We would like to thank Mr. Mandolesi for his informative paper on rails from strand cast steel. The chemical and structural properties of the strand cast steel were of particular interest to us. We would like to supplement his excellent report with some of Inland's findings from our Caster with submerged nozzles and strands reduced in line from 7" x 7" to 5-5/8" square cross section. Inland has conducted extensive segregation studies on AISI 1049 steel - Fine Grain 0.50% carbon and 0.75% manganese. Based on approximately 80 heats, our normal segregation pattern results in analyses of .49% carbon in the center, and 0.50% carbon at the midway and edge position. The sulfur analysis averages .025% in the center, .027% midway, and .026% at the edge. Note the slight negative segregation between the center and midway position. This steel, being lower carbon and probably cast nearer the liquidus, resulted in less segregation than the 0.80% carbon rail steel.

Discussion of the Paper of Dr. Douglas, presented at the Toronto Meeting of the Institute, July, 1907 (Trans., xxxviii., 455 to 471). EDGAR HALL, Silverspur, Queensland, Australia (communication to the Secretary*) :-Dr. Douglas has written on this subject before, and his influence has had a powerful effect on the side of freedom among the younger generation of engineers. Moreover, it is not the first time that he has attributed the decline of the copper-smelting industry in Swansea to the secrecy maintained by the firms there engaged in smelting-operations. In this latter statement I think his conclusions are open to criticism. Whether the firms referred to have suffered by their secrecy is their own business-I. bold no brief for them ; but that the decline of the copper-industry at Swansea was inevitable seems to me to be proved conclusively by Dr. Douglas's own writings. In his paper on The Copper Situation,1 Dr. Douglas says "In comparing iron and copper mining, . . . it must be remembered that 2 tons of average iron ore from the most prolific source now available will make 1 ton of metal; whereas from 33 to 75 tons (say an average of 50 tons) of copper ore must be mined to produce 1 ton of copper." And further: "Last year's production of iron was made from approximately 50,000,000 tons of ore. Our copper mines, to yield a production of 900,000,000 pounds, must have handled approximately 22,000,000 tons of ore, or nearly half the quantity raised from our iron mines." Is not this the key to the whole situation ? In transporting the 50,000,000 tons of iron-ore, 25,000,000 tons of the metal iron were carried so much nearer to the market, but the transportation of 22,000,000 tons of copper-ore would have carried only 450,000 tons of the metal copper nearer to its ultimate destination. [Secretary's Note.—The following notes, arranged and edited in this office, but not yet revised by the author, were placed at my disposal with much modest hesitation (due to their incomplete and fragmentary character), upon my earnest request, and my argument that such recent and trustworthy data concerning a new and important mining industry ought not to be withheld from our Transactions, simply because they are not sufficient to constitute a complete academic treatise on the subject. This argument is recommended to the attention of many other members, who are waiting for the opportunity to contribute something "monumental" to our Transaclions. In a number of instances, death has nullified this ambition, and the intended "monumental " contribution has turned out to be an obituary notice by the Secretary, instead of a valuable record of the professional experieuce thus hopelessly lost to the world.—R. H.] The official publications of the Russian Government give fairly complete statistics of the dredges operated in the Empire; and in a recent English bluebook, Mr. Cook's report on Siberian Trade presents a brief account of dredging in Siberia. The data in Table I. (not given by Mr. Cook) have been taken from the Gold Mining Messenger (Russian) for July, 1905. These interesting statistics, though incomplete, show that the Yenisei dredges are working on poor ground and yield small returns. According to report, but few yield a profit exceeding 10 per cent. per annum on the capital invested. In the summers of 1904 and 1905, I traveled in the Urals as far north as lat. 61° N., long. 61" E., on the Losva river, a part of the vast system of the Ob river. This clear-water stream starts from the summits of the Urals at an altitude of 4,000 ft., and flows through a flat country, densely wooded with larch, spruce, pine, fir, birch and poplar. The river is full offish, and is navigable for good-sized steamers as far as Ivdell. Winter lasts from early November to late April, the temperature ranging from -60" F. to a summer maximum of 90° F. When coal is irradiated by the X-rays emitted from a plutonium 238 isotope, the radiation absorbed by elements of low atomic number (carbon and hydrogen) is lower than that absorbed by elements of high atomic number (silicon, aluminium, iron) which form the ash in coal. The differences are reproducible and readily measurable, and this paper describes how this technique is used to determine the ash content of coal and to optimize measurement accuracy. Uses of the output signal are given with an example of a simple control circuit, and the advantages of instantaneous ash measurement are highlighted in terms of operational convenience and profit.

The waste clay slurry produced during beneficiation of Florida phosphate ore presents a major environmental problem. The large volume of waste requires impoundment in above-ground disposal areas surrounded by earthen dams. As the result of a comprehensive research effort, three approaches to improving clay dewatering involving admixing of sand tailings have been developed. These provide satisfactory performance and appear to be compatible with the technological and economic constraints of the industry. Means of determining waste clay characteristics and analyzing mining waste disposal situations by computer simulation have been devised in support of the planning and field testing effort. Detailed examples demonstrating the applicability of the computer programs are presented.

TWO years ago the American Institute of Mining and Metallurgical Engineers made a memorable contribution toward a better understanding of the problems that have for many years confronted the coal industry. Specific suggestions toward betterment were then advanced, certain of which were taken up, amplified and endorsed by men who were conscien-tiously interested in the work of lifting this great industry out of the morass it has lain in for years. Two certain suggestions then made-provision for seasonal variations in railroad freight rates that would tend to encourage the purchase and movement of coal during the low summer production period, and provi-sion for the collection by the United States Government of all the facts surrounding the industry-were intro-duced in the form of legislation in the United States Senate by a member of that body, a man whose personal character, antecedents and business training put him above and beyond all suspicion of demagoguery; however, as the result of the insistent, vindictive opposition of the industry itself, these two bills, con-structive in their nature, were buried under an ava-lanche of misrepresentation. Today, with all mines that employ union labor at a stand still, the work of stabilizing the industry is yet before us. As aptly stated by Herbert Hoover, in March, 1920, when he was president of the Institute; An engineering organization is particularly the body to under-take this work. It is an economic problem, an engineering pro-blem within the ken of our experience; it is a problem that requires not only constructive thought but quantitative thought and wise social thought. The engineers of the United States occupy a position midway between capital and labor. They enter upon problems of this kind without prejudice either way, and they have that faculty of mind for quantitative thought, as distinguished from qualitative thought, that takes such problems as this out of the region of politics into the region of matter-of-fact solution.

Rolled sheet products are elastically anisotropic and a large number of measurements of Young's modulus and rigidity modulus are necessary to completely specify their elastic properties. This paper describes and uses a simple measurement technique to obtain the nine elements of the elastic modulus tensor from which all the elastic The elastic properties of a polycrystalline material are usually specified by giving the Young's modulus E and the rigidity modulus G. Unfortunately, these two moduli by themselves are insufficient to completely specify the elastic properties because the rolling process introduces a preferred orientation which makes the material properties can be deduced. In particular, the variation of Young's modulus and the rigidity modulus in the principal planes of a sheet of ausformed steel were deduced. Furthermore, the variation of Young's modulus in the rolling plane was compared with direct measurements. anisotropic. This anisotropy makes E and G functions of the orientation of the test specimen in the sheet so that a complete description of the elasticity requires many measurements on a large number of specimens. A more fundamental approach to the problem is to consider the sheet as a single crystal and measure the elements of its elastic modulus tensor. Although this appears formidable, there have been developed recently high-frequency ultrasonic techniques which yield these tensor elements directly. Gasoline is undoubtedly of major importance not only to the petroleum refiner but to the producer. To study the economic aspects of gasoline is, in a measure, a constructive effort to solve the problem of overproduction not only for the refiner but for the entire petroleum industry. After all, the prime object of producing crude petroleum is to supply motor fuel and lubricants to nearly 25,000,000 American motor vehicles, not to mention the increasing demand for these products abroad. Since gasoline furnishes the chief source of revenue to the refiner, it follows that this important product should veritably become recognized by all branches of the petroleum industry as an almost infallible index of day to day requirements of the producer and the refiner. A careful study of gasoline statistics over the past decade or more reveals that there is a definite correlation between world-wide gasoline requirements and the demand for crude petroleum, as well as all other petroleum products. This leads the writer to the conclusion that gasoline is literally the economic yardstick of the entire petroleum industry. Control of Operations That the refiner has begun to recognize the urgent need for controlling his operations is evidenced by the results of the past three years. Unfortunately, it is a difficult problem to convince the refiner that he cannot run crude in excess of the demand for gasoline, without incurring a consequent decline in the market value of this and all other products of distillation. Undoubtedly, he still has much to learn in this respect. Few commercial products have enjoyed such phenomenal growth in demand as has gasoline, and, at the same time, few products have failed, as has gasoline, to reap financial benefit from the popular demand for a national necessity. Perhaps this unprecedented demand was responsible for the overextension of retining facilities, which resulted in the excesses of recent times; at any rate, as the demand for gasoline grew by leaps and bounds, so the refining industry continued to increase its capacity for

The classical definition of a beneficiation engineer as one who treats an ore in order to separate and discard worthless fractions by essentially physical means is obsolete. Technology in the profession has advanced so rapidly during the last two or three years that educators have not been able to coin definitions to keep up with the pace. In the past some people have hesitated to include leaching or even agglomeration as minerals beneficiation, because of the major chemical changes involved. This view has fallen by the wayside, especially because a majority in the profession have become actively involved in extraction and pyro processes that go far beyond the original definition of mineral dressing. To say that there is a great revival of interest in leaching is putting it mildly, for the uranium business, like the gold business, now depends almost entirely on leaching. This revival of leaching, long overdue in mineral engineering, has been stimulated this year, especially as a result of the relaxation of security restrictions surrounding the recovery of uranium from its ores. It has brought new unit operations to minerals beneficiation, namely ion exchange and solvent extraction. These operations have appeared as resin-in-pulp, solvent-in-pulp, and liquid-liquid systems. In many cases these leaching and separation procedures, now reaching the production stage, have been engineered by minerals beneficiators. The trend toward leaching has also had impact on the technology of beneficiating other nonferrous minerals, especially copper, manganese, columbium, tantalum, nickel, cobalt, titanium, and the rare earths.

INTRODUCTION Rock slope stability typically is governed by the geological discontinuities. This stability can be improved by drainage, unloading, adjustment in slope orientation, adjustment in slope angle, and also by reinforcement such as bolts or tendons. This paper addresses the modeling of bolt reinforcement in rock slopes. Most geological discontinuities such as joints have rough surfaces; they dilate during shear displacement. Their shear strength is characterized by two envelopes (Fig. 1); the peak envelope is distinct from the residual envelope when the joints can dilate. If the dilation is restrained transversely, such as with bolts, the normal stress will increase and the joint strength also will increase. It has been demonstrated that this increase may be considerable (Obert et al., 1976). The new normal stress at peak strength is a com- posite function of the properties of the rock mass and of the steel (Heuze, 1979). Hence, the dilation and its resultant effects on joint shear strength must be included in the analysis and design of the reinforcement. We present a model which can be used to perform such an analysis. Early studies of rock reinforcement in mining and civil applications (Lang, 1957 - Panek, 1962 - Osen and Parsons, 1966 - Lang, 19721, did not consider the specific effects of bolts on joint shear strength. In 1973, Heuze and Goodman reported direct shear tests on rough sandstone joints with bolts perpendicular to the joint plane (Fig. 2). EXPANSION initiated during and after the war has placed industrial plants in new areas and increased reduction and manufacturing facilities in communities already established. With added expansion interest has grown in possible area contamination from waste products. Evolved flue waste contains many chemical contaminants that may or may not cause concern; however, atmospheric pollution has always been a problem to industrial communities. For some time effects attributed to small quantities of compounds of fluorine in various waste gases have been studied by industrial, medical, agricultural, and associated interests.1'2 Aside from an article by Churchill, Rowley, and Martin in 1948," little has been published on the subject of fluorine in coal except by foreign investigators. The first indication of fluorine compounds in coal was noted in England in 1934 by R. Lessing,4,5 who found that the presence of fluorine in Midland and West County coals was definitely established by etching of glass and by severe corrosion of porcelain fillings in a gas works scrubber. Etching of glass in a direct contact annealing kiln initiated research, and in 1944 four papers were published by H. E. Crossley,6-9 giving results of investigations of fluorine in coal of England by the Fuel Research Board, Department of Scientific and Industrial Research. These investigations studied methods of determining fluorine, the quantities present in various coal deposits, the geographical distribution of fluorine in British coals, occurrence of fluorine in minerals associated with coal, amounts of fluorine compared to other constituents of coal, the nature of fluorine compounds, and industrial significance of fluorine in coal. It was shown that British coals contain from 5 to 200 ppm of fluorine, which is probably present as fluorapatite [Ca10F2(PO4)6], often written as [3Ca3P2O8.CaF2]. The fluorapatite is intimately associated with shale in some coals and can often be separated from these coals along with the shales. H. E. Crossley8 also reported no correlation between the amounts of chlorine, sulfur, or ash and the amount of fluorine in different coals. He found, however, a relationship between the content of fluorine and phosporus in many British coals. Thus it should be possible to anticipate likely fluorine-rich coals from existing data giving phosphorus content. INTRODUCTION The stratified deposits of the coal measures are strongly laminated and exhibit a high degree of anisotropy. The stronger rocks in the sequence possess joints and shear planes, the coal itself has a closely spaced cleat pattern, and the softer rocks are capable of flowage. To calculate the general distribution of stress in such a medium by analytical means based on the theories of elasticity is difficult, and has not yet been satisfactorily achieved. Nevertheless, some estimate is required to aid the design of supporting pillars and permit the correct siting of main roadways. This is important when laying out districts for longwall extraction, particularly if the results of previous experience are not available in the area to be exploited. Although elastic stress analyses, including finite element analysis, may not be very appropriate, the basic equilibrium conditions will apply. These, combined with logical deductions based on observed fact, can be used to give appropriate solutions which experience has shown to be capable of giving acceptable results in the design of pillars associated with longwall workings. Constancy of cover load is one of the fundamental equilibrium conditions. When mining below ground, the cover is not removed, therefore the average vertical load after mining must equal the initial cover load. If mining produces a local decrease in load in any particular area, it must be balanced by an equivalent increase in load nearby. Bending moments in the strata above are capable of compensating for the turning moments which this redistribution of load may produce, and the existence of a "rear abutment", much discussed between 1950 and 1960, is not an essential equilibrium requirement. If the distribution of vertical stress is plotted three-dimensionally, then the load on any small element of area 6S will be o.6S, where o is the average stress. This also represents the volume of the "stress envelope" which lies above 6s. By making the individual areas very small and summing together, it is possible to show that the total load on any particular area can be found by calculating the volume of the stress distribution envelope which lies above it. A similar consideration applies to the stress distribution in a two-dimensional situation. If the stress distribution curve is drawn, then the area below any portion will represent the load per unit depth of section. For example, Figure 1 represents the possible stress distribution across a caved waste and associated ribside. If AW is the load deficiency [ ] These loads must balance, therefore area AW = AS, and if one can be deduced, the other will then be known. Attempts have been made to measure stress distributions in the ribside and in the waste. Stress meters in soft rocks such as the coal measures have not proved very effective. Those based on the measurement of strain have experienced difficulty in strata capable of flowage, high modulus stress meters suffer from cross sensitivity, and overcoming to obtain absolute stress is almost impossible. Load measuring instruments left in the waste have also proved largely ineffective, mainly as a result of the difficulties of protecting the leads in a caving environment. Certain logical deductions, however, can be made about the conditions in the waste. CONDITIONS IN THE WASTE Over the area of the waste the surface trough which develops is remarkably consistent, despite the geological variations which occur from coalfield to coalfield. In Britain, an accuracy of 210% is claimed for subsidence prediction based on width of extraction and depth of cover (National Coal Board, 1975). The subsidence in the USA is more variable (Adamek and Jeran, 1981), particularly with respect to the point of inflexion, but the same general pattern occurs. At the shallower depths the somewhat harder roof strata involved in the caving in the USA may suffer less compaction, giving reduced values of subsidence. Ilmenite is the most important raw material for manufacture of titanium dioxide.' Industrially, several other products are made from ilmenite, the most important of which are: ferro titanium, ferro carbon-titanium, copper-titanium, titanium carbide and titanium nitride. The production of titanium metal is still in the laboratory stage because of the difficulty of extraction and as yet no important application for the metal has been found. Ilmenite has received considerable attention as an industrial raw material. Imports of ilmenite concentrates for the first nine months of 1941 were 156,737 short tons, the chief source being Travancore, India.2 Domestic produttion of ilmenite has heretofore been confined to Amherst and Nelson Counties, Virginia, where a complex rutile, ilmenite, and apatite ore is mined and treated to utilize all three of these minerals. A recent report3 has described development of the large titaniferous magnetite ore body at Tahawas, New York, where it is expected that 800 tons of ilmenite concentrates, containing 48 per cent TiO2 will be produced daily. Additional domestic production is expected from a large ilmenite deposit recently opened in caldwell county, North carolina. Flotation tests indicate that a high-grade concentrate containing 53 per cent TiO2 can be made from the North Carolina ore. Prospecting of domestic ores in other areas has been reported.' It appears that increased domestic production of ilmenite may well save considerable shipping space so vitally needed in these times. The composition and chemical structure of pure ilmenite is given by Dana as: FeO, TiO2; Ti, 31.6 per cent, Fe, 36.8 per cent, O2, 31.6 per cent. This composition is variable in that some iron or titanium may be replaced, giving a variable iron-titanium ratio. As an example, the iron-titanium weight ratio of ilmenite in Caldwell County, North Carolina, has been determined to be 0.94 (using 97.1 per cent ilmenite concentrate obtained by heavy liquids on minus Iso-mesh ore) compared with theoretical 1.16. No rutile was noted in this ore to account for the low value. This North Carolina ore is free of magnetite, which is a common associate of ilmenite ores. In view of a large potential production from North Carolina, the Tennessee Valley Authority conducted a study of methods of concentration of that ore, of which the results are reported herein. The Ore Five samples of Ore were taken from the deposit at various exposed locations and were mixed for the study and testing. An attempt was made to proportion the amount of weathered and unweathered portions in making the composite sample, so as to approximate actual operating conditions. An examination of representative specimens of the sample showed the following general facts: 1. The black mineral comprising nearly 70 per cent of the ore is ilmenite.

DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

ORDERING'S effect on the creep strength and other plastic properties of metals is unknown at the present time. Sachs and Weerts' attempted to compare the mechanical properties of the ordered and disordered state by comparing a quenched specimen with one annealed for a long time at a low temperature. This experiment is unsatisfactory because it introduces a possible effect from quenching. Barrett' used a hot impact test, but his method was not sufficiently sensitive to indicate any discontinuity in plastic behavior in the neighborhood of the critical temperature. On the theoretical side, Fisher9 as suggested that short range order would strengthen an alloy, but he gives no conclusions as to the effect of long range order. Cottrell" has discussed the interaction between long range order and dislocations, but does not indicate whether slip in a completely ordered alloy without domain boundaries is appreciably more difficult than slip in the disordered state. Because order exists in so many alloy systems, it is most important to prove experimentally whether long range order weakens or strengthens a metal. At first glance this paper may seem unique among those comprising this symposium on designing for powder metallurgy, since it is evidently concerned with everything but Powder metallurgy. This paradox mill be at once resolved, however, when the real Purpose of the symposium meeting is understood—to present factually and objectively the things that can and cannot he done with powder-metallurgy methods, and especially to set forth with brutal frankness the limitations of Powder metallurgy, so that costly over-enthusiasm and misapplication may be prevented. Since much of powder metallurgy's future development (and many of its present disappointments) has been in competition with other and long-established methods of fabricating parts, it is easy to see that its true competitive possibilities in any given case cannot be accurately appraised without rudimentary knowledge of what the competition can do. This paper, therefore, presents a few reminders of things you all know—a background to be kept in mind as you examine the data on each of their specialties given by the authors of the papers that follow. From the standpoint of the design engineer powder metallurgy is often in Competition with one or more of the following: sand casting, die casting, permanent-mold casting, precision investment casting, ma- chined bar stock, screw-machine parts, cold-heading, drop-forging, and stamping and drawing. We will here briefly discuss each of these individually, and set forth so, rough (and therefore dangerous) generalizations about its competitive position, especially with respect to powder metallurgy. Sand Casting Sand-casting of small parts is sometimes an inexpensive method of manufacture, for its raw-material costs (i,e., for gray iron) are the lowest of the various methods and it involves the use of no tools and dies of jewelry quality. its design flexibility— that is, the ability to make complicated, cored and undercut parts in one piece—is about the highest of the competing processes and in this respect it can do many things that are impossible by powder metallurgy. For small castings its production rates may be higher, by using multi-impression molds, than can be achieved with parts of the same size by powder metallurgy. But its labor charges for melting, pouring, patternmaking and molding are comparatively high and the waste it entails in gates and risers is always considerable. Tolerances of sand castings are wide (+1/6 to 1/32 in- per in.) and where precision approaching that of powder metallurgy is required sand castings must be machined to final size, thus increasing their cost. Steel sand castings are more expensive and less precise than iron, and nonferrous the most costly of all.

The geophysical exploration carried out by the Brazilian government through the Mineral Resources Development Co. (CPRM) to discover and develop Brazil's mineral resources is discussed. Particular mention is made of procedures specially adapted for contracting companies specialized in geophysics, CPRM's activities, statistical data from study programs, as well as the financial investments committed. More than 500 000 km of aerogeophysical surveys have been carried out by CPRM in the last four years, and it is expected that more than 600 000 km will be flown in 1974 and 1975, at an investment of approximately $30 million.

INTRODUCTION Whereas the design of rock slopes in open-pit mines is done largely by mining engineers and geologists, the design of slopes in overburden at this point in time is a problem for which civil engineers or geotechnical engineers are best prepared to deal. The reasons for this situation are to be found in the educational curricula and the technical journals of the two groups, where soil mechanics has received little attention by mining engineers and geologists, and rock mechanics has similarly received little attention by civil engineers. In ten years' time this paper will hopefully be considered by young mining engineers to be a repeat of the material that they studied at university. However, even in ten years time I believe that the civil (or geotechnical) engineers will be extensively used as consultants on overburden- slope problems of open pit mines because mining companies will find this more expedient than maintaining their own geotechnical staff, special field equipment and special testing laboratories. For this reason, the purpose of this paper is not to condense several university soil mechanics courses into a twenty-page text for mining engineers and geologists. Rather, the purpose of the paper is to offer a general explanation of various factors affecting slope stability so that mining engineers and geologists will have a better understanding of the behaviour of overburden soils in slopes. A great deal has been written in soil mechanics literature on the subject of slope stability. No attempt will be made to reference all this material but rather only a selected number of references will be cited. Excellent general treatments of the subject of stability of overburden slopes are available (1,2,3,4). Further information of a more specialized nature is to be found in such publications as the Journal of the Soil Mechanics and Foundation Division of the American Society of Civil Engineers, Geotechnique (printed by the Institution of Civil Engineers, England), Canadian Geotechnical Journal, and the proceedings of the conferences of the International Society for Soil Mechanics and Foundation Engineering. FACTORS INFLUENCING SLOPE STABILITY There are two general scales of slope-stability problems, gross stability and local stability.
