Cities Service Co.'s Pinto Valley concentrator was designed to eliminate excess capital costs without loss of efficiency. The result is a workable plant with some important innovations. These innovations, the equipment used, and plant processes are outlined. Particular attention is paid to the work efficiency and wear of the six ball mills, the largest wet ball mills made. For experiment purposes, four designs of liners were installed. The effectiveness of each design is discussed.

Introduction The development of metallurgical practice at lambia Broken Hill is directly related to the change in mineralization of the deposits as mining progressed from the open pits to underground. The ore consists of a mixture of lead and zinc sulphide minerals, together with abundant silicates, carbonates and other oxidized minerals of these metals. The irregularity that characterizes the shape of the orebodies applies equally to their mineral content, which makes ore reserve calculations and the maintenance of a balanced feed to the metallurgical plants, problems of some magnitude. History The Rhodesia Broken Hill Development ,Company was formed in 1904 after an Australian prospector, T. G. Davey, discovered the outcrops in 1902. In the early years zinc ores were calcined for shipment but this proved uneconomic. Cerussite outcrops were then smelted directly in blast furnaces for the production of lead until 1929 when ore above the water level was exhausted.

Outcrops of coal have been discovered in many localities in the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various cod-bearing areas, but so far as known, the largest and most promising fields are found: (1) in northern Cebu; (2) in the small island of Batan, a part of the province of Albay in southeastern Luzon; (3) in the somewhat larger island of Polillo, off the east coast of Luzon, and (4) in southern Mindoro, near the small coast town of Bulalacao. Northern Panny, south-central Cebu, and various localities in southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet been proved. The general position of these islands and districts is shown on the map of a portion of the Philippine Islands, Fig. 1. ROBERT WOOLSTON HUNT, who joined the Institute in 1874, served twice as its President, was made Honorary member in 1919, in whose honor the Hunt prize and medal were established, and who, within a month, had received the Washington Award, died at his home in Chicago on July 11, 1923. Robert Woolston Hunt was born Dec. 9, 1838, in Fallsington, Buck County, Pa., His father, Dr. Robert A. Hunt, of Trenton, N. J., graduated from Princeton College in the class of 1824, and later from the Uni-versity of Pennsylvania. His mother was Martha Lancaster Woolston. Mr. Hunt spent several years learning the practical side of iron making in the roll-ing mills of John Burnish & Co. at Pottsville, Pa. Later he took a course in analytical chemistry in the laboratory of Booth, Gar-rett & Blair, upon the completion of which he entered the employ of the Cambria Iron Co. at Johns-town, and for them, on Aug. 1, 1860, established the first laboratory in Amer-ica forming an integral part of an iron or steel organization. In the fall of 1861 he en-tered the United States military service, and was in command of Camp Curtin at Harrisburg, serving as mustering officer for the State of Pennsylvania, with the rank of Captain. In 1864 he assisted in recruiting Lambert's Independent Mounted Company, and was mustered into active ser-vice as a sergeant, having tossed up with a friend who had also participated in recruiting the company, as to which one should receive a Lieutenant's commission. Upon being mustered out of service, Mr. Hunt returned to the employ of the Cambria Iron Co. which sent him to the works at Wyandotte, Mich., where experiments with the new Bessemer process of making steel were being conducted. He was placed in charge of those works in July, 1865, and so continued until May, 1866, when the Cambria company called him back to Johnstown to take charge of their steel business, intending at once to begin the erection of a Bessemer steel plant. The plant, however, was not built for several years, and in the meantime the Cambria company began the rolling of steel rails for the Pennsylvania Railroad, using ingots of Bessemer steel produced by the Pennsylvania Steel Co. at their Steelton works. Mr. Hunt had charge of the steel for these operations; and in August, 1867, the first steel rails made in America on a commercial order were rolled.

GEORGE S. RICE (written discussion *).-An interesting and important question arose during the coal famine of last winter as to whether the development of new mines should be discouraged on account of the need of labor for the necessary construction and development work at a time of scarcity of labor, more especially as there was an apparent overcapacity of existing mines. The question was referred to the author for his comments, which led to the study of the statistics. The essential results of this study are indicated on the accompanying chart, which illustrates, among other things, the increase in production or consumption, and the estimated maximum production capacity of the bituminous and sub-bituminous mines of the United States. The curves shown are based on data published in the "Mineral Resources" of the United States Geological Survey, and cover the period from 1900 to 1916 inclusive. The following curves have been drawn from the data secured: 1. Average number of days that the mines worked. 2. Yearly total production of bituminous and sub-bituminous mines. 2a. Yearly production of machine-mined coal. 3. Average annual production, equivalent to consumption, for a period of 17 years. 4. Number of coal mine employees each year. 5. Estimated capacity of mines, on basis of 300 working clays in the year. 6. Estimated drop in capacity if no new mines are opened. Considering these curves and the data from which they were constructed: It will be noted that the average number of days the miners worked varied from 193 in 1908 to 234 in 1900, the average being 217. The causes for so many idle days out of the possible total number of working days in the year are well known, namely: (a) Lack of business; (b) lack of cars. Taking the country as a whole, (a) is the important factor, which might otherwise be expressed as being an excess of productive capacity. The yearly production of the mines, which is practically synonymous with consumption, has shown a steady increase, with a few set-backs. An average line has been struck which indicates that the average annual increase of production has been 18 million short tons (16,330,000 metric tons).

WHEN we began the study of blast furnace slags we limited our work at first to a study of those slags containing only lime, alumina and silica. On our paper1 on some of the results of this first work, the solubility of sulfur in slags containing no magnesia was reported and the question of sulfur solubility and slag viscosity discussed. There has been, for a long time, a very great difference of opinion among metallurgists as to he effect of magnesia in blast furnace slags, and the literature is full if expressions of the most contrary opinions on the subject. As a result, our next publication' developed the constitution of slags considered as a four-component system, silica-alumina-lime-magnesia, and advanced an explanation of slag structure which accorded with the facts and with scientific theory. The present paper continues our study of the general subject of slags. As blast furnace slags are included in the silica-alumina-lime-magnesia system, which is a particular case of four-component solutions, we have determined that there are 22 components Table 1), which may enter into the silica-alumina-lime-magnesia system and that 10 or 12 of these components may be present in blast furnace slags which are within the ordinary ranges of composition. To cave a very definite conception of the behavior of these components in a slag, we have developed the theory of the cooling of a four-component solution from the liquid state to the solid and the conclusions that we obtained have been made use of in this paper. On account of the importance of the four oxides and 18 compounds which enter into the silica-alumina-lime-magnesia system, some method of calculating the percentages of the various compounds that are present in the slag when the percentages of the oxides are given, seemed very desirable and we develop L method later herein for doing this, and finally we give illustrations of the composition of a wide series of blast furnace slags and show some applications of these composition data.

The Engineering Council met on October 11 in the rooms of the American Society of Mechanical Engineers, Engineering Societies Building, New York. The Rules Committee submitted a draft of rules for the admission of other societies to the Council and progress was made in their consideration. The Committee on Public Affairs reported on a number of requests that the Council support pending or proposed legislation. Remedial laws intended to promote hydro-electric development were favored and Council voted to offer its cooperation to the United States Chamber of Commerce which is interesting itself in this matter. A movement to coordinate, unify and strengthen the work of various engineering committees cooperating with the federal authorities at Washington was favorably considered. Messrs. H. W. Under the designations "industrial talc" and "soapstone" are included earth materials of widely different chemical and mineral compositions. Talc, the mineral, is a hydrous magnesium silicate, with a suggested theoretical formula H2Mg3(SiO3)4 or H2O.3MgO.4SiO2, which postulates 63.5 pct SiO2, 31.7 pct MgO, and 4.8 pct H20.18 Single grains or leaves of talc, however, seem to have variations in water content that range from 3.5 pct to more than 7 pct, as well as slight differences in the proportions of MgO and Si02.20 Most of the industrial talcs produced in the United States do not approach the composition given above (see Table 1), but are essen- [ ]

Manganese silver ores are well known to be refractory toward cyanidation. Roasting and sulfurous acid pre-leaching have been suggested for improving their amenability. This paper describes the development and implementation of the sulfurous acid pre-leach process for retreatment of manganese silver tailings at Tonopah, Nevada. The history of the material is summarized and the mineralogy is described. A brief review of an earlier application of sulfurous acid pre-leaching of a manganese silver ore is presented.

Hardenability (multiplying) factors for carbon, mongonese, silicon, chromium, nickel, and molybdenum have been developed for hypereutectoid low-alloy steels in which bainite is the first subcritical transformation product. These factors permit the calculation of 95, 80, and 50 pct martensite hardenability from chemical composition when steels with spheroidized structures are quenched from 1475°, 1525°, and 1575°F. The strong contributions to hardenability of the less expensive elements, silicon and manganese, suggest their use to obtain additional hardenability in hypereutectoid low-alloy steels. DURING the past decade a number of investigators'"11 have carefully developed information which permits calculation of the hardenability of medium -carbon low-alloy steels from chemical composition and grain size. US 4,194,729 - Sintering of iron oxide ore on a straight sinter belt. The upper strand of the belt is divided into sintering and cooling sections with windboxes for removing their respective gases. The main for collecting cooling gas is located beneath the lower strand and is connected to opposite sides of the windboxes, while the main for collecting sinter exhaust gas is located beneath the lower strand and connected to sinter section windboxes. Secretary of the Interior, Franklin K. Lane, has appointed a commission of five mining and metallurgical experts from the Bureau of Mines and the Geological Survey to visit Europe to observe and study reconstruction methods in the devastated regions of France and Belgium. The chairman of the commission is Dr. Frederick G. Cottrell, chief metallurgist of the Bureau of Mines. The other members are: George S. Rice, the chief mining engineer of the same bureau; Frank H. Probert, consulting engineer of the bureau, and. professor of mining in the University of California; F. J. Cameron, consulting chemist of the bureau and expert on potash matters; and Hoyt S. Gale, of the Geological Survey, another expert on potash.

The variety of copper-ore to which these notes refer is cornparatively rare, and, so far as I am aware, has not been recorded hitherto as occurring in Ontario. Moreover, the rocks of this locality differ so much in nature and mode of occurrence from the orebearing rocks of the western United States, that a description of them may be interesting. A line drawn upon a map of the region of the great lakes from the mouth of the Severn river at the Southern end of Georgian Bay, following the Canadian shore northwestward, and leaving Manitoulin island to the south, will describe the boundary between the Archaean rocks lying north of it and the Silurian rocks southward.

In the maintenance of rubber-tired mining equipment, tires may well represent the single greatest problem. Using a 50-ton truck as an example, engine upkeep averages about 8% of the machine's total yearly operating cost, while tires average a whopping 20%. In fact, depending upon such factors as job layout, conditions, and whether it is maintenance or production people who run the job, tire costs can climb to as high as 50% of the truck's total operating expense. Similar costs apply to other earthmoving equipment such as tractor-scrapers and front end loaders. While operators must resign themselves to "normal" tire life and wear, there are many corrective steps that can be taken to fight the "abnormal."

SAFETY records have improved in all branches of the mineral industry. While annual production was rising from $2 billion in 1910 to nearly $12 billion in 1950, fatalities decreased from 3539 in 1911 to 974 in 1951. And, although safety progressed under hand methods, it progresses more effectively under modern, mechanized methods. But powered devices such as electric or diesel units can in themselves create new hazards unless proper safeguards are instituted. Health Use of diesels underground is increasing. Diesel equipment has been used in construction of 34 tunnels in 16 states in the last 17 years. The 77 noncoal underground mines in 24 states using diesels underground range from mines with large open stopes to those with narrow veins, so that the ventilating problems represent a good cross-section of U. S. mining. The U. S. Bureau of Mines has received no report that anyone has suffered ill effects from the proper use of properly maintained equipment. The necessity for correct maintenance and use of satisfactory exhaust conditioners cannot be emphasized too strongly.

(written discussion *).-Whatever processes of appraisal have been found most correct and feasible in one field or group of fields will generally prove most adaptable in others. So far as the California fields are concerned, Mr. Requa's paper appears to outline the most up-to-date processes of appraisal. It remains, then, to discuss and adapt these and to make such revisions in methods and processes of calculation as will give us results elsewhere. The trouble about most attempts to place a value on oil lands, whether in this country or elsewhere, has been that many of the so-called "experts" called upon to express an opinion either have not possessed the requisite engineering and geological knowledge to make an accurate appraisal of the lands, or that they were not furnished with sufficient information for the purpose in hand. The Independent. 011. Producers' Agency of California, for whom Mr. Requa's original report was prepared, had many advantages in this respect not generally available to engineers making reports, as all existing information seems to have been at the experts' disposal within the limits of a large number of properties, practically commensurate with the extent of the fields in question. Hence the report could be and was more accurate than any similar report for a single company is likely to be in other fields. Very few companies are so exempt from competition that all the data on neighboring leases of other companies will be freely turned over to them. In many companies, certain available data are concealed from the engineer who makes the reports, particularly if the properties are supposed to be worth less than their apparent value. In the case of other companies, having the best of intentions, the data are insufficient to help the engineer greatly in his appraisal, simply because the oil business has been so, unsystematic in most fields that only the largest and wisest companies have kept accurate figures regarding runs and gravity of oil from individual wells and from different depths. In many wells, which ran wild for clays or weeks in the older fields, there was a waste which is not recordable with exactness. These and many other difficulties confront even the most experienced expert in actual practice outside of the California fields. We may justly say, therefore, that an engineer in other fields of the United States and in the European, South American and Asiatic fields, must not only begin where the Independent Oil Producers' Agency

INDUSTRIAL talcs and ground soapstones both include earth materials of different chemical and mineral compositions. In general, the industrial talcs are composed of silicates that contain appreciable amounts of magnesia. Generally talc, the mineral, is a predominant or at least common constituent. Talc, the mineral, is a hydrous magnesium silicate, with a suggested theoretical formula H2Mg3 (SiO3)4 or H2O.3MgO.4SiO2, which postulates 63.5 pct SiO2, 31.7 pct MgO, and 4.8 pct H20.11 Actually different single grains or leaves of pure talc have variations in water content ranging from 3.5 pct to more than 7 pct, as well as slight differences in the proportions of MgO and Si02.16 Only a very small percentage of the ground industrial talcs produced in the United States approaches the composition given above (see Table 1). The purer talcs invariably occur as alteration products of magnesium carbonate rocks. Some of these relatively pure talcs include compact, massive types largely mined in California, which are designated as steatite.38,58 In general, steatites cannot contain in excess of 1.5 pct CaO, 1.5 pct combined FeO and Fe203, and 4 pct A1203. The less pure varieties of massive talc and mixtures of magnesian silicates are commonly called soapstones, or merely talc. Many industrial earth products classified as talc or as soapstone contain a variety of minerals, especially serpentine (H4Mg,Si2O9), chlorites (hydrous magnesium, iron, aluminum silicates), tremolite (Ca2Mg5H2[SiO3]8), anthophyllite ([MgCa]SiO3), diopside (CaMg[SiO3]2), and quartz (SiO2). The carbonates calcite (CaC03), dolomite (CaMg[CO3]2), and magnesite (MgCO3) are also present in some industrial talcs and soapstones. Some of these minerals, as well as sulphides, sulphates, and iron and manganese oxides, if present at all or in excess of minute amounts, may alter the composition of the industrial talc sufficiently to restrict materially its use or to lower or destroy its value. These factors are discussed in a subsequent section of this chapter.
