I was this morning an interested listener to the remarks of Mr. Ashbel Welch in regard to his designing a new section for steel rails, in 1866; and for the salze of the truth of history, and in order t:, give the credit to an American (and where it rightfully belongs) of higning the first section for steel rails, which was intelligently adapted to that material; I beg to state the following facts: On the 14th of August, 1866, Mr. Ashbel Welch gave me an order for 200 tons of steel rails, to be made bbr the Camden and Amboy Railroad, from a section designed by him. After shotcrete had been in use for a short time al the Climax Mine of the Climax Molybdenum Co., Climax, Colo., it was noted that regular longhole undercutting blasts would severely damage or detach slusher drift shotcrete linings. If this were to be a usual occurrence, the widespread application of shotcrete would have to be reexamined or abandoned. Concrete drift linings are affected less by blasting because of occasional significant gaps between the placed concrete and rock and the greater thickness of poured-in-place linings. Research Project Organized A research project was organized to determine: 1) the seriousness of the problem, 2) more complete in-use shotcrete strength data, and 3) possible solutions.

THE Petroleum Division will hold its first fall meeting in Tulsa, Okla., Thursday and Friday,' Oct. 2 and 3, preceding the. International Petroleum Exposition that opens there on Oct. 4. Headquarters will be at the Hotel Mayo, and members planning to attend should make reservations promptly because of the large attendance expected at the Exposition. The program for Thursday will feature production engineering problems and that for Friday the unit operation of oil pools. The principal papers planned for the various sessions are as follows:

In magnetic taconite of the East Mesabi range, quartz, magnetite, and cummingtonite (OH}(Fe, Mg)(Si4O11)2) are the three major ore-forming minerals.' Fine grinding and magnetic separation of the taconite leads to a concentrate analyzing 64 to 65 pct Fe and 8 to 9 pct insoluble; the gangue content of the concentrate arising from the presence of locked magnetite-gangue particles, and of occluded gangue particles in magnetic floccules. To further upgrade such taconite concentrates, flotation appears to offer a particularly promising approach. To evaluate its effectiveness in separation, a knowledge of the flotation characteristics of each mineral comprising the concentrate becomes desirable. The floatability of magnetite and of quartz have already been reported in a previous paper,2 in which the flotation characteristics of the two minerals were correlated with the electrokinetic properties at the mineral-solution interfaces. Since cummingtonite has somewhat intermediate chemical composition between the above-named oxides, the electrokinetic and the flotation behavior of this mineral becomes of interest for both practical and fundamental reasons. In the present article the results of electrophoretic mobility measurements and of Hallimond tube flotation tests on cummingtonite are reported and are compared with those of quartz and magnetite. MATERIALS AND METHODS A sample of cummingtonite-rich taconite, received from the Mitchell pit, near Babbitt, Minn., was crushed and ground through 100 mesh, and the product was fractionated magnetically into three portions. First, a drum-type laboratory cobber was used to separate a highly magnetic portion, consisting mainly of free, but also containing locked, magnetite particles. The cobber tailing was then passed in two stages through a Franz isodynamic separator. The middle fraction was isolated, and, upon examination petrographically, was ascertained to be principally cummingtonite. The 100 to 150 mesh fraction of this sample was selected for the present study. It was cleaned by leaching briefly with hot, dilute HC1 and then by rinsing repeatedly with demineralized water. A ground and elutriated fraction of -5p cummingtonite was used for the electrophoretic measurements.

This, it is expected, will be one of the largest exhibits made in this country. On Monday evening, Sept. 29, there will be a meeting, in the Ritz-Carlton Hotel, of former officers and members of the Executive Committee of the Institute. It is requested that all officers and Committee members, the present as well as the past, will arrange to be present.

Two subjects certain to incite interest among a few practicing engineers and almost all engineering educators are professional recognition and decline in engineering enrollments. It is not surprising that this interest on the part of the educators is universal; it is only regrettable that such an interest on the part of the practitioners is not more widespread. In fact, it is probably the hope of the profession that some of the more penetrating searches now being made into the nature of engineering will generate sufficient cause for perplexity that members of the profession will assume a significant degree of personal concern toward purely professional matters.

Until four years ago the market price of oil securities moved directly and immediately with the general list. This point, was first developed by the senior author in 1924 while making a statistical study of the relative movement of oil securities and the general market. Plotting the monthly averages of 17 oils against 233 industrials disclosed the sur- prising relationship shown in Fig. 1. The traditional vagaries of the oil business, the wide fluctuations in current supply and resulting abrupt changes in crude prices nevertheless produced no movements in the market price of oil securities as a group, which departed notably from the movements of the general market. Photogrammetrists are studying with new interest the problems of mine mapping and mining engineers are beginning to see what photogrammetry can do for them. Administrators in a number of European and U. S. mines have tried photogram- metric methods and are finding that better maps and data, needed for mine development, can be produced with savings of time, men, and money. In addition to wide use in small scale mapping projects, photogrammetric methods are now used for producing large scale plans and maps in German coal and lignite mines, in some U. S. open pit mines, to inventory TVA coal stock piles, and to compute highway excavation volumes. In each case surveying and map compilation has been made more efficient and accurate by photogrammetry and at significant savings over ground methods.

The Lake Superior blast-furnaces probably represent the maximum economy of fuel possible in this country. They smelt an ore which is very rich and easily reducible, and as the small amount of gangue present is not all silica, but in part a silicate, the amount of limestone required is a minimum. The average yield of the ore treated at six furnaces was 63 per cent., and the average quantity of limestone 179 pounds per ton of pig. The fuel used is charcoal, so burned as to retain most of the combustible volatile part, which, before the utilization of furnace-gas, was burned away. With these conditions it is not surprising that the Lake Superior charcoal practice is extraordinary in almost every respect. In any scientific discussion of American furnace work, the establishments there will be found at the head of the list, and they work under conditions which are extremely favorable for careful study. The Bay Furnace, near Marquette, has the honor of carrying "the broom" for the largest daily make. With a capacity of 1908 cubic feet it has, for months together, produced 29 tons of pig, graded at

F. C. HENDERSCHOTT,* New York, N. Y.-I am going to take, as the text of what I shall discuss, a portion of the second paragraph of Mr. Stanford's paper. It read as follows: "The most vital need of the management is for more brains. The logical course for an engineer ;in charge of an industrial organization is, therefore, to direct whatever forces may be at his command toward the development, training and guiding of-all the brains in his organization. This is easier said than done, for it involves the carrying on toward two objectives, the maximum of productive work and the development of the individuals, who perform it;" and the last sentence of the paper; "Industry has no greater asset than an intelligent workman." The United States of America, at the outbreak of the present war, had the best equipment of any nation in the world. That statement holds not only for our -shops and our transportation systems and our stores and our farms and our homes, but it holds generally.. There was no other nation in. the world that had so good equipment as the United States. There was no other nation in the world that could be called progressive that has such poorly trained workers as the United States. Even Norway, Denmark, Sweden and New Zealand ranked ahead of us. Now that is the, problem, generally speaking, and there was recognition of that fact, a growing recognition which-took form, and one of its forms was what we call the corporation school. Now obviously a corporation has no particular educational functions, but as is said in the closing sentence of Mr. Stanford's paper, or as is implied, an industrial institution is, after all, the reflection of the aggregate of the efficiency of the individuals who compose that organization. There is no way of getting away from that. If your individuals, from your president down, are efficient, if your individual has developed his brains, if he is a trained man, you have got an efficient organization, and if you haven't that condition, you have got weaknesses and your organization is no stronger than those weaknesses. I maintain that the same thing holds for a nation; .a nation is as efficient as the collective efficiency of the individuals who compose the nation, and no more so.

GROWTH of the United States to industrial supremacy in the world is mainly because of the rapid exploitation of natural resources. The easily found high grade mineral resources have been depleted and attention has turned to low-grade ores. Progress has been made from the comparatively crude mining and milling techniques, which sufficed for the rich deposits, to more complex technology for exploiting low-grade ores. In spite of this progress the defense program is pointing up the fact that the mining industry is caught short on ability to produce the needed mineral raw materials. The mining industry is digging itself out of business here in the United States.

Rotary percussive drilling, vibro-drilling, vibro-rotation drilling, rotary pulsating drilling-all names that mean the same thing-are gradually appearing in mining literature. What is rotary percussive drilling? It is a combined system superimposing a rapid percussive impact on a continuous rotary action in an attempt to utilize the most desirable features of both methods. At present single and multiple carriage-mounted rotary percussion units are being used in the European coal mining regions. One well engineered unit is the Hausherr "Albo" rotary percussive drill, utilizing two alternately operating percussion pistons, and another is the multiple-unit, jumbo-mounted Salzgitter machine. Niisse & Grafer also manufacture rotary percussion drills.

FAULTING at Kennecott, with its attendant fracturing, is unusual, complex, and important. As study and knowledge of the various fault systems have progressed, appreciation of that importance has helped in the selection of proper horizons for exploration and in the avoidance of useless crosscutting and drifting. During the study of this faulting and fracturing, a suggestion concerning the formation of the ore-bearing fissures occurred to me. Further study in the available portions of the approximately 45 miles of workings in the Kennecott mines for the purpose of checking up the the suggestion led to the hypothesis which this paper will attempt to present. Briefly, the hypothesis may be stated as follows: The formation of transverse faults that stop against a main system is connected with changes in the strike or dip of the main fault, and such cross faults or fractures lie in the moving block of the main fault system and indicate a change in strike or dip of the main fault. It has been found that each kind of change tends to produce definite effects and that careful study of the evidence can often suggest the exact type of change. Outline of Kennecott Mines Geology The mines at Kennecott are on the northeast flank of a broad anticlinell where erosion has exposed the Upper Triassic Chitistone limestone resting conformably on the Permian or Triassic Nikolai greenstone.2 These two are the only formations exposed in the immediate vicinity of the mines that bear relation to the ore deposits. The Nikolai greenstone is a series of altered basaltic lava flows, the actual thickness of which is unknown. The Chitistone limestone is the ore-bearing formation. As the theory and the practice of valuing mines have never been discussed in the Transactions, a paper on the subject may be acceptable, even though not exhaustive. The method here indicated is set forth, not as a model of perfection to be followed absolutely, to the exclusion of any other system based on sound scientific, commercial and equitable principles, but merely as an aid to mining engineers and financiers in estimating the value of mining-property. This paper is intended merely to point out certain financial features of the question, and not at all to go into the theories of the formation of mineral veins, extremely valuable as it must, of course, be to understand the laws of the earth's formation and of its various changes, which are the basis of such important sciences as geology and mineralogy, and highly useful as guides in determining the probable existence and extension of mineral deposits. Financial Elements of Mine- Valuation. The practice of basing the stock-exchange price of mining shares upon reports, periodically received from the mine-captain or manager, stating that in his opinion the mine is " improving " in this or that level, and is worth so much " per fathom," is, of course, absurd. Everybody experienced in metalliferous mining is aware that a mineral vein varies in thickness and also in percentage of metal in different parts of the same mine. According to the practice just indicated, a mine must have had as many values a per fathom " as there have been given reports upon it at intervals during the year,
