This paper is based on the formula that the petroleum industry is sick—find the cause, eliminate it, and the industry will get well. There is perhaps no difference of opinion that the cause is overproduction, actual or potential. But that, again, is a result rather than a cause. The problem is to study the influences that serve to keep production and consumption out of balance. Production control is a popular theme and a natural one at this time when the whole world is unstable; but production control in its popular sense means little more than the application of emergency measures while danger threatens. Economists differ as to the effectiveness of these, most of which are designed to alleviate and not to cure, but we assume there are none who question the wisdom of promoting conditions under which economic forces are permitted to operate freely in bringing about stable conditions. The petroleum industry suffers from two classes of economic ills that serve to promote overproduction; namely, those which are common to all industries and those which are peculiar to this industry. It is of the latter I wish to speak. Strange to say, government is responsible in large part for this latter class of ills that affect the petroleum industry and we are coming to recognize that only through the assistance of government can they be corrected. Instability of the petroleunl industry, in so far as human agency was involved, had its inception in 1875 when a Pennsylvania jurist, called upon to make a decision for which there was no precedent and fancying he noted some resemblance between the so-called fugitive nature of oil and gas and that of wild game, made mention of that resemblance. Other courts being impressed by the analogy enlarged upon it, and gradually fixed upon oil and gas a legal status in certain important respects similar to that of wild game. Although later the courts abandoned this analogy, certain practices that developed out of that early concept have continued to this day and are largely responsible for the industry's present plight. This paper presents an approximate solution of the problem of freezing of a binary alloy. he alloy is in the form of a one-dimensional slab of finite thickness. The surface temperature of the slab is assumed to be constant and lower than the solidus (or eutectic) temperature. The densities of the liquid and the solid are assumed to be equal. For a given binary alloy system, initial concentration of solute and surface temperature, the solution yields a) the temperature distribution in the solid skin, b) the temperature, concentration, and solid fraction distribution within the solid-liquid region, and c) the positions of the liquidus and the solidus (or eutectic) fronts as a function of time. The results of calculation for Fe-C and Fe-P systems are presented. In this investigation we are considering the problem of solidification of a binary alloy. The alloy is in the form of a one-dimensional slab of finite thickness. The molten alloy is initially at liquidus temperature. At time zero the surface of the slab is reduced to a temperature T, < Te,, where Te, is the solidus (or eutectic) temperature and T, is a constant. The densities of solid and liquid alloys are assumed to be equal and independent of temperature and composition. A qualitative picture of solidification of an alloy, under these conditions, is illustrated in Fig. 1. During the initial stage of solidification, before liquidus front reaches the center of the slab, freezing proceeds by propagation of two isothermal fronts, the liquidus front and the solidus (or eutectic) front. The fraction of solid at the liquidus front is zero; the fraction of solid at the solidus front is unity, The solid fraction and the temperature distribution between the two fronts and the width of the solid-liquid region change with time. During the later stage of freezing, after the liquidus front reaches the center of the slab, the liquidus front disappears. The solid fraction and the temperature at the center of the slab, as well as throughout the solid-liquid region, are now changing with time. The solidification is completed when the fraction of solid at the center of the slab reaches unity. Many of those who attended the meeting at Chicago spent the first part of the following week in Pittsburgh, when the Experiment Station of the Bureau of Mines was dedicated and the fourth annual First Aid and Mine Rescue Contests were, held. The Bureau buildings were open for inspection during the three days, Monday, Tuesday, and Wednesday. The dedicatory ceremonies were held in the Bureau of Mines main building, Monday morning, Sept. 29, Mr. T. J. Gillespie, representing the Pittsburgh Chamber of Commerce, presiding. In his address of welcome, Hon. E. V. Babcock, Mayor of Pittsburgh, said: "The reclamation work already done stands out conspicuously beneficial to industry and populace alike all over the United States. It has demonstrated methods of preservation of life and reclaiming of injured persons which are new and greatly beneficial to modern civiliza-tion. The establishment of this institution in Pittsburgh was greatly desired, and now it is here it is greatly appreciated." The response was given by First-Assistant Secretary of the Interior Vogelsang, who represented Secretary Franklin K. Lane. He said that the Bureau of Mines did more during the war for the triumph of American arms than any other institution.

There are two topics which may be considered as opening gambits in any conversation in any part of the world, weather and health. Nothing much can be done about the former, and it would appear that no great changes can be anticipated in the immediate future. With respect to health, a great deal has been achieved in the past 150 years, curiously enough not all of it by medical men. It would appear that the time is now appropriate for geologists to come to the assistance of medical men. During the past few decades, medical science has mastered many of the diseases commonly associated with childhood. As a man tends to live longer, those diseases usually associated with middle and old age become more prominent. Thus we must realize when we say that today more people are dying of cancer and coronary disease, absolutely and relatively to other diseases, this should not suggest that these diseases did not exist a hundred years ago; it does suggest that more people are living to an age where death from these diseases is apt to become more common.

The brilliant and very original matter in Professor Jeffries&apos; discussion† should rank not only as an independent paper, but as a most important one. In particular, the explanation which it gives of the remarkable Sauveur phenomenon, over which so many of us have puzzled long and hard, is so clear, complete, and cogent as to go far toward establishing Professor Jeffries&apos; hypothesis. The very leatures of Professor Sauveur&apos;s photographs which fit this hypothesis so exactly are reproduced in Chap-pell&apos;s photographs of steel coarsened under somewhat different conditions.&apos; The ideas developed by these discoveries are so novel that convenicnce of language seems to call for new conventional terms for expressing them. In what follows here I propose certain terms for this end, for criticism and improvement, and I attempt to generalize from Professor Jeffries&apos; hypotheses. Generally speaking, a given set of grains which undergo no growth in the cold will, when the temperature is raised progrcssively, start to grow on reaching a certain temperature, and will continue growing at all higher temperatures. The "germinative" temperature is that at which growth begins, quite as the conditions which cause a seed to grow are "germinative." We have then an inert temperature range below the germinative temperature, and a growth range above it, the germinative temperature being the limit between these two ranges. So, too, a germinant grain is one which is at its germinative temperature, and hence beginning to grow, while inert grains are those below their own germinative temperature, and the term "growing grains" includes those which are germinant and those which are above their germinative temperature. These last could be called " supergerminant" if the distinction should be needed. "Germinative temperature" seems better than "critical temperature

MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are&apos; shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Proc¬esses in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carborization. MECHANICAL PICKERS Machines utilizing shape, frictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1. 2 Taggart, and Yeele.

Centrally located with relation to the largest iron- and steel-producing districts of the United States, the fluorspar-deposits of Kentucky possess increasing interest and importance. As typical of the numerous fluorspar-mines of Kentucky and Illinois, I have selected for description the Memphis, because it and others of its immediate group exhibit the conditions characteristic of all. I. The Memphis MiNe. This mine lies 5 miles NW. of Marion, in Crittenden county, Kentucky, a station on the Chicago and Nashville division of .the Illinois Central R. R. For the first mile and a half out of Marion we see only Birdsville or Middle Chester sandstones of Mississippian age. Then we cross a fault of about 850 ft. displacement, and the Ste. Genevieve oolite sets in. Beyond the fault, oolite is the predominant rock, except that the hills to the north have a capping of Cypress or lowest Chester sandstone, 80 ft. below which is an outcrop of from 6 to 10 ft. of Ste. Genevieve (Rosiclare) sandstone. Occasional sink-holes are noticed, and as the mines are approached evidence of faulting is again seen. A line of .crude head-frames and open-cut dumps, extending for more than a quarter of a mile, marks the Klondike vein. The open-cuts are from 15 to 20 ft. deep, and in most of them, from the surface down, was found the reddish gravel which is really fluorspar—some of it white or purple and crystal-clear (if the red clay is washed off), and some carrying iron and silica, and stained by waters from the decaying limestone walls. In one of these cuts, at a depth of 20 ft., white and purplish honey-combed fluorspar was found, in which the larger cavities are due to the leaching of limestone and calcite, and the minute ones to the leaching of zinc-hlende.

IN a recent study1 of the evolution of engineering education 1870 was taken as the initial point, as it is said to mark the transition from the poineer era in American engineering education to an era of rapid growth and consistent development. Prior to the founding of Rensselaer Polytechnic Institute in 1824, West Point Military Academy was the principal source of formal engineering training. In 1849 Rensselaer revised its program on the model of the leading French technical schools. Lawrence Scientific School was estab-lished at Harvard and Sheffield Scientific School at Yale in 1847. The University of Michigan pioneered in en-gineering instruction in the West, offering its first course in 1853 and awarding its first degree in 1860. Other important steps in -the progress of engineering education were the founding of Columbia School of&apos; Mines in 1864, the opening of Massachusetts Institute of Technology in 1865, and the founding of Cornell Uni-versity and the Thayer School of Civil Engineering at Dartmouth in 1867. From its organization in 1852 until 1871 the Ameri-can Society of Civil Engineers was virtually the only national society of engineers. In 1871 the American Institute of-Mining and Metallurgical Engineers was founded, to be followed later by the Mechanical En-gineers in 1880 and the Electrical Engineers in 1884. This expansion and diversification of the engineering profession was paralleled in the colleges, and by 1885 the plan of different curricula in the major branches of engineering was soundly established.

I. The Property. The Homestake Mining Co. has acquired through consolida tion the ground and equipment of the Father De Smet Con solidated Gold-Mining Co., the Deadwood-Terra Mining Go., the Caledonia Gold-Mining Co. and the Highland Mining Co., at and near Lead, Lawrence county, South Dakota, in the northern portion of the Black Hills. The company owns or controls 250 claims, comprising 2,616 acres and covering about 8,000 ft. along the strike of the lode. At the surface there are several veins, of which three have united in depth, where the main vein ranges from 300 to 500 ft. in width. The 1,100-ft. level is the lowest at present. The rock of both walls is, so far as known at present, carboniferous alate, and the country is penetrated by a system of porphyry dikes, and in some places capped with porphyry. The output of the company up to January, 1903, has been, approximately, $70,000,000. II. The Ore. The oxidized, open-cut ore is nearly all treated in the three mills on the northern part of the property, which are as follows : The Mineral Point (formerly the De Smet), of 100 stamps, the Monroe (formerly Caledonia), of 100 stamps, and the Pocahon tas (formerly the Deadwood-Terra), of 160 stamps. A cyanide plant, to treat the leachable portion of the tailings from these North End mills, has recently been installed and put into oper ation at Gayville, or Blacktail as it is now known. THE application of electricity to the mining and beneficiation of the magnetic iron ores of the Mineville, N. Y., district, on Lake Champlain, has resulted in economies and enhanced quality of product, without which only a comparatively small quantity of the present output could be marketed. The output of the Witherbee, Sherman & Co. mines is about 700,000 tons per annum, and of this about four-fifths is treated by magnetic separation to increase the iron content and reduce the phosphorus. The use of electricity for the magnetic separation of the ore from the gangue is therefore of primary importance, and makes possible the application of electric power for mining and preparing the ore for concentration: The fact which speaks loudest in favor of the application of electricity is this: It is possible for about 25c. per ton of shipping ore to furnish all the power required to put the ore on cars. This includes mining a hard ore underground, from a depth of 900 ft., hoisting to surface, crushing to 4 or s in. in size, and separating from the gangue. This also includes lights about the works, and all miscellaneous power, such as about the shops. The first plant for the generation of electric power for use at Mineville was completed in 1903, and was one of the first for the application of electricity to mining iron ore. This was a Nordberg compound condensing steam engine, direct connected to a 750-kw. alternating-current generator, 3,300 volts, 3 phase, 25 cycles. All the plants added later use the same-current but with higher voltage. The map, Fig. 1, shows the power plants and the transmission system; Figs. 2 and 3 are views of the shaft houses and the mills.

AT THE beginning of November, Mussolini had firmly established himself at the head of the Italian Government. He himself referred to the ascendancy of the Fascisti as the result of a revo-lution and bluntly informed Parliament that it was to vote, as a matter of form, as he ordered, or else be dissolved. One of the great consequences of these events in Italy was the impetus that they gave to simi-lar movements in other countries of Continental Europe. Another great event of the month in world affairs was the repudiation by the Turks of the Mudania agreement and their notification to the Allies that the latter must evacuate Constantinople and allow the Dardanelles to be closed. This had the effect of once more consolidating Great Britain, France and Italy in so far as this question is concerned, and there was prompt refusal to accede to the demands of the Turks. With the advent of November, both the United States and Great Britain were in- the throes of political contests. The result of the American election was a landslide against the administration and especially was it an expression of agrarian discontent and a declara-tion in effect that our domestic affairs are not good in spite of political representations that they are. In Great Britain, the Conservatives were put in power by a substantial majority in Parliament, but the fact that the Labor party became numerically the second party instead of the Liberals and that it polled about 40 per cent. of the total popular vote affords ground for misgivings, especially when it be considered that the Labor party was standing on distinctly socialis-tic and communistic principles. In Russia, there was a sitting of the Third Interna-tionale, to which Lenin in a speech made a quasi-confession of the failure of the communistic experiment in Russia. He admitted, moreover, that Russia could not industrially reconstruct herself without capitalistic help. Nationally the country is making progress. During November, the Far Eastern Repub-lic surrendered to the Soviet, which thus carried Russia back to the shore of the Pacific.

Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

The following discussion of the papers of Van Hise, Emmons, Lindgren and Weed, read at the Washington meeting, February, 1900, and printed on pp. 282 to 498 of this volume, comprises communications to the Secretary, received at various times before the Richmond meeting, February, 1901, and, for the most part, presented at that meeting. These communications are introduced at this point in the present volume, in order that they may precede the papers of Vogt, hemp, Lindgren, Rickard, etc., presented at Richmond, and therefore not forming part of the material considered in them. Since many of the contributors have mentioned in one communication several of the papers referred to, no attempt is here made to divide their remarks and distribute the fragments under separate headings. In each contribution, however, the several topics are indicated by subtitles. R. BECK,* Freiberg, Saxony : Prof. Veal Hise&apos;s Paper.-The paper of Prof. Van use (p. 282) represents a great step of scientific progress, in that the circulation of underground waters has never before been presented with such clearness, ill the light of modern chemical and physical knowledge. The theories of the formation of ore-deposits which follow the author&apos;s general survey of the currents and solvent power of atmospheric waters in the earth&apos;s crust do not, indeed, seem to be novel, being essentially an amplification of Le Conte&apos;s views; but the proofs adduced in their support are in many particulars so original that no one can read without profit this portion of the paper. Entirely new (though largely in agreement with the papers of Emmons and Weed, presented at the same meeting of the Institute) are the sections dealing with the formation of the rich sulphides of the precious metals, and especially the regeneration of normal sulphides, such as galena, etc., in vein-zones immediately beneath the ground-water level. Nevertheless, it appears to me that Prof. Van Hise, in the course of his most instructive exposition of unquestionable, yet still locally limited, phenomena, has been too much biased in favor of the " descensionists." This is indicated by the small importance which he attaches to the intimate genetic relation between epigenetic deposits and the plutonic hearths of the earth&apos;s interior.

A career in the coal mining industry today offers students one of the most interesting and challenging opportunities available in the industrialized world. As reserves of other fossil fuels dwindle in face of the world&apos;s demand for energy, it has become apparent that coal, once the king of energy sources, must be relied upon again as the major fuel for powering industrial growth in developed and developing nations. Centuries of coal supplies lie beneath the earth&apos;s surface, assuring the world of a steady, plentiful supply of energy until science and technology can produce a way to harness and efficiently use renewable sources, such as solar. The need to increase our use of coal during the last two decades of the 20th century is reason enough to believe that the future growth of the coal industry is assured. A major impediment to that growth might be backward national public policies that could restrict the full utilization of our coal reserves. These policies could result from overregulation and a failure of the public to recognize that coal use, with proper techno- logical safeguards, is compatible with our society&apos;s environmental-quality objectives. Communication of this problem and its solution is a major undertaking of the coal industry in the 1980s. At the end of the 1970s, the American coal industry was producing approximately 635 Mt/a (700 million stpy) of coal. To meet the nation&apos;s projected energy needs by 1985, the annual tonnage must be doubled. A similar scenario is predicted for the rest of the world. Such growth in the modern international business world will require huge additional amounts of capital, equipment, and people who know how to wisely raise and apply the capital; use the equipment productively; and deal with the many community, public, and governmental problems such expansion will create. ONE of the little-known characteristics of cast&apos; iron, which neverthe-less has an important bearing on results where accuracy in machining-is essential, is the ability of this material to ease up internal strains when. .allowed to remain quiescent for a more or less extended period of time. At seems as if the molecules in such a casting, by virtue of their "mobility,? can adjust their relative positions to an extent sufficient to overcome some of the existing stresses. The following instance will perhaps give a fair idea of the condition a casting may he in when just shaken out of the sand. A very large sheave-wheel, after shaking out, was taken&apos; outdoors to be, cleaned and made ready for turning up. It was leaned against the side of the building, but before much could be done an arm tore apart with a loud report. Investigation showed that the sun had been shining on the upper rim, this adding a slight strain to those already existing within the arm and thus overbalancing the strength of the metal in tension. Had this sheave been kept under cover for a while, or at least until machined, the-strains., would have eased off sufficiently to allow the sun to look upon it without disaster. It will not be necessary to multiply examples. Every engineer knows the danger of water-hammer in pipe lines, particularly if the latter are of cast iron. Every mechanic knows, or should know, that it is not good to strike a fitting that is under steam pressure. It will be necessary to say a few words on the "internal- strains" in castings-the so-called "casting strains" we hear so much about. We all know that to get a casting reasonably true to the dimensions wanted requires a slightly larger pattern. The usual allowance for gray iron is 1/8 in. to the foot (1 cm. per meter) and ¼ in. to the foot (2 cm. per meter) for white iron (all dimensions). This reduction in length, breadth and thickness in a casting is erroneously called "shrinkage." It should be called "contraction," as for practical purposes. it is simply the difference .in dimensions of the casting red-hot and cold.

THE Helen Mine, of the Algoma Steel Corporation, in the Michipicoten district, Ontario, Canada, has produced more than 6,240,290 tons of iron ore. Prior to and during World War I, 2,823,369 gross tons of brown ore were shipped, and from 1939 to the end of the 1944 season, 3,416,921 gross tons of siderite ore were produced from open-pit operations. Brief descriptions are given of the nature of the ore, the mining methods employed and the manner of treatment of the ore. Shipment of the finished product, known as Algoma sinter, is made to blast furnaces in both Canada and the United States. The iron-ore bodies-i.e., the oxide ores of the Old Helen and the siderite of the New Helen-are a part of a tabular shaped area of iron formation that extends over a length of more than 10,000 ft. and has a maximum width of 1000 ft. The ores are considered to be a product of introduction of iron-bearing material accompanied by replacement of the rocks already present. It is shown that introduction took place subsequent to the development of the major folded structures. It is believed the iron-bearing material emanated from an igneous source.

The petroleum industry of western Pennsylvania and southwestern New York lias been one of phenomenal development. Greater and more sudden flucuations hare occurred in the price* of crude oil, and in all the collateral interests dependent upon its production, than in the case of any other mineral product which has been extensively exploited in the United States. This was more particularly so from the commencement of drilling for oil in 1859 down to the end of 1877. The experience gained during these early years has enabled the oil men to operate more intelligently since; the business is not now attended with the hazardous risks with which it is generally credited. The most important questions connected with the oil industry are those of (a) the oil-supply, and (6) the possible ultimate exhaustion of the field. Since 1876 my attention has been directed to the study of the statistics of the product of the oil regions. In January, 1880, in order to slow some interesting points connected with these questions, I prepared a graphic chart which was used to illustrate a lecture on petroleum delivered before the Franklin Institute. This chart was afterwards reconstructed in two distinct forms for publication in the census report. on Petroleum and its Products. These latter I have redrawn in a condensed form, and have extended them to include the statistics up to 1885, for publication in the Transac tions of the Institute, in conjuction with a map of the oil-re&&apos;~IOIIS prepared by Mr. John F. CarII and myself. It is hoped that these illustrations will be found interesting to the members of the Institute, and of practical utility to oil-men, without any extended discussion, since it is my desire to make only such brief references to them and give such additional detailed facts as may serve to make the prominent features understood.
