Fred D. DeVaney (Magnetic Roasting of Iron Ores, P. 1219) has presented several other AIME papers, all of them concerned with grinding and concentrating problems. He is chief metallurgist, Pickands Mather & Co., at Hibbing Minn., after working for the U. S. Bureau of Mines at Tuscaloosa, Ala., and Rolla, Mo., as a junior metallurgist and a metallurgist. DeVaney started as a research metallurgist with Pickands Mather in 1942. He set up the first laboratory in the Lake Superior district devoted to taconite concentra¬ [ ] tion, his major interest. He has been an AIME member since 1923, holding various offices, including the first presidency of the Minnesota Section. DeVaney has a Bachelor's in Mining, and Master of Science earned at the University of Alabama in 1924. He is a member of the Engineers Club of Northern Minnesota and plays golf for relaxation and enjoyment.

THE kaolins of the southeastern United States were known to civilization as early as the latter part of the eighteenth century-and yet the [ ] commercial history of Georgia kaolins may be said to begin in the year 1900. The U. S. Bureau of Mines reported for that year a production of 6885 tons of "miscellaneous" clays in Georgia. A comparison of these figures with those of 1934, when the production rose to 284,556 tons (65 per cent of the domestic production), indicates the growing economic and technologic importance of this raw material. Fig. 1 clearly shows that a part of the increase is due to a normal growth in the use of kaolinitic clays and a part is due to replacement of clays formerly imported. The specimen of glazy iron used for analysis was highly characteristic in appearance. It was made at one of the furnaces of the Glendon Iron Works, working a light burden of ore with a highly silicious cinder. There are very few records of analyses of this variety of iron. THE copper-bearing ores concentrated at the Anaconda plant of the Anaconda Copper Mining Co. are principally a mixture of copper and iron sulfides associated in a gangue consisting of quartz, lightly altered granite and feldspars, with sphalerite and galena and more rarely barite and hubnerite as accessory minerals. The predominant sulfide is pyrite. The copper minerals present are: chalcocite, bornite (Erubescite), enargite, chalcopyrite, covellite, tetrahedrite and some tennantite. Normal concentrator practice removes a slime prior to ball-mill grinding. The deslimed ore is ground to approximately 10 per cent plus 65 mesh for flotation. Two selective flotation circuits are used, one for deslimed ore and one for slime. The metallurgical results obtained are shown in Table 1.

The massive Pb-Zn-Ag sulfide ore body is originated at the contact between the porphyry (footwall) and volcanic (hanging wall). The ore zone is folded and refolded, which results in two different structural geometries of the individual ore bodies. This requires both shrinkage and cut-and-fill mining methods. Strong bedrock resists caving after shrinkage stope completion, so high stress zones are developed below and above the mined area. The cut-and fill system has a limited destressing mechanism, where the stope walls with a backfill exhibiting stress close to a primitive one. This results in closure deformation of the open stope walls, yielding deformations of crown pillars and roof falls of the wide stope backs.

THE development of the modern high-speed vibrating screen, together with the increasing availability of long-lasting stainless-steel screen cloth for relatively fine-mesh separations, means that more screen circuits will be used in the future. It seems pertinent therefore to examine a few characteristics of screen-circuit products, and especially the points of difference as compared with products of classifier circuits. The most noticeable change that takes place when substituting screening for classification in a grinding circuit is a substantial drop in the circulating load, owing to the greater ease with which the "fines" leave the circuit. Where circulating loads of 500 to 600 per cent are considered fairly normal in classifier grinding circuits, the grinding circuit equipped with screens for equivalent work will have a circulating load of only 20 to 75 per cent. As a result, the products of screen circuits will show a minimum of overgrinding or sliming as compared with a classifier circuit. The desirability of this characteristic will naturally vary according to the metallurgical requirement in each case. Because screen separations make a sharper division according to particle size, the products of screen circuits can be expected to show greater crowding of particles near the point of separation. These changes in product characteristics are so important that other factors, both in the grinding and concentration processes must be adjusted if the operator is to take full advantage of the increased tonnages and higher efficiencies available to him through the use of the screen circuit. One factor that too often is overlooked when changing to screen circuits is the importance of adjusting the ball-mill or rod-mill charge, to compensate for: (I) increased tonnage of new feed, (2) decreased circulating load, or (3) more granular character of feed. These same factors should also be taken into consideration for their effect on the various types of concentration or flotation equipment that may follow the screen circuit. Over a period of years, this equipment has generally been designed and adjusted to the product of the classifier, therefore it seems obvious that some research on the adjustment and adaptation of concentrating and flotation equipment to screen-circuit products will be most profitable to the operators. To illustrate the points mentioned above, the results from three recent installations follow, with data on the comparative characteristics of screen and classifier circuits. A range of separation from 10 to 48 mesh has been chosen, using two general types of screening equipment and two types of classifiers. The first of the installations of which the results are to be examined is that of an iron-ore installation where eastern magnetite was being concentrated prior to sintering. WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. The greatest difficulty in choosing solutions to environmental problems ill a free market economy (such as ours) stems from two factors: adverse effects of pollution are largely external to the producer, and expenditures made that improve the environment result in benefits that are free to all, These two factors are sufficient to explain why the solution to many environmental problems is to be found in public action. Such action is most likely to be economic- ally efficient if it can be carried out so that industry retains the freedom to make decisions based on the free market. Two examples-a zoned discharge fee and innovation of recycling systems-illustrate the type of changes in the mineral industry that would lead to an improved environment. The first requires that ownership of the relevant public resources be vested in control agencies. The second indicates that profit opportunities existing in solid waste recycling should facilitate innovation. Both concepts can reduce environmental loadings but will require imaginative thought from persons in the mineral industries.

[ ] For President-Elect Leo F. Reinartz has been nominated for the Presidency of AIME in 1954. Mr. Reinartz is now vice-president, special operating development, Armco Steel Corp. He was born in East Liverpool, Ohio, and graduated from the Carnegie Institute of Technology as metallurgical engineer. He joined Armco in 1909 as a chemist and then became open hearth foreman; assistant superintendent, open hearth dept.; superintendent, open hearth dept.; assistant general superintendent; works manager, East works; manager, Middletown div.; and assistant vice-president, successively. Mr. Reinartz has been active in many technical societies and delivered papers before several. He has been the recipient of the Alumni Award from Carnegie and holds life honorary membership in the AIME National Open Hearth Conference. One of the organizers of the National Open Hearth Conference, Mr. Reinartz was Chairman, Executive Committee (1927 to 1946) and is presently Chairman of its Finance Committee. In October 1951 he was an American Conferee at the First World Metallurgical Congress held in Detroit. An AIME member since 1925, Mr. Reinartz has been active on numerous committees of the Institute.

As far as the present writers know, this system of flotation has not been used elsewhere in this country, but in the last couple of years it has been introduced, with minor variations, at one plant in England and one in Wales. The system has been described and discussed in a number of publications. The following is quoted from an abstract of the latest of these," a paper presented at an International Conference on Industrial Combustion in 1952. On the basis of experience to date with the commercial plants, it is believed that the kerosene-flotation process incorporates all the necessary elements to make it greatly superior to anything else now available for treating of fines in wet processes of coal preparation. Additional study and investigation are still needed, however, to determine if certain phases of the process can be improved to such an extent as to make it generally satisfactory and acceptable to the industry. Further improvements will be needed with respect to the capacities of the flotation cells and the reagent consumption.

THE anthracite industry can be divided into two parts-the underground, or mining, and the outside, or preparation or manufacture. To understand recoveries in the two branches, some of the history of the industry and the changes that have taken place in the past century should be considered. It is a long step from 1807, when 55 tons were produced in the Wyoming field, to 1917, the peak year, when 80,841,223 tons were shipped to market from all the fields. In 1820, the Lehigh Coal Co., the predecessor of the Lehigh Coal & Navigation Co., shipped 365 tons in arks down the canal of the Lehigh Navigation Co. The Schuylkill field was not opened until 1822, when 1480 tons were shipped. The Wyoming field really became a producer in 1829, when 7000 tons were mined and shipped. It is well to note, at this time, the passing of the Coleraine colliery after a life of 88 years; in collieries of this age will be found the. romance of the region, as well as the history of the changes to date.

The present case history deals with the examination of an almost forgotten nickel prospect, near Winesap, Chelan County, Washington. Although the final results yielded no ore body of commercial importance, the integration of surface and underground exploration, geophysical survey and diamond drilling endow the story with interest. The program is significant because it is illustrative of how the most disappointing expenditures in mining exploration, the "not-finding" costs, could have been reduced had geophysical methods been applied at an appropriate stage in the prospecting work. The Chelan nickel deposit was discovered about 1900, on a sage-brush-covered hillside with a southerly slope, adjacent to Winesap Canyon; the paved highway now extending from Wenatchee northward, up the Columbia River and into Okanogan Valley, is only a mile away. After the deposit was found, three short prospect tunnels were driven into it, and the prospect then remained dormant for 40 years. No. x tunnel was 80 ft. long, running north into the hillside. For the first 35 ft. this adit exposed a typical, iron-stained gossan with streaks and stains of malachite, and small seams of water-soluble nickel sulphate. Beyond this, it encountered a relatively fresh peridotite, well mineralized with blebs of pentlandite. Systematic sampling yielded an average assay of 1.5 per cent nickel and 0.3 per cent copper. Down the hillside to the south and 35 ft. lower in elevation, No. 2 tunnel was driven under No. I and in the same direction, traversing 50 ft. of gneiss before it reached the peridotite. At this point the latter formation showed only scattered blebs of sulphides, not of commercial grade. To the west, on the same contour line as No. I tunnel, and 800 ft. around the hillside from it, No. 3 tunnel was driven 50 ft. into the hill to explore a strong gossan outcrop that assayed 0.5 per cent nickel (Fig. I). From the geological exposures on the hillside and in the tunnels, it appears that the main mass of the hill is formed of an ancient and altered gneiss complex. Into this, a sill-like injection of amphibolite (altered peridotite) was intruded, which, at least in some places, contains commercial quantities of nickel sulphide. Its structure is obscure, but it appears to dip into the hill at an angle of about 15°. In the vicinity of No. 3 tunnel a large dike of quartz diorite cuts the peridotite or amphibolite; about 140 ft. north of the portal of the tunnel, a dike of andesite 00 ft. wide cuts boldly up the hillside to break the continuity of the peridotite in that direction. The geological evidence available was not adequate to decide whether the peridotite forms a continuous sill, or occurs as isolated bodies in the gneiss. Not all of this peridotite carries commercial amounts of pentlandite, but if the mineral-

"The Great Falls of the Missouri are situated about 12 miles below the City of Great Falls and development work for the utilization of the power which they afford is now in progress. The natural fall is about 77 feet.The development will consist of a concrete dam 1,000 feet long on the crest line, and 73 feet high. The power house will be set below the present falls near the north end and the tailrace will be cut below an island which is situated just below the falls. The maximum head will be 153 feet. The power house will contain six units of 15,000 horse power each. The construction as contemplated will comprise about 180,000 cubic yards of concrete work, using 200,000 barrels of cement."

The method of drilling deep wells into the earth for the recovery of oil and gas is beset with many hazards. This is especially true in the Ventura Avenue field, which has the distinction of being the hardest field in California in which to complete a deep well. The hard, shifting and squeezing formations must be penetrated to great depths in the face of tremendous gas pressures. This field presents problems that keep the operators abreast with all of the latest developments in oil-field tools and machinery and in oil-well drilling practices. Equipment must be strong, and adapted to deep-well drilling and the handling of long heavy strings of casing. High-pressure sands require the utrnost care and attention of the operators and no chances can be taken, since a serious blowout may cause the loss of a well that has cost months of labor and expense. Equipment must meet these requirements or be discarded. Although the deepest wells in the world are not in this field, nor hav:. the longest strings of casing been set, nevertheless, the consistency with which deep wells are drilled and long strings of casing are set places the Ventura Avenue field foremost, in this respect, among the oil fields of the world. The V'entura Avenue field dors claim the deepest commercial oil-producing well in the world, in the Shell Co. of California's "Edison" No. 18. This well was drilled 7015 ft. and came in flowing 3280 bhl. of oil per day. This field also claims the deepest average depth of producing wells in that its Ill producing wells average 5676 ft. in depth. Of these 111 producing wells, 50 arc 6000 ft. or deeper, and 16 are 6500 ft. or deeper. Also, of the 111 producing wells 100 arc flowing, and 11 arc pumping wells. This paper is intended to set forth the methods used in the drilling of deep wells with rotary tools and the handling of long heavy strings of casing in the Ventura Avenue field.

There is an extensive literature relative to gas, oil, and the more solid hydrocarbons; but when it has all been digested and summarized, the resulting information is far from being satisfactory. The problems which have received the most attention are naturally those which relate to the successful exploitation and utilization of the deposits. From what is known of their geologic occurrence, theories have been formulated and rules laid down for the guidance of prospectors. The technology of the products has been made the subject of special chemical investigations. The geologic interrelation of the hydrocarbons, however, has not been considered in a broad manner, and the principles which have governed the origin of the economic bodies have been but imperfectly expressed. INTRODUCTION In April 1988 discussions were about to start with BP on the possibility of buying their- mineral interests, and it took a long time to arrange a deal. I will talk about RTZ without BP Minerals, look at the new RTZ with BP Minerals, discuss the outlook for metal prices, and review the problems in South Africa and develop the case against sanctions on that country. RTZAT THE END OF 1988 Late in 1987, after completing a worldwide review of our strategic thrust, we decided: 1. That the business focus would be to remain a major diversified natural resource group with interests in related industries. 2. To divest non-core and low growth businesses. 3. To develop a logical acquisition plan. 4. To emphasise organic growth and, most importantly, to enhance shareholders' wealth by capital increase and a progressive dividend policy. Subsequently, we concluded that we should sell our oil and gas business and dispose of several assets for which we saw little growth potential. The disposal programme raised some U.S.$ 1,600 million, representing a significant capital gain on our various investments. All transactions were carried out by our small Head Office staff in London, without the help of merchant banks and lawyers, and we were able to safeguard the employment of our staff in all these operations. The most interesting disposal was of our oil and gas interests. Before the 1987 strategic review, we had ambitions to develop our oil and gas interests and to become the leader in the second division of European oil companies. Our interests, which were purely in exploration and production of oil and gas, consisted of the 100% owned RTZ Oil and Gas company, and 29% of LASMO, a publicly quoted U.K. oil and gas company with extensive worldwide interests. LASMO, in turn, owned 25% of Enterprise Oil, one of the more successful of the North Sea oil exploration and production companies. Prior to the end of 1987, our intention was to acquire control of both LASMO and Enterprise. However, when we evaluated the net asset value of these two companies based on our oil price assumptions, which were pessimistic for the next five years or so, we concluded that they were both trading in the market at significant premiums. This, taken with the additional premium required for acquisition and the high cost of exploration, led us to conclude that, since funds could undoubtedly be used to better effect, we should sell our interests. Turning to the other major achievements in 1988, we commissioned, and built up to design levels in a very short period of time, the Morro do Ouro gold mine in Brazil. This mine reached its design output of 100,000 ounces of gold per year within three months of start-up, which was on time and under budget. We are now considering a possible expansion of this property. In South America, Utah International, Mitsubishi and RTZ arranged non-recourse finance, with post completion guarantees, for the giant Escondida Project in Northern Chile. Financing came from a group of banks in Japan, Germany and Finland -- the countries to which most of the concentrates will be sold -- and from the LEC. The average output of the mine for the
