Cananea is located at an elevation of 5,200 ft in the north-central part of the state of Sonora, Mexico, about 135 miles northeast of Hermosillo, the state capital, and about 30 miles south of the United States border. A graded road runs to Cananea from the border town of Naco, near Bisbee, and a branch road turns east to Cananea at Imuris, a town 36 miles south of the border on the Nogales-Hermosillo highway. Railway service is provided by a spur from the Nogales-Naco branch of the Ferrocarril del Pacífico Railroad. Fuel for the power plant, smelter, and town (population approximately 20,000) is natural gas, supplied through a pipeline from the United States. The Compa[n]ía Minera de Cananea generates electric power for its own installations and also supplies both electricity and water to the town. HISTORY The earliest record of mining in Cananea dates back to 1760, when Jesuit fathers worked the Cobre Grande mine for silver in spite of resistance from hostile Indians. About 1800, several mines were worked on a relatively large scale by the House of Guea of Chihuahua. From then until about 1890 when William C. Greene of Fairbanks, Ariz., acquired control of a large group of properties, mining continued in a rather sporadic manner. The mineralized district is approximately 6 miles wide and 15 miles long, and the orebodies are associated with breccia pipes and granitic intrusive rock. In the early days, many small mines operated within the area on high-grade orebodies. Inasmuch as there has been a great deal of activity in this district recently, a paper of this kind should treat of all the various phases of mining, namely, prospecting, developing, and operating. Prospecting .. Where ore is found at a depth of 100 ft. (30 m.) or more, the prospect work is done by churn drilling. Several makes of churn drills are used in this work, both steam- and gasoline-driven machines being used. The drilling is usually started with a 6-in. bit, and the size of the bit is reduced, if necessary, as the hole is advanced. It is general practice to drill from 100- to 400-ft. holes, but this is governed entirely by the location and formation of the ground. In drilling sheet ground, close spacing of drill holes is unnecessary, but in narrow orebodies, the holes are spaced from 15 to 50 ft. (4.6 to 15 m.) apart. Ten years ago, very few assays were kept of the drilling, but during recent years records have been kept very accurately, showing the location, elevation, assays, and also the vertical section of the hole. After the orebody is reached, cuttings are taken every 2 or 3 ft. (0.6 to 0.9 m.) samples being sometimes taken by pouring the water off the cuttings and taking a portion of the coarse material for assay. It has been found, however, that very often the sludge material poured off with the water contains high mineral values. To overcome this, cuttings from each 2 or 3 ft. are put in a container, and, after the water is evaporated, sample for assay is taken by means of Jones samplers. Permanent records of cuttings showing various formations are kept in glass jars or glued on large cards. Drilling at present is costing from $1.25 to $1.50 per foot. In pre-war times, the drilling costs ran from 75c. to $1 per foot. Development After proving property by drilling, shafts are put down to the ore-body. The occurrence of the tellurides of gold and silver, even in small quantities, is so rare that their metallurgical treatment has engaged little attention. A residence of several months at one of the few mines in North America the product of which consists entirely of such ore, has led me to arrange a method for its economical treatment. The mine referred to is the Huronian, situated a few miles distant from Jackfish Lake, in Ontario, Canada. The plan proposed is for this peculiar case, and is put on record as possibly suggestive and helpful .in any similar instance, should it occur. Since freight-rates from the mine to the nearest railroad-point were extremely high, and for other economical reasons, the method proposed is modified by the use, as far as possible, of the machinery already at the mine, and is so arranged that bullion instead of concentrates would be obtained as a final product. The ore-vein at the Huronian mine varied in width from about 4 feet at the surface to 2 feet and less at the lowest level—125 feet —and dipped southeast about 88. The rock consisted, on both foot- and hanging-walls, of soft, green Huronian slates carrying much highly crystalline but barren pyrite. The ore carried an inconsiderable amount of galena with iron and copper pyrites, argentite, hessite, sylvanite (or petzite), and probably altaite, the telluride of lead. Near the surface the ore showed considerable native gold, but this disappeared with greater depth. Two complete analyses of minerals containing tellurium are here attached, as they establish the presence of two important compounds: I. The part which this element plays in the composition of steel is such an important one that a process for its accurate determination becomes an absolute necessity.

THE Hercules mine is located in the northeastern section of the Coeur d'Alene district, approximately 1 1/2 miles north of the town of Burke, Idaho. Surface indications of the ore deposit were first discovered in 1886, but regular mine production was not started until 1902 and was continuous until April 1925, when the known ore had been extracted. Incomplete records show that from 1912 until operations were suspended the mine produced 2 1/2 million tons of ore containing 9.4 pct lead and 7.7 oz of silver per ton, together with an estimated 2 pct zinc, 0.3 pct copper, and 20 pct iron. This operation was the first in. a series of mining enterprises culminating in October 1947 with the consolidation of Day Mines, Inc. In the same year it was decided to unwater the levels below the collar of the Hercules shaft in the hope of finding some indication of a recurrence of ore. The unwatering operation has been described in a. previous paper.' The initial exploration, following recapture of the workings, showed sufficient promise to warrant a detailed study of the mineralogy with modern techniques. The general geo1ogy of the Coeur d'Alene district, including a detailed description of the rock types encountered, has been comprehensively treated by Ransome and Calkins' in their classic paper, and only local background description, therefore, is felt to be appropriate here. The Hercules deposit transects a portion of the trough of a broad south-trending synclinorium which has been greatly complicated by faulting. More locally, it lies within a block of ground bounded on the east; by the O'Neil Gulch fault, a steep north-south overthrust of considerable magnitude, and on the west by a monzonite stock, the outcrop of which is 1/2 mile or more wide and 5 miles long. The country rock is composed of thin to medium-bedded argillites and argillaceous quartz-ites of the Prichard and Burke formations, the oldest members of the Pre-cambrian Belt Series of sediments in the area, believed to be of Algonkian age. The contact between them is a conformable gradation. The argillite is colored gray to tannish-gray and is fine-grained, compact, and generally massive in structure. Under the microscope the unaltered argillite is seen to be composed principally of anhedral quartz and a few feldspar grains which were at one time presumably partly rounded sand grains, but as a result of recrystallization and cementation by silica, the interstices are now almost obliterated and quartz grains show crenulate boundaries. The sizes of these crystals vary from 0.5 mm down to 0.1 mm in greatest dimension. In all specimens sericite comprises 10 to 20 pct of the rock and is present abundantly between most of the grains as flakes or shreds which vary considerably in size. Sometimes they form a fine felt-like mat or aggregate, and sometimes flakes are seen which appear to be good muscovite. In some specimens, separated rhombic-shaped carbonate grains are abundant, and in some instances these have been changed to sericite. Mining operations to date have explored the Hercules vein to a maximum vertical depth of 3600 ft below its outcrop, and along a maximum strike-length of 3600 ft on certain of the lower mine levels. The main orebody is irregular in outline, extending over a variable strike-length of 400 to 1500 ft; and it is intersected by a strong transverse fault that has been traced from the surface to the bottom level. This has been named the Hercules fault, and apart from the vein itself, it is the most prominent structural feature in the mine. There is good evidence that it existed prior to the introduction of ore solutions and may have influenced ore deposition, but it was also the locus of important post-ore displacement and shows a progressive right-handed horizontal component reaching 200 ft on the deeper levels. Its vertical component is not definitely known but may be considerably greater. The fault strikes 20° N to 50° E and dips westerly at angles of 70" to 45", flattening in dip where it crosses the original orebody from east to west between 1000 and 1600 ft below the surface. At about 3000 ft in depth the Hercules fault is joined by a vertical fault of similar strike, and the major post-ore dis-placement below their junction is taken up along this vertical branch of the structure, now called the Mercury fault. Recent work has been concentrated in this vicinity. Another structural feature of special geologic interest, though of little economic importance, is the occurrence of a porphyritic dike in this area. This lies a short distance above the Hercules fault, essentially parallel to it, and is 5 to 15 ft in thickness. It appears at first glance to cut the mineralization, suggesting push-apart relationship, but small stringers of the vein minerals have been observed to penetrate the dike for a matter of inches at several points. The dike is thought to be related to the monzonite intrusion. A vertical longitudinal projection of the mine is shown in Fig. 1, which illustrates most of the features discussed above. The Hercules vein was deposited along the course of a strong, persistent shear zone that now appears as a braided network of gouge seams running through more or less crushed and shattered country rock. It strikes 70° N to 80° W and dips southerly at an average of 75". Barren parts of the structure vary in width from less than 1 ft to more than 15 ft. The width of mineralized segments may be double that. Although the evidence is not conclusive, pre-mineral, normal movement along the zone may be 1000 or 1500 ft. The horizontal component is unknown. The object of this paper is to enlarge the field of settling velocities treated by me in my former papers, Close Sizing Before Jigging, and Sorting Before Sizing.' There seemed need of work both on coarser and on finer sizes. Messrs. A. Sidney Warren and M. L. Nagel undertook the investigation for the coarser sizes, from 12.85 mm. down to 2.05 mm. diameter. Their work, because of the closer spacing and because of the increased number of observations and consequent stronger averages, called for a revision of the former work. Messrs. G. A. Barnaby and Ralph Hayden undertook this part of the work, from 2.49 mm. down to 0.28 mm., which is near the limit of sifting. Their work covers the ground much more minutely and comprehensively than the former papers. There remained to be covered the portion of the field too fine for investigation with the sieves. This part, covering the range of grains from 0.48 to 0.03 mm., was undertaken by Mr. E. S. Bardwell. For it he used the elutriation method. 11. The First, or Coarsest, Section of the Field. The first desideratum in this investigation was a series of sieves for sizing the sands preparatory to making the tests. It became necessary, therefore, to decide on a sieve-scale for this purpose. A sieve-scale is a series of sieves in which the dimensions of the holes of the successive members form a series increasing by a definite ratio. In examining steel under the microscope, one is constantly confronted with structures that are difficult to interpret. Recently, in a collection of samples for exhibition purposes, the writer found a piece of open-hearth runner metal, 2 in. (50 mm.) in diameter, that had been fractured for use as a sample of cast-steel structure. On polishing and etching a section for the purpose of photographing a field to typify the microstructure of steel in the "as cast" condition, a variety of structures was found (Fig. 1) so arranged as to arouse interest at once. For a distance of about 0.065 in. (1.6 mm.) from the skin of the runner, normal ingot structure was found (Fig. 2); this was followed by a zone, about 0.215 in. (5.5 mm.) wide, of considerably lower carbon content in which occurred a most pronounced Widmannstattian structure (Fig. 3); from this point on to the center of the runner, the metal was again of normal ingot structure (Fig. 4). Representative samples taken from the metal in the three zones showed the following analysis: Carbon Nickel Chromium Per Cent. Per Cent. PeR Cent. This section came from one of the branch runners to the bottom of the mold, not from the main runner, and it is difficult to conceive of decarburization occurring in this portion of a runner. If the metal were stripped while quite hot, some oxidation would take place but the recarburization is unaccounted for. It could not occur by segregation after solidification—the tendency then is for diffusion and homogeneity. The following seems to fit the conditions and is offered as an explanation. MANY attempts have been made to develop a relation between the tensile properties and the deep-stamping qualities of metals com-monly used in deep drawing. These operations are generally performed cold and the metal is always stressed beyond the elastic limit. However, the problem cannot be readily solved without a proper investigation of (1) the relation between actual stress and actual strain in the plastic range and (2) the stresses that are set up in the metal during the process of deep stamping. Much work has been done in recent years to add to our knowledge on plastic deformation of metals and the shortcomings of the ordinary tensile test, particularly in the plastic range, have been sufficiently recognized. It has been widely acknowledged that the local contraction, which appears in a tensile test after the maximum load is reached, is not a general characteristic of the material but is peculiar to this form of testing. The plastic deformation of materials is explained by the slip of their crystals along certain planes and this rearrangement should be similar whether observed in a tensile, compression or torsion test, and if the results of any of these forms of testing show deviations, it must be due to other influences, as for example the local contraction in a tensile test. For this reason the tensile-test curve as obtained from the measurements taken on a tensile-test machine or registered by an autographic device has been supplemented by the so-called "actual stress-strain curve," which is constructed from the observed tensile-test data by eliminating the effect of local contraction and is in complete alignment with the stress-strain values obtained in a compression or torsion test. Surveying of many holes drilled by the U. S. Bureau of Mines in the Metaline district has shown surprising deviations. The holes start in the Ledbetter slate (Ordovician) and pass into the underlying gently dipping Metaline limestone (Cambrian) at varying depths, locally in excess of 1000 it. All holes start vertical, but one had deflected as much as 35° at a depth of only 300 it. One hole was found to be deflected 70' at a depth of 1000 ft. These deviations were not indicated to the drillers by any action of the rods or machines. Analysis of the survey data in the light of the observed geology indicates that the holes deviate most in the Ledbetter slate and scarcely at all in the Metaline limestone. The upper part of the "limestone'" in most holes is a massive rock strongly altered by hydrothermal action and essentially homogeneous. The slate is only obscurely bedded but has a cleavage, varying from slight to strong, which is unrelated to bedding. Drill holes have deflected to become nearly perpendicular to the cleavage. Several plans and cross sections are submitted showing the behavior of various holes. Introduction The Metaline district of northeastern Washington has received much attention recently and has promise of becoming even more important as a source of zinc than at present. Exploration has been conducted largely by deep diamond drilling, and in the course of this work it was found that holes became seriously deflected. This paper deals with the nature and causes of these deflections. The district lies along the Pend Oreille River in the northeastern corner of Washington, about loo miles north of Spokane, 9 miles from British Columbia, and 15 miles from Idaho. Three mines are now in operation and for a number of years have furnished a considerable production of zinc and lead. The ore contains zinc and lead in a ratio of about 31/2 to I, and occurs in the upper part of the Metaline limestone of Cambrian age, the upper member of which, where unaltered, is a rather pure limestone. This is overlain by Ledbetter slate of Ordovician age. Ore has formed by replacement of limestone, commonly 100 to 200 ft. below the slate, in areas of gentle dip, resulting in extensive tabular ore bodies. In and near ore, limestone has been intensely altered to granular dolomite and fine-grained quartz, which, where it predominates, forms "jasperoid." As part of their war program, the Geological survey and Bureau of Mines of the U. S. Department of Interior have been cooperating in an investigation of the district. The exploration by the Bureau of Mines in 1943 and 1944 was conducted largely by deep diamond drilling in which as much as 1000 ft. or more of Ledbetter slate was penetrated before the ore-bearing Metalin-2 limestone was reached. During the course of this drilling it was found that holes were seriously deflected while traversing the Ledbetter slate.

Single crystals of high purity aluminum of various orientations were carefully documented after plastic extension. Special attention was given to the formation of slip lines, deformation bands, and asterism. An explanation for the geometry and mechanism of formation of deformation bands is considered. WHILE the general process of plastic extension of face-centered cubic metals is well understood,' the accompanying structural changes due to slip and rotation are far more complex than ordinarily assumed. In the case of stretched single crystals of aluminum, the complicated behavior is especially marked by the formation of deformation bands, as first indicated by Collins and Mathewson." Such bands were believed by them and also by others,".'7 who have discussed banded structure in general, to represent one of the important modes of lattice reorientation and to be intimately connected with the recrystallization process. Yet, despite their fundamental importance to the understanding of the mechanism df both plastic deformation and recrystallization, practically no study of the crystallographic features of these bands in their relationship to the conventional slip process has been attempted. This paper describes part of an extensive investigation on the structural behavior during plastic deformation of aluminum single crystals and is especially concerned with the characteristics of deformation bands. The investigation of the subsequent re-crystallization of deformed aluminum single crystals will be discussed in a later publication. Experimental Procedure Single crystal specimens of 99.996+ pct pure aluminum, Yz in. in diam and 5 to 6 in. in length were made both by the Bridgman method5 nd by a modified temperature gradient method.'* Crystals were selected in which the lineage deviation did not exceed 2"; i.e., as determined from the back-reflection Laue X-ray photograms. These crystals were radiographed to insure that no internal porosity was present. The orientations showed good coverage of the whole area of the Taylor and Elam triangle.' Orientations of the crystals were obtained by the back-reflection Laue technique described by Greninger." Crystals so selected were tapered very carefully in a lathe to obtain a linear decrease in diameter from 0.500 to 0.350 in. along a gage length of 3 in. This is considered desirable because it permits a strain gradient to be introduced in a single specimen at one initial orientation. The advantages of tapered crystals for studying the development of slip lines and recrystallized grains have been pointed out by previous investigators." The cold-worked layer resulting from the machining operation was removed by alternate etching in aqua regia and careful polishing with 2/0 emery paper until undistorted Laue back-reflection spots were obtained. A homogenization treatment at 600 °C for 24 hr was then introduced to insure the removal of residual stress. Two of the crystals so prepared were also checked by use of a glancing angle technique. Using a copper target, at 30 kv and 10 microamperes, a monochromatic beam was positioned at right angles to the axis of the crystal about which it rotated. The time of exposure was 24 hr. From these X-ray photograms, it was concluded that the present method of preparation of single crystals is satisfactory. Following this procedure, the crystals were elec-trolytically polished in a 2:l solution of methyl alcohol and concentrated nitric acid. Intermittent

FRED TURRELL GREENE Fred Turrell Greene was born in Brooklyn, N. Y., Nov. 22, 1872. His father, William A. Greene, was born in Providence, R. I., and his mother, Angenora Semlear, was born in Brooklyn, N. Y. Fred's early school clays were spent in Boston, whence his father moved to Canada in 1882. Attending first the Collegiate Institute in Toronto, .then the High School at Berlin (now Kitchener), Ontario, where he graduated, Fred progressed to the Toronto University and the Michigan College of Mines, at Houghton, where lie graduated in 1897. He secured employment almost immediately at Butte with the engineering force of the Boston & Montana Consolidated Silver Mining Co., under Chas. S. Batterman. In 1899 he went to Rossland, B. C., where he spent more than a year as mining engineer and assistant superintendent of the War Eagle Consolidated Mining and Development Co. and the Center Star Mining Company Ltd. Returning to Butte in 1900, he acted as assistant geologist for the Anaconda Copper Mining Co. until 1906, when he filled a similar position in St. Paul with the Great Northern Railway for about two years. From 1908 until his tragic death on Christmas day, 1917, his headquarters were in Butte, where he enjoyed an excellent reputation -as consulting mining engineer, with a rapidly widening circle of clients. During the past four years he had been consulting engineer for the Elm Orlu and other mines controlled by Hon. W. A. Clark, and was in charge of underground developments and law-suit preparations for the celebrated apex case between the Elm Orlu and the Butte & Superior companies. At the time of his death he was in charge of similar work for the Utah Metals Co., in connection with their mines at Bingham, Utah. He was also for some years active in the Coeur d'Alenes, as consulting geologist for the Federal and other companies there, and was considered an authority on this as well as the Butte district. Mr. Greene was unmarried, and is survived by his parents, a younger brother, who is in the army, and one sister, Mrs. James A. Hatch, of New York. Some of the most important and valuable ideas regarding the nature and origin of copper ores have originated in Butte, since that district is not only one of the greatest examples of mineralization known in any land, but has gone through a long course of mining litigation, and was, one of the first to be studied intensively by geologists. In connection with the early investigations, as well as with the most recent in that camp, Mr. Greene played an important part. His conscientious devotion to his duties and his intelligent handling of the problems presented for solution sufficiently explain the esteem in which he was held by his employers and his professional associates.

From the viewpoint of practical economic engineering the main value in studies of demand and supply lies in the information they give concerning the next movement of price. The title of this discussion is too comprehensive for detailed analysis and it will, therefore, be narrowed to the question of price measurement. The oil operator is interested primarily in net profits. Prices, costs and production determine them. Production is here used in its broadest sense. It includes refining and marketing. It is an operating problem. Prices and costs are economic considerations. Though costs are an important element of prices and profits, the subject is too large to be treated in a brief paper of this sort. In the long run, costs govern prices, but for the purpose of gaging prices in the immediate future the relationship of current demand and supply are more significant. Operating, expansion, retrenchment, sales and storage policies of oil companies are largely influenced by the feeling of executives concerning this relationship. The stockholders of companies whose executives are wrong may suffer. Investors who err in their judgment may likewise lose. On the other hand, oil companies and investors who appraise these factors correctly and move accordingly will profit. It is an important subject worthy of careful consideration. The author has been asked to discuss the subject for 1928. From the beginning of the year until the first of June, as illustrated by Fig. 1, over-supply prevailed in the face of restricted production, but from June to September, with record consumption, demand slightly exceeded supply and oil came out of storage in the United States as a whole. One of the main problems of the oil man is to decide whether this condition will continue and what the next movement of prices will be. The physical composition of coal and the distribution of its physical constituents will partially determine the efficiency of the process chosen for coal preparation. Distribution and concentration of coal macerals will, to a degree, be controlled by preparation processes. A number of preparation processes have been evaluated to determine this interrelation. These evaluations will help provide information needed for the production of coal that meets definite petrographic composition specifications. etrographic composition and degree of coalifica-tion of coal can determine the choice of cleaning processes and equipment used in coal preparation. The purpose of this paper is to present data on studies of the preparation processes of breakage, sizing, cleaning, and blending and to show the effect coal's petrographic composition has on these processes. Herrin (No. 6) and Danville (No. 7) Coals from Illinois were used in these tests. Nomenclature used herein is that approved in the Glossary of the International Committee for Coal Petrology,' based primarily on the Stopes-Heerlen system of classification2 and used in coal petrography laboratories throughout the world. BREAKAGE TESTS Breakage tests of Illinois coals related to petrographic composition have been conducted at various times at the Illinois State Geological Survey. These tests have been classified under two headings -impact tests and compression tests. Impact tests, as the name implies, consisted of breaking the coal by a sharp, sudden force. Impact tests were further divided into fall tests and block tests. Compression tests consisted of applying a constant pressure on a piece of coal until the coal fractured.

The formation of annealing textures in high-purity silver, from the various rolling textures obtanled in the course of texture transition, was studied. It was found that from a brass-type rolling texture the recrystallization texture is mainly (120) [211] type, which is quite different from the recrystallization texture of brass. From a predominantly copper-type rolling texture, the reclystallization texture is mainly (100) [001]. The recrystallization texture of silver- varies also with the degree of purity. In each case, however, the reorientation can be expressed as [Ill] rotations of 30° to 40°, which is consistent with the oriented growth theory of the formation of annealing textures. ThE recrystallization textures of rolled silver were studied long ago by Glocker and co-workers (1924-27) and were reported to be (113) [iil] upon annealing at low temperatures.1 Since that time, no further study of the recrystallization textures of silver, particularly with the modern techniques of quantitative texture determinations, has been reported in the literature. In a previous study2y3 it was found that the rolling texture of high-purity silver (99.999 +pct pure) is changed gradually from the common silver- or brass-type to the copper-type by raising the temperature of rolling from 0" to 200°C. The formation of annealing textures from the various rolling textures in the same material is, therefore, of considerable interest. The present paper constitutes the results of such a study. The stresses in the simplest structures are often those we find most difficult to analyze. The most complex condition in mine stresses is found in simple tunnels where the roof, the sides, and the floor are a monolith. The functions of the parts are like the parts themselves not distinct and spccialized, and the problems to be solved are like those in a metal structure with riveted joints or a redundancy of bars. This difficulty explains perhaps why the condition has not been treated. But just because it cannot be discussed in its entirety is no reason why it should be treated as an action of parts with spccialized functions as a roof beam with supports and a foundation. The problern cannot be ignored on the ground that it is not of sufficient importance to warrant careful consideration, because conditions of complete monolithism, of which the tunnel is the type, are found materially unchanged in room-and-pillar and in longwall work. This unity between roof, sides, and floor, which to the coal miner is a difficult conception, really deserves a scientific appellation, and perhaps holoid (from holos, whole, and eidos, form) will serve the purpose as well as any other. In a simple tunnel the roof, the sides, and the floor form integral parts of one and the same structure, and the distortion of one cannot be conceived without a consequent strain in the others. Thus when the roof of the tunnel droops by reason of its weight, the upper parts of the sides are drawn in becausc they are integrally connected with the roof and must approach each other whenever, by the sagging of the roof, the distance between any two points in it is diminished. (See Fig. 1.) Thc sides in their turn operate on the floor of the holoid structure, producing a tensile stress. The writer has always been impressed with the value of soap as a means of illustrating the action of mine stresses. With that idea in mind' a cake of naphtha soap measuring 43/8 by 2¼ by 19i in. was taken and a tunnel was made through it 13/4 in. long, 21/2 in. wide and 1¼ in. high. (See Fig. 2.) Introduction The primary ingredient for survival of mining companies during a recessionary period is to be innovative and resourceful in the structuring and financing of operations. Over the past decade, many mining companies have had to retrench and restructure their operations and to redeploy their assets just to survive. During the same period, traditional sources of financing for mining companies -- commercial banks, subsidized export credit loans and long term straight debt financing in the public markets -- became less available and more expensive. Meanwhile, new markets and new financing instruments provided new alternatives for mining companies. Those companies which exploited these alternatives greatly enhanced their capacity for survival and even for profitability. This article considers the strategies adopted by some companies to adapt to changes in this recessionary environment; the inadequacy of traditional sources of financing; certain of the new financing instruments, structures and markets which have become available; and how several mining companies have utilized these new instruments, structures and financial markets to improve their competitive positions. THE IMPACT OF RECESSION ON MINING COMPANIES AND TRADITIONAL FINANCING SOURCES In its 1983 year-end article "The New Economic Order" Mining Journal characterized many of the large private sector mining companies with operations in the industrialized countries as being "gripped between the jaws of high working costs and stagnating metal commodity prices." The article went on to characterize the Canadian mining industry in particular as being "in the difficult position of having to seek to sell the bulk of its output in a world market characterized by over-capacity, where production costs were determined by internal political and economic factors while prices were set by external competitive forces of supply and demand." Miners of a wide range of commodities in the industrialized countries have come to realize that their domestic mineral resources are in many cases no longer competitive with global sources of supply. To compete and survive they would have to rely on their technical and financial expertise in mineral exploration and development and in mining and processing. Strategies For Survival Global competition has compelled management in the extractive industries to improve their worldwide cost position. This is the only means whereby a mining company can differentiate its product and attain a substantial competitive advantage. During the past decade, for example, ASARCO Inc. and Inco Ltd. chopped their payrolls, postponed expansion plans and otherwise retrenched. ASARCO reduced its capital expenditures and cash requirements for operations in 1984 to a level almost equal to its internally generated cash. The company's finances were also strengthened by increasing total lines of credit from outside sources, by selling common stock, and by reducing annual pension funding through a change in actuarial assumptions. Other companies returned to their traditional organizational structure where they had a demonstrated competitive strength. Consolidated Gold Fields, for instance, resumed its operation as a mining finance house. Its capital investment programs are now devoted solely to resource development. In mid-1984, at a time of firming zinc prices, Union Miniere S.A. used the opportunity to integrate its smelting capacity and to direct investment to certain subsidiaries at the expense of less viable operations. Smaller corporations realized that it was not enough just to be the low-cost producer. For example, Drummond Coal Company in Alabama, which dominates its regional market due to its low-costs, has also developed a world-wide trading capability and has placed incremental tonnage from its own mines as well as brokered coal produced by others, thereby minimizing capital risk. In Canada, Campbell Resources has exploited difficult times by acquiring assets cheaply. In the process it improved its capacity to withstand cyclical economic swings by diversifying from solely a copper and gold producer to a company based upon asbestos, coal, copper, gold and natural gas.

THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.
