To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information' will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in more usable shape.

This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal" be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that past and existing methods and customs shall not be over-ridden rough-

INTRODUCTION THE bibliography of mining methods in the past few years has contained many articles dealing with the use of the diamond drill for blasthole drilling. In the Canadian mines, this method has been used with great success in stoping at Noranda, Aldermac, Waite Amulet, East Malartic and Sladen Malartic mines in the Province of Quebec. It has also been used at the Dorchester and Beattie gold mines in Duparquet, Quebec. The method has found useful application at Copper Mountain mine, British Colombia, and at Flin Flon mine in Manitoba. In the United States, the diamond drill blasthole method has been used at Cornwall Iron Ore Mines in Pennsylvania and at the Republic Steel Corporation magnetite properties in the Port Henry district of northern New York. In the Lake Superior iron district, the method has been used at the Anvil-Palms mine of Pickands, Mather and Co. at Bessemer, Mich., and is also used at the Book mine of the North Range Mining Co. at Alpha, Mich. Other companies in the district have also experimented in some degree with the method at some of their properties. This paper is being offered as a preliminary report on the use of the diamond drill method of stoping at the Book mine. Sufficient work has been done with it to prove its worth and it is the purpose of the article to present some results, operational details, equipment ideas and recommendations which we have found in its use at our mine. LOCATION AND DESCRIPTION The Book mine is situated about a mile north of the village of Alpha, in the NE-NE ¼ and the SE-NE ¼ of sec 12-42-33, between the Dunn mine and the Balkan-Judson mine, and about four miles southwest of the village of Crystal Falls, on the Menominee Range of Michigan. The property was found to have ore near surface in sufficient quantities for open-pit operations and stripping was begun in the latter part of 1942 to prepare it for ore production in 1943. During 1943, 288,447 tons of direct shipping ore were produced from the open pit and 382,933 tons in 1944. While the mine was being operated as an open pit some 350,000 tons of lean ore were stockpiled for later treatment. This material is being treated in a washing and jig plant and concentrates are produced during the shipping season. The ore bodies at the Book mine are characteristic of the Menominee Range. They are found on the flanks of sharply folded anticlines which have a fairly steep pitch to the northwest. The open-pit operations in 1943 and 1944 revealed two of these anticlinal structures. THE solubility of columbium nitride in ? iron has been determined for the temperature range 1191o to 1336°C from the nitrogen content and metallogra-phic examination of a series of Fe-Nb alloys.* (0.0 to 0.92 pct Nb) equilibrated with a purified gas mixture of 1 pct hydrogen in nitrogen. The method is the same as that used by Darken, Smith, and Filer' to determine the solubility of aluminum nitride in y iron. The variation in the furnace temperature during an equilibration period was about ± 2.0°C. Each sample was approximately 1/2 in. wide, 2 in. long, and 1/16 in. thick. A time series at 1200°C using samples of highest columbium content indicated that one day was sufficient for equilibrium; however, to be on the safe side all samples were left in the furnace for either two or three days. Afterequilibration, the samples were brought to room temperature by quenching in water. The experimental results are shown in Fig. 1. To be in accord with the values reported by Wriedt and Gonzalez2 and the temperature coefficient of our results at higher temperatures, the nitrogen content of iron at 1191oC is assumed to be slightly lower than our experimental value. Our data for the single-phase regions are not sufficiently accurate to establish an interaction coefficient for nitrogen in these alloys. However, the change in nitrogen content with change in alloy content for a number of systems (Fe-N-A1;3,1 Fe-N-Ni;372 Fe-N-Si.3949 Fe-N-V;3,5 Fe-N-Cr;3,6 Fe-N-Mo3,7) has practically the same value for the liquid alloy at a temperature near 1600°C as for the solid alloy at temperatures near 1200oC when the alloy content is below a few percent. On this basis the lines through the single-phase regions have been drawn with a slope corresponding to an increase in nitrogen of 0.0013 pct per 0.1 pct Nb.3 The straight lines through the two-phase regions were drawn with a slope corresponding to a one-to-one atom ratio of nitrogen to columbium in the nitride. The "(3034) " twin lamellae in magnesium have been reexamined using electron microscope replicas. The double twinning sequence (1011)- (1012) for these lamellae has been reconfirmed. Evidence is presented showing that the irrational habit of these twins is probably the direct result of a need to accommodate the second-order twinning shear. This accommodation vesults in both an external shear in the matrix and an internal shear in the lamella. A model is presented which accounts for the experimental obseruations. HCP metals are generally characterized by strong textures in which the basal planes of the grains tend to be aligned parallel to the rolling direction in sheet or plate and to the axis of wires and rods. Since these directions are normally those in which finished products may be subjected to uniaxial tensile stress, these textures effectively place the crystals of magnesium objects in orientations unfavorable to both basal slip and {1012) twinning, the easily activated deformation systems of this metal. However, when magnesium crystals are deformed near room temperature by a tensile stress nearly parallel to the basal plane, another mode of deformation can occur.',2 This is _a double twin which forms first by twinning on {loll), followed by retwinning on (1012). The resulting twin lamellae are of considerable interest. First, they can be responsible for "brittle fracture''; when a tensile stress axis lies in the basal plane, because the reoriented crystal structure of a lamella is well-aligned for slip while the parent crystal is not. Extensive internal deformation may thus occur while the matrix is still almost undeformed. This deformation can produce a ductile rupture running the length of the twin.3 Complete failure of the specimen may then oc-cure by the spreading of cracks from one twin lamella to another, or by the movement of a crack into a grain boundary and then along grain boundaries. Since the the volume fraction of these doubly twinned elements is normally very small, the fracture may be classed as brittle, although the fracture mechanism is, of itself, essentially ductile. It is quite probable that the ductility transition, normally observed4 in magnesium at or slightly Obove room temperature, is closely associated with these second-order twins. The detailed relationship of these twins to fracture in single crystals will be the topic of another paper. The present paper is concerned with a second important aspect: the irrational habit of these double twins that falls close to {3034), or approximately 7 deg away from the primary (10il) twin habit. REVIVAL of mining in Yavapai County, Arizona, was the topic of a meeting held at Prescott, on Aug. 24 and 25, sponsored by the Mining Committee of the Yavapai County Chamber of Commerce, with the active cooperation of the Arizona Industrial Congress, the Arizona Section of the A. r. M. E., and the Arizona chapter of the American Mining Congress. Three hundred prospectors, small operators, and mining men from all parts of the State were in attendance. All sorts of mining problems were included in the discussion and all the research facilities of the large companies were offered to aid the prospectors and small operators. The meeting was considered one of the most successful held in the Southwest.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

Earlier work revealed that small amounts of silver (< 0,l at. pct) may exert a marked effect on the structure and aging characteristics of certain a1loys based on the Al-Zn-Mg system. Silver additions have now been made to other age-hardening aluminum alloys, and significant effects have been observed in the Al-Mg system and in several Al-Cu-Mg and Al-Mg-Si alloys. Similarities exist between the behavior of alloys from all four systems, notably that in each case silver stimulates nucleation of an intermediate precipitate which forms when the alloys are aged in the medium temperature range (-120" to 220°C). The mechanism for this effect is uncer- IT has been shown that small additions of silver (<0.1 at. pct) may have a marked effect on the structure and age-hardening characteristics of tain although it is suggested it originates in a preferred affinity between magnesium and silver atoms. There is evidence to indicate that the effects of silver are unique to that element. It is suggested that silver atoms interact with vacancies during low-temperature aging of Al-4 pct Cu and certain Al-Cu-Mg alloys. Silver had little effect on Al-8 pct Zn aged at any temperature. Preliminary observations indicate that silver may have interesting effects on the strength properties of Al-Mg alloys, md a the commercial Al-Cu-Mg alloys designated as 2024 and 2618. many alloys based on the Al-Zn-Mg* system.1"&apos;*

THIS is a critical examination of the theory that the amount of carbon necessary to form the iron-carbon (carbide) eutectoid is lowered by the addition of any carbide-forming element. Although this theory has been built up over a long period of years,, it appears, in the light of recent published investigations upon the ternary constitutional diagrams of iron with carbon and other alloying elements, to be no longer tenable. A survey of these new results, summarized below, shows that (as is known) some metals lower the carbon content of the iron-carbon (carbide) eutectoid, whereas others raise it, but (as not heretofore clearly set forth) some first move the eutectoid in one direction and then, at higher concentrations, shift it in the opposite direction. Moreover, these differences in behavior exist even among the common alloying metals classed as carbide formers. PART I INFLUENCE OF BODY-CENTERED CUBIC ELEMENTS The effects of the various body-centered cubic metals (chromium, tungsten, molybdenum, vanadium, columbium and tantalum) are reviewed individually. Iron-carbon-chromium System.-In the monograph on Alloys of Iron and Chromium, Kinzel and Crafts&apos; concluded that the carbon content of the eutectoid is lowered by increasing the chromium content. The quantitative influence of chromium on the eutectoid point of iron-carbon alloys was shown by Monypenny2 (Fig. I) and no data have been forthcoming to refute his findings. Iron-carbon-tungsten System.-Gregg,3 in the monograph on Alloys of Iron and Tungsten, accepted the data showing that tungsten decreases the amount of carbon required to form the eutectoid. The influence of tungsten on the eutectoid percentage of carbon as determined by Oberhoffer and Daeves4 is shown in Fig. a; these results have received general approval. Iron-carbon-molybdenum System.-In the monograph on Alloys of Iron and Molybdenum, Gregg5 reviewed the work of Guillet,6 Swinden,7 and Reed,8 all showing that molybdenum lowered the carbon content of the eutectoid, whereas Takei9 contradicted this conclusion. Svetchnikoff and Alferova,10 a little later, showed that large additions of molybdenum shift the eutectoid to the right. These last-named investigators found that molybdenum, up to 1.2 per cent, shifts the pearlite point and the point of maximum solubility of cementite in the gamma phase only slightly in the direction of lower carbon content; on the other hand, increasing amounts of molyb-

It is well known that the excellent mica from Brazil played a most vital role in World War 11. Increased production from Brazil was necessary and with the assent of the Brazilian Government engineers from the united&apos; States went down to study the problem. One of the means advocated by a former Chief of Metals and Minerals Branch of the Board of Economic Warfare, Mr. Carl Schwegler, was the use of stripping machinery. On a pegmatite dike favorable for stripping, a small number of miners could produce as much mica per day as an underground mine employing many times the same number of men. Type of Deposit Favorable The most favorable type of pegmatite for stripping is that which lies more or less parallel to the surface of the slope of a hill. Pegmatite dikes that cut directly into a hill are not suitable for stripping except where a long outcrop extends along the slope. Then just the outcrop could be stripped to some advantage. The ratio at no time should be greater than 1: 3; i.e., I cu. m. of pegmatite to 3 cu. m. of waste, unless the pegmatite was extremely rich throughout the dike. The Economics of Stripping When a mineral is badly needed to win a war, not too much heed can be paid to costs. The object is to produce rapidly and in quantity. Again, a deposit containing a superior grade of mica may be worked although the pegmatite is more costly to work than another deposit containing a considerably greater amount of poor-grade mica. For example: one deposit may have a little mica that will run 11 per cent good stain and better when trimmed and contain 2 kg, of crude mica per cubic meter of pegmatite, while another may run 0.2 per cent of good stain and better, and have a mica content of 10 kg. per cubic meter. A number of stripping projects were found in the vicinity of Raul Soares, Minas Gerais. These were sampled in the various old workings by cutting out a cubic meter of pegmatite and saving the usable mica. Because of the proximity to the surface of most stripping projects, about 34 per cent only of the mica is good for trimming. The other 66 per cent is too badly weathered to be of use. In Table I are given data collected on five properties near Raul Soares. In Table I, "value per cubic meter of pegmatite" means the value of the qualified mica obtainable. This does not include the half trimmed and splittings. By "value per cubic meter of matter" is meant the value of the qualified mica per cubic meter of material excavated; i.e. both waste and pegmatite. This is the figure that should be used to determine whether the operation will be profitable or not, as the cost of stripping is about $0.14 per cubic meter. The almost universal acceptance of electrical logging by the petroleum industry calls for a critical examination of the physical bases of the common methods. This is particularly needed for the natural potential log. The conventional explanations are based on the phenomena of electrofiltration and electro-osmosis. However, experimental data show that they fail to give a basis that is quantitatively sound. Moreover, they lead to interpretations of details of electrical logs that are erroneous. It was found experimentally that when a plug of shale is placed in a chain of dissimilar electrolytes, a current flow results. Experiments on oil-well cores and fluids similar to those existing in wells show that potentials are set up which are in reasonable agreement with those encountered in electrical logging. Doubtless other sources of potential are important but this explanation not only accounts for much of the potential but also clarifies some fairly familiar examples of misinterpretations. Introduction The extraordinary value of electrical well logging as a tool for petroleum engineers and geologists is now so uni- versally recognized that it is not necessary to point out the ways in which it can be useful. It is sufficient to mention only the saving that has resulted from the elimination of much coring that would have been necessary under former practices and the considerable additions to reserves resulting from the discovery of sands missed in coring. Paradoxically, the very remarkable success that has resulted from the application of electrical logging to correlation and completion problems has cost some of its most consistent users dearly.&apos; The fact that some operators have placed unwarranted faith in erroneous interpretations of electrical logs does not reduce the value of the logs. It should, however, make one pause long enough to ask why experienced users should be misled. The answer to this question is not hard to find. In nearly every case, the fault has been oversimplification. This is illustrated very aptly by the familiar interpretation and theory of the natural potential log. Recording and Interpreting Logs The natural potential log is extremely simple to record precisely enough for all present-day uses. One needs only an electrode, a cable to lower the electrode through the drilling mud, a recording meter and a surface ground connection. The electrode can be elaborate but need not be. A simple brass rod 2 in, in diameter and 2 or 3 in. long is quite satisfactory. The cable need not be particularly well insulated, nor need it have a very low resistance. Computer simulation of mine ventilation system is rapidly becoming an essential tool in mine planning and design. This Paper examines the utilization of ventilation simulation techniques to evaluate the number, shape, size and layout of mine entries in a typical coal mining system. Since the mains and sub-mains serve primarily for transportation and ventilation and the ventilation system is critically important to the health and safety of the workers, there exists a great need for optimal designs in this area. Evaluation criteria could include, among others, minimization of power costs, shaft requirements and leakage. Constraints of this optimization problem include health and safety regulations and production and mine infrastructure requirements.

THE effects of phosphorus and nitrogen on the properties and behavior of low carbon steels are important considerations to both the manufacturer and the user of such material. For one thing, these two elements are the principal points of distinction between the chemical compositions of Bessemer and open-hearth grades. Further, open-hearth steels themselves may vary considerably in nitrogen content depending on the raw materials and ..practice used. In addition, appreciable amounts of rephosphorized open-hearth steels are being used at the present time in some low alloy, high strength grades and in certain other cases. For these and other reasons, it was felt desirable to obtain more complete knowledge of the effects of simultaneous small variations in phosphorus and nitrogen content on such properties of low carbon steel as tensile strength, impact toughness, sensitivity to cold work, and strain aging. A long range investigational program designed to furnish such information, was carried out, and the present paper summarizes some of the data currently obtained. General Discussion The strengthening effect of relatively small amounts of phosphorus in steel has been recognized, and to some extent utilized, for many years. A number of investigators have pointed out, from time to time, that under proper conditions of control, phosphorus can be a useful alloying element in low carbon steels.1-3 Nevertheless, in spite of the volume of data on the subject, the use of phosphorus for this purpose has always been handicapped by widespread feeling that its presence makes the steel brittle, difficult to cold work, and unreliable at low temperatures. This belief on the part of some steel users is not entirely justified in many cases, and often stems from early experience with acid Bessemer steels which have appreciably higher phosphorus (and nitrogen) contents than basic open-hearth grades. Nitrogen in steel, and its effect on properties, has also received considerable attention in the literature.4 In 1906, Braune5 ascribed the brittleness of Bessemer rails to the nitrogen content, and proposed a schedule of nitrogen limits for steels for various uses. This was one of the first papers to recommend directly the use of nitrogen content as a quality control measure, but it did not meet with much favor or support; as a matter of fact, the Jernkon-toret was rather sharply criticized for publishing the paper. In the intervening years a number of papers have been published on the subject of nitrogen in steel. As a result, it is now generally recognized that nitrogen can have an important effect on the properties and behavior of steel and that the presence of this element should be considered in any systematic study of factors affecting steel quality. In 1932, Graham6 introduced the concept that the quality of various steels could conveniently be evaluated and compared in terms of "sensitivity", which was defined as "the characteristic reaction rate of a piece of steel toward brittleness or hardness." This concept formed the basis for a broad research program into factors causing variations in the quality of commercial steels. At an early stage of this work, it became apparent that the observed effect of either phosphorus or nitrogen on the sensitivity of steel depended, in no small measure, on how much of the other of these two elements was also present. Indeed, the combined effect of phosphorus and nitrogen in steel may often be more important than the specific effect of either. With a few exceptions, it is not possible to predict accurately the effect on steel properties of a change in the amount of either phosphorus or nitrogen in the steel without also specifying the approximate amount of the other element. It seems desirable, at this point, to discuss briefly the distinction between strain-sensitivity and strain aging as used in this paper. RECENTLY spectrophotometry has been reported to provide a convenient technique for the rapid and reproducible determination of xanthate concentration in pulp solution 1,2 and for a kinetic study of xanthate decomposition in acid solutions." Since the application of this analytical technique is feasible for those compounds showing pronounced light absorption maxima in the near ultraviolet region, it was deemed advisable to investigate the absorption spectra of some of the organic compounds that are used in flotation. It is known empirically that certain groups of atoms in an organic compound cause characteristic light absorption in the ultraviolet and near ultraviolet range, and the wavelengths and intensities of the corresponding absorption maxima are relatively independent of the nature of the remainder of the compound. The characteristic values of such groups, which are known as chromophores, are given in the literature. 4,5 According to this information, many of the sulphydryl compounds are expected to show absorption maxima in the near or long wavelength ultraviolet region, whereas the saturated fatty acids and the saturated alkylamines do not.

MALLEABLE-IRON castings frequently are made brittle by hot-dip galvanizing. The castings may be and usually are perfectly normal before the hot-dip treatment, in that they will stand a remarkable amount of distortion and punishment before fracturing, yet, after galvanizing, a single blow with a hammer will often cause a break. One such casting broke when accidentally dropped on a concrete floor. Such weakness causes galvanizers to view malleable cast iron with misgivings, and, in turn, is a source of worry to the manufacturer of the castings. It is felt, therefore, that a practical method of overcoming this embrittlement, a method that has already been used on several thousand tons of castings, will be of general interest. The purpose of this paper is to describe this immunizing process. DEVELOPMENT OF THE PROBLEM In the early days the trade was not much concerned with the finish of the castings and in most cases the only protection given to the parts placed in service was a coat of paint. It was soon found that this form of protection was inadequate and the user demanded a better type of rustproofing. In compliance with this demand, the use of zinc for coating gradually spread until it became general practice. More than half of all the zinc produced today is used for coating iron and steel, and, in spite of the recent use of cadmium and chromium, zinc coatings are still recognized as among the best general rust inhibitors for atmospheric exposure.
