THE Secretary of the Interior in his recent report to the President has defined the new public-land policy, which is in fact "but a new application of an old policy." His words may be more acceptable on this subject of land classification than the repetition of phrases which have served some of us for several years. Secretary Lane says of the past: "Congress has always been most generous as to the disposition of the national lands. . . . There was land for all, and it was the government's glad function to distribute it and let those profit who could. . . . And this generous donor was not so petty as to discriminate between kinds of lands, the uses to which they could be put, or the purposes which those might have who got them. Land is land, save when it contains minerals; this was roughly the broad principle adopted. To classify was a task too difficult or not worth while. The lands would classify themselves when they arrived in individual ownership. And so the door was opened for monopoly and for fraud. Of the reaction and the evolution of a new policy, the Secretary continues: "A reaction was inevitable. If lands were to be withdrawn from public service, why might not the government do the withdrawing itself? The old philosophy that `land is land' was evidently unfitted to a country where land is sometimes timber and sometimes coal; indeed, where land may mean water-water for tens of thousands of needy neighboring acres. For the lands of the West differ as men do, in character and condition and degree of usefulness. We had not recognized this fact when we said `land is land.' Lands fitted for dry farming and lands that must forever lie unused without irrigation; lands that are worthless save for their timber; lands that are rich in grasses and lands that. are poor in grasses; lands underlain with the non-precious minerals essential to industry or agriculture; lands that are invaluable for reservoir or dam sites these varieties may be multiplied, and each new variety emphasizes the fact that each kind of land has its own future and affords its own opportunity for contributing to the nation's wealth.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. THE organization of the Board of Directors was effected Tuesday afternoon in ' executive session. Messrs. Bassett,. Buehler, Cates, Daveler, Eavenson, Eilers, Elliott, Evans, Guess, Lovejoy, Moulton, Rickard, Tally, Turner,, Wraith and Wright being pres¬ent. Messrs. Tally, Bassett, Rickard, Mathews and Cates were chosen to form the Executive Committe with Mr. Tally as Chairman, and Messrs. Krumb, Guess and Moulton for the Finance Committee with Mr. Krumb as chairman. Karl Eilers was reelected as Treasurer and H. Foster Bain as Secretary, after which the Directors adjourned for the usual dinner reported elsewhere. At the open session of the Board, at which in addition Messrs. Allen and McAuliffe were present, the work of organization was continued with appointments to committees as listed herewith. Various actions of the Executive and Finance Committees were confirmed, the budget for 1931 formally approved, the meeting dates for the year adopted, 34 new Members and Associates, 13 Junior Members and 31 Student Associates admitted by election and transfer and 29 resignations accepted.

A novel two-stage froth flotation process for the recovery of pure magnesite from low grade ores is described. The process consists of a first-stage, magnesite flotation step where a rougher magnesite concentrate is floated with amine collectors. The first-stage froth concentrate is then repulped in fresh water, and quartenary ammonium salt and fuel oil are added to float the remaining impurities. The results from laboratory batch tests show that a high-grade magnesite concentrate assaying 0.99-0.20% Si02 and 2.84-0.46%a Ca0 can be produced. Regulation of the variables controlling magnesite froth flotation also allows the variation of the ratio % Ca0: % SiO2, between the acceptable limits 0.32 to 5.79. This ratio is important to the quality of dead-burned magnesite.

H. L. Burghoff.*—I have a question, Dr. Smith. A number of the alloys you mentioned contain lead, which, of course, is present as discrcte particles. At what level of concentration does lead begin to play an important part in determining these elevated-temperature characteristics ? A. J. Smith.—That is a difficult question to answer because of the complicating features of the alloys that arc lead free. I do not know of any work done on the subject. But for comparison, 85-5-5-5 has about the same characteristics at, say 450°F. as 88-10-2, which is lead free or contains at most 0.30 per cent. Both 85-5-5-5 and 88-10-2 precipitate delta. IN speaking, on the subject, "Engineer-Citizens," at the Lehigh Valley Mineral Industries Conference dinner, on April 26, at Easton, Pa., George Otis Smith, Director of the United States Geological Survey and President of the American Institute of Mining and Metallurgical Engineers, said in part: "It would be carrying coke to Connellsville to bring to the Lehigh Valley the idea that mineral resources are the foundation of national prosperity. Unfortu-nately, however, this obvious, fact is not everywhere recognized. Too many of our economists, journalists, statesmen and other dopesters of present business con-ditions stress the human factor so strongly that they overlook the material with which men work out their destiny. To them the financial psychology of Wall Street and the political logic of Capitol Hill and the business commonplaces of Main Street all loom far larger than the geology of the Lehigh Valley or the engineering triumphs of Bethlehem, or, the creative thinking at Lehigh and Lafayette. "The present situation in the industrial and .business world is a complex of interacting causes and reacting effects not easily itemized and entered on our trial balance sheet. But, chief among the liabilities of today is the excess of production capacity in most branches of industry. The farmer has no. monopoly in his desire for relief. Whether your professional connections are with steel or cement, coal or oil, copper, or zinc, you; know too well that for, the moment America is over-engined, and you keenly realize the ever-present hazard of industry speeding up regardless of the curves or grades just around the corner.

AT the meeting of the Iron and Steel Division at Cleveland, Sept. 10-12, the morning of Thursday, Sept. 12, has been set aside for an excursion to visit the ore docks, blast furnaces, and steel plants. A special train, made available through the courtesy of Appleton Cleveland, general superintendent of the Pennsylvania Railroad, will leave the siding near the Auditorium at 8.35 a. m. The trip will be free, but tickets must be' obtained in advance at the booths for registration for excursions at the Auditorium. An hour will be spent at the docks, an hour at the Central blast furnaces, and two hours at the Cuyahoga works of the American Steel and Wire Co. A buffet luncheon will be served, with the compliments of the Pennsylvania Railroad Co., on board the train en route. At the Tuesday morning session, Sept. 10, a motion picture showing the operations in making wrought iron by the Aston process will be shown for the first time.

The Students' Organization of the Michigan College of Mines was recognized as an Affiliated Student Society by the Board of Directors of the Institute, at a meeting held on April 28, 1916. At the College of Mines, University of Washington, 30 students and instructors took part in the annual spring excursion early in April. Studies were made of the new reverberatory and casting furnaces at the Tacoma smelter, the Du Pont powder works located on Puget Sound and the Britannia Mining and Smelting Company's mine and mills on Howe Sound, near Vancouver, B.C. The Britannia mills are using Hancock jigs, Burchart tables and Minerals Separation flotation cells to effect a high recovery on low-grade chalcopyrite ore. The Mining Club, University of. The necessity of using a refractory material capable of much greater resistance to chemical action and having a far higher melting-point than those which contain silica, which melt and sweat off in the furnace even when not exposed to bases forming with silica more or less fusible compounds, has led to a careful practical study of all those materials which contain very refractory bases. The results of these researches, extending over several years, and made on a very large scale in many of the largest works in Europe, are of the highest interest, not only considered as a step in the progress of the study of the materials themselves, but in the application of refractory materials to metallurgical uses in general. The result of the experience of the last seven years with these basic materials, as in general with all such substanccs, is that natural products cannot be used as such. They are either too uncertain in their quality, contain substances which may in certain cases be very injurious, or, when in a condition in which they might be used, are so rare as to become practically unavailable for employment on a large scale. The materials that may he used are therefore not only limited in number. but they must be prepared artificially. When the use of basic artificial material is further extended, no doubt the number of these substances will not only be greatly increased, but the methods of preparation will be both perfected and cheapened to such an extent as to permit their application in processes for which they have hitherto proved too expensive. The quantity of refractory materials required for making ingots will he from 130 to 150 Ibs. per ton, or between 6 and 8 per cent. of the metal produced. In an establishment producing 2000 to 3000 tons of steel per week, considerable space is required to handle the basic materials properly. It is proposed in this paper to briefly discuss these basic materials and their application in the only two metallurgical processes where they have as yet been applied. These are the basic Bessemer and the basic open-hearth process, known as the Thomas-Gilchrist processes.

It is known qualitatively that the recrystallization behavior of platinum is dependent upon the amount and particularly the nature of impurities present, the amount of prior cold-work and the annealing time and temperature, but published data are limited. A study of the effects of cold-work and annealing temperature on the hardness of a sample of very pure platinum was undertaken to supply part of this information. Conclusions 1. The platinum used in the experiments had a probable platinum content of 99.99+ per cent, and had the following mechanical properties in the completely softened condition: Vickers hardness number, 39.4; ultimate tensile strength, 19,340 lb. per sq. in.; proportioilal limit, very low; elongation, 37.5 per cent in 2 inclles. 2. The effect of cold-rolling on the hardness is shown in Fig. 1. The hardness increases rapidly up to 10 to 15 per cent reduction and more slowly up to about 75 per cent reduction, beyond which it increases more rapidly. 3. The recrystallization temperatures for a 15-min. anneal, after cold-rolling 19, 39.5, 50.8, 66, 80.5 and 89.5 per cent reduction in thickness, are approximately 765°, 700°, 635°, 600°, 545' and 425°C., respectively. 4. The recrystallized grain size of this platinum is a function of the percentage of cold reduction, being larger the lower the percentage of cold-work. 5. Little or 110 grain grourtll resulted from subjecting recrystallized samples to higher temperatures or annealing for longer times. THE West Indies are the summits of a submerged, mountain chain, the continuation of which must be sought in the mountains of central Honduras. In Haiti, the chain divides, one branch passing through Jamaica and the other through Cuba, the Cayman Islands, and the Misteriosa bank. Suess divides the West Indies into three zones: The first zone is entirely of volcanic origin and includes many recent volcanic cones. It includes the arcùate string of islands, which extends from Saba and St. Kitts to the Grenadines and Grenada. The western half of Guadeloupe belongs to this group. The second zone consists of a geanticline, of which the sedimentary rocks range from the Jurassic to the Quaternary, but consist chiefly of Lower Tertiary sediments. In the west it is broad, including the whole of the Greater Antilles; but in the east it is restricted to a narrow belt, which includes the Virgin Islands (except Anegada), Anguilla, St. Bartholomew, Antigua, the eastern part of Guadeloupe and part of Barbados. The islands that compose the third zone are flat and low. Like the second, this zone is broad in the west and narrow in the east; it includes the Bahamas, Anegada, Sombrero, Barbuda, and part of Barbados. Geologically, Florida and the plain of Yucatan may be regarded as belonging to it. Trinidad and Tobago, though-geographically adjacent to the Lesser Antilles, are geologically a detached part of the South American continent. The crystalline complexes of northern Trinidad and of Barbados are a continuation, en echelon, of the crystalline axis of the promontory of Paria. The folded Cretaceous and Tertiary of the central and southern parts of Trinidad represent a continuation of the folded sediments of the Paria district of Venezuela.

A systematic program of investigations covering all aspects of cell hydrodynamics,1-3 flotation kinetics,4,5 surface chemistry and their interactions has as a major objective the elucidation of the flotation micromechanism and the principles of cell design and scale-up.6 Purely from the scale-up point of view, a family of reactors should enable different throughputs of the same material to be similarly treated or, at least, to be treated in a manner which differs beween reactors in a predictable way. Thus, for the same material and residence time, the recovery and grade from differently sized cells of the same family should, ideally, be similar or, at least, be related to each other in a known way. It is well known, however, that different-sized cells do not always achieve similar results, and it is necessary to enquire into the reasons for these differences. For example, it may be that the relative dimensions of different-sized cells result in hydrodynamic conditions which preclude similarity; if so, different scaling may improve the situation. The major question concerns identifying the dynamic conditions and their associated geometric requirements which govern the flotation process, and the criteria which are necessary for their fulfillment. It is to answer such questions that the program referred to earlier was instituted. In connection with this program and in order to examine data concerning the physical features and operating conditions of existing flotation cells, the following survey was carried out. This work represents an approach which is complementary to experimental investigations, for it recognizes that the design of existing cells may embody several of the principles being sought. If data for enough cells, especially families of cells, are examined, some broad requirements common to all cells may emerge.

The century we live in has been an eventful time for the Third World, particularly the country of Peru. Although it will take one or two generations more to see its end and fully evaluate its scope, it is already clear that during the twentieth century, Peru has entered a dynamic industrial, economic, social, and political revolution. This century has seen the end of old governments, and the introduction of reforms which radically change complex traditional patterns. It also has marked the beginning of an era in which the government has elected to undertake, as a national effort, most of the future economic growth of Peru. For the most part, large multinational mining companies, which have helped to discover and put into operation large mineral and ore deposits in Peru, have been sympathetic toward this philosophy. Most big foreign companies, in addition to capital, brought with them to Peru an efficient technology, modern management, and an effective organization for the further processing, sales, and distribution of refined commodities. Nationalization of all basic resources, including mining, is the, trend-not, it is hoped, to the detriment of established technology and production.

The difficulty of securing for experimental research the actual conditions to be found in practice very frequently deters many from engaging in such work. Probably no metallurgical operation is more difficult to imitate in the laboratory than the blast-furnace process. So many complex reactions take place within the furnace, under such varied conditions of time and temperature, with innumerable mechanical, physical, and chemical mutations, that while the results reached may approximate those obtained in practice, there is always something wanting. Much work of this kind has, nevertheless, been done, and is now being undertaken. We are indebted to the bold minds who have attempted it for our present real knowledge of the blast-furnace process. Not that those who have performed series of experiments at a few given temperatures can claim the honor. It required more than this—the ability to make a summary of all preceding experiments, to supply those which were wanting, and to confirm those that were doubtful. Sir I. One of the most unusual oil-field engineering accomplishments of the past two years is the development and rapid advance in the directed drilling of wells. Directed drilling as referred to herein is the controlled steering of the drill stem in the required direction to a given location in the oil sand. The deliberate drifting of holes is an act so far removed from what has been considered good drilling practice that all of the old questions of correlation, drillability and production difficulties are revived. Only a few years ago, during the boom days of Seminole and Santa Fé Springs, the crooked-hole problem, as it was then called, occupied a primary position among the topics of the day in the fields of California and the Mid-Continent. The net result of all the discussion and study at that time was the conclusion that oil wells should be drilled with as little deviation from the vertical as possible and that crooked holes with elbows and dog legs were to be avoided because of the drilling and producing difficulties encountered therein, but that many nonvertical holes were slanting or angling rather than crooked and were not a serious problem.
