The mines of the country are called upon to bear a very large part of the enormous taxes to be raised for 1917 and later years. The Internal Revenue Bureau, which is charged with the assessment and collection of these taxes, desires that the taxation laws shall be administered in a fair and business-like way. The application to mines, however, which have wasting assets, involves questions of particular complication and difficulty. To meet this situation, there has been established in. the Income Tax Branch, a Section of Mine Valuation in which these specific problems of the industry will be handled by competent engineers. But it is realized that something more than this is required for the satisfactory application of the tax laws to the mines, namely, as complete understanding as possible between the Government and the taxpayer, a spirit of cooperation as between the two and every possible assistance and advice from mine owners and mining engineers.

A recent research study performed under US Bureau of Mines Contract No. J0199088 "Modular Irrigation Equipment for Reclaimed Strip Mined Lands" investigated the feasibility of irrigation as a reclamation tool in the arid and semi-arid regions of the Western United States. Review of mined land characteristics, evaluation of irrigation systems, and assistance from the mining industry resulted in the design of two strategies for the implementation of reclamation irrigation using solid set systems. It is not the intent of this paper to suggest the generalizations made on the basis of a six state area can extend to the design of an irrigation system for a specific mine site. The purpose is to present two irrigation strategies that may be implemented with solid set irrigation in this six state area. The reader should note that the following is the result of research and, therefore, original concepts were presented. The ultimate validity of these concepts will be determined by future field tests.

A continuous on-line particle-size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 µ) to 20 w are discussed in detail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from both a practical and a theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

The allocation of miners to teams, and of teams to production faces, is complicated by the high degree of absenteism of miners in Belgium. Therefore, the exact knowledge of who is actually present at the beginning of a shift and of the exact skills of those present, enables the foremen and mine captains to constitute their teams before all men go down into the mine in the most effective way possible. This paper describes the system of attendance recording and of displays which the foremen use to constitute their teams and/or to interrogate the personnel data base in order to do so. It shows how the foremen dialogue with the computer, to change the function of a miner within a team, to another team, or the function of a team as a whole. The implementation of the system, data bases, and data communication equipment and procedures, is described. The benefits obtained are presented for each level of the company: foremen and team supervisors, engineers, mine management.

Microcrystalline silica has been mined in Illinois from the Clear Creek Formation since the turn of the century, especially in the area around Tamms in Alexander County, in the southernmost part of the state. This silica is consumed mainly by the abrasives and coatings industries, but is also sought after for many filler/extender uses. Production has grown with the economy with several new applications overshadowing traditional markets in recent years. Many of these applications are directly or indirectly related to energy saving factors. As a result of the "energy crisis" and "resin crunch," fillers have received a great deal of renewed attention as a desirable way of stretching the available resin supplies. With feedstocks in short supply and shortages existing in the entire petrochemical industry, the use of bulk materials to improve and extend existing resin is becoming an every increasingly important facet of plastics and coatings technology. Silica is the choise of fillers in applications where inertness, hardness, and low absorption are necessary characteristics. Microcrystalline silica has the additional advantage of being relatively easy to grind because the crude ore is a friable rock composed of tiny crystallites, many less than 0.1 u in diameter. Grinding represents a significant energy input in the production of silica flours. With energy costs increasing rapidly, comparable grades of silica flour made from microcrystalline silica have advanced less in price and it is expected this trend will continue in favor of the microcrystalline silica.

Within the last ten years Kentucky has become celebrated for its low-sulfur bituminous coals. Prior to this time, many investigators had discnvered the abundance of this coal but the fact was unknown to the general public until the last extension of Kentucky's mountain railroads' was completed. The coals of. Kentucky are, broadly, separated into two geographic units—the eastern and the western coal fields. On a basis of their sulfur content these coal fields fall into three units, which are indicated on the accompanying map, by numbers, 1, 2, and 3. The area marked 1, the very southeastern part of the state, shows the lowest sulfur, all coals being averaged. In this field the maximum is 1.04 per cent. and the minimum as low as 0.68 per cent.—both averages and not individual analyses, which would of course show much greater variation. Included in this group are the following counties: Lawrence, 0.87 per cent.; Martin, 0.75 per cent.; Johnson, 0.73 per cent.; Magoffin, 0.87 per cent.; Floyd, 0.88 per cent.; Pike, 0.68 per cent.; Knott, 1.04 per cent.; Perry, 0.77 per cent.; Letcher, 0.80 per cent.; Leslie, 0.70 per cent.; Harlan, 0.79 per cent.; Knox, 0.86 per cent.; and Bell, 0.92 per cent. The total average sulfur content for these thirteen counties is 0.82 per cent. Bordering the restricted low-sulfur field of eastern Kentucky is the No. 2 belt (slightly darker), 'which is commonly known as the western border of the eastern coal field. Here the maximum sulfur is 2.91 per cent. and the minimum 1.05 per cent. Again these are averages and not individual analyses. The counties in this group are: Greenup, 2.60 per • cent.; Boyd, 1.67 per cent.; Carter, 1.07 per cent.; Morgan, 1.40 per cent.; Wolfe, 1.83 per cent.; Lee, 2.93 per cent.; Breathitt, 1.85 per cent.; Owsley, 1.09 per cent.; Jackson, 1.06 per cent.; Rockcastle, 2.30 per cent.; Clay, 1.09 per cent.; Laurel, 1.08 per cent.; Pulaski, 2.24 per cent.; Whitley, 1.05 per cent.; McCreary, 1.50 per cent.; and Wayne. The sulfur percentage average for this area including fifteen important counties is 1.65 per cent. In the western Kentucky field, the great increase in the percentage of sulfur is at once apparent. Ohio County with 3.78 per cent. is the highest and Hancock with 2.87 per cent. is the lowest. DRAINAGE water from coal mines is probably the most serious water pollution problem today, varying in importance according to location of the mines and geological structure. Drainage may be either acid or alkaline in character. Acid discharge, the most severely detrimental to a stream, is caused by natural oxidation of the sulfuritic material (FeS2) in the strata associated with the coal seam. Since the acid is the result of a natural reaction the acid water differs because it does not cease with abandonment of the mining operations. There is no known economical method of neutralizing acid mine water or any practical method to prevent oxidation of exposed pyrite. Since production of acid from a mine does not stop when mining stops, the total quantity produced depends entirely upon the excavated areas. The increasing volume of acid water in many mines has greatly increased operating costs. Pumping is expensive and acid mine waters are destructive of all equipment, especially metals in pumps and piping, and necessitate the use of corrosion-resistant materials. Discharge of the acid mine drainage into streams neutralizes their normal alkalinity, causes them to become acid, and produces an environment unfavorable for aquatic life and unsuited for industrial or domestic use without costly treatment.

Based on the equation for single fracture, a formula has been obtained for repeated fracture. Solution of this equation is obtainable analytically for a few examples and numerically for all others. Graphs of the size distribution equations have been obtained; they agree broadly with the experiments of others. In another paper1 we have considered a model and a comminution distribution equation for single fracture of brittle materials. Most comminuting devices, however, depend on the occurrence of repeated fracture. This is especially true of continuous cylindrical mills of the ball, tube, or rod type. But even in primary crushers there is some repetition of the breaking process, so that this paper should be of interest in connection with all comminuting devices. HALF LIFE AND PROBABILITY OF FRACTURE To facilitate the study of fracture it is useful to introduce the concept of the half life of a particle, In the ball mill, for example, we may start with 10,000 feed particles. The time, 7, by which one half of these particles have been broken is the half life of the feed under the prevailing experimental conditions. After an interval of fourteen years, saddened for all of us by the death of David Thomas, the father of the anthracite iron-trade, first president of the Institute, and by the untimely loss of his successor, Alexander L. Holley, whose memory we are about to honor by loving services, the members of the American Institute of Mining Engineers have conferred upon me for the second time the office of president, under circumstances similar to those which led to the choice in 1876. Then the whole world was represented at the great exposition of industry which was held in Philadelphia to celebrate the one hundredth anniversary of our declaration of political independence. In 1890 it is our privilege to receive as guests the members of the British Iron and Steel Institute, who, with singular and graceful felicity, have appointed a meeting in the United States in the year when we pass from the second to the first place in the international column of the production of iron, and thus celebrate our industrial independence. For the honor of being chosen to extend to our distinguished guests the right hand of fellowship and a hearty welcome I return to my associates the grateful acknowledgment of one whose chief claim to your favor is to be found in his love for the professional occupation in which we are all engaged, and in his efforts, public and private, to promote its advancement into new fields of usefulness. In order to indicate the full significance of the visit of our foreign guests at this time, it will be proper to explain briefly the origin, aims and work of the Iron and Steel Institute. It unquestionably owes its birth to the International Expositions held in London in 1851 and 1862, and in Paris in 1867. These expositions served to break down the jealousies of nationality and to diffuse a better knowledge of industrial processes. THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

An analysis ulas made of powder-paltern peaks from cold-rolled polycrystalline copper and from copper powders, compacted into briquets (1 in. diameter) with pressures up to about 106 psi. Powder-pattern peaks from both contact faces were measured with a diffractometer and CuKa radiation. Laltice-parameter measurements indicate the presence of residual stresses in the bulk specimen of the order of a - -10 kg per sq mm after 93 pct reduction in thickness, and give some evidence for the occurrence of deformation stacking faults (probability a - 0.003) in both bulk and powder samples. Fourier analyses of the line profiles were carried out on the (111) - (222) and (200) - (400) Pairs of reflections. The particle sizes decrease rapidly with increasing deformation and reach asymptotic values of De (111) = 550A and D, (200) = 350A at about 25 pct reduction in thickness or 80,000 psi pressure for compaction. The anisotropy of the particle sizes indicates the presence of microtwins and stacking faults on (111) planes. The rms strains increase also with deformation and reach limiting values of 2 x 10-3 in the [100] direction and 1 x 10-3 in the [Ill] direction at a distance L = 100A normal to the reflecting planes. THE diffraction of X-rays in cold-worked, polycrystalline, fcc metals and alloys yields Debye-Scherrer patterns in which the individual (hkl) lines may show a broadening, a shift, and an asymmetric shape.' These effects can be explained by the fragmentation of the small, coherently diffracting domains, the presence of residual elastic strains in the lattice, and the formation of stacking faults. X-ray studies of stacking faults in fcc metals and alloys have been methodically performed during the last few years, but so far most of the investigators dealt with cold-worked powder specimens obtained by filing.2-8,10-19 In such specimens, the crystals are randomly oriented and the average elastic strains are assumed to be zero, so that the observed peak shifts are due to stacking faults only. The agreement between X-ray diffraction theory1,20 and experiment is generally good. On the contrary, cold-worked, polycrystalline bulk specimens (after wire drawing, rolling, plastic deformation by tension or compression, etc.) contain residual elastic strains, which may not average to zero in the surface of the specimen and show very strong preferred orientation of certain lattice planes (texture) parallel to the specimen surface. Nonzero elastic strains also produce peak shifts, the magnitudes of which depend upon the crystallographic orientation of the reflecting lattice planes in elastically anisotropic materials as well as on the type of plastic deformation and which have to be taken into account when measuring stacking-fault probabilities in deformed bulk specimens.21-23 The purpose of the present investigations was to perform a detailed X-ray analysis on a bulk specimen of a fcc metal deformed by rolling at room temperature and on powder of the same material deformed by compaction, and to compare these results with those previously obtained on cold-worked filings.18 Pure copper was chosen for this study since it is known to produce only a small quantity of stacking faults by filing at room temperature.3,16,17,19 The residual elastic strain in the surface of the bulk copper should be the predominant factor determining

Synopsis.—A description of the working of the mills of this company and the metallurgical practice in vogue, by which a remarkably complex silver ore, averaging 54 oz. of silver per ton (run-of-mine ore), is treated to give a 95.66 per cent. extraction. The main features of the processes are: The cyanide amalgamation of the high-grade ore. The cyanide treatment of the low-grade ore, after extremely fine grinding and close classification, in a caustic soda solution. The use of a wet desulphurizing process to break up refractory silver minerals. The substitution of aluminum dust for zinc dust as a precipitant. The recovery and shipment of over 13,000,000 oz. of silver in bullion at 997 to 999 fine since this metallurgy was inaugurated, about 2.5 years ago. On the completion and successful operation of the mill to treat their high-grade ore,' the Nipissing Mining Co., under the general management of R. B. Watson, started a series of investigations of the possible treatment of the low-grade ore by the cyanide process, so that they would be in a position to market only silver bullion. These tests were run in July, 1911, on a large scale, by G. H. Clevenger, on an average mixture of Nipissing ore. The results obtained by a partiai amalgamation followed by cyanide treatment gave an extraction varying from 90 to 93 per cent. and were sufficiently encouraging to warrant Charles Butters, the company's Consulting Metallurgist, in recommending that the new low-grade ore mill under contemplation should be a cyanide mill, instead of a concentrator. The cost of such a mill, capable of treating 200 tons per day, to obtain a 90 per cent. extraction at a working cost of $3 per ton of ore treated, was estimated at $250,000. §1. FOUR ASPECTS OF FLOW in the plastic deformation of steel by overstrain, such as punching, wire-drawing, tensile rupture, etc., are: (1) The inter-granular, i.e., the relative movements of the several grains, each as a whole; (2) the intra-granular, i.e., the relative movements of the masses of ferrite or cementite and pearlite within those grains; (3) the intra-pearlitic, i.e., the relative movements of the pearlitic ferrite and cementite; and (4) the crystal unit slipping, i.e., the travel of the minute units past each other, along the slipping planes, giving rise to the slip bands of Ewing and Rosenhain. It may be objected justly that (2), (3), and (4) are in a sense "intra-granular," and that (4) is in a sense "intra-pearlitic." Hence clearness may be gained at times by calling these "Movements of the 2d, 3d, and 4th orders" respectively.

CONSIDERABLE uncertainty is revealed in the literature regarding the nature of the titanium minerals which make up the bulk of the heavy, opaque fractions of numerous beach sand deposits of the world. An investigation was made, therefore, of beach sand concentrates of North Carolina, Florida, Brazil, and India. Magnetic concentration, X-ray, and microscope data were obtained which show that these concentrates consist essentially of ilmenite and its alteration products. The alteration, brought about by oxidation and leaching of iron values, has resulted in upgrading the ores to a range of 56 to 64 pct TiO2, as compared with 52.7 pct in ilmenite of theoretical composition. Conclusions drawn regarding the nature of the dominant titanium-bearing mineral in beach sand deposits have been based mainly on chemical composition, specific gravity, and petrography. This material has usually been referred to as ilmenite or weathered ilmenite. It has also been referred to as arizonite because in chemical composition it resembles an occurrence in Arizona which was described by Palmer1 in 1909.

Last August, American Commercial Barge Line Co. (ACBL) began moving coal from mines on the old Camp Breckinridge property in Western Kentucky to TVA's new 2600 MW steam plant at Cumberland City, Tenn. By April of 1973, this movement will reach a level of 7 million tpy. TVA bought the coal rights to this property from the General Services Administration in 1965 for approximately $7 million and is now in possession of reserves containing about 120 million tons of recoverable No. 9 coal, and about the same recoverable amount of No. 11 coal. TVA then contracted through competitive bidding with Peabody Coal Co. to mine the No. 9 seam through two slope shafts. The mines are about 300-ft deep and are separated by the one major fault on this property. The mine portals are approximately 3 ½ mi apart, with the northern portal being over nine miles distant from the Ohio River.
