This paper describes a series of experiments leading to the development of a method for leaching the mixed ores of the Inspiration Consolidated Copper Co., containing chalcocite and silicates of copper, by the use of solutions acidified with sulfuric acid and carrying ferric sulfate. Iron is added to the solutions and ferric iron is regenerated electrolytically to a percentage high enough to act as an effcient solvent. The decreased yield is partly compensated for by a higher current density. An important problem in modern copper metallurgy, particularly in the Southwest, has been to obtain good recoveries from what are commonly known as mixed ores; that is ores in which the copper occurs partly as oxide and partly as sulfide compounds. The dividing line between mixed ores and ores commonly accepted as concentrating is not definite. In other words, much ore now being concentrated carries considerable copper in non-sulfide form, on which recoveries are not so good as on ores carrying less of these constituents. While treatment by concentration may be commercially profitable on ores carrying oxide copper within certain limits, there are large deposits for which the application of concentration could not be considered, and yet which have not been considered amenable to leaching because they carried too much sulfide. The Inspiration Consolidated Copper Co. has large amounts of such mixed ores, and this paper is an account of the experimental work by which a method was developed for their treatment, and for which a large plant is now being erected by the Inspiration Co. It is not claimed that the method is a general solution of the problem of mixed-ore treatment but it is apparently well adapted for leaching the ores of the Inspiration Co., for which it was designed. The work done has covered preliminary laboratory and test-plant investigation, and a pilot-plant run, extending from March to the middle of December, 1923. Thoroughly consistent and satisfactory results were obtained continuously for more than six months in the pilot plant; and it is believed that the results and probable costs that can be had on a large scale have been definitely proved. The method, however, was designed for local conditions; and while the basic principles are general, there are ores on which it will not work and other ores for which considerable modification may be required.

WHAT DOES "MAGNETIC" MEAN? The word magnetic has several meanings. When used, as it usually is, without qualification one is often unable to tell which meaning is intended. 1. A body is magnetic which has power to attract iron magnetically. Such is a lodestone or magnet, either permanent or not. This is an active sense or meaning in that the body itself does the attracting or is .magnetic. 2. A body is magnetic which may be made to attract iron magnetically, as the iron core of an electro-magnet when not magnetized by the current. This is a potentially active meaning, the body being capable of becoming a magnet. 3. A body is magnetic which has the property of being. attracted by a magnet magnetically. Such are iron, cobalt, nickel, magnetic oxide of iron, magnetic alloys, etc. This is a passive meaning, the attracting being done by the actively magnetic body. With these three meanings to choose from, one must usually make a guess based on previous knowledge as to which is the right one. Would it

The displacement of a wetting fluid from a porous medium by a non-wetting fluid (drainage) is now reasonably well understood. A complete explanation has yet to be found for the analogous case of a wetting fluid being spontaneously imbibed and the non-wetting phase displaced (imbibition). During the displacement of oil or gas by water in a water-wet sand, the porous medium ordinarily imbibes water. The amount of oil recovered, the cost of recovery and the production history seem then to be controlled mainly by pore geometry. The influence of pore geometry is reflected in drainage and imbibition capillary-pressure curves and relative permeability curves. Relative permeability curves for a particular consolidated sand show that at any given saturation the permeability to oil during imbibition is smaller than during drainage. ' Low imbibition permeabilities suggest that the non-wetting phase, oil or gas, is gradually trapped by the advancing water. This paper describes a mathematical image (model) of consolidated porous rock based on the concept of the trapping of the non-wetting phase during the imbibition process. The following items have been derived from the model. 1. A direct relation between the relative permeability characteristics during imbibition and those observed during drainage. 2. A theoretical limit for the fractional amount of oil or gas recoverable by imbibition. 3. An expression for the resistivity index which can be used in connection with the formula for wetting-phase relative permeability to check the consistency of the model. 4. The Iimits of flow performance for a given rock dictated by complete wetting by either oil or water. 5. The factors controlling oil recovery by imbibition in the presence of free gas. The complexity of a porous medium is such that drastic simplifications must be introduced to obtain a model amenable to mathematical treatment. Many parameters have been introduced by others in Iprogressing" from the parallel-capillary model to the randomly interconnected capillary models independently proposed by Wyllie and Gardner3 and Marshall4. To these a further complication must be added since an imbibition model must trap part of the non-wetting phase during imbibition of the wetting phase. Like so many of the previously introduced complications, this fluid-block was introduced to make the model performance fit the observed imbibition flow behavior. THE IMBIBITION MODEL ASSUMPTIONS The following assumptions are common to many two-phase models previously described. 1. The wetting characteristics of the medium are clearly defined. 2. When two fluids co-exist in the medium, the wetting phase will fill the smaller pores and the non-wetting fluid the bigger ones. 3. The pores have a circular cross section. 4. The liquid surface tension of copper-nickel ad copper-nickel-titanium-carbon alloys and the wettability of titanium caybyde by these alloys have been measuhed. It was found that the surface tensions of the binary copper-nickel alloys Lie on a smooth curve between the end members, copper and nickel. The addition of small amounts of titanium and carbon has nO effect on the surface tensions of copper-nickel alloys. Small additions of nickel to copper significantly reduce the contact angle of Ike alloy with titanium carbide. From a Gibbs treatment, nickel is shown to be adsorbed at the titanium carbide-alloy interface. X HE microstructure of two-phase materials has been shown to be influenced largely by the interfacial energies between the phases present.' , In systems prepared by powder metallurgy techniques and densi-fied in the presence of liquid phase, a precise analysis of microstructure and interfacial energy relationships requires a knowledge of the solid-solid interface energies and liquid-solid interface energies. However, marly metal-nonmetal systems are characterized by the "sweating" of the liquid during sintering, and in these systems wettability is a principal consideration. The wetting in turn is dictated by the various interface energies of the system, as shown in Fig. 1 for a liquid drop formed on a solid substrate. The equation which expresses the vectorial balance of surface forces in the horizontal plane, at the point of contact, A, is given by: where ssv = solid-vapor interface energy sSL = solid-liquid interface energy sLV= liquid-vapor interface energy 6 = contact angle measured through the liquid phase. The angle and the surface tension, slv, can be measured accurately by the sessile drop method.3, The absolute value of the surface energy of the solid cannot be determined by this method, but with reasonable changes in the composition of the liquid only, the value of ssv can be considered constant. The changes in contact angle, then, can be attributed to changes in sSL and sLV and since sLV can be measured, the changes in sSL can be determined. Several studies have indicated that the surface and bulk properties of solid alloys can be correlated with electronic structure. The catalytic activity of copper-nickel alloys was reported to follow the dband vacancies in these alloys.5 Nickel has been considered to have 0.6 holes per atom in the d-band. The addition of copper to nickel is thought to bring about a filling of the d-band of nickel, since each copper atom contributes one electron. Thus, at an atomic concentration of 60 Cu-40 Ni (62 wt pct Cu-38 wt pct Ni) the d-band is believed to be full, and magnetic measurements support this view.6 If the electronic structure is influencing a property of the alloy, this property should show some sort of discontinuity as the composition changes from one side of the 60 Cu-40 Ni composition to the other. Since the catalytic activity can be considered as a surface property of the alloy, it is logical to assume that other surface properties, such as surface tension, may also be influenced by electronic structure. The suggestion has been made that there is a correlation between the solid titanium carbide-liquid Cu-Ni alloy interfacial energy and d-band filling.7 One purpose of this investigation was to determine if the changes taking place in the electronic structure with compositional changes in the solid copper-nickel alloys were reflected in the surface tension values of the liquid alloys. Such a change, if present, would lend support to the suggestion that one can refer to discrete energy bands in the liquid state. Other purposes of the present study were to investigate in detail the wettability in the system copper-nickel-titanium carbide, and to discuss the possible processes which take place during wetting in this system.

Mine fires are always dangerous and are frequently accompanied by loss of life during the period of confusion which is apt to follow their discovery. In metal mines, fires may result from the accidental ignition of combustible material, or they may be of spontaneous origin resulting from the rapid decomposition of sulphide. They occur frequently enough to demonstrate the need of some special equipment and a general plan for controlling them, in addition to measures for their prevention. Nearly all the large copper mines have had fires, and the methods of fighting them have been well described in recent papers, notably by C. L. Berrien,1 R. E. Tally,2 and others in discussion. The Copper Queen mine has many shafts, which are connected by underground workings. The deeper parts are ventilated by fans, but in the shallower portions natural ventilation through numerous connecting raises or shafts is sufficient. There have been several fires in the past few years, of which all are extinguished but one, which is under control. These notes cover particularly the preparations that are being made to check a new fire, partially or temporarily, and to facilitate the escape of workmen in the interval before a definite plan of fighting it can be established. A fire may occur in a shaft or station, or in some working farther away. In case of fire in an upcast shaft, the gas would escape to the surface and the immediate result would probably not be dangerous to workmen, as they could escape by other shafts. In a downcast shaft, however, the gas would be distributed very rapidly throughout a large portion of the mine, and men might easily be trapped and asphyxiated. A fire in mine workings, drift, raise, or stope, would be dangerous in a degree, but the draft there is likely to be less strong than in a shaft and probably a smaller area would be invaded by the fire gases. Slate is a fine-grained rock that has a more or less perfect natural cleavage, permitting it to be split readily into thin, smooth sheets. According to a definition established by the American Society for Testing Materials, slate is "a microgranular crystalline rock derived from argillaceous sediments by regional metamorphism and characterized by a perfect cleavage entirely independent of original bedding, which cleavage has been induced by pressure within the earth." Origin and Character Slates have originated from sedimentary deposits consisting largely of clay. Such materials were carried by streams and deposited in seas or lakes in successive horizontal beds. Other materials such as calcium carbonate, sand, or gravel may have been deposited over the clays, and the pressure of these superimposed materials gradually consolidated the materials below into bedded deposits of shale. Shale is a stratified rock formed by recrystallization of the clay plus adsorbed potash into the mica, sericite. Shale has neither the strength nor the splitting properties of slate since the mica is fine and the flakes unoriented, and the quartz grains do not interlock. Many shales, however, have been subjected to intense metamorphism. Mountain-building forces ever at work in the earth's crust may crumple, squeeze, and fold the shales. At the same time, accompanying high pressures and temperatures changed the original minerals into mica, interlocking quartz, or chlorite. Both mica and chlorite consist of minute tabular sheets or flakes with perfect cleavage. The intense pressure and movement tend to orient these flakes in parallel positions normal to the direction of pressure. The parallelism of the flakes results in the tendency to split with ease in one direction, which has been termed "slaty cleavage," and which is the outstanding characteristic of slate. Actually, the cleavage is through the cleavages of the individual micaceous plates. The original bedding of the slate is often folded and contorted, and the slaty cleavage commonly cuts across it at sharp angles. Composition MINERALOGICAL COMPOSITION The most abundant mineral in most slates is white mica (sericite), a hydrous silicate of potash and aluminum. It is present in very small flakes recognizable only with a microscope. Small grains of quartz (silicon dioxide) are also abundant and are regularly distributed among the mica flakes. The mica-like mineral, chlorite, is usually present in considerable quantities. Chlorites are of several kinds, the more common being hydrous silicates of aluminum and iron or magnesium. Other common minerals present in small quantities are rutile, clay, hematite, pyrite, carbonaceous matter, feldspar, zircon, tourmaline, calcite, dolomite, and siderite. The general range of the chief constituents is about as follows: Sericite, 38 to 40; quartz, 31 to 45; chlorite, 6 to 18; hematite, 3 to 6; and rutile, 1 to 1 ½ pct. CHEMICAL COMPOSITION Results of many analyses indicate that clays, shales, and slates differ little in chemical composition. The changes that take place during metamorphism are confined largely to rearrangement of the elements into new minerals with accompanying changes in physical properties such as hardness and cleavage. A NEW preparation plant has been put in operation to treat coal from the recently opened Concord mine, located about 15 miles west of Birmingham, Ala., by the Tennessee Coal, Iron & Railroad Co., a U. S. Steel subsidiary. The mine produces metallurgical grade coking coal from the American seam for use as coke in the company's blast furnaces at the Fairfield and Enseley works. The capacity of the operation is 1000 tons of run-of-mine per hr, approximately half of which is delivered to the by-product coke plant at Fairfield after beneficiation to metallurgical grade. The remaining portion of the mine run is rock and refuse removed during preparation. No boiler coal or other fuels are produced by this mine.

CANANEA has long been recognized as a remarkable field for geologic study. The copper deposits and rocks of the district have been described by many geologists and engineers, but only the most general correlations have been made between Cananea sedimentary rocks and other known sedimentary sections in the southwestern United States and northern Mexico. The present paper describes the Cananea sediments in greater detail than has been done before and attempts to fit the Cananea sedimentary section more closely into the geologic time table. The lack of well-preserved fossils has made it difficult to date the sediments accurately in geo- logic time, but it is possible to make tentative correlations between the Cananea sediments and the southeastern Arizona sections, based largely upon lithology and general position in the geologic column. It appears that sedimentation at Cananea and Bisbee may have been closely similar during Paleozoic time. Even such generalized correlations, however, may be subject to considerable modification in the future. The present study has led to the recognition of other problems of age and mineralization relationships in the Cananea district. Cananea is located in the north-central part of the state of Sonora, Mexico, at an elevation of 5270 ft. It is about 135 miles northeast of Hermosillo, the state capital, and 25 miles south of the international boundary. By road Cananea is 40 miles from the twin towns of Naco, Ariz., and Naco, Sonora, and about 50 miles from Bisbee, Ariz. It is served by the Nogales-Naco branch of the railroad, F.C. Pacifico, and is connected with Chihuahua and Mexico City by the Aeronaves airline.

The paper read by Mr. George J. Snelus, in 1894, before the Iron and Steel Institute of Great Britain* so fully and ably described the Walrand-Leghisel process that there remains very little to add beyond recording some changes in practice, made since that date, and observed by the writer last summer, at several continental works, and the further fact that the process has now been for some time in successful operation in this country. Briefiy stated, the Walrand-LegBnisel process is an addition to the Bessemer operation, with the object of obtaining quiet and more fluid steel, and consequently sound castings and ingots. This is achieved by adding ferro-silicon at approximately the time of flame-drop in the ordinary Bessemer operation, and making an after-blow. A theoretical solution is given for the energy that is radiated outward when either a cylindrical or spherical cavity located underground in a uniform stress field is suddenly created or enlarged. The method of derivation shows that the stress field in the solid rock surrounding the opening does work on the rock because of elastic displacements that result when the size of the cavity is increased. The amount of this work is sufficient to account for both the increase in the strain energy in the rock surrounding the opening and the seismic energy that radiates outward. Thus, the source of the radiant seismic energy is mainly the gravitational potential energy and not the strain energy stored in the rock. The amount of the radiant seismic energy is directly proportional to the volume of the rock removed from the opening or relieved of stress. Seismic energies from rockbursts are compared with earthquake energies. Also, the amount of gravitational potential energy released by underground explosions is calculated and found to be small compared to the seismic energy generated by the detonation of the explosive. A review of the early literature on rockbursts shows that a number of investigators calculated the amount of energy released by rockbursts. 1-5 However, none of these papers give the formula used to make these calculations or a reference to the derivation of any formulas. The general impression that one obtains from these early papers is that the main source of the seismic energy released by rock-burst is the strain energy stored in the rock before it is fractured. However, a few of the early papers appear to have considered the solid rock at a distance from the mine opening as a possible source of the seismic energy. Recently Black and starfield7 gave a theoretical solution for the strain energy in a stressed plate with and without a circular hole. Also, Press and Archambeau8 gave the theoretical solution for the seismic energy released when a spherical cavity is created in rock subjected to a three-dimensional stress field. Both of the above theoretical papers start with the condition of no opening and calculate the strain energy before and after the opening is suddenly formed. Neither of these papers appear to have calculated the work done by the applied stress field as the cavity is enlarged. The rockburst problem associated with deep mining is concerned with the failure of the solid rock surrounding an underground opening. Therefore, it seems appropriate to consider theoretically the problem of suddenly enlarging the size of an existing opening. The purpose of this paper is to present the theoretical solution for the energy that is available for release as seismic energy when an underground circular tunnel or spherical cavity is suddenly enlarged in diameter. To keep the mathematics as simple as possible, a uniform radial applied stress field is assumed and the rock is assumed to be isotropic, homogeneous and perfectly elastic.

The possibility of using a semiconductor, metal, semiconductor structure as a light detector is discussed. A brief theoretical argument is presented which predicts that this structure should have pho-toresponse characteristics similur to those of a metal-semiconductor diode, but with the magnitude of the current increased by a transistor gain factor. Measurements made at low frequencies on a particulur S-M-S device agree u~th this prediction aizd shoul that significant gain factors are attainable. The current gain is substantially higher than that predicted for the metal base transistor. It is proposed that the operation of these units is more closely approxinzated by the metal-gate model which predicts higher current gains. A qualitative discussion of its high-frequency performance indicates that detection of light modulated at microwave frequencies by a S-M-S deuice is possible. ADVANCES in the technology of chemical vapor deposition'-4 have made it possible to form a S-M-S structure consisting of a thin metallic layer sandwiched between layers of single-crystal semiconductor. It has been proposed5-7 that, if the metal layer is made sufficiently thin, this structure could be used in an amplifier having several advantages over presently available transistors including higher-frequency performance. Calculations8 predict that the maximum gain-bandwidth product is nearly an order of magnitude higher than that of a bipolar transistor having the same geometry. Maximum oscillating frequencies in the microwave range are predicted. Electrical measurements made on S-M-S devices have shown that, although the theoretical frequency characteristics are not presently attainable, current and power gain is obtained. Another possible application of the S-M-S structure is its use in a light detector. This structure is a three-layer relative of the metal-semiconductor diode. Light detection using M-S diodes is the subject of considerable present interest. They are known to have a short response time and the ability to detect light having a photon energy below the semiconductor bandgap. In this paper, the mechanism by which S-M-S photocurrent is generated is discussed. An expression is derived which shows that the response characteristics are similar to those of a M-S diode, but that the magnitude of the current is increased due to the transistorlike behavior of the device. The results of low-frequency response measurements on a particular S-M-S structure are presented. These agree with the theoretical predictions and show that significant gain factors are attainable. A qualitative discussion of the high-frequency characteristics is presented which predicts that detection of light at microwave frequencies by a S-M-S device is possible. THEORY In this discussion, the photocurrent, iT, measured across terminals attached to the semiconductor emitter and collector layers is related to the current pho-toemitted from the metal base layer. The latter will be referred to as the primary photocurrent. The behavior of the primary photocurrent is determined by the characteristics of the two metal-semiconductor diodes. The diode photoemission is illustrated in Fig. 1, which shows the emitter and collector potential barriers. The metal thickness has been greatly exaggerated. As will be discussed later, the actual barrier shape can be much more complex, but this diagram illustrates the essential features of the photoemission process. The compression texture of iodide titanium is determined and found to consist of a [0001] texture rotated 15° to 30° from the axis of compression. As the amount of reduction increases, the angle of rotation decreases. The 0001 rotation showed a slight preference for a <1010> rotation axis. RECENT investigation of the cold rolled texture of titanium&apos; has shown this metal to exhibit a new type of rolling texture. This texture can best be described as a (0001) [10i0] with the 0001 planes rotated approximately 30" to the transverse direction around a <10i0> rotation axis. Rather good results in explaining the cold rolled texture have been obtained by other workers&apos; by examination of the tension and compression textures. No information was found giving the tension texture of titanium. Generally the tension texture of a hexagonal close-packed metal is identical with its wire texture. The drawn texture of titanium has been investigatedh nd has been found to be predominately [10?0]. Since this is the common tension texture of hexagonal metals of low c/a ratio, the explanation of the difference between the rolling texture of titanium and the rolling texture of other hexagonal metals is not indicated by examination of the tension texture. Therefore, the compression texture of titanium should be particularly important in the explanation of the unusual transverse rotation of the 0001 planes found in the cold rolled texture. The compression texture of titanium was examined by Yen.",&apos; His results showed titanium to exhibit the usual [0001] texture up to 85 pct reduction. At higher reduction a double texture appeared in which the 0001 planes were rotated from 10" to 30" from the plane of compression. This change in the compression texture seemed unusual since the tendency for hexagonal close-packed metals is to approach the [0001] texture as the idea compression texture. Mechanical twinning generally occurs over a considerable range of reductions beginning at a rather low reduction. The samples used by Yen in his investigations were prepared by two methods. Compression in a testing machine was used up to a reduction of 85 pct. Compression by compression rolling was used at higher reductions. Since the change in texture occurred at the same reduction as the change in the method of compression, a connection between the two seemed likely. To check this possibility and to locate the position of the change in texture definitely, if it was found to exist, the compression texture of titanium was re-examined. We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

The Library belonging to the Institute is now administered as part of that of the United Engineering Society, the members of the Library Committee representing the Institute on the Library Board of the United Engineering Society. The main collection now consists of 115,900 books, 3680 pamphlets, 5811 maps, and 4402 searches, making a total of 129,793, a net gain of 7701 within the year. There is in addition a lending collection of 1004 volumes and one of duplicates amounting to 11,310. The library grows steadily both by gift and purchase. The cataloging is now substantially current covering 124,100 items represented by 362,145 cards. There are many rare and notable books, especially those relating to early engineering. It is truly a great treasure house of knowledge. While no severe effort is made to record all visitors the books showed 23,470 to have used the Library in 1928. In addition 5102 telephone requests for information were answered, 202 searches and 196 translations made and 34,964 photo prints furnished. The service department is maintained by small fees which cover the cost. The total amount appropriated for operating expense for the year was $46,300, of which $8,240.02 was furnished by the Institute, $5,399.45 being derived as income from the Douglas Library Fund and the remainder from current receipts. Within the year a slight change was made in the method of meeting the expenses of the Library, a flat charge of $5,000 per year being made against each of the four Founder Societies and this being supplemented by a surcharge based upon membership. The effect of this has been for the present to decrease slightly the amount that the Institute would otherwise need to pay. Placing in one collection all the books of the four societies greatly increases the number of books accessible to the members of each and opening the Library to the public is an important factor in keeping the tax exemption privilege enjoyed for the building. The Director and Staff of the Library make every effort not only to accommodate those who come in person to consult the collection but members resident elsewhere who communicate by letter or wire. The facilities of the Library are truly available to all.

A bean placed at the bottom of tubing in flowing wells is not a new idea. In fact, a device which in effect was a bottom bean was patented prior to 1890 by John D. Rockefeller. Because of the limited use of the bottom bean, prior to 1922, when it was installed in a few wells in the Santa Fe Springs field, California, the knowledge of the results of its operation is very meager. Since then various oil operators have experimented with bottom beans, but most of the records of the results obtained by their use are unavailable. For the past year or two, more attention has been directed to this method of producing wells; the theory and best means of application have been studied, and accurate records maintained. In theory, the use of bottom beans in flowing or gas-lift wells should secure certain advantageous results. With the exception of flow friction of the tubing and flow lines, there is no back-pressure held on the rising column of fluid. Thus severe beaning is possible with no danger of killing the well by too heavy a fluid column, a condition that often exists when a surface bean is used. The whole energy of the gas expanding to atmospheric pressure is utilized to lift the fluid in the well. The same effect is obtained when flowing a well through open tubing or casing. In using a surface bean this energy of expanding gas is wasted into the flow lines beyond the bean, because the fluid has reached the surface by the time the restriction is reached and the work of the gas performed. The bottom bean affords an efficient use of the expanding force of gas, utilizing less gas to raise the same amount of oil, hence allowing for lower gas-oil ratios. The flow restriction being at the entrance to the flow string, a more uniform mixture of gas and oil enters the tubing and a steadier backpressure is held on the well. The uniform mixture and high velocity attained while flowing through the bean, which is above the critical velocity required to suspend a spray condition of gas and oil, prevent slippage of gas, surging and heading with its resultant strain on the casing. The advantageous conditions allow positive control of production in gas-lift wells within limits set by the bean size and amount of input gas; and probably help to prevent sanding up of a well and the coning

Book Review MAN-TO-MAN: THE STORY OF INDUSTRIAL DEMOCRACY. By John Leitch, Phila¬delphia, Pa. The B. C. Forbes Publishing Co., New York, 1919, 2.19 pp., 7 1/2 X 5 in. $2.00. "Man to Man" is a short, well-written, well-printed, easy to read and very interesting hook. It is an account of a method introduced into more than twenty industrial plants to give the workers a share in managing their own troubles. It is not a panacea for labor troubles and strikes, but neither have existed where the new method has been tried. The scheme is, in a word, to organize the working force like the government, having a cabinet composed of the executives, a senate composed of foremen, and a house composed of men elected by fellow workers from all departments. This governing machinery takes up all complaints of workers, investigates, reports, and settles. The increased profits due to economy and increased production from this cooperation are divided 50-50 between the company and the men. Experience has shown that, since inattention, tardiness, irregularity, and inefficiency tend to reduce their profits, all men very quickly, after once convinced of the sincerity of the management in their scheme of cooperation, eliminate them because it is for their personal profit. Astonishing results have been attained, including higher wages, greater output, lower unit costs, great reduction in labor turnover, elimination of waste, an increased loyalty and a waiting list of employees even in periods of labor shortage. Profit sharing as such and stock ownership as a benefit to industrial relations are discussed briefly and illuminatingly, although they are not believed by the author to he the best way to bring about the human relation between those who work,for and those who work with money. The author is not against unions but does not believe the union is the best medium for improving industrial relationship. The look is nowhere dogmatic but is always forceful and convincing and, being well written, is very entertaining. It is doubtful if "Industrial Democracy" is the right expression for the solution of the problem but certainly anything that will place on the shoulders of labor some of the responsibility of industry and will increase production is tine much-to-be-desired desideratum. It is a. contribution to the solution of our biggest problem and should be read by everyone who employs men and who has been worried by the labor turnover. P. E. B.

These properties, owned by Mr. William A. Butcher, of Philadelphia, are in the Panuco Mountain, which lies about thirty miles southwest of the town of Candela. It is a granite which penetrates the surrounding limestones and contains the famous copper-mine to which it gives its name. This mine, which is the property of a company in Philadelphia, has long been known to produce gold as well as copper from almost all its parts; and in corroboration of this be it said, that the undersigned has washed gold from a number of places where the works of the mine or natural sections had exposed the decomposed granite to view in the state of kaolin. It is well known that these junction- or contact-planes between two different formations are often the lodging-places of much freemilling gold, which through fissures are sometimes carried long distances perpendicular to the strata and into the interior of the formation. The structure of the Panuco Mountain, with its outlying spurs and adjacent foot-hills, forms a most instructive and unusual study. At a rough guess the area covered by this mountain will equal, perhaps, twenty-five to thirty square miles ; but its singular feature is the intimate welding together of two formations into one topographical unit. The lines of division between the granite and the calcareous sandstone are of such complicated character that they could not be mapped on a small scale. Unlike the majority of such contacts, the divisions between formations are not always marked in the Panuco Mountain by gulches, valleys, and streams (or the dry beds of the latter), but in the portion of the mountain which lies south of the Panuco copper mine, the lines of junction of these formations cross the gulches and promontories, and, in some instances, cannot be traced by any such topographical features. A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court&apos;s Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress&apos; calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation&apos;s oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool.
