A separate room in the suite occupied by the American Institute of Mining Engineers on the ninth floor of the United Engineering Society Building, has been equipped with furniture and telephone extension for the temporary use of members of the Institute or of sister societies, or visitors suitably accredited. In addition to this general accommodation, another room has been similarly furnished as a business headquarters for a single person, and for a limited period. For the conditions of this privilege, inquiry should be made at the office of the Institute. In order that the benefit of this arrangement shall not be restricted to a few members only, the period of continued occupancy will be limited, and applications will be considered in the order of their receipt. A small fee will be required for the use of the facilities furnished.

The results of a parametric study of the influence of natural features (stress field, rock strength, and strength and orientation of fractures) as well as the influence of induced features (undercut span, boundary slot, and other boundary-weakening measures) on the cavability of an undercut block of ore in mining by the block- caving method are presented. The two-dimensional finite-element analysis technique was used for this study. A coarse "mesh," along with linear homogeneous assumptions for rock properties, was used to model the problem of initiation of caving in a block of ore. Interpretation of the test results suggests that weakening the "abutments" of the block as well as certain orientations of natural fractures exercise significant influence on cavability. These findings hold promise for immediate application to known situations in block-caving mines.

A meeting of the Board of Directors was held in the Council Room of the U. S. Bureau of Mines, Interior Building, Washington, D. C., on Friday, June 21, 1918, at 4 p. m. Twelve members of the Board, the Secretary of the Institute, and nine guests were present. Upon the petition of 28 members of the Institute residing in or near Washington, D. C., a Washington Section was authorized. A committee was appointed to nominate officers and prepare a set of by-laws. The report of the Treasurer was presented in writing, accepted, and ordered filed. Thirty-nine members, 12 associates and 8 junior associates were elected. Two members were reinstated. One resignation was accepted. The dues of 64 members were suspended on account of their being on active war duty.

The Mine Planning System consists of two parts: 1. A Sales Forecast (Sales Planning) 2. A Production Planning. The mathematical methods of the sales forecast are the exponential smoothing and a method with Markov-Chains. By these methods the quantity of material (ore, coal) will be calculated for the time planned. These quantities constitute the points in the production-planning. In the production-planning , special kinds of networks are used for calculating the resources-equipment required, labor and costs. A special routine optimizes the sequence of the mining areas within the mine on the basis of the lowest costs. The resources can be limited. The activities will be shifted when the demand exceeds this limit. The basis of the production-planning are computer files, in which the geological data and economical evaluations are stored.

TWO intermediate phases enter into equilibrium with the primary solid solutions of titanium.' The TiMn2 phase was identified by Wallbaum2 as of the C14 type isomorphous with MgZn2. Contrary to Maykuth, et al.,¹ the phase occuring at about the 50-50 atomic proportion has been shown to derive from a peritectoid reaction.:' A 30 day anneal at 900°C of an alloy containing 52 wt pct Mn developed sufficient of the new phase to give a clear and predominant diffraction pattern. The powder pattern was taken in a 14 cm diameter powder camera using filtered Cu Ka radiation. In all, 75 lines were recognized and measured. Interplanar spacing and observed intensities for the first 26 of these are given in Table I.

Although the main constituents of Portland cement are the oxides of calcium, silicon, aluminum, and iron, characteristics of the cement are seriously affected by such contaminants in the raw materials as magnesium, phosphorus, sodium, potassium, sulfur, and others of lesser importance. Sources of cement raw materials comprise a long list of minerals occurring in nature in various degrees of purity. The calcareous raw materials are generally limestone of purity varying from calcite to cement rock (a low-grade limestone of natural, almost correct chemical composition), chalk, marl, seashells, coral, and coral sand. The argillaceous raw materials supplying silicon, aluminum, and iron are mainly various forms of clay and shale, to which may be added silicious sand, iron ore, bauxite, or kaolin for minor adjustment of the chemical composition.

Is electricity from nuclear-fueled power plants a partial solution to the energy shortage? According to various public and private institutions, the answer is an emphatic "yes." According to various other groups, the answer is an equally emphatic "no." I believe that a true and scientifically valid "yes" or "no" answer at this stage is premature because of conflicting claims and inadequate data regarding these two fundamental aspects: (a) the duty of uranium, i.e., the actual number of kilowatt-hours that can be generated from a ton of natural uranium through the use of light water reactors; and (b) the availability of uranium in the US to meet the lifetime requirements of the reactors scheduled for construction in the 1975-1985 period, as well as to supply the requirements of those reactors now in operation.

For some years MINING ENGINEERING has published abstracts of the articles appearing in each issue and also of the Transactions papers published in the Quarterly. Beginning this month, a list of key words is being given with each abstract as an aid to indexing the articles for ease in retrieving them when they are needed. The value of a home or office system of indexing and retrieving technical articles is hard to over-estimate. How often is it that a technical problem comes up and someone says: "Oh yes, I've read something about that." Many hours can be expended tracing down that nebulous source. A modest indexing and retrieval system will save those tedious hours, and the person who is able to produce technical documents when they are needed will achieve an enviable status for being on the ball.

Robert Carl Sticht, member of the Institute since 1886, an American metallurgist of world-wide reputation, died in St. Margaret's Hospital, Launceston, Tasmania, on April 30, 1922, after an illness of eleven months, against which he fought with the highest courage and characteristic fortitude. The news of his passing came as a great shock to a host of his friends and former associates here, but on account of his long absence from the United States, exact biographical details have been heretofore lacking. Throughout Tasmania, the expressions of public sorrow were many and impressive, and the flags were flown at half-mast in Queenstown, Zeehan, and the entire Mt. Lyell district, in honor of the man who had won his place in the community as a great captain of industry and a man universally admired and loved. Sticht had been connected with the Mt. Lyell Mining & Railway Co. in Tasmania throughout its entire productive period. He had originally been induced to go to Tasmania through the good offices of the late Dr. E. D. Peters, then professor of metallurgy at Harvard University, who after personally examining the undeveloped Mt. Lyell properties, recommended Sticht as the best possible man to work out the complex metallurgical problem which that great orebody presented. Sticht had already made himself the leading authority on pyritic smelting, having taken up the idea as suggested and partly worked out by Lawrence Austin and carried it through to a certain degree of perfection in the case of limited tonnages of special ores. After studying the situation at Mt. Lyell, Sticht found the conditions there to be almost ideal for pyritic smelting, and he had the courage to adopt as the basis for a permanent, and eventually successful, solution of the metallurgical problem, a process that was then little more than a theoretically interesting possibility. The thorough studies and remarkable results attained at Mt. Lyell were published as chapters in Doctor Peters' various publications on the metallurgy of copper, Doctor Peters giving full credit to Sticht for their authorship. Mining Finance-is the interrelated aspects of "determining the total amount of funds to employ in a mining firm; allocating these funds efficiently to various assets; and, obtaining the best mix of financing in relation to the overall valuation of the firm". The first section is an overview of the financing problem through examination and discussion of the Balance Sheet and Income Statement. The next section is a discussion of the nature of the criteria developed in feasibility study. The third section describes type of capital funds, and the final section describes case studies of mining finance.

Cold-rolled sheet textures have been determined for binary solid solutions of aluminum, columbium, tantalum, and zirconium in titanium. An alloy containing 3.8 pct Al had a (0002) [10101 texture, whereas alloys with the other elements had rotated (0002) [10101 textures similar to that of iodide titanium. THERE have been relatively few studies of the effect of alloying on deformation textures. A second element may be present in the base metal in solid solution and/or as a second phase. The literature offers no satisfactory explanation for the effects of solid solution alloying on textures noted thus far. For example, there is no satisfactory explanation of the difference in the textures of copper and a brass. The most complete study of the effects of solid solution alloying on deformation textures has been that of Brick, Martin, and Angier.¹ These investigators reported that the copper texture was retained by alloys of copper with up to 30 pct Ni, less than 5 pct Zn, less than 2 pct A1 or Co up to the limit of solubility. Copper containing more than 5 pct Zn, more than 2 pct Al, or the maximum soluble concentration of tin, silicon, or manganese showed the deformation texture of a brass. Bakarian² reported that additions of 0.20 pct Ca to 99.98 pct Mg or 2.0 pct Mn plus 0.15 pct Ca to magnesium resulted in entirely different textures than for the pure magnesium. The texture obtained for high-purity magnesium sheet showed the basal plane to be concentrated parallel to the rolling plane. The texture obtained for the alloy containing 0.20 pct Ca had the basal planes concentrated in elliptical areas whose centers were tilted 15" from the center of the pole figure toward the rolling direction. This split basal orientation was even more pronounced in the alloy containing 2.0 pct Mn and 0.15 pct Ca. Fuller and Edmunds" studied the rolled sheet textures in a zinc alloy containing 1 pct Cu and 0.01 pct Mn. The basal pole figure of this alloy contained a region of strong concentration not found in the pole figure for pure zinc.' In the above cases, results were discussed in terms of possible changes in slip and/or twinning systems and critical shear stresses. However, there were no experimental data to relate these speculations with the observed textures. It has been suggested that the deformation textures of titanium, zirconium, and beryllium could be directly ascribed to their low c/a ratios. The complex deformation mechanisms of titanium" also have been suggested to be characteristic of hexagonal close-packed metals with low c/a ratios. The purpose of this investigation was to study the cold-rolled sheet textures in binary titanium-base a alloys in which the c/a ratios were greater than, less than, and about the same as the c/a for iodide titanium. The annealed textures of these alloys will be reported in a subsequent article. Materials and Methods The chemical analyses of the metals used in this investigation are given in Table I. The alloys were prepared as 15 g buttons on a water-cooled copper block in a vacuum arc-furnace. The furnace was evacuated to pressures of the order of 10.' mm Hg, flushed with 99.98 pct pure argon, and melting was carried out in 0.2 atm pressure argon. Each button was remelted until radiographs and chemical analyses indicated complete solution of the solute elements. All buttons were forged and homogenized 72 hr at 500°C. (written discussion?).-On studying this paper it has occurred to the writer that possibly it was the drilling of the test cores that produced the strains which affected in-juriously the authors' unrested bars. They found that the machining had only a slight effect, but did they also investigate the effect of the drilling by trying rest applied to the bloom sections before the cores were drilled from then? The writer has heard of a similar effect of rest after machining on test bars from castings, and it would seem more reasonable that the ductility was increased because the rests relieved strains pro-duced in chilling the test cores from the blooms, than because of any peculiar combination of solidification and rolling strains in the blooms which did not exist in smaller billets.

Despite the uncertain political situation in Katanga, copper and cobalt mining and metallurgical operations of Union Miniere du Haut-Katanga were normal at the time of this writing. In fact operations continued normal after Congo independence on June 30, 1960, with copper and zinc production for that year being slightly higher than in 1959. United Nations military operations from September to December 1961 resulted in death, shutdowns and damage to company persons and installations. Nevertheless, results for that year were only slightly off normal production. Moise Tshombe delared Katanga a separate state after Congo independence. Although there has been tribal unrest, the new State has enjoyed relative calm and normal industry by comparison with other parts of the Congo as a result of the firm hand of Moise Tshombe's government and the continued presence of Belgian officials and technicians.

Indian Creek Mine, newest of the St. Joseph Lead Co. properties, is located in southeast Missouri on the flanks of a buried porphyry ridge. Here the orebodies are very irregular in size and shape and have a regional pitch of about 15°, which may vary locally from 0 to 90°. To maintain an economical grade of ore, selective mining is imperative. The room and casual pillar method is employed with 20-ft diam pillars 35 ft apart where possible. Stopes vary in height from 10 to 55 ft. All are too small to supply a loading unit continuously.

Forty-six alloys covering the complete concentration range of the Nb-Rh system were examined by metallographic and X-ray methods; solubility limits of terminal ad intermediate phases and transformation and solidus temperatures were determined. There are nine intermediate phases; two eutectic, five peritectic, two eutectoid, and three peritectnid reactions were encountered. The experimental methods and the constitution diagram are described in Part I. Part 11 deals with the crys -tallography and relation of the intermediate phases. The Nb-Rh system was selected for study for three reasons: first, it was hoped that the anticipated similarity of the Nb-Rh phase diagram to the Ta-Rh1 and Ta-Ir2 diagrams treated earlier (see also Ref. 3) and to the Nb-1r4 diagram treated simultaneously would allow a crystallographic and comparative evaluation of the intermediate phases in these related systems; second, it was likely that the previous experimental methods could be carried over without significant change; and third, it was expected that the interesting mechanical properties of the a1 phase of the Ta-Rh and Ta-Ir systems would also be encountered in similar phases of the new systems, and that these phases could be investigated more closely. The phase diagram had not been treated fully in the literature; only brief surveys of some intermediate phases were found.5-7 It was attempted to cover the details of the phase boundaries, Part I, as well as to present the crystallography of the intermediate phases, Part 11. EXPERIMENTAL METHODS Specimen Preparation and Treatment. The following high-purity starting materials were used. 1) Niobium powder, 99.8 pct pure, mesh size -60 +200, from Wah Chang Corp., Albany, Ore. The analysis furnished by the supplier showed the following major impurities: Ta, <500 ppm; Zr, <500 ppm; 0, 300 ppm; Fe, 280 ppm; Ti, <I50 ppm; W, Si, <100 ppm; C, N, 30 ppm; all other impurities, <30 ppm. 2) Rhodium powder, ground sponge, 99.9+ pct pure, mesh size -80, from J. I WAS led some time ago to draft a statement of economic principles immediately affecting our national welfare from the standpoint of the engineer. It was the intention to offer this to the American Engineering Council as a resolution to be adopted, or a declaration to be made, of course after suitable con-sideration and debate. The presentation has not been . formally made, but I have been asked to let it be made to the mining engineers through the medium of MINING AND METALLURGY, the American Institute of Mining and Metallurgical Engineers being a constituent part of the Federated American Engineering Societies. I shall welcome any expressions of opinion that this statement may inspire. The statement follows: The engineers of, the United States, functioning through the American Engineering Council of the, Federated American Engineering Societies, feel it their duty to advise the American people respecting the present state of economic affairs in the nation, just as an individual engineer would his client. The people of the United States constitute a great corpora-tion, whose business affairs are analogous to those of a commercial company -multiplied many times. The engineers feel constrained to offer their opinion owing to the responsibility to do things which rests upon them. Confronted by the steady impoverishment of natural resources and the operation of the economic law of diminishing returns it devolves upon management, functioning through the engineering profession aided by scientists, to make such improvements leading to increased production and such elimination of wastes as to offset the increasing adversities of nature merely to hold our own; and to do more than offset them in order to improve the scale of living of the people. The engineers accept this responsibility, but in so doing they demand attention to their advice respecting fundamental economic matters, lest they be unduly hampered in the performance of the professional duties, which they acknowledge. The American Engineering Council therefore declares the following as the advice of engineers to the American people:
