THE needs of the World War showed the necessity of a metal stronger than cast iron which would supplement the supply of steel. So patriotic metallurgists were spurred to new efforts to improve the status of that half-breed of the metal world that had been, more or less erroneously, christened semisteel. As a result, it was developed that for certain purposes semisteel was superior to steel in the manufacture of shells. Steel, because of its greater strength and toughness, is able to carry a greater charge of explosive, weight for weight; consequently, a steel shell can be expected to cause greater destruction when used against fortifications or other inanimate objects, while semisteel, because of its comparative brittleness and its resulting greater fragmentation, is capable of inflicting more serious loss of life when used against opposing forces of men. Therefore, each has its proper place in the economy of war. For the present purpose, steel may be defined as a comparatively pure iron whose physical nature is modified by small amounts of carbon, silicon, sulfur, phosphorus, manganese, and possibly other rarer elements; while cast iron generally is limited to approximately 93 per cent. of iron, the remainder consisting of larger percentages of carbon, silicon, sulfur, phosphorus, and manganese. Semisteel may be defined as cast iron in which the carbon and silicon have been reduced to as low a point as is consistent with maintaining the nature of gray iron, and in which the remaining elements are manipulated so as to give the greatest strength.

The mineral mica, which has been known to man since ancient times, has played an impor¬tant role in the development of our modern industry. In the latter part of the 19th century sheet mica began finding use as a dielectric insulating material in the newly developing electrical industry. Later, when modern elec¬tronics began to develop, it became a vital insulating and dielectric material for use in electronic equipment. Both the electrical and electronic industries were greatly dependent on some form of natural mica. The manufacture of electric motors of varying sizes, electronic tubes, and other electronic items was dependent on an adequate supply of sheet mica. During World War II this material was so vital to national defense that special efforts were made to mine it in the United States as well as to obtain it from overseas mica-producing areas. However, advancing technology has successfully begun the progressive development of man-made mica-based and non-mica-based materials that can replace mica for many uses. In addition, developing technology has dictated changes that have made sheet mica unnecessary for some uses. As the demand for sheet mica declined, the demand for scrap and flake mica has continued to increase. In fact, today the domestic production and use of scrap and flake mica far outshadows the necessity for good¬quality sheet mica in this country. Historically the United States has always been dependent on foreign sources of material for good-quality sheet mica and imports practically its entire requirement. In the case of scrap and flake mica, the United States is the dominant world producer and consumer. End Uses Sheet mica (Chowdhury, 1941; Rajgarhia, 1951; Skow, 1962) is available in many com¬mercial forms, but these forms can be broadly classified into manufactured and unmanufac¬tured mica. Manufactured mica consists of mica that has been shaped, punched, or other¬wise processed into some form, suitable for a particular end use. Unmanufactured mica con¬sists of partially hand-trimmed or processed material that has not been prepared for any particular end use. Unmanufactured mica is broken into two commercial classes consisting of sheet mica and scrap and flake mica. These classes of mica differ greatly in their ultimate end uses and marketed forms. Sheet muscovite mica can be classified by color, degree of prep¬aration of the crude material, thickness, size, visual appearance, and electrical quality. In addition, phlogopite mica is also classified by its thermal stability. Scrap and flake mica consist of mine, trimming shop, and factory scrap that occurs as remnants from mining, processing, and manufacturing operations, and small particle size mica that is available from the beneficiation of pegmatites, clays, schists, or other mica-rich host rock. The end uses for sheet mica vary so greatly from those of scrap and flake mica that it is necessary to discuss them separately. Sheet Mica Sheet mica consists of relatively flat sheets of material which have been mined as naturally occurring books or runs of mica. These sheets are hand-trimmed to remove any imperfections and are punched or stamped into specified shapes for industrial use. Sheet mica can be further processed and is described or specified as block, film, or splittings based on thickness. Block mica is not less than 0.007 in. thick with a minimum usable cross-sectional area of 1 sq in. Film mica is split from the better quali¬ties of block mica to specified thickness groups ranging from 0.0012 to 0.004 in. SIX years have passed since the last grindability table was published.' In that time the list has been increased with many new tests, and the development of the new Third Theory of Comminution2 has made possible the reduction of all results to a consistent work index value. In this tabulation all grindability and crushability test results are given in terms of the work index, with formulas for reversion to the older units if desired. The average values for 57 different classes of materials are listed in Table I. The total number of work index values listed is 1211, and the overall average work index is 14.42. The complete tabulation, with each test listed alphabetically both under material type and under company name, can be obtained by writing to the Allis-Chalmers Manufacturing Co., Processing Machinery Department, Milwaukee 1, Wisconsin. The work index Wi is the calculated total work input in kilowatt-hours per short ton required to re- duce from theoretically infinite particle size to 80 pct passing 100 microns, or to approximately 67 pct passing 200 mesh. The work inputs required per ton for the same size reduction of different materials are directly proportional to their work indexes, and according to the Third Theory the work input per ton is inversely proportional to the square root of the diameter of the product particles. In the zeal for opening up new ore-bodies, or for extracting the ore from attractive bodies already opened up, we very often lose sight of the fact, that, after all, the operation of a mine is a business proposition, pure and simple, and, for the best working-results, should be treated upon a strict business basis. Of course, in every mine of consequence, a record is kept of expenditures and receipts, and such glittering generalities as " gross receipts," " net receipts," " mining expenses," and a per cent. profit," can be told to the cent; but does this record show economy of management, as compared either with the same record of other months, or with the record of other mines of the same class ? Moreover, if such a record shows that the cost of mining is high, does it in any way enable the manager to put his finger on the leakage ? Does it necessarily follow that a mine which makes a profit of, say, 40 per cent. on 25-dollar ore, is doing less economical mining than one which saves 60 per cent. on 80-dollar ore ? Of course the figures in the latter case look the more attractive; yet when it comes to the point of saving everything which can be saved, and of cutting down expenses to the lowest possible cost of operation, the former mine is doubtless on the firmer and more economical financial basis. But as to the relative merits of the system of mining in the two cases, nothing could be decided without a basis of detailed comparison ; if one system is more economical than the other, why is it so, and wherein does the advantage lie ? This can be shown only by keeping accurately the cost of each mining operation. And no matter how dissimilar two mines may be in character and operation, yet there are a few general heads common to all mining operations. One often reads of the rich placer gravels in many of the citnoe-trav-elqd rivers of South America. The apparent richness of these gold-bearing gravels impresses the traveler, and in fact he may see batea after batea showing enough colors to figure over a dollar per cubic yard. These workings are called "playas" from the Spanish word playa, meaning shore or beach. Many workings have been reported in tropical rivers, but to my knowledge no dredge has made a success in such deposits. Investigation generally shows that the area of richness is limited and especially that the depth of the rich concentration is hardly ever more than a few inches. The Cauca river in Colombia, South America, is noted for its many rich playas. This river rises near .Popayan in the southern part of Colombia, flows north through a narrow valley between parallel mountain ranges and empties into the Magdalena river near Maganque. , The airline distance between source and mouth of this river is only about 500 miles. The rainfall is large and the lower Cauca appears to be about the size of the Missouri river in the United States. From its mouth up to Valdivia, in the State of Antioqua, it is navigable. Above Valdivia is a narrow gorge, above which the river is again navigable for some distance. The part of the Cauca where the play a panning is most noticeable is from Valdivia down to where the Nechi river enters the Cauca, a distance along the river of about 100 miles. The current in this part is swift, so that the stern-wheel river steamers make the trip with some difficulty. In the course of my work in this section of Colombia I have had the opportunity to make a study of several of these play a workings and will give in detail the conditions observed. The Island"Playa" The richest of the island playas is about 40 miles below Valdivia and a little below the old town of Caceres. The shape of the river and the location of the deposit are shown in Fig. 1, which indicates the condition at low water. The river at this place is about 600 ft. wide and the island about 75 ft. wide by 300 ft. long. The island is made up of coarse pebbles, some of which are as big as a man's head. In times of high water this island is under several feet of water and in a swift current. When the river lowers the current is still fast enough to prevent sand or silt from covering the coarse pebbles.

Prime topics of conversation these days are the new concepts of rail haulage for bulk items such as iron ore, potash and coal. We have heard such ideas as the "integral train" and the "unit train" discussed frequently during the past two years at various AIME meetings, and progress reports have kept up a steady appearance in the technical press and in local newspapers. While no railroad has a complete "unit train" in service at this moment, one has 50 fast-discharge cars under construction and the Pennsylvania Railroad has experimented with radio-controlled motive power distributed at intervals throughout the train. To a great extent, however, the promise for greater efficiency and lower costs held out to industry by these new haulage methods is dependent not on greater speed or larger cars or more dedicated equipment alone but, rather, on the utilization of modern practices in the loading and unloading of rail cars. It is the purpose here to examine these two key steps and the up-to-date procedures and equipment they entail.

The parent ultramafic of Nickel Mountain is an alpine-peri-dotite. Compositional layering and late stage dunites suggest the intrusive crystallized in the upper mantle or lower crust. The ultramafic mass was fault emplaced in the upper crust, probably during upper Jurassic time. Soil, saprolite and silica boxwork nickeliferous ores were formed over the Nickel Mountain peridotite during the development and later destruction of the Klamath peneplane. A complex fault pattern was produced by irregular gravity displacements along fault surfaces during the relative uplift of Nickel Mountain. The majority of the ores occur in the fractured hanging wall of these gravity faults. Consequently, structure mapping is important for mining purposes. Ore types at Riddle are classified on the basis of MgO, Fe, and Si02 contents as well as textures. The chemical, mineralogical and textural differences of the various ore types reflect differences in weathering histories. Satellitic ore bodies occur peripherally to Nickel Mountain. These are erosional remnants of landslides and large gravity fault blocks from Nickel Mountain.

THE application of geophysical techniques in the A engineering surveys of the Philadelphia and Western Extensions of the Pennsylvania Turnpike System is unique inasmuch as this is the first time, (to the authors' knowledge), that such studies have been employed on a large scale on a major highway system. These investigations were confined to specific areas along the center line of the proposed Philadelphia Extension between Carlisle and King of Prussia, and the Western Extension between Irwin and the State line near Youngstown, Ohio, as shown in Fig. 1. Along the 100 miles of the philadelphia Extension, the geophysical surveys were confined to 137 individual cuts and comprised a total length of 37.4 miles of line. The Western Extension, 66 miles in length, has 108 individual cuts. The accumulated length covered by electrical resistivity studies was 17.3 miles. The depth of the cuts varied from a minimum of 10 ft to a maximum of 62 ft. The geophysical investigations were made for the purpose of determining depths to bedrock in the 245 proposed cuts and at the sites of various structures. The 'data also served as a basis for geological interpretations of the condition of bedrock, contact zones, rock types, water table, and other factors significant in highway construction. The geophysical method of investigation employed the use of the electrical resistivity principle using the Gish-Rooney type electrical resistivity meter and the Wenner electrode configuration.* Apparent resistiv- ities were determined for constant intervals to various depths and were correlated with surface geological observations and subsurface geological conditions revealed by key diamond drill holes situated within a given cut interval. From these correlations, depths to bedrock were postulated with notations on other geological features that might be pertinent to modern highway construction. Geology The bedrock underlying the areas of the extensions of the Turnpike afford an excellent academic study of the electrical resistivity depth method as well as a practical application to modern highway engineering. The rocks encountered on the Philadelphia Extension vary in age from pre-Cambrian to Triassic and Quaternary, whereas in the Western Extension, bedrock is confined to relatively flat-lying strata in the Allegheny, Conemaugh, and Monongahela formations of the Upper Paleozoic, Pennsylvanian. Glacial and Recent stream, valley, and terrace deposits are common. Philadelphia Extension The oldest bedrock encountered in this extension are igneous and metamorphic. Granting that about 600,000,000 bbl. of light oil will be produced in the United States this year and taking the Bureau of Mines' statement that 71/2 per cent. of the total crude production will be lost before the finished gasoline is shipped from the refinery, the volumetric evaporation will be 45,000,000 bbl. of the cream of the gasoline. This is a ConseNative figure and is equivalent to 1,890,000,000 gal. The real value of this liquid is at least 150 per cent. of the value of an equal volume of motor fuel. At only 10 c. per gal., the value lost is $189,000,000; at 15 e. per gal. the loss is $283,000,000. If 750,000,000 bbl. of light and heavy oil are produced here this year and the average price per barrel is $1.333, the gross return to producers will be $1,000,000,000 and the net returns about $200,000,000, if the cost of production is only $1 per barrel. Thus, the evaporation bill is about 20 per cent. of the gross income and is equal to the net income of the crude-oil producers. Two other comparisons with popular phases of the petroleum industry will help give an adequate conception of the evaporation problem. These are: cost of preventing evaporation compared to cost of cracked gasoline and volume of gasoline evaporated compared to volume of gasoline manufactured from natural gas. When gasoline is manufactured from heavy oils by the cracking process, there are two important divisions of the total cost of the product: the manufacturing cost, such as plant cost, operation, maintenance, etc., and the cost of the barrel of heavy oil, from which the cracked gasoline is made. In preventing evaporation loss the cost first mentioned enters into the total cost, but the second cost is eliminated; that is, no charge is necessary for stock from which to manufacture the saving. A detailed analysis of these two costs on a large scale shows that the net income from a dollar spent in preventing evaporation loss from the lease through the refinery is twice the net income from a dollar spent in cracking. THE Fe0-Mn0-Si0, system has many properties of fundamental interest besides its occurrence in steel-making. The system is the simplest ternary complication of the FeO-SiO, binary whose electrochemical properties have been explored. Therefore, knowledge of the conformance of Fe0-MnO-SiO, melts to Faraday&apos;s laws, as investigated by current efficiency measurements, would be of particular value in interpreting the observed variations of electrical conductivity, while at the same time furthering understanding of this type of molten oxides. Pertinent to the present study are conductivity data of FeO-SiO, and Fe0-Mn0-SiO2, and current efficiency data of FeO-SiO,. Concerning conductivity measurements, Inouye, Tomlinson, and chipman&apos; studied the specific conductivity, a, of molten wüstite as a function of temperature and oxide addition. Liquid FeO in equilibrium with an iron crucible was found to have a o whose magnitude and positive temperature coefficient were undeniably semiconductor in nature (o1400°C = 269 ohm-1cm-&apos;). Additions at 1400°C of 5 mole pct MnO decreased o to 227 while a similar addition of SiO2, dropped o to 125. Additional SiO2 produced an exponential decline of o. It was reasoned that because wüstite is known to be oxygen excess and since there is no pronounced change in oFeO upon melting, that UFeO(L)is p-type semiconduction. Björling2 gives o data for the ternary FeO-MnO-SiO, using fayalite, 2 FeO-SiO,, as the base substance. Upon addition of tephroite, 2 MnO-SiO, he noted a small decrease in o. Taking his data for 1400°C with one-half of the fayalite replaced by tephroite, o shows a decrease of some 40 pct relative to o for fayalite, i.e., 5 ohm-&apos; cm-&apos; to 3. In line with this observation, Mori and Matsushita3 reported that substituting MnO for FeO in the silicate de- creased o slightly except at high SiO, contents where the decrease was somewhat larger. Investigating the ionic nature of FeO-SiO2 melts, Simnad, Derge, and George4, found the anode current efficiency, C,, as calculated from iron anode weight loss, was temperature invariant and in general increased with SiO2 concentration. The authors suggested the possible presence of electronic conduction to explain why C+ < 100 pct. Fig. 4 includes their results as curve (b). EXPERIMENTAL METHOD Apparatus—Fig. 1 is a schematic section of the electrolysis cell used in all the current efficiency runs. The melt was contained in an iron crucible that rested on an alundum ring. A centered silica tube came within 1 in. of the surface of the melt and initially served as a thermocouple well and then as the guide for the anode.

The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.&apos; An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

For many years the water pressure test has been used as a normal procedure to investigate the hydraulic characteristics of rock masses and discontinuities. Although the test has given evidence of problematic areas, the nature of flow and the so called equivalent permeability are seldom seriously affected by the testing tecnique. In order to improve the information on these points the Instituto de Pesquisas Tecnológicas de São Paulo - IPT, has developed an extensive program at laboratory and field research on the hydraulics at rock fractures. This paper summarizes the main items related to this research. Is shows that with only small improvements on field tests and some support of laboratory conductivity tests on natural rock joints it is possible to obtain a better understanding of the nature of flow in fractures, improve flow predictions and estimate the opening and hydraulic conductivity, as well as the transmissivity of natural joints or rock discontinuities.

FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

THE use of cadmium as a base for bearing metals is one of the most interesting recent developments in this field. It has caused a strong demand for cadmium and a marked rise in its price. It appeared to the authors, therefore, that the situation might be relieved for users if accept-able substitutes could be developed. A preliminary investigation has revealed that to some extent mercury may be substituted for cadmium. Whether its use is justified cannot be stated at this time. Most of the authors&apos; work has indicated that the addition of mercury to alloys of cadmium and nickel detracts from their desirable physical properties; but this work has not been extended to cover service tests, which might reveal that the addition of low percent-ages of mercury to the cadmium-base alloys would improve their per-formance. The results of tests made by the authors are therefore briefly summarized for this paper. Table 1 gives the proportions of the metals

Flotation of rutile with N-benzoyl-N-phenyl-hydroxyhmine (N-BPHA) has been investkated. Initially, floatability tests were performed in a Hallimond tube. The results indicated that rutile was floatable at pH 2-4 with N-BPHA concentration between 2 x 10-3 mol/L and 2 x 10-2 mol/L. Selectivity against hematite was recognized when operating at pH values below 2. Following the hypothesis of the formation of a surface chelate between N-BPHA and titanium ion, this compound was precipitated from a solution of Ti (SO4)2 to which N-BPHA was added. I. R. spectrometry of the rutile before and after treatment with N-BPHA solution confirmed the presence of this compound on the rutile surface. Adsorption isotherm and kinetics were determined by analyzing N-BPHA in solution with an U. V. technique. A hypothesis on the way N-BPHA is adsorbed on rutile is presented.

The present study was made to determine the laws governing the formation of the primary? crystal structure during solidification. Most of the experiments were carried out on chill castings, but from the resiilts it will be possible to draw certain conclusions as far as sand castings are concerned. It is necessary to discuss first a number of theories, which are generally adopted for explaining the structure of an ingot. Usually, the structure of an ingot consists of the following three zones (Fig. 1): (1) a chill layer of small at-random oriented crystals; (2) a layer of columnar crystals; (3) a zone of equiaxed crystals. The tensile properties of the chill layer and the equiaxed range are usually much better than in the columnar range, particularly the planes that are formed by the columnar crystals growing from two sides at right angles have low tensile properties. This is one of the reasons why columnar crystals in ingot structures are undesirable.

IN the utilization of natural resources owner, operator, and consumer should share the attendant benefits. Development needs to be planned under terms recognizing fully the interests of all concerned, for any undue advantage given to any one of these participants is apt to involve even greater and disproportionate injury to one or both of the others. For this reason it is well to preface any consideration of needed reforms in legislation affecting the disposition of public land with a survey of certain fundamental principles that determine the general conditions of all land transfers preliminary to development, utilization, and production. The disposition of any undeveloped natural resource, whether timber, oil, coal, or water power, as a transaction to which hand owner and prospective developer are parties, must be based in theory upon a division of expected returns. Whatever the terms of such disposition, neither party can reasonably ask for anything other than an equitable division of the returns. Under this analysis three and only three questions need to be discussed ; namely, what are those profits, how is this division to be accomplished, and what is the equitable basis of division ? The answer to the third question should probably be found by applying to the problem the principles of theoretical sociology, and&apos; the question need not be mentioned further at this time, inasmuch as it does not involve the practical considerations to be kept in mind in connection with the other questions, which are concerned with only the measure of returns and their division. That is to say, whether the land owner&apos;s equity is to be stated as 95 per cent. or as 5 per cent. of the profits attending the development of the particular resource, no change would be necessary in the method to be adopted of arriving at the closest approximation of the prospective total profit.

Prof. H. S. Munroe, New York City : In his reference to cop per-dressing at Lake Superior, p. 325, Mr. Douglas says that " the .. concentration .. . has been carried out with greatest financial economy,... I do not say with the greatest economy of min eral." And again, on p. 344, referring to the same, " it would not pay to reduce the quantity treated, and increase hand-labor, in order to save a few hundredths of one per cent. of copper." Mr. Douglas probably has in mind the fact that the copper lost is all included copper, locked op in grains of sand. To save this, the rock must be crushed finer. If the mesh of the stamp-screens be reduced, the stamps will crush less; and thus we shall have to reduce the quantity treated in the mill per day, while the labor re mains the same per day, or is increased per ton, as he says. Submitting to the loss of copper, however, is not the only solution of the difficulty. A large quantity of rich sand is now collected by the jigs, and it would be easy to save so much of this material that the escaping sands would be quite poor. What is wanted at Lake Superior, and at many dressing-works in this country, is an efficient crushing-machine to treat the sands thus collected. Abroad, we have the Heberle machine and the Schranz mill for this purpose, the latter being the more successful. The Heberle grinder was tried at the Calumet and Hecla mill for crush ing these rich sands, with what success I do not know. I should like to ask Mr. Douglas if we have no American crushing-machine that will reduce jig-sands to a fine state of division

The Parral area, a part of the Parral mining district of Southern Chihuahua, is situated in and near the City of Parral, with the most important mine of the district, La Prieta, lying within the city limits. The famous Veta Colorado and Palmilla veins near Villa Escobedo or Minas Nuevas are a few kilometers to the northeast (see Fig. 1). The chief metals produced are silver, lead and zinc, with some copper and gold. This area was one of the earliest to produce metal in Mexico, according to records at Parral, which show that mining started in 1632. In near-by Santa Barbara, however, mining had begun 85 years earlier. It is said that when silver was discovered in the Veta Colorado, the Santa Barbara gold deposits, at that time nearly exhausted, were immediately abandoned for the more profitable silver mines at Minas Nuevas (New Mines) During the post-revolutionary period, 1923-1928, the author made many trips to the Parral district to do mine examination work for several units of the American Smelting and Refining Co. This paper is an abstract of some of the geologic data collected, together with the results of a microscopic study of the ores and rocks—the latter investigation made at the University of Minnesota—and is intended to supplement one recently published. Topography The Parral district lies in the eastern foothills belt of the Sierra Madre Oeste. The area is about evenly divided between fairly flat to rolling plains and mesas on the south and rounded hills to rough precipitous slopes on the west and north. The relief is approximately 550 m. (1800 ft.). WHEN thinking of industrial relations, we must not confine the term to what is ordinarily called "welfare work;" viz., organizing baseball teams, departmental parties, athletic contests, and such things. These are all of interest but not very helpful in solving the problems of industry. We must think of industrial relations as that understanding developed between workers and management that permits of harmonious progress because of a mutual understanding of each other&apos;s problems. Most of the industrial unrest, discontent, mistrust, or antagonism is due to misunderstanding; and that misunderstanding is the direct result of not having taken the workers into our confidence. If they are merely cogs in a machine, employed to do certain things, and have no interest in anything but the receipt of the pay envelope, we cannot expect intelligent harmonious progress. There are still some people who think that the interests of management, or capital invested in a business, and the interests of the worker are diametrically opposed. That is an unfortunate belief; the interests are identical. If the worker does not understand what his part of the work represents, what the management&apos;s part represents, and what the invested capital&apos;s part represents, he is bound to have a misconception, of the matter and will think only in terms of the pay envelope. The methods used for producing a better understanding between workers and management do not much matter so long as the end is attained. Some plants prefer shop committees; others attempt to work through the foremen in the various departments; others, by personal contact-between the management and the men, especially if a shop is small. It does not really matter how the end is attained as long as the object is accomplished. The best type of industrial relations can probably be attained when the mystery is taken out of industry-when the workers understand what they. are a part of, what their function is, what they are contributing. They should also understand something of fundamental economics-that it is not just a question of getting all they can and giving just as little as possible but that their contribution makes for expansion, progress, and permanence, and opens a field of activity for themselves that other-wise would probably be blocked.
