That portion of Quebec to which the few remarks I propose to make are more particularly intended to apply, viz., the Eastern Townships, has long been known for its mineral wealth, and has enjoyed a reputation for mining enterprises, second probably to no other part of Canada. Capital has been invested in large amounts at various points, some of which has yielded a handsome return to the investors, while in other cases the inevitable results of rash and foolish speculation have followed, much good money has been sent after bad, and the principal result has been a dearly bought expe- .

The press, trade publications, and special circulars, some elaborately illustrated, have been liberally employed within recent years in this country, to set forth the advantages of various locations as industrial centers, having as a basis the possibility of profitably producing pig-iron at these proposed centers: and special stress has been placed upon opportunities believed to exist at certain points for making iron of a quality suitable for the manufacture of Bessemer steel. The remarkable statements and prophecies made in some of these publications, have suggested the present paper, treating of the influence which location exerts upon the special industries named.

COLORADO SCHOOL OF MINES On February 21, 1918, the students of the Colorado School of Mines who are members or have applied for membership in the Institute re-organized the "Scientific Society of The Colorado School of Mines,? which has for its .purpose the study and discussion of mining problems. The Mining and Metallurgical Club of the University of Toronto held a very successful meeting at the Engineers' Club on Jan. 29, 1917. Interesting papers on the Arizona Mining Districts and on the Creighton Mine at Sudbury were read. Several members of the freshman class who have changed from other branches of engineering to mining have been taken into the Club, so that we are now booming. We are also making an attempt to have more of our members apply for junior membership in the Institute, and hope to report favorably along these lines in the near future. C. A. To obtain a negative determination for prime farmlands in its approved lignite surface mine permit application, Phillips Coal Co. conducted a soils mapping effort and a historic land use survey. In addressing the justification for topsoil substitute materials, the company relied on results of a geochemical evaluation to demonstrate improved drainage, trafficability, and fertility. It also relied on results of field test plots. Post-mining land use was determined through the use of overlay maps considering existing land use, vegetation, and historic prime farmland. The reclamation plan incorporated these elements plus indicator species, existing vegetation, and wildlife needs.

"IRON for iron" may soon be the primary concept of Mexico's mining industry. If reports that President Adolfo Ruiz Cortines intends to extend federal control over mining are true, Mexico will export iron ore to the U. S. only in return for machinery. Actual exporter will be the Federal Government, with negotiations through the Bank of Mexico. Shipments of iron ore, under this kind of arrangement, can be tightly controlled, assuring that machinery and heavy equipment instead of dollars are the means of payment. Expansion of this policy in the next few years can be expected according to reports.

IX the death of William H. Scranton, which occurred at Oxford, N. J., June 19, 1889, the Institute has been called once more to mourn the loss of a name from the fast diminishing list of those who constituted its membership in the first year of its existence. This paper outlines a well proven and highly successful approach for eliminating many of the problem and frustrations often experienced in plant startup. The approach was developed over a period of 25 years during which some 90 plants were commissioned. This paper discusses startup from the contractor’s perspective and highlights the requirement for detailed startup planning, careful coordination during the project final construction phase, and thorough checkout of equipment prior to introduction of feed. Performance of these services has demonstrated a valuable opportunity exists for the contractor to assist in the training of the plant operating personnel.

The rock and mineral analyst will be called upon to determine both the major and minor constituents in materials as varied as rocks, soil, sediments, concentrates and various liquids. These analyses will have interactions requiring extraction, matrix modification, and background correction. Analytical methodologies include classical gravimetric methods, such as fire assay, emission spectroscopy, X-ray fluorescence, atomic absorption, inductively coupled plasma, and neutron activation. With these capabilities the analyst can be called on to determine three-fourths of the elements in the periodic table. How can the earth scientist pick the method best suited for his particular sample?

Recently the U.S. Bureau of Mines has undertaken a research project to develop the mechanical roof pulling technique as a method for evaluating the effectiveness and the comparative advantages and disadvantages of various roof bolting systems for underground coal mines, based on the characteristic responses of bolted mine roofs to a prescribed external loading system. Two preliminary experiments of the test method were conducted in the Bureau's Safety Research Coal Mine (SRCM) at Bruceton, Pa., and further trials are underway. The fundamental concept of the test method, the design of test rigs, and the experimental results are summarized in this progress report.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships that tie the critical variables to the safe useful life of a trona mine layout and observations made in 140 production areas where the variables were researched over a 15-year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

A laboratory experimental research project was conducted to evaluate the use of chlorine for the oxidative destruction of residual ammonia that may remain in ground water after in-situ uranium solution mining operations. The work tested the idea of injecting high strength calcium hypochlorite solution into the mining zone to convert ammonia to nitrogen gas as a final cleanup process for ammonia removal from the ground water system. This paper details ammonia removal efficiency as a function of chlorine dose, reactant, and product material balances, and how the concept may be used as a final ground water restoration process.

Main industrial minerals produced in New Zealand are nonmetallic - clay, dolomite, limestone, pumice, salt, serpentine, and silica sand. Other minerals, some with minor production, include diatomite, feldspar, magnesite, sulfur, asbestos, and perlite. Energy and metallic minerals and aggregate are excluded from this account. These industrial minerals occur in a wide range of rock types and geological ages. For example, clays are known from the weathering products of Cretaceous rhyolite and leaching of Eocene coal measures; from Quaternary weathering of contemporary loess and shallow marine sediments, and of greywacke of Triassic-Jurassic age; and from the hydrothermal alteration of late Cenozoic acidic volcanic rocks.

Through a progressive laboratory and pilot-plant program Jones & Laughlin Steel Corp has analyzed and corrected mine drainage pollution problems at all of its coal mines. In conducting this program, the company found no "typical" drainage discharge. Each discharge point at each mine was unique, so that varied approaches were needed to eliminate stream pollution. To illustrate the variety of these approaches, the treatment of drainage from foul, discharge points at three mines in Pennsylvania will be considered here. The flows and critical analyses of the drainage sources and treated effluents arc shown in Table I. Hydrated Lime Works at Thompson Borehole The discharge stream from the Thompson bore- hole at the Vesta No. 5 mine flowed into a small branch creek where it created a "yellowboy" deposit and affected aquatic life. Investigation indicated that hydrated lime would neutralize the acid and precipitate ferric iron without aeration. Treatment of the 150.000-gpd flow, however, created about 4000 gpd of wet sludge for which there was no nearby accumulation site. With State approval, this sludge was deposited through an unused borehole into an abandoned section of the Vesta No. 6 mine several miles away.

ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.
