Computation of reserve tonnages, stripping ratios, and grade of ore has long been a revolting aspect of the young mining engineer's job. Weeks at the desk calculator may turn into months before a single job is completed. Then many additional hours are necessary to check the calculations. During the last decade, computing machines have been widely publicized as instruments which will accomplish fantastic feats. Tales of their magical qualities have overshadowed their most basic characteristics-that of being a labor-saving device. Prior to a discussion of the electronic calculator's use on a mining problem, it may be well to point out that these machines are neither magic nor will they replace the judgment of an experienced engineer. In short, the "mighty morons," as the computors are sometimes called, are excellent labor savers but must be used correctly. They are not a substitute for thinking.

At their last meeting, the Directors of the Institute passed the following resolution regarding Robert W. Hunt, who was president of the Institute in 1883 and 1906. This resolution was engrossed and presented to Captain Hunt at a dinner given to him in Chicago, December 9, on the occasion of his eightieth birthday. Resolution At that time it was announced that $5000 had been guaranteed as the nucleous of a fund, the income of which will be used for prizes to be awarded each year, under the supervision of the American Institute of Mining Engineers, for the best papers on iron and steel subjects. The Board of Directors of the American Institute of Mining Engineers extend to their distinguished colleague, Robert W. Hunt, a hearty greeting upon his eightieth birthday anniversary. They congratulate him upon his notable achievements as a pioneer in ,the manufacture of iron and steel, and his long and admirable service both as a practical director and as a wise critic and counselor in that art. They remember with gratitude his successful administration, for two separate periods, of the Presidency of the Institute, and they recall with pride the honor conferred upon it through the award to him of the John Fritz Gold Medal. Not least is their satisfaction in the retrospect of forty-four years of his membership in the Institute, with its unbroken record of loyal friendship acid delightful companionship; and they pray, that this record may be continued for happy years to come. In witness whereof, they have ordered this minute to be entered upon the records of the Board, and a copy duly attested to be sent to Captain Hunt.

Demands on available lands will continue to increase due to the projected population increase and industrial expansion. Though there is an upper limit on available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as nonrenewable and renewable. Lands with minable resources can be dedicated at some Point to the extraction of resources. Such a dedication, however longterm, is only temporary because of the nonrenewable nature of the minable resources. The land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no nonrenewable uses are preempted and no renewable uses are permanently destroyed. This paper addresses primary aspects of this planning process. These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning, and a long-term plan for resource conservation and utilization. Minerals, with agriculture and forest products, are the primary sources of wealth. Therefore, to amid land development that may preempt future mineral resource utilization, local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more land use planning is needed for lands with mineral deposits.

THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed : Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. Resolved, That a committee of six, with power to add to its numbers, be appointed to examine into the question of the more economical production of iron in this country. Dr. Arthur H. Elliott has been connected with the gas industry for upward of thirty-eight years and was a chemist to whom the industry is deeply indebted for the application of the science of chemistry to its problems and processes. He was born in London, England, in 1851, and was the son-of a physician. While a child he was taken to France, where he received his early education, learning to speak the French language before his native English. His father having destined him for the medical profession, he commenced his studies on his return to England, but his attention being attracted to chemistry, he gave up the study of medicine to pursue that of chemistry. While still a student, he obtained a reputation as an iron and steel analyst, publishing two methods of analysis, one for the determination of sulphur .and the other for the determination of carbon in cast iron. On his graduation from the School of Mines at South Kensington, he left England intending to go to Australia, where an uncle resided, having in mind also the possibility of a trip to China. On his arrival in New York, he met Professor Charles F. Chandler, to whom he had a letter of introduction, and who induced young Elliott to remain. He graduated from Columbia College with the degree of Doctor of Philosophy in 1883. He became demonstrator in chemistry at the College of Pharmacy and afterward professor of chemistry and physics at the same college. He became connected with the Municipal Gas Lighting Co. in May, 1880. In. November, 1.884, when consolidation took place, he became engineer-chemist of the Consolidated Gas Co., which position he held until May, 1910, when he resigned, but was retained as consulting chemist until his death. Recently Columbia University conferred on him the honorary degree of Master of Science.

An approach to treating flow through fractured rocks is presented which involves (1) determining statistical distributions for fracture area, density, orientation, and aperture from field data, (2) computer generation of fracture systems from the statistical distributions, and (3) analysis of the permeability and porosity of the fracture systems. The fracture density and orientation data my come from core logging or mapping. The hydraulically appropriate apertures and areas of the fractures come from transient flow analyses of single fracture well tests. These tests my also yield information on fracture deformability. Analysis of flow through computer generated fracture systems shows that an equivalent porous medium permeability can be defined for some fracture systems if a large number of fractures is taken into account.

As the investigation proceeded it became apparent that not only these details, but all the general features of austenite decomposition, could be understood in terms of fundamental physical principles. Since the direct applicability of these physical principles has not been previously recognized, it was decided to incorporate the original results of the investigation into a review of the general subject of the kinetics of austenite decomposition. This review constitutes the present article. An extended summary of the results is given on pages 576 to 579. This article, which deals with the kinetics of phase transformations, may appropriately be considered as a sequel to two recent articles1,2 from this laboratory on the equilibrium relations in medium alloy steels.

ONE of the interesting-though not unnatural-features of the whole Porphyry Copper development is the way in which the history of each property dovetails with that of one or more of the others. The same names keep cropping up as one digs into the accounts of events from 1900 to 1915. J. Parke Channing made examinations of Nevada, Ray, and Inspiration, as well as of Miami. Henry Krumb did important work in the early stages of the exploitation of Utah, Nevada, Ray, Braden, and Inspiration. Pope Yeatman was favorably impressed with the Braden property before he had ever visited it, when he saw a batch of Braden ore sent to the United States for testing. It reminded him immediately of Nevada Consolidated ore: indeed, he was unwilling at first to believe that it came from South America. And it was while working on the examination at Utah Copper that Philip Wiseman became enthused with the possibilities of the Ray mines. In 1905, Mr. Krumb, under the general direction of A. Chester Beatty, was strenuously engaged at Bingham, Utah, in arriving at an answer to this question: Should or should not the Guggenheim interests back Jackling to the tune of several million dollars to build the big concentrators at Gafield? Seeley W. Mudd was the Guggenheim engineer on the Pacific coast and in that capacity was indirectly responsible for the work at Bingham. At his suggestion Wiseman came up from Los Angeles as one of Krumb's assistants-at $5 per day, incidentally. A little later Mr. Mudd, in Utah on one of his visits, went down to Bingham. That evening in the old Hills Hotel in Markham Gulch he was going over reports with Mr. Krumb. Wiseman and some of the other engineers on Krumb's staff were present. As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the 25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting. The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may be announced that the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. As soon as details have been worked out, a circular will be issued giv¬ing full information concerning the trip.

Many studies have been made of the microflotation of quartz (de Bruyn, 1955; Fuerstenau, 1957; Somasundaran, 1964; Smith, 1973; Fuerstenau, 1976; and Smith and Akhtar, 1976) and alumina (Somasundaran, 1964; Smith and Akhtar, 1976; Fuerstenau and Palmer, 1976; Fuerstenau and Akhtar, 1976; Fuerstenau and Yamada, 1963; Modi and Fuerstenau, 1960) using various anionic and cationic heteropolar hydrocarbon surfactants as collectors. A few studies have been made on these materials using amphoteric hydrocarbon collectors (Wrobel 1969 and 1970; Smith. Haddenham, and Schroeder, 1973; Gupta and Smith, 1975) and only a few studies have been made on the use of fluorocarbon surfactants as flotation collectors Cooke and Talbot, 1955; Somasundaran and Kulkami, 1973). The present investigation compares microflotation response of the two minerals in hydrocarbon and fluorocarbon collector systems of the anionic, cationic, and amphoteric types. An attempt is made to relate flotation response of the minerals to their electrokinetic behavior and the pKa values of the collectors.

I have not before had the honor of offering to the Institute a communication on the subject of the variety of asphaltum which I described as uintahite; but several disconnected notices of it have appeared in the Transactions, and much additional information regirding it and its relations to other varieties of the asphalt group has been gathered together. Dr. Henry Wurtz has also discussed the nature of uintaite, and has endeavored to show that it should be considered a variety of grahamite.* We have also had an interesting paper upon."Asphalt and its Uses," from Captain F. V. Greene, containing much important technical information and a scheme of classification of the varieties of bitumen and of bituminous compounds.
