The Jones Mine (or Johannes Mine, as it was originally called, from a former proprietor), situated near Springfield, in the township of Caernarvon, Berks County, Pennsylvania, has long been known as a large deposit of magnetic iron ore, associated with more or less copper pyrites, and with malachite and chrysocolla. It occurs in a belt of soft schistose rocks which rest upon the Laurentian gneiss of the Welsh Mountain,' and to the northward are soon concealed by the unconformably overlying Mesozoic sandstone of the region. These metalliferous strata belong to the Primal slates of Rodgers, which, in many other localities in this region, include similar deposits of iron ores associated with more or less copper, and often accompanied by chloritic and argillaceous schists, and, more rarely, by serpentine and small lenticular masses of crystalline limestone. To this same horizon belong the iron ores of Boyertown, Fritz's Island, and Roudenbusch, near Reading, Wheatfield, Cornwall, and Dillsburg (all of which are found along the northern border of the Mesozoic belt of

SYNOPSIS It can be shown that the properties of intact rock are relatively unimportant in rock slope stability and that failures are controlled by structural discontinuities such as bedding planes, joints and faults in the rock mass. The frequency, orientation and inclination of these discontinuities as well as their strength characteristics are important factors to be considered in any rock slope analysis and their influence will be demonstrated by means of a number of practical examples. Methods for determining the mechanical properties of discontinuities will be reviewed and the interpretation of the strength test results for use in stability computations will be discussed.

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

IN a recent investigation of the Mn-Ge system by Zwicker it was reported that two inter-metallic compounds in this system, Mn,Ge, and Mn,Ge,, exhibited ferromagnetic properties. Of these, Mn,Ge, was reported as "strongly magnetic" and Mn,Ge, was said to be "weakly magnetic" but no actual values were given. In a study of magnetic alloys of nonmagnetic elements sponsored by the United States Army Signal Corps at Lehigh University, test bars having the nominal composition of these compounds were prepared by pressing elemental powders and sintering them in a purified helium atmosphere. Magnetic values obtained on these compounds are reported in Tables I and 11. It should be cautioned that the test bars were somewhat porous and that X-ray patterns run on these materials indicated that the homogenization in the samples was not complete, but that in each case the compound reported on was the dominant phase. The (B-H) max and particularly the Br values for pure dense M&Ge, can, therefore, be expected to be somewhat higher than those reported herein, while those for Mn,Ge, may be in error in either direction. The old do not love to see the young pass away from the light of the sun before them. Fathers would fain keep their sons by their side to the. end of life ; but the old Greeks, who loved the old gods, were wont to moderate their grief with the sweet superstition that only those whom their gods especially loved died early. The Christian church found consolation in that superstition applied in a new form to its new sorrows, and paid its most enthusiastic devotion to the memories of its young and beautiful martyrs. The natural science of our century is robbing us fast of this and all other superstitions, sweet as well as bitter, and leaving us for consolation to the teaching—colder, yet kinder—of personal fortitude and that optimism Which intelligently translates the Cosmos of Humboldt back into its old name of the Harmonia of Pythagoras. The Homeric Kataclothes, the three fates, are dead and gone for us, with that old world which comprehended none of the laws of cause and effect, and sorrowed for those who were cut off from the land of the living without hope of more than a shadowy existence beyond the river of death. All the more the ancients cherished the memory of their dead and lavished their choicest art upon their monuments. We moderns have lost the monumental arts, but we better keep the monuments which our dead leave behind them. No one of us who has done good work can fail to be remembered; and in an Institute like this, which keeps the press at work, an immortality in the memory of men is more possible, more certain, for every one of its members than the greatest heroes of antiquity could anticipate for themselves. In old apocalyptic times the works of men followed them through death to the throne of God to be their advocates in judgment, but in these modern times our works remain this side the grave, to follow the name of the departed one as it takes its course along the history of his peculiar art or science advancing slowly to perfection. The following letter was received from Prof. Kemp in reply to a telegram expressing the greetings of the members attending the Annual Meeting in New York. "Melbourne Beach, Fla. Feb. 17, 1916. Dear Mr. Stoughton: The welcome telgram from the members of the Institute, which you kindly trans-mitted to me, came safely yesterday and I catch the next available mail with a heart-felt acknowledgment. I cannot express to you how greatly the remembrance cheers and braces me during the days of patient waiting for the feeling of over-strain to fully pass, and for the time when I can again be back among the friends in the Institute who are very clear to me. While I cannot reach all the members who joined in the telegram I will ask you to say to such as are available that I am profoundly sensible of the thoughtfulness which prompted the message. I write from a little bungalow on the ocean. side of the half mile or more of sand dunes, thickly grown with palmetto, which separate the ocean from the Indian River. Two miles or more of Indian River still intervene between the little colony of Melbourne Beach and Melbourne on the mainland and on the Florida East Coast R. R. where the telegraph station is. INTRODUCTION THE importance of magnesium alloys in the manufacture of aircraft engines has been realized for many years. A concentrated effort has been exerted in the laboratories of the Dow Chemical Co. to develop magnesium-base alloys with improved properties at elevated temperatures whereby greater advantage can be taken of the inherent lightness of these materials. In an earlier publication,1 attention was called to the superior tensile properties and resistance to creep of cerium-containing magnesium alloys at temperatures up to 700°F. More recently, additional data on magnesium-cerium alloys have been furnished by Murphy and Payne.2 The present paper deals with the mechanical properties of sand-cast magnesium alloys containing zinc, at temperatures up to 500°F. The study includes binary Mg-Zn† alloys containing up to 10 pct zinc and several ternary and some polynary alloys based on the Mg-1Zn,†Mg-3Zn, Mg-4.4Zn, Mg-6Zn, and Mg-10Zn binaries. The compositional variation in the tensile properties, hardness, and creep at room and elevated temperatures, and in the electrical conductivity at room temperature has been determined. The results of these tests show that many zinc-containing magnesium alloys exhibit resistance to creep at elevated temperatures significantly higher than that of present commercial magnesium alloys, but lower than that of alloys of the magnesium-cerium type. In addition, they have high tensile properties at room and elevated temperatures and high conductivity. This combination of mechanical properties and conductivity indicates that these alloys should be given serious consideration for commercial applications involving exposure to temperatures higher than those to which present commercial magnesium alloys can be taken safely. LITERATURE The properties of sand-cast magnesium alloys containing zinc as a principal alloying element have not been investigated very extensively, especially at elevated temperatures. The following remarks, which are confined to sand-cast alloys, will serve as a summary of the most important references on this phase of magnesium metallurgy. The first recorded determination of the tensile strength of binary Mg-Zn alloys as a function of zinc content was reported by Aitchison.3 Similar studies, including the measurement of elongation and hardness, have been performed by Gann and Winston,4 Dumas and Rockaert,5 Haughton and Prytherch,6 and by Spitaler, the last being reported by Beck.7 A slight superiority in the tensile strength of chillcast Mg + 8 Zn alloy over the sand-cast alloy was noted by Maybrey 8 That alloys of magnesium containing 5 to 12 pct zinc

I had the good fortune to visit the Stockholm Exposition just before its close in October last, and to get a glimpse of the methods used in Sweden in making the wonderful steel and iron for which its furnaces are so famous. My time and opportunities for observation were limited, but some points which I noted may be worth bringing to the notice of the Institute. The Exposition itself was confined to the natural and artificial products of Scanclinavia, and therefore iron and steel held a very prominent place in it. There was a complete collection of the rocks and ores of the Peninsula made by the Geological Survey; and every iron-mine of note exhibited a glass model of its workings, as well as classified specimens, accompaniecl by thorough analyses of the ores. Another feature of interest was the display of models of the old mining-machinery, in the invention and introduction of which Sweden led the way, and of the old and new surveying-instruments and compasses devised for the exploration of the Swedish iron-ore bodies, all of which are more or less magnetic. The magnetometric collection and exhibit of methods of operation made by Prof. Nordestrijm were supremely instructive. The larger metallurgical works, such as those of the Kopparberg and Sandvik companies, exhibited their wares in separate pavilions, in which crude and manufactured objects were arranged most eflectively and tastefully; while the smaller companies erected in the Industrial Arts Building trophies, every one of which was an object of beauty. One was struck on all sides by the fine asthetic feeling exhibited in the ingenious installation of materials and objects not easily lending themselves to artistic treatment. Hammers, picks and drill-steel were grouped into mural designs which it was a delight to look at.

CANADA'S mining industry is rapidly recovering from the depression through which it passed in 1921. Its total output of $183,029,600 in 1922 was 6.4 per cent. greater than that of 1921, and was exceeded by only three previous years, 1917, 1918, and 1920. Table 1 compares the output of a few of 'the more important items selected from preliminary data published' by the Dominion Bureau of Statistics. Canadian cobalt originates entirely in the ores of the Cobalt district, which are mainly treated at smelters in southern Ontario, although some quantities of residues have been exported to England and Europe. Exports during 1922 increased even more than production, consisting of about four-fifths . cobalt oxides and salts, and one-fifth of cobalt alloys and other metal combinations.

THE Anthracite Division, Bureau of Distribution, of the United States Fuel Administration, came into existence about Oct. 20, 1917. There had been no definite policy determined upon and the distribution had been carried out by the producers and distributors of this fuel as under normal conditions. The domestic sizes had been shipped from the beginning of the coal year on Apr. 1 in about their usual proportions to the various sections of the anthracite consuming territory of this country, which, in a general way, extended as far west as Nebraska and Montana, and in the south along the Atlantic seaboard to Florida. With the advent of cold weather, about the middle of November, acute shortages commenced to develop all over the northeastern section of the country, due to largely increased demand by the public in general, to enormously increased population in centers where industrial war activity was concentrated, and by the needs of the war industries themselves. Commencing with the early part of December, this demand was aggravated by extreme low temperatures and heavy snow; and the production decreased for the same reasons. From that date until the change in the weather, about the latter part of February, it was simply a question of getting coal into communities as emergencies occurred, to take care of individual cases. No definite plan of distribution could be followed. The coal mined between Apr. 1 and Nov. 1 had been distributed as mined and, therefore, only current production was available for distribution. The Anthracite Division, during this period, consisted of a Director, two assistants, together with an office force of seven or eight clerks and stenographers.

THE OLD Pueblo smelter is being dismantled after 43 years of continuous operation, from 1878 to 1921. It was built by Mather and Geist, on a bluff overlooking the Arkansas River just below the, city of Pueblo. At the time of its construction Pueblo was considered a most favorably situated town for a custom smelter. Coal, coke, fuel, limestone, iron ore, lead, silver, and, gold ores were plentiful. It was a "downhill pull" from all directions to Pueblo. Labor, both common and skilled, was plentiful and efficient. Leadville was in bonanza and there were not sufficient furnaces in Colorado to handle the ore offered. The plant prospered from the start. It soon required more capital; so the owners; with the assistance of Thomas Nickerson of Boston, at that time prominent in the affairs of the A., T. & S. F. railway, formed the Pueblo Smelting & Refining Co. About this time, also, very heavy shipments of rich silver ore from New Mexico began to come in. Agencies were established for the purchase of ores in the most important mining camps in the country from Kingman, Ariz., to Butte, Mont. Highly siliceous silver-bearing ores from Butte were shipped to Pueblo in train loads. This was used chiefly in the concentration of leady mattes. RECOLLECTIONS OF MR. GEIST, FOUNDER OF PLANT Mr. Geist is living in Guadalajara and has sent the following brief letter: "Early in 1878 the firm of Mather & Geist, which had been operating in Utah and had then closed their smelter there, after diligent search for a new location selected Pueblo. We erected the first smelter in the valley, blowing in the first furnace in 1878. Mather & Geist carried on until January, 1882, when they transferred all their business to the Pueblo Smelting & Refining Co., which had been organized in December, 1881. Full details of this transfer are given in the enclosed Report, which was issued early in 1882, for the purpose of interesting more capital, in which we succeeded admirably. "I personally did all the work of manager and super-intendent, some job in these days. My technical quali-fications were that I was a member of the class of 1866, Yale Sheffield Scientific. I was born in 1848, so was the youngest member of the class.

Three examples of open pits where toppling failure controls the stability and design of the slopes are described. Two examples involve the design of overall slopes in base metal mines. The third example concerns the analysis and design of remedial measures to prevent toppling failure from occurring in a critical slope in a coal mine. The analytical techniques for assessing toppling failure on a rational basis are discussed for the three examples. This includes an assessment of the important parameters which govern the stability for the toppling failure mode. The geological setting and input data for each example are described, as are the important external or limiting factors pertinent to the sites in question. A statistical cumulative technique was used to assess one of the most important input parameters in the two examples involving overall slope design. Both deep-seated toppling failures, involving the entire slope, and shallow bench failures are considered. Results of the stability analyses and their related engineering significance with regard to slope stability and design are discussed. A sensitivity analysis of various parameters is effectively utilized. Design charts are developed and evaluated accordingly. In the example where toppling failure was unavoidable, the rationale for design of stabilization techniques to prevent toppling is discussed.

R. H. THURSTON, Cornell University, Ithaca, N. Y. (communication to the Secretary): The " tri-axial diagram" was, I think, first employed by me in the work of the " U. 8. Board Appointed to Test Iron, Steel and Other Metals." A model was exhibited to the American Association for the Advancement of Science, and the diagram was first published, and the model described, in a paper presented to the same society at its Nashville meeting in 1877." The problem then presented to its inventor was to find a method of planning a research involving proportions of ternary compositions in such manner that, a limited number of such compositions being tested, the results should give the law of variation in the physical properties of all possible combinations of the three elements, and the actual numerical values of such as were important to the investigator. The investigation of the binary alloys, copper and tin, copper and zinc, and tin and zinc, had been completed and satisfactorily discussed, employing the usual bi-axial diagram, of which the ordinates represented the one, and the abscissæ the other, of the characteristic properties to be studied, the composition being commonly indicated by the abscissæ. In these cases it was easy to ascertain, by the study of a limited number of compounds, the law of variation in strength, ductility, etc., with composition; but, for a long time, the ternary alloys were not attacked, because no simple and satisfactory method presented itself of securing results significant for the whole field by the investigation of a comparatively small number of alloys. The tri-axial diagram was finally hit upon as a means of representing and interpreting results, and researches were at once begun, and in due time satisfactorily completed.

I have no beitation in saying, that if the students have been previously instructed in the theoretical part of thrir studies, by lectitras and practice during the winter, the plan would be an admirable one.
