The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties situated at 29 West 39th Street in New York City United Engineering Trustees, Inc. WHEN mining operations were first instituted in the mines of the Miami Copper Co., at Miami, Ariz., the relatively hard character of the ground in the western section of the property made it seem advisable to use a wide shrinkage stope and pillar system. The system as finally evolved was applied to the mining of 2,300,000 tons of ore by the use of stopes and pillars each 50 ft. in width. Development, mining and extraction of this reserve has been continuously in progress since 1910, and the final stages of extraction are now reached. A complete survey of all phases of this system can therefore be made. Modification in working methods was obviously necessary, and the system to be described is believed to be typical of the best features. DEVELOPMENT The preliminary work had three main objectives: The opening of a haulage level, the construction of a drawing-off level, and the driving of sublevels for use in stoping. In addition to these, some extra sublevel drifting was necessary to determine exactly the boundaries of the orebody, the general outline having been determined by churn drilling. This development was based on the requirements of stopes 50 ft. wide, with pillars 50 ft. wide between each stope. The length of these units varied from 200 to 500 ft.

THE cams at present universally used in stamp mills lift the tappets with an involute form of curve, to which the surface of the tappet is always tangent; moreover, the line of contact between tappet and cam, if produced, would pass through the center of the stem. This is no doubt a desirable feature, but the writer has long believed that it would be much more desirable if the cam were to pick up the stamp without shock, and gradually increase the upward velocity of the stamp throughout its upward movement. The involute form of cam attempts to impart instantly a considerable upward velocity to the stamp, starting it from a state of rest, and the result is a destructive blow, a great deal of noise, and much wear and vibration. The writer has developed a form of cam which will lift the stamp with a motion similar to that of the piston of an engine between the end and middle of its stroke; in other words, harmonic motion, from the point. of zero to maximum velocity. The curve will give this ideal motion only when the stamp is set for the exact drop for which the cam was designed, but the improved cam will not be as bad as the involute cam until the drop is reduced one-half. In other words, if a cam is designed for a 6-in. drop, it will be some improvement over the usual form of cam until the drop is only 3 in. Any cam, whatever its form, must of course lift the stamp in the same number of degrees of revolution; therefore, with this new form, since the stamp starts more slowly on its upward course, it must end up by going faster, the average speed being the same as with the involute cam. The stamp, after it is no longer in contact with the cam, keeps on going up a certain distance, which is easily calculated. It is therefore possible to hang up a stamp without a cam stick, if the fingers are not more than 1/8 in. longer than necessary to hold the tappet above the cam.

IN a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. HANDLING FLOTATION CONCENTRATES The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as, possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. TRANSITION STAGES OF CONCENTRATION AND SMELTING The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

For instance, instead of using the terms descending and ascending with reference to the waters resulting in the two concentrations, my modified statement is as follows " The first concentration of many ore-deposits is the work of a relatively deep water-circulation, while the reconcentration is the result of reactions upon an earlier concentration through the agency of a relatively shallow water-circulation. Commonly the deep water circulation is lacking in free oxygen, and contains reducing agents, and the shallow water contains free oxygen. The deep water is therefore a reducing, and the shallow water an oxidizing agent."† Of the papers upon ore-deposits which, in vol. xxx. of the Transactions, follow my own, or which were presented at the Richmond meeting, a considerable number are wholly confirmatory of the conclusions which I have presented. General Geology of the Northern Black Hills. The " Black Hills of Dakota," to the northern part of which the following observations apply, occupy a position on either side of the boundary between Wyoming and South Dakota, approximately between 103" 15' and 104" 48' of west longitude and 43 15' to 43" 50' of north latitude. The area is roughly 4160 square miles.* (See Plate I.) As has been pointed out by Profs. H. O. Hofman, I?. R. Carpenter and others, and illustrated by Mr. Newton in the publications of the United States Geological Survey, these hills are made up of a large number of the known formations from the Archean to the Tertiary, which latter constitutes the border of the region. The mining operations are largely confined to the interior of this area, and the centers from which they are conducted (Deadwood, Lead City, Galena, etc.) are situated near the line of junction of the Archean schists and quartzite, supposed to represent the Potsdam Sandstone of the N. Tantalum and columbium occur together in tantalite and columbite ores, which may be considered as ferrotantalate (FeTaz06), with part of the iron and tantalum replaced by manganese and columbium respectively, the general formula, therefore,becoming (Pe, Mn)O.(Ta, Cb)2Os. The ratio of tantalum to columbium is not fixed; the amount of tantalum may vary from one-third to three times that of columbium. Minerals having a high content of tantalum are called tantalite, while those possessing larger amounts of columbium are classified as columbite ores. These minerals are found in pegmatites and often occur in veins associated with cassiterite and wolframite, and may contain small amounts of tin, tungsten, titanium and si1ica. l Methods of Extraction Several methods have been proposed for the extraction of tantalum and columbium from their ores, among them being: 1. Fusion with Potassium or Sodium Bisu1fate.—The finely ground ore is fused with potassium bisulfate, after which the mass is boiled with water and the fusion repeated several times. The residue finally resulting is digested with ammonium sulfide to remove traces of tin and tungsten, boiled with hydrochloric acid, filtered and washed. These oxides are then dissolved in hydrofluoric acid, the silica evolved as silicon tetra-fluoride and the hydrofluoric acid solution used for the potassium double fluoride separation of tantalum. 2. Fusion with Sodium Carbonate and Sodium Nitrate.2—This fusion renders the tantalum and columbium soluble, and they are extracted

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. The southeastern coast of China, from Ning-Po to .Macao, represents an element in the continental mass of Asia which has at practically all times in the remote past exhibited a tendency to rise rather than to subside.' This strip of land, 1,000 or more miles long by perhaps 150 miles wide at its widest part, has in fact stood above sea level since at least early Cambrian times, while the great basins to the north and west were receiving their massive accumulations of Sinian (Cambro-Ordovician), Carboniferous, and later deposits. We find, .therefore, a coastal fringe of metamorphic and igneous rocks bordering the huge expanses of sedimentary rocks which occupy the interior. Hong-Kong is situated toward the southwestern extremity of this fringe. Hong-Kong is an island of approximately 30 sq. miles, on the north shore of which is situated the city of Victoria, with its 325,000 inhabitants. This island was ceded to Great Britain in 1842. In 1560 the peninsula of Kowloon (about 5 sq. miles), being that part of the mainland lying directly across from the city of Victoria, was added to Hong Kong. Thirty-eight years later, in 1898, a stretch of territory, including the mainland behind Kowloon and. numerous adjacent islands, was leased to Great Britain for 99 years. This last addition is known as the "New Territory of Hong-Kong" and comprises 376 sq. miles in area. A map of Hong-Kong, Kowloon, and the "New Territory" is shown in Fig. 1. My studies of this total area of over 400 sq. miles were devoted primarily to an investigation of the mineral resources. Systematic mapping of the immensely complex exposures of rocks was not possible in the time at my disposal. However, observations in, this. direction warrant a few generalizations.

The needs of the World War showed the necessity of a metal stronger than cast iron which would supplement the supply of steel. SO patriotic metallurgists were spurred to new efforts to improve the status of that half-breed of the metal world that had been, more or less erroneously, christened semisteel. As a result, it was developed that for certain purposes semisteel was superior to steel in the manufacture of shells. Steel, because of its greater strength and toughness, is able to carry a greater charge of explosive, weight for weight; consequently, a steel shell can be expected to cause greater destruction when used against fortifications or other inanimate objects, while semisteel, because of its comparative brittleness and its resulting greater fragmentation, is capable of inflicting more serious loss of life when used against opposing forces of men. Therefore, each has its proper place in the economy of war. For the present purpose, steel may be defined as a comparatively pure iron whose physical nature is modified by small amounts of carbon, silicon, sulfur, phosphorus, manganese, and possibly other rarer elements; while cast iron generally is limited to approximately 93 per cent. of iron, the remainder consisting of larger percentages of carbon, silicon, sulfur, phosphorus, and manganese. Semisteel may be defined as cast iron in which the carbon and silicon have been reduced to as low a point as is consistent with maintaining the nature of gray iron, and in which the remaining elements are adjusted so as to give the greatest strength. The fact that the addition of steel scrap, in varying percentages, is the means used to reduce the carbon, together with the fact that a considerable increase in strength results, is probably the explanation of the origin of the name semisteel. That ordinary grades of steel show from three to four times the tensile strength of cast iron is due to the fact that the crystals, or grains, of cast iron are interspersed with flakes of

FOR many years there has been no book that adequately represented the present state of the art of coal preparation-an art that has been rapidly changing during the passing years, and particularly during the last ten or fifteen years. In fact, changes of preparation have been so rapid that no book could keep abreast of their progress, and even the Proceedings of the technical societies have not been able to do so. It has been the intention of this committee and of the editor to make this book as nearly up to date as possible and to make it one that would appeal primarily to operating men, while at the same time adequately showing the theory back of the many processes used. The start of the war and the increased calls upon the time of the authors selected for the various chapters have slightly dimmed the brightness of the ideal intended, but the result undoubtedly brings the practice of preparation and its literature closer together than they ever have been before. It is the hope of the committee that this book will be useful both to those whose daily work is concerned with preparation and to consumers who use the product produced at the many fine and up-to-date coal plants throughout the country, which are now producing, as they always have done, all the coal needed by this country in its greatest crisis. While the committee has exercised a general supervision over the preparation of the various chapters, all of the correspondence and edi¬torial work have been done by Prof. David R. In the year 1874, when the price of pig-iron was still high, that staple product became the subject of discussion in the newspapers and among those philosophers who are determined to know the "reason why" for all things. The object of the inquiry was to find out Why iron did not fall in price as much as some other things had fallen. Indeed, there seemed to be an impression that iron and gold ought to move on nearly parallel lines, for the fact was constantly brought forward that iron then cost twice as much as it did before the war, though gold had returned to within twelve or fifteen per cent. of its former value. After some time the papers, by what seemed to be nearly unanimous consent, reached the conclusion that the maintenance of high prices was the work of the furnace proprietors, who, as the result of their shrewdness, were pocketing enormous profits. No proof was given to support this opinion, and the figures of cost and sale that were produced were of the most general kind, and used in the most vague manner. Visiting the president of the Thomas Iron Company, whose great works at Hokendaqua and Catasauqua, in Pennsylvania, are so well known as the largest and among the best conducted in America, I found him quite willing to meet the vague suspicions of the newspaper wiseacres, by a publication of the figures contained in the furnace-books of his company. These were accordingly given to the world through the Engineering and Mining Journal, and attracted the general attention they so well deserve. Though my own name became connected with these statistics, from the fact that I used them as the basis for the first attempt ever made to calcalate the furnace economy of an American works, I can, without the suspicion of egotism, say that the statistics referred to are the most valuable contribution the literature of American blast-furnace work has yet received, for their interest is independent of personal considerations, and due entirely to the fact that they represent faithfully the details of practice in one of the most prominent American works. They are an exact transcript of the furnace-books, and form a body of accurate information of the greatest value to the metullurgical student. Their importance is shown by the fact that though the theoretical conclusions which I based upon them have been several times attacked, not one of my critics has made the slightest contribution to

An evaluation of the mechanism surrounding the froth flotation of coarse coal and mineral particles as a result of experiments conducted at The Pennsylvania State College. Maximum size ranges for both bituminous and anthracite coals were established as well as the factors affecting the floating of coarse particles. CONSIDERABLE interest is developing in the froth flotation of coal and the maximum particle sizes which can be treated by such method. The economic necessity of recovering extreme coal fines and slurries plus the restrictions being placed upon stream pollution have brought about many new and prospective installations of flotation plants. Most coal slurries or silts have a wide size range, some sizes of which may be unsuitable for effective froth flotation. This fact also enters into the froth flotation of other minerals and the principles that SHIOU-CHUAN SUN and R. E. A series of experiments were made by the authors for the purpose of investigating factors influencing the froth flotation of coarse mineral particles and an attempt has been made to evaluate those factors. This paper presents the results of a study of the froth flotation of coal particles in the size range greater than 35 mesh. During the study a "multi-bubble" hypothesis has been developed to explain the various phenomena observed in the behavior of coarse particles in froth flotation of coal. The terms coarse, intermediate, and fine particles as used in this paper are arbitrary and differ for various minerals. For coal alone the term intermediate particles means that the particle size is within the range of 35 and 200 mesh of Tyler sieve sizes. Sizes of coal particles coarser and finer than this size range are termed respectively as coarse and fine particles. Methods of Conducting Flotation Experiments: All of the flotation tests, except those shown in table 1, were carried out in a laboratory Fagergren flotation machine, using 300-a samples of solids for each test. Most coal slurries or silts have a wide size range, some sizes of which may be unsuitable for effective froth flotation. A series of experiments were made by the authors for the purpose of investigating factors influencing the froth flotation of coarse mineral particles and an attempt has been made to evaluate those factors. This paper presents the results of a study of the froth flotation of coal particles in the size range greater than 35 mesh. During the study a "multi-bubble" hypothesis has been developed to explain the various phenomena observed in the behavior of coarse particles in froth flotation of coal. The terms coarse, intermediate, and fine particles as used in this paper are arbitrary and differ for various minerals. For coal alone the term intermediate particles means that the particle size is within the range of 35 and 200 mesh of Tyler sieve sizes. Sizes of coal particles coarser and finer than this size range are termed respectively as coarse and fine particles. Methods of Conducting Flotation Experiments: All of the flotation tests, except those shown in table 1, were carried out in a laboratory Fagergren flotation machine, using 300-a samples of solids for each test. All mineral samples we; prepared from selected lumps of high purity by crushing, grinding, and screening to the desired sizes. Except coals, all the other samples were cleaned through magnetic

ACCORDING to the "reaction-path" modell,2 of martensite nucleation, the shear angle of the embryonic martensite plate must be treated as a variable, and included in any calculation of nucleus critical size. Also, as can be deduced from this model, the interfacial free energy between austenite and martensite does not reach its final value until the shear is completed. It is zero for zero shear angle. However, in order to account for the kinetics of the martensite transformation, some sort of interfacial energy barrier appears to be necessary even with the reaction-path model, for otherwise the volume and the energy of formation of the critical size nucleus both collapse to zero.3 Cohen independently suggested that surface energy could be incorporated into the reaction-path model, with the overall free energy of a martensite embryo being a function of its volume and shear angle.' It is possible to estimate the energy associated with the formation of a critical-size martensite nucleus starting with the reaction-path model and including a surface free-energy barrier. As the dependence of interfacial free energy upon shear angle is unknown, a simple type of dependence will be assumed, with the belief that the true dependence would not lead to appreciably different results. Consider the work required to form a lenticular martensite plate with radius r, thickness t, and shear angle 8. There are three contributions; one being the interfacial free energy, one being the free energy change in the martensite plate, and one being the free energy increase in the surrounding austenite. The interfacial free energy u is assumed to depend upon the shear angle 0 according to the relationship s=s0(?/?0)n [1] where 8, is the equilibrium shear angle and n is an exponent that may lie in the range 0 n 2. The work required to form the interfaces of a martensite plate then is W. = 2pr² s0(?/?0)n [2] The free energy change per unit volume of martensite is composed of two parts, one the ordinary volume free energy ?f1. which is negative, and the other the elastic strain energy G?m²/2, where G is the shear modulus and 7, the shear strain relative to the martensite structure. This expression for the strain energy is valid only when the shear strain ym, is sufficiently small that the martensite is within its linear elastic range. There is no doubt that ym, lies beyond the linear elastic range for embryos that are considerably subcritical. However, for critical nuclei it will be shown that ym, is 1.5 pct or less, within the linear elastic range of martensite. For embryos of nearly critical size, then, the strain energy of the martensite is correctly given by G?m²/2. The shear strain in the martensite is ym, = 8, — 8, and the work required to form the strained martensite is Wm --= (pr²t/2) [?fv + G(?O - ?)²/2] [3] The free energy change in the austenite is entirely that due to elastic distortion. The elastic strain is not uniformly distributed in the austenite, being large near the martensite plate and small elsewhere. Approximately, however, the energy corresponds to a uniform shear strain ya= (?t/2)/r [4] throughout the volume 4pr³/3 surrounding the plate. The work required to strain the surrounding austenite then is Wa = (4pr³/3) (G?a²/2) = (G?²/6) prt² [51 For simplicity, the same shear modulus G is assumed for each structure. The total free energy for forming a plate then is W = W3 + Wm + Wa. = 2pr² s0 (?/p?0)n + (pr²t/2) [?fr+G(?0-?)²/2] + (G?²6) prt2 [6] This expression is correct for nuclei and for embryos of nearly critical size, where, as will be shown, the strain energy in the martensite is correctly given by the expression G (? — ?)². Having W as a function of r, t, and 8, as in Eq. 6, there is a saddle-point where W has a stationary value, W subsequently decreasing indefinitely as the nucleus volume increases along the reaction path. The stationary value of W is the energy of the critical nucleus. The critical nucleus has radius, thickness, and shear angle such that ?W/?r - awlat: = ?W/?p? = 0. Mineral Industries Extension instruction was pioneered by The Pennsylvania State Colleges Extension work was organized in 1893 and constituted what is believed to be the first vocational adult educational effort in that field in America. From 1894 to 1899, twenty-seven extension bulletins were printed and distributed free for the benefit of classes in the coal-mining industry and the records show that free lectures wore delivered by a corps of teachers of the mining department of the College "to the mining employees at their customary lace of assembly upon matters of interest to them in their occupation." In 1899, the State Legislature reduced the appropriation to the College and therefore the extension pamphlets and lectures were discontinued. Several sporadic attempts were made to resume the extension services in mining through industrial grants for travel and publications, and through voluntary contributions by members of the resident staff. The work. consisted mainly of lectures and demonstrations and served the purpose of creating the desire for more training and information of a more formal character. In 1928, the nave of the school was changed, by trustee action, from School of Mines and Metallurgy to the School of Mineral Industries and the working structure of the school was organized under the three functional collaborating headings: Resident Instruction, Correspondence and Extension Instruction, and Mineral Industries Research. The three functional bodies are separate, yet interdependent. The Federal Smith-Hughes law, passed in 1917, made Federal and State funds available for vocational educational work. Mining extension was revived in 1919 and the College employed one full-time extension professor to reorganize the work and instruct the classes. In 1923, the State Department of Mines and the State Department of Public Instruction entered into, a formal agreement with the School of Mineral Industries to assist the College in its extension program.. Classes were organized to study the State mining laws and State Department of Mines' previous examination questions and answers, in preparation for coming state examinations for certification of competency as underground officials. Mimeographed lesson material was used at first, and in 1947 and 1929 mining instruction and mining teacher-training lessons were printed. In 1931, the extension activities of the school were placed on an organized basis compatible with the newly formed school organization and a director was appointed to tale full charge of the work. During that year, at a conference in Harrisburg, an agreement was consummated between the State Departments of Public. Instruction, Mines, Labor and. Industry, and the College whereby extension classes in the field of the, mineral industries could be organized by the College, throughout the State, under "public supervision and. control," in close cooperation with the State Department.
