The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government. ALTHOUGH Mexico still ranks second in importance as produce for petroleum, the output in 1924 was 7 ½ per cent. less than in 1923 and 30 per cent. less than the peak production of 1921. The decrease may be partly accounted for by labor troubles and revolutionary activities early in the year, although undoubtedly the main factor was the continuous rise of the salt-water level in the South Fields, causing a decline of 24,000,000 bbl. in the production of light oil. Since the middle of 1923, the production of heavy crude has been greater than that of the lighter grade and, in 1924, the output of heavy crude was 2 ½ times that-of the light oil. DEVELOPMENT Drilling operations in the Mexican fields were probably more active in 1924 than in any other year, the greatest activity taking place in the Cacalilao and neighboring fields; toward the end of the year there was an added number of wells drilling in wildcat areas. The number of wells drilled in proved territory was almost twice that of the previous year, the increase taking place in the heavy-oil fields north of Panuco, as only 78 of the 710 wells completed were drilled in the Southern Fields. The percentage of successful completions decreased from 45 per cent., during 1923, to about 38 per cent., during 1924; there was also a noticeable decrease in the average flush production of the new wells. It is interesting to note that notwithstanding the increased drilling activity, the total production declined over 10,000,000 barrels. In the heavy-oil district, 632 wells were completed but only 231, or 36 ½ per cent., were commercially productive. The develop-ment in the Cacalilao area reached its peak in April and May, or about the time the first serious salt-water encroachments took place. Development in the old Panuco and Topila fields was more active than during the previous year, although the salt-water level continued to rise, the high price of crude making such development advisable especially for companies having to protect large-investments.

Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared for these tests by high-temperature methods, especially by crystallization from borax melts.

Instantaneous outbursts of coal in underground workings have occurred frequently in various coal fields in Nova Scotia; British Columbia; Canada; South Staffordshire, England; and the states of Washington, Virginia, West Virginia and eastern Kentucky in the United States. Such outbursts in eastern Kentucky have been called "mountain bumps " because they are more likely to occur under mountain cover than elsewhere, but recently they have become generally known as "coal bumps." The eastern Kentucky coal field has been troubled by these outbursts since 1923. Many men have been injured and killed, and the morale of the workmen in the vicinity of such outbursts has been affected to such an extent that mine production has suffered for a considerable period following each outburst. Such phenonlenal occurrence in any coal field naturally has led to discussion as to the cause and means of prevention. In the eastern Kentucky field, local mine officials, workmen, mining engineers, and many others have offered many ideas as to the cause and many methods of prevention have been suggested, and tried without success. Some of the plans were either practically or economically unsound and in general impossible to follow. To enumerate all the suggestions would require a large volume. One cause mentioned was that they might be due to gas under high pressure, as in Lower Silesian mines, and the remedy reeommcnded was to drain the gas by drilling holes into a suspected area. A hole 30 ft. long was drilled into a 60-ft. pillar to allow the gas to drain off, hut the pillar bumped the next day. Realizing the importance of obtaining the best information available on coal bumps, the writer, with the permission of the Harlan County Coal Operators' Assoeiation, invited Mr. George S. Rire, Chief Mining Engineer of the U.S. Bureau of Mines, who had investigated bumps in several countries, to conduct an investigation of coal bumps in this field. Since that time, the hydraulic drill concept has slowly, and sometimes haltingly, come of age. Now, backed by impressive performance records and operator acceptance, hydraulic drills promise to produce a quantum leap in mining efficiency and, sometimes, major changes in mine and quarry engineering.

In accordance with the request of Dr. Drinker, no formal celebration was held, but, nevertheless, a spontaneous and enthusiastic expression- of appreciation and affection was voiced by alumni, students and faculty, testifying to the regard felt for Dr. Drinker and extolling the progress made by the University under his guidance.

Strength, permeability, and deformational properties of a rock mass are influenced and often controlled by the geological discontinuities within the mass. These properties are often determined by physical tests conducted within and on portions of the rock mass under consideration. Any extrapolation of these test results to other portions of the rock mass assumes that a similar pattern of discontinuities, having similar properties, exists throughout the region of extrapolaion. A survey in which various joint properties of interest are measured may be conducted to sample the joint population of the mass. Suitable data manipulation and handling techniques are developed to permit the definition of the joint population of the rock mass. The validity of the extrapolation of test results may then be assessed.

The properties of quartz, calcite, magnezite and dolomite suspensions prepared from -30 µm size fractions of these minerals have been investigated. Selective coagulation of the quartz-calcite, quartz-magnezite and quartz-dolomite binary suspensions was possible at the pH values slightly above those for the i.e.p. of the carbonate minerals. The tests revealed that quartz suspensions were not flocculated by the anionic flocculants, whereas the same polymers were flocculants for calcite, magnezite and dolomite. Selectivity in the flocculation of the quartz-calcite, quartz-magnezite and quartz-dolomite binary suspensions was not, however, satisfactory because of the activation of quartz by ca2+ and Mg2+ ions. Dispersing reagents can be used to improve the selectivity of flocculation.

Until the advent of the porphyry coppers and the introduction of flotation which soon followed, crushing and grinding for many years proceeded along somewhat stereotyped lines, without important alteration in type of machinery. For the finer crushing and grinding, stamps, rolls, and various patterns of Huntington and Chilean mills were in general use. Ball-mills were in use abroad, but owing to their small capacity and the high cost of screens and steel, they never obtained much footing in the United States. Tube-mills were first introduced into the crushing departments of cyanide plants when it was found that for crushing finer than 30-mesh other types of crushing machinery were not efficient. In order to crush with one pass, these mills were made 18 to 22 ft. (5.5 to 6.7 m.) in length. Pebbles were used as a grinding medium and the mills were lined with either silex blocks or fragments of quartz or flint pebbles set in cement. While the cylindrical tube pebble-mill had been used to some extent in small installations of concentration mills, the first instance of its use on a large scale was at the concentrating plant of the Miami Copper Co., where 8-ft. by 22-in. (2.5-m. by 55.9-cm.) Hardinge mills were tried out against Chileans. The results of these experiments led to the gradual replacement of the Chilean by the Hardinge mill. Robert Franke published an article' describing the work done, comparing the two types of mills. At the same time, according to Franke, a test was run using a 6-ft. (1.8-m.) Hardinge ball-mill as a substitute for rolls for intermediate crushing on 1/2-in. material. According to Franke, this mill was soon discarded, since it was found that to obtain the desired product the mill must be limited in capacity. The Miami Copper Co. made no test with other types of ball- or pebble-mills. Following this example, others installed the conical type; and when the Inspiration Consolidated Copper Co. decided to build a concentrator, it adopted the conical mill. If we assume that testing of the model started at time C, that time t2 was the instant at which the elastic limit of the material was passed at the points of the maximum stress, and that at time t3 the failure of the model was completed as shown in the typical photograph (Fig. 1), then actually the photograph shows the final results of what took place between time t2 and t3. By the principle of similitude all conclusions drawn from the behavior of the model were applicable and valid for actual mine roofs up to the time t, after time t, motions and friction came into play during the destruction of the model. The events between t2 and t3 and the photograph itself are not representative of the events expected in an actual mine roof unless corrections imposed by the principle of similitude are made.

The Red Mountain district, in Ouray County, Colorado, has been already referred to in the Transactions of the Institute, and notably in papers by Mr. T. B. Comstock, on " The Geology and VeinStructure of Southwestern Colorado" (Trans., xv., 218), and on " Hot-Spring Formations in Red Mountain District, Colorado—A Reply to the Criticisms of Mr. Emmons" (Trans., xvii., 261), and in the paper of Mr. S. F. Emmons, on " Structural Relations of Ore-Deposits" (Tram., xvi., 804). The district has attracted much attention from those interested in geology, because it seems to present a variety of ore-deposits rarely, if ever, met with elsewhere, and one which cannot be described by such well-understood terms as fissure-veins, bedded-deposits, or contact-formation. It will be the scope of this paper to note briefly, from the writer's experience in developing the Yankee Girl, Guston and other Red Mountain properties,—first, observed facts as to the ore occurrence and formation, and second, certain unsolved geological questions. The southern gold-fields offer some of the most complex and trying problems encountered in mining; and their successful solution often means the success or failure of the particular enterprise involved. In vein-mining, where the values are scattered over large areas, making it necessary to handle a large tonnage of very low average grade, the successful solution has been found in some instances by a combined hydraulicking and milling; water under pressure being used as the mining agent, and also for transporting the broken material to the mills, and effecting in its passage a partial concentration of the product by washing out the lighter and looser dirt of the ore-mass. The placer-deposits of the South, which were the original localities from which gold was mined, have been extensively worked, and to any one now undertaking their development offer many difficulties. The antiquity of the industry in this field, which was the cradle (in fact, literally the rocker), in which the California '49-er was born, gives assurance that all the deposits available to water and natural drainage have been more or less extensively worked already, so that, as a rule, any placer-deposits yet remaining undeveloped may be considered to offer some difficulty beyond the ability of the " old-timer " to overcome.

The numerous and copious reports of geological surveys made in the lead and zinc region of Wisconsin leave, perhaps, but little room for any original work, or for descriptive details of the nature and origin of the deposits not already given in the exhaustive memoirs of Percival, Whitney, and Chamberlin and their associates. HOWeyer, since the completion of the last survey, in 1879, much more attention has been given than before to the exploration of the ores of zinc, especially of late years, since the region has been better opened up by railways and the zinc industry of the country has assumed large proportions, giving a constantly increasing demand for zinc-ores. A residence of more than a year in the region, and the active direction during that time of mining operations over a considerable area, have familiarized me with the forms and peculiarities of many of the deposits; and it appears probable that some observations upon them, especially from the mining and commercial standpoint, may interest the members of the Institute. A few notes on the structure of the deposits from the mineralogical and chemical standpoints have already been presented by me to the Wisconsin Academy of Arts and Sciences." The presence of lead-ore in the soil at many points along the Mississippi river was well known to the aborigines, and early attracted the attention of the frontier traders, who purchased from the Indians the ore and even lead smelted out by the squaws. The demand for the lead-ore soon increased, and it became one of the early and potent factors determining the settlement of southwestern Wisconsin, and the development of its mining and agricultural resources. The mines of that section, together with those of Missouri and the Mississippi valley, may be said to have been the cradle of mining in the western United States. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. The present tribute to a great pioneer in the steel industry, with the accompanying remarks upon the town of Sheffield, which has remained to this day what his invention made it, an important center of that industry, originally formed a part of the paper on "Iron Alloys," prepared, at the invitation of the Council of the Institute, for the Chicago meeting of August, 1893. That paper, begun with the intention of dealing with many alloys of iron, became, of necessity, through the limitations of time on the part of the writer and of space in the Transactions of the Institute, mainly a discussion of the principal modern commercial alloy of iron, manganese-steel; and much introductory and general matter was consequently omitted. The Secretary suggested, however, that this particular portion would be interesting and appropriate as a separate contribution, and I therefore present it as such, offering the foregoing statement simply as an explanation of its incomplete character. If I had undertaken to write a paper upon this subject alone, I should have felt myself bound to bestow upon it more elaborate research and to treat it with more abundant details. It was in the immediate neighborhood of Sheffield that the first successful process for the fusion of steel on a commercial scale saw the light. The late Dr. Percy, a leading authority in general metallurgy, says: " Formerly, so far as I am aware, steel was never melted and cast after its production; and in only one instance, viz., that of wootz was it ever molten during its production.....Now, by the fusion and casting of steel after its production its heterogeneousness is remedied, and ingots of the metal may be procured of perfectly uniform composition throughout; and for the practical solution of this important problem we are indebted to Benjamin Huntsman, of Sheffield."
