Some statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. * In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted.

Uncertain world conditions of the present time require that this country be prepared to meet: 1) all out nuclear war with attack on the U. S.; 2) limited wars; 3) political, economic, and/or pyschological warfare. Our present position as a major world power derives in large measure from our free institutions and great industrial productivity, and this productivity in turn depends on a continuing flow of raw materials-metals, minerals, fuels, and agricultural products. The U. S., with only about 6 pct of the world's population, uses from one to two thirds of the world's annual supplies of most metals and minerals. The U. S. strategic materials stockpiling program is designed to enhance our national security position: as stated in the preamble of the Stock Piling Act, to decrease and prevent wherever possible a dangerous and costly dependence upon foreign nations for supplies of strategic and critical materials in times of national emergency.

Mr. Neilson was born Aug. 12, 1842, at Philadelphia, Pa., where he died Dec. 30, 1906. His business career began with his graduation, in the class of 1862, from the Polytechnic College of the State of Pennsylvania. For a short time after graduation he was instructor in mathematics at the college, and then became associated with Messrs. Booth & Garrett, chemists, of his native city. In 1867 he was sent to the Adirondack mountains to care for mining interests of the late Jay Cooke, and spent about three years there, operating the forges at Elizabethtown, Essex county, N. Y. He also prepared an interesting monograph on Catalan forges and their operations. In 1868 he published a chart showing the material progress of the United States, and the cost of certain staple products during a series of years, which is believed to be the first of its kind issued in this country. In 1870 he made a trip to the Pacific Coast, prior to entering the service of the Pennsylvania Steel Company.

THE TTT-curve for the beginning of transformation in hypoeutectoid steels containing appreciable amounts of relatively strong carbide-forming alloying elements often exhibits a "bay" at intermediate temperatures. In many of these steels, proeutectoid ferrite is the initial product of the decomposition of austenite not only at temperatures above the bay but also in an appreciable temperature range below the region of the bay. Hultgren has postulated that ferrite formed above the bay, termed "orthoferrite", contains the equilibrium concentration of alloying element at temperatures above the eutectoid range, and the extrapolated metastable equilibrium concentration at lower temperatures. The ferrite formed below the bay, on the other hand, termed "paraferrite", was assumed to inherit completely the bulk alloy content of the austenite without regard for the compositional requirements of equilibrium. As shown schematically in Fig. 1, the two types of ferrite were taken to have different Ae3 temperatures and different C-curves on a TTT-diagram. Their different kinetic behaviors were thus considered responsible for the bay in the TTT-curve for the proeutectoid ferrite reaction in this type of alloy steel.

YUGOSLAVIA is one of the smaller countries in Europe-about twice the size of Pennsylvania -but one of the richest nations in variety and quantity of minerals on the Continent. The country, just now beginning the pangs of a real industrial birth, has a mining history that goes back as far as the sixth century, B. C. Among others, the Romans exploited Yugoslavia's lead and zinc deposits, and there was intensive mining during the Middle Ages. But until now, the country's industrial development was such that it made no great demand on the mining industry for development or expansion. Conversations with Yugoslavian officials in New York give the impression that they are interested in two things. They need money and they need trained engineers to solve their mining problems. Yugoslavia appears to be attempting to attract both foreign money and foreign technical skill. They want financial aid in the form of loans. The U. S. Government has given aid to Yugoslavia in the shape of armaments, foodstuffs, and equipment. Recently, American banks have advanced funds.

The recovery of tensile flow stress of 99.995 pct A1 under conditions of elastic strain and plastic creep straining was investigated using a fractional recovery parameter. Tensile straining was conducted at room temperature to a true strain of 0.10, and recovery treatments were made under stress in the temperature range from 80° to 198°C. Whereas elastic strains had no appreciable influence on flow-stress recovery, plastic creep straining was found to accelerate the recovery process. Although higher creep stresses gave greater recovery for a given time and temperature, it was found that lower stresses produced greater recovevy at equal ALTHOUGH many studies have been made to date on the recovery of metals from the cold-worked creep strains above about 0.005. This effect was attributed to the coarser, and therefore weaker, substructure developed during creep at the lower stresses. The activation energy for recovery during creep straining at 2075 psi between 160" and 198°C was found to be 25,000 cal per mole. This value was not significantly greater than the value previously obtained for no-load recovery. The activation energy for creep at 2075 psi between 160" and 198°C was 34,000 cal per mole, a value significantly greater than that for recovery under the same conditions. state, little is known concerning some important aspects of recovery behavior. One such area is the effect concurrent strain has on the recovery process. Since metals in structural applications at high temperatures are under stress, the possible effects of the resulting elastic and plastic strain on recovery may be of significant importance.

The first meeting of the Naval Consulting Board was held at the office of the Secretary of the Navy, Washington, D. C., on Oct. 6, 1915. The Board organized by electing Thomas A. Edison, Chairman, Peter Cooper Hewitt, First Vice-Chairman, William L. Saunders, Second Vice-Chairman, and Thomas. Robins, Secretary. All of these officers are members of the American Institute of Mining Engineers. THE BEGINNING of a large enterprise is often as in- significant as a lump of leaven hidden in a bowl of meal or a handful of mustard seed that the wind blows across a field. In 1950 the company known today as the Phelps Dodge Corporation had nearly thirty-two thousand stockholders, paid salaries and wages of about fifty million dollars to some thirteen thousand persons, produced nearly four hundred and ninety million pounds of copper, and possessed net current assets of approximately one hundred and six million dollars. For the origin of this great business, one must go back approximately a hundred and fifty years to an obscure saddle-making shop in the small town of Hart- ford, Connecticut. Anson Greene Phelps, proprietor of the shop and master saddler in his own right, was born in 1781-the year of the Battle of Yorktown, the surrender of Cornwallis, and the close of the Revolutionary War Anson's forebears had come to America in the great Puritan migration that left fields, shops, pulpits, and hearthstones in the reign of Charles the First to transplant the strong, tough roots of their race, culture, and institutions in the New World.

MISSOURI SCHOOL OF MINES The Missouri Mining Association has enjoyed a very good year. Last October the society was reorganized and the following officers elected for the year: E. During the autumn and winter months we had a number of informal smoker lectures in Norwood Hall. Among the speakers at these meetings were: H. A. Buehler, Missouri State Geologist; Chas. E. INTRODUCTION THE object of this paper is to discuss the factors and conditions that affect the observed values of the melting points of refractory materials and to describe practical methods for the determination of these points. While it appeared to be necessary to discuss some of the general properties of silicates and refractories, these subjects have been entered into only in so far as they relate to the melting point and its determination. Refractory materials such as fireclays, firebricks, and minerals generally, may be considered to be composed of compounds of metallic oxides, solid solutions of the oxides, the pure oxides, or mixtures of the three classes together with small amounts of a variety of chemical compounds. The oxides of silica and alumina occur most commonly in refractory materials; in combination with. these, oxides of the alkali earth, the alkali, the iron group, and the rare earth metals are frequently found.

SEAMSYS and CSD/SMP are sets of computer programs that assist geologists and mine engineers in modeling and evaluating coal properties. The systems are tailored for treatment of waste and coal quality data, including metallurgical coal product capabilities. The gridded SEAMSYS model honors all drillhole data and incorporates user- defined mining parameters, losses and dilutions, and operational constraints. A variety of reserve reports and graphic displays are available from the model. Preliminary mine planning is accomplished through automatic cut generation and production targeting. CSD/SMP refines the preliminary plans to help anticipate the consequences of various mine schedules and evaluate equipment capacity requirements.

Adsorption of a nonionic polyacrylamide (PAM), an anionic polyacrylamide with sulfonate functional groups (PAMS), and a cationic polyacrylamide with amine functional groups (PAMD), on hematite was investigated as a function of different solution conditions. Adsorption results indicate that the major mechanisms of adsorption of polyacrylamides on hematite is through hydrogen bonding, with electrostatic forces playing a secondary role. All the polymers exhibited irreversibility of adsorption upon dilution. Also, entropic effects were determined to be important in adsorption. Surface chemical properties of hematite and solution chemistry of the polyacrylamides are considered to explain the polymer adsorption behavior on hematite.

The Institute maintains a dual relationship with students: (1) an individual relationship with a Student Associate; and (2) a relationship with local organizations of students, known as Affiliated Student Societies or Student Chapters. 1. The conditions of Student Associateship are set forth in Section 9, Article I, of the Bylaws of the Institute (see page 62 and following pages). During 1934, sundry amendments were made for the purpose of improving the student relationship. Postgraduate students are now eligible; and associateship can be maintained, with the payment of the regular dues of $2 per year, for 18 months following graduation in June.
