DEVELOPMENT of the cement industry in Mexico began some 40 years ago. It has gradually reached great importance in the economic life of the country and has contributed greatly to the technical and economical advances which have been so noteworthy, particularly during the last 15 years. From a modest start, the industry now comprises 18 cement-producing plants having a potential annual capacity of approximately 14 million bbl. About half the plants were built and equipped with secondhand machinery during the last world war when no new machinery could be procured. They will hardly attain full production before being modernized and reconditioned, a job now under way in several of the plants. At present, the yearly consumption is only about 8 to 9 million bbl but is steadily increasing. This is only a fraction of the cement consumed in the U.S.A., which is about 250 million bbl per year, although on the basis of consumption per capita per year, the figure is 1/3 bbl for Mexico and 1 2/3 bbl for the U.S.A. Cement consumption in Mexico is well above the average of all other Latin American countries, with the exception of the Argentine, and considering the potentialities and undeveloped riches of Mexico, the road construction and irrigation works, it is fair to assume that the Mexican cement industry will still prosper and expand in spite of temporary setbacks in the future caused by local events of economic or political nature. Portland cement is manufactured by burning a mixture of raw materials, one of which is mainly composed of calcium carbonates and the other of aluminum silicates. The most typical materials answering this description are limestone and clay, both of which occur in Mexico in many varieties. To be usable for cement manufacture limestone should contain at least 77 to 80 pct calcium carbonate. Lower grade limestone can be used for cement manufacture only if the lime content is increased by the beneficiation process, which has not yet been adopted by the Mexican cement industry. Most of the limestone used by Mexican cement plants has a calcium carbonate content of 90 to 95 pct and therefore requires addition of one or several correction materials. A typical composition of raw mix for cement manufacture is 85 pct limestone and 15 pct shale, clay or volcanic materials. Occasionally it is necessary to add a smaller amount of sand or other siliceous material to increase the silica ratio in the raw mix. Likewise, it is sometimes necessary to add 1 or 2 pct iron ore to facilitate fusion in the kiln and to obtain proper relation between alumina and iron oxide. After calcining and

Lunt, York, Montana* :—Two years ago I visited the region described by Mr. Jennings and assisted in the examination of a somewhat similar group of deposits in the White Mesa sandstone on the Navajo Indian Reservation, 125 miles north of Flagstaff and 50 miles east of the Kaibab plateau. There, the Triassic red sandstone is less than 200 ft. thick, and is overlain by a stratum from 200 to 250 ft. thick of white sandstone, which gives the name of " White Mesa" to that locality. The white sandstone shows all phases of crossbedding in great complexity, and evidently marks a period of oscillation and subsidence of the water, or an elevation of the land, at the close of a geological epoch. The prevailing color is white or gray, but occasionally it is red. In structure, it is composed of well-worn grains of quartzsand, from which most of the cementing material has been leached out, leaving it soft and friable. Possibly the cement was ferruginous, as is indicated by occasional traces of red color. The copper-deposits consist of a replacement of the cement of one particular cross-bedded stratum of the sandstone by chrysocolla, having also at times various quantities of tenorite in grains or masses. Some specimens of the ore contain as much as 32 per cent. of copper. Generally the copper-deposits are a few hundred cubic feet in size, and no strict line of demarcation is shown between them and the surrounding sandstone, the bluish-green color of the chrysocolla gradually fading into the white of the sandstone. The ore is apparently associated with small vertical crevices or fissures. Some of the deposits show a distinct vein-structure, while others do not. The origin of the ore is not very clear. In the manufacture of charcoal-blooms, washing or cleansing of the ore from adhering gangue has been practiced for many years. A sluice-box is even to-day used for that purpose in the Southern Appalachian Mountains. For the Lake Champlain bloomaries hard magnetic ores are crushed with stamps and then sluiced or jigged in hand-jigs. The stamps used in the Lake Champlain region are of the most primitive kind. They consist of a trip-hammer, dropping on a perforated cast-iron plate, through which the crushed ore escapes. Only friable rock can thus be successfully treated. To render the raw ore friable, a calcining or burning in piles on a bed of cordwood is resorted to. An expense of 35 cents per ton of crude rock treated is thus incurred. The crushed ore is shovelled or otherwise fed into jigs without previous sizing, except such as is incidental to crushing through the perforated bottom of the stamping-machine. In jigging this ore, it is allowed to pass through the bedding into the "hutch." The tailings are scraped off and wasted. They contain a large percentage of fine ore. In many instances, this is regained by subsequent sluicing. Such was the condition of the industry, when the writer's attention was first called to it in 1882. No attempt had been made to introduce into thiS branch of ore-dressing the notable improvements adopted in concentrating the ores of other metals. The result of the writer's investigations was the building in 1882 of the "Crown Point Separator." At the Crown Point Mines, N. Y., lean ore unfit for the blastfurnace (containing less than 331/3 per cent. of iron), was concentrated and used in the bloomary connected with the mines. The ore was burned here as elsewhere, and treated as described. The plant designed by the writer for Crown Point, is nearly a counterpart of that since erected by Messrs. Copeland and Bacon, contractors, for the Theal mine, Putnam County, New York, which is illustrated by the accompanying plate. The only difference is in

From earliest recorded times, limestone has been employed in the industrial life of peoples of all sections of the world where it exists. It is widely distributed and therefore has been available in almost every country and has been employed for a variety of purposes. Its earliest use was for buildings, since it is more easily quarried and dressed than most other kinds of rocks and so could be utilized by early inhabitants, poorly equipped with tools. The next use was in the manufacture of lime, which was employed by the ancients in mortar. These two uses of limestone are still all important, but they have been overshadowed in scores of regions by literally hundreds of new applications for raw limestone or products made from it. Anyone familiar with modern manufacturing processes can quickly call to mind many industries in which limestones are essential, and new uses are continually coming to notice. Any enumeration would probably be incomplete and soon out of date. Origin of Limestone Disregarding details and unusual types concerning which often there is insufficient evidence and considerable difference of opinion, limestones have been formed by the precipitation of calcium carbonate from solution through the action of organisms, both plants and animals, or in a limited number of instances by chemical reactions without the intervention of living forms. Some of the organisms extracted the calcareous material in order to build up hard structures, either as bony skeletons or as coverings (clams, snails, etc.), whereas others in their life functions emitted substances that resulted in the precipitation of the soluble constituents outside the organisms themselves. In some instances the organisms utilized only calcium carbonate but in some cases other compounds as well were precipitated. Various materials have been found in the hard parts of animals, and for that reason it is almost impossible to find a pure natural limestone; that is, one composed entirely of CaCO3.

EVERY English-speaking mining, engineer or geologist knows that some terms used by his profession are not rigid but vary regionally; for example: what is called a vein by some, is called a lode by others and is known as a reef to their Australian colleagues. There are parallels in, the German language. Since, in addition, the meaning of some words may change considerably in 450 years-and other words may disappear completely-and not only the terminology but the concepts of a science are subject to drastic changes over such a long period of time, translating the Bergbüchlein posed some interesting problems. Old German texts and glossaries such as C. T. Delius' Anleitung zu der Bergbaukunst (1773), Minerophilus' Neues and Curieuses Bergwercks-Lexicon (1730), and H. Veith's Deutsches Bergwörterbuch (1871) proved useful sources of information when defini¬tions of obscure terms were needed. The task of translating was made even more challenging by the author's personality. As Ulrich Rülein von Kalbe was primarily a physician, his information must have been mostly secondhand. Since the nomenclature of the miners of Saxony, where he gathered his material on silver ores, undoubtedly varied from that of the German miners in Hungary, for instance, who probably supplied him with data on gold ores, it is not astonishing that he is not consistent in his use of some expressions. To give an example: there is every indication that Flöz and schwebender Gang (see footnote p. 21) are used interchangeably in spite of his occasional disapproval of such usage. It is obvious that he was an educated man with a questing and active mind and, although he apologizes-not wholly sincerely, one might suspect-for the simple

Chlorination behaviors of pure iron and manganese oxides were investigated by combining a thermogravimetric analysis (TGA) technique with batch-boat roasting followed by leaching. Ferrous and manganous oxides could be chlorinated readily, but, in the absence of a reductant, the higher oxides of both iron and manganese were dificult to chlorinate. Thermogravimetric analysis curves were drawn to illustrate the complexities of the reactions, and the possible mechanisms were discussed. Then three manganif-erous materials from the Cuyuna Range of Minnesota were treated by a process involving the selective chlorination of manganese followed by leaching. The results were interpreted in the light of the chlorination mechanisms observed on the pure iron and manganese oxides. One of the unsolved problems challenging Minnesota's mining industry is the development of an economic process to utilize the manganiferous iron ores of the Cuyuna Range. Although these ores constitute one of the major domestic reserves of manganese (estimated at 432 million tons'), their grade is too low for them to be mined solely for manganese. The nearly exclusive dependence of the U.S. steelmaking industry on foreign manganese ores has stimulated research over the years in treating the low-grade Cuyuna ores. As a result, a number of processes have been proposed.'-' Among these processes is chlorination. Chlorination is the high-temperature conversion of metallic oxides to chlorides by either chlorine or hydrogen chloride gas, or by solid chlorides of sodium, calcium, or magnesium. The metallic chlorides are then recovered by either vaporization or leaching. Although chlorination is an old art, it has become popular in recent years for the recovery of such new metals as titanium, zirconium, and niobium; for the removal of impurities like copper, lead, and zinc from pyrite cinder for ironmaking raw materials;' and for the segregation roasting of coppera and nickel' ores. The chlorination processes proposed for manganifer-ous iron ores have been relatively few (hydrogen chloride chloridization-leaching, hydrogen chloride and calcium chloride chloridization-volatilization,' and chlo-rination-selective condensation6), due presumably to the economics and to the corrosion problems involved. Previous work on the principles of comminution has shown: (I) that the surface produced is proportional to work input (Rittinger law,1a-3); (2) that there is regularity to the weight distribution of the fragments according to size.4-10 In this paper it is brought out that the surface on the fragments is distributed in definite and simple relation to size. The experimental work has involved: I. Construction of an apparatus capable of measuring the surface of mineral fragments independently of the chemical composition of the fragments and independently of the site of the surface; 2. Refining the methods available for measurement of particle size; 3. Designing and building a crusher capable of operating on very small quantities of mineral, if necessary on single crystals, and in such fashion as to minimize handling losses of material. Complete experiments have been carried out with massive quartz and individual quartz crystals. partial experiments, lacking surface measurements, have been made with glass spheres, galena, sphalerite, fluo-rite, salt and coal. Introduction The existence of regularity in weight distribution with size was noted many years ago, especially by A. 0. Gates;' the subject was also studied in detail by one of us.6 In the latter paper it was shown that rocks can be divided into two classes: homogeneous rocks, which show no preferential breaking, and heterogeneous rocks, which show preferential breaking at the grain size of the rock. It was shown, furthermore, that the fragments obtained by rupturing a homogeneous rock occur (in the fine range) in such abundance as to permit the writing of a relatively simple equation to relate the weight retained on a screen to the screen opening. With screens of which the openings are in constant ratio, the weight retained, w, is related to the screen size x by the equation w = Cxm [I] In this equation C and m are experimental constants. A plot of weight retained against particle size is a straight line of slope m if the scales for x and w are both logarithmic. In the fine range, the slopes of the size-distribution graphs plotted according to the method described above vary within a limited range. An inspection of a number of size-distribution data by various experimenters indicates that the slope very seldom exceeds 1.0, but is usually greater than 0.7. More recently, schuhmann8 proposed a method of charting that has so many advantages of its own that it has been used primarily in this work. THE most outstanding property of ammonia liquors, used in the ammonia leaching process is their very limited ability to dissolve all compounds present in reduced ore except nickel and cobalt. Although they do have such a high degree of purity, even the smallest amounts of impurities contaminate the precipitate of basic nickel carbonate that may be obtained from pregnant liquors by straight distillation. Figures have been given in a separate paper regarding the extent of such contamination. The product of straight distillation is likely to contain small amounts of Fe, Mn, MgO and SiO2 as well as some sulphate and sulphide. The sulphur can be readily eliminated by calcination of the product at the proper temperature and MgO and SiO2 by reduction and melting of the metal with a suitable flux. After such treatment the metal is relatively pure, and the iron and manganese content will be very small. The cobalt content, however, may vary considerably, depending upon the ore treated. The metal obtained from pure true garni-erite ores usually has only a small cobalt content of less than 1 pct. Metal obtained from medium grade iron-rich nickel ores may show cobalt values from 2 to 3 pct, and the alloy obtained from laterite is likely to contain as much as 10 pct cobalt. By proper treatment a good deal of cobalt may be recovered from lateritic nickeliferous iron ores, and cobalt will become the major constituent of the pregnant liquor if asbolan ores or similar products are treated. The pregnant liquor of "run of mine" nickel ores may have a pinkish shade, indicating the presence of cobalt. It is evident that from such liquors the metals should be recovered separately. Even if cobalt is present in only very small amounts, it would probably be economically justifiable to recover both metals as pure as possible if a suitable process could be devised. The author has made investigations along this line and has patented some processes adapted to the treatment of this type of solutions. Selective Dissolution of Nickel from Basic Nickel Carbonate Containing Some Cobalt: Basic nickel carbonate obtained from true garnierite ores by straight distillation of the pregnant liquors, always contains some cobalt as well as the normal impurities. In. order to improve the quality of the nickel product and to recover most of the cobalt, the following process has been devised. By using liquors with a low CO2 to NH3 ratio, nickel can be redis-solved preferentially to cobalt. It is not a sharp and clean separation but a selective one, for the bulk of the nickel may be redissolved with a small amount of cobalt, and a small residue may hold the bulk of the cobalt. The greatly increased cobalt content of the residue is indicated by a pronounced olive green color, in contrast with the light green color of pure basic nickel carbonate. The following example is given from Dutch patent No. 52788, Klasse 40a. 43 granted June 17, 1942: The original precipitate contained about 0.55 pct cobalt calculated on total nickel + cobalt. Eight hundred and fifty grams of the basic nickel carbonate were redissolved in leach liquor containing 7.12 pct NH3 and 2.12 pct CO2. The weight of the dry residue was about 3.5 pct of the original weight. By analysis it was found that the residue contained: Fe 1.93 pct, Co 6.01 pct, Ni 34.87 pct and also a certain amount of silica. The clear filtered blue liquor was distilled and the precipitate of basic nickel carbonate from this analyzed: Fe 0.008 pct, Co 0.0146 pct, Ni 42.37 pct. It is obvious that this product is considerably more pure, since calculation shows that about 94 pct of the original cobalt remained in the residue. Cobalt and nickel can be recovered by further

The Department (formerly called State) of Tolima, which is beginning to attract considerable attention in this country on account of its mineral wealth, comprises an area of 18,415 square miles, lying between latitude 1" 34' 25" and 5" 44' 12/" N. and between longitude 74" 25' 45" and 76" 34, 25" W. from Greenwich. It is bounded on the north by the Department of Antioquia, on the east by the Departments of Cundinnmarca and Cauca, and on the south and west by the Department of Cauca. It is the most recently created of the States of Colombia, having been established by decree of April 12th, 1861, and being composed of the old provinces of Mariquita and Neiva, and of the districts Melgar, Carmen, Cunday and Santa Rosa, of Tequendama.

The fundamental reasons underlying the choicc of a method of mining a coal seam are safety of operation, cheapness of producing the coal and the character of the product as a saleable article. From the standpoint of safety, open or strip coal mining is always preferable, as many of the dangers inherent to underground work are absent, such as explosions of gas and dust, falls of roof and coal, and also to a great extent those due to haulage and the use of explosives, thus eliminating three of the chief causes of accident from which about 75 per cent. of the underground accidents in coal mines occur. The conditions under which coal is stripped also make the work much safer than ordinary quarry work, as the depth of the pit is usually comparatively small. Prom the standpoint of low mining cost, there is much misapprehension and many of the costs given are misleading in that they do not take into account such items as the destruction of the surface for future use, the full cost of the removal of the overburden, depreciation, amortization, coal depletion, loss of time through floods and from bad weather in winter, etc. Coal is no doubt often put on the cars at less cost by stripping than by underground mining, but by no means always so, as is too generally assumed. In some cases coal must be obtained by stripping or not at all, because the small amount of overburden renders underground mining impossible.

THE fundamental reasons underlying the choice of a method of mining a coal seam are safety of operation, cheapness of producing the product and the character of the product as a saleable article. From the standpoint of safety, open or strip coal mining is always preferable, as many of the dangers inherent to underground work are absent, such as explosions of gas and dust, falls of roof and coal, and also to a great extent those due to haulage and the use of explosives, thus eliminating three of the chief causes of accident from which about 75 per cent. of the underground accidents in coal mines occur. The conditions under which coal is stripped also make the work much safer than ordinary quarry work, as the depth. of the pit is usually comparatively slight. From the standpoint of low mining cost, there is much misapprehension and many of the costs given are misleading in that they do not take into account such items as the destruction of the surface for future use, the full cost of the removal of the overburden, depreciation, amortization, coal depletion, loss of time through floods and from bad weather in winter, etc. Coal is no doubt often put on the cars at less cost by stripping than by underground mining, but by no means always so, as is too generally assumed. In some cases coal must be obtained by stripping or not at all, due to the small amount of overburden that renders underground mining impossible.

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

THE Achotla mill of the Cia. Minera de Pe[n]oles is of special interest in that it is one of the few still employing the chloridization process. The ore milled comes from the Suriana mine and consists of both oxide and sulphide, from neither of which can the gold or silver be extracted by a simple cyanide treatment. The mill was built in 1927, after several years of study in the development of the process1, and operated from December of that year until October 1930. Operations were resumed in February 1935, and have been continuous since, treating approximately 5000 tons per month, while the mine is getting up to full tonnage of 6500 tons per month. Transportation Of Supplies The property is in Guerrero, Mexico, some 175 km. by airline southwest of Mexico City. The mill site is at Temisco (Fig. I), 8 km. from the Balsas River and 4.8 km. by aerial tram from the mine. At Temisco are the general office, shops, warehouses and laboratory serving both mine and mill. Here sufficient water is available either from a small creek running through the property or from the Balsas River, also convenient and ample storage space for the tailings. With the exception of the mine timber and a few native building materials which may be obtained locally, all supplies for both mine and mill are brought down the Balsas River from Balsas, the terminal of a Mexican National Railway line out of Mexico City. The method of transportation on the river is interesting. Rapids with very fast water are numerous, prohibiting the use of mechanically propelled boats. Those used resemble large, flat-bottomed rowboats some 22 ft. long by 8 ft. wide (Fig. 2). They are manned by two oarsmen sitting in the bow, each handling one large oar, and usually another man in the stern who, with his oar, assists in steering the boat, especially when the rapids are run. From 3 to 7 tons of freight are carried on each boat, depending upon the stage of the water, which governs also the time

For the first time in the history of shaft sinking, the concept of mid-shaft loading has been used. By making use of available hoisting capacity during drilling periods, development work on underground hoist chambers and ore-pass and ventilation by-pass systems at Vaal Reefs South gold mine is being done simultaneously with sinking. This factor, together with the unusual configuration and design of the twin-shaft system at Vaal Reefs South, and the use of raise borers in the installation of ore-pass and ventilation by-pass systems, will mean that the shaft will be commissioned at least a year earlier than would have been possible had conventional methods been used. The possibilities of mid-shaft loading in reducing the time normally taken by shaft service development were recognized by Anglo American Corp. consulting engineers and Shaft Sinkers Pty. Ltd., the company which is sinking both shafts at Vaal Reefs.

Aim of Rock-Crushing Experiments THE aim of the laboratory experiments described in this paper was twofold: 1. To measure as accurately, as possible the maximum amount of crushing that can be effected by 1 hp. acting for 24 hr., by the two proposed methods for measuring the amount of crushing, namely: (a) by Rittinger's method; (b) by Stadler's method, based on Kick's law. 2. To show, if possible, that by one of these methods, the amount of crushing produced by 1 hp. in 24 hr. is a constant amount throughout a wide range in the diameter of the piece crushed, and that by the other method, the amount of crushing is a variable quantity over the same range of diameter; or else show that neither of the proposed methods for measuring the amount of crushing indicates a fixed relation between power and crushing and consequently a new method for computing this amount will have to be found to permit the establishment of a law of crushing. Experimental Methods Testing machines, calorimetric methods and commercial. types of rock-crushing machines were considered with reference to their value for measuring power used in crushing. The following electrically driven crushing machines, installed and available in the McGill Ore-dressing Laboratory and which had been used in previous rock-crushing tests, on the whole seemed especially suited to the investigation: (1) Comet "A" crusher; (2) 7 by 9-in. Dodge crusher; (3) 10 by 16-in. rolls. In later tests a 3 ½ -ft. Huntington mill was used.
