The Pueblo Viejo Mine, a 7, 250 mtpd (8,000 stpd) gold-silver cyanidation plant built by Rosario Dominicana S. A., was described in Volume I of this monograph. At the time of writing that volume, Pueblo Viejo had not yet gone on-stream and operating data or costs could not be presented. Since that time this information has been obtained and several interesting modifications and an expansion have been made to the plant. Because Pueblo Viejo is the largest open-pit gold mine in the world and one of the world's leading gold-silver operations with production of approximately 31 kg (1,000 oz) gold and 125 to 155 kg (4,000 to 5, 000 oz) silver per day, the authors have updated the previous data and flow sheet. The Dominican Government, which held a 4670 interest in Rosario Dominicana S. A., completed purchase of the mine to gain full control in 1979. Rosario Resources will continue to manage the mine, at least until the end of 1980. Gold was produced at Pueblo Viejo almost 500 years ago with initial production in the year 1505. Rosario Resources became interested in the property in 1969 and found surface oxidation had rendered the upper portion of the ore body amenable to direct cyanide treatment. The treatment of the underlying gold-bearing sulfide zone is still undergoing metallurgical studies. The ore is considered to be a laterite; and because there appeared to be few boulders in the ore zone, only a 400 m (16 in. ) square grizzly was initially installed ahead of the mills when the plant went on-stream in late 1974 at a design capacity of 7,250 mtpd (8,000 stpd). Operation also proved the ore to be harder than was originally anticipated. During 1967 a 1. 25 m by 1. 5 m (48 in. by 60 in. ) jaw crusher was installed to -feed the 1, 000 mt (1, 100 st) mill bin. Minus 200 mm (8 in.) crushed ore is fed directly to two 5.5 m by 1. 8 m (18 ft by 6 ft) semi-autogenous mills re-powered with 750 km (1,000 hp) motors and 50 mm (2 in.) grates. Each mill product is screened at 13 mm (1 /2 in.) by a vibrating screen. Screen oversize from each mill is combined on a single return belt equipped with a magnetic head pulley for grinding ball removal. The non-magnetic oversize is then split into two fractions for return to the primary mills. Originally, a minus 6 mm (1/4 in ) product was made on each screen and fed to a 300 kw (400 hp) 2.6 m by 3. 7 m (8-1/2 ft by 12 ft) regrind mill. PLATING iron with copper has received great attention from practical sand scientific men, but, aside from the deposit secured by immersion of iron in copper salts, by electro-plating, or by welding together thin sheets of iron and copper, these efforts have met with no success. Failure of these efforts, in the production of copper plating, has been due to the fact that the conditions normally and necessarily present in the plating operation are antagonistic to the production of copper-plated iron. In most, if not quite all of them, a bath of molten copper has been used. The-temperature of a molten copper bath is so high that the iron becomes oxidized before it can be immersed in the molten copper, and unless protective flux for the molten copper is used, the surface of the copper will become oxidized, and, in any event, the plated iron will oxidize immediately on its being withdrawn from the molten bath. I recently had the pleasure of visiting the works of The Metals Plating Co. at Elizabeth, N. J., where I witnessed the plating of iron sheets with copper by a new process.1 The plating metal is applied to the sheet in the form of a liquid mixture by means of rolls, such as inking rolls. The sheet, after being coated with the mixture, is automatically carried forward and deposited on a link-belt conveyor, which carries it through a furnace maintained at a. temperature well above that of molten copper. The basic principle involved in this method lies in the application of the plating metal to the sheet while the sheet is cold and then melting the metal in place on the sheet under conditions which are favorable to the formation of the plating.

THE solid nonmetallic inclusions present to some extent in all commercial steels have been variously designated. In early references they were usually called slag inclusions, and this terminology is still retained to some extent. On the premise that all nonmetallic matter produced in a metallurgical process is slag, this can be justified. We have come to think of slag, how- ever, in a more restricted sense, and calling these particles slag inclusions is further objectionable because it fosters the erroneous concept that they are actually incorporated portions of furnace slag. Rarely is this true. The term sonims (coined from solid nonmetallic impurities) was proposed many years ago but never came into common use. In general, the term non- metallic inclusions seems to be satisfactory and adequate. NATURE AND CONSTITUTION OF NONMETALLIC INCLUSIONS From the standpoint of origin, inclusions fall naturally into two classes: (1) those occurring as a result of reactions taking place in the body of molten or solidifying metal and (2) those resulting from mechanical incorporation of refractories or other materials with which molten steel comes in contact. The former are by far the more numerous and have been called indigenous, natural, or native inclusions. The latter are by their very nature sporadic in occurrence and have been called exogenous, accidental, adventitious, or foreign inclusions. They are often referred to as the "slag-stringer" type, though here also the material is not likely to be furnace slag. Substances Found in Inclusions. Nonmetallic inclusions are composed principally of oxides and sulfides but carbides and nitrides sometimes play an important role. In the case of indigenous inclusions the reactions by which these particles are precipitated from molten or solidifying steel may be caused by: (1) oxidation such as may occur during refining or during tapping and teeming, (2) deoxidation by added alloys, (3) change

THE large increase in the wages of mine workers makes it imperative that all factors tending to limit production per miner be eliminated, if possible. The trolley and storage-battery locomotive, mining machine, hoisting engine, mining system, etc. have increased the possible output per man. But this output is still limited by the capacity of the hoisting engine and cable and by the size of the mine car. The superiority of skip hoisting in metal mining is shown by its almost universal adoption. By varying the size of skip and the rope speed, any desired hoisting tonnage can be secured and, since only one kind of material is handled and breakage is unimportant, the loading of the skips can be easily and cheaply effected from bins into which the cars are dumped. The cars may then be designed to fit the conditions in the mine instead of being a compromise between hoisting and mining conditions, very likely suiting neither. In coal mines, the usual practice has been to hoist the car to the surface, either on platform or self-dumping cages. Of late years the number of skip-hoisting plants in coal mines has been rapidly increasing, but there is more or less inertia to overcome in establishing so radical a change in practice; also the earlier skip operations were not uniformly successful. As a result, it became evident that metal-mining practice would require radical modification before skip hoisting could be successfully used in coal mining.

INTRODUCTION The conventional way to program reservoir problems* for solution on the electric analyzer1 is one which concentrates the block units towards the inner radius of the prototype system being represented by the analog model. This is achieved by the device of considering block units of equal value radial resistance, leading to the consequences: (1) the ratio of the external to the internal radius of each block unit is a constant (i.e. r1/ri-l = constant a); (2) the external radius of the nth block unit is equal to the innermost radius of the system times the constant a raised to the nth power: (3) the capacitance of the block units increase by a factor of a2 going out radially from the innermost to the outermost boundaries of the system; (4) given n block units in the radial direction, the capacitance ratio of the outermost to the innermost block unit is a (2n-2); and (5) the vertical resistance of the block units decrease by a factor of a going out radially from the innermost to the outermost boundaries of the system, such that the ratio of the maximum to minimum vertical resistance is also given by the factor a(2n-2) PRESENT PROGRAMMING METHOD While this conventional way of programming problems is quite adequate for routine uses of the electric analyzer, it leads to difficulties in those cases where the inner radius of the prototype system (e.g., the well-bore) is small compared to the external radius (e.g.. the external reservoir boundary). To handle such a case by the conventional method would require either that a large value be selected for the constant a or that a large number n, of radial block units be chosen. In consequence, the capacitance and vertical resistance ratios become impossibly large, as will be evident from the relations given above. In any event, the size of the smallest and largest capacitors will always be limited by the size of commercially available components, and the analyzer itself will determine how many mesh points are available for radial block units. For example, it can be shown that if the maximum capacitance ratio which can be electrically handled is a factor of l04, the maximum external radius of the system which can be considered (assuming an internal wellbore radius of 0.25 ft is: It is thus seen that in direct consequence of having the inner wellbore radius small compared to the external radius, models extending beyond 30 to 40 ft are not possible when the capacitance ratio is limited to l04. (NB. A value of 10-9 farads can perhaps be taken as the minimum electrical capacitance possible if corrections for the capacitance of the lead wires are to be avoided. Values greater than 10-5 farads would require the use of unstable and inaccurate electrolytic capacitors). On the other hand, models extending out to 500 to 5,000 ft may be desired in single-well problems, and hence the need for a revised method of problem programming. * REVISED PROGRAMMING METHOD The revised method of programming is one which attempts to retain the desirable features of the conventional method (viz. concentration of block units towards the inner boundary, simplicity in computation, etc.) without having as a consequence that impossible capacitance and vertical resistance ratios will be required. The proportional limit of iron crystals in torsion is governed by the resolved shear stress in the most highly stressed slip systems, averaged around the specimen circumference, and does not obey a critical resolved shear stress law. Crystals of most orientations exhibit a stage of easy plastic deformation, akin to easy glide in tensile or shear specimens. Transient deformation, similar to that which occurs in single crystals of other materials, is also observed. THE torsional deformation of single crystals of magnesium (hcp) and aluminum (fcc) has been described recently by Choi et al.,&apos; especially with respect to the criterion for the orientation dependence of the onset of plastic flow in these materials. The purpose of this paper is to present results of torsion tests of iron single crystals and thus to extend this yield criterion to a bcc metal. In addition to considering the variation of proportional limit with crystal orientation, this paper also briefly treats work hardening, transient deformation, and the mechanism of plastic flow in iron. The effects of the method of surface polishing and the chemical purity of the iron have been investigated. STRESS DISTRIBUTION It is convenient to express the stress at any point of a cylindrical crystal stressed in torsion in terms of t0, which is the shear stress acting at the surface on a plane normal to the axis of the cylinder and in a direction tangential to the cylinder. This stress is given by To = 2T/pr3 [1] where T is the applied torque and r the specimen radius. The shear stress t, resolved in any chosen slip system is given in terms of 7, by1 Ts/TO = sin 0, cos d sin (0, -) + cos , sin d sin d - ) [2] where 0 and d are the angles between the specimen axis and the slip plane normal and slip direction, respectively; h is the angular circumferential position on the specimen at which t, is being determined, measured from an arbitrary reference plane which includes the axis;o and d are the angular coordinates of the projections of the slip plane normal and slip direction on a transverse section with respect to this same reference plane. Slip in iron occurs in a <1ll> direction on the {ll0}, (1121, and (123) planes, which together comprise 48 slip systems. A complete evaluation of the stress distribution in an iron crystal stressed in torsion would therefore require a calculation of Ts/T0 as a function of for 48 different slip systems. Fortunately Gough,&apos;who studied the behavior of iron crystals in alternating torsion, was able to simplify this problem considerably. He showed that it was sufficient to consider a kind of average slip plane for each slip direction, namely the mathematical plane of maximum resolved shear stress containing the slip direction considered. This simplifying approximation is possible because, for each slip direction, the active slip plane or planes lie very near this mathematical plane of maximum shear stress. Vogel and rick&apos; have critically reviewed the early work of Taylor and Elam,13 Taylor,14 and Fahrenhorst and schmid8 from which the identification of the above crystallographic planes as slip planes in the bcc lattice largely stems. While their criticism is clearly justified, their own results do little to clarify the issue. The role of cross slip (screw dislocations changing glide planes) is evidently so important in this case, as Read3 has suggested, that methods for deducing slip systems from observations of gross slip traces are inadequate, such traces commonly arising from complex dislocation motion. Thus the treatment given here involving the plane of maximum resolved shear stress seems a logical simplification especially in view of Gough&apos;s2 study of a iron. There is, however, an assumption built into the subsequent treatment the comparative validity of which is difficult to assess, namely, that slip in all slip systems in iron may be characterized by a common critical resolved shear stress. The shear stress 7, resolved in a slip direction defined by d andd, and on the plane of maximum shear stress containing this direction, is found by first maximizing 7s/70 with respect to either Oo or 4,. The slip plane coordinates are then eliminated by using the relation between 0, ,o and d, d, namely,

The mining methods adopted in Japanese mines are less known to the mining world than those of other countries, owing to the geographical remoteness, but they present many features of interest to mining engineers. The Ashio copper mine is at the town of Ashio, in Tochigiken, about 109 mi. (175 km.) from Tokyo by the Imperial Government railroad. The area of the concession owned by the Furukawa Mining Co. is 5000 acres (5023 ha.). The mine was formerly divided into three, viz. Hon-ean, Kotaki, and Tsudo, which are distant 3 mi. (4.8 km.) from each other as shown in Fig. 1. However, in 1914, when the writer was general manager, the three mining plants were amalgamated into one with the result of simplifying the working projects and increasing the operating efficiency. The mine was visited by the Institute party in November, 1911, when K. Inouye was the general manager. Shortly afterward, the writer was appointed manager, and, in 1915, he was succeeded by Dr. K. Asano. At the end of 1917, K. Kibe became general manager and, after two years, was succeeded by the present manager, I. Sugimoto. For some time Dr. J. Kojima was acting general manager. It is necdless to say that the gentlemen mentioned are all members of the Institute, as is also Baron T. Furukawa, president of the company. Since the discovery of the enormous masses, called "kajika" or "bullhead" deposits, which the writer has described elsewhere,&apos; the mining methods have been varied to meet the different conditions presented by these deposits. The Ashio Ore The country rock of this mine consists of the middle Chichibian slate and quartzite into which has been intruded a post-Tertiary plagio-liparite neck more than 2 mi. in diameter, in the shape of an inverted cone which narrows downward to a relatively small diameter in depth.

"In 1899 the American Refining and Smelting Company obtained control of the East Helena Smelter, and have added improvements from time to time.The plant is four miles east of Helena, on the Northern Pacific and Great Northern railroads, with hourly street car service from Helena.Electric power is obtained from Canyon Ferry dam, twelve miles east on the Missouri river, and about 800 h-p. is used in the blowing engines, crushing machinery, cranes and locomotives.Besides the Montana ores convenient to the above railroads, a large part of the ore supply comes from the Coeur d'Alene district, Idaho, and is mainly lead ore and concentrates.A modern automatic sampling mill, with Vezin samplers and a capacity of 50 tons per hour, was completed in 1912.Three blast furnaces, each 48 inches by 136 inches, are now in continuous operation, and the monthly production of silver-lead bullion is six thousand tons.A part of the ore roasting is done in Godfrey furnaces, in connection with the Huntington-Heberlein process, 12 pots being in use, with a capacity of 300 tons per day.Four Dwight-Lloyd sintering furnaces, each 42 inches by 264 inches, and a smaller experimental machine, with a combined capacity of 440 tons per day, are in steady operation, and are successfully roasting ore as well as sintering flue dust. These machines are in great favor and results are being carefully watched.Three bag houses are used in connection with the 1,800 brick flue chamber, and each bag house contains 1,260 cotton bags, each 18 inches in diameter by 30 feet long, suspended on vertical roads. The product saved by the bags contains about 50 per cent lead and is retreated in the blast furnace after sintering.About 450 men are employed."

INTRODUCTION Deformations and failure of rock masses in elopes, foundations or tunnels can be caused by water pressures. On the other hand, deformations of a rock mass affect the flow of water (and hence water pressures) by changing joint apertures. Including the coupling between flow and deformation effects is therefore important both in assessing the stability and deformation of a rock mass and in determining the amount of seepage taking place through it. The model that will be presented hare treats the coupling of the flow and deformation behavior of a rock mass. Deformations are modeled using the Rigid Block Method (Distinct Element Method) (Cundall, 19741, that is by assuming that the rock mass is composed of rigid blocks with deformable contact points. Flow is modeled by recognizing its discontinuous features, as occuring in a system of interconnected conduits formed by the joints. The program can also deal with problems involving free-surface flow. Example problems involving representations of rock masses are presented. Coupled flow modeling of interconnected conduits should be contrasted to equivalent-continuum models on the one hand and to pipe network models on the other hand. Continuous models substitute an anisotropically permeable continuum for the discrete flow that occurs in rock joints. Pipe or parallel plates represent the other extreme of existing models; they account for the discontinuous character of the flow problem, but cannot model rock mass deformation and failure. The coupled rigid block-flow model can eliminate most of these restrictions. These notes are based on observations made while on a recent trip through the West, for the purpose of studying the practical operation of the ball-mill. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received: While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1808. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.l This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-day practice, the chief differences being that the mechanical construction has been improved in the modern types. Crushing Action of Ball-mill The action of the balls and the principles of crushing have been studied by several investigators.2 Their conclusions are confirmed by results obtained by the writer in experimenting with a small machine built at

There are two methods employed in the development of oil pools. The older and dominant method is one in which the primary object is the protection of the underground deposit from drainage through competing wells, and considerations of efficiency of extraction and cost of production are subordinated thereto. The newer and less prevalent method is one in which maximum efficiency and minimum cost are the first objectives and developments to these ends may proceed undisturbed by the exigencies of competitive drainage. The second method has developed mainly in pools under single ownership and the term "unit operation" has come to be applied to this procedure. A single ownership, however, is not essential to the method, for unity of operation may be achieved by agreement under split ownership, or even by a concert of enlightened purpose. There are examples of unit operation where neither the ownership nor the management is a unit, but merely where unity of procedure has been attained, as in the Yates pool. Throughout this paper "unit operation" is used in its broad sense without implying sole ownership or single management, although unit operation is more conveniently attained where these conditions are present. It is evident, upon reflection, that the second method should yield results far superior to the first, for the work of exploitation can be conducted without extraneous considerations and the natural forces present in the oil reservoir can be utilized to maximum advantage. Experience has amply confirmed this conclusion and were the facts widely known and appreciated, the efforts to extend the applications of the principle of unitization would be greatly intensified. Competitive Development of Oil Pools It has come about that the vast majority of oil pools, or reservoirs, in the United States are subdivided by numerous surface tracts under separate ownerships. This condition arises from the prevalent practice in the oil business of acquiring prospective acreage in checkerboard spreads. In Bulletin J 1, recently published by the Traylor Engineering and Manufacturing Co., it is stated that the largest jaw crusher ever built has a jaw opening of 66 in. by 86 in. and weighs 680,000 1b. It is said to be in successful operation and has a capacity of 490 tons per hour crushed to 12-in. size; 415 tons per hour crushed to 10-in. size; 330 tons per hour crushed to 8-in. size. The same company, in its Bulletin G 3, gives a diagram showing the percentage of a crushed product which will pass through screens of different sizes of perforation from a machine adjusted to a certain size screen. This diagram is reprinted below for the information of our members and the following notes apply to it. A HUNDRED years have passed since Wöhler made the first few particles of aluminum by decompos-ing aluminum chloride with potassium. In 1854 Deville used sodium to decompose the double chloride of aluminum and sodium, but even various subsequent improvements of the process, especially by Castner, did not sufficiently decrease the cost of the metal to bring it into general use. In 1862 Monckton proposed to reduce Al O? with carbon by the aid of the electric current, but the efforts of the Cowles brothers to do so were not successful and in 1884 they turned to making aluminum alloys by electrolysis. At about the same time Hall in America and Heroult in France success-fully worked out the technology of dissolving A12O3 in fused cryolite and electrolyzing the bath. It is hard to realize that forty years ago the annual production of aluminum was only 30 to 40 tons per year and the price of the metal thirty times what it is today. Great strides in decreasing the cost of production, improving the quality of the metal, and increasing the output have been made in the lifetime of middle-aged men. The large consumption of electrical energy in the form of direct current makes it necessary to locate aluminum-producing plants near waterfalls, to avoid transmission losses. Norway with its abundant water-falls is therefore a logical place for the development of aluminum production, even though it is necessary to import the bauxite, which is the raw material of the process. It was foreigners who first started the aluminum in-dustry of Norway and the first two plants were built by the British Aluminium Co. in 1906 to 1908; one at Vigeland near Kristiansand, and the other at Stavan-gerfjord in Nordfjord. These two plants are still oper-ating and producing over 3000 tons a year. When the plant at Vigeland is enlarged the production of the company will be more than 4000 tons a year.

SINCE I have written of the varied work of pre- paring the ores, I will now write of the various methods of smelting them. Although those who bum, roast and calcinea the ore, take from it something which is mixed or combined with the metals ; and those who crush it with stamps take away much ; and those who wash, screen and sort it, take away still more; yet they cannot remove all which conceals the metal from the eye and renders it crude and unformed. Wherefore smelting is necessary, for by this means earths, solidified juices, and stones are separated from the metals so that they obtain their proper colour and become pure, and may be of great use to mankind in many ways. When the ore is smelted, those things which were mixed with the metal before it was melted are driven forth, because the metal is perfected by fire in this manner. Since metalliferous ores differ greatly amongst themselves, first as to the metals which they contain, then as to the quantity of the metal which is in them, and then by the fact that some are rapidly melted by fire and others slowly, there are, therefore, many methods of smelting. New Granada, or, as it is known to its people, the Republic of Colombia, occupies the northwest corner of South America, and includes the Isthmus of Panama. Although it is one of our nearest neighbors, so little is known about it in the United States that the following notes regarding it, flowing from a year&apos;s professional residence, may be timely. It is bounded on the north by the Caribbean Sea and Costa Rica, on the east by Venezuela and Brazil, on the south by Brazil and Ecuador, and on the west by the Pacific Ocean. Its extreme geographical limits are from 2&apos; South latitude to 12&apos; North latitude, and from 69 to 78&apos; East longitude. In size, therefore, it is roughly 1000 miles from north to south, and 600 miles from east to west. After many political convulsions and revolutions, and a somewhat checkered history, the country consists to-day of nine departments, Panama, Bolivar, Magdalena, Cauca, Santander, Antioquia, Tolima, Boyaca and Cundinamarca. The stress to cause a permanent micros train of 2 x 10-6 in. per in. (defined as the microscopic yield stress) in beryllium is found to be very sensitive to surface condition. The initiation of plastic flow in as-machined specimens, which contain a high density of twins and large residual compressive stresses to a depth of about 0.010 in. from the surface, occurs by the nucleation of slip from high stress fields around twin tips in the surface layers. Removal of the damaged surface layers by chemical polishing results in an appreciable increase in the microscopic yield stress, which is attributed to the remoual of stress raising twins rather than to the release of residual stresses. IT is well known that the macroscopic mechanical properties of beryllium are very sensitive to the nature of its surface finish. Matthews and coworkers1 have shown that the tensile strength of rolled beryllium sheet can be considerably enhanced by chemical polishing, presumably due to the removal of the high concentration of notches, twins, and large residual compressive stresses normally found in the surface layers of ground specimens. There was no similar effect of surface condition on the macroscopic yield stress (the stress to produce 0.2 pct strain), a point to which we shall return. To date there have been no extensive studies on the effect of surface condition on the microstrain region of beryllium. Recent measurements2 of the stress to cause a permanent microstrain of the order of 10-6 in. per in. on machined hot pressed QMV beryllium, gave values ranging from about 600 to 3500 psi. Reasons for the considerable scatter in the results were not discussed. In this paper, we wish to show that the microstrain region of polycrystalline beryllium is, in fact, very sensitive to surface condition. The stress to cause a permanent strain of 2 x 10-6 in. per in. which for convenience we will refer to as the microscopic yield stress, can be increased by almost a factor of 2 by minimizing the amount of surface damage. The variation of microscopic yield stress is attributed to the presence of twins in the surface layers, rather than to residual compressive stresses. EXPERIMENTAL PROCEDURE The starting material for this investigation was commercial purity hot pressed QMV beryllium, with an average grain size of about 20 . The effects of surface treatment were assessed by comparing the microstructure with residual stress measurements and microstrain properties. Specimens were prepared for metallographic examination by wet grinding with 240, 400, and 600 papers, followed by polishing with a suspension of fine alumina in warm 20 pct oxalic acid. After this treatment, the surface could be examined, either in the unetched condition with polarized light, or after etching in 2 pct hydrofluoric or boiling 20 pct oxalic acid with normal light. Thin films of beryllium suitable for electron transmission study were prepared from bulk specimens by chemical polishing with hydrofluoric and phosphoric acids, and were examined in an RCA-EMU-3 electron microscope. Residual stress measurements were made by a procedure similar to that of Treuting and Read.3 Specimens 4.0 in. by 0.625 in. by 0.080 in. were prepared by three different machining procedures, namely: turning, grinding, and sawing, in order to introduce different levels of residual stresses. An electrical resistance strain gage was attached to one side of the specimen, and that surface was then protected by an acid-resistant enamel, while the opposite surface was removed by etching approximately one thousandth of an inch at a time. The change in specimen curvature in the longitudinal direction was noted and the residual stress was calculated by the following formula:

THE purpose of any accident-prevention program is the curtailment or entire elimination of injuries and fatalities. It is a job that is never finished in the coal-mining industry. Day by day, on shift and off shift, men are exposed to injury and death in varying numbers. Seldom is it possible to lock up at the end of the shift and leave a mine plant in the care of a sleepy watchman, as can be done at most manufacturing plants. Even on off shifts there are maintenance and supply crews, coal cutters, pumpers and ventilation men exposed to danger. The prevention program of The Koppers Coal Co. recognizes two primary facts: First, no program can be successful without the full support of the management and complete knowledge of the job at hand on the part of every supervisor. Second, and equally important, is the full cooperation of every employee in observing the safety rules and practices set up by the management. Conscious day-to-day concern for his safety by the indi-vidual worker is the longest stride toward a good safety experience. How to accomplish the education of the individual worker and super-visor for safety is the problem of The Koppers Coal Co. as it is the problem of all coal companies.

Y.-I should like to ask Mr. Neale how the members of the production committees at the individual mines, who came from the mine workers themselves, were chosen or appointed; also from what classes of employees they usually came? J. B. NEALE.-In the union fields, they were chosen by a local. In the non-union fields, they were chosen either by the men in mass meeting or by the company officials. The last way was very unsatisfactory because it gave the men an opportunity to say that they were going to be passed upon as to whether they were slackers or not, by men chosen by the company. When they were chosen by the locals or at mass meetings of the workers, the appointments have been very much more satisfactory. R. D. HALL, ? New York, N. Y.-The matter of inefficiency on the part of the operator is one that I think we may well take into account, because there is a very large inefficiency on the part of the coal operator; it has arisen from reasons almost beyond his control and will continue for these same reasons. It is no use arguing a moral responsibility on the part of the operator, when you make efficiency very largely a loss to the operator who puts it in force. If you ask a man working on a clay wage to work with more efficiency. he says, "Well, I may do it or I may not," it all depends how he feels, but he does not lose anything financially by not working hard. If you ask the man who is working by the ton to put out more tons, he makes a profit by putting out more tons. How is it with the operator? If he gives a man all the cars he needs and all the power he needs, if he runs after his working men and waits on them, he does not get his coal out any cheaper than before.. He gives the man a better chance and there is more efficiency, but at the same time he has increased his expenses all along the line. At the end of the year he finds that his profits have been less than if he had had less efficiency. The efficiency is really against him in many ways. Because he gets a larger tonnage, he reduces the overhead to a certain extent; but hiss tonnage may not be any greater because he may work fewer days. As Mr. Taylor remarked some tine ago, supposing he puts in a machine that is very much more effective than any he had before, he has the same scale; the miner gets out more coal, but he himself does not get any benefit out of it because he has a scale fixed, so much per ton.
