In this investigation, the low-grade red iron ores of Alabama were examined by the use of "heavy solutions."' Ores are generally ground preparatory to concentration and as long as the concentrators make suitable products the effectiveness of the grinding is likely to be unquestioned; but when suitable products are difficult to make, an investigation becomes imperative. In such a case a dissection of the ore might be made to find the cause of the trouble. Such a condition of unsuitable products exists in the low-grade red iron ores of Alabama. They are difficult to concentrate. To be sure it might be said that the concentration of iron ores is a new thing and that the ore-dressing methods are undeveloped, but a glance at the industry reveals an abundance of methods and devices for almost all imlaginable conditions. Concentrating machinery has not been tested in this investigation. When the properties of the ores have been gleaned, the machinery may be used more effectively. Alabama Low-grade Red Iron Ores The Bureau of Mines has undertaken by laboratory methods to select the best means of concentrating the low-grade iron ores of Alabama. These ores constitute the parts of the ore bed left by selective mining. If more of the ore bed could be included in the current output, the mining cost would be reduced and longer life of the district would be insured. This advantage would be reflected by added permanence of churches, homes, schools and every undertaking in the commonwealth. Observations were made on the recrystallization of a 70 pct cdd-rolled silicon-iron crystal with an initial orientation of (113) [332]. Its polygonization and recrystallization characteristics were studied. Results indicated that re crystallization tendency of the deformed crystal is much weakened by the polygonization of the matrix. Complete recrystallization in such specimens is achieved by the growth of recrystallized grains of sufficient size and of the right orientations in relation to the matrix. Evidence was also furnished which suggests that the difference in the re-crystallization tendency is a result of the difference in the severity of lattice bending rather than the difference in orientation of the deformation texture. DUNN and Koh1,2 have made an extensive study on the rolling and annealing textures in silicon-iron crystals. Their results indicated that the recrystallization tendency can be widely different in crystals with different orientations. A particularly interesting example of their results was a crystal with an initial orientation of (113) [332], which developed a deformation texture of (001) [110] after 70 pct cold-rolling. Recrystallization in this crystal took long time anneals at high temperatures. Other crystals having different orientations recrystallized very rapidly. Wiener and corcoran3 have observed the retention of the (100) [011] deformation texture in a low-temperature annealed specimen of a commercial silicon-iron alloy, corresponding to areas of light-etching low-angle boundaries in the annealed struc-

A. Cook K.A. Grace's article advocates usage of the terms describing resources as defined by the US Bureau of Mines (USBM) and the US Geological Survey (USGS). Originally recommended in 1943, the terms were revised in 1976 and again in 1980. Mr. Grace further recommends that the term reserves should be severely restricted and that it should encompass mining and processing factors. The list of references quoted in the article does not, however, mention the study concerning reserves that was made over a period of almost four years by a joint Committee on Definitions. This committee was sponsored by three societies - the American Institute of Mining, Metallurgical, and Petroleum Engineers (AIME), the Society of Economic Geologists (SEG), and the American Institute of Professional Geologists (AIPG). Most of the detailed work was done by a working party appointed by the Society of Mining Engineers (SME) of AIME. After studying previous definitions in the US as well as in the United Kingdom, Canada, Australia, France, and other European countries, the following definitions were proposed and accepted in 1974 by the SME board of directors. (Ore reserve definitions in Rhodesia, South Africa, or New Zealand were not mentioned as having been reviewed. Table 1 lists definitions from MINING ENGINEERING, July 1975. Notice in Table 1 it was mentioned, under Resources, that the definitions of reserves were recommended for the purposes of commercial evaluation. It was further stated that the terminology adopted by the USBM and the USGS, as released to the public, covering resources, was recognized as such. Mr. Grace also recommends that reserve calculations should allow for future losses in ore tonnage, ore grade, milling, and smelting. Unfortunately, it might take years to develop a prospect after it has been discovered. Mining methods have to be tested before being finalized in order to know what tonnage of ore is going to be lost, or how much dilution is likely to occur. The same problems are present in concentrating or in smelting. Operating mines usually know how mined grade compares with ore reserve grade. They can usually predict fairly closely what their final metal recoveries are probably going to be. It is, however, expecting too much to have to delay quoting reserves from say a recently drilled prospect. Any responsible mining geologist or mining engineer (or company for that matter) should state several things about an ore reserve calculation: that it is or is not a preliminary estimate only; that estimated grades have not been diluted to allow for a future, as yet unknown, mining method; that metal recoveries are or are not only tentative, based perhaps on drill hole samples only or on no metallurgical testing at all. [ ] Reserves of a partially explored prospect are always quoted when it becomes necessary to raise capital. If they are described as preliminary only (really just tonnage and grade estimates and not true "reserves") in addition to being accompanied by some of the items just mentioned, nobody is going to be misled. If, on the other hand, a report by a member of the SME or SEG is intentionally misleading, the individual must be reported and eventually disbarred from his or her society. To summarize, let us stay with the definitions of ore, ore reserves, and related terms as recommended and accepted by SME. I might add that on occasion I have used a fourth category in my ore reserve calculations, namely Geologically Possible Ore. This category is more or less the same as Inferred ore defined by the USBM and USGS. I have never given a grade to this category, which may be based only on geological mapping, geochemical sampling, or geophysical traversing. ?

Hard-metal inserts have received considerable attention in the mining industry recently for a variety of excavating and penetrating purposes. Their use in percussive drilling and in coal cutting machines is well known, but attempts to utilize them in cutting materials such as dimension stone have been discouraging because of excessive tool wear and failure. Particular attention is given to those properties of hard-metal inserts that affect their resistance to wear. A consideration of the actual wear mechanism shows the importance of correct mounting of the inserts and of the selection of suitably powered driving motor so as to achieve minimum tool wear and maximum tool life. Comparisons are made between the performances of types of hard-metal inserts, relating their inherent properties with results obtained in laboratory tests. As part of a broad program to improve the quarrying and processing of industrial minerals, The Pennsylvania State University has been investigating the machinability of slate under laboratory and field conditions. It should be emphasized that the results of the research presented in this paper are also applicable to other natural structural materials, and particularly to the more workable ones such as limestone and sandstone. Improvements which accrue in cutting and sawing should prove of benefit to all the dimension stone industry. Further, it may be pointed out that the results reported here are applicable to rotary drilling (with drag bits) as well as to cutting and sawing of rock. INVESTIGATIONS IN RELATED FIELDS The investigation was initiated with an extensive survey of available literature related to metal cutting and to rotary drilling. The following similar features between metal cutting and slate cutting became evident: 1) Hard-metal inserts are widely used as a cutting tool in both cases. 2) The forces acting on the tool may be resolved into normal and tangential components. 3) Rate of penetration and tool wear are important criteria in each case. On the other hand, important differences also exist: 1) Most metals, exhibit plastic behavior, while slate (and most rock) is a brittle material under normal conditions. 2) In metal cutting the component of force acting parallel to the surface of the workpiece is considerably greater than the force holding the tool against the workpiece. 111 slate cutting, this situation is reversed. Similarities between drag-bit rotary drilling and slate cutting are as follows: 1) In both casts, a tool, usually of the hard-metal insert type, is used to penetrate a brittle material. 2) The drilling forces and related variables, such as rotation speed, are similar. 3) Chip formation in each case is essentially the same. 4) The shape of the tool is similar in rotary drilling and slate cutting. Important differences are also apparent: 1) The objective of drilling is to produce a directed hole, while in cutting it is to form a kerf. In core drilling, however, a kerf is also produced. 2) The horizonta1 component of force in rotary drilling decreases from the center to the outside of the tool, whereas in slate cutting the component is almost uniformly distributed across the width of the tool. 3) The power absorbed in the drill rod is greater in rotary drilling. 4) The clogging action of chips, if excessive power is applied to the tool and if flushing is insufficient, is more serious in rotary drilling. Because of the striking similarities between metal cutting and slate cutting, and between rotary drilling and slate cutting, it was considered that the findings of investigators in those fields would serve as a guide for experimental studies of slate cutting. The following is thus devoted to a discussion of those aspects of metal cutting and rotary drilling pertinent to the present investigations.

Electrical resistivity as a function of temperature was investigated in undercooled gallium and under-cooled Ga-In alloy of eutectic compositian to examine structural changes in undercooled melts. A continuous linear extension of the resistivity was determined for 99.999 pct pure gallium when undercooled below the stable Ga(l)-liquid, and the metastable Gafl)-liquid equilibria. In icndercooled Ga-In, a significant continuous negative departure from linear resistivity behavior was observed below the eutectic temperature. All resistivity measurements were made by the four-point probe technique. ThE temperature range for investigations into the physical properties of liquids before freezing has been greatly extended with the undercooling of massive melts of pure metals and alloys. Experimental determinations of thermal and transport properties and diffraction patterns in undercooled systems should throw further light on the structural behavior of liquids. Many measurements showing prefreezing anomalies in viscosity1'5 have been regarded677 as evidence for structural groupings in the liquid state. However, the majority of viscosity results,~)~-~~ conforming to the law 17 =A exp(~/RT), do not support theories of atomic aggregation. For the system Cd-Sb, which exhibits a metastable solid phase, Fisher and Phillipsg reported that, in undercooled alloys, the activation energies for viscous flow below the stable liquidus are much higher than those above it. Similarly, Miller et a1." observed a doubling of the activation energies for electrical conductivity in undercooled Cd-ib alloys. These effects were suggested as indicative of atomic association and clustering in the liquids at lower temperatures. With the recent establishment of metastable phases in pure gallium22 and its alloys,23 attempts were made during this investigation to undercool bulk samples and to determine the temperature dependence of electrical resistivitv. BEAN1 has discussed the magnetic behavior of mixtures of small ferromagnetic particles on the order of 20 to l000A in diam. As he points out, there are three size categories with characteristic properties: 1) Particles large enough to contain many ferromagnetic domains magnetize initially by the motion of domain walls. The initial susceptibility of such particles, if domain-wall motion is assumed to be perfectly easy, depends only on their shape. It is equal to the reciprocal of the demagnetizing factor (and is thus 3/4 tt for a sphere) and is independent of temperature. 2) Smaller particles find it energetically undesirable to contain domain boundaries. They are always spontaneously saturated, and reverse their magnetization only by rotation of their entire magnetic moment. As assemblage of such particles has a remanence which is a large fraction of the saturation of the assemblage; its coercive force is on the order of 2K/1,, where K indicates magnetic aniso-tropy from any source, and I, is the saturation magnetization of the substance of which the particles are made. 3) Particles which are still smaller continue to be single-domain, but the direction of their magnetization fluctuates thermally, as first pointed out by Neel.' They have no remanence and no coercive force and possess the temperature-dependent magnetization curve of a paramagnetic substance with a very large moment. Bean calls this superpara-magnetism. All of these kinds of behavior are observable in alloys consisting of a precipitate of ferromagnetic phase in a nonferromagnetic matrix. A progress report on the oil-shale and shale-oil processing research program at the U. s. Bureau of Mines Oil-Shale Demonstration Plant. Legislation providing for the program and aims are briefly noted. The remoteness and rugged nature of the terrain at the plant site are important factors in construction and operations. Large-scale units now in operation are the crushing plant and two 40-ton N-T-U retorts. These are described in detail. Under construction are several retorting pilot plants and a 200 bbl per day refinery. The refineiy incorporates several types of thermal operation, three-stage low-temperature acid treating, doctor sweetening and rerunning. Data are presented on typical N-T-U retort runs. Yields of 90 to loo pct of assay are realized on 30 gal to the ton shale with a retort cycle time of 18 hr. Data also are presented showing a comparison of a Mid-Continent petroleum and N-T-U shale oil. This comparison indicates that shale oil has a high pour point, low API gravity, and contains about 0.8 pct sulphur and 2 pct nitrogen. The naphtha fraction contains 3 pct tar acids, 9 pct tar bases and jo pct olefins. The problems involved in refining shale oil into usable products are discussed in detail. Introduction The Bureau of Mines oil-shale program now under way at Rifle, Colo., was begun in July 1944 under the provisions of the Synthetic Liquid Fuels Act, which was passed in the spring of that year under the sponsorship of Senator Joseph C. O'Ma-honey of Wyoming and Congressman Jennings Randolph of West Virginia, aided by Michael W. Straus, former Assistant Secretary of the Interior, and others. The oil-shale plant is only a part of the Office of Synthetic Liquid Fuels, Bureau of Mines, which has under way projects to develop synthetic liquid fuels from coal and other solid materials at Pittsburgh and Bruceton, Pa., Morgantown, W. Va., Louisiana, Mo., as well as the Petroleum and Oil-Shale Experiment Station at Laramie, Wyo., and the oil-shale demonstration plant at Rifle. The oil-shale program is entirely experimental. It is not intended that oil will be produced in great quantities. Production will be limited to the volume obtained from plant-scale experimental operations, which will be kept to the minimum size needed to develop techniques and processes and to demonstrate costs. After the passage of the enabling act in the summer of 1944 a survey of the oil-shale resources of the Nation was made to determine the most suitable general area in which to establish the demonstration plant. DIOXIDE of silicon, commonly called silica, is one of the greatest single constituents of modern in-dustry. It is brought most clearly to the mind when we consider the various kinds of sand and their rela-tion to industry. The major portion of.all sand is silica, and should be its principal component part in building materials. As an abrasive for cutting, polish-ing and sand-blasting, sand serves a vital purpose in many industries. Even lumber is now being sand-blasted, to cut away the softer grains of wood, leaving the harder grains in relief. The result not only in-creases the beauty of the wood, but adds to it an ap-pearance of antiquity. The common uses of silica in industry may be classified about as follows: Chemical industries-filtering medium; manufacture of carborundum; manufacture of water-glass. Paint-inert extender. Mineral fillers-wood filler; filler in rubber, hard rubber, pressed and molded goods, phonograph records.

THAT Colorado was producing oil and gas before the fields of the Mid-Continent were discovered is a fact too frequently overlooked. As early as 1862, oil was obtained in the Florence district (see Fig. 1) from seepages and shallow holes. The first well that could be regarded Fig. 1. as being truly commercial was drilled in this field in 1876. The field is now producing 100,000 bbl. per year, and is credited with a total production of approximately 11,000,000 bbl. The small field near Boulder, Boulder County, was opened in 1901; production has now practically ceased but the field is credited" with a total production of 610,000 bbl. Oil was discovered at Rangeley in 1901, and the field supports a small local refinery at the present time. The Field Meeting of the Chicago Section proved to be the most enjoyable meeting ever held by the Section. It took the form of a visit to the Northern Indiana Industrial District where the day was spent inspecting metallurgical plants in Indiana Harbor and East Chicago and in amusement at the Hammond Country Club. The weather was perfect and about 50 members and ladies attended the meeting. An inspection of the plant of the Inland Steel Co. occupied the morning. The plant was decorated in honor of the occasion and the company provided attractive souvenirs. It was noticed here that many of the ladies displayed an interest in the inspection and an understanding of the processes that would not have shamed professional metallurgists. While the members of the Section seemed to be most interested in the by-product coke ovens and the by-product recovery plant, the ladies enjoyed especially watching the snake-like antics of the red-hot rods in the wire mill. Leaving the steel plant, the Section enjoyed a ride through the district by automobile and arrived at the Hammond Country Club in time for lunch. In the afternoon some of the members inspected the plant of the International Lead Refining Co., at East Chicago, while the rest spent the time at the Country Club in golf, tennis, trap shooting, bridge and other amusements. During the dinner at the Hammond Country Club an informally organized male quartette led the singing in real college boy style. In the evening, E. E. Billow talked on the use of oil burners in metallurgical furnaces, Mr. MacDowell told of the present status of the Potash Industry and the Secretary told of some of the happenings at the Arizona Meeting. Mining any seam can seriously affect subsequent operations in coal seams both above and below the one being mined. The effect is often detrimental to the recovery, cost and safety of mining the subsequent seams. This paper describes the ground control mechanisms involved in mining through a passive subsided zone or all actively subsiding trough. Data were extracted from case studies, primarily from the Appalachia region, for construction of empirical models to predict interaction problems that can occur in overlying seams. Inner-burden thickness, innerburden lithology, percentage extraction, lower seam height, time and overburden were analyzed to determine their effect on upper seam damage. Magnitude of upper seam subsidence was incorporated, together with a broad classification of rock types, to predict the type and range of damage that can occur in the upper seam. Results are summarized in graphically and nomogram form for use in. engineering design.

MOST of the recent work to establish the mech-anism of creep in metals at high temperatures has utilized aluminum as the experimental material. It was thought desirable to initiate an investigation of a hexagonal close-packed metal, because of the relatively simple slip system, and compare the observed deformation characteristics with those that have been observed for the face-centerd cubic metals. High-purity magnesium was chosen for this purpose, first, because its strength and other mechanical properties are similar to those of aluminum in the same temperature range, and second, because the existing equipment was ideally suited to observe magnesium during creep. It is proposed in this paper to present a pictorial and qualitative account of the changes that high-purity magnesium undergoes during creep at 500°F. The characteristics of deformation of aluminum described below have been observed by various workers and accounts of these may be obtained from the papers of Chang and Grant.'- These characteristics are: slip, subgrain formation, grain boundary sliding and migration, fold formation, deformation bands, and kink bands. It is well known that in a flat magnesium specimen, slip on the basal plane (0001) in the [1120] direction results in the formation of straight bands on the surface of the specimen. Schmid and co-workers' have shown that this system is operative in the temperature range of -185" to 300°C (-300° to 572°F). They have also shown that a second system, slip on the pyramidal planes {1071} or {1012} in the [1120] direction, is operative at temperatures higher than 225°C (437°F). Between 225° and 300°C (437" to 572°F), therefore, deformation by both these systems is expected. Bakarian and Mathewson5 confirmed the occurrence of pyramidal slip on the {1011} plane and found that it resulted in irregular markings on the surfaces of their specimens. Burke and Hibbard6 obtained evidence of pyramidal slip in single crystals of magnesium deformed at room temperature. Bakarian and Mathewson5 suggested that the irregular appearance of these bands was due to slip on both of the pyramidal planes occurring simultaneously but in the same direction, the close angular relationship between the planes making this process possible. Furthermore, since neither of these planes is close enough to the basal plane, slip on the latter does not exhibit the irregular appearance of slip bands resulting from pyramidal slip. Experimental Procedure High-purity magnesium, supplied by the Dow Chemical Co., was used in these experiments. The analysis was as follows: Al, 0.0002 pct; Mn, 0.0018; Fe, 0.0024; Cu, 0.0002; Sn, 0.001; Ca, 0.01; Ni, 0.0003; Zn, 0.01; Pb, 0.0005; Si, 0.001; and Mg, 99.972. The magnesium was supplied in the form of 1/2 in. diam rods. The specimens had an overall length of 21/4 in., the round ends being threaded to fit the specimen holders. The previously round 3/16 in. diam gage section of the specimen had two parallel flats machined on opposite sides for microscopic observation, yielding a test zone having the dimensions of lx3/16x7/64 in. The specimens were electrolytically polished (without prior mechanical polishing of the machined flats), in a solution composed of 375 ml of ortho-phosphoric acid and 625 ml of ethyl alcohol.' The cathode was a stainless steel sheet bent so that the specimen was completely surrounded. The voltage for successful polishing was 1.5 v at 100 to 300 milli-amp current. Electropolishing for about 45 min sufficed to obtain a good metallographic surface on the specimens after they had been machined. The creep tests were performed under constant load, and two types of equipment were used. In the first, designed by Servi and Grant,V he specimens were beam-loaded, and a furnace could be lowered to surround the specimen. As the microstructural changes could not be observed during the course of the test, the tests had to be interrupted periodically by removing the specimen for microscopic examination. The second unit was a high temperature microscopy furnace designed by Chang and Grant.' The furnace was fitted with an optically flat quartz window having area dimensions 1.25x0.5 in., so that the whole test portion could be viewed through it at magnifications up to x240. The metallurgical microscope had three mutually perpendicular axes of motion, and, in addition, it was possible to measure angular displacements by rotation of the eyepiece. It was thus possible to make precise observations of the specimen during creep, and micrographs could be taken by attaching a camera to the eyepiece of the microscope. The utilization of casing-head gas in the manufacture of casing-head gasoline by both the absorption and the compression method is a most important factor in the conservation of our natural resources. Any industry connected with the oil business, in general, possesses particular attraction for a large number of people not conversant with its basic principles, for the reason that the large fortunes made in the production and utilization of petroleum and its products have been given undue prominence. The general impression of the public that enormous profits are to be realized in the casing-head gas industry with minimum expenditures of both capital and effort has, in a large measure, accounted for the phenomenal expansion of the industry in recent years and, likewise, has resulted in many mistakes and loss of investment funds. It is true that many installations have been very profitable, but such instances are always the result of careful planning, experienced judgment and conservative estimates. The inception and subsequent activity in the manufacture of casing-head gasoline, enabling the business to assume an important position in the petroleum industry, are of comparatively recent origin, as its greatest growth, particularly in Oklahoma, occurred during the years 1917 and 1918. Much information must yet be secured and systematized concerning the methods of manufacture of gasoline from high-yield casing-head gas, and a large field is still open for the application of accumulated experience and good engineering practice in devising better methods of extracting gasoline from casing-head gas of the poorer grades. The absorption process is coming into general use as a most efficient system of treating casing-head gas, and even so-called dry gas. In fact, there is a decided tendency toward the universal adoption of the absorption process as against compression methods. However, a general discussion of the relative merits of these two systems is not, within the scope of this article. Axial tensile, ring tensile, closed end burst, and free end burst tests were done at room tempe.vature and 300°C on three batches of Zircaloy-2 sheathing zuith different textures. Knoop hardness tests were also done on all batches. The mechanical properties of the tubes were largely dependent on the percentages of cold work, but were also markedly affected by the textures, particularly with respect to deformation behavio'r. The deformation behavior observed confirmed Picklesimer's predictions, zuhereas Knoop hardness results could be correlated with texture and yield strength anisotropy after the ,method of Wheeler and Ireland. From the mechanical properties, and from efjectiue strain values deterrlzined at the fractures using a photoqid technique, it zuas concluded that tubing witlz a single preferred orientation of radial basal poles best combines strength and ductility for any given deqee of cold work. THE mechanical properties required in collapsible Zircaloy-2 fuel sheathing for water-cooled power reactors are strength to resist wrinkling deformation by coolant pressure and ductility to accommodate a small amount of deformation in service without rupturing. Zircaloy-2 tubing during fabrication develops pre- ferred orientations of the a Zr grains due to aniso-tropic deformation behavior, and these textures markedly affect mechanical properties. Picklesimer' had predicted the deformation behavior of tubes with various textures, but the texture required to provide the optimum strength and ductility for a given degree of cold work has not been reported. To investigate this problem, tests at three transverse to axial stress ratios were done at room temperature and 300°C on three batches of Zircaloy-2 tubing covering a wide range of textures and percentages of residual cold work. The release of these data would benefit the mining industry as a whole. Particularly valuable would be the details of drilling programs that have been tested by actual mining operations, as most of the available published material is unsupported by production records. The scope of this paper is limited to a few of the commonest problems of interpreting diamond-drill core and sludge samples and the deviation of holes. It does not include the description of routine operations performed by the drillers, nor the estimation of ore reserves. The methods of calculating reserves have been described,25,26,31,32,50,65 but more informa- tion is needed on the results shown by actual mining operations. Core Sampling The accuracy of diamond-drill-hole Sampling depends in large measure on the percentage of core recovery. As a general rule, the longer the run, the poorer is the recovery. Although the longer runs allow cheaper drilling costs, the determining factor should be the percentage of recovery desired. The problem is one of balancing accuracy against costs. Holes of larger diameter may show improved recovery, except as Joralemon* points out that there are some conditions in which small holes give better core recovery than large holes. This is particularly true, he says; in rocks like shattered quartzite, where larger core tends to break in angular fragments and grind up, while the diameter of smaller core is less than the distance between joint planes and grinding is not so serious. In a large measure the length of the sample run should depend on the type of deposit. Favorable drilling may allow uniform sample runs of 5 ft., 10 ft., or perhaps 20 ft. In veins or beds of relatively narrow widths and changing characteristics, however, the ore zone may be overrun and ground in a core barrel full of waste rock. Generally it is desirable to break the sample at a change in the rock or ore. Such a change; often indicated by a color change in the sludge water, should be a a for the driller to make a "dry" block and to pull out that run regardless of the length. The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

Activity in the oil fields of the state was at a low ebb during the year because of the longest period of low prices that has yet prevailed, which has been detrimental to both the eastern and western sections of the state. Production for the state as a whole shows a drop of 209,192 bbl. during 1939, the total being 5,356,963 bbl. The loss is in the production of the western division, where a loss of approximately 300,000 bbl. more than offset a gain of approximately 100,000 bbl. in the eastern division. The loss in the western division can be attributed to decline in drilling activity due to the low prices prevailing, which were caused by flooding of the normal markcts with cheap Illinois crude. The gain in the eastern division is the result of repressuring operations begun in previous years and now showing results, and not to any renewed drilling activity. Gas development in western Kentucky during 1939 was of minor importance. In eastern Kentucky approximately 50 producing gas wells were drilled, which were sufficient for present market with excess reserves already developed. With the severe winter and additional industry load every gas well connected has been on line for the past three months. Although all demands are being met, development will be greatly increased during 1940 to meet depletion. From the geological point of view, the drilling activity in the western division developed additional information of benefit. Several wells on blocks of acreage assembled in previous years were drilled in the deeper parts of the Western Coal Basin—southern part of the Illinois Basin— giving for the first time accurate information about the Pennsylvanian and lower formations down to and through the Devonian.
