most suited to the project. IFC frequently complements the Bank's activities by utilizing, for example, the Bank's public sector infrastructure activities to support IFC's private sector projects. In the case of local financial institutions especially, IFC collaborates with the Bank by providing technical and financial assistance. IFC is the world's largest multilateral organization which finances private sector business in developing countries. IFC's fundamental purpose is to promote the economic development of its developing member countries through the support of the private sector. Of the 124 member countries of IFC, more than 100 are developing countries. Since it began operations in 1956, IFC has been associated with more than 2,000 companies and financial institutions in supporting over 700 business ventures in more than 80 countries. The total capital costs of these projects exceeds $26,000 million. In the 1984 fiscal year, IFC approved 62 projects in 37 countries with a total project cost of $2,473 million. IFC will make investments only if sufficient capital cannot be obtained on reasonable terms from other sources. IFC often serves as the catalyst for a project by encouraging other investors--from inside and outside the host country--to make their own equity investments along with the local sponsor for a particular project. IFC'S SPECIAL ROLE The significance of IFC's role extends beyond just its financing and technical assistance: IFC's capability to raise investor confidence in a project and to help all the participants to arrive at mutually satisfactory investment arrangements is its distinctive character. Direct Investments IFC invests in all types of projects both large and small. Heavy industrial ventures not only supply essential materials and equipment for other domestic enterprises, but also earn foreign exchange through exports. In recent years, increased emphasis has been placed on agriculture and agribusiness products, aquaculture, food and food processing, and other renewable and nonrenewable resources such as metals and energy. [ ] An overall objective of IFC is to assist entrepreneurs and others in the private sector raise the needed capital for business ventures. IFC does not compete with, nor seek to replace private initiative and capital. Rather, IFC helps to raise funds in order to undertake projects that would otherwise be held back by the lack of adequate funding. IFC can do this in several ways: IFC can invest in equity and make loans for its own account. The basic structural unit of all silicate minerals is a tetrahedron with a silicon atom at the center and four oxygen atoms at the corners. The oxygen-silicon distance is about 1.6 & and the oxygen-oxygen distance about 2.6 &. The different types of oxygen-silicon frameworks in the various silicates are based entirely on the combinations of the tetra-hedral oxygen-silicon groups through sharing of oxygen atoms. In recent years, infrared spectroscopy has permitted estimation of the ratio of the ionic character of the oxygen-silicon bond to be a few times that of the oxygen-carbon bond and the ratio of electro-negativity of the two bonds has also substantiated this finding. On this basis, it is generally accepted that the oxygen-silicon bond is the strongest one occurring in silicate minerals. As the oxygen-silicon ratio increases from quartz to the olivines, a greater percentage of the oxygen bonding power is available for bonding to cations other than silicon. Hence, with an increasing oxygen-silicon ratio, there is increasing oxygen-to-metal bonding. Upon the fracturing of a silicate mineral crystal, the oxygen-metal bond, which is almost entirely ionic in character, should break more easily than the stronger oxygen-silicon bond, resulting in a greater number of unsatisfied negative forces on the surface. If, then the mineral is immersed in a liquid containing hydrogen ions, these negative forces should tend to be neutralized by hydrogen ions from solution, resulting in a change of the pH of the solution. An increase in the degree of adsorption of hydrogen ions is to be expected as the oxygen-silicon ratio in the crystal structure increases. This study attempted to correlate the oxygen-silicon ratio for various representative silicate minerals to the adsorption of hydrogen ions. Experiments to determine the effect of surface area on this adsorption and to investigate the effect of surface iron were also conducted. It is believed that such studies of the surface properties of silicate minerals will supply pertinent information about their behavior in froth flotation systems. EXPERIMENTAL PROCEDURE Ion Exchange: Carefully selected, hand-picked samples of the minerals investigated were dry-crushed in a ceramic ball mill and sieved to obtain a minus 100 plus 200-mesh sample. The sized samples were then run through the electro-magnetic separator to remove any iron-bearing particles. A 10-g sample of each mineral was placed in 100 ml of freshly deionized water previously adjusted to a pH of 3.50 with HCl. The beaker containing the sample and the water was placed under a bell jar from which the air was displaced at once by nitrogen gas from a tank. All experiments were carried out in a nitrogen atmosphere. The sample and solution were stirred gently but continuously during the entire experiment, the stirring speed being kept about the same for all runs.
