MY FIRST paper dealing with the theories of the hardening of steel by rapid cooling was published in the Transactions of this Institute in 1896-30 years ago-under the title "The Microstructure of Steel and the Current Theories of Hardening;" hence, also, the title of the present paper. It was extensively discussed and was, I believe, one of the starting points of many subsequent papers and discussions of the same subject, discusssions which at times became almost violent and which led to the formation of different schools such as the "Carbonists" and the "Allotropists." Some of the older members of the Institute, who took part in the debate or who were interested observers, will, I am sure, have kept a vivid remembrance of it. The controversy gradually quieted down, apparently for lack of ammunition, without any side acknowledging defeat. Recently, however, interest in it has been revived through the claims of some that these vexed questions had at last been solved. In an effort to ascertain if possible the prevailing view of those best qualified to express an opinion a questionnaire was submitted to the following gentlemen: J. 0. Through the partiality of my fellow-members I have been able, during seven years' service on the Council of the American Institute of Mining Engineers, to note the development of technical societies, a subject which commends itself as an appropriate theme for me, in retiring from the office of President, at a time when we meet in convention with Canadian technical societies. Our next assembly, called at Chicago at the time fixed for an International Engineering Congress, offers additional reason for the selection of this topic. If subsequent statements appear to give to the American Institute of Mining Engineers greater prominence than to kindred organizations, they may be excused upon the ground of long association with and loyalty to its members, and to a personal knowledge of their work. Besides, data as to its growth and development are more accessible; and at a meeting of the Institute features connected with it may be considered as of greater immediate interest than those affecting other organizations. The purpose of this address is, however, to use the record of the Institute as indicating a similar development of other technical societies, rather than to claim preeminence for any organization; the work of each must speak for it. There is a general tendency to form associations at the present time. Organizations have been created and are active in every profession and in all branches of labor, trade, industry, commerce, manufactures, science and art. A record of such associations and their aggregate membership would be startling, and would show how large a percentage of the population of North America is connected with one or more of them; but the figures cannot be even approximately estimated. The class of associations representing national, state, or local trade interests, such as boards of trade, chambers of commerce, etc., may be used as an illustration. A late report shows that in the

THE CHALRYAN.--I think that we have set the stage for the balance of the sym- posium. Most of the emphasis has been placed on the immediate value of every- thing we can do and everything we can learn for the furtherance of the war effort. I believe that ought to be first, but I also believe that this is the time for us to con- sider very seriously not only what these improved methods and techniques do to form a closer approach to ideal segregation but what effect these great quantities of scrap metals and alloys that are going to be produced this year and next, are going to have-what their impact will be-on post- war industry in general and in particular ,, on the primary metals fields. In some cases we have been hearing in the last month or two of the law of diminishing returns coming to the fore. We find alloy simplification growing and certain alloys being produced in great quantities, which will perhaps drop out of the picture some- what as the war ends but never to the lower ( stage they had before. We have I think a pretty good cross- section of the producers, the refiners, the reclaimers and ingot makers, the ultimate users here, and there ought to be some good and helpful discussion. ASBESTOS is a general term embracing the fibrous varieties of a number of minerals. Of these, the hydrous magnesium silicate, chrysotile (H4Mg3Si209), a variety of serpentine, is the most abundant and useful to industry. All other types of asbestos belong to the amphibole group of minerals and are classified as: crocidolite, NaFe(SiO3), FeSiO3; anthophyllite, (MgFe)SiO3; amosite, also a ferromagnesium silicate but with iron content higher than that of anthophyllite; tremolite, CaMg3(SiO3)4; and, actinolite, Ca (MgFe)3(SiO3)4. PROPERTIES The commercial value of asbestos depends largely on the physical property that permits it to be readily separated into fine filaments of high tensile strength and flexibility, which, coupled with the fact that it has the quality of incombustibility of a mineral-in distinction to vegetable and animal fibers-makes it of unique usefulness for many purposes. To some extent, the value depends upon the length of the fiber, although extreme length is neither necessary nor desirable for most purposes. Chrysotile occurs as cross-fiber veins, in which the asbestos fibers are approximately' at right angles to the vein walls, with vein width- or fiber length-seldom exceeding 2 or 3 in.; also as slip-fiber, in which the fibers 'lie in the same plane as the vein or on slippage planes. A cleanly broken vein of cross-fiber has a pearly luster and may range from a deep green or brown color to light shades of yellowish green or cream. When of good quality, the fiber filaments forming the vein may be easily drawn away from their neighbors and exhibit a fine silkiness and pure white color. They may be twisted into a thread and when flexed between thumb and fingers are found to be strong and pliable. The Wisconsin Zinc District, or the Upper Mississippi Lead and Zinc District as it is often called, lies in the southwestern corner of Wisconsin, in Grant, Iowa and Lafayette Counties, and it includes adjoining parts of Illinois and Iowa. The district is about 70 miles long, north and south, and about 40 miles wide, east and west. It lies wholly within what is geologically known as the non-glaciated area of the Upper Mississippi Valley. HISTORY OF THE DISTRICT The district was first opened up as a lead producer in 1822. From this time until 1860, about 205,000 tons of cog lead (galena) and washed lead (galena) was produced from shallow crevices and openings. From 1860 to 1900, about 74,500 tons was produced, and since that time, from 5000 to 7000 tons has been produced annually. Since 1900, most of the lead concentrate produced has been as a byproduct of the zinc mines. The first zinc ores were mined about 1862. These were the carbonate ores, locally known as "drybone." Very little zinc blende was mined in the district, previous to 1875. The zinc blende ores mined from 1875 to 1900 were mostly of the high-grade, hand-cobbed, sheet-ore class, which usually contained from 45 to 60 per cent. metallic zinc Such mines as the "Sallie Waters," "Quinlin," 'Lead Mine," "Benton Blende," and "Ida Blende," located near Benton, Wis., were mines which produced ores of this type, during this period. The mines located at Highland, the "Coker Mine" located at Livingston, Wis., and the "Opencut Mine" located at Shullsburg, Wis., were mines that were heavy zinc carbonate producers, previous to 1900. The production of zinc ores in the district from 1862 to 1890 was about 283,500 tons, mostly zinc carbonate, with a probable average metallic zinc content of 30 per cent. Freezeproofing waste dump cars during winter months has long been of concern at Kennecott's Utah Copper Div. open pit property. Waste mining operations at Bingham Canyon use trains of seven 40-cu yd side-dump railroad cars with electric locomotives to service stripping shovels. Waste is transported an average of nearly 3 miles from the mine benches to dumping areas. During winter months, usually beginning in late October or early November, intermittent and continued periods of freezing together with varying amounts of snow cause waste material to freeze or stick to the sides and bottoms of the cars. Because of the physical layout of the pit, it is not feasible to freezeproof all waste trains at one or even a limited number of locations. A waste haulage line usually serves one or two mine benches, so that freezeproofing facilities must be maintained at many locations. For example, at the time of writing 27 salting stations were in use.

1. BRINELL tests at progressively increasing temperatures are given for a representative lead-base and a representative tin-base babbitt, showing that the former has superior resistance to deformation at the working temperatures of bearings. 2. Small squares of bearing bronze, tinned and then babbitted with a representative lead-base babbitt and a representative tin-base. babbitt were subjected to compressive loading. The lead-base babbitt showed less average compression than the tin-base babbitt. Compression did not materially increase the Brinell hardness of the babbitts. 3. A process and a tool are described for giving smoother and more accurate surfaces to bearings than has heretofore been possible. The following experiments have recently been carried out in the chemical laboratory of the Westinghouse Electric and Manufacturing Co., Pittsburgh, Pa. While the work is incomplete, it is described at the present time because data on the comparative merits of lead-base and tin-base babbitts are of interest in connection with the present shortage of tin.

Occurrrences of South African uranium have been known qualitatively for over twenty years, but no account was taken of them because of their low grade. In 1945, known uranium deposits were few, but their grades were 20 to 100 times higher than South African ores. Viewed in this light, the exploitation of South Africa's uranium is revolutionary indeed. Development of various analytical procedures capable of dealing with the needs of the project accounted for one-half of the cost and included: a) simple and automatic radiometric analytical procedures, b) sampling procedures appropriate to prevent sample contamination, c) procedures for sample and record-storing to accommodate many thousands of analyses per month, d) chemical methods giving high accuracy analyses for high grade samples not at radioactive equilibrium, and e) development of rapid procedures having moderate accuracy for low grade samples i.e., mill tailings and barren liquors. This task is continuing today with major improvements coming from time to time.

The paper gives an account of the factors influencing the stability of coal mining tunnels and goes on to examine various bases of support and lining design of such tunnels in relation to geological and mining conditions. The different types of coal mining tunnels are compared and comments made regarding the factors influencing their choice and basic design features. Foremost amongst design considerations is the design method and special thought has been given to the validity of different formulae as related particularly to UK Carboniferous geological conditions. Emphasis is placed on the role of the stress field in relation to tunnel stability. Shape of mining tunnel has been investigated and conclusions drawn regarding the merits of different commonly excavated geometries from a stability point of view. Detailed design aspects pertaining to determination of tunnel lining strength and resulting stability are critically examined and current design methods are compared. Data from UK mining tunnels are included as the basis for comparison of these design methods.
